The problem of standard of care in clinical research concerns the level of treatment that investigators must provide to subjects in clinical trials. Commentators often formulate answers to this problem by appealing to two distinct types of obligations: professional obligations and natural duties. In this article, I investigate whether investigators also possess institutional obligations that are directly relevant to the problem of standard of care, that is, those obligations a person has because she occupies a particular institutional role. I examine two types of institutional contexts: (1) public research agencies – agencies or departments of states that fund or conduct clinical research in the public interest; and (2) private‐for‐profit corporations. I argue that investigators who are employed or have their research sponsored by the former have a distinctive institutional obligation to conduct their research in a way that is consistent with the state's duty of distributive justice to provide its citizens with access to basic health care, and its duty to aid citizens of lower income countries. By contrast, I argue that investigators who are employed or have their research sponsored by private‐for‐profit corporations do not possess this obligation nor any other institutional obligation that is directly relevant to the ethics of RCTs. My account of the institutional obligations of investigators aims to contribute to the development of a reasonable, distributive justice‐based account of standard of care.  相似文献

This rereading of Mauss's The gift shifts the focus of discussion from the Maori hau to another example: tanoana (potency) among the Toraja (To Pamona) of Central Sulawesi. This potency animates an exchange with (human) gods that is at once gift and purchase (maoli). By tracing the intersection of this Maussian literature with that on the animist foundation of the Southeast Asian state, I analyse the nature of potent gifts that serve as a form of social currency in a ‘spiritual economy’ tying centre with (Toraja) periphery in the kingdom of Luwu. This ‘money’, imbued with royal potency, is a medium for the payment of debt only and not a medium of exchange, which gives ‘purchases’ made with it the characteristics of a ‘gift’ and also an opportunity to extract tribute. The Maussian analysis of the blurring of person and thing, and of persons and spirits, thus offers new insight into the nature of political power in the Southeast Asian state.  相似文献

Postsecondary dance education is at a crucial juncture in its history in academe. Emerging from women's physical education programs in the 1930s, the profession's realignment with the arts broadly and arts-based education specifically has been characterized by ambitious goals and steady growth through the 1990s. However, a number of critical developments over the past decade have displaced many previous gains and undermined the overall stability and integrity of the field. Four primary challenges are investigated in this article: curricular equity, expansive dance education programs, graduate study opportunities, and national leadership. I urge dance educators and administrators to re-envision and expand P–12 dance education in the liberal arts tradition to include private studio, commercial-sector dance in community and related teaching professions. This article provides recommendations and strategies for developing relevant and resonant twenty-first-century dance education programs beyond current confines.  相似文献

In this article, the author examines the current arts education policies in the United States through the lens of Matthew Arnold's work and prose during his time as one of Her Majesty's School Inspectors in England and Wales in the nineteenth century. Arnold argued for government funding of public school systems, setting standards of quality for teacher education, and many other issues that still affect us today. His passion for a liberal education that included everyone, reinforced by his belief in the moral and humanistic goals that could be reached through an education in the arts, helped open the public schools to the humanities that we teach today. The author provides a valuable overview of what Arnold saw, not only in the English and Welsh schools but also in the French and German approach to education. Finally, the author leaves us with a concise list of what Arnold can teach us today about arts education.  相似文献

This article uses Mauss's thesis on The Gift as a lens through which to critically compare Hawaiian and Māori fisheries. I focus, in particular, on the specific and paradoxical blending of interestedness and disinterestedness in the subsistence sector in Hawaii, and the historical separation of these phenomena in the context of fisheries management in New Zealand. As emergent financial commodities fish symbolises a new type of disjuncture between production and exchange, a disjuncture which is likely to be unsustainable in terms of either human or environmental costs.  相似文献

This article examines migrant remittances through the lens of anthropological theories of gift relationships. I explore remittance transactions as perceived and practised by people in Cape Verde, a country in which many households receive money from abroad. The article highlights three key dimensions. The first dimension is the transactors' (senders and receivers of remittances) relations and obligations to each other, the second is the degree to which remittances are seen as voluntary gifts or, alternatively, as elements in an obligatory reciprocal exchange, and the third is the relation between the transactors and money as an object of exchange. I argue that these dimensions together open up for a holistic understanding of the dynamic interplay between remittances and relationships. In contrast to mainstream remittance studies, with their conventional focus on economic rationality, this is an approach that illuminates what remittances mean, as social practice, to those involved.  相似文献

This paper discusses the recent rise of popular ‘blockbuster’ books written by international development industry insiders and produced by commercial publishers. The paper explores a set of common stylistic devices found within this emerging genre. Though each book is different, a key trope is the story of an author's earlier professional life—the hard lessons and gritty insights that have supposedly emerged from it—that normally underpins each narrative. By living the challenges involved in development work at first hand, and by making mistakes and experiencing epiphanies along the way, these author-professionals want readers to know that they have found out the hard way that long-cherished beliefs about development now need to be questioned. Readers are invited to relive these lessons and epiphanies, and to think and act differently about development by upholding a highly pragmatic form of development professionalism. Combining elements of research monograph, self-help book and personal memoir, these development blockbuster books can be understood not only as commodities, but also as part of the development gift. The authors promise a gift of experience but, in reality, these books are mundane commodities enmeshed in capitalist exchange relations.  相似文献

Building on a previous experiment to apply Strathern's discussions of Melanesian gift exchange to ethnography relating to Tukanoan societies in Northwest Amazonia, this essay asks why other authors should repeatedly affirm that the gift has no relevance in the Amazonian context. Two answers are proposed. Firstly, the authors concerned tend to assume that a particular type of social formation is characteristic of Amazonia as a whole. The Tukanoans, who engage in ceremonial exchange of food and goods, do not fit this rubric. Secondly, despite their differences, these authors assume that Amazonian societies are bride‐service societies where, axiomatically, there can be no gift. The Tukanoans are not bride‐service societies and, if anything, tend towards the bride‐wealth alternative. This Tukanoan exception serves to re‐emphasize the diversity of Amazonian social formations, one that would have been even greater in the archaeological past. It also warns against the dangers of over‐hasty theoretical closure.  相似文献

The author investigates the condition of a public school's arts education program under the No Child Left Behind (NCLB) Act and obtains teachers' perspectives on their experiences under the federal policy. The author used qualitative and quantitative approaches to conduct a case study of an Ohio public school district. The data collected revealed changes in the arts education curriculum, particularly in music. Teacher interviews provided the context in which the changes occurred and a more accurate representation of the decrease in arts learning opportunities and the challenges that exist for arts education funding under NCLB. The information illustrated how administrative decisions made to improve test scores and accommodate policies mandated by NCLB threatened arts education.  相似文献

As rates of traditional sources of scientific funding decline, scientists have become increasingly interested in crowdfunding as a means of bringing in new money for research. In fields where crowdfunding has become a major venue for fundraising such as the arts and technology, building an audience for one''s work is key for successful crowdfunding. For science, to what extent does audience building, via engagement and outreach, increase a scientist''s abilities to bring in money via crowdfunding? Here we report on an analysis of the #SciFund Challenge, a crowdfunding experiment in which 159 scientists attempted to crowdfund their research. Using data gathered from a survey of participants, internet metrics, and logs of project donations, we find that public engagement is the key to crowdfunding success. Building an audience or “fanbase” and actively engaging with that audience as well as seeking to broaden the reach of one''s audience indirectly increases levels of funding. Audience size and effort interact to bring in more people to view a scientist''s project proposal, leading to funding. We discuss how projects capable of raising levels of funds commensurate with traditional funding agencies will need to incorporate direct involvement of the public with science. We suggest that if scientists and research institutions wish to tap this new source of funds, they will need to encourage and reward activities that allow scientists to engage with the public.  相似文献

The article explores how young Mozambican women's migratory trajectories towards Europe are shaped by sexual relationships with older white men and obligations towards female kin. Triads of exchange between young women known as curtidoras (women enjoying life) and their partners and kin in Maputo are understood through theories of patronage and exchange moralities. Searching for respect, adventure, and consumption in the sexual economy, young women at the same time struggle to ensure their families' well‐being by redistributing the money they extract from white men. Sexual‐monetary transactions, love, and desire must be understood as part of broader moralities of exchange in which migration to Europe and sending of remittances is also a kinship project. The forms of patronage available in Maputo's sexual economy become stepping stones as well as obstacles to migration northwards.  相似文献

In many countries, prenatal testing for certain fetal abnormalities is offered via publicly funded screening programs. The concept of reproductive autonomy is regarded as providing a justificatory basis for many such programs. The purpose of this study is to re‐examine the normative basis of public prenatal screening for fetal abnormalities by changing our perspective from that of autonomy to obligation. After clarifying the understanding of autonomy adopted in the justification for public prenatal screening programs, we identify two problems concerning this justification: first, the extent to which the government is obliged to meet this demand is not evident; and, second, it is not clear whether the provision of public screening is the most appropriate way to promote autonomy. Next, to tackle these problems, we focus on Onora O’Neill’s argument of rights and obligations. Drawing on this argument, we show that, in addressing the problems above, it is important to change our normative perspective from rights or autonomy to obligation. Our argument will show that since the government does not have an incontrovertibly fundamental obligation to promote autonomy, this obligation needs to be constrained in terms of compatibility with other fundamental obligations. In addition, even if a government is obliged to promote autonomy to some degree, there could be more appropriate means to achieve it than providing public prenatal screening; therefore, it is not necessary for government obligations to extend to the provision of public prenatal screening.  相似文献

This paper explores commodity exchange as a morally inflected practice, one that mediates competing tensions of greed and generosity, the sacred and profane, and affection and estrangement through the fairtrade flower. Using the UK–Kenya fairtrade flower commodity chain to examine the cultural economy of fairtrade, I suggest that like the charity business and the international development industry, fairtrade complicates the distinction between the sacred and secular and the gift and commodity as Northern consumers and NGOs weave webs of obligation through the medium of the market. Further, I argue that while fairtrade is predicated on values of partnership and interdependence, it also operates within commodity chains that advance liberal ethics as a mode of ‘governmentality’ over African producers, translating consumers' sympathy-based humanism into new technologies of regulation and surveillance.  相似文献

Reliance upon unpaid and committed family labour is said to make many ethnic businesses competitive. However, most analysts' references to this labour have not taken into account the nature of family members' and, in particular, children's work roles or the ways in which their labour is elicited and maintained. Here, the nature of children's labour participation in ethnic businesses is investigated in the case of families running Chinese take‐away businesses in Britain. This article focuses on how children in these families understand their often double‐edged experiences of ‘helping out’, as part of a ‘family work contract’, and on the ways in which families negotiate children's labour over time. Given these families' experiences of migration and ethnic minority status, I argue that Chinese children's work in take‐away businesses must be examined in relation to the intersections of family obligations and relationships, livelihood strategies and pressures, and issues of cultural identity.  相似文献

In 2009, a group of local foundations, the school district, arts organizations, and the Mayor's Office launched the Boston Public Schools Arts Education Initiative (BPS-AE)—a multiyear, citywide, public–private initiative aimed at increasing BPS students' access to in-school arts education. Managed by a strong local intermediary with deep experience in education, this initiative used several complementary, overlaid strategies: direct service, system building, and community engagement—all of which were supported by a philanthropic collaborative of local and national funders. Today, 17,000 more BPS students receive arts education; nearly 130 additional full-time certified arts teachers have been hired; and district spending on arts has risen to $26 million annually, compared to $15 million in 2009. There is also growing demand from the larger community for more and better arts education. In 2015, BPS-AE produced a case study that provides a more detailed explication of the multitiered strategy it used to achieve these results. The study offers recommendations as to how other cities can involve diverse key constituencies to advance this kind of initiative, create leadership structures that support effective citywide collaboration, engage community stakeholders in participatory planning processes, leverage private philanthropy to boost public funding, and develop a centralized support system for school principals and arts teachers.  相似文献

Unmarried female migrants, travelling overseas for work, form a small proportion of Bangladeshi overseas migrants. Their situation is anomalous and suspect, since unmarried women should remain at home under male protection and control. The stories of Dipti, a single woman who migrated to Australia in the 1980s, and of two other single women from her native village, demonstrate clearly some of the contradictions of these women's lives. Like other single female migrants I knew, Dipti retained close links to kin in Bangladesh, contributing significantly to the income of parents and siblings back home. Indeed, her constant and generous gift‐giving can be understood as an attempt to counter her anomalous position and remain part of the moral economy of the village. However, Dipti's longing to remain part of an ‘ideal’ extended family conflicted with her relatives' desire for autonomy. This is because families in Bangladesh were themselves changing over this period, due to the intersection of the developmental cycles of domestic groups, dispositions towards the autonomy of children from their parents and each other, and through the economic pressures of contemporary Bangladeshi society, which provide a strong further impetus towards the financial autonomy of the nuclear family. These changes within the structure of their families result in alienating further these single female migrants. Thus, ultimately, both Dipti's attempts to maintain her extended family in Bangladesh and her efforts to recreate it in Australia were doomed to failure. The brief stories of the other two single women I use in the article are parallel to that of Dipti's.  相似文献

在提炼生态保护补偿概念内涵的基础上,综合考虑政策目标、海洋环境自然属性、自然保护区区域特殊性以及我国制度环境,明确了海洋自然保护区生态保护补偿的思路;根据相关法律法规,结合生态系统服务分析,对海洋自然保护区生态保护补偿机制的主体、客体和补偿标准进行了讨论。研究结果表明,海洋自然保护区生态保护补偿应该以持续的生态效益供给为目标,以正外部性内部化为基本原理;海洋自然保护区生态保护补偿的主体是国家,由相关政府部门代表国家履行补偿责任;补偿客体为保护区周边居民和保护区管理机构,对周边居民的补偿标准以其为保护区牺牲的生态效益价值来确定,对管理机构的补偿标准以其使保护区增加的生态效益价值来确定。在构建补偿机制框架后,探讨了保护区运营资金支持和补偿标准公信力等问题,为后续的研究实践提供参考与借鉴。  相似文献

The UK's publically available blood stem cell infrastructure has undergone significant transformation in recent years as umbilical cord blood has joined adult donors as a viable clinical stem cell source. This paper describes the development of a collaborative governance arrangement between the UK's two domestic providers of blood stem cells: a public body and a charity. The paper argues that the collaborators, who stand to benefit from the alignment, legitimize their work through appeals to public good. It suggests that appeals to buy British obscure an inevitable requirement to cultivate international, networked stem cell exchange; the paper also explores collaborators' reinforcement of a supposed connection between human leukocyte antigen tissue type and ethnicity through claiming that the UK's ethnic minorities face an “unmet need.” By way of this, the paper demonstrates the interconnection of collaborators' institutional interests with concerns for national health equity.  相似文献

Curriculum integration can increase the presence of science at the elementary level. The purpose of this article is to share how two second-grade teachers have integrated language arts content as a part of science-language arts instruction in a garden-based learning context. One application was a teacher-designed Gardening for Homonyms lesson, which supported new ways of thinking about words and wordplay while developing science vocabulary related to structure and function, diversity of life, and interdependent relationships in ecosystems. This article provides the lesson and discusses its implementation in two second-grade classrooms. Examples of student work illustrate children's creative thought around and application of multiple meaning words. Pre-, post-, and extended posttest measures of students' ability to generate and to use homonyms demonstrate that this science-language arts integrated lesson can result in both short- and long-term learning. Applications and follow-up from the lesson over two subsequent years have engaged second and third grade students in study/inquiry about plant growth and life cycles while utilizing many facets of language arts, which have ranged from labeling an experimental design and writing predictions and results to conversing about digital “GigaPan” images on growing strawberries.  相似文献
