联合国可持续发展目标峰会于2019年9月24、25号在纽约召开,各国政府的高层人员就加速推进2030年可持续发展议程进行了全面审议和讨论。目前就全球而言,因为致命冲突、气候危机、经济增长不平衡等原因,人类在推动实现可持续发展目标的道路上已经偏离了既定轨道。为此,大会通过了一项政治宣言,联合国成员国承诺在未来十年筹措资金,努力在2030年之前实现17项可持续发展目标(SDGs, Sustainable Development Goals),并且不让任何人掉队。同时,多国政府和组织结合自身情况,提出了126项SDGs加速行动(SDG Acceleration Actions)。我国代表在峰会上发表演讲指出,中国政府将可持续发展作为基本国策,全面深入落实2030年可持续发展议程,中国目前在脱贫、医疗、教育等方面进展明显,有望提前实现多项可持续发展目标。  相似文献

“SDGs加速行动”是国际组织、政府部门、私营机构和其他利益攸关方为加快落实2030年可持续发展议程采取的全球行动。2019年联合国可持续发展目标峰会后,政府、国际组织、私营部门等提出了214项SDGs加速行动。2019年爆发的新型冠状病毒肺炎(Corona Virus Disease 2019,COVID-19)对实现可持续发展目标带来了系列影响,后疫情时代如何推动全球SDGs加速行动的实施成为重要的问题。对可持续发展评估报告(2019)和可持续发展目标加速行动等政策文件进行信息提取,建立加速行动匹配性指数模型和各国应对新冠疫情的恢复力指数模型,根据匹配性-恢复力分类体系将各国按照17项可持续发展目标分为9类,为推动后疫情时代全球可持续发展目标加速行动提供支撑。研究发现:(1)现有可持续发展目标加速行动的实施与区域需求不匹配,且这种不匹配的情况在COVID-19爆发前已经出现;(2)加速行动的实施受限于现有可持续发展水平和国家经济基础,区域关注的可持续发展目标与其自然地理位置和社会发展水平有着密切的关系,多边组织机构和其他利益攸关方需要在发展中国家大力推动可持续发展加速行动;(3)下一步实施加速行动需要加强国际间的合作,根据分类框架和可持续发展目标的关联关系,分重点推进加速行动的实施,完善可持续发展指标监测体系,分类设立后疫情时代不同时期的阶段目标,分阶段循序渐进,定期反馈追踪,以在2030年促进17项可持续目标的实现。  相似文献

China is the birth-place of Traditional Chines Medicine (TCM) and has a rich diversity of medicinal plant resources. With the rapid increase in consumer demands for crude drugs and natural health products, many medicinal plant species are threatened with extinction from overexploitation and habitat destruction. To ensure the sustainable use of medicinal plant resources, we discuss in this article, a conservation framework consisting of conservation strategies, cultivation practices and various technologies. Conservation strategies include establishing in-situ and ex-situ conservation centers, setting up government policies and regulations, establishing methods for resource surveying and trade monitoring and establishing and enforcing Good Agricultural Practices (GAP). In terms of technologies, we use a remote multi-level sensing system and DNA barcoding technologies as examples to demonstrate their roles in the conservation and sustainable use of medicinal plant resources in China.  相似文献

Identification of valid indicators of biodiversity is a critical need for sustainable forest management. We developed compositional, structural and functional indicators of biodiversity for five taxonomic groups—bryophytes, vascular plants, spiders, hoverflies and birds—using data from 44 Sitka spruce (Picea sitchensis) and ash (Fraxinus excelsior) plantation forests in Ireland. The best structural biodiversity indicator was stand stage, defined using a multivariate classification of forest structure variables. However, biodiversity trends over the forest cycle and between tree species differ among the taxonomic groups studied. Canopy cover was the main structural indicator and affected other structural variables such as cover of lower vegetation layers. Other structural indicators included deadwood and distances to forest edge and to broadleaved woodland. Functional indicators included stand age, site environmental characteristics and management practices. Compositional indicators were limited to more easily identifiable plant and bird species. Our results suggest that the biodiversity of any one of the species groups we surveyed cannot act as a surrogate for all of the other species groups. However, certain subgroups, such as forest bryophytes and saproxylic hoverflies, may be able to act as surrogates for each other. The indicators we have identified should be used together to identify stands of potentially high biodiversity or to evaluate the biodiversity effects of silvicultural management practices. They are readily assessed by non-specialists, ecologically meaningful and applicable over a broad area with similar climate conditions and silvicultural systems. The approach we have used to develop biodiversity indicators, including stand structural types, is widely relevant and can enhance sustainable forest management of plantations.  相似文献

Substance use is a major cause of disability globally. This has been recognized in the recent United Nations Sustainable Development Goals (SDGs), in which treatment coverage for substance use disorders is identified as one of the indicators. There have been no estimates of this treatment coverage cross‐nationally, making it difficult to know what is the baseline for that SDG target. Here we report data from the World Health Organization (WHO)'s World Mental Health Surveys (WMHS), based on representative community household surveys in 26 countries. We assessed the 12‐month prevalence of substance use disorders (alcohol or drug abuse/dependence); the proportion of people with these disorders who were aware that they needed treatment and who wished to receive care; the proportion of those seeking care who received it; and the proportion of such treatment that met minimal standards for treatment quality (“minimally adequate treatment”). Among the 70,880 participants, 2.6% met 12‐month criteria for substance use disorders; the prevalence was higher in upper‐middle income (3.3%) than in high‐income (2.6%) and low/lower‐middle income (2.0%) countries. Overall, 39.1% of those with 12‐month substance use disorders recognized a treatment need; this recognition was more common in high‐income (43.1%) than in upper‐middle (35.6%) and low/lower‐middle income (31.5%) countries. Among those who recognized treatment need, 61.3% made at least one visit to a service provider, and 29.5% of the latter received minimally adequate treatment exposure (35.3% in high, 20.3% in upper‐middle, and 8.6% in low/lower‐middle income countries). Overall, only 7.1% of those with past‐year substance use disorders received minimally adequate treatment: 10.3% in high income, 4.3% in upper‐middle income and 1.0% in low/lower‐middle income countries. These data suggest that only a small minority of people with substance use disorders receive even minimally adequate treatment. At least three barriers are involved: awareness/perceived treatment need, accessing treatment once a need is recognized, and compliance (on the part of both provider and client) to obtain adequate treatment. Various factors are likely to be involved in each of these three barriers, all of which need to be addressed to improve treatment coverage of substance use disorders. These data provide a baseline for the global monitoring of progress of treatment coverage for these disorders as an indicator within the SDGs.  相似文献

Conducting benefit analyses used to be a controversial endeavor. In the absence of a consistent normative framework, indicators had to be determined on a case-by-case basis, requiring time-consuming stakeholder workshops. The 2030 Agenda provided the missing normative basis to enable the inclusion of benefit aspects in life cycle sustainability assessment (LCSA). However, given the 17 Sustainable Development Goals and their 169 targets, it has remained unclear which of these targets relate to products and services and should therefore be used as indicators in benefit analyses. Against this background, this paper presents a consistent and well-defined indicator framework for product-related benefit analyses, developed through a detailed alignment with the 2030 Agenda and comprising a set of 30 indicators. It also describes how benefit analysis can be integrated into the LCSA methodology to provide a sound, evidence-based framework for research and policy making: First, it outlines a sustainability self-assessment tool for corporate researchers and designers, embedded in a Stage-Gate process as a “voice-of-society” perspective. Second, it discusses approaches to improve regulatory impact assessment for policy making, particularly in the area of chemicals management. An illustrative case study shows how the developed benefit indicators can address current shortcomings in socio-economic analysis methodology, such as an unbalanced focus on the economic impacts and insufficient information on human and environmental impacts. Despite its limitations, such as the inherent focus on societal benefits and existing “blind spots” in the 2030 Agenda, the indicator set has the potential to enrich LCSA studies with previously neglected aspects.  相似文献

Poverty, food insecurity, climate change and biodiversity loss continue to persist as the primary environmental and social challenges faced by the global community. As such, there is a growing acknowledgement that conventional sectorial approaches to addressing often inter‐connected social, environmental, economic and political challenges are proving insufficient. An alternative is to focus on integrated solutions at landscape scales or ‘landscape approaches’. The appeal of landscape approaches has resulted in the production of a significant body of literature in recent decades, yet confusion over terminology, application and utility persists. Focusing on the tropics, we systematically reviewed the literature to: (i) disentangle the historical development and theory behind the framework of the landscape approach and how it has progressed into its current iteration, (ii) establish lessons learned from previous land management strategies, (iii) determine the barriers that currently restrict implementation of the landscape approach and (iv) provide recommendations for how the landscape approach can contribute towards the fulfilment of the goals of international policy processes. This review suggests that, despite some barriers to implementation, a landscape approach has considerable potential to meet social and environmental objectives at local scales while aiding national commitments to addressing ongoing global challenges.  相似文献

The perception that better information on environment and development is the determinant of effective rational decision- and policy-making processes provide the impetus for global interest in the use of sustainable development indicators (SDIs). Accordingly, proposals for SDIs are framed either on organisational goals or on disciplinary and multidisciplinary theories—aiming to reduce uncertainties in choosing the best alternative among a set of options concerning sustainability. Despite the fact that many SDI initiatives are explicitly aimed at improving policy-making, it is not apparent that political settings and organisational realities are taken into consideration in designing the framework for sustainability assessment. Ignoring the realities of policy-making dynamics can result in poor institutionalisation of the SDI development process, and therefore reduced impact of indicators. Linkage of SDIs to policy processes must also take into account the complex role of information in policy processes. The importance of societal values, cultural contexts and behaviour of bureaucracies must be understood and used to assist the assessment of progress towards sustainability using SDIs. Essentially, objective knowledge must be tampered with pragmatism in governance. This paper highlights the case of SDI development in the state of Selangor where the notion of instrumental rationality is balanced with the ‘incrementalism’ of the policy process that provided the foundation for institutionalising the reporting and use of SDIs. The ideals and paradoxes of participatory decision-making, the principles of the rational model and decision-making processes within a state government are critically examined.  相似文献

The aim of this paper is to propose a class of composite indicators for measuring well-being at the local level, which takes into account the variability between and within the local units.Although we believe that well-being is a multidimensional concept and cannot be reduced to a single measure, we also stress the importance of aggregating the information of several well-being indicators into a reduced number of composite indicators, one for each well-being domain, which play a crucial role in policymaking and benchmarking.As an application, we focus on the Equitable andSustainable Well-being of the Italian Provinces. In particular, based on a dataset containing 41 elementary indicators, we aggregate them by domain, comparing different aggregative approaches and illustrating the difference in the rankings of the Italian Provinces they produce. Finally, as an illustrative example, we focus on a member of the class of composite indicators that accounts both for vertical variability (between the Provinces) and horizontal variability (within the Provinces). The construction of a composite index for each domain allows us to evaluate and compare multidimensional well-being among the Italian Provinces.  相似文献

Understanding which factors mainly affect the environmental sustainability of a Region is a very crucial concern for many Chinese planners and policy-makers. In this study, the emergy accounting method is applied to the production and consumption activities of the city of Shanwei, a seaside urban area in Guangdong region, China. The emergy method provides a comprehensive assessment of a system, by generating a consistent set of indicators capable to capture the dynamics of the system as a whole and its efficiency in converting resources into an economic product and welfare. At the same time, the approach is capable to provide details about a system's performance over time, its use of renewable versus nonrenewables sources, local versus imported, concentrated versus dispersed and finally labor intensive versus fuel intensive processes. The main local renewable and nonrenewable emergy flows supporting the investigated area were included in the accounting, together with the flows of imported energy, goods, machinery, labor and services. Coal plays a crucial role for electricity generation, industrial uses, but also gasoline and diesel for transport affect the overall sustainability to a non-negligible extent. An Emergy Sustainability Indicator (ESI) of the local economic and social system is calculated and compared with the average value of the Chinese economy, based on the assumption that a process or system is unsustainable if it contributes to lower the overall sustainability of the region or country. This is quantified by the requirement that always must be ESIlocal  ESIcountry. Results confirm that the most crucial factor for this region sustainability is the use of coal as a non-renewable and imported energy source. The calculated emergy indicators translate into a set-aside buffer land demand capable to mitigate, dilute, and uptake the environmental impact of human-dominated activities. Unfortunately, such buffer land demand is much higher than the land actually available. As a result, both the ESI-based sustainability equation as well as the lack of support land make the city's production and consumption patterns unsustainable and call for different lifestyles and environmental policies.  相似文献

The standard framework for ecological risk assessment does not explicitly address multiple activities. Although this has not prevented its use for assessments of risks from multiple agents, the routine assessment of complex programs or of multiple agents acting on a site, watershed or region would be aided by use of a framework that is designed for that purpose. The framework proposed in this paper is modular with respect to the individual activities which makes the assessment more manageable and more efficient when the same activities are addressed in multiple programs or at multiple sites. It explicitly allows for analysis of indirect effects in terms of causal chains. It includes links to other risk assessments for which changes in ecological conditions are the hazardous agent. For example, changes in ecological condition may create risks to agricultural economies or to the cultural resource values of a site. Finally, the framework includes a standard approach to estimating the combined effects of the multiple agents acting on a receptor.  相似文献

Goal, Scope and Background The importance of the social dimension of sustainable development increased significantly during the last decade of the twentieth century. Industry has subsequently experienced a shift in stakeholder pressures from environmental to social-related concerns, where new developments in the form of projects and technologies are undertaken. However, the measurement of social impacts and the calculation of suitable indicators are less well developed compared to environmental indicators in order to assess the potential liabilities associated with undertaken projects and technologies. The aim of this paper is to propose a Social Impact Indicator (SII) calculation procedure based on a previously introduced Life Cycle Impact Assessment (LCIA) calculation procedure for environmental Resource Impact Indicators (RIIs), and to demonstrate the practicability of the SII procedure in the context of the process industry in South Africa. Methods A framework of social sustainability criteria has been introduced for the South African process industry. The social sub-criteria of the framework are further analyzed, based on project and technology management expertise in the South African process industry, to determine whether the criteria should be addressed at project or technology management level or whether they should rather form part of an overall corporate governance policy for new projects and technologies. Furthermore, the proposed indicators for criteria that are considered appropriate for project or technology evaluation purposes are constrained by the type of information that is available, i.e. the calculation methodology relies on the availability of regional or national social information where the project will be implemented, as well as the availability of project- or technology-specific social information during the various phases of the project or technology development life cycle. Case studies in the process industry and statistical information for South Africa are subsequently used to establish information availability for the SII calculation procedure, demonstrate the SII method together with the RII method, and determine the practical use of the SII method. Results and Conclusion The case studies establish that social footprint information as well as project- and technology social data are not readily available in the South African process industry. Consequently, the number of mid-point categories that can be evaluated are minimal, which results in an impaired social picture when compared to the environmental dimension. It is concluded that a quantitative social impact assessment method cannot be applied for project and technology life cycle management purposes in industry at present. Recommendation and Perspective Following the outcomes of the case studies in the South African process industry, it is recommended that checklists and guidelines be used during project and technology life cycle management practices. Similar to the environmental dimension, it is envisaged that such checklists and guidelines would improve the availability of quantitative data in time, and would therefore make the SII procedure more practical in the future.  相似文献

Abstract Biological assessment of water quality in Australia is entering a stage of rapid development largely because of the inclusion of biological indicators in water quality guidelines and growing concern for ecological values. Approaches to water quality assessment include toxicity testing, use of biomarkers and several methods using community structure. For assessment diverse organisms such as fish, algae and (the most commonly used) macro-invertebrates are used. Interaction of data analysis with methods of data collection requires co-ordinated research on both fronts. Recent developments in the use of multivariate statistics to produce models for predicting water quality are likely to be useful in Australia. Much innovative work is still needed in Australia on the use of algae and fish, defining tolerance categories and establishing monitoring programmes performed in time-frames equivalent to those in use for physical and chemical methods.  相似文献

The history of environmental decision-making in the United States is primarily one of antagonism, conflict, and litigation. Four sectors of American society are typically at odds over why and how to solve environmental problems—government regulators, businesses proponents, environmental advocates, and members of affected communities. Dissimilar worldviews are at the heart of most environmental disputes, and people in the four sectors tend to have diverse perspectives and philosophies that affect how they interpret and respond to environmental issues. To promote integrated, cost-effective decisions, the public health paradigm (prevention first, intervention second, treatment third), as embodied in the Precautionary Principle and the concept of Sustainable Development, should be mutually adopted as a joint framework for prioritizing solutions to pressing environmental problems. The core public health principle of prevention first is a simple yet powerful tenet that can help foster better environmental choices that are more effective, efficient, and equitable.  相似文献
