Several Southeast Asian states have been working feverishly to design and implement REDD policy frameworks to fulfil their commitment to global climate change mitigation. In doing so, state agencies will be challenged to design REDD plus policies that value and conserve forest carbon in ways that align with national policies and local priorities for managing forest landscapes defined by complex property rights regimes. However, as with other market-based policies, the expeditious delivery of REDD could bypass critical analysis of potential interactions with national tenure regimes, customary property rights, and local livelihoods. Drawing on the case of Palawan Island—a forested frontier island in the Philippines—we examine how nascent REDD policies can articulate with state sanctioned tenure, customary tenure, and forest uses in changing livelihood contexts. This paper draws on research among Tagbanua and Pala’wan people to illustrate how complex and changing tenure structures, commodity markets and livelihood dynamics may influence how REDD plus interventions affect indigenous customary lands and forest use. We argue that the ability of indigenous forest users to maintain stored carbon and improve livelihoods is contingent upon the ‘socio-material’ form of carbon—a commodity defined in relation to the resources and social processes of which it is part.  相似文献

Resource systems with enforced rules and strong monitoring systems typically have more predictable resource abundance, which can confer economic and social benefits to local communities. Co-management regimes demonstrate better social and ecological outcomes, but require an active role by community members in management activities, such as monitoring and enforcement. Previous work has emphasized understanding what makes fishermen comply with rules. This research takes a different approach to understand what influences an individual to enforce rules, particularly sea tenure. We conducted interviews and used multiple regression and Akaike’s Information Criteria model selection to evaluate the effect of social networks, food security, recent catch success, fisherman’s age and personal gear investment on individual’s enforcement of sea tenure. We found that fishermen’s enforcement of sea tenure declined between the two time periods measured and that social networks, age, food security, and changes in gear investment explained enforcement behavior across three different communities on Nicaragua’s Atlantic Coast, an area undergoing rapid globalization.  相似文献

Marine conservation programs in Oceania are increasingly turning to precautionary and adaptive management, particularly approaches which emphasize local participation and customary management. Although the application of community-based natural resource management is widespread in the region, the full integration of local knowledge and practices into the design, implementation, and monitoring of community-based conservation programs has been limited. There is also little empirical data to show whether or not community-based conservation projects are meeting their stated objectives. This paper summarizes an integrated method for selecting Marine Protected Area (MPA) sites and presents empirical evidence that illustrates how an MPA that was largely conceived using indigenous ecological knowledge and existing sea tenure governance (i.e., customary management practices), as part of a regional precautionary and adaptive community-based management plan, is showing signs of biological and social success. More generally, the paper shows how hybrid natural and social research approaches in tandem with customary management for designing MPAs can protect coral reefs in Oceania.  相似文献

After having been hunted to near-extinction in the Pacific maritime fur trade, the sea otter population at Amchitka Island, Alaska increased from very low numbers in the early 1900s to near equilibrium density by the 1940s. The population persisted at or near equilibrium through the 1980s, but declined sharply in the 1990s in apparent response to increased killer whale predation. Sea otter diet and foraging behavior were studied at Amchitka from August 1992 to March 1994 and the data compared with similar information obtained during several earlier periods. In contrast with dietary patterns in the 1960s and 1970s, when the sea otter population was at or near equilibrium density and kelp-forest fishes were the dietary mainstay, these fishes were rarely eaten in the 1990s. Benthic invertebrates, particularly sea urchins, dominated the otter’s diet from early summer to mid-winter, then decreased in importance during late winter and spring when numerous Pacific smooth lumpsuckers (a large and easily captured oceanic fish) were eaten. The occurrence of spawning lumpsuckers in coastal waters apparently is episodic on a scale of years to decades. The otters’ recent dietary shift away from kelp-forest fishes is probably a response to the increased availability of lumpsuckers and sea urchins (both high-preference prey). Additionally, increased urchin densities have reduced kelp beds, thus further reducing the availability of kelp-forest fishes. Our findings suggest that dietary patterns reflect changes in population status and show how an ecosystem normally under top-down control and limited by coastal zone processes can be significantly perturbed by exogenous events. In recent years, states have ceded governance over large territories to indigenous organizations. This article examines the history of an early case of territorial governance (dating from the 1970s) to probe the social, political, and environmental processes that occur when an indigenous social movement becomes a governing body. It argues that indigenous organizations can quickly learn to “see like states” (Scott 1998) without adopting the particular visions promoted by the state that facilitated their new role. In the case explored here, indigenous leaders created landscape improvement schemes that went beyond those promoted by the state and others in terms of changing the legibility of land use and tenure categories. Furthermore, their schemes had significant impacts on forest cover as evidenced by remotely sensed images. These processes challenge theories that position the state as the primary arbitrator of human-environmental relations as well as theories that dichotomize between states and indigenous organizations.  相似文献

The initial contact of European populations with indigenous populations of the Americas produced diverse admixture processes across North, Central, and South America. Recent studies have examined the genetic structure of indigenous populations of Latin America and the Caribbean and their admixed descendants, reporting on the genomic impact of the history of admixture with colonizing populations of European and African ancestry. However, relatively little genomic research has been conducted on admixture in indigenous North American populations. In this study, we analyze genomic data at 475,109 single-nucleotide polymorphisms sampled in indigenous peoples of the Pacific Northwest in British Columbia and Southeast Alaska, populations with a well-documented history of contact with European and Asian traders, fishermen, and contract laborers. We find that the indigenous populations of the Pacific Northwest have higher gene diversity than Latin American indigenous populations. Among the Pacific Northwest populations, interior groups provide more evidence for East Asian admixture, whereas coastal groups have higher levels of European admixture. In contrast with many Latin American indigenous populations, the variance of admixture is high in each of the Pacific Northwest indigenous populations, as expected for recent and ongoing admixture processes. The results reveal some similarities but notable differences between admixture patterns in the Pacific Northwest and those in Latin America, contributing to a more detailed understanding of the genomic consequences of European colonization events throughout the Americas.  相似文献

Much of the literature on common-pool resources has focused on elucidating the social mechanisms and local institutions that lead to the regulation of common-pool resources. There is much less information about how management regimes translate into environmental impacts or how environmental impacts influence the emergence of management decisions. We use quantitative and qualitative methods to investigate the link between forest condition, agricultural change and the emergence of common-pool resource management regimes in two indigenous Kichwa communities in the Ecuadorian Amazon. We show that forest condition is linked to agricultural production and that the perception of common-pool resource scarcity influences the emergence of management regimes. We argue that population pressure, market forces and resource scarcity, which are usually associated with measures of agricultural change can also promote the emergence of common-pool resource management regimes.  相似文献

This article analyzes how a community of Samburu pastoralists in Kenya transformed their land tenure system from communal to private ownership. It demonstrates the dynamic nature of institutional change processes by examining exogenous and endogenous factors that created conditions conducive to change. Inequalities and conflicting interests among different social groups provided impetus for change as well as ammunition to attack or defend common property. Privatization emerged from conflict among social groups, predicated on the relative power positions of the parties—positions that shifted over time in response to strategic actions of individuals and groups. In turn, the adoption of private property altered social relationships, creating new norms regarding land ownership, individual rights, and authority. Floodplain fisheries make an important contribution to the total freshwater catch of Africa. Rules and institutions controlling access to these fisheries have received little attention in the literature. This paper explores property regimes operating in the Hadejia-Jama'are floodplain fishery, Nigeria, with a focus on a case-study village. Private, communal property, and open-access tenure regimes exist. The physical characteristics of the resources under each of these categories are differentiated. The economic cost of making resources more exclusive appears to be a key factor affecting tenure. However, the social benefits of communal access are also extremely important. In a risky environment that is characterized by spatial and temporal variation in the distribution of resources, maintaining rights of access to a wide geographical portfolio of resources is an important consideration. This is especially true considering recent environmental changes in the floodplain caused by dams and drought. This suggests that recommendations to improve productivity of the fishery by making access more exclusive may not maximize overall benefits from the fishery, since gains in productivity may be outweighed by losses in social benefits.  相似文献

Christmas Island, at 2° N, 157° W in the Central Pacific Ocean, supports 18 breeding species of sea-birds. Data on the breeding seasons collected by the authors and other visitors to the island are analyzed in individual species accounts. Population estimates are given, the distribution of each species on the island is outlined, and for some species information on the sexual and moult cycles of marked individuals is presented. The Discussion concerns the ultimate and proximate factors controlling breeding seasons and the role of social factors in maintaining breeding synchrony in sea-birds, the diversity of the breeding regimes exhibited on Christmas Island (summary and analysis in Fig. 2 and Table 5), and comparison of these regimes with those found in the birds of Ascension Island and the Galapagos Archipelago.  相似文献

The recruitment of yellowfin tuna in the eastern Pacific Ocean is modeled based on oceanographic as well as biological parameters, using two nonlinear autoregressive network models with exogenous inputs (NARX). In the first model (Model 1) the quarterly recruitment is modeled considering eastern Pacific global oceanographic conditions: the Southern Oscillation Index (SOI), the Pacific Decadal Oscillation (PDO), and spawners biomass. In Model 2, recruitment is predicted based on sea surface temperature, wind magnitude, and oceanic current magnitude of a smaller area within the eastern Pacific Ocean, considered as relevant for spawning and recruitment, and total spawners biomass. The correlation coefficient between the ANN recruitment estimate and the “real” recruitment is r > 0.80 in both models. Series of sensitivity analysis suggest that the SOI and the sea surface temperature are the most important variables for the recruitment in Model 1 and Model 2 also show that warm sea surface favors recruitment. A forecasting model under different climatological scenarios indicates that the recruitment of yellowfin tuna could be higher in the period 2015–2020 compared to the ones registered in the period 2009–2013.  相似文献

This study has sought to analyse how the social and cultural dynamics of the population are expressed in the recent processes of ethnic self-identification in Peru. Data from 2012 to 2016 Peru National Household survey was used to investigate specifically: (a) on the contribution of the questions about ethnic and racial self-identification included in the National Household Survey to the visibility of indigenous and Afro-Peruvian populations; (b) on the individual and local characteristics related with certain self-identification categories; and (c) if the self-identification patterns have remained stable or have varied during the survey period. Results show that the number of persons who identifies as indigenous varies according to the question used. Likewise, it was found that characteristics such as age, migratory experience, education, and income level influence on the self-identification. Finally, modest but significant changes over time were registered, which could be shedding light on some processes of social transformations.  相似文献

IntroductionHappiness and social inclusion are important indicators of social sustainability, as recommended in the Sustainable Development Goals; however, little is known about the social sustainable development of ethnic minorities. To fill this knowledge gap, special attention is paid to understanding the issues of social exclusion and happiness in relation to the indigenous peoples in Taiwan.MethodsData used were drawn from a nationwide representativeness survey of the Taiwanese Indigenous People in 2007; it included 2,200 respondents. This study employed binary logistic regression to examine the effects of different domains of social exclusion on the likelihood of perceiving happiness; other exogenous factors, were controlled.ResultsThe results show that among the respondents, mountain indigenous peoples, females, the elderly and those who are healthier, wealthier, highly educated, possessing western beliefs, and are more likely to be happy, compared to their counterparts. As expected, the results reveal that the likelihood of being happy is higher for those who have received medical benefits, as well as those persons without housing problems or financial difficulties, compared to their excluded counterparts. However, no significant association is found between happiness and some social exclusion domains, such as child and youth benefits, and unemployment benefits.ConclusionsThe disengagement of the indigenous peoples in mainstream society, with respect to the accessibility of welfare provisions, is a crucial element in regard to social exclusion and happiness. Several policy implications for the social sustainability of indigenous peoples can be inferred from these findings. For example, providing a mobile clinical tour, on-site health counseling, or homecare service can contribute to the removal of institutional and geographic barriers to medical welfare provisions for the mountain indigenes. Moreover, the government may devote more welfare resources to assist indigenous families and tribal communities to develop their own social safety net, instead of the individual-oriented welfare provisions.  相似文献

Eriocheir sinensis H. Milne Edwards, 1853 is on the list of top 100 invaders compiled by the International Union for Conservation of Nature and Natural Resources. The recent establishment of a large Chinese mitten crab population in San Francisco Bay and the potential for introductions from California, Asia and Europe pose a significant invasion potential for estuaries and rivers from California to Alaska. This alien species would place at risk the catchment areas of the Pacific Northwest including the economic and social activities that depend upon intact aquatic systems. An analysis of ecological conditions that define the mitten crab’s native and introduced range suggests that large stable estuaries with long flushing times are necessary to sustain significant populations. Most Pacific Northwest estuaries have limited salinity intrusion, estuarine habitat and short flushing times and face a reduced risk of population establishment. Large, stable estuaries, such as the Puget Sound, may support significant populations. River-dominated estuaries, such as the Columbia River, have flushing times less than the duration of larval development and wouldn’t support populations. An application of a temperature based larval development rate to near-shore and estuary sea surface temperatures suggests that estuaries in Oregon and Washington have sufficient thermal regimes to support larval development. Most estuary systems in Alaska have limited periods where water temperatures are above the mortality threshold for the larval stages and are at a low risk for the establishment of populations. A potential sea temperature rise of two degrees Celsius would permit larval development in Alaskan estuaries, where sufficient estuarine and freshwater habitats exist.  相似文献

Many tropical reef fishes are divided into Atlantic and East Pacific taxa, placing similar species in two very different biogeographic regimes. The tropical Atlantic is a closed ocean basin with relatively stable currents, whereas the East Pacific is an open basin with unstable oceanic circulation. To assess how evolutionary processes are influenced by these differences in oceanography and geography, we analyze a 630-bp region of mitochondrial cytochrome b from 171 individuals in the blenniid genus Ophioblennius. Our results demonstrate deep genetic structuring in the Atlantic species, O. atlanticus, corresponding to recognized biogeographic provinces, with divergences of d = 5.2-12.7% among the Caribbean, Brazilian, St. Helena/Ascension Island, Gulf of Guinea, and Azores/Cape Verde regions. The Atlantic phylogeny is consistent with Pliocene dispersal from the western to eastern Atlantic, and the depth of these separations (along with prior morphological comparisons) may indicate previously unrecognized species. The eastern Pacific species, O. steindachneri, is characterized by markedly less structure than O. atlanticus, with shallow mitochondrial DNA lineages (dmax = 2.7%) and haplotype frequency shifts between locations in the Sea of Cortez, Pacific Panama, Clipperton Island, and the Galapagos Islands. No concordance between genetic structure and biogeographic provinces was found for O. steincdachneri. We attribute the phylogeographic pattern in O. atlanticus to dispersal during the reorganization of Atlantic circulation patterns that accompanied the shoaling of the Isthmus of Panama. The low degree of structure in the eastern Pacific is probably due to unstable circulation and linkage to the larger Pacific Ocean basin. The contrast in genetic signatures between Atlantic and eastern Pacific blennies demonstrates how differences in geology and oceanography have influenced evolutionary radiations within each region.  相似文献

MtDNAs from 2 protein coding regions comprising 576 base pairs were sequenced from 17 individual sea urchins of the species Strongylocentrotus pallidus collected from the north Pacific and north Atlantic oceans. Twelve of 17 individual sequences were identical. Two of these were further sequenced in a third, 441 base pair region, and were also found to be identical. We show how to interpret these results using a simplified Markov model of mtDNA evolution at silent sites. The model was calibrated using 3 urchin species with a published fossil record, and shows that identical S. pallidus mtDNAs in different oceans shared a common ancestor at most 90,000–150,000 years ago (95% confidence interval of upper limit of divergence). The Markov model, used to examine patterns of genetic distance within and between species, shows unexpected variation in the rate of base substitution. The rate of change of G's at fourfold sites is nearly 20 times greater than the rate of change of C's. At twofold sites, this range is less extreme, although purines consistently have a higher rate of change than pyrimidines. Striking genetic similarity and recent genetic exchange between oceans for these urchins is in marked contrast to most other trans-Arctic marine populations, which usually show morphological and genetic differentiation at the species or subspecies level. Recent fossil evidence shows that the north Atlantic and northeastern Pacific have been the scene of radical faunal changes during the Pliocene and Pleistocene. The genetic results presented here extend this conclusion to intraspecific patterns of genetic variability, and direct attention to the northwest Pacific where higher productivity and less environmental change may have left a heritage of greater marine genetic diversity.  相似文献

It is extremely difficult to trace the causal pathway relating gene products or molecular pathways to the expression of behavior. This is especially true for social behavior, which being dependent on interactions and communication between individuals is even further removed from molecular-level events. In this review, we discuss how behavioral models can aid molecular analyses of social behavior. Various models of behavior exist, each of which suggest strategies to dissect complex behavior into simpler behavioral 'modules.' The resulting modules are easier to relate to neural processes and thus suggest hypotheses for neural and molecular function. Here we discuss how three different models of behavior have facilitated understanding the molecular bases of aspects of social behavior. We discuss the response threshold model and two different approaches to modeling motivation, the state space model and models of reinforcement and reward processing. The examples we have chosen illustrate how models can generate testable hypotheses for neural and molecular function and also how molecular analyses probe the validity of a model of behavior. We do not champion one model over another; rather, our examples illustrate how modeling and molecular analyses can be synergistic in exploring the molecular bases of social behavior.  相似文献

The current bioclimates of equatorial Western and tropical South Pacific have been assessed, using the concepts of effective temperature and relative strain as a basis for evaluating likely changes in human comfort regimes as a consequence of global warming. Current bioclimates may be considered marginally stressful for indigenous populations. Global warming will result in changes in the frequency, duration and intensity of physioclimatically stressful conditions.  相似文献

Mobile pastoralists are subject to potentially conflicting needs for secure resource tenure and socially and spatially flexible patterns of resource use. This paradox of pastoral land tenure poses problems for the application of common property theory to the management of pastoral commons. The vagueness, permeability, and overlap of boundaries around pastoral resources and user groups complicate the implementation of formal tenure regimes designed to address insecure pastoral tenures and unsustainable land use patterns. A case-study from postsocialist Mongolia is used to illustrate the problem of spatial and social boundaries for managing pastoral commons. Three solutions to the paradox are evaluated: tenure formalization, rangeland comanagement, and regulation of herders' seasonal movements. An approach that develops and tests institutions to coordinate pastoral movements is recommended over formal tenure for pasturelands, which should be approached with caution in Mongolia.  相似文献
