Then and Now: Reappraising Freedom of the Seas in Modern Law of the Sea

The principle of freedom of the seas remains the governing paradigm of the high seas in modern law of the sea. Although the principle, as embraced by the UN Convention on the Law of the Sea (LOSC), is no longer an absolute norm, it continues to present fundamental challenges for achieving effective conservation on the high seas as it stands in direct contrast to the conservation duty imposed on states by LOSC. The recent UN General Assembly resolution calling for the adoption of a further Implementing Agreement under LOSC to address conservation on the high seas, highlights the need to build a new ethos for management of the high seas, which will require states to loosen their firm grip on the Grotian doctrine. This article seeks to contribute toward shifting attitudes in relation to the principle of freedom through an examination of the nature and scope of the principle in its historic context and in contemporary law of the sea.     

黄河流域旱塬区农户生计脆弱性及影响因素

黄河流域生态保护和高质量发展成为事关中华民族伟大复兴的千秋大计。人地系统协调与农业农村高质量发展是黄河流域高质量发展的重要内容,也是实施城乡融合与乡村振兴战略的内涵所在。而在气候多变、水旱灾害异常的背景下,依赖农业为生的黄河流域旱塬区农户生计面临着不可持续的威胁。当前亟需评估基于等级差异的农户生计脆弱性影响因素,建立农户的可持续生计,为巩固脱贫攻坚成果、解决相对贫困提供借鉴。以黄河流域旱塬区的渭北旱塬为例,在综合评价农户生计脆弱性指数的基础上对农户的生计脆弱性等级进行排序,使用有序logistic回归分析了影响农户生计脆弱性的关键因素,并进一步使用夏普利值进行分解。结果发现：(1)非农户和一兼户占了研究样本的大多数,从脆弱性的三个维度来看,纯农户的暴露水平最高,敏感性最低,非农户的适应能力最高;(2)回归结果表明,耕地数量、耕地质量、房屋结构、家庭固定资产数量、村民信任、整体健康状况影响显著;(3)夏普利值分解发现,生计资本的排序为：物质资本>人力资本>社会资本>自然资本,各类资本的组成成分中,家庭固定资产数量的贡献度最高,整体健康状况次之,村民信任、耕地质量、房屋结...     

环境科学国际合作的理论机制研究

迄今科学界尚无形成系统的国际科学合作理论,也鲜有就环境科学国际合作进行理论研究。首次从全球资源配置的角度来看待环境科学国际合作。通过国际合作,环境科学在内在科学动力和外在社会动力的驱动下,促使全球科学资源和社会资源向有利于环境学科自身发展的方向流动和积聚。其中,配置科学资源遵循"最优要素选择原则",配置社会资源遵循"最小省力原则",两种内在动力和两个调节手段共同构成了环境科学国际合作的理论机制。     

安徽省高校共建共享动物学野外实习基地的初步探讨

动物学野外实习是生命科学本科教学的重要组成部分,承担着培养学生的实践与创新能力的作用。从建立共享实习基地的可行性、选择原则和建设内容三个方面着手,对安徽省高校与区域内的自然保护区、森林公园之间如何共同建设动物学野外实习基地、共享野外实习教学资源进行了初步探讨。     

猿类胰腺的动脉分布模式初步研究

目的:对25例猿类胰腺及周围动脉进行解剖分析,研究猿类胰腺动脉的起源及肠系膜上动脉和腹腔干动脉的吻合关系。方法:对6例类人猿(Gorilla 1例,Pan troglodytes 3例和Hylobates lar 2例),13例狭鼻猿(Papio hamadryas 1例,Papio anubis 2例和Cercopithecus aethiops 10例)和6例阔鼻猿(Saimiri 6例)处死后取出内脏,用10%的福尔马林固定后储存在50%的酒精中,对胰腺、胃及脾脏的供应血管进行解剖游离和解剖分析,最后进行画图。结果:猿类胰腺动脉分布发源自腹腔干和/或肠系膜上动脉,胰腺接受腹腔干及肠系膜动脉的双向供应外,也有独自接受腹腔干动脉的血供,腹腔干动脉与肠系膜上动脉之间无任何吻合支存在者占总数的32%。结论:猿类胰腺形态与人类相似,其动脉分布来源比人类更有多样性。

记载海南维管束植物的多样性,表明蕨类植物区系已有古生代和中生代的孑遗,又有白垩纪以来的现代蕨类,它们都存在着许多特有种;裸子植物则以泛热带成分及华夏成分为主;有花植物包括全球植物区系8个植物区的成分,而以热带成分全球性分布成分最多。最后,文章分析了海南植物区系多样性的地史背景及自然条件的因素。

云南哀牢山中山湿性常绿阔叶林树种萌生特征研究

在云南省哀牢山徐家坝地区选择保存完好的原生林与20多年前受到砍伐的森林两种类型的样地。通过调查其中各树种的更新方式和萌生状况,探讨该地区砍伐林的主要恢复途径、树种的萌生特征。结果表明,在种子萌发、地面萌生和地上萌生三种更新方式中,地上萌生所占的比例最大,尤其是变色锥、木果柯、蒙自连蕊茶等树种。在砍伐林中,<0.5m残桩上的萌枝数量显著高于1～2m以及≥2m高的残桩;萌生位置距地面高度与全株高度之比(以下简称萌高比)<0.1处所具有的萌枝数量显著高于其它位置;而在原生林中,残桩高度对萌枝数量无影响,萌高比<0.1处所具有的萌枝数量显著高于萌高比为0.5～0.9处的。     

生态径流评价中的Tennant法应用

Tennant法在生态径流研究中起着重要作用.但是,对于保护河流生命健康与维持生物多样性来说,Tennant法存在着某些不合理之处;在具体应用中又有年均值比和同期均值比之别.鉴于Tennant法在我国应用较为广泛,文中对该方法的合理性及应用中的不同理解进行了探讨和评价.认为:Tennant法在生态径流评价中存在一定局限性;Tennant法的同期均值比相对年均值比合理.     

岷江上游流域种子植物区系研究

岷江上游流域在地理位置上位于青藏高原、四川盆地两个自然地理区域的过渡地带;其在植被分区上属于泛北极植物区中国—喜马拉雅森林植物亚区横断山脉地区的一部分。区内共有种子植物169科,726属,2162种。其中大科、大属在区系组成中起着非常重要的作用。该区种子植物区系包含有15种分布区类型及其14个变型,其中泛热带分布、北温带分布、旧世界温带分布、东亚分布等成分占有重要地位。其种子植物区系的主要特征为：地理过渡特征明显,区系成分新老并存;区系地理成分复杂,以北温带成分为主;沿海拔梯度植物区系地理成分差异显著。在该区未来的生态建设中,应充分利用其植物区系的基本特征,保护现有物种,并充分利用当地具有特殊抗性的珍贵物种资源和遗传资源。     

Third Party Intervention in the Commission on the Limits of the Continental Shelf Regarding a Submission Involving a Dispute

The Commission on the Limits of the Continental Shelf (CLCS) was established in accordance with Article 76 of the Law of the Sea Convention. CLCS has the mandate to consider data submitted by coastal states concerning the outer limits of their continental shelf in areas where those limits extend beyond 200 nautical miles and to make recommendations to the submitting state on matters related to the establishment of the limits. For third parties that have actual or potential disputes, unresolved borders, or unresolved land or maritime disputes with the submitting state, the recommendations of the CLCS can be very sensitive. The focus of this article is on the practice of third parties in responding to submissions and how third parties have constructed their Notifications.

The fundamental ideas of the phoronomics of the entropy are developed. There are some important kinematic quantities and three kinematic decompositiones.     

牧民对高寒牧区生态环境的感知——以甘南牧区为例

地处青藏高原的甘南牧区是典型的生态敏感区,牧民作为牧区最主要的经济活动主体与最基本的决策单位,其对生态环境的认识和响应影响着牧区的生态安全.采用参与性农户评估方法(PRA)对甘南牧区的97户牧民家庭进行了调查,并根据分布区域将其分成纯牧区牧户和半农半牧区牧户两组,就牧民的环境意识、对环境变化的感知、对环境变化原因的认识进行比较分析,基于分析结果,提出了相关的政策建议.研究结果表明:研究区牧民对生态环境重要性的认识非常明确,但在生产中却较少真正考虑对生态环境的影响;与20a前相比,85%的牧户认为生态环境有所恶化,纯牧区牧户的感受更为深刻;对于生态环境恶化的原因,超过40%的牧户认为是超载过牧,其次是破坏植被(22.68%)和气候变化(18.56%).两组牧户对于生态环境恶化原因的认识具有一定差别,纯牧区牧户认为主要原因是过度放牧及气候变化,半农半牧区牧户认为是过度放牧与破坏植被、滥垦土地.     

Labeling deoxyribonucleic acid to high specific activity in vitro by nick translation with DNA polymerase I

Circular (e.g. simian virus 40) and linear (e.g. λ phage) DNAs have been labeled to high specific radioactivities (>10⁸ cts/min per μg) in vitro using deoxynucleoside [α-³²P]triphosphates (100 to 250 Ci/mmol) as substrates and the nick translation activity of Escherichia coli DNA polymerase I. The reaction product yields single-stranded fragments about 400 nucleotides long following denaturation. Because restriction fragments derived from different regions of the nick-translated DNA have nearly the same specific radioactivity (cts/min per 10[su3] bases), we infer that nicks are introduced, and nick translation is initiated, with equal probability within all internal regions of the DNA. Such labeled DNAs (and restriction endonuclease fragments derived from them) are useful probes for detecting rare homologous sequences by in situ hybridization and reassociation kinetic analysis.     

河南若干小麦品种籽粒戊聚糖含量的初步研究

1999-2000年对河南省8个有代表性的小麦品种的戊聚糖进行了测定,不同品种戊聚糖的平均含量变化范围为6%-9%。不同品种和不同生态条件下小麦籽粒戊聚糖含量均有很大差异。5个试点小麦籽粒戊聚糖的平均含量与千粒重,降落值均成负相关关系（r=-0.83,r=-0.31),而与蛋白质的含量却呈正相关关系（r=0.35)。说明戊聚糖含量与生态因素有很大关系,采用Eberhart-Russell模型对小鼠戊聚糖含量的稳定性进行分析。发现豫麦34是戊聚糖含量较理想的品种。     

Navigating Between Treaties and Tweets:How to Ensure Discourse about Maritime Freedom Is Meaningful

In contemporary international discourse about maritime freedom (e.g., “freedom of navigation”), nations often speak in generalities, but rarely clarify what they mean. To reduce the risk of misunderstanding, nations should navigate their use of language between two purposes simultaneously. First, any discussion should be concise, communicable, and comprehendible. Additionally, nations should also be prepared to dialogue on these matters in greater depth and detail, and any substantive discussion should be faithful to the applicable international law that binds nations. A way to ensure such discourse is meaningful is by following a three-step process of labeling, framing, and applying. This article details this approach.     

我国煤矿矿山医疗救护工作的SWOT分析

运用SWOT方法分析了目前我国矿山医疗救护工作的整体优势，认识到当前矿山医疗救护工作创新能力不足是面临的主要劣势，剖析了创新发展的机遇和一些结构性威胁，并提出了相应的发展策略。     

Pathways of silicomolybdate photoreduction and the associated photophosphorylation in tobacco chloroplasts

Three sites of silicomolybdate reduction in the electron transport chain of isolated tobacco chloroplasts are described. The relative participation of these sites is greatly influenced by the particular reaction conditions. One site (the only site when the reaction medium contains high concentrations of bovine serum albumin (> 5 mg/ml)) is associated with Photosystem I, since it supports phosphorylation with a P/e₂ value close to 1 and the reaction is totally sensitive to both plastocyanin inhibitors and 3-(3,4-dichlorophenyl)-1,1-dimethylurea. Two other sites of silicomolybdate reduction are associated with Photosystem II. One site is 3-(3,4-dichlorophenyl)-1,1-dimethylurea insensitive and supports phosphorylation when the reaction mixture contains dimethyl sulfoxide and glycerol (protective agents). The P/e₂ value routinely observed is about 0.2. Bovine serum albumin (1–2 mg/ml) can also act as a protective agent, but the efficiency of Photosystem II phosphorylation observed is lower. Silicomolybdate reduction supports virtually no phosphorylation, regardless of the reduction pathway, when the reaction mixture contains no protective agents. This is due to irreversible uncoupling by silicomolybdate itself. The silicomolybdate uncoupling is potentiated by high salt concentrations even in the presence of protective agents. Exposure of chloroplasts to silicomolybdate in the absence of protective agents rapidly inactivates both photosystems.
