Attention to institutional arrangements has become integral to research on forest management and conservation. While strong institutions typically are associated with better forest conditions, few institutional studies have evaluated the influence of underlying biophysical factors on forest conditions. Our research compared institutional arrangements and forest conditions across nine forests in Guatemala and Honduras while accounting for biophysical characteristics. Statistical analyses found that soil nitrogen concentration, annual temperature, and annual rainfall were positively correlated with better forest conditions. Better forest conditions were in turn associated with stronger institutions. In part, the results suggest that the biophysical characteristics most favorable for high productivity, given the socioeconomic context, constitute an incentive for strong institutions. One common-property forest presented strong institutions with very good forest conditions, but stronger institutions and better forest conditions in this region typically occur with private property. The situation reflects historical contexts that have supported private property and undermined common property. The findings indicate that efforts to improve natural resource management should recognize the biophysical factors and historical contexts that facilitate or constrain strong institutions.  相似文献

Common property regimes may contribute to environmental conservationand offer a complementary institutional model to state-run protected areas. The potential conservation value of common property management is of particular significance in Mexico, where a large majority of forests are held communally. Systems of common property management often exist in a context of close institutional overlap with state institutions. This project assessed the function of a common property regime nested within Lagunas de Montebello National Park (PNLM) in Chiapas, Mexico. We documented forest status and analyzed common property forest management institutions following severe fires that threatened forest conservation. Forests managed by the common property regime are less intact than federal forests, yet still moderately conserved, and many attributes necessary for common property management are functional, despite the recent fire crisis. Yet external authorities contest common property management by local institutions, resulting in limited joint management by the national park and the community. Formalization and expansion of de facto cooperation between the federal and community institutions may enhance forest conservation within PNLM.  相似文献

This paper analyzes inherent incentives and institutional challenges in managing elephant sanctuary ecosystems, using the case of the Babile Elephant Sanctuary in Ethiopia. The study was based on the data collected from local communities experiencing different livelihood systems and experts from the local state authorities. A total of 35 interviews were conducted for an in-depth case study. Results show that historical and socio-political factors have undermined the effectiveness of state-based institutions in managing the ecosystem. The welfare loss of local communities relying on the ecosystem has resulted in a dispute between the state managing the ecosystem and those holding customary rights to the delineated land. Absence of adequate compensation for the crop damage by elephants has made the local people to regard the state intervention as unfair action. The study suggests the need to search for institutional frameworks that can transform hostile relationship into a mutually beneficial one. Such condition may ensure humans’ peaceful co-existence with the wildlife without destroying the habitat and constraining sustainable livelihoods.  相似文献

Risk assessment is necessary for registration and risk management of new pesticides. The aim of this article is to discuss challenges that risk assessors in Africa face when conducting risk assessment of pesticides. Risk assessment requires toxicity assessment, environmental fate studies, and the use of models for occupational, dietary, residential, and environmental exposure assessments. Toxicity studies are very costly with the result that toxicity data used to register pesticides in Africa are often sourced from northern hemisphere countries. Assessors also often use exposure modeling results from the northern hemisphere. This is not an ideal approach as occupational exposure is influenced by agricultural practices, climatic conditions, and other factors. Furthermore, residential exposure models require time-location-activity information, exposure factors, and toxicokinetic rate constants for particular pesticides. Dietary exposure assessment needs accurate and comprehensive local food consumption data. Authorities in African countries should therefore generate the required data, despite these being very costly and tedious. Authorities should also provide guidance on the type of models and standard scenarios for estimating predicted environmental concentrations in various environmental compartments. It is recommended that higher educational institutions in Africa should incorporate risk assessment in general and pesticide toxicity and exposure models in particular in their curricula.  相似文献

Contemporary theoretical accounts of common pool resource management assume that communities are able to develop institutions for sustainable resource management if they are given security of access and appropriate rights of management. In recent years comprehensive legal reforms of communal rural resource management in Namibia have sought to create an institutional framework linking the sustainable use of natural resources (game, water, forest) and rural development. The state, however, ceded rights to rural communities in an ambiguous and fragmented manner, creating a number of instances of overlapping property rights and different legal conditions for different natural resources. Nowadays communities grapple with the challenge of developing institutions for these resource-centered “new commons”. This paper describes the process of local institutional development, focusing on the challenges arising from the necessity to define group boundaries, the issues arising from monitoring and sanctioning within newly defined institutions, and the ideological underpinnings of different trajectories of communal resource management.  相似文献

In the context of aging European conservation institutions rewilding has emerged as a popular and scientific expression of new directions in ecology and conservation management associated with the restoration of ecosystem function through reassembly of trophic levels involving the reintroduction of large mammals. It introduces a radical new natural archetype that evokes a positive environmentalism. The Oostvaardersplassen experiment in the Netherlands demonstrates the agency of rewilding for nature development and engaging diverse publics in debates on what is natural and the future of conservation policy. If conservation is to retain its cultural and policy visibility and influence in a 21st century multi‐cultural Europe, our conservation institutions and the natures we value must adapt. In this forum I frame rewilding as an asset for institutional adaptation that is being constrained by substantive institutional and societal resistance. I argue the need for strategic investment in a European network of experimental rewilding sites. These would bring rewilding into densely populated areas, develop the science and practice of ecosystem restoration, and promote public debate on nature conservation futures. The ‘Fitness check’ of European nature conservation legislation mandated in 2014 is a case of high politics. In this situation, compromise and negotiation is inevitable and the environmental lobby needs something to advocate as well as defend. A rewilding agenda could fulfil this need.  相似文献

Compliance with Breeding and Transfer Plan (BTP) recommendations is important to promote long-term viability and meet the management goals of the Association of Zoos and Aquarium Species Survival Plans (SSPs®). However, individual institutions may fulfill recommendations at different rates, potentially compromising management efforts. We examined institution-level fulfillment rates of BTP recommendations (i.e, “Hold,” “Send To,” “Breed With,” and “Do Not Breed”), and how rates differ based on institutional attributes related to resource levels, geographic location and climate, involvement in population management, and the SSPs in which institutions participated using conditional random forests and generalized linear mixed models. We analyzed 52,182 recommendations from 375 SSPs issued to 170 institutions in BTPs published from 2012 to 2019. Contrary to predictions, our results did not reveal large differences in fulfillment rates based on resources, geographic location, or climate variables at the institution level. We found modest patterns indicating that recommendation fulfillment for Hold and Do Not Breed recommendations in mammals was lower with longer interplanning periods, while fulfillment of Hold recommendations in birds increased with the average experience of individuals in SSP leadership roles. For herptiles, fulfillment of Send To recommendations was moderately higher in institutions with species spread across more herptile taxonomic advisory groups (the management unit for related species). Although our results suggest that overarching institutional factors do not have a strong influence on fulfillment rates at the scale of our study, more focused research within a specific temporal window, taxa, or suite of SSPs may reveal more informative patterns for population management.  相似文献

Traditionally, political scientists define political institutions deductively. This approach may prevent from discovery of existing institutions beyond the definitions. Here, a principal component analysis was used for an inductive extraction of dimensions in Polity IV data on the political institutions of all nations in the world the last two centuries. Three dimensions of institutions were revealed: core institutions of democracy, oligarchy, and despotism. We show that, historically and on a world scale, the dominance of the core institutions of despotism has first been replaced by a dominance of the core institutions of oligarchy, which in turn is now being followed by an increasing dominance by the core institutions of democracy. Nations do not take steps from despotic, to oligarchic and then to democratic institutions, however. Rather, nations hosting the core democracy institutions have succeeded in historically avoiding both the core institutions of despotism and those of oligarchy. On the other hand, some nations have not been influenced by any of these dimensions, while new institutional combinations are increasingly influencing others. We show that the extracted institutional dimensions do not correspond to the Polity scores for autocracy, “anocracy” and democracy, suggesting that changes in regime types occur at one level, while institutional dynamics work on another. Political regime types in that sense seem “canalized”, i.e., underlying institutional architectures can and do vary, but to a considerable extent independently of regime types and their transitions. The inductive approach adds to the deductive regime type studies in that it produces results in line with modern studies of cultural evolution and memetic institutionalism in which institutions are the units of observation, not the nations that acts as host for them.  相似文献

Incentive measures for biodiversity conservation cannot be evaluated and compared outside the context of institutional performance and relationships. The institutional framework for biodiversity incentives includes a variety of organizations operating on different spatial scales. The institutional actors with an impact on biodiversity include community groups, local and national governmental structures, NGOs, business enterprises and international organizations. But the positve influence of conservation-oriented organizations is often significantly outweighed by the negative influence of other sets of institutional actors who are largely unaware of biodiversity as a concept and not unduly concerned with its conservation. There are several options for improving the institutional framework for biodiversity incentives: (1) decentralization of resource management decision making to local levels; (2) engaging and reorienting government institutions; (3) establishing new national and international institutions; and (4) establishing functional linkages between key institutional actors. The role of local, national and international institutions in designing and implementing effective incentive measures for biodiversity conservation will be critical. But the dynamics within and between institutional actors influencing biodiversity conservation are complex, variable and insufficiently understood, somewhat like biodiversity itself.  相似文献

In a connected world where people influence each other, what can cause a globalized monoculture, and which measures help to preserve the coexistence of cultures? Previous research has shown that factors such as homophily, population size, geography, mass media, and type of social influence play important roles. In the present paper, we investigate for the first time the impact that institutions have on cultural diversity. In our first three studies, we extend existing agent-based models and explore the effects of institutional influence and agent loyalty. We find that higher institutional influence increases cultural diversity, while individuals'' loyalty to their institutions has a small, preserving effect. In three further studies, we test how bottom-up and top-down processes of institutional influence impact our model. We find that bottom-up democratic practices, such as referenda, tend to produce convergence towards homogeneity, while top-down information dissemination practices, such as propaganda, further increase diversity. In our last model—an integration of bottom-up and top-down processes into a feedback loop of information—we find that when democratic processes are rare, the effects of propaganda are amplified, i.e., more diversity emerges; however, when democratic processes are common, they are able to neutralize or reverse this propaganda effect. Importantly, our models allow for control over the full spectrum of diversity, so that a manipulation of our parameters can result in preferred levels of diversity, which will be useful for the study of other factors in the future. We discuss possible mechanisms behind our results, applications, and implications for political and social sciences.  相似文献

Where data and information are lacking, structured expert risk assessments can provide a powerful tool to progress natural resource planning. In many situations, practitioners make informal assessments of risk within small groups that typically constitute employees. In this study, we report on three small (in terms of experts) structured expert‐based risk assessment case studies conducted by expert employees of a not‐for‐profit organisation (Australian Wildlife Conservancy) to demonstrate the utility of the approach. The case studies were carried out for three wildlife sanctuaries managed by AWC: Faure Island, Karakamia and Paruna. The likelihood that a set of direct risk factors would cause management failure for sets of important wildlife elements in the three sanctuaries was elicited from the small group of ecological experts. The analysis was couched in terms of a management aim to not lose species from each wildlife element over the management period of 25 years with current management. The experts believed, in particular, that increasing temperature and decreasing water availability associated with climate change were likely to impact significantly upon the vegetation elements and water‐reliant fauna associated with the sanctuaries. Some vegetation elements were also thought likely to be at risk of over‐grazing, unsuitable fire regimes and, in some cases, disease. In addition to predation by exotic predators at one sanctuary, the experts identified additional direct risk factors for various fauna elements associated with expected changes to the vegetation elements, including reduction in food availability, nesting habitat, and generally important life media. From the risk analyses, a preliminary conceptual model was developed to underpin monitoring and to indicate areas for possible management intervention and research. The case studies demonstrate that even in a small workplace team, structured risk assessments can be efficiently accomplished and can provide expedient and transparent information that effectively captures and aggregates the views of the experts.  相似文献

The purpose of this work was to quantitatively determine the institutional fit of the existing and applicable water governance laws in the Songkhla Lake Basin (SLB) Thailand, using text mining analysis. The study found out that the current governance system is not fit for the purpose of the sustainability of the SLB. Data derived from text mining were able to show the weakness in the applicable/relevant water governance laws and such challenges in enforcement and compliance. Institutional priorities were identified and compared to management response to issues concerning SLB; this imbalance showed another challenge to fit. The results of this study further buttressed the need for institutional reforms towards an Adaptive Integrated Lake Basin Management (AILBM). The general assessment of degree of recognition and involvement of institutions, overlaps, gaps, institutional priorities and response to resource management show a clear picture of misfit of the water laws used to govern the SLB. To achieve institutional fit, future institutional reforms should be based on the principles of AILBM and the development of institutions that are capable of creating a singular coordinating and policy harmonization committee to clearly identify roles and responsibilities and delineate functions with appropriate management response to the socio-ecological system of the SLB.  相似文献

This paper proposes a computer-based method for providing product designers with real-time environmental impact assessment. In this concurrent modeling approach, environmental experts build life-cycle models, define their interfaces, and publish them as distributed objects on the Internet. Traditional designers integrating these objects into their design models have access to the impact assessment methods provided by the environmental expert. In this paradigm, the focus shifts from providing techniques that let non-expert designers perform life-cycle impact assessments to tools that facilitate timely communication and information transfer between designers and appropriate environmental experts. Establishing real-time communication between the product design models and the environmental life-cycle models is the primary focus of this paper. Methods for establishing and maintaining the interaction between life-cycle and product design models are described. A beverage container design example illustrates how this collaborative approach can use environmental and traditional design goals to determine effective tradeoffs between design alternatives.  相似文献

In this paper, we critically appraise institutions for people with disabilities, from residential facilities to outpatient clinics to social organizations. While recognizing that a just and inclusive society would reject virtually all segregated institutional arrangements, we argue that in contemporary American society, some people with disabilities may have needs that at this time can best be met by institutional arrangements. We propose ways of reforming institutions to make them less isolating, coercive, and stigmatizing, and to provide forms of social support the larger society denies many people with disabilities. Although these reforms far fall far short of abolition, they draw heavily on the work of disability scholars and advocates who call for the complete replacement of institutional arrangements with systems of supported living. The consideration of non-ideal-solutions is useful not only in reforming existing institutional arrangements, but in bringing disability scholarship and advocacy to bear on bioethics, which has paid little attention to institutions for people with disabilities. We intend this paper to redress the neglect within mainstream bioethics of the complex ethical problems posed by institutions.  相似文献

The seawater intrusion is a widespread environmental problem of coastal aquifers where more than two third of the world’s population lives. The indiscriminate and unplanned groundwater withdrawal for fulfilling the growing freshwater needs of coastal regions causes this problem. Computer-based models are useful tools for achieving the optimal solution of seawater intrusion management problems. Various simulation and optimization modeling approaches have been used to solve the problems. Optimization approaches have been shown to be of great importance when combined with simulation models. A review on the combined applications of simulation and optimization modeling for the seawater intrusion management of the coastal aquifers are done and is presented in this paper. The reviews revealed that the simulation–optimization modeling approach is very suitable for achieving an optimal solution of seawater intrusion management problems even with a large number of variables. It is recommended that the future research should be directed toward improving the long-term hydraulic assessment by collecting and analyzing widespread spatial data, which can be done by increasing the observation and monitoring networks. The coupling of socioeconomic aspects in the seawater intrusion modeling would be another aspect which could be included in the future studies.  相似文献

Climate finance investments and international policy are driving new community-based projects incorporating payments for ecosystem services (PES) to simultaneously store carbon and generate livelihood benefits. Most community-based PES (CB-PES) research focuses on forest areas. Rangelands, which store globally significant quantities of carbon and support many of the world''s poor, have seen little CB-PES research attention, despite benefitting from several decades of community-based natural resource management (CBNRM) projects. Lessons from CBNRM suggest institutional considerations are vital in underpinning the design and implementation of successful community projects. This study uses documentary analysis to explore the institutional characteristics of three African community-based forest projects that seek to deliver carbon-storage and poverty-reduction benefits. Strong existing local institutions, clear land tenure, community control over land management decision-making and up-front, flexible payment schemes are found to be vital. Additionally, we undertake a global review of rangeland CBNRM literature and identify that alongside the lessons learned from forest projects, rangeland CB-PES project design requires specific consideration of project boundaries, benefit distribution, capacity building for community monitoring of carbon storage together with awareness-raising using decision-support tools to display the benefits of carbon-friendly land management. We highlight that institutional analyses must be undertaken alongside improved scientific studies of the carbon cycle to enable links to payment schemes, and for them to contribute to poverty alleviation in rangelands.  相似文献

结合城市生活垃圾管理系统特征,系统归纳基于生命周期评价(Life cycle assessment,LCA)方法的城市生活垃圾管理模型的发展现状,并对LCA方法在城市生活垃圾管理中的实践以及在我国开展城市生活垃圾管理LCA研究的应用前景进行评述。分析表明,LCA是城市生活垃圾管理领域的重要工具之一,基于LCA方法的城市生活垃圾管理模型在全生命周期环境影响评价与识别、处置工艺选择与改进、可持续生活垃圾管理决策支持等方面具有十分重要的应用价值。中国在本地化生活垃圾管理系统LCA模型开发、清单数据库和评价指标体系构建以及与其他研究方法集成等方面面临挑战。  相似文献

Watch lists of invasive species that threaten a particular land management unit are useful tools because they can draw attention to invasive species at the very early stages of invasion when early detection and rapid response efforts are often most successful. However, watch lists typically rely on the subjective selection of invasive species by experts or on the use of spotty occurrence records. Further, incomplete records of invasive plant occurrences bias these watch lists towards the inclusion of invasive plant species that may already be present in a land management unit, because the occurrences have not been formally integrated into publicly accessible biodiversity databases. However, these problems may be overcome by an iterative approach that guides more complete detection and compilation of invasive plant species records within land management units. To address issues from unobserved or unrecorded occurrences, we combined predicted suitable habitat from species distribution models and aggregated invasive plant occurrence records to develop ranked watch lists of 146 priority invasive plant species on >4000 land management units from five different administrative types within the United States. Based on this analysis, we determined that on average 84% of priority invasive plants with suitable habitat within a given land management unit were as yet unobserved, and that 41% of those were ‘doorstep species’ – found within 50 miles of the unit boundary yet not detected within the unit. Two case studies, developed in collaboration with staff at U.S. Fish and Wildlife Service Refuges, showed that by combining both habitat suitability models and invasive plant occurrence records, we could identify additional problematic invasive plants that had been previously overlooked. Model-based watch lists of ‘doorstep species’ are useful tools because they can objectively alert land managers to threats from invasive plants with high likelihood of establishment.  相似文献

Wetlands in arid and semi-arid areas face intensifying pressure for their water resources yet harbour unique biota and ecological processes that rely on the “boom and bust” regime of alternating flood and drought. Recent research in Australia has revealed that models of ecosystem processes derived from northern temperate zone wetlands are often inapplicable to arid zone wetlands, confounding efforts to manage or protect these threatened habitats. We review four case studies from inland Australia that demonstrate different degrees of successful management, aiming to draw out lessons learned that will improve our sustainable use of these delicate systems. Inappropriate extrapolation across scales that ignores the inherent spatial and temporal variability of arid-zone wetlands, “reactive” rather than “collaborative” research and management, and a reluctance to adopt functional indicators to complement state variables are several common themes. We are optimistic that managers and researchers are collaborating to tackle these issues but warn that a parched future faces some wetlands where jurisdictional boundaries hamper their effective management or entrenched beliefs and community distrust of managers threaten ecologically sustainable resource use. In arid areas where water is so precious, environmental allocations are costly and their long-term effects are difficult to identify against a backdrop of high inherent variability. Preservation of this variability is the key to successful management of these “boom and bust” systems but diametrically opposes the desire for regulated, reliable water supplies for human use. Social and institutional acceptance and change now appear to be greater barriers than limited ecological understanding to effective management of many “parched wetlands” in Australia.  相似文献

Experimental projects have demonstrated the technical feasibility of systems of accessible, affordable health care. These projects have relied extensively on non-professional community health workers. However, large-scale implementation of these schemes will require new management procedures that are both responsive to rural health needs and congruent with national institutions. This paper identifies the need to establish institutional mechanisms to mobilize essential inputs, promote acceptance by beneficiaries, maintain quality standards, recruit and retain field staff, and achieve accountability for resources. It then outlines methods for developing these institutions. It stresses the need for both formal, bureaucratic organizations and informal organizations of clients. It also identifies the need to consider administrative and institutional resources in determining the appropriateness of a health care technology.  相似文献
