While sustainability indicator systems (SIs) have proven to be valuable rational tools for improving the availability of information related to the relationship of cities and communities to natural limits, the indicators movement has achieved limited instrumental uptake in policy. This paper begins from a recognition that instrumental use of sustainability indicator systems is rare. Greater potential impact exists for SIs designed to be much more attentive to their conceptual and political values within their particular social and political context. In other words, greater attention to what has been called the governance of indicator systems, or the ways in which SIs fit as policy tools within a multilevel and multiactor governance context, is key to increasing their utility. This is particularly true given the need for decisive policy change, or even the introduction of a new development path, which is asserted within the sustainability agenda.Understanding the real and potential utility of indicator systems within multiactor governance processes, in which their roles are primarily rhetorical, conceptual and political, is facilitated by thinking about indicator systems as boundary objects, tools which open up dialogue, information sharing, learning and consensus-building across different policy boundaries: between experts and nonexperts, formal government and different nongovernment actors, higher-order governments and lower-order governments. This paper offers a comparative analysis of three sustainability indicator systems in the North American context – Vancouver's Vital Signs (Vancouver Foundation), Seattle's Happiness Initiative, and LEED-ND (US Green Building Council) – all of which have shown some success in operationalizing a new policy boundary as a means of making conceptual and political contributions to governance practices. The specific boundaries operationalized, the different approach taken by each project, and the usability demonstrated by each project at that boundary in terms of salience, legitimacy and credibility, are assessed comparatively. In general, the trajectory in design and use of ecological and sustainability indicators demonstrates an increase in appetite, aptitude and numbers of channels for use in processes of governance; however, these factors vary with the local social–political opportunity structure. This analysis presents the advances made as well as the tradeoffs evident in these cases across the gamut of different forms of usability of nongovernmental indicator systems designed for use as boundary objects, and suggests a path forward for indicator work which aims to change policy, from a governance perspective.  相似文献

Although many accounts of transnational religious movements emphasize mobility and communication, equally important are efforts by both political actors and religious leaders to carve out distinctive national forms of religion. In this article I examine dilemmas faced by Muslims in France who seek both to remain part of the global Muslimcommunity and to satisfy French demands for conformity to political and cultural norms. I consider the history of immigration and the importance of French notions of laïcité but emphasize the structural problem of articulating a global religious field onto a self-consciously bounded French nation-state. I then draw on recent fieldwork in Paris to analyze two recent public events in which attempts by Muslim public intellectuals to develop an "Islam of France" are frustrated by internal, structural tensions concerning religious authority and political legitimacy, and not simply by a conflict between "Muslims" and "France."  相似文献

Urban metabolism accounts of total annual energy, water, and other resource flows are increasingly available for a variety of world cities. For local decision makers, however, it may be important to understand the variations of resource consumption within the city. Given the difficulty of gathering suburban resource consumption data for many cities, this article investigates the potential of statistical downscaling methods to estimate local resource consumption using socioeconomic or other data sources. We evaluate six classes of downscaling methods: ratio‐based normalization; linear regression (both internally and externally calibrated); linear regression with spatial autocorrelation; multilevel linear regression; and a basic Bayesian analysis. The methods were applied to domestic energy consumption in London, UK, and our results show that it is possible to downscale aggregate resource consumption to smaller geographies with an average absolute prediction error of around 20%; however, performance varies widely by method, geography size, and fuel type. We also show how mapping these results can quickly identify districts with noteworthy resource consumption profiles. Further work should explore the design of local data collection strategies to enhance these methods and apply the techniques to other urban resources such as water or waste.  相似文献

Edge responses have been studied for decades and form a critical component of our understanding of how organisms respond to landscape structure and habitat fragmentation. Until recently, however, the lack of a general, conceptual framework has made it difficult to make sense of the patterns and variability reported in the edge literature. We present a test of an edge effects model which predicts that organisms should avoid edges with less-preferred habitat, show increased abundance near edges with preferred habitat or habitat containing complementary resources, and show no response to edges with similar-quality habitat that offers only supplementary resources. We tested the predictions of this model against observations of the edge responses of 15 butterfly species at 12 different edge types within a complex, desert riparian landscape. Observations matched model predictions more than would be expected by chance for the 211 species/edge combinations tested over 3 years of study. In cases where positive or negative edge responses were predicted, observed responses matched those predictions 70% of the time. While the model tends to underpredict neutral results, it was rare that an observed edge response contradicted that predicted by the model. This study also supported the two primary ecological mechanisms underlying the model, although not equally. We detected a positive relationship between habitat preferences and the slope of the observed edge response, suggesting that this basic life history trait underlies edge effects and influences their magnitude. Empirical evidence also suggested the presence of complementary resources underlies positive edge responses, but only when completely confined to the adjacent habitat. This multi-species test of a general edge effects model at multiple edge types shows that resource-based mechanisms can explain many edge responses and that a modest knowledge of life history attributes and resource availability is sufficient for predicting and understanding many edge responses in complex landscapes. Food supply chains are essential for urban sustainability. To reflect on the state of knowledge on urban food flows in urban metabolism research, and the actual and potential role of urban metabolism studies to tackle food sustainability in cities, we systematically review scientific research on food from an urban metabolism perspective and apply statistical and thematic analyses. The analysis of 89 studies provides insights as to the relation between food supply and (environmental and social dimensions of) urban sustainability. First, food is an important contributor to urban environmental impacts, if a consumption-based approach is adopted. Secondly, the social impacts of urban food supply remain scarcely studied in urban metabolism research, but emerging results on public health, malnutrition, and food waste appear promising. In parallel, we find that the findings of the studies fail to engage with debates present in the broader literature, such as that of food justice. Our analysis shows that most studies focus on large cities in high-income, data-rich countries. This limits our understanding of global urban food supply. Existing studies use innovative mixed-methods to produce robust accounts of urban food flows in data-scarce contexts; expanding these accounts is necessary to get a better understanding of how urban food supply and its diverse impacts in terms of environmental and social sustainability may vary across cities, a necessary step for the urban metabolism literature to contribute to current debates around food sustainability and justice.  相似文献

城市及其周边区域正在面临日益严峻的环境污染、生态恶化、资源短缺等问题。这些问题的出现,与长期以来城市发展过程中忽视城市与区域的生态关联密切相关。研究城市与区域的生态关联,对于解决城市与区域的生态环境问题、指导新型城镇化建设具有重要的理论意义与实践价值。主要从以下3个方面系统总结了城市与区域生态关联的研究进展:(1)城市发展对周边区域的生态环境影响,包括直接的胁迫和间接的影响;(2)区域对城市发展的生态支撑;(3)城市与周边区域社会、经济、生态关联的相互作用机制。指出了当前城市与区域生态关联研究中存在的问题和不足:1)城市对周边区域生态环境直接影响的研究较多,且多侧重城市对周边区域的负面影响,对其间接影响的研究较为缺乏;2)周边区域对城市发展生态支撑作用的研究相对缺乏、认识不够深入;3)对城市与周边区域生态关联作用机制的研究较为缺乏。未来的研究要将城市和区域作为统一整体,进一步完善城市与区域生态关联的理论框架,耦合社会经济的相互作用,定量解析城市与区域的生态关联,为城市与区域的可持续发展提供科学依据。  相似文献

This article examines the place of racial ideas in the constitution of political science as an academic discipline in the USA. For the Gilded Age generation that built the first PhD-granting departments in political science in the country, ‘race’ was the source of sovereignty, the basis of democratic legitimacy and a tool for delineating democracy's borders. It was also an important element of that cohort's aspiration to a ‘science’ of politics, distinct from what they viewed as the ‘abstract and formal’ theorizing of the eighteenth and early nineteenth centuries. Moreover, while the brand of racialism that characterized this founding moment came to seem outmoded within a few decades, in the 1920s political scientists seeking once again to claim an empirical, scientific basis for their discipline – and for American democracy – turned to new accounts and sciences of race.  相似文献

Nowadays the challenge for humanity is to find pathways towards sustainable development. Decision makers require a set of sustainability indicators to know if the sustainability strategies are following those pathways. There are more than one hundred sustainability indicators but they differ on their relative importance according to the size of the locality and change on time. The resources needed to follow these sustainability indicators are scarce and in some instances finite, especially in smaller regions. Therefore strategies to select set of these indicators are useful for decision makers responsible for monitoring sustainability. In this paper we propose a model for the identification and selection of a set of sustainability indicators that adequately represents human systems. In developing this model, we applied evolutionary dynamics in a space where sustainability indicators are fundamental entities interconnected by an interaction matrix. we used a fixed interaction that simulates the current context for the city of Cuernavaca, México as an example. We were able to identify and define relevant sets indicators for the system by using the Pareto principle. In this case we identified a set of sixteen sustainability indicators with more than 80% of the total strength. This set presents resilience to perturbations. For the Tangled Nature framework we provided a manner of treating different contexts (i.e., cities, counties, states, regions, countries, continents or the whole planet), dealing with small dimensions. This model provides decision makers with a valuable tool to select sustainability indicators set for towns, cities, regions, countries, continents or the entire planet according to a coevolutionary framework. The social legitimacy can arise from the fact that each individual indicator must be selected from those that are most important for the subject community.  相似文献

Shaping sustainable, equitable African cities requires strengthened investigations into the cities’ current resource flows, infrastructure systems, and future resource requirements. The field of urban metabolism (UM) offers multiple forms of analysis with which to map, analyse, and visualize urban resource profiles. Challenges in assessing UM in African cities include data scarcity at the city level, difficulty in tracking informal flows, lack of standardized methods, and the open nature of cities. However, such analyses are needed at the local level, given that city practitioners cannot rely purely on urban planning traditions of the global North or the typically broad studies about urban Africa, for supporting strategies toward sustainable urban development. This article aims to draw together the concepts of sustainable development and UM and explore their application in the African context. Further, the article estimated resource profiles for 120 African cities, including consumption of biomass, fossil fuels, electricity, construction materials, and water, as well as emissions of carbon dioxide. These resource profiles serve as a baseline from which to begin assessing the current and future resource intensity of these cities. It also provides insights into the cities’ relative resource impact, future consumption trends, and potential options for sustainability interventions.  相似文献

城市是一类社会-经济-自然复合生态系统,城市的可持续发展指标体系和评价方法是衡量城市经济、社会、环境状况及可持续发展能力的重要手段。采用全排列多边形综合图示法,以中国277个地级及地级以上城市为研究对象,建立了不同规模城市的可持续发展指标体系,包括经济发展、社会进步、生态环境3类24项指标,对其2000—2010年的可持续发展能力进行了综合评价。研究结果表明:从不同城市规模类型间横向对比分析来看,随着城市规模的增大,经济发展、社会进步和可持续发展综合指数相应提高,生态环境指数却随之下降。从不同规模城市类型内的时间序列分析对比来看,2000—2010年不同规模城市的经济发展、社会进步、生态环境指数各个方面均有显著提高,可持续发展综合指数也伴随着提升。并且,巨大特大型城市在生态环境保护方面提高幅度最大;大型城市在社会进步方面提高幅度最大;中小型城市在经济发展和可持续发展综合能力方面提高幅度最大。但截止到2010年,不同规模城市的可持续发展综合指数均为Ⅲ级,可持续发展能力仅处于一般水平。探究了中国不同规模的城市可持续发展过程中面临的诸多问题,然后提出相应的对策建议,为今后的新型城市化建设提供参考。  相似文献

This synthesis article presents an overview of an urban metabolism (UM) approach using mixed methods and multiple sources of data for Los Angeles, California. We examine electric energy use in buildings and greenhouse gas emissions from electricity, and calculate embedded infrastructure life cycle effects, water use and solid waste streams in an attempt to better understand the urban flows and sinks in the Los Angeles region (city and county). This quantification is being conducted to help policy‐makers better target energy conservation and efficiency programs, pinpoint best locations for distributed solar generation, and support the development of policies for greater environmental sustainability. It provides a framework to which many more UM flows can be added to create greater understanding of the study area's resource dependencies. Going forward, together with policy analysis, UM can help untangle the complex intertwined resource dependencies that cities must address as they attempt to increase their environmental sustainability.  相似文献

基于混合生命周期评价(Hybrid life cycle assessment,HLCA)提出一种改进生态效率模型,系统评价卫生填埋、卫生填埋⁃填埋气利用、焚烧发电、堆肥+卫生填埋和堆肥+焚烧发电5种我国典型生活垃圾处理情景的生态效率,并探究可持续性包含的环境、经济和社会多维权衡关系。结果表明,具有最大生态效率的生活垃圾处理情景因可持续性维度选取不同而异,如考虑人体健康损害影响,焚烧发电情景具有最大经济生态效率,而卫生填埋⁃填埋气利用情景具有最大社会生态效率。生活垃圾处理系统的可持续性评价维度之间具有显著的权衡关系,忽略某些影响类型可能带来问题转移。5种生活垃圾处理情景的环境影响各异,非焚烧情景气候变化影响和焚烧情景人体毒性影响突出。机器设备和燃料使用对资源消耗影响贡献最大,而生活垃圾处理过程对经济效益和其他环境影响贡献最大。本文提出的改进生态效率模型可以定量评价生活垃圾管理系统生态效率及权衡关系,为有效制定生活垃圾管理政策提供全面的信息支持。  相似文献

As industrial ecology (IE) solidifies conceptually and methodologically, and as it gains visibility and legitimacy in academia, industry, and government, it is important that the IE community periodically evaluate the status of its emerging institutional arrangements. At the same time, industrial ecologists should assess the political relations developing between the field and the larger world. We analyze four institutional criteria: professional legitimacy, viable clientele, entrepreneurial acumen, and occupational opportunities, as well as a more controversial fifth measure-political relevance. Drawing a comparison with the field of ecology, we argue that efforts to foster IE institutionally can, ironically, conflict with the objective of seeing IE become "the science and engineering of sustainability". The article concludes by reflecting on the importance of this kind of critical appraisal and on why many observers of the field remain hopeful.  相似文献

The choice of context-generic or -specific themes and subthemes (goals and objectives) for sustainability assessment implies a number of tradeoffs; for instance, benchmarking and resource efficiency vs. coverage and engagement. Analyses of the potentials and limitations of generic assessment themes and sub-themes within specific contexts may help to develop frameworks that minimise the tradeoffs between generic and specific assessment approaches. The aim of this study was to analyse the effectiveness of generic themes and sub-themes of existing frameworks for covering the key sustainability issues of a specific case study – the case of Danish maize for German biogas. The results indicate that generic frameworks can effectively cover context-specific issues related to the environmental dimension of sustainability. Conversely, generic frameworks can be unable to identify context-specific issues related to social and economic dimensions. This study suggests that the coverage gap of generic themes is mainly an issue of framework incompleteness that can be advanced with additional research. A one-size-fits-all specificity-level for sustainability assessment is not applicable, and the specificity-level should be tailored to the assessment purpose. A certain degree of stakeholder participation is recommended not only in the assessment process, but also during the framework design to support stakeholders' sustainability education and action.  相似文献

This article explores the ways in which a post-peasant society in the Trentino region of northern Italy reworked its past history at a time of political turmoil when the rise of regionalist parties with an Italian version of Thatcherism in their agenda challenged the legitimacy of the Italian state. It illustrates how making a regional, local history entails representing the past as a period characterized by the repetitiveness of events. It is argued that everyday accounts of the past, because they centre on the ideas of social and political order and private property, form the background against which 'official' politics is understood. In this sense, everyday local-level discourses about the past are as political as the 'official' ones of party leaders. In making this argument, the article shows that 'repetitive time' also represents a device through which social actors place themselves outside 'national history' and cast the encompassing nation-state as the outsider.  相似文献

Methodological factors are often acknowledged for their impact on the urban sustainability assessment outcomes. The significance of this impact, however, divides those who assign it great importance; to the point of compromising any attempt at sustainability benchmarking using indicators, from those who regard it as having a relatively limited role. In this paper, we aim to contribute to this debate by assessing how methodological choices could influence the variation in the outcomes of indicator-based urban sustainability benchmarking. The paper starts with a literature review outlining the evolution of the approaches adopted since the pioneering experiences in the ‘90s to show a convergence in indicators and data over time. Subsequently, by using the data of the 25 most populous cities in Quebec, we empirically analyse the sensitivity of the cities’ sustainability scores to 18 combinations of estimation techniques, and observe consistency within the outcomes while maintaining general patterns regardless of the approach used. The results suggest that methodological choices play a limited role in the urban sustainability assessment outcomes. Thus, other determinants beyond the evaluation methods are most likely involved and therefore should be a major focus in future research agendas.  相似文献

随着城市化的快速发展,中国城市水资源面临着水资源短缺与水环境恶化等挑战,因此加强城市水资源可持续利用对于中国可持续发展具有重要意义。基于灰水足迹核算对2016年中国地级市水资源可持续利用情况进行综合评价。研究结果表明:(1)中国城市灰水足迹水平差异大,平均值为23.40×108 m3,主要集中在20.00×108 m3以下。中国城市农业源灰水足迹比例占比主要在70%以上,工业源比例占比主要在20%以下,而生活源比例占比在40%以下;(2)全国灰水经济生产率在12.45-857.31元/m3范围内,地区差异明显。33%城市灰水足迹荷载系数均大于1,全国地级市灰水足迹荷载系数平均值为1.16,城市水资源利用已对水环境产生污染压力,用水不可持续;(3)城市水资源开发率与灰水足迹荷载系数呈一定程度的正相关关系,说明了城市发展对水资源利用的"量"和"质"的压力作用具有一定的协同关系;(4)水资源可持续利用程度呈现大型城市 > 特大型城市 > 超大型城市 > 中小型城市,城市发展一定程度上有助于水资源的可持续利用,但发展规模过大可能会造成用水高产而护水低效的现象。因地制宜的实行水资源循环经济发展模式以及适时纳入灰水足迹核算与管理体系,是当前城市化大背景下实现水资源可持续利用的重要途径。  相似文献

Social and economic indicators can be used to support design of sustainable energy systems. Indicators representing categories of social well‐being, energy security, external trade, profitability, resource conservation, and social acceptability have not yet been measured in published sustainability assessments for commercial algal biofuel facilities. We review socioeconomic indicators that have been modeled at the commercial scale or measured at the pilot or laboratory scale, as well as factors that affect them, and discuss additional indicators that should be measured during commercialization to form a more complete picture of socioeconomic sustainability of algal biofuels. Indicators estimated in the scientific literature include the profitability indicators, return on investment (ROI) and net present value (NPV), and the resource conservation indicator, fossil energy return on investment (EROI). These modeled indicators have clear sustainability targets and have been used to design sustainable algal biofuel systems. Factors affecting ROI, NPV, and EROI include infrastructure, process choices, and financial assumptions. The food security indicator, percent change in food price volatility, is probably zero where agricultural lands are not used for production of algae‐based biofuels; however, food‐related coproducts from algae could enhance food security. The energy security indicators energy security premium and fuel price volatility and external trade indicators terms of trade and trade volume cannot be projected into the future with accuracy prior to commercialization. Together with environmental sustainability indicators, the use of a suite of socioeconomic sustainability indicators should contribute to progress toward sustainability of algal biofuels.  相似文献

Aim

Deforestation of the Atlantic Forest of eastern Paraguay has been recent but extensive, resulting in a fragmented landscape highly influenced by forest edges. We examined edge effects on multiple dimensions of small mammalian diversity.

Location

Forest fragments of eastern Paraguayan Atlantic Forest.

Methods

We trapped small mammal species at different distances from the forest edge (DTE) in reserves and estimated multiple dimensions of diversity per site. Similarity analysis identified species clusters that best described the patterns of diversity across reserves. Multivariate ordination and linear mixed models were used to determine the influence of DTE on various dimensions of small mammal diversity.

Results

There was an increase in richness and abundance along a DTE gradient, and remnants with higher edge:area ratios showed higher richness and abundance, independent of remnant size. Species at edges were generalists, open-habitat species or exotic species (spillover effect). We found higher phylogenetic diversity and functional richness and divergence towards forest edges. Spillover of non-forest and invasive species best explained richness, generalist forest species best explained total abundance, abundance of Hylaeamys megacephalus best explained diversity and evenness metrics and the presence of Marmosa paraguayana best explained various phylogenetic diversity models. None of the models that included megafauna or social factors were shown to be important in explaining patterns as a function of DTE.

Main Conclusions

We found strong support for a spillover effect and mixed support for complementary resource use and enhanced habitat resources associated with ecotones. Generalists characterized edge assemblages but not all generalists were equivalent. Edges showed more phylogenetically and functionally distinct assemblages than the interior of remnants. There was a conservation of functional diversity; however, open-habitat species, habitat generalists and exotic species boosted diversity near forest edges. Mechanisms governing diversity along forest edges are complex; disentangling those mechanisms necessitates the use of multiple dimensions of diversity.  相似文献

New insights into community-level responses at the urban fringe, and the mechanisms underlying them, are needed. In our study, we investigated the compositional distinctiveness and variability of a breeding bird community at both sides of established edges between suburban residential areas and woodland reserves in Canberra, Australia. Our goals were to determine if: (1) community-level responses were direct (differed with distance from the edge, independent of vegetation) or indirect (differed in response to edge-related changes in vegetation), and (2) if guild-level responses provided the mechanism underpinning community-level responses. We found that suburbs and reserves supported significantly distinct bird communities. The suburban bird community, characterised by urban-adapted native and exotic species, had a weak direct edge response, with decreasing compositional variability with distance from the edge. In comparison, the reserve bird community, characterised by woodland-dependent species, was related to local tree and shrub cover. This was not an indirect response, however, as tree and shrub cover was not related to edge distance. We found that the relative richness of nesting, foraging and body size guilds also displayed similar edge responses, indicating that they underpinned the observed community-level responses. Our study illustrates how community-level responses provide valuable insights into how communities respond to differences in resources between two contrasting habitats. Further, the effects of the suburban matrix penetrate into reserves for greater distances than previously thought. Suburbs and adjacent reserves, however, provided important habitat resources for many native species and the conservation of these areas should not be discounted from continued management strategies.  相似文献
