Three international stakeholder meetings were organized by The Netherlands-based "Kluyver Center for Genomics of Industrial Fermentation" with the objective to identify the future societal issues in the field of industrial biotechnology and to develop a coordinated strategy for public dialogue. The meetings resulted in five unanimous recommendations: (i) that science, industry and the European Commission in conjunction with other stakeholders create a comprehensive roadmap towards a bio-based economy; (ii) that the European Commission initiate a series of round-table meetings to further articulate the views, interests and responsibilities of the relevant stakeholders and to define policy; (iii) that the development of new innovative communication activities is stimulated to increase public engagement and to discuss the ways that we do or do not want technologies to shape our common future; (iv) that further social studies are undertaken on public attitudes and behaviors to the bio-based economy and that novel methods are developed to assess public views of future technological developments; and (v) that the concept of sustainability is further operationalized and taken as a core value driving research and development and policy making.  相似文献

Abstract

Stakeholders have heterogeneous expectations and demands for corporate environmental responsibility (CER). Going green may cause potential conflicting-interests among stakeholders, because stakeholders who benefit from environmental-management endorse making and implementing environmental-friendly policies. In contrast, stakeholders who bear the costs of a firm’s corporate greening may not support CER initiatives. Firms with differentiated strategic-orientation, which reflect preferences of select stakeholders (controlling families, consumers, and employees), exhibit different perception of and response to CER. Using a panel dataset of South Korean manufacturing firms from 2011 to 2015, this study investigates benefits and costs of CER by exploring relationships among family owned and managed, consumer-oriented, employee-oriented firms, and corporate environmental performance (CEP). Our empirical results show that family owned and managed and employee-oriented firms are less likely to engage in environmentally friendly management. This activity occurs because corporate greening may damage these firms’ interests, such as controlling family shareholders’ private wealth and their employee’s work-life balance.  相似文献

生态移民安置区内,不同群体在生态环境保护方面存在复杂的利益冲突.基于安置区内利益群体对风险类别、干扰强度的识别,构建相应的决策模型,是生态移民安置区生态风险管理亟待解决的重要课题.本文依据利益相关者理论划分出生态移民安置区4类不同利益群体,并采用参与式半结构访谈法和定性聚合法,构建了3类一级变量和13个二级变量的生态风险因子体系,进一步运用模糊认知图模型(FCM)和人工神经网络(ANN)开展生态移民安置区生态风险识别.结果表明: 从利益相关者群体生态风险变量认知来看,其共同点是不同利益群体对垃圾污染风险变量提及数量最多,但整体上又存在显著差异,即管理者注重环境保护政策的制定和实施;居民则关注生活水平的提高,且直接关系到其环保意识和行为;经济活动者多追求经济利益;环境保护者专注于生态环境问题.不同利益相关者群体认知图论指数结果显示,管理者和环境保护者对安置区生态风险认知较为全面且清晰.从安置区4方利益相关者的整体风险认知结果来看,生态环境风险因子显著影响居民的人身安全及满意度;公共政策对安置区风险管理起关键作用;风险变量的中心度结果进一步表明,提高居民生活水平是防范生态风险的关键.从利益相关者群体生态风险感知与管理情景模拟结果来看,解决垃圾污染有助于生态环境整体改善,且关键是要完善和落实相关公共政策;建立健全社会保障制度,直接关系居民生活水平和环保行为;加强基础设施建设,影响景观生态格局、生物生境和多样性,同时可提高居民满意度和公众参与度.  相似文献

Plant diseases threaten both food security and the botanical diversity of natural ecosystems. Substantial research effort is focused on pathogen detection and control, with detailed risk management available for many plant diseases. Risk can be assessed using analytical techniques that account for disease pressure both spatially and temporally. We suggest that such technical assessments of disease risk may not provide an adequate guide to the strategies undertaken by growers and government to manage plant disease. Instead, risk-management strategies need to account more fully for intuitive and normative responses that act to balance conflicting interests between stakeholder organizations concerned with plant diseases within the managed and natural environments. Modes of effective engagement between policy makers and stakeholders are explored in the paper, together with an assessment of such engagement in two case studies of contemporary non-indigenous diseases in one food and in one non-food sector. Finally, a model is proposed for greater integration of stakeholders in policy decisions.  相似文献

Life cycle assessment (LCA) is one of the most popular methods of technical‐environmental assessment for informing environmental policies, as, for instance, in municipal solid waste (MSW) management. Because MSW management involves many stakeholders with possibly conflicting interests, the implementation of an LCA‐based policy can, however, be blocked or delayed. A stakeholder assessment of future scenarios helps identify conflicting interests and anticipate barriers of sustainable MSW management systems. This article presents such an approach for Swiss waste glass‐packaging disposal, currently undergoing a policy review. In an online survey, stakeholders (N = 85) were asked to assess disposal scenarios showing different LCA‐based eco‐efficiencies with respect to their desirability and probability of occurrence. Scenarios with higher eco‐efficiency than the current system are more desirable and considered more probable than those with lower eco‐efficiency. A combination of inland recycling and downcycling to foam glass (insulation material) in Switzerland is desired by all stakeholders and is more eco‐efficient than the current system. In contrast, institutions of MSW management, such as national and regional environmental protection agencies, judge a scenario in which nearly all cullet would be recycled in the only Swiss glass‐packaging factory as more desirable than supply and demand stakeholders of waste glass‐packaging. Such a scenario involves a monopsony rejected by many municipalities and scrap traders. Such an assessment procedure can provide vital information guiding the formulation of environmental policies.  相似文献

Biodiversity conservation is gradually shifting its dependency on public protected areas to take a more holistic ecosystem and landscape approach that includes private lands in addition to public lands. However, effective practice of biodiversity conservation on private land also depends on landowners’ attitude and their willingness to participate and cooperate. This study focuses on Poland where conservation on private land is a relatively new concept but it is slowly gaining recognition, especially after its accession into the European Union. It investigates and classifies the diverse attitudes among stakeholder groups in Poland toward biodiversity conservation on private land that are part of protected areas. Four primary stakeholder groups were considered: conservation and park authorities, local administrative officials, local conservation based NGOs and private landowners. The study was conducted across three sites that represented three different forms of protected areas in Poland: a national park, a landscape park and a Natura 2000 site. Q methodology, a research method from psychology and other social sciences, was used to classify human subjectivity in stakeholders’ attitude in a more systematic manner. The analysis yielded three predominant factors which highlighted the diversity in attitudes among the stakeholder groups based on their knowledge, concerns and experience in the subject. Additionally, it underlined the common recognition among all stakeholder groups for better policy support, stronger collaboration among stakeholder and more financial or compensatory support for landowners to make private land conservation more feasible. Understanding the differences in attitudes will help bridge the gap between conservation priority and conservation opportunity—a current challenge in the field of biodiversity conservation.  相似文献

Abstract: State wildlife agencies often use input obtained through public meetings to develop management policies. Because public meetings can be dominated by single stakeholder groups, these policies may not reflect the attitudes of new wildlife stakeholders. In 2000 the Utah Wildlife Board, after a series of public meetings, adopted a statewide policy for winter-feeding mule deer (Odocoileus hemionus). The policy was implemented by the Utah Division of Wildlife Resources from 2001 to 2007 in Cache County of northern Utah, USA. In 2007, we surveyed Utah households representing metropolitan, nonmetropolitan, and Cache County residents (n = 1,800) to evaluate whether the winter-feeding policy reflected the attitudes of all wildlife stakeholders. Survey respondents, regardless of residence strata, believed winterfeeding programs were essential for managing mule deer in Utah (χ26 = 7.02, P = 0.32). However, most respondents were reluctant to support feeding programs at the expense of habitat restoration projects (χ26 = 11.64, P = 0.07). Our results suggest that the winter-feeding policy represented the attitudes of the Utah residents surveyed, though few had participated in its development. Respondents' strong utilitarian attitudes toward wildlife (e.g., strong support for hunting and feeding) influenced those respondents' perceptions of the policy. Given the effects of increased urbanization on utilitarian attitudes toward wildlife in many parts of the United States, coupled with decreasing numbers of traditional wildlife stakeholders, state wildlife agencies should continually reevaluate their public involvement processes to ensure new wildlife stakeholders' attitudes and concerns are represented.  相似文献

Intention, Goal, Scope, Background  To discuss the process of stakeholder involvement as undertaken in a post-consumer paper and packaging waste management LCA study conducted during 1997-2001 for the Melbourne Metropolitan Area, Victoria, Australia. Secondly, to present the findings from a survey conducted with the stakeholder groups regarding their perception of involvement in the project. Objectives  To investigate the stakeholder’s perception; and value of being involved in the LCA study intended to generate quantitative environmental information to support debate, development and implementation of waste management practices. Methods  Stakeholders that were involved in the study, both actively and passively, were surveyed by questionnaire Survey findings were analysed in conjunction with stakeholder interaction experiences obtained in the course of the study. as]Results and Discussion Respondents to the survey believed there was a sufficient level of interaction between stakeholders and researchers during the course of the project. The advisory committee approach helped to timely recognize issues and deal with them appropriately. It furdier assisted in the collection of life cycle inventory data and in obtaining ownership of outcomes by the research ream appropriately responding to the needs and issues raised by stakeholders. Recommendations and Outlook  General recommendations for the inclusion of stakeholders in future studies are to use stakeholder interactions, wherever it is possible and practical, which in turn play an educational role, engage stakeholders from the start of the process and allow additional time in the project plan for review stages, as well as ensuring that all relevant groups are represented — industry, industry associations, government and non-governmental organizations, and also provide sufficient material and progress for discussion at meetings.  相似文献

The purpose of the paper is to draw lessons and document experiences from the Genetic Resources Policy Initiative (GRPI) project, a project which has been underway in six countries and two sub-regions during the last 5 years. Its focus has been to experiment an approach to participatory policy processes, coined by the project, called the multi-stakeholder, multi-disciplinary and multi-sector or in short the 3M. This approach, which was demand-driven due to the nature of the policy problems being examined, aims to create a platform to address competing interests inherent in genetic resources issues from multiple perspectives. It is meant to enable different stakeholders to balance issues they diverge and/or converge upon in genetic resources management, thereby harmonizing trade-offs, objectives and strategies. Experiences from the project in applying the 3M in Egypt, Nepal, Vietnam Peru and Zambia highlight several lessons in participatory policy processes. The experiences show that the success or otherwise of participatory policy making processes is dependent on various factors that have to do with stakeholder capacities, process orientation, shared understanding versus vested interests and institutional functions. They highlight that the most effective approach to stakeholder engagement in policy processes is to construct them around an actively engaged ‘process leader’ that possesses, or has the potential to champion the process by mobilising the required cognitive knowledge and institutional engagement. They further suggest that since genetic resources policy issues are cross-cutting, they will demand a more holistic approach with a clear identification of impact pathways through which policy changes can be expected to influence the outcome variables. Since policy making processes are perpetual, the question of sustaining project ideas and recommendations beyond the life of a project has to be part of the planning exercise in any participatory genetic resources policy research and formulation.

CIOMS has been criticised for not adequately consulting stakeholders about its revised ethical guidelines regarding medical research. Political and logistical issues that arise in democratic processes and open exchange of information probably contributed to this exclusion. What might CIOMS have done to be more inclusive and attain broader consensus on its proposed revisions? Consensus is dynamic, and evolves as a community digests new information and perspectives. Engaging the public (and particularly the stakeholders) in discussion about the revisions would have generated broader consensus. It would have encouraged more stakeholders (i.e. researchers, potential research participants, research institutions, or governments) to buy in. CIOMS needs a process to encourage dialogue and stakeholder input. The CIOMS guidelines themselves promote stakeholder consultation and capacity building, but CIOMS has done relatively little to distribute or promote its own guidelines. CIOMS should do more to promote its revised guidelines, and engage stakeholders in dialogue. This paper explores the bioethics debate about universal and relative values to illustrate the value of consultation and consensus building. It concludes that like research sponsors, CIOMS and similar organisations have an ethical responsibility to facilitate capacity building in less developed areas, and to participate more actively in consensus building.  相似文献

In order to develop BiodiversityKnowledge, a Network of Knowledge working at the European science–policy interface for biodiversity and ecosystem services, we conducted three trial assessments. Their purpose was to test structure and processes of the knowledge synthesis function and to produce knowledge syntheses. The trial assessments covered conservation and management of kelp ecosystems, biological control of agricultural pests, and conservation and multifunctional management of floodplains. Following the BiodiversityKnowledge processes, we set up expert consultations, systematic reviews, and collaborative adaptive management procedures in collaboration with requesters, policy and decision-makers, stakeholders, and knowledge holders. Outputs included expert consultations, systematic review protocols, a group model and a policy brief. Important lessons learned were firstly that the scoping process, in which requesters and experts iteratively negotiate the scope, scale and synthesis methodology, is of paramount importance to maximize the scientific credibility and policy relevance of the output. Secondly, selection of a broad array of experts with diverse and complementary skills (including multidisciplinary background and a broad geographical coverage) and participation of all relevant stakeholders is crucial to ensure an adequate breath of expertise, better methodological choices, and maximal uptake of outcomes: Thirdly, as the most important challenge was expert and stakeholder engagement, a high visibility and reputation of BiodiversityKnowledge, supported by an incentive system for participation, will be crucial to ensure such engagement. We conclude that BiodiversityKnowledge has potential for a good performance in delivering assessments, but it requires adequate funding, trust-building among knowledge holders and stakeholders, and a proactive and robust interface with the policy and decision making community.  相似文献

Liberal theory seeks to achieve toleration, civil peace, and mutual respect in pluralistic societies by making public policy without reference to arguments arising from within formative ideals about what gives value to human life. Does it make sense to set aside such conceptions of the good when it comes to controversies about stem cell research and the genetic engineering of people or animals? Whether it is reasonable to bracket our worldviews in such cases depends on how we answer the moral questions that the use of these biotechnologies presuppose. I argue that the moral language of liberal justice – of rights and duties, interests and opportunities, freedom and consent, equality and fairness – cannot speak to these underlying concerns about what the human embryo is, why the natural lottery matters to us, and whether ‘animal nature’ is worth preserving. I conclude that liberal theory is incapable of furnishing a coherent or desirable account to govern the way we use our emerging powers of biotechnology.  相似文献

South Africa bears the world’s largest burden of HIV with over 6.4 million people living with the virus. The South African government’s response to HIV has yielded remarkable results in recent years; over 13 million South Africans tested in a 2012 campaign and over 2 million people are on antiretroviral treatment. However, with an HIV & AIDS and STI National Strategic Plan aiming to get 80 percent of the population to know their HIV status by 2016, activists and public health policy makers argue that non-invasive HIV self-testing should be incorporated into the country HIV Counseling and Testing [HCT] portfolios. In-depth qualitative interviews (N = 12) with key stakeholders were conducted from June to July 2013 in South Africa. These included two government officials, four non-governmental stakeholders, two donors, three academic researchers, and one international stakeholder. All stakeholders were involved in HIV prevention and treatment and influenced HCT policy and research in South Africa and beyond. The interviews explored: interest in HIV self-testing; potential distribution channels for HIV self-tests to target groups; perception of requirements for diagnostic technologies that would be most amenable to HIV self-testing and opinions on barriers and opportunities for HIV-linkage to care after receiving positive test results. While there is currently no HIV self-testing policy in South Africa, and several barriers exist, participants in the study expressed enthusiasm and willingness for scale-up and urgent need for further research, planning, establishment of HIV Self-testing policy and programming to complement existing facility-based and community-based HIV testing systems. Introduction of HIV self-testing could have far-reaching positive effects on holistic HIV testing uptake, giving people autonomy to decide which approach they want to use for HIV testing, early diagnosis, treatment and care for HIV particularly among hard-to reach groups, including men.  相似文献

ABSTRACT: Selection of appropriate outcomes or domains is crucial when designing clinical trials to compare directly the effects of different interventions in ways that minimise bias. If the findings are to influence policy and practice then the chosen outcomes need to be relevant and important to key stakeholders including patients and the public, health care professionals and others making decisions about health care. There is a growing recognition that insufficient attention has been paid to the outcomes measured in clinical trials. These issues could be addressed through the development and use of an agreed standardised collection of outcomes, known as a core outcome set, which should be measured and reported, as a minimum, in all trials for a specific clinical area. Accumulating work in this area has identified the need for general guidance on the development of core outcome sets. Key issues to consider in the development of a core outcome set include its scope, the stakeholder groups to be involved, choice of consensus method and the achievement of a consensus.  相似文献

There are six national ethics commissions in Finland. The National Advisory Board on Research Ethics was first established in 1991, followed by the National Advisory Board on Biotechnology and the Board on Gene Technology in 1995. The National Advisory Board on Health Care Ethics was established in 1998, followed by its Sub-Committee on Medical Research Ethics in 1999. The Co-operation Group for Laboratory Animal Sciences was established in 2001. Only the Board on Gene Technology works as a national authority and gives binding opinions and recommendations about the use of genetically modified organisms. The Sub-Committee on Medical Research Ethics acts a national research ethics committee and gives opinions about research projects. Other advisory boards do not make legally binding decisions, but their expertise gives a lot of power to their opinions and statements. The commissions work in close collaboration with each other, having regular meetings. They arrange seminars and conferences, and share information with each other. The commissions also share duties and information in international collaboration. How the voice and opinions of these commissions is heard in society lies in the wide, multi-professional expertise of their members. Large commissions and wide expertise may make it difficult to find consensus in their opinions and statements, although wide expertise may, more than discussion in a small expert group, help to further process difficult ethical issues. Collaboration between different bodies is important in order to share duties, and also to add more emphasis to the statements and opinions where different bodies share interests. In our country, the interest that national commissions share is research ethics, where the advisory boards and their members have discharged collaborative activities for years.  相似文献

Although a few jurisdictions around the world have legislated in response to the phenomenon of biobanking, the far more common response has been policy led with funders and other stakeholders initiating multi-level policy initiatives to guide biobanking practice. An example of this is UK Biobank which has developed and operates according to an Ethics and Governance Framework. Such an instrument has no basis in law and yet it has played a crucial role in the set up and ongoing management of the resource. It will continue to do so, as related policies emerge, such as access and intellectual property policies. Numerous biobanking initiatives have similar high-level policy documents that guide decisions and practice. These are often framed as a commitment to participants, researchers and society more broadly and invoke notions such as the public good and the public interest. As such, they serve as a benchmark against which to measure a biobank’s performance. Moreover, policies become an important means by which biobankers are held accountable. This article critically analyses this policy-driven phenomenon asking how effectively policy—often as an alternative to law—serves to police and to promote biobanking. It argues that a policy of reflexive governance—defined and developed herein—can best meet the challenges faced by many biobanks and without the need for recourse to law.  相似文献

Local communities are important stakeholders in resource management and conservation efforts, particularly in the developing world. Although evidence is mixed in suggesting that these resident stakeholders are optimal forest stewards, it is highly unlikely that large tracts of tropical forests will be conserved without engaging local people who depend on them daily for their livelihoods. Stakeholders, who reside in biodiverse ecosystems like tropical forests, are the largest direct users and ultimate decision-makers of forest fate, can be important investors in conservation, harbor local ecological knowledge that complements Western science and frequently have long-term legitimate claims on lands where they reside. Research partnerships with local stakeholders can increase research relevance, enhance knowledge exchange and result in greater conservation success. Different phases of the research cycle present distinct opportunities for partnership, with flexibility in timing, approaches and strategies depending on researcher and local stakeholder needs and interests. Despite being the last step in the research process, dissemination of results can be the best starting point for researchers interested in experimenting with local stakeholder engagement. Still, tropical biologists might not choose to partner with local people because of lack of institutional rewards, insufficient training in stakeholder engagement, insecure research infrastructure in community settings, and time and funding limitations. Although not appropriate in all cases and despite significant challenges, some biological scientists and research institutions have successfully engaged local stakeholders in the research process, proving mutually beneficial for investigators and local people alike and resulting in important innovations in tropical biology and conservation.  相似文献

Conflicts over natural resource use and management often arise where groups have different goals or priorities. The media can play an important dual role in these conflicts; article content might offer insights about public opinion, whilst media may shape debates and how issues are perceived by the public and decision-makers. Wildlife farming is a contentious conservation tool attracting the attention of worldwide media, and associated conflicts among different interest groups may undermine its applicability. We investigated the media’s portrayal of the Cayman Turtle Farm (CTF), a facility in the Cayman Islands which breeds green sea turtles (Chelonia mydas) for human consumption, to investigate how the media presents information about wildlife farming (i.e. framing), consider its potential roles influencing conflicts and explore how it can be used for conservation conflict management. Content analysis was used to compare framing, article valence, and stakeholder representation in 634 newspaper articles from the international and local media. These media stories were framed in terms of: tourism, conflict, conservation, culture/community, management, and utilisation. International articles most often described CTF as a tourism facility. However, during a media campaign by an international animal welfare group, CTF was also often depicted as a source of controversy. Trade in turtle products was mostly debated in older articles. Local media mainly had a financial focus. Conflict framing was associated with a negative article valence, and conflict framed articles were significantly more likely to contain no conservation information. Mentions of environmental interest groups were significantly associated with negative articles, whereas academics were significantly more likely to be mentioned in positive articles. Conservationists must consider stakeholder objectives from the outset of interventions and be aware of the multiple roles the media might play. Media analysis and effectively harnessing the potential of media outlets should be considered as tools for managing conservation conflicts.  相似文献
