Time–area regulations have been introduced to manage stocks of tropical tuna, given the increased use of drifting fish aggregation devices (FADs). However, the consequences in terms of changes in fishing strategies and effort reallocation may not always be as expected. For instance, in the eastern Pacific Ocean, previous studies have highlighted that the increase use of FAD-fishing following the demand for tuna caught without dolphin mortality has raised concerns about the bycatch and the capture of juvenile tuna. In the tropical eastern Atlantic and western Indian Oceans, this study aimed to (1) assess, using before–after analysis, the consequences of previous time–area regulations on FAD sets on the fishing effort allocated to megafauna associated sets, and (2) evaluate through Monte Carlo simulations the potential effect of new regulations banning whale or/and whale shark associated sets. Firstly, we showed that previous time–area regulations, which were mainly implemented during seasons with few whale and whale shark associated sets, generally had thus little effect on the number of megafauna associated sets. Secondly, some simulations, particularly when both whale and whale shark associated sets were banned, predicted consequences of changes in fishing strategy. Indeed, these types of ban could lead to an increase in the number of FAD and free school sets but no change in the tuna catch, as well as a slight decrease in bycatch. These results indicate that an ecosystem approach to fisheries, by taking into account megafauna associated sets and bycatch, should thus be adopted when implementing management or conservation measures.  相似文献

Life-stage-based management of marine fishes requires information on juvenile habitat preferences to ensure sustainable population demographics. This is especially important in the Arctic region given very little is known about the life histories of many native species, yet exploitation by developing commercial and artisanal fisheries is increasing as the ice extent decreases. Through scientific surveys and bycatch data from gillnet fisheries, we document captures of rarely reported juvenile Greenland sharks (Somniosus microcephalus; ≤200 cm total length [TL]) during the ice-free period in the Canadian Arctic. A total of 22 juvenile animals (42 % of total catch; n = 54), including the smallest reliably measured individual of 117 cm TL, were caught on scientific longlines and bottom trawls in Scott Inlet and Sam Ford Trough over three consecutive years. Molecular genetic nuclear markers confirmed species identity for 44 of these sharks sampled; however, two sharks including a juvenile of 150 cm TL were identified as carrying a Pacific sleeper shark (Somniosus pacificus) mitochondrial cytochrome b (cyt b) haplotype. This represents the first record of a Pacific sleeper shark genetic signature in Greenland sharks in Eastern Arctic waters. Juvenile sharks caught as bycatch in gillnet fisheries were only observed offshore in Baffin Bay surrounding a fishery closure area, while larger subadult and mature Greenland sharks (>200 cm TL) were caught in all fishing locations, including areas where juveniles were observed. The repeatable occurrence of juvenile Greenland sharks in a fjord and their presence at two offshore sites indicates that these smaller animals either reside in nurseries or have defined home ranges in both coastal and offshore regions or undertake large-scale inshore–offshore movements.  相似文献

The concept of biodiversity offsets is well established as an approach to environmental management. The concept has been suggested for environmental management in fisheries, particularly in relation to the substantial numbers of non-target species--seabirds in particular--caught and killed as incidental bycatch during fishing activities. Substantial areas of fisheries are being closed to protect these species at great cost to the fishing industry. However, other actions may be taken to offset the impact of fishing on these populations at lower cost to the fishing industry. This idea, however, has attracted severe criticism largely as it does not address the underlying externality problems created by the fishing sector, namely seabird fishing mortality. In this paper, we re-examine the potential role of compensatory mitigation as a fisheries management tool, although from the perspective of being an interim management measure while more long-lasting solutions to the problem are found. We re-model an example previously examined by both proponents and opponents of the approach, namely the cost effectiveness of rodent control relative to fishery area closures for the conservation of a seabird population adversely affected by an Australian tuna fishery. We find that, in the example being examined, invasive rodent eradication is at least 10 times more cost effective than area closures. We conclude that, while this does not solve the actual bycatch problem, it may provide breathing space for both the seabird species and the industry to find longer term means of reducing bycatch.  相似文献

Hundreds of thousands of seabirds are killed each year as bycatch in longline fisheries. Seabirds are predominantly caught during line setting but bycatch is generally recorded during line hauling, many hours after birds are caught. Bird loss during this interval may lead to inaccurate bycatch information. In this 15 year study, seabird bycatch was recorded during both line setting and line hauling from four fishing regions: Indian Ocean, Southern Ocean, Coral Sea and central Pacific Ocean. Over 43,000 albatrosses, petrels and skuas representing over 25 species were counted during line setting of which almost 6,000 seabirds attempted to take the bait. Bait-taking interactions were placed into one of four categories. (i) The majority (57%) of bait-taking attempts were “unsuccessful” involving seabirds that did not take the bait nor get caught or hooked. (ii) One-third of attempts were “successful” with seabirds removing the bait while not getting caught. (iii) One-hundred and seventy-six seabirds (3% of attempts) were observed being “caught” during line setting, with three albatross species – Laysan (Phoebastria immutabilis), black-footed (P. nigripes) and black-browed (Thalassarche melanophrys)– dominating this category. However, of these, only 85 (48%) seabird carcasses were retrieved during line hauling. Most caught seabirds were hooked through the bill. (iv) The remainder of seabird-bait interactions (7%) was not clearly observed, but likely involved more “caught” seabirds. Bait taking attempts and percentage outcome (e.g. successful, caught) varied between seabird species and was not always related to species abundance around fishing vessels. Using only haul data to calculate seabird bycatch grossly underestimates actual bycatch levels, with the level of seabird bycatch from pelagic longline fishing possibly double what was previously thought.  相似文献

Fish aggregation devices (FADs) have been used extensively in the tuna purse seine fishery since the 1980s. This long-term modification of natural habitat has generated discussions as to whether FADs impact movement patterns of tuna species. We examined this question using data collected from the skipjack tuna (Katsuwonus pelamis) fishery. We used the longitudinal gravitational center of catch (G) to examine temporal variability in skipjack movement in the Western and Central Pacific Ocean, and related this to El Niño Southern Oscillation (ENSO) events. We found that in most cases G for free-swimming school sets changed with the onset of ENSO events, while G for floating-object-associated school sets remained relatively constant. This suggests that skipjack exhibit distinguishable behavioral strategies in response to ENSO events: they either react by moving long distances or they associate with floating objects. There has been no previous attempt to evaluate the interaction between FADs and the environmentally-determined movement of skipjack; this study shows evidence of an interaction, which should be considered when managing skipjack populations.  相似文献

The biology of elasmobranchs makes them very vulnerable to fishing pressure and there is increasing international concern over their exploitation. In northern Australia the stocks of some species may be shared with those in southern Indonesia. Indonesia has the highest landings of elasmobranchs worldwide (>100,000 t p.a.) and millions of Indonesian artisanal fishers rely heavily on elasmobranchs taken in target fisheries. They are also taken by industrial trawlers and as bycatch in pelagic tuna fisheries. This paper, resulting from a collaborative project between Australia and Indonesia, summarises the elasmobranch fisheries; the characteristics of the fisheries are outlined, the status of the stocks are assessed, and management options described and discussed. The project focussed on representative markets and fish landing sites in southern Indonesia from 2001 to 2005. Data were from market surveys, the records of the Indonesian Directorate General of Capture Fisheries, and from research cruises. Data from the ongoing tuna monitoring programme showed that shark bycatch from the tuna fleets forms about 11% of shark landings in Indonesia. Yield per recruit and related analyses were used to integrate biological information to indicate the productivity of each species to allow for management policy options and constraints. Research cruise data show that catch rates of elasmobranchs in the Java Sea declined by at least one order of magnitude between 1976 and 1997. The results indicate strongly that many of the shark and ray species in Indonesia are overfished and that the most effective management strategy may need to involve capacity control, such as licencing, gear restrictions and catch limits, together with controls on the fin trade.  相似文献

An analysis of the catch associated with floating objects by the Mexican tuna purse‐seine fleet in the eastern Pacific Ocean during 1992–1993 was made to determine the spatial and seasonal distribution. The information used was generated by observers of the Programa Nacional de Aprovechamiento del Atun y Protección a los Delfines (PNAAPD). There was no clear seasonal and spatial distribution of floating objects examined in this study, however there were areas where floating objects were more common; the mouth of the Gulf of California, waters offshore Peru, and in oceanic waters. The largest catch of yellowfin tuna was offshore of Peru in winter. Two areas with largest (length) yellowfin tuna were the mouth of the Gulf of California and offshore Peru. For skipjack tuna, the largest catch was offshore Peru in winter, but the largest skipjack were caught between 120° and 130°W along 10°N in spring. The largest yellowfin tuna were captured by sets on bamboo, fish aggregating devices (FADs), planks and boards, and logs (trees or parts). The largest skipjack were captured by sets on dead whales, kelp paddies, planks and boards, and pallets and crates. Most of the sets were made during the early hours of the day but an important number of log sets were made in the early afternoon. For the period analyzed, floating objects were more frequent during fall and winter with the area offshore of Peru the most important.  相似文献

Although the whale shark Rhincodon typus is the largest extant fish, it was not described until 1828 and by 1986 there were only 320 records of this species. Since then, growth in tourism and marine recreation globally has lead to a significant increase in the number of sightings and several areas with annual occurrences have been identified, spurring a surge of research on the species. Simultaneously, there was a great expansion in targeted R. typus fisheries to supply the Asian restaurant trade, as well as a largely un-quantified by-catch of the species in purse-seine tuna fisheries. Currently R. typus is listed by the IUCN as vulnerable, due mainly to the effects of targeted fishing in two areas. Photo-identification has shown that R. typus form seasonal size and sex segregated feeding aggregations and that a large proportion of fish in these aggregations are philopatric in the broadest sense, tending to return to, or remain near, a particular site. Somewhat conversely, satellite tracking studies have shown that fish from these aggregations can migrate at ocean-basin scales and genetic studies have, to date, found little graphic differentiation globally. Conservation approaches are now informed by observational and environmental studies that have provided insight into the feeding habits of the species and its preferred habitats. Notwithstanding these advances, there remain notable gaps in the knowledge of this species particularly with respect to the life history of neonates and adults who are not found in the feeding aggregations.  相似文献

Fortnightly experimental purse-seine hauls at fish aggregation devices (FADs) and open water control sites, over a 2-year period in oceanic waters o. the eastern coast of Majorca revealed that carangid, coryphaenid, serranid, balistid and centrolophid fishes caught there were mostly planktivores. Most of the species had a high food intake. The dominance of neustonic and holoplanktonic epipelagic prey could indicate a direct link between FADs, invertebrates (biofouling) and fish. Polyprion and Schedophilus were more generalist predators than the more specialized Naucrates and Trachurus spp. There was low variation in feeding intake and the types of prey categories important for each species. Naucrates , Coryphaena and Schedophilus characterized the autumn community under FADs, while Trachurus , Seriola and Balistes were present throughout the summer. There was little diet overlap among the species suggesting only limited competition for the food resources among Trachurus spp, Naucrates and Seriola , and among Seriola and Coryphaena.  相似文献

Time-area closures are commonly used to manage fisheries bycatch and involve temporarily closing an area of the ocean to particular fishing gears. We examine conditions in which implementing a time-area closure would increase the economic value of fisheries, focusing on a case study application in the Gulf of Mexico. Pelagic longline fishermen catch the highly valued Atlantic bluefin tuna (Thunnus thynnus, Scombridae) on their Gulf of Mexico spawning grounds while fishing for Atlantic yellowfin tuna (Thunnus albacares). We analyze a multispecies, multifishery bioeconomic model that includes information on migratory patterns from electronic tagged bluefin tuna. We use dynamic optimization to identify management strategies that would maximize the net present value of tuna fisheries, allowing for discounting of future benefits and costs relative to the present. If past fishing mortality rates continue in Atlantic bluefin tuna fisheries, implementing a time-area closure in the Gulf of Mexico incurs economic costs. However, the net present value of the fisheries is increased by implementing a time-area closure as part of a broader commitment to rebuild the heavily depleted bluefin population, provided the discount rate and the costs of such a closure in forgone fishing opportunities are not too large. The increase in economic value offered by a time-area closure is small relative to the overall economic value of rebuilding itself and it may be economically optimal only to implement a closure once sufficient rebuilding has already taken place.  相似文献

Fisheries bycatch is a recognized threat to marine megafauna. Addressing bycatch of pelagic species however is challenging owing to the dynamic nature of marine environments and vagility of these organisms. In order to assess the potential for species to overlap with fisheries, we propose applying dynamic habitat models to determine relative probabilities of species occurrence for specific oceanographic conditions. We demonstrate this approach by modelling habitats for Laysan (Phoebastria immutabilis) and black-footed albatrosses (Phoebastria nigripes) using telemetry data and relating their occurrence probabilities to observations of Hawaii-based longline fisheries in 1997-2000. We found that modelled habitat preference probabilities of black-footed albatrosses were high within some areas of the fishing range of the Hawaiian fleet and such preferences were important in explaining bycatch occurrence. Conversely, modelled habitats of Laysan albatrosses overlapped little with Hawaii-based longline fisheries and did little to explain the bycatch of this species. Estimated patterns of albatross habitat overlap with the Hawaiian fleet corresponded to bycatch observations: black-footed albatrosses were more frequently caught in this fishery despite being 10 times less abundant than Laysan albatrosses. This case study demonstrates that dynamic habitat models based on telemetry data may help to project interactions with pelagic animals relative to environmental features and that such an approach can serve as a tool to guide conservation and management decisions.  相似文献

Shark depredation, where a shark partially or completely consumes an animal caught by fishing gear before it can be retrieved to the fishing vessel, occurs in commercial and recreational fisheries worldwide, causing a range of negative biological and economic impacts. Despite this, it remains relatively understudied compared to other fisheries issues. This is the first review of the literature relating to shark depredation, which also includes an overview of the potential mechanisms underlying its occurrence and options for mitigation. Furthermore, this review highlights key research gaps that remain to be investigated, thereby providing impetus for future research. In total, 61 studies have been published between 1955 and 2018, which include information on shark depredation. These studies recorded quantitative rates of depredation between 0.9 and 26% in commercial and recreational fisheries and during research fishing, identified 27 shark species from seven families that were responsible for depredation and discussed potential factors influencing its occurrence. Information from research into bycatch mitigation and the testing of shark deterrent approaches and technologies is also presented, in the context of applying these approaches to the reduction of shark depredation. This review presents an holistic overview of shark depredation in fisheries globally and, in doing so, provides a central resource for fisheries researchers and managers focusing on this topic to stimulate further collaborative research on this important fisheries issue.  相似文献

One of the main concerns of shrimp fisheries is the associated impact on ecosystem biodiversity, particularly on fish assemblages that are poorly characterized yet likely very relevant to the health of the ecosystem. The continental shelf along the eastern coast of the mouth of the Gulf of California is a region of high biodiversity that harbors highly productive fisheries. This study aimed to analyze the changes in the soft bottom fish assemblages caught as bycatch in the shrimp fishery located in this region. Sampling was conducted with commercial trawls at 16 fixed stations during the 2006–2007 shrimp‐fishing season. A total of 103 fish species from 80 genera and 47 families were collected. The ecological and taxonomic diversity as well as the composition and abundance of the fish community caught as bycatch in the shrimp trawl fishery were found to be significantly different in the autumn and winter. Ordination and similarity analyses also revealed differing patterns. Species abundance was strongly associated with sea bottom temperature, depth and latitude. The effects of these abiotic variables on the observed diversity patterns and the possible influences of the fishery are discussed.  相似文献

金枪鱼围网渔船使用人工集鱼装置(FADs)可以增加对金枪鱼随附鱼群的捕捞能力,而大规模投放FADs引起的生态问题在数十年间引起了国际社会的广泛关注。因此,开发高效集鱼能力并降低生态影响的FADs是金枪鱼围网渔业面临的挑战。由于缺乏大量试验研究,目前对FADs和捕捞物种之间相互关系的理解极其有限。本研究通过对从事金枪鱼围网捕捞生产的船长进行问卷调查,从渔民经验的角度总结了FADs的投放现状、结构设计、捕捞和生态特性,以及随附鱼群的行为特征等,并基于一致性指数(IoC)对调查内容的认知差异进行量化。结果表明: 我国金枪鱼围网船单船每年平均投放的FADs数量为(102±37),丢失数量为(72±15)。FADs的集鱼效果优于天然流木,水下悬挂结构是吸引金枪鱼的主要原因,且悬挂吸引物(如漂带)有助于诱集金枪鱼集群。FADs投放后金枪鱼的首次出现时间平均约32 d,此后的1个月内集群量趋于稳定;海龟或鲨鱼被FADs网状结构缠绕的情况偶有发生。被调查者对“生物附着对集群效果的影响”和“优化FADs隐蔽性的意愿”两个问题的反馈具有较高的一致性(IoC均为0.73),对“筏体结构类型对集群效果影响”的反馈答案分歧较大(IoC=0.34)。当前FADs的设计存在低隐蔽性和导致非目标鱼种高脆弱性的弊端。研究结果可为开发生态效应和捕捞效益兼具的生态友好型FADs提供科学依据。  相似文献

This study compared the catch composition, catch per unit effort, and incidental impacts of spearfishers and linefishers engaged in a structured fishing program whereby fishing effort was standardized across time, space and skill level. It was found that (1) the catch composition of both groups of fishers overlapped considerably, (2) the numbers of target fish caught by spearfishers (156) and linefishers (168) were not significantly different, (3) the mean size of target fish caught by spearfishers (1.95 ± 0.1 kg, ±SE) was significantly larger than the mean size of target fish caught by linefishers (1.27 ± 0.06 kg), and (4) spearfishers retained 43% more biomass of target species than did linefishers (304 versus 213 kg, respectively). However, linefishers used ∼1 kg of bait for every 3 kg of target fish that were captured. Linefishers also caught far more undersized, undesirable, or protected fishes (i.e., bycatch) and caused far more pollution (i.e., lost gear) than did spearfishers. It is concluded that the overall impacts of recreational spearfishing and linefishing on fishery resources of the Great Barrier Reef are broadly equivalent (per unit of fishing effort), and that management regulations should be applied equitably across both fishing sectors. A management strategy of this type will simplify enforcement of fisheries regulations and avoid discrimination of particular fishers in local communities where both fishing methods are socially or culturally important.  相似文献

The kill of dolphins ( Stenella attenuata and S. longirostris ) in the eastern tropical Pacific tuna purse-seine fishery has been underestimated because of unobserved deaths of nursing calves due to separation from their mothers during fishing. Based on an analysis of dolphins killed from 1973 to 1990, and depending on the length at which calves are assumed to become independent, there was a deficit of calves relative to the number of lactating females killed in 24%–32% of 1,847 spotted-dolphin sets and in 13%–19% of 563 spinner-dolphin sets. We found a deficit of 0.31–0.45 spotted dolphin and 0.15–0.26 spinner dolphin calves per set. If these missing calves were added to the observed kill, it would represent an increase in the kill of 10%–15% for spotted dolphins and 6%–10% for spinner dolphins in the sets we examined. We did not attempt to estimate the actual number of unobserved calf deaths due to purse-seine fishing on dolphins, either in the sets we examined or in all dolphin sets. The actual number of unobserved calf deaths is likely to be higher than the calf deficit we found. Separation of dolphin mothers from calves could occur at any of several points in the fishing process, but most of these would be invisible to us and not produce a calf deficit. Estimation of the actual number of unobserved calf deaths would require further information on how frequently permanent mother-calf separations occur, the fraction of calves that survive after separation, the fraction of lactating females set upon that are carrying calves, and the fraction of calves killed that are actually related to lactating females killed in the same set. In any case, the observation of a calf deficit indicates that the reported dolphin kill fails to measure the full impact of purse-seine fishing on spotted and spinner dolphin populations.  相似文献

Bycatch from the experimental longline operations in the Lakshadweep Sea were studied. The experiments were conducted on converted Pablo boats, originally used for pole and line fishing operations, to capture skipjack tuna in the Lakshadweep Islands. The overall bycatch rate was very high, with a mean hooking rate of 8.05/1000 hooks compared to the targeted tuna catch (1.75/1000 hooks). Bycatch contributed 82.4% of the catch in comparison to the tuna (17.6%) Thunnus albacares, in the longline operations. Silky shark (Carcharhinus falciformes) with 89.9% was the dominant shark species followed by C. amblyrhynchos, Galeocerdo cuvier, Alopias pelagicus, Negapriion acutedens and Sphyrna lewinii with 4.7, 2.7, 1.4, 0.7 and 0.7%, respectively. Sharks contributed to 74.1% of the catch, followed by 15.7% sailfishes and 10.2% miscellaneous fishes. Higher bycatch rates were evident during evening hours compared to mornings, but the results were not significant statistically. Studies on the effects of depth on the overall fishing performance and species selectivity failed to establish any significant relationship at a depth range of 35–100 m. Soaking time had a significant effect on bycatch rates. The hooking rate of sharks declined with an increase in soaking time. Considering the high shark bycatch in the fishery, an accurate monitoring of the longline fish catches in the Lakshadweep waters is an important step towards ensuring the sustainability of other populations, especially sharks.  相似文献

The white-chinned petrel (Procellaria aequinoctialis) is the seabird species most commonly killed by Southern Hemisphere longline fisheries. Despite the importance of diving ability for mitigating longline bycatch, little is known of this species’ diving behaviour. We obtained data from temperature–depth recorders from nine white-chinned petrels breeding on Marion Island, southwestern Indian Ocean, during the late incubation and chick-rearing period. Maximum dive depth (16 m) was slightly deeper than the previous estimate (13 m), but varied considerably among individuals (range 2–16 m). Males dived deeper than females, and birds feeding chicks dived deeper than incubating birds, but dive rate did not differ between the sexes. Time of day had no significant effect on dive depth or rate. Our findings will help to improve the design and performance of mitigation measures aimed at reducing seabird bycatch in longline fisheries, such as the calculation of minimum line sink rates and optimum aerial coverage of bird-scaring lines.  相似文献

Background

Accessing folk knowledge from small-scale fishers is an affordable and reliable approach to understand the dynamic and diversity of shark species worldwide, especially of those eventually caught. In this context, ethnotaxonomy (folk identification and classification) may represent an alternative to support sharks fisheries management, especially in data-poor places. This study aimed to investigate fishing and ethnotaxonomy of the main shark species caught by small-scale fisheries from the coastal waters of the Brazilian Northeast.

Methods

Semi-structured and structured interviews were conducted with fishers targeting general aspects of fishing activities and specific topics regarding ethnotaxonomy, capture, and commercialization of sharks. For species identification, an ethnobiological systematic perspective was used to analyze the folk nomenclature and classification criteria. Non-parametric statistical tests were used to verify associations between species caught, fishing gear, and harvest period.

Results

Fishers mentioned 73 binomial names, 21 main folk species, and eight synonymies. Some species belonging to the same scientific genus are often named and grouped by the same folk name, with no distinction between species by fishers. Sharks are most landed as bycatch and correspond to less than 5% of the total commercial fisheries in the communities, with socioeconomic value for subsistence consumption and local commercialization. Sharks were said to be mainly caught with hand line and surface long line during the rainy season, while gillnet captures were associated to the dry season. At least three of the species most mentioned by fishers are currently classified as vulnerable and endangered worldwide.

Conclusions

Even though landed sharks account for a small proportion of the fishing catches, their biological and life history features place sharks among the most vulnerable organisms globally. Such an ethnobiological approach towards shark identification may contribute to generate basic information on species caught, their frequency in the landings, and how different species belonging to the same genus can be landed and sold together. This type of information can generate subsidies to the development of conservation and management plans for these fishing resources, where knowledge is scarce.
