The Bonelli’s eagle (BE) is considered by the European Union as a high-priority species for conservation in the Valencian Community (East of Spain). However, in 2006 the European Union opened a legal procedure against the Spanish Kingdom, accused of lacking of an adequate network of special protected areas (SPAs) to preserve the BE in the region. Here we evaluate whether important bird areas (IBAs) and SPAs network is enough to preserve this species, on the basis of a thorough analysis of habitat preferences. A GAP analysis is performed to conduct a revision of current SPAs and BirdLife proposed IBAs. Our results suggest that the current network of SPAs becomes insufficient to protect the BE. The IBAs network, although improves the current network of SPAs, increasing the percentage of BE potential habitat included, also results inadequate. We propose a new SPAs network according to the potential suitable habitat for the species. Given the trade-off between financial investment and the conservation of biodiversity, we propose to maximize the surface of potential habitat included in the protected network minimizing the surface of the region that would be necessary to protect, thus avoiding an unnecessary expense and otherwise unrealistic results.  相似文献

Special Protection Areas (SPAs) designated under the EU Birds Directive have improved the conservation status of many terrestrial bird species in Europe, but protecting breeding sites may be less effective for highly mobile birds such as seabirds. Colony census data for Great Skuas Stercorarius skua and Great Black-backed Gulls Larus marinus in Scotland show that breeding numbers have fared no better in sites where these species are SPA breeding features and, counter-intuitively, the evidence indicates better performance in non-SPA colonies, most likely because non-SPA colonies are generally smaller so are less subject to density-dependent competition. The main drivers of population change are widespread rather than colony-based in these two species with recent reductions in carrying capacity. Many other seabird species are vulnerable to similar widespread pressures so seabird conservation strategy needs to focus on mitigating these pressures, as designation of seabird breeding sites as SPAs is not enough to ensure effective seabird conservation.  相似文献

1. Natura 2000 network (N2000) and national protected areas (NPAs) are recognised as the most important core ‘units’ for biological conservation in Europe. 2. Species distribution models (SDMs) were developed to detect the potential distribution of the rare and threatened cerambycid beetle Rosalia alpina L. in Europe, and the amount of suitable habitat within the N2000 network [special areas of conservation (SACs) and special protection areas (SPAs)], NPAs (e.g. national parks, regional parks, state reserves, natural monuments and protected landscapes) and the overall European protected area network (EPAN) (N2000 + NPAs) was quantified. 3. According to this analysis, the suitable habitat for R. alpina in Europe amounts to c. 754 171 km2 and stretches across substantially uninterrupted areas from Portugal to Romania (west to east) and from Greece to Germany (south to north). The overlay between the existing system of conservation areas in Europe (N2000 and NPAs) and the binary map for R. alpina showed that only c. 42% of potential habitat is protected. SACs and SPAs protect c. 25% and 21% of potential habitat, respectively. However, because the two site types often spatially overlap, when taken together the entire N2000 network protects c. 31% of potential habitat. Instead, NPAs offer a degree of protection of c. 29%. Overall, almost 60% of the area potentially suitable for the species is unprotected by the EPAN, an aspect that should be considered carefully when planning the conservation of this beetle at a large scale. 4. These results may also help to focus field surveys in selected areas where greater chances of success are encountered to save resources and increase survey effectiveness.  相似文献

In the absence of effective conservation of its wild relatives, exploitation of a species could lead to genetic depletion. Research on how well do protected areas contribute to the conservation of plant species subject to human exploitation is still limited. The potential niche of Tamarindus indica (tamarind) was evaluated and the contribution of the protected areas network (PAN) of Benin to its conservation was assessed. The maximum entropy approach was used to model the ecological niche of the species, and forest inventories were used to address its population structure. To test its effectiveness, the PAN map was overlapped with the habitat suitability map of the species, and its population structures in protected versus unprotected areas were compared. Tamarindus natural populations were confined to the Sudanian and Sudano‐Guinean regions. The species populations in the Sudanian region appeared well represented in protected areas in contrast to those in the Sudano‐Guinean region. Results showed a positive effect of protected areas on juvenile density but a weak effect on adult density and current size‐class distribution. Protection seemed to be unlikely to ensure the long‐term persistence of the species. Cryopreservation, assisted recruitment and artificial enrichment of tamarind stands are recommended to ensure the long‐term persistence of the species.  相似文献

The phylogenetic diversity of extant lemurs represents one of the most important but least studied aspects of the conservation biology of primates. The phylogenetic diversity of a species is inversely proportional to the relative number and closeness of its phylogenetic relatives. Phylogenetic diversity can then be used to determine conservation priorities for specific biogeographic regions. Although Malagasy strepsirhines represent the highest phylogenetic diversity among primates at the global level, there are few phylogenetic data on species-specific and regional conservation plans for lemurs in Madagascar. Therefore, in this paper the following questions are addressed for extant lemurs: 1) how does the measure of taxonomic uniqueness used by Mittermeier et al. (1992 Lemurs of Madagascar; Gland, Switzerland: IUCN) equate with an index of phylogenetic diversity, 2) what are the regional conservation priorities based on analyses of phylogenetic diversity in extant lemurs, and 3) what conservation recommendations can be made based on analyses of phylogenetic diversity in lemurs? Taxonomic endemicity standardized weight (TESW) indices of phylogenetic diversity were used to determine the evolutionary component of biodiversity and to prioritize regions for conserving lemur taxa. TESW refers to the standardization of phylogenetic diversity indices for widespread taxa and endemicity of species. The phylogenetic data came from recent genetic studies of Malagasy strepsirhines at the species level. Lemur species were assigned as being either present or absent in six biogeographic regions. TESW indices were combined with data on lemur complementarity and protected areas to assign conservation priorities at the regional level. Although there were no overall differences between taxonomic ranks and phylogenetic rankings, there were significant differences for the top-ranked taxa. The phylogenetic component of lemur diversity is greatest for Daubentonia madagascariensis, Allocebus trichotis, Lepilemur septentrionalis, Indri indri, and Mirza coquereli. Regional conservation priorities are highest for lemurs that range into northeast humid forests and western dry forests. Expansion of existing protected areas in these regions may provide the most rapid method for preserving lemurs. In the long term, new protected areas must be created because there are lemur species that: 1) are not found in existing protected areas, 2) exist only in one or two protected areas, and 3) are still being discovered outside the current network of protected areas. Data on the population dynamics and feeding ecology of phylogenetically important species are needed to ensure that protected areas adequately conserve lemur populations in Madagascar.  相似文献

Ecuador has the largest number of species by area worldwide, but also a low representation of species within its protected areas. Here, we applied systematic conservation planning to identify potential areas for conservation in continental Ecuador, with the aim of increasing the representation of terrestrial species diversity in the protected area network. We selected 809 terrestrial species (amphibians, birds, mammals, and plants), for which distributions were estimated via species distribution models (SDMs), using Maxent. For each species we established conservation goals based on conservation priorities, and estimated new potential protected areas using Marxan conservation planning software. For each selected area, we determined their conservation priority and feasibility of establishment, two important aspects in the decision-making processes. We found that according to our conservation goals, the current protected area network contains large conservation gaps. Potential areas for conservation almost double the surface area of currently protected areas. Most of the newly proposed areas are located in the Coast, a region with large conservation gaps and irreversible changes in land use. The most feasible areas for conservation were found in the Amazon and Andes regions, which encompass more undisturbed habitats, and already harbor most of the current reserves. Our study allows defining a viable strategy for preserving Ecuador''s biodiversity, by combining SDMs, GIS-based decision-support software, and priority and feasibility assessments of the selected areas. This approach is useful for complementing protected area networks in countries with great biodiversity, insufficient biological information, and limited resources for conservation.  相似文献

The number of threatened freshwater fish species in Spain is among the highest recorded in Europe and includes a high percentage of endemic taxa. Investigated were the distribution of Spanish freshwater fish to identify priority areas for conservation and assess the extent to which freshwater fish are included in the existing network of protected areas. Considered were those threatened species recorded in the Spanish National inventories. From these data, several biodiversity indices were calculated and analysed. The results reveal important discrepancies between the national and international assessments of conservation status, whereby the current Spanish national catalogue needs updating to reconcile these inconsistencies. Several important areas for the conservation of freshwater fish lie outside protected areas. The results encourage the establishment of protected areas specifically for freshwater environments. An extensive database of Spanish freshwater fish species is needed to redefine priority areas and to maintain freshwater biodiversity.  相似文献

We review achievements in the conservation of orchid diversity in China over the last 21 years. We provide updated information on orchid biodiversity and suggestions for orchid conservation in China. We outline national policies of biodiversity conservation, especially of orchid conservation, which provide general guidelines for orchid conservation in China. There are now approximately 1708 known species of Orchidaceae in 181 genera in China, including five new genera and 365 new species described over the last 21 years. The assessment of risk of extinction of all 1502 known native orchid species in China in 2013 indicated that 653 species were identified as threatened, 132 species were treated as data-deficient, and four species endemic to China were classified as extinct. Approximately 1100 species (ca. 65%) are protected in national nature reserves, and another ~66 species in provincial nature reserves. About 800 native orchid species have living collections in major botanical gardens. The pollination biology of 74 native orchid species and the genetic diversity and spatial genetic structure of 29 orchid species have been investigated at a local scale and/or across species distributions. The mycorrhizal fungal community composition has been investigated in many genera, such as Bletilla, Coelogyne, Cymbidium, Cypripedium, and Dendrobium. Approximately 292 species will be included in the list of national key protected wild plants this year. Two major tasks for near future include in situ conservation and monitoring population dynamics of endangered species.  相似文献

Successful protected area networks must represent biodiversity across taxonomic groups. However, too often plant species are overlooked in conservation planning, and the resulting protected areas may, as a result, fail to encompass the most important sites for plant diversity. The Mozambique Tropical Important Plant Areas project sought to promote the conservation of Mozambique's flora through the identification of Important Plant Areas (IPAs). Here, we use the Weighted Endemism including Global Endangerment (WEGE) index to identify the richest areas for rare and endemic plants in Mozambique and subsequently evaluate how well represented these hotspots are within the current protected area and IPA networks. We also examine the congruence between IPA and protected areas to identify opportunities for strengthening the conservation of plants in Mozambique. We found that high WEGE scores, representing areas rich in endemic/near-endemic and threatened species, predict the presence of IPAs in Mozambique, but do not predict the presence of protected areas. We also find that there is limited overlap between IPAs and protected areas in Mozambique. We demonstrate how IPAs could be an important tool for ensuring priority sites for plant diversity are included within protected area network expansions, particularly following the adoption of the “30 by 30” target agreed within the post-2020 Convention on Biological Diversity framework, with great potential for this method to be replicated elsewhere in the global tropics.  相似文献

The complexity of nature conservation raises questions about biodiversity protection at the level of species as well as their spatial distribution between differently designated nature conservation areas. We have concentrated on comparison of the existing protected areas and recently established conservation initiative areas—Important Plant Areas. We have estimated how well these areas support the protection of two plant groups—bryophytes and vascular plants. We sought answers to the following questions: (a) are there any trends in the distribution of protected bryophyte and vascular plant species in the protected areas network, and (b) does the Important Plant Areas network promote better protection of bryophyte species compared with the existing protected areas network. Our results demonstrated that bryophytes need special care in nature conservation decisions to reach the reasonable conservation target. Important Plant Areas that were targeted to vascular plants have less importance in preserving bryophyte diversity than already existing conservation areas system. Conservation programs like IBA, IPA etc. have their specific tool and outcome to add conservation values to the existing protected areas system.  相似文献

Conservation programmes are always limited by available resources. Careful planning is therefore required to increase the efficiency of conservation and gap analysis can be used for this purpose. This method was used to assess the representativeness of current ex situ and in situ conservation actions of 234 priority crop wild relatives (CWR) in Indonesia. This analysis also included species distribution modelling, the creation of an ecogeographical land characterization map, and a complementarity analysis to identify priorities area for in situ conservation and for further collecting of ex situ conservation programmes. The results show that both current ex situ and in situ conservation actions are insufficient. Sixty-six percent of priority CWRs have no recorded ex situ collections. Eighty CWRs with ex situ collections are still under-represented in the national genebanks and 65 CWRs have no presence records within the existing protected area network although 60 are predicted to exist in several protected areas according to their potential distribution models. The complementarity analysis shows that a minimum of 61 complementary grid areas (complementary based on grid cells) are required to conserve all priority taxa and 40 complementary protected areas (complementary based on existing protected areas) are required to conserve those with known populations within the existing in situ protected area network. The top ten of complementary protected areas are proposed as the initial areas for the development of CWR genetic reserves network in Indonesia. It is recommended to enhanced coordination between ex situ and in situ conservation stakeholders for sustaining the long term conservation of CWR in Indonesia. Implementation of the research recommendations will provide for the first time an effective conservation planning of Indonesia’s CWR diversity and will significantly enhance the country’s food and nutritional security.

With only five protected areas dedicated to the conservation of biodiversity (two national parks, one strict nature reserve and two faunal reserves), Guinea has one of the smallest protected area networks in West Africa. As a result, two of the five ecoregions of the country and six of the 14 globally threatened large and medium-sized mammals occurring in Guinea are not found in the national protected area network. To identify areas with high biodiversity that could be included in the national protected area network, we used the Key Biodiversity Areas (KBA) methodology. We devised a scoring system to rank the identified KBAs according to their relative conservation significance. We identified a total of 16 KBAs throughout the country. Their proclamation as protected areas would result in the protection of all ecoregions and all but one of Guinea’s globally threatened large and medium-sized mammals. Twelve of the 16 KBAs have the legal status of classified forest, a status that should facilitate the change into formal biodiversity protected areas (IUCN category I–IV). Our analysis indicates that even if only the two areas with the highest conservation significance score, the Ziama and Diécké forests, become formal protected areas, this would provide protection to both the western Guinean lowland forests, one of the most threatened ecoregions in Africa, and to 11 of the 14 threatened large and medium-sized mammals occurring in Guinea.  相似文献

Background

How do national-level actions overlap with global priorities for conservation? Answering this question is especially important in countries with high and unique biological diversity like Colombia. Global biodiversity schemes provide conservation guidance at a large scale, while national governments gazette land for protection based on a combination of criteria at regional or local scales. Information on how a protected area network represents global and national conservation priorities is crucial for finding gaps in coverage and for future expansion of the system.

Methodology/Principal Findings

We evaluated the agreement of Colombia''s protected area network with global conservation priorities, and the extent to which the network reflects the country''s biomes, species richness, and common environmental and physical conditions. We used this information to identify priority biomes for conservation. We find the dominant strategy in Colombia has been a proactive one, allocating the highest proportion of protected land on intact, difficult to access and species rich areas like the Amazon. Threatened and unique areas are disproportionately absent from Colombia''s protected lands. We highlight six biomes in Colombia as conservation priorities that should be considered in any future expansion of Colombia''s protected area network. Two of these biomes have less than 3% of their area protected and more than 70% of their area transformed for human use. One has less than 3% protected and high numbers of threatened vertebrates. Three biomes fall in both categories.

Conclusions

Expansion of Colombia''s Protected Area Network should consider the current representativeness of the network. We indicate six priority biomes that can contribute to improving the representation of threatened species and biomes in Colombia.  相似文献

Given the increasing anthropogenic pressures on forests, the various protected areas—national parks, sanctuaries, and biosphere reserves—serve as the last footholds for conserving biological diversity. However, because protected areas are often targeted for the conservation of selected species, particularly charismatic animals, concerns have been raised about their effectiveness in conserving nontarget taxa and their genetic resources. In this paper, we evaluate whether protected areas can serve as refugia for genetic resources of economically important plants that are threatened due to extraction pressures. We examine the population structure and genetic diversity of an economically important rattan, Calamus thwaitesii, in the core, buffer and peripheral regions of three protected areas in the central Western Ghats, southern India. Our results indicate that in all the three protected areas, the core and buffer regions maintain a better population structure, as well as higher genetic diversity, than the peripheral regions of the protected area. Thus, despite the escalating pressures of extraction, the protected areas are effective in conserving the genetic resources of rattan. These results underscore the importance of protected areas in conservation of nontarget species and emphasize the need to further strengthen the protected-area network to offer refugia for economically important plant species.  相似文献

Population fragmentation is threatening biodiversity worldwide. Species that once roamed vast areas are increasingly being conserved in small, isolated areas. Modern management approaches must adapt to ensure the continued survival and conservation value of these populations. In South Africa, a managed metapopulation approach has been adopted for several large carnivore species, all protected in isolated, relatively small, reserves that are fenced. As far as possible these approaches are based on natural metapopulation structures. In this network, over the past 25 years, African lions (Panthera leo) were reintroduced into 44 fenced reserves with little attention given to maintaining genetic diversity. To examine the situation, we investigated the current genetic provenance and diversity of these lions. We found that overall genetic diversity was similar to that in a large national park, and included a mixture of four different southern African evolutionarily significant units (ESUs). This mixing of ESUs, while not ideal, provides a unique opportunity to study the impact of mixing ESUs over the long term. We propose a strategic managed metapopulation plan to ensure the maintenance of genetic diversity and improve the long-term conservation value of these lions. This managed metapopulation approach could be applied to other species under similar ecological constraints around the globe.  相似文献

The conservation and restoration of degraded landscapes continues to be a major activity with the demand for seed increasing to meet growing global targets. Seed collected from natural plant populations is often irregular and unpredictable, limiting the diversity of species that can be conserved through restoration programs and the area that can be restored. Seed production areas (SPAs; seed orchards, seed increase) are one option for improving seed supply and quality to meet the demand from conservation and restoration programs. We evaluated genetic diversity, inbreeding and mating system parameters in adults and seed from remnants and SPAs of Acacia montana and Dodonaea viscosa subsp. cuneata, two key restoration species in south-eastern Australia. Overall, we found no significant differences in genetic diversity between remnants and SPAs of both species or between adult and seed cohorts. In contrast, we found significant inbreeding in many remnants and their seed crops suggesting that some inbred seed were used to establish these SPAs. We also found significant inbreeding in some SPAs and their seed crops and that SPAs were often biased towards one to two source remnants. Additional germplasm is now required to broaden the representativeness of remnants in the SPAs and the genetic base of seed being produced for restoration programs.  相似文献

The magnitude of human impact on biodiversity makes producing information on the conservation status of wildlife an urgent matter. Despite the increasingly widespread use of camera trapping for mammal monitoring, there are no assessments on how this tool helps fill specific knowledge gaps. We reviewed studies published between 2000 and 2018 in Mexico, a country with very high mammalian diversity, and analysed their spatial distribution. Specifically, we looked at how the number of studies at the level of the country’s states related to a) each state’s medium/large mammalian species richness and b) each state’s proportion of mammalian species classified as threatened at the national and global level. Moreover, we assessed the occurrence of studies within protected areas, terrestrial ecoregions, and mammal geographic provinces. Finally, we recorded the proportion of studies focused on estimating mammal population density and community richness that incorporated measures of variability and completeness, respectively. Based on a compilation of 191 papers published in 48 journals, we found a weak relationship between the number of studies and mammalian species richness and no clear evidence of a relationship between the number of studies and the proportion of threatened species. The studies concentrated on a few mammalian species, protected areas, forested ecoregions, and mammal geographic provinces in the country’s southern region. More than half of the studies that conducted population density estimations included measures of variability, but only one-third of the studies estimating species richness included completeness assessments. There is a need for more coordinated efforts to take full advantage of camera traps in order to produce more comprehensive and standardised surveys of the status of mammalian fauna at the country level.  相似文献

Increasingly, biogeographical knowledge and analysis are playing a fundamental role in assessing the representativeness of biodiversity in protected areas, and in identifying critical areas for conservation. With almost 20% of the country assigned to protected areas, Chile is well above the conservation target (i.e. 10–12%) proposed by many international conservation organizations. Moreover, the Chilean government has recently proposed new conservation priority sites to improve the current protected area network. Here, we used all 653 terrestrial vertebrate species present in continental Chile to assess the performance of the existing and proposed reserve networks. Using geographical information systems, we overlaid maps of species distribution, current protected areas, and proposed conservation priority sites to assess how well each species is represented within these networks. Additionally, we performed a systematic reserve selection procedure to identify alternative conservation areas for expanding the current reserve system. Our results show that over 13% of the species are not covered by any existing protected area, and that 73% of Chilean vertebrate species can be considered partial gaps, with only a small fraction of their geographical ranges currently under protection. The coverage is also deficient for endemic (species confined to Chile) and threatened species. While the proposed priority sites do increase coverage, we found that there are still several gaps and these are not the most efficient choices. Both the gap analysis and the reserve selection analysis identified important areas to be added to the existing reserve system, mostly in northern and central Chile. This study underscores the need for a systematic conservation planning approach to redefine the conservation priority sites in order to maximize the representation of species, particularly endemic and threatened species.  相似文献

1. Freshwater ecosystems are amongst the most threatened and poorly protected globally. They continue to be degraded through habitat loss, pollution and invading species and conservation measures are urgently needed to halt declining trends in their biodiversity and integrity.
2. During the past decade a suite of decision support tools and computational approaches have been developed for efficient and targeted conservation action in terrestrial or marine ecosystems. These methods may be poorly suited for planning in freshwater systems because connectivity in terrestrial and marine systems is typically modelled in a way unsuitable for rivers, where connectivity has a strong directional component.
3. We modify the conservation prioritization method and software, zonation , to account for connectivity in a manner better suited to freshwater ecosystems. Prioritization was performed using subcatchment/catchment-based planning units and connectivity was modified to have directional upstream and downstream components consistent with the ecology of our target species.
4. We demonstrate this modified method for rivers and streams in the southern North Island of New Zealand. Data included predicted occupancy from boosted regression tree models of species distributions for 18 fish species. The study area covered 2.1 million hectares and included 394 first- to fourth order catchment or subcatchment planning units.
5. Realistic modelling of connectivity had a major influence on the areas proposed for conservation. If connectivity was ignored, recommended conservation areas were very fragmented. By contrast, when connectivity was modelled, high priority conservation targets consisted of entire river basins or headwater subcatchments.
6. The proposed method serves as a starting point for the implementation of reserve selection methods in river ecosystems.  相似文献
