The effect of the Convention on International Trade in Endangered Species on scientific collections 总被引:1,自引:0,他引:1
The Convention on International Trade in Endangered Species (CITES) was conceived in the spirit of cooperation, with the aim of ensuring that the international trade in wild animals and plants, including all parts and derivatives, did not threaten their survival. However, concerns have been raised by scientists that CITES hinders the cross-border movement of scientific specimens. To our knowledge, no empirical analysis has been undertaken to demonstrate the existence of this effect. We test for a CITES effect on the collection record of orchids from Brazil and Costa Rica using the collection records of bromeliads, which are not covered by CITES, as a control. Highly significant effects are found in both countries. 相似文献

IUCN濒危物种红色名录与国家濒危物种红色名录都是物种灭绝风险的测度, 前者是全球性评估, 后者则是国别研究。IUCN濒危物种红色名录预警了全球物种的濒危状况, 为全球生物多样性研究提供了大数据; 国别红色名录确定了各国物种受威胁状况, 填补了前者的知识空缺, 两份名录互为补充。目前对国家濒危物种红色名录重视不够。基于如下原因, 应当重视国别濒危物种红色名录的意义: (1)国家是濒危物种保护的行为主体, 物种在一个国家的生存状况是确定其保护级别、开展濒危物种保育的依据; (2)对于仅分布于一个国家的特有物种来说, 其国别濒危物种红色名录等级即是其全球濒危等级; (3)对于跨国境分布的物种来说, 国别濒危物种红色名录等级则确定了该物种在本国的生存状况; (4)结合IUCN濒危物种红色名录, 国别濒危物种红色名录为建立跨国保护地、保护迁徙物种的栖息地与跨国迁徙洄游通道提供依据; (5)国别濒危物种红色名录所特有的“区域灭绝”等级, 反映了一个物种边缘种群在该国的区域灭绝, 恢复“区域灭绝”物种是该物种原分布国重引入保育工作的重点; (6)国别濒危物种红色名录提供了该国物种编目、分类、分布和生存状况的最新信息。然而, 国别濒危物种红色名录的重要性在许多情况下被忽视了。目前正值全球新冠肺炎大流行, 人们正在重新审视人与野生动物的关系。我国将修订有关野生动物保护与防疫法法律以及《国家重点保护野生动物名录》, 防控新的人与野生动物共患疾病再次暴发。对于确定国家重点保护野生动物物种名录来言, 物种受威胁程度是物种列为国家重点保护物种的特征之一。重视国别红色名录有特别的意义。 相似文献

The International Union for Conservation of Nature (IUCN) Red List of Ecosystems (RLE) is an emerging global standard for ecosystem risk assessment that integrates data and knowledge to document the relative risk status of ecosystem types. Here, we summarize initial findings from applying four IUCN RLE criteria to 655 terrestrial ecosystems in temperate and tropical North America, or 8.5% of the global land surface. A series of indicators are measured for each criterion to address trends in ecosystem extent (A), the relative restricted nature of its distribution (B), and the extent and relative severity of environmental degradation (C), and the extent and relative severity of disruption of biotic processes (D); all to gauge the probability of range wide “collapse.” Ecosystems are listed as collapsed, critically endangered, endangered, vulnerable, near threatened, least concern, data deficient, or not evaluated. Taking uncertainty into account, 219 (33%) of terrestrial ecosystem types were listed as threatened (i.e., either critically endangered, [7%], endangered [14%], or vulnerable [13%]). Examples include tallgrass prairies, oak savannas, longleaf pine woodlands, floodplain forests, mesic hardwood forests, and dry tropical forests. Historically, these threatened ecosystems occurred across about 45% of the continental study area, and today account for about 30%. Understanding what traits determine the extinction risk of species has been a long-standing challenge. Natural populations increasingly experience reductions in habitat and population size concurrent with increasing novel environmental variation owing to anthropogenic disturbance and climate change. Recent studies show that a species risk of decline towards extinction is often non-random across species with different life histories. We propose that species with life histories in which all stage-specific vital rates are more evenly important to population growth rate may be less likely to decline towards extinction under these pressures. To test our prediction, we modelled declines in population growth rates under simulated stochastic disturbance to the vital rates of 105 species taken from the literature. Populations with more equally important vital rates, determined using elasticity analysis, declined more slowly across a gradient of increasing simulated environmental variation. Furthermore, higher evenness of elasticity was significantly correlated with a reduced chance of listing as Threatened on the International Union for Conservation of Nature Red List. The relative importance of life-history traits of diverse species can help us infer how natural assemblages will be affected by novel anthropogenic and climatic disturbances. 相似文献

Abstract: We describe a method for rapidly amplifying whole genomes via a Phi29 DNA polymerase-mediated strand displacement reaction (SDR). Genomic amplification products derived from the SDR reaction resulted in high quantities of DNA suitable for polymerase chain reaction (PCR) amplification and sequencing of mitochondrial genomes. Control region sequences of DNA derived directly from PCR amplicons of extracted DNA were identical to those derived from PCR amplification of SDR genomic DNA. Effective SDR amplification and subsequent sequencing was successful across tissues sources ranging in age from 1 year to 19 years. Strand replacement reaction genomic amplification offers a means of obtaining large quantities of DNA from small amounts of tissue. 相似文献

Abstract. In order to stress successes in restoration and conservation of species, regionally, nationally or globally, a new instrument has been developed, the ‘Blue Lists’, ‘registers of those Red List species that show a durable overall stabilization or increase of abundance in the region (nation, world) considered’. ‘Blue Data Books’ include additional information on the ecology, conservation, and promotion of the species. For describing the overall change of abundance of every individual species six categories are defined. Furthermore, the effects of nature conservation techniques (NCT) on a species are evaluated using six additional categories. In a test area of 3 431 km2 in northern Switzerland, information was compiled on the change in abundance of the 708 Red List species of higher plants (spermatophyta) over the last 10-15 yr. Overall, 33% of these species showed a stabilization or even increase in abundance; these are Blue List species; ca.20% showed a decline and for almost 50% the change in abundance is not known. NCTs have been successfully applied to more than 50 % of all the species, at least locally. For about a further 30%, the required NCTs are known but have not yet been tried out. If these techniques were applied on a large scale, the decline of very many species in the test area could be stopped. 相似文献

Decline in the populations of bumble bees and other pollinators stress the need for more knowledge about their conservation status. Only one of the 25 bumble bee species present in Hungary is included in the Hungarian Red List. We estimated the endangerment of the Hungarian bumble bee (Bombus Latr.) species using the available occurrence data from the last 50 years of the 20th century. Four of the 25 species were data deficient or extinct from Hungary. About 60% of species were considered rare or moderately rare. Changes in distribution and occurrence frequency indicated that 10 of the 21 native species showed a declining trend, while only three species increased in frequency of occurrence. According to the IUCN Red List categories, seven species (33% of the native fauna) should be labelled as critically endangered (CR) and 3 (14%) as endangered (EN). Our results stress an urgent need of protection plans for bumble bees in Hungary, and further underlines the validity of concern over bumble bees all over Europe. 相似文献

The Painted Bunting Passerina ciris is a Neotropical songbird which breeds primarily in the USA during the summer and migrates to Mexico, Central America, southern Florida and the Caribbean over the winter. Male Painted Buntings are brightly coloured, which makes them highly sought after as pets, particularly in Mexico, Central America and Europe. We used short sequence repeats (microsatellite DNA) to investigate the population genetic structure of the Painted Bunting and its implications in conservation management of migratory populations. We found a detectable level of population differentiation as revealed by pairwise FST and RST comparisons and Bayesian clustering analyses, with strong support for differentiation between eastern and western Painted Buntings (e.g. Oklahoma and Georgia FST = 0.1; P = 0.005; RST = 0.18; P = 0.04) in accordance with previous mitochondrial DNA analysis. We recovered additional support for two sub‐groups within the western clade. While linking migrant songbirds captured outside of the USA to their breeding populations remains a challenge, we show that natural levels of population genetic differentiation can be detected via microsatellite DNA markers and exploited in migratory connectivity studies. We also demonstrate the potential utility of our low‐cost markers for population identification of birds recovered from the pet trade by screening a small subset of samples (n = 5) collected as part of wildlife tracking. We discuss the implications of our results for future efforts to understand patterns of population decline in Painted Buntings more generally, as well as how we might expand this methodology to combat illegal pet‐trade activity in this and other songbird species. 相似文献

Grasslands are the most threatened and least protected biome. Yet, no study has been conducted to identify the last remaining continuous grasslands on Earth. Here, we used World Wildlife Fund (WWF) and International Union for Conservation of Nature (IUCN) classifications to measure the degree of intactness remaining for the world's grassland ecoregions. This analysis revealed three findings of critical conservation importance. First, only a few large, intact grasslands remain. Second, every continent with a grassland ecoregion considered in this study contains at least one relatively intact grassland ecoregion. Third, the largest remaining continuous grasslands identified in this analysis have persisted despite last centuries anthropogenic pressures and have the best chance to withstand 21st century pressures of global change. We discuss how these regions are of critical conservation importance to global grassland conservation efforts under anthropogenically driven global change. They provide essential ecosystem services, play an important role in mitigating the effects of climate change, serve as critical repositories for grassland biodiversity, are foundational for continental migration pathways, hold unique cultural heritage, and people's livelihoods depend upon their persistence. 相似文献

The huge conservation interest that mammals attract and the large datasets that have been collected on them have propelled a diversity of global mammal prioritization schemes, but no comprehensive global mammal conservation strategy. We highlight some of the potential discrepancies between the schemes presented in this theme issue, including: conservation of species or areas, reactive and proactive conservation approaches, conservation knowledge and action, levels of aggregation of indicators of trend and scale issues. We propose that recently collected global mammal data and many of the mammal prioritization schemes now available could be incorporated into a comprehensive global strategy for the conservation of mammals. The task of developing such a strategy should be coordinated by a super-partes, authoritative institution (e.g. the International Union for Conservation of Nature, IUCN). The strategy would facilitate funding agencies, conservation organizations and national institutions to rapidly identify a number of short-term and long-term global conservation priorities, and act complementarily to achieve them. 相似文献

- The North American endemic cave beetle genus Pseudanophthalmus is exceptionally diverse, with >150 described taxa in karst regions of the eastern United States. Eighty‐seven per cent of taxa, however, are at risk of extinction due to small, restricted distributions, low abundance, and several potential anthropogenic threats to their habitats.
- Six species in Tennessee are exceedingly rare and are candidates for listing under the U.S. Endangered Species Act: Coleman Cave Beetle (P. colemanensis), Fowler's Cave Beetle (P. fowlerae), Inquirer Cave Beetle (P. inquisitor), Bakers Station Cave Beetle (P. insularis), Noblett's Cave Beetle (P. paulus), and Soothsayer Cave Beetle (P. tiresias). Each species is an extreme short‐range endemic. Four species have not been observed in several decades, and two species (P. insularis and P. paulus) are considered possibly extinct.
- We searched 57 caves in 15 counties in Tennessee, including eight of the nine historical localities of the six Pseudanophthalmus species between July 2013 and March 2016 to determine if populations were still extant, to search for new populations, and to estimate relative abundance.
- We confirmed the continued existence of all six species, including P. fowlerae, P. insularis, P. paulus, and P. tiresias, which had not been observed in 52, 60, 50, and 42 years, respectively. We also discovered five new populations in total, one for each species except for P. paulus.
- Although U.S. Fish and Wildlife Service ruled that all six species do not warrant federal listing, all species continue to have restricted ranges and remain at an elevated risk of extinction.

Loss of sharks and other upper-trophic marine predators has sparked worldwide concern for the stability of ocean ecosystems. The grey nurse (ragged-tooth or sand tiger) shark ( Carcharias taurus ) is Vulnerable on a global scale, Critically Endangered in Australia and presumed extinct in parts of its historical range. We used 193 muscle and fin samples collected from six extant populations to assess global mtDNA and microsatellite diversity and the degree of global population genetic structure. Control region mtDNA diversity was low in every population, and two populations (eastern Australia and Japan) contained only a single mtDNA haplotype. Genetic signatures of recent losses of genetic variation were not yet apparent at microsatellite loci, indicating that this low mtDNA variation is not a result of anthropogenic population declines. Population differentiation was substantial between each population pair except Brazil and South Africa, F ST values ranged from 0.050 to 0.699 and 0.100 to 1.00 for microsatellite and mitochondrial data respectively. Bayesian analysis clearly partitioned individuals into five of the populations from which they were sampled. Our data imply a low frequency of immigrant exchange among each of these regions and we suggest that each be recognized as a distinct evolutionary significant unit. In contrast to pelagic species such as whale shark and white shark that may cross ocean basins and where cooperative international efforts are necessary for conservation, grey nurse shark, like many coastal species, need to be managed regionally. 相似文献

Some plants of Hebei Province in China are under threat from human activities, such as over-herding and over-exploitation
of wild medicinal plants and industrial plants, etc. To identify the plants in danger in the province and to inspect the quality
of the environment encompassing Beijing and Tianjin, a red list of the threatened flora of Hebei Province was produced by
using the IUCN Red List Criteria (version 3.1) and its guidelines (version 6.2). Some 262 species were assessed and the results
were as follows: (1) the threatened flora include 211 species, accounting for 7.95% of the total native vascular plants. Among
them, 44 are Critically Endangered, 80 Endangered and 87 Vulnerable; (2) the destruction of the habitat caused by human activities
and the actual or potential exploitation of the plants themselves were the main threat factors of Hebei flora; (3) most of
the threatened plants are located in the western, northern and northeastern mountainous regions, namely the key regions of
Hebei plant diversity; the endemic and regionally endemic species are severely threatened. Consequently, the assessment not
only presented the threatened status of Hebei flora but also indicated the relatively fragile health status of the environment
of Beijing and Tianjin. Thus, it is suggested that the application of the IUCN Red List Criteria at the regional level, as
an index, could reflect the health status of the local ecosystem. In addition, more concrete measures are needed to conserve

Aspalathus linearis (Burm. F) Dahlg., Fabaceae is cultivated by small- and large-scale commercial farmers of the Cederberg and Bokkeveld Plateau in the Cape Floristic Region of South Africa, for the production of an herbal beverage called ‘rooibos’ or ‘rooibos tea’. Small-scale farmers also harvest A. linearis from the wild and market the tea as an organic and fair-trade certified product. However, little is known about the apparent ecotypes of wild A. linearis. We hypothesized that 1) rooibos ecotypes are ecologically distinct (occurring in different plant communities defined by environmental variables); 2) rooibos ecotypes are functionally distinct due to variance in water use efficiency; and 3) rooibos ecotypes are associated with threatened vegetation types/species, making populations of wild rooibos ecotypes worthy of conservation. Ecotypes of wild rooibos were identified based on plant habit and local knowledge. Plant communities were classified using Twinspan, environmental factors were tested as predictors of ecotype distribution and water use efficiency of ecotypes growing across a rainfall gradient was determined from foliar natural abundance of 13C. Wild rooibos was not generally associated with endangered vegetation types but was associated with plant species having endangered status. Wild rooibos occurred in four plant communities and comprised five wild rooibos ecotypes: shrub, tree, upright, salignus and prostrate types. Although some ecotypes clearly co-occurred, evidence is provided for habitat preference between the ecotypes: Prostrate and upright ecotypes occurred at higher elevations (> 400-600 m). Shrub ecotypes occurred at lower rainfall sites (< 200 mm p.a.) and the salignus ecotype occurred at higher rainfall sites (> 500 mm p.a.). Foliar 13C indicated greater water use efficiencies by ecotypes in relatively drier areas. The extent to which this is a plastic or inherent response requires further investigation. Considering that wild rooibos ecotypes differ both ecologically and possibly also functionally and genetically, it is concluded that populations of wild rooibos ecotypes should be considered as distinct and worthy of conservation. The whale shark (Rhincodon typus) is the largest extant species of fish, belonging to the order Orectolobiformes. It is listed as a “vulnerable” species on the International Union for Conservation of Nature (IUCN)'s Red List of Threatened Species, which makes it an important species for conservation efforts. We report here the first complete sequence of the mitochondrial genome (mitogenome) of the whale shark obtained by next-generation sequencing methods. The assembled mitogenome is a 16,875 bp circle, comprising of 13 protein-coding genes, two rRNA genes, 22 tRNA genes and a control region. We also performed comparative analysis of the whale shark mitogenome to the available mitogenome sequences of 17 other shark species, four from the order Orectolobiformes, five from Lamniformes and eight from Carcharhiniformes. The nucleotide composition, number and arrangement of the genes in whale shark mitogenome are the same as found in the mitogenomes of the other members of the order Orectolobiformes and its closest orders Lamniformes and Carcharhiniformes, although the whale shark mitogenome had a slightly longer control region. The availability of mitogenome sequence of whale shark will aid studies of molecular systematics, biogeography, genetic differentiation, and conservation genetics in this species. 相似文献

This review is based on a study commissioned by the European Commission on the evaluation of scientific, technical and institutional challenges, priorities and bottlenecks for biotechnologies and regional harmonisation of biosafety in Africa. Biotechnology was considered within four domains: agricultural biotechnologies (‘Green’), industrial biotechnologies and biotechnologies for environmental remediation (‘White’), biotechnologies in aquaculture (‘Blue’) and biotechnologies for healthcare (‘Red’). An important consideration was the decline in partnerships between the EU and developing countries because of the original public antipathy to some green biotechnologies, particularly genetically modified organisms (GMOs) and food from GM crops in Europe. The study focus reported here was West Africa (Ghana, Senegal, Mali and Burkina Faso).The overall conclusion was that whereas high-quality research was proceeding in the countries visited, funding is not sustained and there is little evidence of practical application of biotechnology and benefit to farmers and the wider community. Research and development that was being carried out on genetically modified crop varieties was concentrating on improving food security and therefore unlikely to have significant impact on EU markets and consumers. However, there is much non-controversial green biotechnology such as molecular diagnostics for plant and animal disease and marker-assisted selection for breeding that has great potential application. Regarding white biotechnology, it is currently occupying only a very small industrial niche in West Africa, basically in the sole sector of the production of liquid biofuels (i.e., bio-ethanol) from indigenous and locally planted biomass (very often non-food crops). The presence of diffused small-scale fish production is the basis to develop and apply new (Blue) aquaculture technologies and, where the research conditions and the production sector can permit, to increase this type of production and the economy of this depressed areas. However, the problems bound to environmental protection must not be forgotten; priority should be given to monitor the risks of introduction of foreign species. Red biotechnologies potentially bring a vast domain of powerful tools and processes to achieve better human health, most notably improved diagnostics by molecular techniques, better targeting of pathogens and a better knowledge of their sensitivities to drugs to permit better treatment.Biosafety regulatory frameworks had been initiated in several countries, starting with primary biosafety law. However, disparate attitudes to the purpose of biosafety regulation (e.g., fostering informed decision-making versus ‘giving the green-light for a flood of GMOs’) currently prevent a needed consensus for sub-regional harmonisation. To date, most R&D funding has come from North America with some commercial interests from Asia, but African biotechnology workers expressed strong desire for (re-)engagement with interested parties from the European Union. Although in some of the visited countries there are very well qualified personnel in molecular biology and biosafety/regulation, the main message received is that human resources and capacity building in-house are still needed. Health biotechnology has rapidly become vital in helping healthcare systems meet the needs of the poor in developing countries. This key industry also generates revenue and creates employment opportunities in these countries. To successfully develop biotechnology industries in developing nations, it is critical to understand and improve the system of health innovation, as well as the role of each innovative sector and the linkages between the sectors. Countries' science and technology capacities can be strengthened only if there are non-linear linkages and strong interrelations among players throughout the innovation process; these relationships generate and transfer knowledge related to commercialization of the innovative health products. The private sector is one of the main actors in healthcare innovation, contributing significantly to the development of health biotechnology via knowledge, expertise, resources and relationships to translate basic research and development into new commercial products and innovative processes. The role of the private sector has been increasingly recognized and emphasized by governments, agencies and international organizations. Many partnerships between the public and private sector have been established to leverage the potential of the private sector to produce more affordable healthcare products. Several developing countries that have been actively involved in health biotechnology are becoming the main players in this industry. The aim of this paper is to discuss the role of the private sector in health biotechnology development and to study its impact on health and economic growth through case studies in South Korea, India and Brazil. The conservation and tourism development of World Heritage (WH) sites has always been a key and urgent scientific issue to be solved urgently by academia and industry all over the world. An increasing number of researchers and practitioners are paying attention to this issue. However, there is a lack of a comprehensive literature review on this topic. To fill this gap, this study conducts a systematic literature review (SLR) based on 179 related studies retrieved from the Web of Science (WoS) and Google Scholar (GS) databases. Focusing on the research question of the conservation and tourism development of World Natural Heritage (WNH) sites, we built an SLR framework to implement the review process. First, quantitative research was conducted to analyse the annual numbers, content and continents of the published literature. Second, we classified and summarized the main progress and achievements from theoretical research, technical methods, model construction, monitoring and evaluating, and application demonstration. Finally, in view of the current research situation of the conservation and tourism development of WNH sites, we proposed eight key scientific issues to be solved and several directions for future research. 相似文献

Climate change is a grave danger for humans and a looming threat to Earth's biodiversity in the twenty-first century. Assessing the vulnerability of species to climate change is critical for practical conservation efforts. Due to their limited dispersal ability, amphibians are one of the most vulnerable groups of vertebrates to climate change. Among them, the species that inhabit mountains suffer a tremendous amount of climate change-induced pressures. We, therefore, adopted the Azerbaijan Mountain Newt (Neurergus crocatus), which currently inhabits Northwest Iran, North Iraq, and Southeast Turkey, as a case study for assessing the effects of climate change on the distribution patterns of mountain amphibians. By applying the species distribution models (SDMs) in this study, we tried to hindcast the species distribution area in the past and illustrate the impacts of climate change on its distribution in the present and future (the 2050s and 2070s) climate conditions. Also, the patch metrics have been deployed for identifying habitat fragmentation. Our results indicate a more than 50% rise in the species’ current suitable habitats compared to its glacial refugia. The suitable habitat is expected to gradually decrease in RCP 2.6 and RCP 8.5. Among the three countries in which the species occurs, its distribution overlaps with protected areas only in Iraq. The number of habitat patches will grow and reach approximately 20 to 60 patches by 2070 and the average area of the patches will decrease throughout this time. Aside from the numerous threats that endanger the species, climate change puts the long-term existence of Azerbaijan Newt in jeopardy. The results of this study stress the urgent need for taking extreme measures on the species management and conserving its remnant habitat patches. 相似文献
