Documenting financial resources in biodiversity conservation is a key aspect worldwide in order to set priorities and use effectively the limited resources available. In Mexico, a megadiverse country, studies on financial resources invested in biodiversity conservation are scarce and do not address funding for conservation comprehensively. Using recent data from several sources and applying criteria based on the national priorities for conservation, we compiled, systematized and analyzed data at a national scale on financing sources, financial resources and conservation organizations and their projects. The information obtained is presented in various ways and part of it (case study) is already an information system that can be continuously up-dated. Some of the results show the following: a steady diversification of mechanisms and methods for raising funds for conservation; an increase in governmental budgets; the acknowledgment by the private sector of the importance of biodiversity conservation; a greater technical capacity in people and organizations working in conservation; a greater accessibility of financial resources to support and maintain conservation projects; yet a short term vision in conservation projects; among other. Although the results obtained through this study are a first approach, they can now be used as a baseline to continue gathering and analyzing information on conservation financing in Mexico.  相似文献

Summary For the 70% of New Zealand under private ownership, native biodiversity conservation has to occur within a landscape that must also provide a productive return to land owners. Recent New Zealand legislation, especially the Resource Management Act 1991, promotes sustainable management on private land by allowing for the economic and cultural well-being of local communities while providing for the protection of natural resources including native biodiversity. We suggest that, to effectively conserve native biodiversity in rural landscapes, we need to consider four key issues: (i) what might be realistic goals for native biodiversity conservation; (ii) how might we better arrange different land uses to meet both native biodiversity and production goals; (iii) what is the optimum arrangement of native biodiversity; and (iv) how native biodiversity conservation can improve productive returns to land managers. Options to enhance native biodiversity conservation include a variety of incentives (e.g. management agreements, financial incentives and regulatory systems) and onsite management options (e.g. remnant management, restoration plantings, weed and pest control, use of native species for commercial and amenity purposes, use of exotic species to facilitate native biodiversity). The importance of taking a landscape-based rather than a paddock-based approach to management is emphasized.  相似文献

《生物多样性公约》第十五次缔约方大会(COP15)将评估全球生物多样性保护已有进展, 审议并通过“2020年后全球生物多样性框架”, 后者是实现2050愿景“与自然和谐相处”的关键, 有助于达成联合国可持续发展的目标。生物多样性资金机制现在是将来也是实施全球生物多样性保护行动计划的重要保证。根据《生物多样性公约》信息交换所的数据, 目前各缔约方每年对本国生物多样性保护的投资额度占其当年国内生产总值(GDP)的比例比较小。中国作为发展中国家, 2015年时生物多样性保护资金投入占GDP比例为0.255%, 在世界各国中处于比较高的水平。近年中国对生物多样性保护的投入连年增加, 2019年时已经达约0.6%。有研究表明, 目前全球每年生物多样性保护资金的缺口至少500亿美元, 未来十年还有更大的资金缺口, 而且当前已有生物多样性资金渠道比较单一, 并存在一些短板, 远远不能满足生物多样性保护行动的要求, 急需建立新的资金机制, 调动更多资源, 推动2030年生物多样性保护任务和目标的实现。《生物多样性公约》的资金机制可以与包括《联合国气候变化框架公约》在内的其他相关环境公约协同增效, 比如基于自然的解决方案将生物多样性保护与气候变化减缓等环境目标联系起来。中国作为COP15的东道国, 有积极协调磋商的责任, 力求在大会上推动形成一个新的资金机制, 即全球生物多样性保护基金, 为“2020年后全球生物多样性框架”的实施保驾护航。新的生物多样性保护资金机制将独立于现有的生物多样性保护资金机制, 具有多样化投资渠道并引入绩效评估机制, 将经费与任务目标关联, 提高资金的使用效率, 支持发展中国家的生物多样性保护行动。  相似文献

In a changing global environment, with increasing pressure on ecosystem goods and services, biodiversity conservation is likely to become increasingly important. However, with the current global financial crisis, governments are increasingly trying to stabilise economies through spending cuts aiming to reduce national deficits. Within such an economic climate, the devolution of governance through public participation is an intrinsically appealing concept. We outline a number of challenges that explain why increased participation in biodiversity management has been and may continue to be problematic. Using as a case study the local stakeholder-driven Moray Firth Seal Management Plan in Scotland, we identify four key conditions that were crucial to the successful participatory management of a biodiversity conflict: a local champion, the emergence of a crisis point, the involvement of decision-makers, and long-term financial and institutional support. Three of the four conditions point to the role of direct government involvement, highlighting the risk of devolving responsibility for biodiversity conflict management to local communities. We argue that without an informed debate, the move towards a more participatory approach could pose a danger to hard-won policy gains in relation to public participation, biodiversity conservation and conflict management.  相似文献

Nature conservation can only be an efficient process if involving different society actors, especially those that have long-term and multiplying effects on how society relates with nature, such as children/students. To delineate nature conservation strategies, we need to understand the drivers that shape peoples’ behaviors and attitudes towards nature; for students this is mostly determined by their past experience and influence of their socio-economic and familiar context. To test these assumptions, we develop a study focused on elementary school students from Portugal and Brazil. In each country we selected two student’s groups representing two distinct socio-environmental contexts: rural and urban populations. Based on a written questionnaire, we aimed at understanding the effect of parental and socio-environmental contexts, gender, prior contact with nature and online news-associated environmental information, on how students prioritize taxa to be conserved. Furthermore, we analyzed how health, economic and touristic values constrain pro-conservation attitudes. Students from urban areas and from Portugal showed a lower probability of having a pro-conservation attitude. Brazilian and rural students may have a more frequent contact with nature and live in regions of higher biodiversity, two factors that may act synergistically to produce those patterns. Positive attitudes towards conservation seem to be over-ruled by health (i.e. self-preservation) and economical (i.e. financial subsistence) interests and values. Moreover, students prioritize for conservation species that are commonly mentioned in the online news, particularly mammals, and plants. Acknowledging that students rank higher health and economical values over conservation ones, as well as the perceptible importance of contacting with nature and the apparent relevance of online news as information vehicles, may increase the chances of improving the efficacy of nature conservation strategies. Furthermore, this information can lead to an improvement of environmental awareness and literacy.  相似文献

《生物多样性公约》(简称《公约》)第十五次缔约方大会(COP15)第二阶段会议上将审议通过正在编制的2020年后全球生物多样性框架(简称“框架”)。该框架具有里程碑意义, 对未来全球生物多样性保护、经济和社会发展有重要指导作用。由于生物多样性的持续丧失, 只有通过变革式的转型, 才能实现到2050年人与自然和谐发展的美好愿景。框架以变革理论为基础, 拟制定雄心勃勃又务实平衡的生物多样性保护目标。生物多样性与人类息息相关, 目标的制定将对人类社会的生产、消费等产生重大影响。由于《公约》机制和框架磋商的复杂性等多种原因, 仅极少数人完整地了解框架的内容和谈判进程。经过框架不限成员名额工作组(以下简称“OEWG”) 4次会议的磋商, 框架结构和要素已基本确定, 其中最受关注的是22个2030年行动目标, 包括减少对生物多样性的威胁(行动目标1‒8)、通过可持续利用和惠益分享来满足人的需求(行动目标9‒13)和执行工作和主流化的工具和解决方案(行动目标14‒22) 3个部分。本文介绍了OEWG第四次会议磋商的框架草案中行动目标的谈判进展, 对框架中30 × 30目标、资源调动等核心议题进行了分析, 从而为管理部门、科研机构、企业、社会组织、从事生物多样性教育和保护的广大工作者等社会各界了解全球生物多样性治理对国际经济秩序的重塑提供视角和方法上的参考, 从而更好地把握参与科技、贸易、投资、制造等领域国际竞争的环境政治动态与方向, 促进人与自然和谐共生, 共建地球生命共同体。  相似文献

The depletion of biodiversity is a major environmental challenge of the present time, with the agricultural sector being a significant contributor to the loss. Therefore, farmers' decisions and practices are pivotal in safeguarding biodiversity at the farm level. Accordingly, this study aimed to unravel the key factors influencing farmers' intention to conserve biodiversity (ICB), and in doing so, it adopted the protection motivation theory (PMT) as the theoretical framework. The study's statistical population comprised 412 farmers residing in Bavi County in the southwestern region of Iran. The research employed a questionnaire as the data collection instrument, and the research hypotheses were tested using structural equation modeling (SEM). The findings indicated that the respondents held a perception of high costs associated with implementing biodiversity conservation behaviors. They believed that such measures would not be easy to implement, and they would incur both monetary and non-monetary costs. Furthermore, the findings of the study revealed that the variables of SE and ICB among the studied farmers were lower than the theoretical median of 3, indicating that farmers may not have a strong desire and self-efficacy to engage in biodiversity conservation practices. Through the application of SEM, the study determined that the PMT accounts for 65.2% of farmers’ ICB. Additionally, perceived severity and self-efficacy were found to have the strongest effects on farmers’ ICB (as the first and second determinants), highlighting the importance of these variables in predicting farmers’ conservation behaviors. Overall, it can be concluded that these results have significant implications for policymakers in the agricultural sector, providing valuable insights into how to promote biodiversity conservation practices among farmers.  相似文献

Incentive measures for biodiversity conservation cannot be evaluated and compared outside the context of institutional performance and relationships. The institutional framework for biodiversity incentives includes a variety of organizations operating on different spatial scales. The institutional actors with an impact on biodiversity include community groups, local and national governmental structures, NGOs, business enterprises and international organizations. But the positve influence of conservation-oriented organizations is often significantly outweighed by the negative influence of other sets of institutional actors who are largely unaware of biodiversity as a concept and not unduly concerned with its conservation. There are several options for improving the institutional framework for biodiversity incentives: (1) decentralization of resource management decision making to local levels; (2) engaging and reorienting government institutions; (3) establishing new national and international institutions; and (4) establishing functional linkages between key institutional actors. The role of local, national and international institutions in designing and implementing effective incentive measures for biodiversity conservation will be critical. But the dynamics within and between institutional actors influencing biodiversity conservation are complex, variable and insufficiently understood, somewhat like biodiversity itself.  相似文献

Retention forestry, which retains a portion of the original stand at the time of harvesting to maintain continuity of structural and compositional diversity, has been originally developed to mitigate the impacts of clear‐cutting. Retention of habitat trees and deadwood has since become common practice also in continuous‐cover forests of Central Europe. While the use of retention in these forests is plausible, the evidence base for its application is lacking, trade‐offs have not been quantified, it is not clear what support it receives from forest owners and other stakeholders and how it is best integrated into forest management practices. The Research Training Group ConFoBi (Conservation of Forest Biodiversity in Multiple‐use Landscapes of Central Europe) focusses on the effectiveness of retention forestry, combining ecological studies on forest biodiversity with social and economic studies of biodiversity conservation across multiple spatial scales. The aim of ConFoBi is to assess whether and how structural retention measures are appropriate for the conservation of forest biodiversity in uneven‐aged and selectively harvested continuous‐cover forests of temperate Europe. The study design is based on a pool of 135 plots (1 ha) distributed along gradients of forest connectivity and structure. The main objectives are (a) to investigate the effects of structural elements and landscape context on multiple taxa, including different trophic and functional groups, to evaluate the effectiveness of retention practices for biodiversity conservation; (b) to analyze how forest biodiversity conservation is perceived and practiced, and what costs and benefits it creates; and (c) to identify how biodiversity conservation can be effectively integrated in multi‐functional forest management. ConFoBi will quantify retention levels required across the landscape, as well as the socio‐economic prerequisites for their implementation by forest owners and managers. ConFoBi's research results will provide an evidence base for integrating biodiversity conservation into forest management in temperate forests.  相似文献

生物多样性和生态系统服务政府间科学-政策平台(IPBES)是一个类似于气候变化专门委员会(IPCC)的独立的政府间机构,其目标是建立科学界和决策者之间的沟通平台,推动全球生物多样性和生态系统服务的保护.从2008年11月到2010年6月,联合国环境规划署(UNEP)主持召开了三次政府间谈判会议.在最后一次会议上各国同意建立IPBES,并形成了一份《釜山成果》文件,确定其基本职能主要是开展评估,还确定IPBES的决策机构是全体会议,向联合国所有会员国和区域经济一体化组织开放,政府间组织和其他利益相关方可作为观察员.IPBES的建立将会在国际社会产生深刻的影响,但其未来走向也有一定的不确定性:一是如何保持科学独立性的问题,二是评估尺度可能会影响其成功,三是能否促进发展中国家的广泛参与.为使我国能在IPBES中发挥重要作用,建议今后应加强对IPBES运作模式的研究,加强评估工具和方法的开发以及加强生物多样性的监测.  相似文献

Continuous decline of biodiversity over the past decades suggests that efforts to decrease biodiversity loss have been insufficient. One option to deal with this problem is the use of market-based mechanisms for biodiversity conservation. Several studies have analysed such mechanisms individually, but there is no comprehensive review with a comparative assessment of the performance of various mechanisms. This paper presents (i) an analysis of the economic conditions under which markets for biodiversity can be expected to function; (ii) an analysis of the efficiency of five selected biodiversity markets in the light of market and contract theory; and (iii) an assessment of the potential to scale up local or national payment mechanisms for biodiversity conservation. Our analysis shows the difficulties that market-based mechanisms face, among which are the need to ensure long-term conservation and the lack of a standardized unit of measurement for biodiversity. We provide a number of recommendations on how to overcome these difficulties. We argue that the set-up of a global registry embedded within the framework of the Convention on Biological Diversity would facilitate measurement, reporting and verification of biodiversity credits to support market-based mechanisms.  相似文献

Community-based ecotourism (CBET) has become a popular tool for biodiversity conservation, based on the principle that biodiversity must pay for itself by generating economic benefits, particularly for local people. There are many examples of projects that produce revenues for local communities and improve local attitudes towards conservation, but the contribution of CBET to conservation and local economic development is limited by factors such as the small areas and few people involved, limited earnings, weak linkages between biodiversity gains and commercial success, and the competitive and specialized nature of the tourism industry. Many CBET projects cited as success stories actually involve little change in existing local land and resource-use practices, provide only a modest supplement to local livelihoods, and remain dependent on external support for long periods, if not indefinitely. Investment in CBET might be justified in cases where such small changes and benefits can yield significant conservation and social benefits, although it must still be recognized as requiring a long term funding commitment. Here, I aim to identify conditions under which CBET is, and is not, likely to be effective, efficient and sustainable compared with alternative approaches for conserving biodiversity. I also highlight the need for better data and more rigorous analysis of both conservation and economic impacts.  相似文献

《昆明-蒙特利尔全球生物多样性框架》制定了未来一段时期全球范围内生物多样性保护的重要行动,包括将生物多样性及其多重价值纳入经济和社会活动的主流。中国作为联合国《生物多样性公约》(CBD)缔约方之一,在持续推进生物多样性主流化方面作出了不懈努力且成效显著。该文通过探讨解析生物多样性主流化的概念内涵,梳理总结我国生物多样性主流化的具体实践和阶段成效,对标《昆明-蒙特利尔全球生物多样性框架》目标,围绕政府、企业、公众不同行为主体,提出新时期我国全方位推进生物多样性主流化的4个主要实施路径:(1)引入统一的行动框架;(2)发挥政府治理的主导作用;(3)联动企业采取共同行动;(4)提高公众意识以促进其广泛参与,致力于将生物多样性融入各级政府部门政策机制及社会生产生活实践活动中,为完善生物多样性治理决策提供参考。  相似文献

随着新冠肺炎(COVID-19)的暴发, 野生动物、生物多样性和人类健康的关系再次引起广泛讨论。近20年来, 国际社会对于生物多样性与健康的研究日益增多, 并将它作为生物多样性保护与研究的重要方向之一。One Health作为一个新的理念框架, 通过交叉学科的研究和行动来推动包括人、所有其他动物及环境的健康。这个理念被不同国家、国际组织及协定所接纳及推广, 包括《生物多样性公约》等。本文通过总结近些年生物多样性对健康的影响方式、One Health的定义与发展历史、进入生物多样性议程的过程, 提出中国应用One Health改进相关野生动物管理以降低公共卫生危机的可能性的建议, 以及One Health框架内增强生物多样性保护所需的研究方向。One Health在中国的应用与发展应重视生物多样性研究和保护在其中的作用, 利用在景观生态学、群落内物种关系动态变化、气候变化影响、土地利用变化模式与趋势的研究, 与人类健康相结合, 提高One Health在应对公共健康和环境健康风险方面的准确性与及时性。同时, 需要加强我国在野生动物管理方面的投入和力度, 增强生物多样性保护与公共健康的联系, 将预警与干预措施前移, 减少疾病暴发带来的社会经济成本。  相似文献

Conservation is an important organizational focus for zoos and aquariums. Organizational identity theory predicts a relationship between what is central to organizations, such as their mission statements, and their strategic activities. Based on this theory, we tested how organizational missions relate to their conservation strategies and practices. Tax forms and websites provided data from 173 zoos and 38 aquariums in the Association of Zoos and Aquariums in North America. We analyzed conservation mission strength, organizational characteristics, and project features with dependent variables representing the depth of organizational conservation commitments: amount of grants zoos funded, number of partner organizations, and number of projects per zoo. On tax forms, the average amount of total conservation grants donated to partner organizations per zoo was over $650,000, while the average number of partners reported on the tax forms was two. The content analysis of websites revealed an average of 14 conservation partners and 10 projects per zoo. Negative binomial regression models were significant. The financial analysis revealed that only the number of zoo personnel, as a surrogate for organization size, significantly predicted the amount of zoos’ conservation grants. Website analyses found increasing budgets, organizational involvement, and geographic reach of the projects predicted increasing numbers of conservation projects and partnerships. However, our findings did not support the hypothesized relationship—strength of organizational mission did not predict strategy and activities. Zoos could do more to strategically activate their organizational identities and conservation missions to achieve their conservation goals.  相似文献

Due to the shortage of financial resources for international conservation assistance, the setting of priorities for this assistance is an important issue. A national biodiversity risk assessment index (NABRAI) is constructed to quantify national conservation performances and identify nation states of critical conservation concern. The index, which contains measures of biodiversity stock, flow and response measures, attempts to overcome several weaknesses present in other models used to prioritize nations for conservation assistance. Multivariate analyses of the index as well as economic and biodiversity resources reveal significant positive correlations between the NABRAI values and population density as well as land area exposed to high disturbance intensity. The combination of the multivariate analyses and the interpretation of NABRAI values allows for prioritization of biodiversity risk among the global community and can thus serve as an indicator of current priorities for policy makers. The present study also suggests two methods to incorporate a better understanding of biodiversity risk in models of conservation priorities; by including a wider range of variables and by developing a theoretical foundation for the relationship between the categories of variables used in the model.  相似文献

The landscape approach is being used for initiatives that have the dual objectives of conserving biodiversity and alleviating poverty. However, working at such landscape scales greatly expands the level of ambition of conservation organizations and requires them to use skills that differ from those that they have traditionally deployed. Influencing landscape change requires major commitments for long periods of time and since there is still little evidence for the success of such approaches they should be used cautiously. Landscape programmes must be based on a comprehensive understanding of landscape dynamics and of the underlying drivers of social, economic and ecological change. Just as in any other investment in conservation it is important to set objectives in clear and measurable terms. Landscape approaches should therefore complement and not replace more conventional biodiversity conservation measures. They should be guided by scenarios agreed by concerned stakeholders, should be constructivist and in most cases their success will require major changes in the behavior of local people.  相似文献

生物多样性监测是为确定与预期标准相一致或相背离的程度,而对生物多样性进行定期或不定期的监视,目前已成为生物多样性研究和保护的热点问题。生物多样性监测指标则是一些简化的生物或环境特征参数,说明生物多样性现状和变化趋势,以及人类活动压力对生物多样性的影响,以促进科学界、政府和公众间的沟通,提高生物多样性管理水平。近10年来,国际组织、政府机构和各国学者对生物多样性指标体系的构建进行了大量的探索工作,取得了很多进展,其中有些指标已经应用于实际监测项目。本文综述了生物多样性监测指标筛选的一般标准和指标体系构建的主要理论,梳理目前已提出或应用的主要生物多样性监测指标,以期为我国构建国家或区域尺度生物多样性监测指标体系提供参考。在此基础上分析提出:生物多样性概念的泛化、指标含义模糊以及知识和数据的缺乏是构建生物多样性监测指标的主要困难。我国未来的生物多样性监测指标体系构建需要关注以下两个方面:(1)紧密联系实际,构建适应性的监测指标体系,加强对典型生态系统区域的监测;(2)发展经济社会发展方面的指标,分析生物多样性变化的驱动力,为生物多样性保护和区域可持续发展提供科学依据。  相似文献

The Convention on Biological Diversity (CBD) lies at the heart of biodiversity conservation initiatives. It offers opportunities to address global issues at the national level through locally grown solutions and measures. This article reviews the national challenges and opportunities in meeting requirements of the CBD by analysing twenty Third National Reports (TNRs), covering five different CBD regional clusters from the three global economic groups. While there is a plethora of challenges, the predominant ones discussed in this study include: institutional and capacity, knowledge and accessible information, economic policy and financial resources, cooperation and stakeholder involvement, and mainstreaming and integration of biodiversity. The underlying problem is that limited capacity in developing countries and transition economies undermines conservation initiatives. Lack of capacity in science, coordination, administration, legislation, and monitoring are barriers to on-ground implementation of biodiversity programmes. Opportunities to overcome these challenges embrace use of knowledge products, information-sharing mechanisms, participatory platforms, educational programmes, multi-level governance, and policy coherence. Innovative market-based instruments are also being trialled in various countries, which seek to offer incentives to local communities. The article concludes that conservation measures should be supported by multiple sectors and secure high level political support. Political, economical, and legislative sectors are more likely to show interest in CBD implementation and use it as a tool for managing biodiversity when they know the Convention processes and perceive it as a benefit. Modest investments in capacity building and training, and engaging different sectors in setting priorities would have a significant pay-off.  相似文献
