Delays in dredging and inability to dredge the nation's harbors, due to the presence of contaminated sediments and the lack of environmentally acceptable disposal sites are interfering with shipping activities and hampering trade growth. The United States Government is committed to provide continuing support to the port industry's goals for enhancing economic growth while protecting, conserving and restoring natural resources within coastal aquatic lands. The government's commitment has resulted in the articulation of a national dredging policy in the Action Plan for Improvement of the Dredging Process in the United States. This national challenge calls for a systematic and consistent decision making approach to dredging and disposal including contaminated sediment management. In building an effective decision mak ing framework for costs, risk reduction and potential beneficial uses of the disposal material must be considered in identifying and evaluating environmentally acceptable and cost-effective disposal alternatives. A conceptual framework for applying a risk-cost trade off approach in making decisions regarding contaminated sediment disposal is presented and applied to a hypothetical disposal scenario involving three alternatives: deepwater confined disposal, nearshore fill or capping and, upland disposal. The approach entails the performance of sequential evaluations consisting of risk analysis, estimation of costs, integration of the results into a computational framework for trade-off analysis, and the application of decision analytical tools to build consensus among stakeholders and the general public in selecting a preferred alternative.  相似文献

Environmental decision‐making issues in the Atchafalaya River Basin (ARB), Louisiana require innovative approaches that combine scientific understanding and local stakeholder values. Management of the ARB has evolved from strong federal control to establish the ARB as a primary floodway of the Mississippi River and Tributaries Project to a state and federal collaboration to accommodate fish and wildlife resource promotion, recreational opportunities, and economic development. The management policy has expanded to include a growing number of stakeholders, but the decision‐making process has not kept pace. Current conflicts among many local stakeholder groups, due in part to their lack of involvement in the decision‐making process, impede restoration efforts. The absence of a long‐term collective vision for the ARB by both local stakeholder groups and management agencies further confounds these efforts. This paper proposes a process to apply a structured decision‐making framework, a values‐based approach that explicitly defines objectives, to promote stakeholder‐driven restoration efforts in the ARB and to better prepare for and manage long‐term environmental issues. The goals of this approach are: (1) to create a process founded on stakeholder values and supported by rigorous scientific assessment to meet management agency mandates and (2) to establish a transparent process for restoration planning in the ARB that incorporates current and future non‐governmental stakeholders into the decision‐making process. Similar frameworks have been successful in other river basins; we feel the structure of current restoration efforts in the ARB is well‐suited to adopt a values‐focused management framework.  相似文献

Every year, the four federal agencies that manage designated wilderness in the United States receive proposals to implement small‐ and large‐scale ecological restorations within the National Wilderness Preservation System. The combination of climate change with other landscape stressors is driving ecological restoration to be one of the single most important, challenging, and potentially litigious wilderness stewardship issues. In addition, different stakeholders may have strongly divergent views about what the right decision should be, and decisions need to go beyond routine technical and scientific analyses to incorporate a broader range of legal and ethical considerations. We present a framework based on a comprehensive, structured set of scientific, legal, and ethical questions to guide the evaluation of proposals for ecological restoration and other types of ecological intervention in wilderness. This framework of questions is a voluntary tool designed to increase communication and transparency among scientists, managers, and interested publics regarding the trade‐offs and uncertainties of ecological restoration, and promote informed public deliberation in managing the public resource of wilderness.  相似文献

Social networks of stakeholders are necessary to foster public support for classical biological control for nature. Drawing from recent scholarship in policy-relevant social science fields, this article describes two key concepts that can improve science communication strategies to support invasive species management and biocontrol: lay public risk perception, and public engagement with science. This article then recommends a fundamental communication strategy: construct public trust in invasive species control efforts using public engagement processes that link trustworthy messengers and appropriate messages with the public. It draws examples from biocontrol projects that used pathogens as the natural enemy of choice, but more broadly seeks to inform efforts to engage the public about the use of classical biocontrol agents in nature conservation efforts.  相似文献

Risk assessment tools for listing invasive alien species need to incorporate all available evidence and expertise. Beyond the wealth of protocols developed to date, we argue that the current way of performing risk analysis has several shortcomings. In particular, lack of data on ecological impacts, transparency and repeatability of assessments as well as the incorporation of uncertainty should all be explicitly considered. We recommend improved quality control of risk assessments through formalized peer review with clear feedback between assessors and reviewers. Alternatively, a consensus building process can be applied to better capture opinions of different experts, thereby maximizing the evidential basis. Elaborating on manageability of invasive species is further needed to fully answer all risk analysis requirements. Tackling the issue of invasive species urges better handling of the acquired information on risk and the exploration of improved methods for decision making on biodiversity management. This is crucial for efficient conservation resource allocation and uptake by stakeholders and the public.  相似文献

Risk-based decision making requires that the decision makers and stakeholders are informed of all risks that are potentially significant and relevant to the decision. The International Programme on Chemical Safety of the World Health Organization has developed a framework for integrating the assessment of human health and ecological risks. However, other types of integration are needed to support particular environmental decisions. They are integration of exposure and effects, of multiple chemicals and other hazardous agents, of multiple routes of exposure, of multiple endpoints, multiple receptors, multiple spatial and temporal scales, a product's life cycle, management alternatives, and socioeconomics with risk assessment. Inclusion of all these factors in an integrated assessment could lead to paralysis by analysis. Therefore, it is important that assessors be cognizant of the decision process and that decision makers and those who will influence the decision (stakeholders) be involved in planning the assessment to ensure that the degree of integration is necessary and sufficient.  相似文献

Recovering from a biological attack is a complex process requiring the successful resolution of numerous challenges. The Interagency Biological Restoration Demonstration program is one of the first multiagency efforts to develop strategies and tools that could be effective following a wide-area release of B. anthracis spores. Nevertheless, several key policy issues and associated science and technology issues still need to be addressed. For example, more refined risk assessment and management approaches are needed to help evaluate "true" public health risk. Once the risk is understood, that information can be considered along with the types of characterization activities deemed necessary to determine whether the cost and time of decontamination are actually warranted. This commentary offers 5 recommendations associated with decision making regarding decontamination and clearance options that should accompany a comprehensive risk analysis leading to more effective risk management decisions. It summarizes some of the most important technological gaps that still need to be addressed to help decision makers in their objective of reducing health risks to an acceptable level. The risk management approach described should enable decision makers to improve credibility and gain public acceptance, especially when an adequate science and technology base is available to support the required decisions.  相似文献

With the shift from the formerly dominating primary production sector to the secondary and now the tertiary sector, the vast majority of the population has lost direct influence on shaping our landscape. However, public interest in landscape and environmental decision making remains active. Approaches to public participation were introduced some decades ago, but only sporadically. International declarations and conventions of strategic importance, such as the Rio Declaration on Environment and Development and the AARHUS Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters, provide the foundation for integration in national regulations addressing public involvement in decision making. Using the Alport Valley in the Peak District National Park, UK, this case study illustrates how planning proposals that did not involve stakeholders and their opinions came to a halt and had to be changed. Through stakeholder involvement, there is now a broad consensus about the future of this landscape. As part of an iterative consultation and participation process, a long-term vision for the landscape and land management of the Alport Valley has been developed to improve the valley’s special landscape character, enhance its visual and recreational attractiveness and regenerate the woodlands in ways that maximise the long-term benefit for ecology, wildlife and landscape.  相似文献

Cyberinfrastructure is a product of the information age that provides a framework for informing adaptive management of ecological entities under the impact of regional and global change. It supports proximity monitoring, user-friendly data management, knowledge discovery by data synthesis, and decision making by forecasting.A workflow is proposed that suits the iterative nature of adaptive management. It takes advantage of novel sensor, genomics, and communication technology for ecological monitoring, of ontologies, semantic webs and blockchain for data management, of hybrid, machine and deep learning concepts for data synthesis and forecasting. Forecasting at different time horizons is guiding decision making for adjusting management and continuing monitoring.This review aims to make researchers, decision makers and stakeholders aware of currently existing technology to make better use of ecological data and models for timely and evidence-based decisions.  相似文献

Public health communication campaigns have been credited with helping raise awareness of risk from chronic illness and new infectious diseases and with helping promote the adoption of recommended treatment regimens. Yet many aspects of public health communication interventions have escaped the scrutiny of ethical discussions. With the transference of successful commercial marketing communication tactics to the realm of public health, consideration of ethical issues becomes an essential component in the development and application of public health strategies. Ethical issues in public health communication are explored as they relate to eight topics: 'targeting' and 'tailoring' public health messages to particular population segments; obtaining the equivalence of informed consent; the use of persuasive communication tactics; messages on responsibility and culpability; messages that apply to harm reduction; and three types of unintended adverse effects associated with public health communication activities that may label and stigmatise, expand social gaps, and promote health as a value. We suggest that an ethical analysis should be applied to each phase of the public health communication process in order to identify ethical dilemmas that may appear subtle, yet reflect important concerns regarding potential effects of public health communication interventions on individuals and society as a whole.  相似文献

Environmental performance indicators (EPIs) can be an important tool for evaluating and reporting the integration of environmental practices and tools in the defence sector, ensuring that environmental issues are being consistently and clearly followed into sector activities on a local and national scale. However, proper use of indicators is dependent on a suitable conceptual framework to manage and assess the environmental performance. Furthermore, monitoring is fundamental to environmental efficiency evaluations both to assess adherence to standards and to support management options. The use of EPI assures that a monitoring system for a public sector addresses only the key variables associated with significant environmental impacts and also improves communication with stakeholders. The main objective of this paper is to develop EPIs supported by an environmental information system (EIS), as a tool for environmental efficiency evaluations in the defence sector. To put the proposed approach into practice, the Norwegian defence EIS is used as a data source – a system developed to increase environmental awareness and to promote environmental efficiency, in the reporting of environmental aspects like use of ammunition, generation of waste, energy consumption, fuel consumption, use of chemicals, and water consumption. Use of real data acquired from the EIS is used to test and evaluate the robustness of the public sector's environmental performance indicator conceptual framework (SEPIIS), used to support the developed indicators. The main findings show how an indicator framework can be effectively combined with the use of an EIS designed to process data from a sector's activities, stressing how environmental issues could be integrated into overall public services performance management. The EPI developed for the Norwegian defence allowed to trace the sector's environmental performance, by comparisons with commissions from the Norwegian Ministry of Defence and national goals for GHG emissions, identifying areas for priority response measures. This joined approach of indicators and information systems could be useful to increase and improve environmental ex post and ex ante assessments, reporting and communication of defence activities.  相似文献

Large-scale spatial planning requires careful use and presentation of spatial data as it provides a means for communication with local stakeholders and decision makers. This is especially true for endangered species, such as the badger (Meles meles) in the Netherlands. To effectively mitigate the badger's traffic mortality in an area, two types of tools are needed. The first one estimates the probability of a successful road crossing for individual animals. The second tool is GIS-based and not only models the movement patterns of animals but also estimates an animal's daily number of road crossings. With data on population size as well as on road and traffic characteristics, a combination of both tools provides a measure of the mortality risk roads pose to wildlife in an area. Such estimations proved to be invaluable in a planning process with local inhabitants in the municipality of Brummen (the Netherlands), where ecological as well as safety problems appear. Our study demonstrates the applicability of GIS tools in balancing ecological consequences of road network options with a different distribution of traffic flows over the area in spatial planning and ecology.  相似文献

Submarine canyons are considered biodiversity hotspots which have been identified for their important roles in connecting the deep sea with shallower waters. To date, a huge gap exists between the high importance that scientists associate with deep-sea ecosystem services and the communication of this knowledge to decision makers and to the wider public, who remain largely ignorant of the importance of these services. The connectivity and complexity of marine ecosystems makes knowledge transfer very challenging, and new communication tools are necessary to increase understanding of ecological values beyond the science community. We show how the Ecosystem Principles Approach, a method that explains the importance of ocean processes via easily understandable ecological principles, might overcome this challenge for deep-sea ecosystem services. Scientists were asked to help develop a list of clear and concise ecosystem principles for the functioning of submarine canyons through a Delphi process to facilitate future transfers of ecological knowledge. These ecosystem principles describe ecosystem processes, link such processes to ecosystem services, and provide spatial and temporal information on the connectivity between deep and shallow waters. They also elucidate unique characteristics of submarine canyons. Our Ecosystem Principles Approach was successful in integrating ecological information into the ecosystem services assessment process. It therefore has a high potential to be the next step towards a wider implementation of ecological values in marine planning. We believe that successful communication of ecological knowledge is the key to a wider public support for ocean conservation, and that this endeavour has to be driven by scientists in their own interest as major deep-sea stakeholders.  相似文献

Why are formal statistical methods for risk-based decision-making so seldom used in the practice of watershed management? I contend that complex formal methods, while internally consistent, are often inappropriate to real world decision-making. The primary purpose of risk analysis is to support risk management, and decision methods need to be effective not just in evaluating risk, but also in communicating risk among stakeholders and decision makers. Useful methods must be not only correct, but also readily communicable. Many formal risk-based decision methods have real obstacles to practical application in one of the following areas: (1) many important components of risk that matter to stakeholders are difficult to express in quantitative terms, and any method which turns “fuzzy” information and subjective opinion into hard numbers is prone to be regarded with suspicion; (2) methods which are not understandable and convincing to decision makers have little practical value; (3) a complex formal analysis will be seen as misguided or irrelevant if it does not represent the full spectrum of management goals. This paper compares the process of watershed management with the process of ecological risk assessment, highlighting similarities and key differences. A practical decision method which balances quantitative rigor with ability to communicate to and forge consensus among stakeholders is then outlined with reference to a successful case study.  相似文献

Three international stakeholder meetings were organized by The Netherlands-based "Kluyver Center for Genomics of Industrial Fermentation" with the objective to identify the future societal issues in the field of industrial biotechnology and to develop a coordinated strategy for public dialogue. The meetings resulted in five unanimous recommendations: (i) that science, industry and the European Commission in conjunction with other stakeholders create a comprehensive roadmap towards a bio-based economy; (ii) that the European Commission initiate a series of round-table meetings to further articulate the views, interests and responsibilities of the relevant stakeholders and to define policy; (iii) that the development of new innovative communication activities is stimulated to increase public engagement and to discuss the ways that we do or do not want technologies to shape our common future; (iv) that further social studies are undertaken on public attitudes and behaviors to the bio-based economy and that novel methods are developed to assess public views of future technological developments; and (v) that the concept of sustainability is further operationalized and taken as a core value driving research and development and policy making.  相似文献

The Use of Case Studies in Establishing Feasibility for Wetland Restoration   总被引:4,自引:0,他引:4  
Establishing restoration feasibility is a multifaceted process that requires consideration of the ecological, social, and economic conditions of a given site. Examining completed restoration projects that report successes and failures may enhance this complex decision‐making process. We describe five completed wetland restoration projects and identify commonalities among them to inform the process of establishing feasibility for proposed restoration projects. Most of the case studies identified the need to gather preexisting and historical information, develop scenarios through hydrologic modeling, study the restoration materials, use best professional judgement for unanswered questions, establish multigroup collaboration, gain public support from stakeholders, and monitor postrestoration. We applied these lessons to a study that evaluated the feasibility of restoring Dyke Marsh Preserve, a tidal freshwater marsh in Virginia that the National Park Service is mandated to preserve. We found that the use of case studies substantially increased confidence in the decision‐making process by focusing discussions on the most important ecological, social, and economic aspects of a potential restoration.  相似文献

Recent studies point to the need for improved understanding of environmental management frameworks designed to combine qualitative public and quantitative technical inputs in decision-making processes. Flux in public perception and concern about risks imply frameworks must be iterative in nature and incorporate a variety of assessment triggers in the form of decision points. A conceptual model is proposed here to explain the de facto operation of standard risk analytic frameworks within the broader sociopolitical milieu of public policy. The model is presented as a decision flow diagram that emphasizes setting environmental management goals based on societal input and the formulation of decision criteria for selecting management actions to achieve those goals. Prospective and retrospective decision control points operate to select management options that, respectively, avoid or reduce actual or predicted effects. Feedback loops that modify risk management outcomes are identified. Technical and scientific inputs (i.e., risk analysis) are assigned an essential information role within the framework and are responsible for informing the management process with the results of appropriately conducted and reviewed investigations. The proposed model is intended primarily to indicate how environmental risk management decision-making and associated technical assessments may be influenced by social pressures. It is hoped this understanding will lead to analytical transparency and better public communication of the environmental implications of policy options.  相似文献

Objective

To explore the perspectives of a diverse group of stakeholders engaged in medicines decision making around what constitutes an “essential” medicine, and how the Essential Medicines List (EML) concept functions in a high income country context.

Methods

In-depth qualitative semi-structured interviews were conducted with 32 Australian stakeholders, recognised as decision makers, leaders or advisors in the area of medicines reimbursement or supply chain management. Participants were recruited from government, pharmaceutical industry, pharmaceutical wholesale/distribution companies, medicines non-profit organisations, academic health disciplines, hospitals, and consumer groups. Perspectives on the definition and application of the EML concept in a high income country context were thematically analysed using grounded theory approach.

Findings

Stakeholders found it challenging to describe the EML concept in the Australian context because many perceived it was generally used in resource scarce settings. Stakeholders were unable to distinguish whether nationally reimbursed medicines were essential medicines in Australia. Despite frequent generic drug shortages and high prices paid by consumers, many struggled to describe how the EML concept applied to Australia. Instead, broad inclusion of consumer needs, such as rare and high cost medicines, and consumer involvement in the decision making process, has led to expansive lists of nationally subsidised medicines. Therefore, improved communication and coordination is needed around shared interests between stakeholders regarding how medicines are prioritised and guaranteed in the supply chain.

Conclusions

This study showed that decision-making in Australia around reimbursement of medicines has strayed from the fundamental utilitarian concept of essential medicines. Many stakeholders involved in medicine reimbursement decisions and management of the supply chain did not consider the EML concept in their approach. The wide range of views of what stakeholders considered were essential medicines, challenges whether the EML concept is out-dated or underutilised in high income countries.  相似文献

In 2001, the nation experienced its first bioterrorism attack, in the form of anthrax sent through the U.S. Postal Service, and public health professionals were challenged to communicate with a critical audience, U.S. postal workers. Postal workers, the first cohort to receive public health messages during a bioterrorist crisis, offer a crucial viewpoint that can be used in the development of best practices in crisis and emergency risk communication. This article reports results of qualitative interviews and focus groups with 65 postal workers employed at three facilities: Trenton, New Jersey; New York City; and Washington, DC. The social context and changing messages were among the factors that damaged trust between postal workers and public health professionals. Lessons learned from this attack contribute to the growing body of knowledge available to guide communications experts and public health professionals charged with crisis and emergency risk communication with the public.  相似文献
