The significance of animals in research cannot be over‐emphasized. The use of animals for research and training in research centres, hospitals and schools is progressively increasing. Advances in biotechnology to improve animal productivity require animal research. Drugs being developed and new interventions or therapies being invented for cure and palliation of all sorts of animal diseases and conditions need to be tested in animals for their safety and efficacy at some stages of their development. Drugs and interventions for human use pass through a similar development process and must be tested pre‐clinically in laboratory animals before clinical trials in humans can be conducted. Therefore, animals are important players in research processes which directly and indirectly benefit animals and humans. However, questions remain as to whether these uses of animals consider the best interests of animals themselves. Various research and training institutions in Tanzania have established some guidelines on animal use, including establishing animal ethics committees. However, most institutions have not established oversight committees. In institutions where there may be guidelines and policies, there are no responsible committees or units to directly oversee if and how these guidelines and policies are enforced; thus, implementation becomes difficult or impossible. This paper endeavours to raise some issues associated with the responsible use of animals in research and training in Tanzania and highlights suggestions for improvement of deficiencies that exist in order to bridge the gap between what ought to be practised and what is practised.

Existing theory and research suggests that understanding the nuances of particular instantiations of human–animal relationships is important in promoting positive, mutually beneficial relationships between people and animals. One such aspect of human–animal interaction (HAI) involves species of animal involved in the relationship, and how various types of HAI may impact individuals' attitudes about animals. Therefore, the purpose of this study was to explore if species and/or types of animal ownership were associated with feelings of emotional attachment, commitment, and moral orientation toward animals. A sample of young adults (n = 567) from the 4-H Study of Positive Youth Development completed a survey which included questions about animal ownership and attitudes about animals. Regression analyses demonstrated that the species of animal(s) a person owned significantly predicted all three dimensions of attitudes about animals. In addition, latent class analyses identified three prevalent types of animal interaction (no/few animals, small animals only, large and small animals), and multinomial logistic regression within the mixture model indicated that individuals in these subgroups significantly differed in moral orientation scores. Overall, the analyses strengthen support for the notion that species of animal involved in the interaction matters, and that relationships with various species of animals may differ qualitatively. These findings have implications for understanding the role of the relationship between types of animal ownership and attitudes about animals. Exploring the multifaceted nature of human–animal relationships is important in understanding how to optimize the person and animal characteristics that are associated with adaptive, mutually beneficial human–animal relationships.

Despite a long and valuable history, human-animal chimera research has often been questioned. Among the moral issues raised by chimeras is the concept that integration of human cells into anatomical locations such as the brain might endow animals with "human-like" capacities including self-awareness. We present a justification for one type of human-animal chimera experiment: the evaluation of hES cell developmental potency via teratoma formation in immunodeficient mice. We argue that this experiment raises no significant moral concerns and should be the jurisdiction of animal care and use committees and exempt from formal review by the stem cell research oversight process.

During a disaster, people may make evacuation decisions based on their companion animal’s welfare, therefore exposing themselves, their companion animals, and emergency responders to increased risk for injury or death. The loss and suffering of companion animals in disasters causes deep distress, diminishing people’s capacity to rebuild their lives. This scoping review presents scholarly research studies and reviews relating to people and their companion animals in the context of disasters, with an aim of informing researchers, policymakers, and practitioners and providing direction for future research. Using the Arksey and O’Malley framework, articles in scholarly journals from 2004 to 2014 are discussed. Analysis included 38 articles: 20 research studies, 12 reviews, and 6 editorials. Findings revealed 2 central themes: companion animals as a risk factor to human health and safety and companion animals being “at risk” themselves. An emerging theme was “responsibility”: Who is responsible for companion animals in disasters and how? Understanding the implications of human–nonhuman animal relationships for disaster response and having a broader public consensus on what is owed to animals at times of emergency are important to community preparedness and resilience.

The primary goal of an animal care and use program (ACUP) should be to ensure animal well-being while fostering progressive science. Both the Animal Welfare Act (and associated regulations) and the Public Health Service (PHS) Policy require the institutional animal care and use committee (IACUC) to provide oversight of the animal program through continuing reviews to ensure that procedures are performed as approved by the committee. But for many committees the semiannual assessment does not provide an opportunity to observe research procedures being performed. Furthermore, IACUC members are typically volunteers with other full-time commitments and may not be able to dedicate sufficient time to observe protocol performance. Postapproval monitoring (PAM) is a tool that the IACUC can use to ensure that the institution fulfills its regulatory obligation for animal program oversight. When performed by attentive and observant individuals, PAM can extend the IACUC's oversight, management, training, and communication resources, regardless of program size or complexity. No defined PAM process fits all institutions or all situations; rather, the monitoring must match the program under review. Nonetheless, certain concepts, concerns, and conditions affect all PAM processes; they are described in this article. Regardless of the style or depth of PAM chosen for a given program, one thing is sure: failure of the IACUC to engage all available and effective oversight methods to ensure humane, compassionate, efficient, and progressive animal care and use is a disservice to the institution, to the research community and to the animals used for biomedical research, testing, or teaching.

It has been suggested that pets provide the opportunity for humans to develop more positive attitudes and relationships toward a wider range of animal types—including toward non-pet animals—this is called the “pets as ambassadors” hypothesis. In this study, we build both on research conducted on human–animal relations and in social psychology to investigate the hypothesis, as well as two likely mechanisms involved in this effect: inter- group anxiety (toward animals) and inclusion of animals in the self. An online questionnaire was completed by 238 Canadian participants (M = 28.6 years old, SD = 8.53; 102 women). Using structural equation modeling (SEM), we tested a model whereby contact with pets predicted greater inclusion of ani- mals in the self and lower intergroup anxiety toward animals in general. In turn, these two psychological processes predicted more positive attitudes toward a broad range of animal types (e.g., wild/pest animals, animals used for human purposes) and animals in general. Finally, these positive attitudes toward animals predicted more pro-social behavioral intentions toward animals. The hypothesized model showed a good fit. Bootstrapping analyses further con- firmed the mediating roles of inclusion of animals in the self and intergroup anxiety toward animals in the associations between contact with pets and attitudes toward animals in general. The hypothesized model also presented a more satisfactory fit compared with an alternative model. Altogether, these findings underline the importance of contact with pets in fostering more positive human–animal relations and promoting animal welfare. These results also support the applicability of social psychological theories and principles in the realm of human–animal relations.

Accreditation of nonhuman animal research facilities by the Association for Assessment and Accreditation of Laboratory Animal Care International (AAALAC) is widely considered the “gold standard” of commitment to the well being of nonhuman animals used in research. AAALAC-accredited facilities receive preferential treatment from funding agencies and are viewed favorably by the general public. Thus, it bears investigating how well these facilities comply with U.S. animal research regulations. In this study, the incidences of noncompliance with the Animal Welfare Act (AWA) at AAALAC-accredited facilities were evaluated and compared to those at nonaccredited institutions during a period of 2 years. The analysis revealed that AAALAC-accredited facilities were frequently cited for AWA noncompliance items (NCIs). Controlling for the number of animals at each facility, AAALAC-accredited sites had significantly more AWA NCIs on average compared with nonaccredited sites. AAALAC-accredited sites also had more NCIs related to improper veterinary care, personnel qualifications, and animal husbandry. These results demonstrate that AAALAC accreditation does not improve compliance with regulations governing the treatment of animals in laboratories.

Nutritionally balanced standard diets are suitable for many lab animals at various developmental stages. But certain animal and protocol conditions- including genetic alteration; breeding difficulty; digestive upset; post-operative intervention and dehydration; and diabetes and obesity- create a requirement for special needs products to ensure animal survival and encourage reliable research outcomes. With input from technicians and scientists from numerous research facilities, Bio- Serv has worked diligently to create a line of diets, enrichment treats and supplement for research animals with special needs. Here we provide an overview of what we have learned about some of these conditions and the recommended solutions we have developed to address them.

Behaviour as a tool in the assessment of animal welfare
A central issue in animal welfare research is how to assess the welfare state of animals objectively and scientifically. I argue that this issue can be approached by asking two key questions: 1) is the animal physically healthy and 2) does the animal have what it wants? Behaviour is used to answer both of these questions. In the assessment of physical health, it can be used for clinical and pre-clinical diagnosis. In the assessment of what animals want, it has a major role through choice and preference testing. It is particularly important that applied ethologists develop methods for assessing welfare in situ--in the places where concern for animal welfare is greatest such as on farms and in zoos.

The role of zoos in conservation has evolved. Additional roles that zoos can play in conservation include monitoring live wildlife use (one of the main threats for many species). Zoos in many parts of the world are offered animals by the public and are required to receive animals confiscated by the authorities. By quantifying these animals, zoos can monitor live wildlife use rates and trends and obtain relevant information on the environment of a region which can assist in situ conservation management. Zoos are sometimes forced to receive unwanted animals from the public or the authorities. Receiving these animals is a burden for zoos. Agreements between zoos and governments are important to take care of these animals and to optimize the use of conservation resources. It is not possible or desirable to maintain all donated and seized animals. The International Union for Conservation of Nature and Natural Resources provides useful guidelines on what to do with them. In all cases, species conservation should take precedence over individual animal welfare. These issues are illustrated with data collected at Zoológico Regional Miguel Alvarez del Toro (ZOOMAT) in Chiapas, southern Mexico. Zoo Biol 24:115–124, 2005.

Positive reinforcement training (PRT) is associated with increases in species-typical behavior and decreases in stereotypic and abnormal behavior in participating animals. Physiological changes following PRT, for example, increases in oxytocin (OXT) and/or decreases in cortisol (CORT), may facilitate these behavioral changes. This study evaluated salivary OXT and salivary CORT concentrations in two adult male western lowland gorillas (Gorilla gorilla gorilla) following PRT with their primary animal care staff. Following PRT, no change in OXT was observed. CORT decreased in one subject following PRT. Changes in endogenous OXT are related to affiliative interactions and interact with strongly bonded conspecifics. PRT may not activate the oxytocinergic system because PRT is not a species-specific affiliative interaction and/or animal care staff are not viewed as conspecifics. Regardless, PRT may still be viewed as a positive interaction resulting in stress reduction via a decrease in CORT. Relationships are unique, thus these results only apply to these two gorillas and one animal caregiver. Larger population-level studies are needed to understand overall trends in human–animal interactions, and ultimately human–animal relationships. Further evaluation of physiological changes following human–animal interactions should be informative for understanding the human–animal relationship in zoos.

IACUC issues associated with amphibian research
Numerous species of amphibians are frequently utilized as animal models in biomedical research. Despite their relatively common occurrence as laboratory animals, the regulatory guidelines that institutional animal care and use committees (IACUCs) must employ provide little in the way of written standards for ectothermic animals. Yet, as vertebrates, laboratory amphibians are covered by the National Research Council Guide for the Care and Use of Laboratory Animals and the Public Health Service (PHS) Policy for federally funded research. This article focuses on three issues that are relevant to IACUC oversight of the use of amphibians in research: (1) recommended educational requirements of investigators and animal care staff engaged in research with amphibians, (2) zoonoses and other issues of occupational health importance, and (3) indicators of stress and disease. Addressing these issues should enable investigators, IACUCs, and animal care staff to meet the regulatory expectations of the PHS and accrediting bodies such as the Association for Assessment and Accreditation of Laboratory Animal Care International.

Finding ways to minimize pain and distress in research animals is a continuing goal in the laboratory animal research field. Pain and distress, however, are not synonymous, and measures that alleviate one may not affect the other. Here, the authors provide a summary of a meeting held in February 2004 that focused on distress in laboratory animals. They discuss the difficulties associated with defining 'distress,' propose methods to aid in recognizing and alleviating distressful conditions, and provide recommendations for animal research conduct and oversight that would minimize distress experienced by laboratory animals.

Efforts to advance our understanding of neurodegenerative diseases involve the creation chimeric organisms from human neural stem cells and primate embryos—known as prenatal chimeras. The existence of potential mentally complex beings with human and non-human neural apparatus raises fundamental questions as to the ethical permissibility of chimeric research and the moral status of the creatures it creates. Even as bioethicists find fewer reasons to be troubled by most types of chimeric organisms, social attitudes towards the non-human world are often influenced by religious beliefs. In this paper scholars representing eight major religious traditions provide a brief commentary on a hypothetical case concerning the development and use of prenatal human–animal chimeric primates in medical research. These commentaries reflect the plurality and complexity within and between religious discourses of our relationships with other species. Views on the moral status and permissibility of research on neural human animal chimeras vary. The authors provide an introduction to those who seek a better understanding of how faith-based perspectives might enter into biomedical ethics and public discourse towards forms of biomedical research that involves chimeric organisms.

Companion animals are increasingly being recognized by society as beneficial to our health and considered by many owners as authentic and affectional family members. Human relationship theories help us to understand the emotional and supportive aspect of the human– companion animal bond. This study uses attachment theory, social support theory, and the concept of the hierarchical nature of attachment relationships to further understand and measure human–animal attachment. In study 1,161 university-student pet owners completed a modified multidimensional scale of perceived social support (MSPSS) that included pets as a source of support, and we pre-tested a 60-item pet attachment measure. Results showed that students perceived their pets as distinctive sources of social support, at similar levels to their significant others, family, and friends. Principal components analysis of the 60-item measure reduced it to 31 items, and revealed four pet attachment components: (a) Proximity maintenance and interaction, (b) Emotional attachment behaviors, (c) Emotional support given and received, and (d) Emotional and monetary value. The scale was named the Emotional and Supportive Attachment to Companion Animals Scale (ESACA) (Cronbach’s α = 0.96). In study 2, 83 university students completed an attachment hierarchy scale and the ESACA. Companion animals were included in pet owners’ attachment hierarchies and ranked higher than siblings but lower than romantic partners, parents, and close friends. Those who indicated higher attachment to their companion animals ranked them higher in their attachment hierarchy than those less attached. This study supports and extends previous research that has used aspects of attachment theory and social support theory when exploring the human–animal bond. Many companion animal owners perceive their pets as additional sources of emotional support, fulfilling the four features of an attachment relationship and including them in their hierarchy of important attachment relationships.

During the past two decades, Iran has experienced a noteworthy growth in its biomedical research sector. At the same time, ethical concerns and debates resulting from this burgeoning enterprise has led to increasing attention paid to biomedical ethics. In Iran, Biomedical research ethics and research oversight passed through major periods during the past decades, separated by a paradigm shift. Period 1, starting from the early 1970s, is characterized by research paternalism and complete reliance on researchers as virtuous and caring physicians. This approach was in concordance with the paternalistic clinical practice of physicians outside of research settings during the same period. Period 2, starting from the late 1990s, was partly due to revealing of ethical flaws that occurred in biomedical research in Iran. The regulatory and funding bodies concluded that it was not sufficient to rely solely on the personal and professional virtues of researchers to safeguard human subjects' rights and welfare. The necessity for independent oversight, emphasized by international declarations, became obvious and undeniable. This paradigm shift led to the establishment of research ethics committees throughout the country, the establishment of academic research centers focusing on medical ethics (MEHR) and the compilation of the first set of national ethical guidelines on biomedical research–one of the first and most important projects conducted by and in the MEHR. Although not yet arrived, ‘period 3’ is on its way. It is predictable from the obvious trends toward performance of high‐quality clinical research and the appearance of a highly educated new generation, especially among women.
