Operationalizing the Cartagena Protocol on Biosafety will require resolving disputes about the meaning of the term 'precautionary approach' in the treaty text. Although the terms precautionary approach and precautionary principle have been referred to in the regulation of transgenic plants for nearly a decade, no customary expectation of what actions either requires has developed. If specific obligations for regulators, regulated entities, or both are not established, compliance will be impossible. This essay examines various interpretations of the precautionary principle, discusses their shortcomings, and suggests a way to rethink the regulation of transgenic plants that focuses on genuine uncertainty. Transgenic plants with familiar phenotypes should be subject to considerably less regulatory scrutiny than those whose risks are genuinely unknown, or known to pose heightened risk.  相似文献

Transgenic crops are widespread in some countries and sectors of the agro-economy, but are also highly contentious. Proponents of transgenic crop improvement often cite the “substantial equivalence” of transgenic crops to the their nontransgenic parents and sibling varieties. Opponents of transgenic crop improvement dismiss the substantial equivalence standard as being without statistical basis and emphasize the possible unintended effects to food quality and composition due to genetic transformation. Systems biology approaches should help consumers, regulators, and other stakeholders make better decisions regarding transgenic crop improvement by characterizing the composition of conventional and transgenically improved crop species and products. In particular, metabolomic profiling via mass spectrometry and nuclear magnetic resonance can make broad and deep assessments of food quality and content. The metabolome observed in a transgenic variety can then be assessed relative to the consumer and regulator accepted phenotypic range observed among conventional varieties. I briefly discuss both targeted (closed architecture) and nontargeted (open architecture) metabolomics with respect to the transgenic crop debate and highlight several challenges to the field. While most experimental examples come from tomato (Solanum lycoperiscum), analytical methods from all of systems biology are discussed.  相似文献

Interspecific pollen transfer (IPT) is one of the mechanisms underlying potential competition among plants for pollinators, and it refers to movement of pollen between different plant species by pollinators that visit their flowers simultaneously. Two components of IPT, related to each other, are distinguished: (a) heterospecific pollen deposition (HPD) on conspecific stigmas, which may interfere with fertilization by conspecific pollen; and (b) conspecific pollen loss (CPL) on heterospecific flowers, which may reduce the amount of pollen transferred between conspecific flowers. Thus, IPT may lead to reciprocal losses for male and female functions of the plant, with potentially important ecological and evolutionary consequences. In this review, we explore the magnitude and prevalence of IPT, examining documented mechanisms and evaluating such potential ecological and evolutionary consequences. We compiled existing evidence of interspecific pollinator sharing and interspecific pollinator switching between flowers of different species in natural communities. We evaluated the relative importance of both HPD and CPL from studies comparing these variables in pure vs. mixed floral neighborhoods, analyzing evidence for the claim that IPT is an evolutionary force promoting character displacement in habitat affinity, flowering times, and floral morphology. We also examined the findings of hand-pollination experiments carried out to reveal different mechanisms by which heterospecific pollen can affect performance of native pollen. Finally, we review evidence for impacts of alien plant species on native species' reproduction, and briefly comment on risks of crop-to-wild gene flow imposed by the release of genetically modified (transgenic) crops through IPT.  相似文献

The goal of this article was to generate a method of regional scale ecological risk assessment using an adaptation Relative Risk Model (RRM). As a case study we performed a quantitative, regional risk assessment of an invasive species, the European green crab (Carcinus maenas) at Cherry Point, Washington, USA. The conceptual model was modified from the RRM and incorporates the structure of the hierarchical patch dynamic paradigm. The ranks and filters were integrated to determine the relative contribution of each source of C. maenas to risk as well as the risk to selected biological endpoints, habitats and sub-regions for two source scenarios: (1) current conditions (2004) and (2) future conditions during an El Nino year. The results suggest that the habitat and endpoint with the greatest risk are the eelgrass habitat and the juvenile Dungeness crab, respectively. The Cherry Point subregion was identified as the area having the most risk in the first source scenario, while the Lummi Bay sub-region is most at risk during an El Nino event. The risk of impacts is substantially higher for all endpoints, habitats and sub-regions when El Nino–driven current dispersal is considered. The methodology applied in this case study can be modified and applied to determine the risk of introduction and impacts of other invasive species to the Strait of Georgia, Puget Sound, and other coastal areas.  相似文献

A technique based on immunological recognition of a foreign protein in transgenic plants has been developed. It allows a quick and reliable screening of many plant samples, improves the accuracy of the results compared to ELISA and is easier to carry out and more sensitive than a western immunoblot. This technique has also been tested to recognize foreign proteins in rice and tobacco leaf extracts.  相似文献

Kudzu, Pueraria montana (Lour.) Merr. variety lobata (Willd.) was introduced into the United States at the 1876 Centennial Exposition in Philadelphia, PA. Subsequently, it was planted widely to reduce soil erosion by the Soil Erosion Service and Civilian Conservation Corp. Over 85 million seedlings of kudzu were provided to landowners by government agencies in the southeast in the first half of the 20th century. In 1953, kudzu was removed from the list of approved plants for erosion control, in 1970 it was officially labeled a weed, and in 1997 it was placed on the Federal Obnoxious Weed List. Its rapid elongation rates, high leaf area indices, high photosynthetic rates, and frequent rooting at stem nodes make kudzu an aggressive competitor with native shrubs and trees. Estimates are that kudzu currently covers 3 million hectares throughout the eastern United States and is spreading by 50,000 ha per year. Despite widespread anecdotal statements, little quantitative information is available regarding the ecological effects of kudzu. The ability of kudzu to overtop and shade forest trees, fix atmospheric nitrogen, and emit isoprene suggest that it may have substantial effects on native forest biodiversity, forest nitrogen cycles, watershed nitrogen saturation, freshwater eutrophication, and regional air quality. Kudzu's growth rate increases strongly in response to increased CO2, and without the constraint of allocation to woody tissue this response may increase the competitive dominance of kudzu as atmospheric levels of CO2 increase. This fact, combined with its sensitivity to cold temperatures, implies that kudzu may increase its range in future warmer, high-CO2 environments. The lack of quantitative investigations on the ecological effects of kudzu is a severe impediment to our understanding of its current and future effects on native plant and animal communities and forest ecosystems.  相似文献

An aqueous-alcohol solution containing gliadin (or zein) and linoleic acid was pulverized by spray-drying and the powders were examined for their stability, digestibility and application. Linoleic acid in the powders was kept stable during three months’ storage in each case of low, moderate and high water activity. When the spray-dried powders were treated with such digestive enzymes as pepsin and pancreatin, linoleic acid was effectively changed into the hexane-extractable form concomitantly with the digestion of gliadin. The powders were administered to rats, instead of gluten and essential fatty acid in a semi-purified diet, and there was no abnormal excretion of fatty acid into the faeces. These facts indicate that two components of the powders could be digested and absorbed in the gut as usual. On the other hand, supplementation of bread with gliadin and linoleic acid in the form of spray-dried powders led to a considerable increase in bulk after baking, without affecting the taste and flavor. Linoleic acid in a loaf of bread seemed to be fairly resistlant to peroxidation during baking in an oven and during storage under aerobic conditions for a week.  相似文献

An exotic, paropsine beetle –Paropsisterna nr. gloriosa Blackburn – occurred at high densities in south‐west Ireland in 2007. In bioassays, adults and larvae fed on foliage from a variety of eucalypt species. Eggs and neonates occurred only in association with new foliage. Despite their ability to consume old foliage, adult beetles had a high preference for new leaves with low specific leaf weights (softer leaves). In choice tests, adults that depleted new foliage of their preferred host, moved to new foliage of a second host but not older foliage of the preferred host. A 2008 survey of southern Ireland indicated that P. nr. gloriosa was restricted to County Kerry, largely associated with foliage plantations in that county. The distribution of damage suggests that the initial spread of the beetle was facilitated by foliage‐trade activities. Eucalyptus parvula L.A.S. Johnson & K.D. Hill was the most heavily damaged species at many plantations. Eucalyptus pulverulenta Sims and Eucalyptus cordata Labill. were highly resistant to the beetle as indicated by low levels of damage in the field and reduced fitness of larvae in feeding trials. Nevertheless, at the plantation with the highest overall levels of damage, adult beetles moved to feed on E. pulverulenta. A progressive dispersal from plantations also caused slight damage to neighbouring ornamental eucalypts. Clear preferences by P. nr. gloriosa for new foliage, irrespective of eucalypt species, suggests that pollarding – the removal of top branches to produce dense juvenile foliage – accelerated population build‐up during 2007.  相似文献
