The Anacostia River severs Washington, D.C. Military waste, urban runoff, and former farmland dirty the water, but people who live along its shores cherish the river and fight to make it clean. Political ecology, stressing the power relations, inequalities, connections, and contradictions that join natural and social processes over time, enlarges historical and anthropological theory in Washington. In this article I explore the experiences and perspectives of people who have lived along the Anacostia River over the last 10,000 years. Linked transformations in environmental and social processes repeatedly created unsettled, contradictory, and unjust relations between people and the natural and built environment. The pollution of the Anacostia River reflects colonialism and conquest: nationalism, militarism, empire; racism, inequality, and urban renewal. I begin with the British conquest, then turn to four successive moments in state formation: the founding of the capital, the invention of a strong central government, urban renewal in the capital core, and the contemporary development of the waterfront. The use values of people who live along the river conflict with the exchange values that have dominated the city's history. The city's environmental justice movement has emerged from these use values and today confronts a massive redevelopment plan that exploits and undermines the movement, [political ecology, environmental justice, urban history, race, and poverty]  相似文献

While anthropological scholarship on the life course transitions of young people has aimed to contribute to theories of structure and agency, social reproduction and change, it has done so relatively independently from the anthropological literature on subject formation. This paper explores how subjectivity – how people feel, think, and experience – is implicated in grappling with life course transitions. It addresses how ‘being serious’ is considered a critical adult competency and its achievement delineates a key life transition that young women in western Kenya variously resent and value, resist and seek. The analysis illuminates ways in which people grapple with their own subjectivity as a problem as well as a project, and how such problems and projects of subjectivity are problems and projects of social reproduction. I argue that taking account of such subjective transformations can augment political economy analysis of meanings and modes of life.  相似文献

This article constitutes an ethnographic exploration of the salience of houses – both ruined and lived in – on the Outer Hebridean island of South Uist. While I describe houses as both sites of memory and sites of dwelling, my argument is that the latter – dwelling – encompasses and subsumes the former – memory. This argument is situated in a historical and political context where, despite over 4,000 years of human habitation, dwelling cannot be taken for granted. Current pressures of depopulation, unemployment, poverty, and ever-tighter conservation legislation are perceived as continuous with the tragedies of the Clearances and beyond. The ethical and political claim for Uist as a place of human dwelling is made, both implicitly and explicitly, through a continuity of human occupation indexed by the material presence of houses.  相似文献

This article critically examines the unknowing of the source of the Ebola epidemic in Northern Uganda, in 2000/1, by asking how this unknowing has been achieved and has shaped the disease situation. Specifically, this article follows my informants’ explanation that soldiers of the Uganda People's Defence Force had brought the disease from the Democratic Republic of the Congo to Uganda. This account is widely rejected as a rumour by scientists, who insist that the source of the epidemic remains unknown. By contrast, I suggest that following these stories, as embodied experiences of the multiple connections between war and epidemics, human and nonhuman lives, provides crucial insights into the political ecology of Ebola in the wider region – a region where, even today, conflict and Ebola outbreaks are intricately interwoven. Understanding how unknowing is achieved and shapes a disease situation directs attention to forms of silent knowing, which illuminate what preparedness means in the political ecology of Ebola.  相似文献

“When Work Disappears” has shaped research agendas on poverty, racial hierarchy, and urban social and economic dynamics. That is a lot for one article, yet two issues warrant more analysis. They are the ways in which socially defined “race” – rather than or in combination with class – explains the impact of sustained joblessness, and the political behaviours that may emerge in response to work’s disappearance. I point to evidence showing that both race and class have independent associations with the loss of work in poor African-American communities, as well as interactive effects. In the political arena – too often neglected by sociologists studying poverty – sustained, community-wide joblessness or underemployment are associated both with withdrawal from political engagement and with the recent resurgence of right-wing populism. Even after several decades of intensive research, we have more to learn about the interactions of race, class, politics, and the disappearance of work.  相似文献

In this article, I consider the shifting politics of animal rights activism in Israel in relation to human rights activism. I find that whereas in the past, human and animal rights activism were tightly linked, today they have become decoupled, for reasons I explore in this article. Although human and animal rights activism once shared social and ideological foundations in Israeli society, today much of the current animal rights activism is assertive and explicit in its disregard for human rights issues, such as the ongoing occupation of Palestine and the treatment of Palestinians. This decoupling has been heightened by the appropriation of animal rights politics by a right‐wing state for the purposes of ethical legitimation. This article considers the dilemmas of ethical responsibilities towards humans and animals as it plays out in one of the most vexed political environments in the world. I consider the shifting politics of human and animal rights activism, and demonstrate how they implicate and entangle each other in the context of the ongoing Israeli‐Palestinian conflict. I further consider what the decoupling of the human and animal rights movements might suggest regarding the ongoing academic critique of human rights and humanism.  相似文献

Data from observation and interviews demonstrate how play honors animals' subjectivity and communication skills, making this everyday activity an act of individualized resistance to human disregard for non-human life. This article offers recent dynamics of unauthorized migration and interception in the central Mediterranean as an example of historical anthropology of transnational region formation. It exemplifies how we can rescale classical themes in Mediterraneanist anthropology – hospitality, in this case – to illuminate transnational processes. I argue that anthropologists actually share with human rights advocates and European officials these ways of thinking about the scales of the moral and the political dimensions of migration, and I offer an alternative understanding of the scales of action, responsibility, and sovereignty as well as a clue about how regions come to life.  相似文献

This article investigates the interrelation between law and hope in the context of constitutional change in the Central Asian country of Kyrgyzstan. Drawing upon ethnographic and textual data, it is shown that the constitution has acquired particular discursive importance in Kyrgyzstan each time the foundations of the state have been severely challenged or shattered. Paying particular attention to three major political conflicts, the article demonstrates how, in the aftermath of each, speeches, performances, presentations and conversations were infused with ‘constitutional faith’, binding together the political elite and ordinary citizens in an expression of their general hope that constitutional change could bring about a better future. I view constitutional faith as a practice of hope that allows people to actively engage with their being-in-the-world, particularly in times of crisis. In the aftermath of large-scale political conflict, with which I am concerned here, it can become a faith-based mode of conflict resolution.  相似文献

Post-1965 demographic changes in the United States [US] have brought blacks, Latinos, and Asian Americans into direct conflict, raising the question of how and whether law and public policy should attempt to adjudicate conflicts among racialized minority groups. I argue in this article that for the past few decades, national political leaders in the US have promoted an official multiculturalist discourse that actually discourages Americans from naming and addressing these intergroup tensions. This discourse superficially reimagines race and nation – by moving from a biracial, black-white focus to a formal acknowledgment of multiracial difference – while refusing to acknowledge the complex interminority inequalities and antagonisms generated by this new diversity. How might we refocus national attention on the serious interminority conflicts and racial justice struggles unfolding around us? I consider resurrecting the traditional notion of racial hierarchy as a counter-narrative to official multiculturalist discourse before arguing instead for one which involves a more complex notion of “racial positionality”.  相似文献

Among the ethnic minority Lisu in the Nu River Valley on the China-Myanmar border, Christian missionization and Chinese development have led to cultural loss by paradoxically erasing and reifying Lisu cultural practices. Responding to loss, non-Christian Lisu men gather regularly to drink alcohol, a practice denigrated by state and Christian discourses. Drawing on long-term ethnographic fieldwork, this article argues that alcohol drinking is a form of melancholic play – a mode through which non-Christian Lisu men objectify and refuse cultural loss. Revising conventional understandings of melancholia, in which people are said to be haunted by loss, I analyse how the men exert a haunting force through melancholic play. Incorporating forgotten rituals and summoning abandoned spirits, they reverse hegemonic hierarchies, reshape communal boundaries, and remember lost lifeworlds. By illuminating how melancholia constitutes an active refusal of loss rather than a pathological return of the repressed, this article contributes to understanding how people transform loss into social creativity, agency, and political action.  相似文献

This article examines the social and political, as well physical, construction of infrastructure, by attending to the implications of a highway yet to be built. In southern Belize, where the development of rural road networks figures strongly in historical narratives of political and environmental change, the recent paving of a major domestic highway has had distinctive implications for livelihoods and land rights among the predominantly Maya population of rural Toledo district. At the time of research, a plan for a new paved highway to the Guatemalan border animated longstanding debates over territoriality, environment and development, even as the details remained elusive. Bringing political ecology into conversation with attention to the perception of sensory environments, and the affective power of anticipation, I argue for extending anthropological conversations about infrastructure to encompass the meanings and consequences of imagined infrastructures for the ways people encounter, experience and enact social and environmental change.  相似文献

Globally, alternative dispute resolution (ADR) advocates celebrate informality as a means to improve access to justice for poor people and to unburden courts, emphasizing the spoken dimensions of conflict resolution rather than the written product. Yet residents of El Alto, Bolivia, are preoccupied with the graphic artefacts produced by ADR programmes: conciliation accords. This article argues that Alteños pursue conciliation accords because of their isomorphism – shared physical traits – with legal documents. In mobilizing legal‐like documents as avatars of coercive state authority, Alteños reveal how the urban poor marshal ambiguous bureaucratic documentary procedures to reorder untenable social relations and to give some teeth to oral arrangements amid economic insecurity and dubious judicial prospects.  相似文献

This article explores the cultural epidemiology of rlung ("loong") disorder among Tibetans living in the cities and towns of the modern Chinese state of Tibet. Rlung, glossed as air or wind, is the most important of the three humors of the classical Tibetan ethnomedical system. Considered by Tibetans to be contingent upon multiple social, emotional, and religious phenomena, rlung disorders are fertile ground for the development of etiological discourses that incorporate the social and political crises that are part of the rapidly changing Tibetan plateau. In this essay I locate rlung disorder in a confluence of Tibetan ethnomedical constructions of the mind-body-universe linkage, in which rlung stands as the chief symbolic mediator, with ethnic conflict, rapid economic development, and the localization of global debates over Tibetan suffering and human rights.  相似文献

Empirical research on human and non-human primates suggests that communication sounds express the intensity of an emotional state of a signaller. In the present study, we have examined communication sounds during induced social interactions of a monogamous mammal, the tree shrew. To signal their unwillingness to mate, female tree shrews show defensive threat displays towards unfamiliar males paralleled by acoustically variable squeaks. We assumed that the distance between interacting partners as well as the behavior of the male towards the female indicates the intensity of perceived social threat and thereby the arousal state of a female. To explore this hypothesis we analyzed dynamic changes in communication sounds uttered during induced social interactions between a female and an unfamiliar male. Detailed videographic and sound analyzes revealed that the arousal state predicted variations in communication sound structure reliably. Both, a decrease of distance and a male approaching the female led to an increase in fundamental frequency and repetition rate of syllables. These findings support comparable results in human and non-human primates and suggest that common coding rules in communication sounds govern acoustic conflict regulation in mammals.  相似文献

Exposing Silence as Cultural Censorship: A Brazilian Case   总被引:1,自引:0,他引:1  
In this article I assert that in focusing on salient discourses, contested cultural domains, and public forms of conflict and power, cultural and linguistic anthropologists, and other social scientists, have overlooked the significance of communal forms of silence in shaping the social and political landscape. I argue that such customary silences constitute "cultural censorship," which, unlike state-sponsored censorship, is practiced in the absence of explicit coercion or enforcement. Although practiced by different and opposed groups, cultural censorship tends to be constituted through, and circumscribed by. the political interests of dominant groups. In this article, which is based on ethnographic research in Rio de Janeiro. I analyze a case of cultural censorship by examining the customary silence surrounding the subject of racism in Brazil. This article explores how ecological change transforms children and child-rearing among Indigenous Marind in West Papua. Marind children become ‘anim ' (persons) by immersing themselves within the ecology of sago palms and their suckers, or ‘sago children’. Conversely, deforestation and oil palm expansion – the defining traits of the place, period, and production mode I term ‘Papuan Plantationocene’ – subvert the mutual maturation of humans and sago by confining children to the oppressive environment of the village and preventing them from supporting sago's growth through sago transplanting and felling. Meanwhile, oil palm itself is alternately characterized by Marind as a vulnerable child subjected to totalizing human control and as a figure of hope for future Marind generations. The article provides a deeper and broader consideration of ‘childhood’ beyond the human in understanding how monocrop capitalist production reconfigures the form and possibility of multispecies social reproduction for people and plants.  相似文献

Encountered by mobile money professionals – industry and philanthropic actors seeking to bring mobile phone‐enabled financial products to poor people in the ‘developing world’ – the authors move together with new collaborators to inquire into a problem they had been grappling with for some time. This is the problem of agency; specifically, the agency of ‘mobile money agents’, the people ‘on the ground’ or ‘in the field’ who form a crucial function in permitting others to put cash into an electronic money transfer system and pull cash out of it. These ‘human ATMs’ or ‘bridges to cash’ become the object of analytical scrutiny for mobile money experts and anthropologists. This article takes that analytical scrutiny – and not mobile money agents themselves – as its object. It seeks to understand how ‘agency’ inflects debates over money, its meaning and its pragmatics, and its transformation in new communicative infrastructures, and how it might inform anthropology and political struggles over money and payment.  相似文献

The imminence of forest conversion in the northern Andean region requires a careful evaluation of the social, political and economic context in which environmental efforts take place in order to achieve conservation. Through its socioeconomic effects violent conflict can result in threats pertinent to both conservation and resource management schemes. A survey of the San Lucas mountain range, at the northern tip of the Colombian Central Andes, is presented as a case study of factors associated with violent conflict that may hinder or enhance conservation in this complex social and political setting. Instability in land use and tenure associated with armed conflict were identified as major pressures associated with further conversion of tropical forest habitats; while low rates of settlement and measures enforced by armed rule were very effective in preserving certain tracts of forest. War certainly alleviates demographic pressure from settlers, but contemporary patterns of colonization in San Lucas suggest that armed conflict is detrimental to conservation purposes and to key members of the biological community.  相似文献
