ABSTRACT

Risk acceptance has been broadly discussed in relation to hazardous risk activities and/or technologies. A better understanding of risk acceptance in occupational settings is also important; however, studies on this topic are scarce. It seems important to understand the level of risk that stakeholders consider sufficiently low, how stakeholders form their opinion about risk, and why they adopt a certain attitude toward risk. Accordingly, the aim of this study is to examine risk acceptance in regard to occupational accidents in furniture industries. The safety climate analysis was conducted through the application of the Safety Climate in Wood Industries questionnaire. Judgments about risk acceptance, trust, risk perception, benefit perception, emotions, and moral values were measured. Several models were tested to explain occupational risk acceptance. The results showed that the level of risk acceptance decreased as the risk level increased. High-risk and death scenarios were assessed as unacceptable. Risk perception, emotions, and trust had an important influence on risk acceptance. Safety climate was correlated with risk acceptance and other variables that influence risk acceptance. These results are important for the risk assessment process in terms of defining risk acceptance criteria and strategies to reduce risks.  相似文献

BackgroundThe reduced normal tissue dose burden from protons can reduce the risk of second cancer for breast cancer patients. Breathing motion and the impact of variable relative biological effectiveness (RBE) are however concerns for proton dose distributions. This study aimed to quantify the impact of these factors on risk predictions from proton and photon therapy.Materials and methodsTwelve patients were planned in free breathing with protons and photons to deliver 50 Gy (RBE) in 25 fractions (assuming RBE = 1.1 for protons) to the left breast. Second cancer risk was evaluated with several models for the lungs, contralateral breast, heart and esophagus as organs at risk (OARs). Plans were recalculated on CT-datasets acquired in extreme phases to account for breathing motion. Proton plans were also recalculated assuming variable RBE for a range of radiobiological parameters.ResultsThe OARs received substantially lower doses from protons compared to photons. The highest risks were for the lungs (average second cancer risks of 0.31% and 0.12% from photon and proton plans, respectively). The reduced risk with protons was maintained, even when breathing and/or RBE variation were taken into account. Furthermore, while the total risks from the photon plans were seen to increase with the integral dose, no such correlation was observed for the proton plans.ConclusionsProtons have an advantage over the photons with respect to the induction of cancer. Uncertainties in physiological movements and radiobiological parameters affected the absolute risk estimates, but not the general trend of lower risk associated with proton therapy.  相似文献

The World Health Organization's International Programme on Chemical Safety and international partners have developed a framework for integrated assessment of human health and ecological risks and four case studies. An international workshop was convened to consider how ecological and health risk assessments might be integrated, the benefits of and obstacles to integration, and the research and mechanisms needed to facilitate implementation of integrated risk assessment. Using the case studies, workshop participants identified a number of opportunities to integrate the assessment process. Improved assessment quality, efficiency, and predictive capability were considered to be principal benefits of integration. Obstacles to acceptance and implementation of integrated risk assessment included the disciplinary and organizational barriers between ecological and health disciplines. A variety of mechanisms were offered to overcome these obstacles. Research recommendations included harmonization of exposure characterization and surveillance methods and models, development of common risk endpoints across taxa, improved understanding of mechanisms of effect at multiple scales of biological organization, and development of methods to facilitate comparison of risks among endpoints.  相似文献

Ecological risk actually refers to two separate things. First, risk to the environment as a result of human activity. Contaminated sites are an example. Second, risk to the biota—flora, fauna, and people—as a result of environmental hazards. Geophysical risk arising from natural hazards is an example. Risk is a combination of likelihoods and consequences. This article examines methods used to quantify the consequences. At the general level, such methods are linked to the methods used to quantify the likelihoods and thus to quantify the risks. It is possible to use the existing frameworks of risk management, health risk assessment, and ecological risk analysis to develop a risk management framework that is suitable for ecological risk assessment. The framework consists of the following steps:
  1. Determine concernsby using risk assessment techniques for various scenarios.

  2. Identify the consequences by systematically identifying hazards.

  3. Undertake calculations by using relevant models.

  4. Evaluate certainties, uncertainties, and probabilities involved in the calculations of the vulnerability and of the exposure.

  5. Compare with criteriato assess the need for further action.

  6. Determine and act on options to control, mitigate, and adapt to the risk.

  7. Communicatethe results to those who need to know.

Scientists, risk practitioners, and regulators have debated the need to be proactive in assessing the potential health and environmental risks and benefits of unregulated nano-scale technologies. Many nanotech-based products and applications are already in use or development. Application of a proactive risk-based approach that considers the life cycle of the product, rather than a precautionary principle approach that would likely restrict the progress and advance of nanoscience, will be useful in helping to assess the unknown and unpredictable risks associated with nano-products, nanotoxicity, and nanopollution.

This article summarizes what is currently known regarding the potential toxicity and hazards of nanomaterials. A life-cycle perspective is used to identify important areas for further consideration and research. A conceptual framework is proposed for linking the strategies of life cycle and risk analysis within the same toolbox. This approach allows for prevention and treatment of a material's life-cycle risks, which can be considered in an integrated manner, thereby promoting continuous improvement, proactive risk reduction, and a flexible and adaptive approach to evaluating nanotechnology without stifling innovation.  相似文献

Plant protection products with active micro-organisms are allegedly less hazardous to the environment and wildlife than synthetic chemical pesticides. Nevertheless, they need a proper pre-marketing environmental safety evaluation because of their potential toxicity and pathogenicity. Scientific and technical guidance on such a safety evaluation for regulatory purposes is scarce. Therefore, a risk decision tree is proposed to provide such guidance and to discern the acceptable from the unacceptable environmental risks. The decision tree is based on the risk criteria of the European Union. It takes integrally into account the characterisation, identification and efficacy and also emission, exposure, environmental effects and, finally, the environmental risk assessment. Case by case expert judgement remains necessary in view of limited knowledge of microbial ecology, limited experience with regulatory test protocols and taxonomic difficulties in relation to the indigenousness of active micro-organisms. The decision tree offers regulatory guidance on the environmental safety evaluation of microbial plant protection products.  相似文献

Recognizing the need to enhance the effectiveness and efficiency of risk assessments globally, the World Health Organization's International Programme on Chemical Safety, the U.S. Environmental Protection Agency, the European Commission, and the Organization for Economic Cooperation and Development developed a collaborative partnership to foster integration of assessment approaches used to evaluate human health and ecological risks. The objectives of this effort included: improving understanding of the benefits of integration, identifying obstacles to the integration process, and engaging key agencies, organizations, and scientific societies to promote integration. A framework with supporting documentation was developed to describe an approach for integration. Four case studies were constructed to illustrate how integrated risk assessments might be conducted for chemical and nonchemical stressors. The concepts and approaches developed in the project were evaluated in an international workshop. The goal of this effort was international acceptance of guidance for integrated risk assessment.  相似文献

The debate about the potential risks and benefits of genetically modified organisms (GMOs) has hit the headlines over the past few months. The polarization of much of the debate obscures what really constitutes ecological risk, and what methods we can apply to identify and quantify those risks. Ecological science has much to offer in this respect, including ecological theory, manipulative experiments, the application of molecular tools and the interpretation of observational data from conventional agriculture. In the current heated debate, it is perhaps belief in the scientific method, above all else, that needs to be promoted and discussed.  相似文献

This work will characterize risk acceptance in China, based on the psychometric paradigm, and explore the determining factors that influence the risk acceptable level to the Chinese public. For this purpose, a survey was conducted including 12 hazards, 10 risk attributes (including risk acceptance), and demographic variables. First, the research attempted to explore Nanjing citizens’ average risk acceptable level for 12 hazards in China. Second, intercorrelation analysis and factor analysis of nine risk attributes were performed to obtain the suitable risk perception factors as independent variables. Three risk perception models of acceptance were constructed, which were named “Environmental risk model,” “Daily risk model,” and “Technical risk model,” that explained 59.0–69.6% of variance separately. In general, the variables of Knowledge, Benefit, and Trust were found to be significant in all models, implying that these variables are the main determining factors. However, in the environmental risk model, the variable of effect was also significant, which means the determining factors would change for different types of hazards. These results could help the Chinese government to improve the communication of risks with the public and make effective mitigation policies to improve people's rational judgment on the acceptability of risks.  相似文献

Goal, Scope and Background Incorporation of exposure and risk concepts into life cycle impact assessment (LCIA) is often impaired by the number of sources and the complexity of site-specific impact assessment, especially when input-output (I-O) analysis is used to evaluate upstream processes. This makes it difficult to interpret LCIA outputs, especially in policy contexts. In this study, we develop an LCIA tool which takes into account the geographical variability in both emissions and exposure and which can be applied to all economic sectors in I-O analysis, relying on screening-level risk calculations and methods to estimate population exposure per unit emissions from specific geographic locations. Methods We develop our analytical approach with reference to the case of increasing insulation for new single-family homes in the US. We quantify the public health costs from increasing insulation manufacturing and compare them with the benefits from energy savings, focusing on mortality and morbidity associated with exposure to primary and secondary fine particles (PM2.5) as well as cancer risk associated with exposure to toxic air pollutants. We use OpenLC to estimate the incremental economic outputs induced by increased insulation and reduced fuel consumption and calculate emissions from a sector-specific pollution intensity matrix. We calculate sector-specific intake fractions (dimensionless ratios between the amount of pollutant intake and the amount of a pollutant emitted) using previously-derived regression models and apply these values to the supply chain emissions of fiberglass and fuel sources. We refine the exposure estimates for selected emission sites and pollutants that contribute significantly to total health impacts, running site-specific air dispersion models. We estimate health impacts using concentration-response functions from the published literature and compare the costs and benefits of the program by assigning monetary values to the health risks. In the second part of this paper, we present the results of our case study and consider the implications for incorporating exposure and risk concepts into I-O LCA.  相似文献

Current controversy regarding how and when the precautionary principle should be applied to the introduction of new technology has created a false dichotomy, a dichotomy between conventional, risk-based decision making and an alternative paradigm that seemingly denounces risk assessment. As we compare views of the precautionary principle relative to our own operating standards for ensuring human and environmental safety, we perceive no irreconcilable conflict. Due precaution is entirely consistent with sound, cost-effective management of the risks and uncertainties inherent in new technologies. The principle guides prudent risk management actions under a prescribed set of circumstances, i.e., potentially serious or irreversible risks, or incomplete characterization (high uncertainty). In order to enable technological innovation toward a more sustainable future, it is critical that any preventative measures taken under these circumstances be provisional in nature, pending adequate risk characterization. As with all risk management decisions, we contend that the principle requires consideration of a suite of factors beyond risk assessment, including political, social, legal and cultural considerations to tailor the measures proportionately to the risk at hand. Overall, we are encouraged to find relatively broad agreement in this interpretation with a number of key multinational governmental and trade institutions.  相似文献

There is a widely held expectation of clinical advance with the development of gene and cell-based therapies (GCTs). Yet, establishing benefits and risks is highly uncertain. We examine differences in decision-making for GCT approval between jurisdictions by comparing regulatory assessment procedures in the United States (US), European Union (EU) and Japan. A cohort of 18 assessment procedures was analyzed by comparing product characteristics, evidentiary and non-evidentiary factors considered for approval and post-marketing risk management. Product characteristics are very heterogeneous and only three products are marketed in multiple jurisdictions. Almost half of all approved GCTs received an orphan designation. Overall, confirmatory evidence or indications of clinical benefit were evident in US and EU applications, whereas in Japan approval was solely granted based on non-confirmatory evidence. Due to scientific uncertainties and safety risks, substantial post-marketing risk management activities were requested in the EU and Japan. EU and Japanese authorities often took unmet medical needs into consideration in decision-making for approval. These observations underline the effects of implemented legislation in these two jurisdictions that facilitate an adaptive approach to licensing. In the US, the recent assessments of two chimeric antigen receptor-T cell (CAR-T) products are suggestive of a trend toward a more permissive approach for GCT approval under recent reforms, in contrast to a more binary decision-making approach for previous approvals. It indicates that all three regulatory agencies are currently willing to take risks by approving GCTs with scientific uncertainties and safety risks, urging them to pay accurate attention to post-marketing risk management.  相似文献

ObjectivesThe characterization of the instability of gait is a current challenge of biomechanics. Indeed, risks of falling naturally result from the difficulty to control perturbations of the locomotion pattern. Hence, the assessment of a synthetic parameter able to quantify the instability in real time will be useful for the prevention of falls occurring in this context. Thus, the objective of the present study, in two steps, was to propose and evaluate a relevant parameter to quantify the risk of fallings.Material and MethodsExperimental analysis of the gait of 11 able-bodied subjects from a motion capture system in laboratory condition was performed. The distance of the Body Center of Mass (BCOM) to the Minimal Moment Axis (MMA) was computed as a proxy of whole-body angular momentum variations. In a second step, we quantified the kinematics during gait with wearable Inertial Measurement Units (IMU) fixed on two individuals (one able bodied person and one person with transfemoral amputation). We compared the IMU-based BCOM kinematics with a motion capture reference system to verify the accuracy of our measures in the field.ResultsNormative thresholds of the distance of the Body Center of Mass (BCOM) to the Minimal Moment Axis (MMA) during able-bodied level walking were assessed. The average error between the BCoM displacement computed from the IMU and from the reference vicon data of 4 mm, 3 mm and 53 mm on the mediolateral, anteroposterior and vertical axes respectively.ConclusionAll these results make it possible to consider the determination of the risks of falls in the field at mid-term. the research on an optimal configuration that maintain the performance while simplifying the device will be essential to make it acceptable by the individuals.  相似文献

There is growing consensus that treatment of cardiovascular risks should be based on multiple rather than single factors and on absolute rather than relative risks. Thresholds for treatment should reflect the level of absolute risk at which the benefits and hazards of treating outweigh the benefits and hazards of not treating. Once a decision has been made to initiate a treatment programme, clinicians need to know the patient''s absolute risk. At this level of risk do the benefits of treatment outweigh the hazards? Given this information, which treatment option does the patient prefer? Using cardiovascular disease as an example, I review some measures that assist decision making in primary care. Practice guidelines should routinely include accessible presentation of treatment outcomes on benefit, hazard, and costs for a range of absolute risks. These measures enable patients and their doctors to weigh the pros and cons of treatment in their particular circumstances.  相似文献

IntroductionDuring the COVID-19 pandemic, healthcare facilities have implemented contingency plans to minimize the consequences of this pathology however, the deployment and results of these contingency plans are scarcely shared.ObjectivesTo describe the implementation of the contingency plan in the social and health care in the COVID-19 pandemic in the Public Hospital of Monforte (Lugo, Spain) and to evaluate the effectiveness of the measures included in this plan.MethodPhenomenological sampling conducted between March 10 and May 15, 2020. Evaluation qualitative assessment by an external quality improvement team of the Galician Health Service (SERGAS), based on the Practicum Direct rapid structured checklist in risk management, organizational management, and evaluation of decision making. As outcome indicators, we assessed the number of hospital admissions, number of PCRs performed, telephone attention to social and health social-healthcare patients, number of hospitalizations avoided and estimation of their direct cost.ResultsAfter assessing and managing the risks, an information security plan was developed and solutions to minimize complications in our patients derived from this pandemic. An emergency decision making team was created, as well as an employee communication mechanism for employees through standardized documents and documentation channels.ConclusionsThe adaptation of the Practicum Direct rapid model to the healthcare setting is a useful and easy-to-apply tool that allows us to identify weak points and areas for improvement in our Service and thus to strengthen patient care in all clinical areas, improving the quality of care.  相似文献

A screening level human health risk assessment (HHRA) was applied to evaluate the human health implications of consuming selenium found in fish tissues collected downstream of coal mines in southeastern British Columbia, Canada. The study evaluated the potential for adverse human health effects associated with selenium, and considered known and potential benefits of selenium and fish ingestion. The results indicated that risks of selenosis due to consumption of selenium-contaminated fish in the region are negligible. Conclusions were strengthened by consideration of the potential benefits of selenium to human health, including: selenium essentiality for maintenance of good health; potential cancer prevention properties due to its role as an antioxidant; potential benefits for cardiovascular health; and other positive health benefits. The findings indicated that some aspects of the traditional framework for HHRA (e.g., application of safety factors to “err on the side of safety”) are inappropriate for the assessment of selenium-contaminated fish. Due to both deficiency and toxicity in the selenium dose-response relationship, application of compounding conservatism in risk assessment may lead to recommended intakes of fish that are contrary to the public health interest. The need for balancing risk types, for incorporating positive responses in risk assessments, and the linkage to the precautionary principle, are discussed.  相似文献

For 30 years, more attention and resources have been expended on dissecting problems (risk assessment) than on evaluating actual solutions that reduce risks. The basic dogma holds that risk assessment must precede risk management. But there is an opposite and perhaps better way: the opening question should not be “How bad is the problem?” but “How good are the solutions we might apply to the problem?” Rethinking risk assessment in this context offers three classes of benefits over the status quo. First, it can help break the endless cycle of analysis: when the goal is to know enough to decide, rather than to know everything, natural stopping points emerge. Second, it can lead to more decisions that actually achieve risk reduction, rather than pronouncements about how much risk reduction would be optimal. Third, it can highlight ways to resolve multiple risks simultaneously, avoid needless and tragic risk-risk tradeoffs, and involve affected stakeholders in debating what should be done. Arguably, the longer the disembodied analysis of risk information is allowed to proceed, the more likely it is that the “problem” will be defined in a way that blunts the free-wheeling discussion of solutions, to the detriment of human health, the environment, and the economy.  相似文献

Abstract

The agriculture sector is confronting numerous types of risk. Like other crops’ farmers, rice growers are also facing multifarious challenges, including production and environmental risk. On the one hand, they are suffering from water shortage. On the other hand, if a flood occurs, there is no proper water reservation management, especially in developing countries. Global warming is another erotic topic for agriculture sustainability. To address the growers’ perceptions and their attitudes toward such types of risks, a farm base survey was carried out, and rice farmers were investigated in Pakistan. Methods of equally likely certainty equivalent and risk matrix were applied to investigate the farmers’ risk perceptions and attitude. A probit model was also used to estimate the factors that influence farmers’ perceptions and attitudes toward risks. The outcomes of the study show that flood, input high prices, increasing temperature, and crop diseases are the perceiving risks among rice farmers. Different types of socio-economic factors are influencing farmers’ risk perceptions and their attitudes, such as age, education level, a distance of farms from rivers, and non-farm income. This study provides valuable information to the policymakers and concerning authorities to apprehend agricultural risks among rice farmers and farming sustainability, especially in developing countries.  相似文献

Behaviour is shaped by evolution as to maximise fitness by balancing gains and risks. Models on decision making in biology, psychology or economy have investigated choices among options which differ in gain and/or risk. Meanwhile, there are decision contexts with uniform risk distributions where options are not differing in risk while the overall risk level may be high. Adequate predictions for the emerging investment patterns in risk uniformity are missing. Here we use foraging behaviour as a model for decision making. While foraging, animals often titrate food and safety from predation and prefer safer foraging options over riskier ones. Risk uniformity can occur when habitat structures are uniform, when predators are omnipresent or when predators are ideal-free distributed in relation to prey availability. However, models and empirical investigations on optimal foraging have mainly investigated choices among options with different predation risks. Based on the existing models on local decision making in risk-heterogeneity we test predictions extrapolated to a landscape level with uniform risk distribution. We compare among landscapes with different risk levels. If the uniform risk is low, local decisions on the marginal value of an option should lead to an equal distribution of foraging effort. If the uniform risk is high, foraging should be concentrated on few options, due to a landscape-wide reduction of the value of missed opportunity costs of activities other than foraging. We provide experimental support for these predictions using foraging small mammals in artificial, risk uniform landscapes. In high risk uniform landscapes animals invested their foraging time in fewer options and accepted lower total returns, compared to their behaviour in low risk-uniform landscapes. The observed trade off between gain and risk, demonstrated here for food reduction and safety increase, may possibly apply also to other contexts of economic decision making.  相似文献
