This article investigates the impact of transnational environmental organizations on rural people involved in conservation by exploring the impacts of the Convention of International Trade in Endangered Species of Flora and Fauna (CITES) ivory trade ban on Namibia’s elephant conservation policy. This case study examines how rural African people are put into categories of ‘conservation heroes’ or ‘environmental villains’ by local conservation practitioners, government officials in Namibia and transnational conservation actors. Findings indicate that the approach of state officials and conservation organizations (CO) results in incomplete representations of both rural African people and the cultural importance these people attach to elephants. The article concludes that current environmental narratives associated with rural African people have been used as powerful ‘tools of persuasion’ at the state and international level to support and legitimate conservation policy and resource use in relation to the concerns of transnational environmental actors to the exclusion of rural African people.  相似文献

Parallels exist between the academic theory of a dwelling approach to resilience and the Indigenous Stewardship Model developed on the Pine Ridge Indian Reservation in South Dakota. In both approaches, sustainable resource management depends on a practical environmentalism that creates linkages between local community members and their surrounding ecosystem. Research on the Pine Ridge Indian Reservation reveals that Lakota people possess a conservation ethic that stems from their physical connection to place. However, tribal, state, and federal land policies create structural barriers that reduce access of Lakota households to the land, which in turn reduces adaptability and resilience in their ecological practice. To overcome these barriers, Lakota households envision local stewardship of reservation lands and resources. Particular emphasis is placed on the intergenerational transfer of knowledge to Lakota youth, to transcend local and political conflict, and to reestablish social and cultural relationships with the reservation’s ecology.  相似文献

This paper uses a political ecology approach to examine whether ecotourism along the Pacific Coast of the Baja California peninsula in Mexico promotes stewardship of marine resources, which have been devastated in recent years by uncontrolled commercial harvesting. This case illustrates how conflicts over access to common-pool resources that fueled the demise of area fisheries are now emerging in the rapidly growing industry of recreational whale watching. Even if ecotourism provides a significant new source of income through environmentally friendly, nonconsumptive resource use, it may not be sufficient to discouragelocal people from engaging in other, more destructive forms of consumptive resource use. But resource conflicts may not preclude efforts to promote conservation through ecotourism. Along the shores of Baja's gray whale calving lagoons there are nascent, community-based organizations that could serve as vehicles for mobilizing local people into conservation efforts, if local access rights to marine resources were both secure and accorded preference over outside claims to the same.  相似文献

We examine the historical and philosophical roots of environmental stewardship and how they relate to conservation and human health. Concern for the environment in the United States derives from two distinct historical ideologies that we term “green” and “brown” environmentalism. We propose a modern-day synthesis of these ideologies that recognizes that environmental degradation and the emergence of zoonotic and epizootic diseases, affecting both humans and wildlife (i.e., pathogen pollution), are interconnected. This interconnection provides a compelling new reason to protect and preserve biodiversity.  相似文献

In a growing number of cases throughout Africa, communities' resource bases are being undermined or appropriated by outsiders, a process which seriously threatens the continuation of local cultures and livelihoods. In this article, we use a political ecology framework to examine how the linked processes of economic development, political power, and environmental change are transgressing the rights of fishing communities on the shores of Lake Malawi. In the cases described, these communities, or community members within them, find themselves powerless to prevent the expropriation of the resources over which they previously had either legal or customary control. Thus, it is not the economic processes of dispossession alone which lead to human rights violations but rather dispossession combined with an authoritarian political context.  相似文献

The development and pollution of two rivers, the Danube and Tisza, have been the site and subject of environmental protests and projects in Hungary since the late 1980s. Protests against the damming of the Danube rallied opposition to the state socialist government, drawing on discourses of national sovereignty and international environmentalism. The Tisza suffered a major environmental disaster in 2000, when a globally financed gold mine in Romania spilled thousands of tons of cyanide and other heavy metals into the river, sending a plume of pollution downriver into neighboring countries. In this article, I examine the symbolic ecologies that emerged in the two moments of environmental protest, as well as Hungarian activists' reflections on the changing political ecology of the region in their discourses of "ecocolonialism" ( ökógyarmatosítás ) and "wild capitalism" ( vadkapitaliszmus ).  相似文献

Following important donor funding in Tanzania since the 1990s to support community based natural resource management, several cooperation agencies have implemented projects aiming at developing innovative conservation strategies combining protected and sustainable use areas. Based on data gathered in the Katavi Rukwa Lukwati and Ugalla core areas of Western Tanzania, this paper compares and analyses how projects developed their strategy and objectives to address conflicts between local population and conservation agents, and how this led to changes in conservation practices. The projects managed to achieve their objectives in conservation and poverty reduction at various degrees. Enhanced conflict resolution capacity involving private stakeholders, conservation agents and local communities, as well as improved collaboration between projects, helped to solve part of the conflicts. This was the case with the negotiation of rights of access for beekeepers to Rukwa game reserve. However, enduring sector based approaches continue to hinder opportunities for developing multiple use approaches. Contrasted results of the projects can be explained by factors inherent to projects’ planning and management, but also by factors that are beyond projects’ influence such as the historical and contemporary context in terms of governance of natural resources and more globally, of power relationships between the state, private organisations and the communities.  相似文献

Understanding processes that determine biodiversity is a fundamental challenge in ecology. At the landscape scale, physical alteration of ecosystems by organisms, called ecosystem engineering, enhances biodiversity worldwide by increasing heterogeneity in resource conditions and enhancing species coexistence across engineered and non‐engineered habitats. Engineering–diversity relationships can vary along environmental gradients due to changes in the amount of physical structuring created by ecosystem engineering, but it is unclear how this variation is influenced by the responsiveness of non‐structural abiotic properties to engineering. Here we show that environmental gradients determine the capacity for engineering to alter resource availability and species diversity, independent of the magnitude of structural change produced by engineering. We created an experimental rainfall gradient in an arid grassland where rodents restructure soils by constructing large, long‐lasting burrows. We found that greater rainfall increased water availability and productivity in both burrow and inter‐burrow habitats, causing a decline in local (alpha) plant diversity within both of these habitats. However, increased rainfall also resulted in greater differences in soil resources between burrow and inter‐burrow habitats, which increased species turnover (beta diversity) across habitats and stabilized landscape‐level (gamma) diversity. These responses occurred regardless of rodent presence and without changes in the extent of physical alteration of soils by rodents. Our results suggest that environmental gradients can influence the effects of ecosystem engineering in maintaining biodiversity via resource heterogeneity and species turnover. In an era of rapid environmental change, accounting for this interaction may be critical to conservation and management.  相似文献

In an earlier contribution to TAJA (Peace 1996), I aimed to initiate an anthropological approach to environmentalism in Australia. I argued that the unpacking of environmental disputes was an appropriate starting point. In this paper, I develop this further by detailing the politics of a forest blockade in southern NSW in 1996. The blockade has long been an important element in environmental conflicts for it can prove an effective political manoeuvre, both symbolically and strategically. This alone makes it a worthwhile subject for ethnographic exploration. However, in this extended case study I detail how local residents, many of whom were urban refugees, developed a sense of community, an awareness of the forest's richness, and a distinctive sense of the relation between community and forest, during the course of mounting the blockade. These elements of their political discourse served them well as they negotiated with the State Government to halt logging in the old growth forest and thus preserve the area from further exploitation.  相似文献

This article advocates for better implementation of the Environmental Impact Assessment (EIA) framework as applied to wind power development, with a particular focus on improving compensatory restoration scaling. If properly enforced, the environmental impacts hierarchy “avoid‐minimize‐compensate” provides the regulated community with incentives to prevent wildlife and habitat impacts in sensitive areas and, if necessary, compensate for residual impacts through restoration or conservation projects. Given the increase in legislation requiring resource‐based environmental compensation, methods for scaling an appropriate quantity and quality of resources are of increasing relevance. I argue that Equivalency Analysis (EA) represents a transparent and quantitative approach for scaling compensation in the case of wind power development. Herein, I identify the economic underpinnings of environmental compensation legislation and identify weaknesses in current scaling approaches within wind power development. I demonstrate how the recently completed REMEDE toolkit, which provides guidance on EA, can inform an improved scaling approach and summarize a case study involving raptor collisions with turbines that illustrates the EA approach. Finally, I stress the need for further contributions from the field of restoration ecology. The success of ex ante compensation in internalizing the environmental costs of wind development depends on the effective implementation of the environmental impacts hierarchy, which must effectively encourage avoidance and minimization over environmental restoration and repair.  相似文献

As a zoonotic disease with unprecedented global impacts, COVID-19 may influence how people prioritize issues related to wildlife conservation. Using a nationally representative sample of US residents, we investigated: (1) how COVID-19 affected the relative importance of conservation issues among adults with different political ideologies, and (2) how the pandemic affected political polarization of conservation issues during the 2020 general election in the United States. Conservation issues such as endangered species and controlling zoonotic disease ranked low in importance among the 14 policy issues considered, even lower than environmental issues such as climate change and environmental protection; however, the importance of all conservation issues increased as a result of COVID-19. Political polarization surrounding the perceived importance of conservation issues also increased during the COVID-19 pandemic, with Democrats reporting larger increases in importance than Republicans. Polarization was driven by the most conservative Republicans and the most liberal Democrats. But this polarization was less extreme than it was for other issues such as climate change and healthcare. Findings highlight the need for communicating links between zoonotic disease and human interactions with wildlife and the environment. Acting quickly may be critical in areas where conservation issues are primed to succumb to political polarization.  相似文献

SYNOPSIS. The sustainable use of wild species by local peopleis emerging as an important conservation strategy. The premiseis the economic value of species will justify their own preservationas well as the habitats they occupy. However, the lack of naturalhistory and demographic information for the majority of speciesbeing exploited or with potential uses presents challengingproblems for implementing sustainable use programs. Each yearin Argentina and Paraguay, an average of 1.9 million tegu lizardsof the genus Tupinambis are exploited for their skins. In spiteof the importance of tegus as a resource, their biology is poorlyknown and their populations have never been managed. The lifehistory of Tupinambis, like that of other exploited lizards,is characterized by a relatively long life span, a large clutchsize, several years of growth before reproduction, and highmortality of hatchlings. Importantly, the mortality of young-of-the-yearand the proportion of females reproducing each year are bothprobably strongly influenced by interannual environmental variation.Whenthese parameters were randomized in life table projections tosimulate the effects of environmental stochasticity, the populationgrowth rate was highly sensitive to environmental fluctuations.Monte Carlo simulations of different harvest strategies showedthat estimates of population growth rates were overwhelminglyinfluenced by environmental variation and the number of yearsincluded in the growth rate estimate, even in the face of seeminglylarge changes in adult mortality that would result from populationmanagement. These results are both encouraging and cautionaryfor Tupinambis conservation. On the one hand these patternscan help explain how Tupinambis populations may have persistedin spite of high and variable harvest levels during many years,but conversely, stochastic effects make it difficult to evaluatethe effects of conservation measures. Size and sex can be determinedfrom harvested skins, and pilot studies suggest that analysesof the annual harvest can provide valuable information for evaluatinglong-term population trends.  相似文献

An extensive network of Protected Areas (PA) has been established across the Brazilian Amazon, but this PA system still suffers from a shortage of funding resources and environmental managers. New conservation strategies that successfully align social aspirations with biodiversity conservation are therefore imperative. Although approaches exist that demonstrate the value of biodiversity conservation for society and the local/national economy, these do not always manage to capture intrinsic values or local perspectives on natural resource conservation, and this can generate limitations in the use of these approaches as conservation tools. Here, we assessed the case of arapaima (Arapaima spp.) co-management, a well-consolidated community-based conservation initiative, through the lens of the Protected Areas Asset Framework (PAAF) to investigate the material and immaterial value of PA assets. Arapaima was clearly recognized as a key biophysical natural asset by local communities, with a significant role in terms of food, cultural, economic and conservation importance, in addition to its status as an iconic and emblematic species. This study reinforces the potential of the PAAF to identify the diverse range of values associated with PAs. Our results also encourage wider support to strengthen collaborative sustainable natural resource management programmes such as arapaima co-management, which is achieving remarkable social and ecological outcomes in rural Amazonia.  相似文献

This article examines the rhino and elephant conservation policies of Zimbabwe, focusing on the historical experiences of rural farmers with colonial and post-colonial wildlife policies. It begins by defining the social and political ramifications of the current environmental conservation debate in Africa, and how these are crucially affected by rural people's perceptions of environmental goods. Next, the paper explores the exploitative colonial legacy of wildlife conservation in Zimbabwe, and how that legacy has or has not been transformed since independence. The paper pays close attention to the development of linkages between rural farmers, local conservation NGOs, and local and national governmental bodies. Finally, the paper finds that, while many positive linkages have been made between conservation authorities and rural farmers and ranchers in elephant conservation programs, few such linkages have been made in the various rhino conservation schemes. Since Zimbabwe has been relatively successful in conserving its elephant population, but relatively unsuccessful in stopping rhino poaching, the paper concludes that the development of positive linkages between rural farmers and the state, which include heavy doses of popular participation at the grassroots level, is crucial for any successful natural resource policy.  相似文献

A fundamental goal of ecology is to understand the factors that influence community structure and, consequently, generate heterogeneity in species richness across habitats. While niche‐assembly (e.g. species‐sorting) and dispersal‐assembly mechanisms are widely recognized as factors structuring communities, there remains substantial debate concerning the relative importance of each of these mechanisms. Using freshwater snails as a model system, we explore how abiotic and biotic factors interact with dispersal to structure local communities and generate regional patterns in species richness. Our data set consisted of 24 snail species from 43 ponds and lakes surveyed for seven years on the Univ. of Michigan's E. S. George Reserve and Pinckney State Recreation Area near Ann Arbor, Michigan. We found that heterogeneity in habitat conditions mediated species‐sorting mechanism to drive patterns in snail species richness across sites. In particular, physical environmental variables (i.e. habitat area, hydroperiod, and canopy cover), pH, and fish presence accounted for the majority of variation in the species richness across sites. We also found evidence of Gleasonian structure (i.e. significant species turnover with stochastic species loss) in the metacommunity. Turnover in snail species distributions was driven by the replacement of several pulmonate species with prosobranch species at the pond permanence transition. Turnover appeared to be driven by physiological constraints associated with differences in respiration mode between the snail orders and shell characteristics that deter molluscivorous fish. In contrast to these niche‐assembly mechanisms, there was no evidence that dispersal‐assembly mechanisms were structuring the communities. This suggests that niche‐assembly mechanisms are more important than dispersal‐assembly mechanisms for structuring local snail communities.  相似文献

Literature on conservation and land reform politics concentrates on how local actors are characterized dualistically as either environmental villains or heroes. Here I present three different frames as exemplary of the multiple narratives at stake as actors create environmental subjectivities in relation to political opportunity, based primarily on ethnographic field research in a case study of Projects for Sustainable Development (PDSs) located in the Transamazon highway region of the Brazilian Amazon. I argue that local identities are mediated by their shifting relationships with other interested actors. Through a historical analysis of different frames of identity and land use, I examine how and why representation struggles occurred and shifted, based upon the ways in which powerful actors took advantage of political opportunities. This led to indeterminate outcomes in different local struggles across the region. In the process, local voices were often undermined in favor of interests of more powerful outsiders. The political process through which such struggles occur yield geographically and socially uneven effects contingent upon key events and contestation from disparate groups.  相似文献

Landscape genetics has tremendous potential for enhancing our understanding about landscape effects on effective dispersal and resulting genetic structures. However, the vast majority of landscape genetic studies focus on effects of the landscape among sampling locations on dispersal (i.e. matrix quality), while effects of local environmental conditions are rather neglected. Such local environmental conditions include patch size, habitat type or resource availability and are commonly used in (meta‐) population ecology and population genetics. In our opinion, landscape genetic studies would greatly benefit from simultaneously incorporating both matrix quality and local environmental conditions when assessing landscape effects on effective dispersal. To illustrate this point, we first outline the various ways in which environmental heterogeneity can influence different stages of the dispersal process. We then propose a three‐step approach for assessing local and matrix effects on effective dispersal and review how both types of effects can be considered in landscape genetic analyses. Using simulated data, we show that it is possible to correctly disentangle the relative importance of matrix quality vs. local environmental conditions for effective dispersal. We argue that differentiating local and matrix effects in such a way is crucial for predicting future species distribution and persistence, and for optimal conservation decisions that are based on landscape genetics. In sum, we think it is timely to move beyond purely statistical, pattern‐oriented analyses in landscape genetics and towards process‐oriented approaches that consider the full range of possible landscape effects on dispersal behaviour and resulting gene flow.  相似文献

This paper explores local perceptions of internationally financed conservation and development projects in Madagascar and the success of these projects at influencing perceptions. Interviews, surveys, and focus group sessions were conducted in the peripheral zones of three Malagasy national parks: Ranomafana, Andohahela, and Masoala. Relevant questions explored community demographics, socioeconomic status, and local perceptions of the parks. The principal finding is that while a majority of people living in the peripheral zones do find conservation a valuable goal, they see it as a luxury they cannot afford. Despite their efforts and innovation, conservation and development projects have had a minimal impact on socioeconomic or associational life in the Ranomafana and Andohahela peripheral zones, and a significant but modest impact in the Masoala peripheral zone, by providing economic alternatives to destructive resource use. As a result, they are limited in their success at promoting conservation outcomes.  相似文献

This study seeks to understand children''s perceptions of their present and future environments in the highly biodiverse and rapidly changing landscapes of Kalimantan, Indonesian Borneo. We analyzed drawings by children (target age 10–15 years) from 22 villages, which show how children perceive the present conditions of forests and wildlife surrounding their villages and how they expect conditions to change over the next 15 years. Analyses of picture elements and their relationships to current landscape variables indicate that children have a sophisticated understanding of their environment and how different environmental factors interact, either positively or negatively. Children appear to have landscape-dependent environmental perceptions, showing awareness of past environmental conditions and many aspects of recent trends, and translating these into predictions for future environmental conditions. The further removed their present landscape is from the originally forested one, the more environmental change they expect in the future, particularly declines in forest cover, rivers, animal diversity and increases in temperature and natural disasters. This suggests that loss of past perceptions and associated “shifting environmental baselines” do not feature strongly among children on Borneo, at least not for the perceptions we investigated here. Our findings that children have negative expectations of their future environmental conditions have important political implications. More than other generations, children have a stake in ensuring that future environmental conditions support their long-term well-being. Understanding what drives environmental views among children, and how they consider trade-offs between economic development and social and environmental change, should inform optimal policies on land use. Our study illuminates part of the complex interplay between perceptions of land cover and land use change. Capturing the views of children through artistic expressions provides a potentially powerful tool to influence public and political opinions, as well as a valuable approach for developing localized education and nature conservation programs.  相似文献

There are now over 100000 protected areas worldwide, covering over 12% of the Earth's land surface. These areas represent one of the most significant human resource use allocations on the planet. The importance of protected areas is reflected in their widely accepted role as an indicator for global targets and environmental assessments. However, measuring the number and extent of protected areas only provides a unidimensional indicator of political commitment to biodiversity conservation. Data on the geographic location and spatial extent of protected areas will not provide information on a key determinant for meeting global biodiversity targets: 'effectiveness' in conserving biodiversity. Although tools are being devised to assess management effectiveness, there is no globally accepted metric. Nevertheless, the numerical, spatial and geographic attributes of protected areas can be further enhanced by investigation of the biodiversity coverage of these protected areas, using species, habitats or biogeographic classifications. This paper reviews the current global extent of protected areas in terms of geopolitical and habitat coverage, and considers their value as a global indicator of conservation action or response. The paper discusses the role of the World Database on Protected Areas and collection and quality control issues, and identifies areas for improvement, including how conservation effectiveness indicators may be included in the database to improve the value of protected areas data as an indicator for meeting global biodiversity targets.  相似文献
