Spatial prioritization techniques are commonly used in conservation planning, but are relatively new for planning restoration programs. Typically, ecological data, and more recently data on economic costs and vulnerability of sites, are used. However, the effectiveness of restoration action ultimately relies on a combination of the appropriate ecological restoration techniques and the human and social dynamics of social‐ecological systems. Surveys were conducted with 29 land managers within the Makana Municipality of the Eastern Cape, South Africa, to identify a range of human and social factors hypothesized to define the potential effectiveness of restoration action. Land managers with similar characteristics were grouped using a cluster analysis, and the groups ranked and mapped in geographical information system (GIS) to provide a spatial representation of restoration opportunity. The total number of questions were reduced by 35.6%, a step toward developing a rapid assessment approach for assessing land managers' potential participation in restoration initiatives. Identifying and incorporating human and social factors that directly influence restoration prioritization should promote efficient and effective implementation of restoration actions by the Working for Woodlands programme, who are looking to funding landscape‐scale restoration through carbon trading.  相似文献

Current and projected rates of species loss prompt us to look for innovative conservation efforts. One such proposal is that large areas of North America be re‐wilded with old world species that descended from Pleistocene mega‐fauna. We argue that this approach overlooks many important ecological, evolutionary, cultural, and economic issues and detracts from conservation efforts by adding another arbitrary restoration benchmark. Our objectives are to specifically address the shifting benchmark for ecological restoration, explore the social dimensions of Pleistocene re‐wilding, which have been largely overlooked, and discuss why we think Pleistocene re‐wilding is not a proactive approach for conservation. This is not intended as a critique of innovative approaches. Instead it is an argument that human and ecological factors need to be considered in depth before any restoration initiative can be practically implemented. Proactive approaches should consider historical conditions while managing based on the present, should plan for the future, and should allow adaptation to changing conditions. We support the strategy to restore ecological interactions using species that coevolved with these interactions, bearing in mind the complexities of the socio‐ecological dimensions of any management action.  相似文献

Relating restoration ecology to policy is one of the aims of the Society for Ecological Restoration and its journal Restoration Ecology. As an interdisciplinary team of researchers in both ecological science and political science, we have struggled with how policy‐relevant language is and could be deployed in restoration ecology. Using language in scientific publications that resonates with overarching policy questions may facilitate linkages between researcher investigations and decision‐makers' concerns on all levels. Climate change is the most important environmental problem of our time and to provide policymakers with new relevant knowledge on this problem is of outmost importance. To determine whether or not policy‐specific language was being included in restoration ecology science, we surveyed the field of restoration ecology from 2008 to 2010, identifying 1,029 articles, which we further examined for the inclusion of climate change as a key element of the research. We found that of the 58 articles with “climate change” or “global warming” in the abstract, only 3 identified specific policies relevant to the research results. We believe that restoration ecologists are failing to include themselves in policy formation and implementation of issues such as climate change within journals focused on restoration ecology. We suggest that more explicit reference to policies and terminology recognizable to policymakers might enhance the impact of restoration ecology on decision‐making processes.  相似文献

In the spring of 2015, the Ecological Restoration Alliance (ERA) of Botanic Gardens held its fourth international meeting in Amman, Jordan, hosted by the Royal Botanic Garden of Jordan. Three regional working groups were launched, for the Middle East, East Africa, and Latin America, and new partnerships were forged to support ecological restoration initiatives led by botanic gardens in Jordan, Oman, and elsewhere. A one‐day public symposium, attended by over 100 people, was also held—the most significant public meeting on ecological restoration held to date in the Middle East. A communications strategy for regional outreach was agreed upon starting with the translation of several Society for Ecological Restoration (SER) foundation documents into Arabic. A peer‐reviewed translation of the SER International Primer on Ecological Restoration has already been produced by staff of the Royal Botanic Garden of Jordan and posted on the SER website. Further efforts will be made to promote public awareness in Jordan and regionally, in support of existing conservation and restoration programs, and to promote greater integration of ecological restoration programs in national and regional development schemes and government policies. Key action points were agreed upon to promote the practice of ecological restoration and the role of botanic gardens globally vis‐à‐vis policy makers and funders.  相似文献

Management of private land for ecological outcomes has emerged as an important facet of biodiversity management and ecological restoration in Australia. Common law conservation contracts and conservation covenants are important tools within this framework of private land conservation. They can provide legal protections to biodiversity and natural assets on private land, as well as legal frameworks, in the form of obligations, to restoration programs. They can provide distinct qualities of binding obligation: fixed term or enduring. Conservation contracts and covenants need to be recognized as possessing both transactional and relational qualities, and these qualities should be considered and reflected in the design of agreements and in practices of conservation management and agreement‐making. Two design questions are considered in this article. Conservation agreements need to contend with dynamism in ecological and social realities and this may be accommodated in mechanisms for adjustment of obligations between or within agreements. Dispute management is a second field of practice and drafting requiring attention. Constructing disputes provisions that are adapted and appropriate to long‐term conservation actions and restoration initiatives is reflective of good faith principles and can include scope for graduated, independent, corrective, and fair arrangements, informed as necessary by expert input.  相似文献

Both conservation biology and macroecology are synthetic, and macroecological research consistently has informed the theory and practice of biological conservation. Explicit integration of the macroecology of human systems and natural systems has been rare, but can advance the incorporation of social justice, environmental justice and environmental equity into conservation biology and participatory conservation (inclusion in decision‐making of those who are affected by, or can affect, that decision). The basis of this strong link is the focus of macroecology on the relations of a given biota to environmental patterns and processes, and these patterns and processes can affect humans differentially. Macroecological integration of social justice and conservation generally requires spatial and temporal representation of all variables at resolutions and extents that allow meaningful analyses. This requirement may facilitate clarity about social metrics and norms. To illustrate, we examine applications of macroecology to analysis of the effects of climate change on social justice and biological conservation; relations among climate, violence among humans and conservation; and the response of the spread of disease to social and ecological factors. We believe that macroecology is a means of providing transparent inferences that can inform conservation, health and social policies.  相似文献

The use of willingness-to-pay approaches in mammal conservation   总被引:4,自引:0,他引:4  
With limited monetary resources available for nature conservation, policy‐makers need to be able to prioritize conservation objectives. This has traditionally been done using qualitative ecological criteria. However, since declines in species and habitats are largely the result of socio‐economic and political forces, human preferences and values should also be taken into account. An environmental economics technique, contingent valuation, provides one way of doing this by quantifying public willingness‐to‐pay towards specific conservation objectives. In this paper, the use of this approach for quantifying public preferences towards the UK Biodiversity Action Plans for four different British mammal species is considered. The species included are the Red Squirrel Sciurus vulgaris, the Brown Hare Lepus europaeus, the Otter Lutra lutra and the Water Vole Arvicola terrestris. Willingness‐to‐pay for conservation was increased by the inclusion of the Otter among the species, membership of an environmental organization and awareness of the general and species‐specific threats facing British mammals. It was reduced by the presence of the Brown Hare among the species being considered. These findings for British mammals are compared with other willingness‐to‐pay studies for mammal conservation worldwide. Willingness‐to‐pay tends to be greater for marine mammals than terrestrial ones, and recreational users of species (tourists or hunters) are generally more willing than residents to pay towards species conservation. The choice of technique for eliciting willingness‐to‐pay from respondents is also shown to be highly significant. Willingness‐to‐pay values for British mammals derived from contingent valuation are sensitive to the species included rather than merely symbolic. This indicates that, with care, such measures can be used as a reliable means of quantifying public preferences for conservation, and therefore contributing to the decision‐making process. However, irrespective of the internal consistency of contingent valuation, the validity of the approach, especially for use in nature conservation, is disputed. Willingness‐to‐pay is likely to reflect many interrelated factors such as ethical and moral values, knowledge and tradition, and monetary values may not be an adequate representation of these broader considerations. Willingness‐to‐pay approaches should therefore be used in addition to, rather than in place of, expert judgements and more deliberative approaches towards policy decision‐making for conservation.  相似文献

Summary A common approach to nature conservation is to identify and protect natural ‘assets’ such as ecosystems and threatened species. While such actions are essential, protection of assets will not be effective unless the ecological processes that sustain them are maintained. Here, we consider the role of ecological processes and the complementary perspective for conservation arising from an emphasis on process. Many kinds of ecological processes sustain biodiversity: including climatic processes, primary productivity, hydrological processes, formation of biophysical habitats, interactions between species, movements of organisms and natural disturbance regimes. Anthropogenic threats to conservation exert their influence by modifying or disrupting these processes. Such threats extend across tenures, they frequently occur offsite, they commonly induce non‐linear responses, changes may be irreversible and the full consequences may not be experienced for lengthy periods. While many managers acknowledge these considerations in principle, there is much scope for greater recognition of ecological processes in nature conservation and greater emphasis on long time‐frames and large spatial scales in conservation planning. Practical measures that promote ecological processes include: monitoring to determine the trajectory and rate of processes; incorporating surrogates for processes in conservation and restoration projects; specific interventions to manipulate and restore processes; and planning for the ecological future before options are foreclosed. The long‐term conservation of biodiversity and the well‐being of human society depend upon both the protection of natural assets and maintaining the integrity of the ecological processes that sustain them.  相似文献

Improving the effectiveness of conservation translocations could contribute to reversing global biodiversity loss. Although evaluations of ecological factors affecting translocation outcomes are commonplace, consideration of human social factors remains rare, hindering improvements to this conservation practice. We analysed 550 translocation case studies to explore the inclusion of social factors in project feasibility assessments. Reviewed projects often failed to assess social feasibility, and assessments, where attempted, tended to be narrow in scope. Consequently, challenges such as proactively addressing conflict often remained unaddressed. Insufficient knowledge sharing and prioritisation of ecological feasibility, to the detriment of social feasibility, remain barriers to effective planning. Successful outcomes of translocations are linked to early assessment of social feasibility and to the establishment of long-term commitments between people, places, and partners.  相似文献

Looking ahead to the United Nations' 2021–2030 Decade of Ecosystem Restoration, we would like to ponder and discuss two fundamental goals to improve, mainstream, and scale up ecological restoration. The first is to cultivate alternative visions of the human dimension in relation to ecological restoration and other restorative activities. The second is to develop shared protocols for planning, revamping, and monitoring the progress of social goals related to ecological restoration within the social construction theoretical framework, based on three interrelated dimensions: stakeholder‐based problem definition, social representations, and legitimation. We draw on ongoing work in Caquetá (Colombian Amazonia) to consider how these dimensions may be incorporated into tangible restoration practices. Caquetá is facing the highest deforestation rates in the Amazonian region due to a highly volatile sociopolitical context and recent armed conflicts that have claimed thousands of victims to date. We conclude that the work in Caquetá demonstrates a process of social construction that effectively couples new human values with ecological restoration. Our work also provides evidence that the human dimension of restoration is a central issue in the restoration of human, social, and ecosystem health and must be integrated into the framework of the coming Decade of Ecosystem Restoration.  相似文献

Finding effective ways of conserving large carnivores is widely recognised as a priority in conservation. However, there is disagreement about the most effective way to do this, with some favouring top‐down ‘command and control’ approaches and others favouring collaboration. Arguments for coercive top‐down approaches have been presented elsewhere; here we present arguments for collaboration. In many parts of the developed world, flexibility of approach is built into the legislation, so that conservation objectives are balanced with other legitimate goals. In the developing world, limited resources, poverty and weak governance mean that collaborative approaches are likely to play a particularly important part in carnivore conservation. In general, coercive policies may lead to the deterioration of political legitimacy and potentially to non‐compliance issues such as illegal killing, whereas collaborative approaches may lead to psychological ownership, enhanced trust, learning, and better social outcomes. Sustainable hunting/trapping plays a crucial part in the conservation and management of many large carnivores. There are many different models for how to conserve carnivores effectively across the world, research is now required to reduce uncertainty and examine the effectiveness of these approaches in different contexts.  相似文献

Summary Australia’s temperate woodlands are environments of cultural and ecological importance and significant repositories of Australia’s biodiversity. Despite this, they have been heavily cleared, much remaining vegetation is in poor condition and many species of plants and animals are threatened. Here, we provide a brief overview of key issues relating to the ecology, management and policy directions for temperate woodlands, by identifying and discussing ten themes. When addressing issues relating to the conservation and management of temperate woodlands, spatial scale is very important, as are the needs for a temporal perspective and a complementary understanding of pattern and process. The extent of landscape change in many woodland environments means that woodland patches, linear networks and paddock trees are critical elements, and that there can be pervasive effects from ‘problem’ native species such as the Noisy Miner (Manorina melanocephala). These consequences of landscape change highlight the challenge to undertake active management and restoration as well as effective monitoring and long‐term data collection. In developing approaches for conservation and management of temperate woodlands, it is essential to move our thinking beyond reserves to woodland conservation and management on private land, and recognise the criticality of cross‐disciplinary linkages. We conclude by identifying some emerging issues in woodland conservation and management. These include the need to further develop non‐traditional approaches to conservation particularly off‐reserve management; the value of documenting approaches and programmes that demonstrably lead to effective change; new lessons that can be learned from intact examples of temperate woodlands; and the need to recognise how climate change and human population growth will interact with conservation and management of temperate woodlands in future decades.  相似文献

Long‐term ecological studies are critical for providing key insights in ecology, environmental change, natural resource management and biodiversity conservation. In this paper, we briefly discuss five key values of such studies. These are: (1) quantifying ecological responses to drivers of ecosystem change; (2) understanding complex ecosystem processes that occur over prolonged periods; (3) providing core ecological data that may be used to develop theoretical ecological models and to parameterize and validate simulation models; (4) acting as platforms for collaborative studies, thus promoting multidisciplinary research; and (5) providing data and understanding at scales relevant to management, and hence critically supporting evidence‐based policy, decision making and the management of ecosystems. We suggest that the ecological research community needs to put higher priority on communicating the benefits of long‐term ecological studies to resource managers, policy makers and the general public. Long‐term research will be especially important for tackling large‐scale emerging problems confronting humanity such as resource management for a rapidly increasing human population, mass species extinction, and climate change detection, mitigation and adaptation. While some ecologically relevant, long‐term data sets are now becoming more generally available, these are exceptions. This deficiency occurs because ecological studies can be difficult to maintain for long periods as they exceed the length of government administrations and funding cycles. We argue that the ecological research community will need to coordinate ongoing efforts in an open and collaborative way, to ensure that discoverable long‐term ecological studies do not become a long‐term deficiency. It is important to maintain publishing outlets for empirical field‐based ecology, while simultaneously developing new systems of recognition that reward ecologists for the use and collaborative sharing of their long‐term data sets. Funding schemes must be re‐crafted to emphasize collaborative partnerships between field‐based ecologists, theoreticians and modellers, and to provide financial support that is committed over commensurate time frames.  相似文献

There is strong upswing in conservation and restoration efforts in Latin America (LA), particularly in the recent decades after several countries have committed to international agreements such as the Aichi targets of the Convention on Biological Diversity, Initiative 20×20, and the Bonn Challenge. To fulfill these agreements, the practice of ecological restoration has to be defined based on ecological knowledge, but also on the specific social, economic, and legal aspects of each country in the region. Here, we give some examples about the national understanding of ecological restoration in 10 countries of LA. We identify difficulties and opportunities to define restoration priorities and needs, and discuss some approaches to cope with economic constraints and agreements, including the potential role of restoration networks in this process. On the basis of the socioecological complexity of these countries and the expectations they have in relation to restoration, we proposed four approaches to guide restoration practice and policy in the region: (1) including biodiversity and ecosystem services approach into ecosystem restoration initiatives; (2) promoting restoration in their frequently human‐modified landscapes; (3) accounting for cost–benefit trade‐offs; and (4) assembling “horizontal” communication frameworks. These approaches should be based at national levels, but adapted to local‐regional levels, in a bottom‐up perspective. We consider that national and international restoration networks in the region can help to overcome difficulties, fostering a solid scientific community, helping to develop national approaches that better match the specific conditions of each country and enhancing communication among different groups of stakeholders.  相似文献

Restoration ecology is a deepening and diversifying field with current research incorporating multiple disciplines and infusing long‐standing ideas with fresh perspectives. We present a list of 10 recent pivotal papers exemplifying new directions in ecological restoration that were selected by students in a cross‐disciplinary graduate seminar at the University of California, Berkeley. We highlight research that applies ecological theory to improve restoration practice in the context of global change (e.g. climate modeling, evaluation of novel ecosystems) and discuss remaining knowledge gaps. We also discuss papers that recognize the social context of restoration and the coupled nature of social and ecological systems, ranging from the incorporation of cultural values and Traditional Ecological Knowledge into restoration, to the consideration of the broader impacts of markets on restoration practices. In addition, we include perspectives that focus on improving communication between social and natural scientists as well as between scientists and practitioners, developing effective ecological monitoring, and applying more integrated, whole‐landscape approaches to restoration. We conclude with insights on recurrent themes in the papers regarding planning restoration in human‐modified landscapes, application of ecological theory, improvements to restoration practice, and the social contexts of restoration. Summary Conservation management in agricultural landscapes involves identification and prioritization of assets, and interventions to reverse or arrest decline. Planning requires synthesis of hydrological, ecological and agronomic information and intuitions. We provide a case study involving the Lake Warden Wetland System, a Ramsar‐listed site on the south coast of Western Australia threatened by salinity and flooding. As the relative merits of management options (including engineering‐based solutions and catchment revegetation) may be sensitive to climate change, we captured our knowledge and understanding of the effectiveness of options under different climate change scenarios using Bayesian belief networks. We insulated against overconfidence by an info‐gap analysis that describes the trade‐off between aspiration and immunity to uncertainty. Only engineering‐based solutions offer reasonable prospects for achieving stated conservation goals in the Lake Warden Wetland System within a 25‐year time horizon. Marginal gains derived from co‐investment in revegetation varied among the assets. We advocate explicit treatment of uncertainty and risk‐based approaches to decision‐making to equip managers with a means of progressing conservation goals. The complementary insights offered by Bayesian belief networks and info‐gap analysis provide a sound basis for managers to assess the extent to which candidate management actions are robust to uncertainty.  相似文献

Loss of marine habitats due to urbanisation has been met with growing research efforts to mitigate ecological impacts through eco‐engineering. Research in this area has focused on scientific and engineering outcomes, not considering that seawalls are a socially driven insertion into the environment. Further, management concerns when employing eco‐engineering projects include public opinion regarding the aesthetic value of enhanced structures. It is therefore important for ecologists working in urban systems to understand how the public connects with the environment. Here, we used surveys to quantify perceptions of marine environmental issues and attitudes towards an example of eco‐engineering research from Sydney Harbour, Australia. We also evaluated the effect of disclosing the costs of enhancing seawalls to participants regarding their support for the initiative. Results showed there was high support for applied management to improve biodiversity. This result is promising for the implementation of future eco‐engineering projects. Understanding social values towards our coastlines and new conservation initiatives will provide end users with the tools to optimise coastal management plans. In summary, consideration of public values in urban conservation is essential for effective management.  相似文献

Rules governing human behaviour are at the heart of every system of natural resource management. Without compliance, however, rules are meaningless so effective enforcement is essential if conservation is to be successful. There is a large body of theory concerning enforcement and compliance with rules spread over several disciplines, including psychology, economics and sociology. However, there have been few attempts to extend this theory to conservation applications and there is little practical guidance for managers and conservation planners on the optimal design of enforcement programmes. We review approaches to understanding why individuals break rules and how optimal policy choices can reduce rule-breaking, highlighting research which has specifically dealt with natural resources. Because of the difficulty of studying rule-breaking behaviour directly, modelling approaches have been particularly important and have been used to explore behaviour at the individual, group and institutional levels. We illustrate the application of models of enforcement and compliance to conservation using the African elephant Loxodonta africana as a case study. Further work is needed to create practical tools which can be applied to the design of enforcement measures in conservation. Particular challenges include understanding the importance of violations of rationality assumptions and incorporating intertemporal choice in models of decision making. In conclusion, we argue that a new field of robust theory and practice is urgently needed to ensure that issues of enforcement and compliance do not undermine conservation initiatives.  相似文献

随着我国自然保护事业进入新时代,以国家公园为主体的自然保护地体系建设思路得以明确,以国家公园为代表的自然保护地监测工作也被赋予了更高的要求。监测在促进国家公园科学规划与管理中发挥着重要作用,国家公园管理目标的实现离不开可靠的监测数据和信息的支撑。我国的国家公园试点由各类型自然保护地整合设立,因此面临不同监测类型之间的整合,存在缺乏统一的监测指标体系、有效的监测数据管理、健全的监测实施机制等问题。在对各类型自然保护地整合优化的基本思路下,基于国外国家公园监测实践与经验,综合考虑我国自然保护地的监测现状和需求,从顶层设计出发,构建了以自然资源清查为基础、以生态监测为核心、以自然与人为干扰监测为辅助、以管理有效性监测为补充并服务管理有效性评价的国家公园综合监测体系。在此基础上,进一步提出由三级监测网络、监测数据管理、管理有效性评价三部分组成的国家公园监测实施机制。在国家公园监测体系构建方面进行了探索与尝试,以期为我国国家公园监测体系以及监测制度的建立提供有益参考。  相似文献

Restoring forest landscapes is critical in the face of continued global forest loss and degradation. In this article, we explore some challenges underlying the delivery of global commitments to restore forest landscapes. We propose that three fundamental questions need to be resolved upfront for the effective implementation of Forest Landscape Restoration and related commitments: (1) What social and ecological landscape objectives are being sought through Forest Landscape Restoration? (2) How are specific areas being selected for restoration? (3) How is success measured when restoring forest landscapes? We believe that there is an urgent need to adequately answer these questions to successfully implement political commitments for large‐scale forest restoration.  相似文献
