中国海洋生态保护制度的转型发展--从海洋保护区走向海洋生态红线区 总被引:3,自引:0,他引:3
海洋生态环境的持续恶化与生态学认知的提高使海洋生态红线区管理制度成为必然。总结了中国海洋保护区现状与存在问题;分析了发展海洋生态红线的必要性、区划原则、概念及组成体系;提出海洋保护区与海洋生态红线区可分别籍空间统一性、决策统一性、工作内容与管理要求的一致性相关联,海洋保护区的核心、关键和重要因素与海洋生态红线的范围划定、宏观应对策略制定、微观管理规定一一对应。对海洋保护区管理向海洋生态红线区划与管理的转变给出了若干建议,认为海洋生态红线区划指标体系可以参照海洋保护区绩效评估、保护区选划与评估指标;并从海洋生态红线的尺度,陆海统筹的生态系统格局-结构\过程-机理,复杂生态系统与海洋生态红线的结合,海洋生态红线基点观测等方面对海洋生态红线的研究和工作方向进行了展望。 相似文献

Seagrasses worldwide are noted for suffering from mechanical damage caused by boat anchoring. This is particularly so in sites highly frequented by boaters (marine protected areas or coastal urbanised areas). In the last decades, different strategies have been put into practice to reduce such impacts on seagrasses (i.e. by anchoring bans or by deploying boat moorings). More recently, in consideration that few marine protected area (MPA) management bodies or local administrations have the resources to enforce their anchorage regulations, the self-regulatory approach based on education and information of boaters has been preferred in several cases. At present, however, very little is known on the correct anchoring practices to ensure the safeguarding of seagrasses. The aim of the present study was to experimentally quantify in the field the damage caused to Posidonia oceanica shoot density by anchoring. A multifactorial experiment was designed to test whether the damage is dependent on (1) different anchor types (Hall, Danforth and Folding grapnel), (2) the use of a chain vs. a rope, (3) the three anchoring stages (anchor fall, dragging/lock-in and weighing), and finally (4) whether the pattern is consistent among different locations of the meadow.As expected, the three anchor types employed in the present study differed in the levels of damage inflicted on the P. oceanica meadows of the Ustica Island MPA. In particular, the use of the Hall type anchor seems to be preferable to minimise this impact in comparison with the other two anchor types. Moreover, the effect on the meadow of the three anchor types is greatly dependent on the anchoring stage. These results confirm that the weighing stage is the critical stage of the anchoring process. The number of damaged shoots of P. oceanica was not affected by the presence of the chain. These patterns were consistent between locations.In the long term, even anchoring on P. oceanica by small boats using low-impact anchors may potentially have detrimental consequences. For this reason, we suggest that in vulnerable sites, it is preferable to implement an educational program based on information of boaters on correct anchoring practices and anchor typology to use, rather than adopting strong restrictions to boat anchoring or deploying mooring buoys. Although the use of these management strategies is still recommended in the case of anchorage frequented by bigger vessels using heavier anchors and chains. 相似文献

The application of the European Union (EU) Water Framework Directive (WFD) requires the assessment of the ecological status (ES) of coastal waters in order to detect environmental changes and implement management plans to prevent their further deterioration. The ES of a water body (WB) has to be assessed on the basis of the status of several biological indicators, referred to as biological quality elements (BQE), such as phytoplankton, macroalgae, seagrasses, macroinvertebrates and fish. We present the most extensive assessment ever undertaken of the ES of Mediterranean waters, by means of the CARLIT index, the most widely used index for the Mediterranean Sea. This index is based on the Ecological Quality Ratio (EQR) between a measured value of Ecological Quality (EQ) and a value corresponding to a reference site. This assessment is based on an extensive field study, covering the whole of the Mediterranean French coasts (including Corsica), 40 WBs and ∼2 970 kilometres of shore (at a 1/2 500 scale). The original Ballesteros CARLIT method is compared to the Nikolić modified method, and we have undertaken the challenge of developing an alternative new simplified CARLIT method. This simplified method, which requires less expert judgement, is easier to implement by local authorities, and provides results similar overall to those of the original method. Previous attempts, if any, to correlate EQRs with anthropogenic stressors (through pressure indices) were mainly based upon land uses or on comprehensive lists of stressors, some spatially very sporadic, temporally highly variable, non-representative of the WB and with the impact poorly established on species and communities. To date, the LUSI (Land Uses Simplified Index) and the MA-LUSI-WB have been the most widely used pressure indices. Here, we propose a new pressure index (HAPI) taking into consideration the possible shortcomings of previous indices. It takes into account the actual pressures at community levels considered by the CARLIT method. It accounts well for the EQR values of the study area, as evidenced by the high correlation coefficient between EQRs and HAPI, better than that of the other pressure indices. The present study provides a comprehensive view of the ES of the French Mediterranean coasts. Surprisingly, the picture is far less cause for concern than expected, although this could result from an artefact due to the focus on superficial waters and habitats inherent to the CARLIT method. Where two successive assessments were performed (23 WBs, 2007–2010 vs 2012–2015), the results were similar, which stresses the robustness of the method and/or the relative stability over time of the overall ES of the WBs, and suggests that the successive assessments could be carried out at low frequency. 相似文献

Aipysurus laevis and Emydocephalus annulatus typically occur in spatially discrete populations, characteristic of metapopulations; however, little is known about the
factors influencing the spatial and temporal stability of populations or whether specific conservation strategies, such as
networks of marine protected areas, will ensure the persistence of species. Classification tree analyses of 35 years of distribution
data (90 reefs, surveyed 1–11 times) in the southern Great Barrier Reef (GBR) revealed that longitude was a major factor determining
the status of A. laevis on reefs (present = 38, absent = 38 and changed = 14). Reef exposure and reef area were also important; however, these factors
did not specifically account for the population fluctuations and the recent local extinctions of A. laevis in this region. There were no relationships between the status of E. annulatus (present = 16, absent = 68 and changed = 6) and spatial or physical variables. Moreover, prior protection status of reefs
did not account for the distribution of either species. Biotic factors, such as habitat and prey availability and the distribution
of predators, which may account for the observed patterns of distribution, are discussed. The potential for inter-population
exchange among sea snake populations is poorly understood, as is the degree of protection that will be afforded to sea snakes
by the recently implemented network of No-take areas in the GBR. Data from this study provide a baseline for evaluating the
responses of A. laevis and E. annulatus populations to changes in biotic factors and the degree of protection afforded on reefs within an ecosystem network of No-take
marine protected areas in the southern GBR.

In order to examine the importance of the settling of large particles to the food supply and feeding behavior of a benthic culture of the blue mussel, Mytilus edulis, we investigated the tidal dynamics of large (>0.5 mm diameter) marine aggregates, commonly known as marine snow, during three tidal cycles in July 1998 at a shallow, subtidal, low current flow regime site along the coast of Maine (Shorey Cove, Roque Island, Englishman's Bay, Maine).In situ, optically measured marine snow showed a distinct tidal signal displaying an increase in size and abundance through high tide with a peak on the early ebb tide as it settled to the bottom. Marine snow volume ranged an order of magnitude through the tidal cycle, from under 8 to over 80 mm3 l−1. An increase in the in situ marine snow volume corresponded with an increase in benthic mussel feeding activity (from 20% to 60% of maximum exhalant siphon area, which is an estimate of pumping rate) and maximum rates of pseudofeces production by the mussels during periods of low tidal current speeds. In contrast, mussels from the same population feeding on surface waters in shipboard chambers produced no pseudofeces and had high pumping rates (80-100% maximum exhalant siphon area) over the whole tidal period. A second peak in benthic mussel pumping rates also occurred during flood tide.Food quality was lower in the bottom waters due to significantly higher particulate inorganic matter (PIM, >2 mg l−1) when compared with the surface waters. PIM accounted for 95% of the total settled mass flux of 3.4 g m−2 day−1 measured in sediment traps deployed 1 m off the bottom, with organic carbon representing only 2.5% of the mass flux during the mid-summer conditions. At low-current sites such as Shorey Cove, Roque Island, Maine, the settling of marine snow provides an important additional source of food, albeit of low quality, to benthic populations of blue mussels. 相似文献

The long history of human influence on northern temperate landscapes has created a mosaic of successional stages, from closed forest to open grassland. Various species thus adapted to different habitats and it is interesting to explore how these differences in species composition among particular successional stages translate into differences at the community level. For this purpose, we surveyed breeding birds in 233 patches of five different habitats covering a gradient from bare ground to forest in 29 abandoned military training sites scattered throughout the Czech Republic. Linear mixed effects modelling revealed that late-successional habitats (dense scrubland and forest) were the most species-rich, whereas early-successional stages hosted bird communities with the highest habitat specialization and threat level. These results suggest that the habitats of late-successional stages are important for the maintenance of high bird species richness, but that early-successional habitats are essential for highly specialized and threatened bird species. Given the highly adverse impacts of agricultural intensification and land abandonment on open habitats, it is necessary to promote factors creating initial successional stages suitable for specialized and threatened species. 相似文献

Chytrids have long been recognised as important parasites of microalgae in freshwater systems, able to shape the dynamics of blooms, the gene pool of their host and phytoplankton succession. In the sea however, where the presence of these organisms is erratic and ephemeral, studies concerning chytrids are sparse and confined to metabarcoding surveys or microscopy observations. Despite the scarcity of data, chytrid epidemics are supposed to play an important role in marine biogeochemical cycles, being one of the drivers of phytoplankton dynamics. Here we combine microscopy observations and in silico mining of a single-cell whole genome to molecularly and morphologically characterise a novel chytrid parasite of the dominant diatom genus Skeletonema. Morphological observations highlight features of the thallus and ascertain the parasitic nature of the interaction whilst the genetic markers obtained allows for a phylogenetic reconstruction, placing the new species in the order Rhizophydiales. Thanks to the molecular data obtained we are also able to provide a first investigation of the global distribution of this organism by screening the Ocean Sampling Day (OSD) dataset, highlighting a northern transatlantic dissemination. 相似文献

The coastal marine environment is currently under threat from many anthropogenic pressures that were identified by the MARES project. Indicators of ecosystem health are needed so that targets can be set to guide protection and restoration efforts. Species of birds that are dependent on coastal habitats are ubiquitous along the coasts of southern Florida. Generally referred to as waterbirds, these species, although not all taxonomically related, share a common dependency on the marine environment for food, nesting habitat, or both. A suite of waterbirds was selected based on their perceived sensitivity to pressures in multiple coastal habitat types. The list of species was refined on the basis of a review of life history for characteristics that might make the species particularly vulnerable. Each selected species was then evaluated for sensitivity to the identified pressures using a hierarchical assessment that took into account the sensitivity, severity, and the temporal and spatial scales of the indicator to the given pressures. The selected suite of indicators was collectively sensitive to all the pressures except one. 相似文献

Management goals in protected areas and/or communities usually include diversity as one of the most valuable and confident criteria. Nevertheless, the use of diversity and related indices as a means of evaluating successful management practices could produce conflicting results. Here we report a case study in one of the most important European protected areas. After 6 years of intensive conservation management of the Don~ana National Park, the general abundance and numbers of the target single-species conservation plan (the Iberian lynx) increased, although carnivore community diversity and evenness decreased. This was a result of a disproportionate increase of an oportunistic native species, the red fox. We propose the combined use of diversity, richness and evenness indices when monitoring management practices such as those reported here. 相似文献

The spatial extent of animal movement is a key consideration when designing conservation measures, such as marine protected areas. Methods to assess territory size in the marine environment, however, are labour intensive and/or expensive. Here, we explore a novel method to investigate the spatial ecology of territorial fishes by examining their reactions to an artificial light stimulus. During benthic towed video surveys conducted in Lyme Bay, southwest England, several species of wrasse (Labridae) have frequently been observed pursuing a laser projected onto the seabed. While the motivation behind ‘laser‐chasing’ is unclear, we quantified the spatial aspects of this behaviour by comparing chase distance and chase likelihood between and within species, to determine the potential utility of this method for investigating space use and aggression in wild fishes. Cuckoo wrasse (Labrus mixtus) were significantly more likely to display agonistic behaviour towards the laser than Goldsinny wrasse (Ctenolabrus rupestris). Goldsinny wrasse displayed a positive relationship between total length and chase‐distance, but not Cuckoo wrasse. The observed species differences may relate to behavioural factors affecting the motivation behind ‘laser‐chasing’, which is discussed. Chases by the cuckoo wrasse were significantly longer than those by Goldsinny wrasse, and these chase distances were used to estimate theoretical territory sizes for each species. To our knowledge, this is the first study to explore the spatial aspects of the reactions to an artificial stimulus by wild fishes. The potential to develop the method to directly investigate aspects of territoriality and aggression in wild fishes is discussed, including necessary further refinements and testing. Wild wrasses are increasingly exploited in Europe to provide cleaner fish for salmonid aquaculture, and we encourage the development of methods to inform spatial conservation measures for these ubiquitous and iconic species. 相似文献

Dredging can have significant impacts on benthic marine organisms through mechanisms such as sedimentation and reduction in light availability as a result of increased suspension of sediments. Phototrophic marine organisms and those with limited mobility are particularly at risk from the effects of dredging. The potential impacts of dredging on benthic species depend on biological processes including feeding mechanism, mobility, life history characteristics (LHCs), stage of development and environmental conditions. Environmental windows (EWs) are a management technique in which dredging activities are permitted during specific periods throughout the year; avoiding periods of increased vulnerability for particular organisms in specific locations. In this review we identify these critical ecological processes for temperate and tropical marine benthic organisms; and examine if EWs could be used to mitigate dredging impacts using Western Australia (WA) as a case study. We examined LHCs for a range of marine taxa and identified, where possible, their vulnerability to dredging. Large gaps in knowledge exist for the timing of LHCs for major species of marine invertebrates, seagrasses and macroalgae, increasing uncertainty around their vulnerability to an increase in suspended sediments or light attenuation. We conclude that there is currently insufficient scientific basis to justify the adoption of generic EWs for dredging operations in WA for any group of organisms other than corals and possibly for temperate seagrasses. This is due to; 1) the temporal and spatial variation in the timing of known critical life history stages of different species; and 2) our current level of knowledge and understanding of the critical life history stages and characteristics for most taxa and for most areas being largely inadequate to justify any meaningful EW selection. As such, we suggest that EWs are only considered on a case-by-case basis to protect ecologically or economically important species for which sufficient location-specific information is available, with consideration of probable exposures associated with a given mode of dredging. 相似文献

Abstract The previously described pLOFKm transposon delivery plasmid (J. Bacteriol. (1990) 172, 6557–6567) was engineered such that a promoterless lacZ gene was cloned within the transposon cassette, generating the vector pLBT. Using pLBT, stable insertion mutations were generated at high frequencies in Vibrio sp. S141 and Pseudomonas sp. S91, and the interrupted genes could be monitored for their pattern of regulation. Genetic screens isolated mutants defective in a variety of activities. We describe the construction and use of pLBT as a tool for reporter gene mutant analysis in bacteria other than well-characterized laboratory strains. 相似文献

The authors present preliminary study in pursuance of developing a flow network-based methodology of building performance evaluation, as current efficiency-centered methods do not fully account for the complex building performance in which nature, economy, and humans are inseparably involved. Based on the principle of entropy, this study defines building as a thermodynamic system that networks useful resources―energy, material and information―through close interconnection with the global environment. Measures of information content in energy-flow networking and ecological performance indicators from Shannon’s information theory, Ulanowicz’s ascendency principle, and Odum’s maximum empower principle are discussed and integratively applied to developing a generic building performance evaluation model. For the holistic indication of building sustainability, this work attempts to reconcile Ulanowicz’s and Odum’s statements about ecosystem development and also integrates emergy (spelled with an “m”) and information metrics. Environmental behaviour of the building model was tested with simulation to validate consistency with system-level principles. Results reveal that network complexity corresponds to system power and resilience (L) and fitness (F) tend to peak at an intermediate level of efficiency. This finding demonstrates applicability of Odum’s maximum power principle to building study, suggesting that increasing complexity (and power) of emergy-flow networking be a fundamental characteristic of sustainable building performance. 相似文献

This review is a logical development of a previous publication, which summarized the main results of the early period of the systematic and active studying of hypoxic and anoxic stresses in plants. These studies laid a foundation for a new scientific discipline in biology, the investigation relevant to plant anaerobic stress. This review considers a further development of this trend when the investigations embraced a wider set of topics and the discipline acquired an international recognition. The results obtained during last decades by physiologists, biochemists, and molecular biologists engaged in the problem of plant anaerobic stress confirmed the correctness of a concept of the two principal strategies of plant adaptation to hypoxia and anoxia conditions. They are “true” tolerance manifesting at the molecular level under conditions of oxygen deficiency or its absence and “apparent” tolerance, which is realized by avoidance of anaerobiosis due to the long-distance oxygen transport. Therefore, experimental material available now is considered and discussed in this review mainly in the light of these principal notions. Especial attention is paid to the role of stress proteins, which synthesis is induced under hypoxia and anoxia. The results of these experiments confirmed earlier conclusions about the key role of energy (glycolysis and alcoholic fermentation) and carbohydrate (mobilization and utilization of reserved carbohydrates) metabolism in plant adaptation to oxygen deficiency or its absence from the environment. The phenomenon of hypoxic acclimation and its role in plant adaptation to anoxia are also considered. Along with these topics, a further development of pH-stat theory is discussed. A special attention is paid to plant strategy realized by the formation of the net of air-filled spaces (aerenchyma) and long-distance oxygen transport from aerated plant parts to those located in anaerobic environment (apparent tolerance). Among other important aspects, we consider (1) post-anaerobic plant injury by free oxygen radicals; (2) the physiological role of alternative pathways of plant adaptation (nitrate reduction and lipid synthesis); (3) the phenomenon of the adaptation syndrome in plants and possible molecular mechanisms of its realization; and (4) some biotechnological advances in the field of genetic and cell engineering used for the creation of plants more tolerant to anaerobic stress. 相似文献

生态保护红线是中国生态保护的一项重要创新,已被列为国家监管生态环境的重要政策。国家环境保护部于2015年发布了《生态保护红线划定技术指南》,确定了生态保护红线的划定方法,但是在识别生态保护红线边界时还存在一些技术难点。针对这一问题,本文探索了生态保护红线边界的优化方法。提出了生态保护红线边界优化遵循基本原则。以北京市昌平区为例,阐明了如何利用Arc GIS软件将划定生态保护红线的技术流程,包括评价各类生态功能区和敏感区,识别生态保护红线范围,准确定位生态红线边界3个主要步骤。最后通过对比优化前后的生态保护红线划定方案,阐明了该方法的可行性和存在的问题。 相似文献

This study aimed at comparing the results obtained by processing a series of data according to several diversity indices (Simpson, Berger-Parker, Margalef, Menhinick, McIntosh, Shannon) and one similarity index (Jaccard) with those obtained from two biotic indices (Trent River Biotic Index, Extended Biotic Index). In addition, Cody's index was adopted to measure the species turnover along the stream gradient. The source of the data was a study of the seasonal variations of macroinvertebrates from the Ravella stream (Como Province, Northern Italy). The conclusions are the following. There is clearly a certain connection between the organic debris in the habitat, the abundance of individuals and the decrease in the diversity value of the macroinvertebrate association. The species turnover along the stream gradient is rapid which is due, in addition to birth and death rates, to the fact that most of the insects emerge as terrestrial adults. The species abundance distribution is a very simple and powerful tool for describing and comparing the species diversity from different sampling stations. Any type of monitoring (e.g., biotic indices, diversity indices) is useful in comparing non-polluted and heavily polluted environments. Conversely, small differences between species associations are better highlighted if diversity indices with high discriminant ability (e.g., Simpson's index) or species abundance distribution are used rather than biotic indices. 相似文献

In order to understand better the ecology of the temperate species Quercus petraea and the sub-Mediterranean species Quercus pyrenaica, two deciduous oaks, seedlings were raised in two contrasting light environments (SH, 5.3% full sunlight vs. HL, 70% full
sunlight) for 2 years, and a subset of the SH seedlings were transferred to HL (SH–HL) in the summer of the second year. We
predicted that Q. pyrenaica would behave more as a stress-tolerant species, with lower specific leaf area (SLA), allocation to leaf mass, and growth
rate and less responsiveness to light in these metrics, than Q. petraea, presumed to be more competitive when resources, especially light and water, are abundant. Seedlings of Q. petraea had larger leaves with higher SLA, and exhibited a greater relative growth rate (RGR) in both SH and HL. They also displayed
a higher proportion of biomass in stems (SMF), and a lower root to shoot ratio (R/S) in HL than those of Q. pyrenaica, which sprouted profusely, and had higher rates of photosynthesis (An) and stomatal conductance (gwv), but lower whole-plant net assimilation rate (NAR). On exposure to a sudden increase in light, SH–HL seedlings of both species
showed a short period of photoinhibition, but fully acclimated photosynthetic features within 46 days after transference;
height, main stem diameter, RGR and NAR all increased at the end of the experiment compared to SH seedlings, with these increases
more pronounced in Q. petraea. Observed differences in traits and responses to light confirmed a contrasting ecology at the seedling stage in Q. petraea and Q. pyrenaica in consonance with differences in their overall distribution. We discuss how the characteristics of Q. petraea may limit the availability of suitable regeneration niches to microsites of high-resource availability in marginal populations
of Mediterranean climate, with potential negative consequences for its recruitment under predicted climatic changes. 相似文献
