Developing countries currently represent approximately 79% of the world population. Living and working conditions in middle and low income countries are harder and worse than for workers in industrialized countries. In developing countries, workers usually face more dangerous workplaces and unhealthy environmental and occupational conditions than those of industrial countries. Shiftworkers can face even more difficulties, due to constraints caused by their working time and consequences on health. Occupational health actions oriented by health policies were implemented during the 1990s in several Asian countries and in Brazil. these actions are important to promote workers' health. The general aims of this report are: a) to discuss topics related to equity and health; b) to present the main items of international and Brazilian legislation for shiftworkers; and c) to review general and specific measures of occupational health for shiftworkers in developing countries. In order to have equity on health and well-being, supporting measures should encompass micro and macro improvements at local, regional and national levels. Governmental and non-governmental organizations, professional bodies, labor unions, research institutes, universities, technical schools and syndicates, would play important roles to achieve these goals.  相似文献

Intensification of Brazilian cattle ranching systems has attracted both national and international attention due to its direct relation with Amazon deforestation on the one hand and increasing demand of the global population for meat on the other. Since Brazilian cattle ranching is predominantly pasture-based, we particularly focus on pasture management. We summarize the most recurrent opportunities and risks associated with pasture intensification that are brought up within scientific and political dialogues, and discuss them within the Brazilian context. We argue that sustainable intensification of pasturelands in Brazil is a viable way to increase agricultural output while simultaneously sparing land for nature. Since environmental degradation is often associated with low-yield extensive systems in Brazil, it is possible to obtain higher yields, while reversing degradation, by adopting practices like rotational grazing, incorporation of legumes and integrated crop-livestock-forestry systems. Technical assistance is however essential, particularly for small- and medium-scale farmers. Sound complementary policies and good governance must accompany these measures so that a ‘rebound effect’ does not lead to increased deforestation and other adverse social and environmental impacts. It is also important that animal welfare is not compromised. Although the discussion is presented with respect to Brazil, some aspects are relevant to other developing countries.  相似文献

For decades Brazil has faced a dilemma based on a perceived dichotomy between natural preservation and economic progress. Since 1988, more than 446,000 km2 of native land has been cleared by clearcutting in Brazilian Legal Amazon alone, an area comparable to Sweden. In addition to the biodiversity loss associated with this activity, it is a significant global warming source since more than 72% of gross CO2e emissions of Brazil come from land use, land-use change, forestry, and agriculture. As such, the national commitment to reduce greenhouse gas emissions by 37% by 2025 and 43% by 2030, with respect to 2005 levels, is likely to be at risk. Here, a simulation model has been created to provide decision-makers with knowledge about the future of Brazilian farming production in deforestation, neutral net land-use change, and reforestation scenarios. It has been found that farming demand and capital supply impact farming production significantly more than land availability. If reforestation policies to 2005 natural coverage levels were to be implemented, there would be no significant differences in Brazilian major farming crop production to a reference scenario of continuous deforestation. However, this would be at the expense of secondary crops usually earmarked for the domestic market. For Brazil to preserve its natural coverage, it must also inevitably improve crop productivity, especially in the Northeast region, while also being cognizant of the impact on domestic food prices. Lastly, Brazil needs to have incentives to foster intensive livestock farming. These results provide evidence that can support policies towards the profitable and sustainable scenarios described in the simulations.  相似文献

This article examines four periods of environmental policy-making in the Amazon region of Brazil. It specifically analyses the role of pro-environment and pro-development policy networks in affecting policy design and implementation. It argues that the efforts of environmentalist networks trying to advocate or block relative developmentalist policies in the Amazon depend on three critical factors-whether they are able to attract the support of elites (or at least block their developmentalist policy initiatives); the type and level of international support they have; and the organizational and financial resources that they are able to mobilize. In analysing the four periods, this article finds that while international influences and resources have been substantial in enabling environmentalist networks to flourish and influence the policy, their effectiveness has been nearly always outweighed by Brazilian developmentalist interests. The outcome in each phase has been a different form of stalemate on environmental protection, and the deforestation continued each time, albeit at slower rates. These findings suggest that the key for significantly lower rates of deforestation on the Amazon may be in the ability of pro-environment networks to neutralize opposition by creating an incentive structure that 'compensates' potential losers of policies that promote conservation.  相似文献

Child health is a central issue in the public policy agenda of developing countries. Several policies aimed at improving child health have been implemented over the years, with varying degrees of success. In Brazil, such policies have triggered a significant decline in infant mortality rates over the last 30 years. Despite this improvement, however, mortality rates are still high compared to international standards. Moreover, there is considerable imbalance across Brazilian municipalities suggesting that various policies should be adopted. We investigate the determinants of infant mortality at the municipal level and provide an analysis of the factors affecting child health at the individual level. To analyze the mortality rate, we estimate static and dynamic panel data models using four censuses covering the period from 1970 to 2000. The demand for child health, on the other hand, is addressed through a household decision model, estimated using anthropometric data from the 1996 Standard of Living Survey. The results obtained indicate that a rise in sanitation, education and per capita income contributed to the decline of infant mortality in Brazil, with stronger impacts in the long run than in the short run. The fixed effects associated with county characteristics explain the observed dispersion in child mortality rates. The results from the decision model are confirmed by the findings of the mortality model: education, sanitation and poverty are the most important causes of poor child health in Brazil.  相似文献

The Brazilian Microbiome Project (BMP) aims to assemble a Brazilian Metagenomic Consortium/Database. At present, many metagenomic projects underway in Brazil are widely known. Our goal in this initiative is to co-ordinate and standardize these together with new projects to come. It is estimated that Brazil hosts approximately 20 % of the entire world’s macroorganism biological diversity. It is 1 of the 17 countries that share nearly 70 % of the world’s catalogued animal and plant species, and is recognized as one of the most megadiverse countries. At the end of 2012, Brazil has joined GBIF (Global Biodiversity Information Facility), as associated member, to improve the access to the Brazilian biodiversity data in a free and open way. This was an important step toward increasing international collaboration and clearly shows the commitment of the Brazilian government in directing national policies toward sustainable development. Despite its importance, the Brazilian microbial diversity is still considered to be largely unknown, and it is clear that to maintain ecosystem dynamics and to sustainably manage land use, it is crucial to understand the biological and functional diversity of the system. This is the first attempt to collect and collate information about Brazilian microbial genetic and functional diversity in a systematic and holistic manner. The success of the BMP depends on a massive collaborative effort of both the Brazilian and international scientific communities, and therefore, we invite all colleagues to participate in this project.  相似文献

Land‐use change (LUC) in Brazil has important implications on global climate change, ecosystem services and biodiversity, and agricultural expansion plays a critical role in this process. Concerns over these issues have led to the need for estimating the magnitude and impacts associated with that, which are increasingly reported in the environmental assessment of products. Currently, there is an extensive debate on which methods are more appropriate for estimating LUC and related emissions and regionalized estimates are lacking for Brazil, which is a world leader in agricultural production (e.g. food, fibres and bioenergy). We developed a method for estimating scenarios of past 20‐year LUC and derived CO2 emission rates associated with 64 crops, pasture and forestry in Brazil as whole and in each of its 27 states, based on time‐series statistics and in accordance with most used carbon‐footprinting standards. The scenarios adopted provide a range between minimum and maximum rates of CO2 emissions from LUC according to different possibilities of land‐use transitions, which can have large impacts in the results. Specificities of Brazil, like multiple cropping and highly heterogeneous carbon stocks, are also addressed. The highest CO2 emission rates are observed in the Amazon biome states and crops with the highest rates are those that have undergone expansion in this region. Some states and crops showing large agricultural areas have low emissions associated, especially in southern and eastern Brazil. Native carbon stocks and time of agricultural expansion are the most decisive factors to the patterns of emissions. Some implications on LUC estimation methods and standards and on agri‐environmental policies are discussed.  相似文献

The fundamental differences between the dimensions of sustainable development have been identified by researchers and many assessment tools have been developed in several countries. This paper introduces the development of a methodology for determining the weight of each dimension employed in sustainable construction assessment through the use of assessment tools that use the Brazilian indicators of sustainable development in accordance with the Commission on Sustainable Development, and also through the utilization of a database provided by the Brazilian Geography and Statistics Institute (IBGE). Firstly, the Sustainability Panel tool was employed to reveal separately the status of dimensions in sustainable development (environmental, social and economic) and then it was made a statistical analysis of the results for each region in Brazil (north, northeast, midwest, southeast and south). The solution presented in this paper aims to reduce the inconsistencies found in the adjustments of the assessment tools considering regional differences based on political actions included in governmental agencies.  相似文献

Introduction

New tools and approaches are necessary to facilitate public policy planning and foster the management of innovation in countries'' public health systems. To this end, an understanding of the integrated way in which the various actors who produce scientific knowledge and inventions in technological areas of interest operate, where they are located and how they relate to one another is of great relevance. Tuberculosis has been chosen as a model for the present study as it is a current challenge for Brazilian research and innovation.

Methodology

Publications about tuberculosis written by Brazilian authors were accessed from international databases, analyzed, processed with text searching tools and networks of coauthors were constructed and visualized. Patent applications about tuberculosis in Brazil were retrieved from the Brazilian National Institute of Industrial Property (INPI) and the European Patent Office databases, through the use of International Patent Classification and keywords and then categorized and analyzed.

Results/Conclusions

Brazilian authorship of articles about tuberculosis jumped from 1% in 1995 to 5% in 2010. Article production and patent filings of national origin have been concentrated in public universities and research institutions while the participation of private industry in the filing of Brazilian patents has remained limited. The goals of national patenting efforts have still not been reached, as up to the present none of the applications filed have been granted a patent. The analysis of all this data about TB publishing and patents clearly demonstrates the importance of maintaining the continuity of Brazil''s production development policies as well as government support for infrastructure projects to be employed in transforming the potential of research. This policy, which already exists for the promotion of new products and processes that, in addition to bringing diverse economic benefits to the country, will also contribute to effective dealing with public health problems affecting Brazil and the World.  相似文献

Abstract

As Brazil began to emerge as a major power in the years leading up to theThird United Nations Conference on the Law of the Sea (UNCLOS III), national ocean policy came to have a quite continuous, distinctive impact on global law of the sea negotiations. Brazil's participation at UNCLOS III offers a particularly good vantage point from which to analyze its more prominent international role as an emerging major power, its related growth as a maritime power, and its significant contribution to international organization.

UNCLOS III, in turn, affects Brazil. The broad implications of the emerging ocean order for both national and international jurisdiction issues, within which Brazilian ocean policy must operate, are analyzed. Brazil's distinctive position as an emerging power between the industrialized countries and the Third World has conditioned its involvement at UNCLOS III. As a developing state, Brazil has favored revision of the traditional order for the purpose of redressing the balance with the developed states. At the same time, as an emerging power, Brazil has an interest in supporting a stable, open international order. In spite of such policy dilemmas, Brazil stands out as one of the few big potential winners in the Third World from both the seabed and non‐seabed portions of the law of the sea negotiations.  相似文献

This study is an ethical reflection on the formulation and application of public policies regarding reproductive health in Brazil. The Integral Assistance Program for Women's Health (PAISM) can be considered advanced for a country in development. Universal access for family planning is foreseen in the Brazilian legislation, but the services do not offer contraceptive methods for the population in a regular and consistent manner. Abortion is restricted by law to two cases: risk to the woman's life and rape. This reality favors the practice of unsafe abortion, which is the third largest cause of maternal death in Brazil. Legal abortion is regulated by the State and the procedure is performed in public health centers. However, there is resistance on the part of professionals to attend these women. Prenatal care is a priority strategy for promoting the quality of life of these women and of future generations. Nonetheless, it is still difficult for these women to access the prenatal care services and to have the required number of consultations. Moreover, managers and health professionals need to be made aware of the importance of implementing the actions indicated by the public policies in the area of sexual and reproductive health, favoring respect for autonomy in a context of personal freedom.  相似文献

The growth of Brazilian scientific production in recent years is remarkable, which motivates an investigation on the factors, inside and outside the country, that helped shape this wealthy research environment. This article provides a thorough analysis of the education of researchers that constitute the main Brazilian research groups, using data on about 6,000 researchers involved in the country’s National Institutes of Science and Technology (INCT) initiative. Data on the steps taken by each researcher in her education, from the bachelor’s degree to doctorate, including a possible postdoctoral experience, and employment, are extracted from an official curriculum vitae repository. The location and the time at which each career step occurred define spatiotemporal career trajectories. We then analyze such trajectories considering additional data, including the area of knowledge of the INCTs to which each researcher is associated. We found an increasing prevalence of Brazilian institutions in the education of Brazilian scientists, as the number of doctorates earned abroad is decreasing over time. Postdoctoral stages, on the other hand, often take place in Europe or in the United States. Taking an international postdoctoral position after a full education in Brazil suggests a drive towards seeking higher-level exchange and cooperation with foreign groups in a more advanced career stage. Results also show that Brazilian researchers tend to seek employment in regions that are close to the institutions at which they received their bachelor’s degrees, suggesting low mobility within the country. This study can be instrumental in defining public policies for correcting distortions, and can help other developing countries that aim to improve their national science systems.  相似文献

This article explores how the recent rise of shamans as political representatives in Brazil addresses tensions and contradictions associated with the internationalization of indigenous rights movements. Identity politics and transnational organizational alliances concerning issues of environmentalism and human rights have greatly expanded the political leverage and influence of indigenous activism. However, some transnational environmentalist discourses collide with Brazilian discourses of national sovereignty, and the 1990s witnessed a nationalist backlash against Indians, whom politicians, military leaders, and media commentators have frequently portrayed as pawns of foreign imperialists. Opponents of indigenous rights also seized on apparent contradictions between rhetoric and action to discredit indigenous claims to environmental resources. The analysis examines how the shift to redefine knowledge as the core of indigenous identity circumvents some of these liabilities by shifting the basis for indigenous rights claims from environmental practices to environmental knowledge. As shamans mobilize and speak out against the threat of biopiracy, they blunt the nationalist backlash, repositioning indigenous peoples as defenders of the national patrimony and solid citizens of the Brazilian nationstate. This study was undertaken to evaluate the effect that switching from conventional to precision feeding systems during the growing-finishing phase would have on the potential environmental impact of Brazilian pig production. Standard life-cycle assessment procedures were used, with a cradle-to-farm gate boundary. The inputs and outputs of each interface of the life cycle (production of feed ingredients, processing in the feed industry, transportation and animal rearing) were organized in a model. Grain production was independently characterized in the Central-West and South regions of Brazil, whereas the pigs were raised in the South region. Three feeding programs were applied for growing-finishing pigs: conventional phase feeding by group (CON); precision daily feeding by group (PFG) (whole herd fed the same daily adjusted diet); and precision daily feeding by individual (PFI) (diets adjusted daily to match individual nutrient requirements). Raising pigs (1 t pig BW at farm gate) in South Brazil under the CON feeding program using grain cultivated in the same region led to emissions of 1840 kg of CO2-eq, 13.1 kg of PO4-eq and 32.2 kg of SO2-eq. Simulations using grain from the Central-West region showed a greater climate change impact. Compared with the previous scenario, a 17% increase in climate change impact was found when simulating with soybeans produced in Central-West Brazil, whereas a 28% increase was observed when simulating with corn and soybeans from Central-West Brazil. Compared with the CON feeding program, the PFG and PFI programs reduced the potential environmental impact. Applying the PFG program mitigated the potential climate change impact and eutrophication by up to 4%, and acidification impact by up to 3% compared with the CON program. Making a further adjustment by feeding pigs according to their individual nutrient requirements mitigated the potential climate change impact by up to 6% and the potential eutrophication and acidification impact by up to 5% compared with the CON program. The greatest environmental gains associated with the adoption of precision feeding were observed when the diet combined soybeans from Central-West Brazil with corn produced in Southern Brazil. The results clearly show that precision feeding is an effective approach for improving the environmental sustainability of Brazilian pig production.  相似文献

Abstract

The domestic context of Brazil's emerging maritime policy is discussed from three perspectives. Basic national policy guidelines are examined first, with particular attention given to their, influence in shaping maritime policy. Bureaucratic politics has shaped, and been shaped by, these guidelines, and is examined in a subsequent section. International politics, too, has played an important role in shaping Brazilian maritime policy, and its relationship to the domestic context is explored in a final section. The crucial decision to extend the territorial sea to 200 mi in 1970, including its historical background and aftermath, illustrates these forces shaping maritime policy. Other maritime issues are analyzed to illustrate these forces when relevant.

It is acknowledged that Brazil's prominent position in the South Atlantic has not led it to become a maritime‐oriented state. Increasing efforts have nevertheless been made during the past decade to utilize ocean space and the resources of the sea for national policy ends. As Brazilian maritime policy gained cohesiveness and dynamism in the late 1960s and 1970s, it became complementary to national economic progress and increasingly involved in international economic and political questions.  相似文献

This study examines the impacts of income, energy consumption and population growth on CO2 emissions by employing an annual time series data for the period 1970–2012 for India, Indonesia, China, and Brazil. The study used the Autoregressive Distributed Lag (ARDL) bounds test approach considering both the linear and non-linear assumptions for related time series data for the top CO2 emitter emerging countries in both the short run and long run. The results show that CO2 emissions have increased statistically significantly with increases in income and energy consumption in all four countries. While the relationship between CO2 emissions and population growth was found to be statistically significant for India and Brazil, it has been statistically insignificant for China and Indonesia in both the short run and long run. Also, empirical observations from the testing of environmental Kuznets curve (EKC) hypothesis imply that in the cases of Brazil, China and Indonesia, CO2 emissions will decrease over the time when income increases. So based on the EKC findings, it can be argued that these three countries should not take any actions or policies, which might have conservative impacts on income, in order to reduce their CO2 emissions. But in the case of India, where CO2 emissions and income were found to have a positive relationship, an increase in income over the time will not reduce CO2 emissions in the country.  相似文献

The existence of laws and policies in Australia that affect wetland protection and rehabilitation has been ascertained. There is a diverse range of environmental legislation, primarily at the state level, that potentially affects wetlands. There are environmental planning instruments made under legislation in New South Wales and Western Australia, which are specifically directed to the protection of wetlands. These are legislative-backed mechanisms providing legal protection to wetlands. Whilst there is no national policy on wetlands, a draft Commonwealth policy has been circulated and is expected to be released in final form in February 1997. New South Wales is the only state with a current wetlands policy, whilst some other states have draft policies. These policies do refer to wetland rehabilitation. The present federal government indicated it wished to finalize a national wetlands policy in the lead up to its election in March 1996. This is not likely to happen soon and any national policy will probably be an implementation framework for the policies of individual governments. It is suggested that a commonwealth policy, whilst useful in providing consistency in commonwealth government decision making affecting wetlands, does not go far enough. Given that only one state in Australia has a wetland policy, it may take the formulation of a national policy to get the remaining states and territories in Australia to finalize their own policies.  相似文献

The aviation industry accounts for more than 2% of global CO2 emissions. Biojet fuel is expected to make an essential contribution to the decarbonization of the aviation sector. Brazil is seen as a key player in developing sustainable aviation biofuels owing to its long‐standing experience with biofuels. Nevertheless, a clear understanding of what policies may be conducive to the emergence of a biojet fuel supply chain is lacking. We extended a spatially explicit agent‐based model to explore the emergence of a biojet fuel supply chain from the existing sugarcane–ethanol supply chain. The model accounts for new policies (feed‐in tariff and capital investment subsidy) and new considerations into the decision making about production and investment in processing capacity. We found that in a tax‐free gasoline regime, a feed‐in tariff above 3 R$/L stimulates the production of biojet fuel. At higher levels of gasoline taxation (i.e., 2.46 R$/L), however, any feed‐in tariff is insufficient to ensure the production of biojet fuel. Thus, at these levels of gasoline taxation, it is needed to introduce regulations on the production of biojet fuel to ensure its production. Given the current debate about the future direction of the biofuel policy in Brazil, we recommend further research into the effect of market mechanisms based on greenhouse gas emissions on the emergence of a Brazilian biojet fuel supply chain.  相似文献

There has been growing concern in Brazil for environmental issues in the last two decades. The conservation policies for Amazonia, which still represents the largest portion of forests of the country, are still based on isolated decisions made in the late 1970's. Among these policies there is, for instance, the plan for the establishment of a net of National Parks, proposed by Wetterberg et al. (1), based on the 'Pleistocene refugia' model. These refugia are areas of high species endemism, representing forest islands formed during the dry periods of the Pleistocene age, constituting the center of evolution and dispersal of Amazonian species (2). A number of parks and biological reserves have since been established and the decreese of laws protecting some elements of the fauna have been implemented. In 1979, studies for a more comprehensive plan for the conservation and development of Brazilian Amazonia were carried out in several institutions committed to research in Amazonia. As a result, several documents were handed to the government, but nothing has yet been implemented. Indeed, no environmental policy for Amazonia will succeed without an effective and comprehensive social plan, and the latter has yet to be formulated.  相似文献
