Summary Landholder adoption of conservation practices has been extensively researched in dryland areas, but there has been less research into the adoption of biodiversity conservation practices in irrigation areas. The Murray Catchment Management Authority (MCMA) and Murray Irrigation Limited (MIL) in south‐west New South Wales offer landholders monetary incentives to enhance native vegetation management. However, uptake of the incentives and recommended practices has been slower in the irrigation areas than in dryland areas serviced by the MCMA. We explored landholder participation in native vegetation management in the MIL area using semistructured interviews with landholders and extension staff. Our findings suggest there are important differences between irrigation and dryland contexts. Landholders in irrigation districts face higher opportunity costs and are more likely to mistrust government intentions. Other constraints to adoption include lack of financial resources, restricted time to carry out works and a high turnover of extension staff. Landholders adopted recommended vegetation management practices because those practices matched their values and goals. The importance of regular contact with a positive and enthusiastic extension officer was also evident. These findings have important implications for conservation policies and programs. Extension should move beyond arousing interest and include substantial follow‐up contact to maintain landholder motivation and confidence, as well as provide recognition for past landholder efforts. Incentive programs should be designed to provide wider landholder support with different entry points allowing participants to adapt, learn and build confidence. Incentives should address the constraints experienced by landholders, particularly at times of peak workloads and during drought. Work targets set for field staff can be too high and result in program staff focusing on accomplishing on‐ground work, rather than developing irrigators’ longer‐term commitment to vegetation conservation.  相似文献

The Land for Wildlife program started in Victoria in 1981 as a voluntary program with the broad aim of supporting landholders in providing habitat for wildlife on their property. The program has since spread across Australia and is implemented in a range of guises, through a variety of governance approaches. This research collected qualitative and quantitative data on Land for Wildlife programs across Australia to conduct the first national review. Data were gathered on changes in program membership to assess different participation trends. In addition, phone interviews with Land for Wildlife coordinators throughout Australia were conducted to explore how the programs are positioned in delivering biodiversity outcomes in a range of different regions. Over 14,000 properties covering 2.3 million ha are currently registered under Land for Wildlife programs. with at least 500,000 ha of habitat managed for conservation. Limited resources present a large challenge faced by a number of programs, with generally low funding and staffing resulting in restricted biodiversity focus and conservation outcomes. We suggest options to enhance the programs and propose future research directions.  相似文献

Summary   To a large extent, the condition of riparian areas in Australia is determined by the management actions of private landholders. In this study, we discuss findings from our research in the Goulburn Broken Catchment comparing landholder and scientist assessments of the condition of riparian areas. We interviewed 33 landholders and undertook ecological condition assessments at 38 sites on privately managed river frontages. Using mail survey data that included landholder assessments of riparian condition, we were then able to compare landholder and scientist assessments. Despite substantial effort in this catchment to improve riparian condition, the riparian zones sampled were generally in poor condition. Landholder and scientist assessments of ecological condition showed a significant positive correlation. This indicated broad agreement, despite some substantial differences in assessment of some components of the condition score. Disparities between scientist and landholder assessments were related to the estimation of native ground cover, leaf litter cover and tree canopy continuity within riparian zones. The capacity of this simple assessment tool to differentiate varying levels of riparian zone degradation demonstrates the potential utility of mailed, self-assessment surveys to inform management programs and decisions about the allocation of resources for restoration efforts.  相似文献

This paper argues that improving the communication between landholders and ecologists will result in better conservation outcomes for ecosystem management on private land. It examines a case study of ecological research on frogs undertaken on private, agricultural land in south-eastern Australia. The paper questions the traditional separation of ecological science from landholders specifically and the public in general. In addressing this issue the authors wish to improve the relevance of ecology for landholders, raise the profile of social science for ecologists working on private land and examine the implications of improving ecologist – landholder relationships. For landholders, an improved understanding of the ecological context of their agricultural activities may lead to sustainability gains. For ecologists, a deeper appreciation for the social context of their ecological research provides an opportunity to see how their work is perceived and/or acted upon in practice. For both parties, a communicative relationship may minimise future need for ecosystem repair. Such an approach (for both landholders and ecologists) can lead to the break down of stereotypes and/or a greater appreciation of the others’ perspectives, constraints and values with respect to conservation on private land. In the productive discussions arising from conversations between landholders and ecologists, new approaches to sustainable land management and nature conservation may emerge.  相似文献

The need to expand areas of native vegetation is clear to ecologists and governments; however, the privately owned nature of most cleared land means landholder support is critical. To improve landholder engagement in revegetation programmes, insight is needed into the information and attitudes being shared in landholder communities, especially by landholders with experience of participation in revegetation initiatives. Using a grounded theory framework, a content analysis was conducted on data gathered from semi‐structured interviews with 20 landholders who have undertaken revegetation on their properties. Three dominant themes emerged from the analysis of reasons for engaging with revegetation programmes, relating to perceived ‘environmental’, ‘personal’ or ‘agricultural’ benefits. Some unexpected impacts of the planting were also identified, both positive and negative. Suggested ways to improve landholder participation included increased funding and support; improved information regarding funding already available; and clearer communication about vegetation management laws.  相似文献

Summary In south‐eastern Australia, the introduced Red Fox (Vulpes vulpes) is a major predator of native wildlife and livestock. Fox control in agricultural landscapes is heavily reliant on the laying of poisoned baits by private landholders, yet there have been few assessments of the application or success of landholder‐baiting practices. We evaluated a community‐based fox‐baiting campaign, typical of programs employed throughout the agricultural regions of south‐eastern Australia to control foxes. We recorded the spatial coverage of 1080 baits deployed by landholders, assessed baiting procedures, monitored the survival of six radio‐collared foxes during and after baiting, and compared the spatial coverage and likely effectiveness of the baiting program with two alternative (theoretical) baiting strategies. Relative to other baiting programs, coordination among neighbours was reasonably high, with 37.5% of baited properties (n = 40) adjoining ≥3 neighbouring properties that also contained baits. Nevertheless, the maximum distance from the centre of a baited property to the nearest edge of an unbaited property was <750 m (mean = 380 m ± 147 m SD). On average, 33% (±17% SD) of each fox’s home range overlapped with baited properties, but only two foxes died during the baiting program. The remaining four foxes were still alive 10 weeks after baiting ceased. Modelling of simulated fox home ranges showed that 13.5% contained no bait stations based on the community baiting program, whereas alternative roadside‐ and grid‐baiting strategies (theoretically) delivered baits to all simulated home ranges. Some landholders employed practices that could reduce the effectiveness of baiting programs such as not removing decayed baits before deploying new ones or placing bait stations too close together. Our research illustrates the difficulties of managing a coordinated baiting program on private land that effectively controls foxes. Alternative baiting strategies such as roadside baiting need to be considered to improve fox control in agricultural landscapes.  相似文献

Summary An exploratory study of landholders in the central wheatbelt of Western Australia provides a useful snapshot of values, uses, management, information sources and requirements of landholders in relation to remnant native vegetation in agricultural landscapes. Landholders valued their remnant vegetation for ecological, aesthetic, functional and community reasons. Most actively managed it for nature conservation, although almost half grazed stock in their remnants. In terms of information sources and needs, the most widely used sources were Community Landcare Coordinators, other landholders and government departments. Landholders wanted hydrological, weed control and biodiversity information, plus a suite of other information. A third of landholders were characterized as having a broad, ecosystem‐based awareness compared to the other two‐thirds who had a more limited, site‐based awareness. Each group had different information needs. These findings have clear implications for information provision to landholders.  相似文献

Although many veterinarians in Australia have been interested in wildlife conservation, the concept of active and worthwhile involvement in biodiversity conservation has often seemed difficult to achieve. There are many boundaries which may hinder the ability of veterinarians to contribute effectively to wildlife conservation initiatives. This article discusses postgraduate veterinary educational initiatives at Murdoch University, Perth, Western Australia, which aim to train veterinarians to effectively participate in biodiversity conservation programs. The Master of Veterinary Studies (Conservation Medicine) and the Postgraduate Certificate in Veterinary Conservation Medicine have a flexible program structure and can be undertaken entirely by distance education. Their establishment required the removal of disciplinary, institutional, cultural, experiential, and professional development boundaries, which have traditionally impeded veterinary involvement in wildlife conservation projects. The programs have proven to be very successful and have attracted students across Australia and internationally. The strong commitment of Murdoch University to interdisciplinary study and distance education, the goodwill of staff from other divisions within the university, and enthusiastic support from collaborating institutions were critical for the development and establishment of the programs.  相似文献

This paper summarizes the historical development of nature conservation programs, and discusses the past and current case of national parks in Turkey. The study evaluates biodiversity inventory data, international and national importance of biodiversity, environmental problems threatening natural resources, historical developments in nature conservation, institutional development for conservation programs, participation of Turkey in international agreements, and national conferences and meetings to advocate nature conservation. Urban conservation education programs aim to increase knowledge and awareness towards biodiversity and to change attitudes and behaviour towards the environment. However, to date, few urban conservation education studies have evaluated to what extent these programs have managed to achieve their goals. In this study, we experimentally explored the influence of an urban conservation activity day on individual knowledge, awareness and actions towards biodiversity, in both the short and longer term.We organised three activity days in Paris (France), during which people were invited to participate in urban conservation efforts. Both quantitative (questionnaire) and qualitative (interviews) methods were employed to investigate the influence of this short urban nature experience on the relationships that city-dwellers develop with nearby biodiversity. We found a strong positive correlation between the levels of participation and an immediate interest towards local urban biodiversity. In the longer term, however, although participants claimed to have gained more knowledge, local awareness and interest for species in their daily environment, they did not seem to extend this interest to participating in other related activities. These results highlight the complexity of validating the effectiveness of this type of education program for achieving conservation goals. Although such a short activity may only have a limited environmental impact, it nevertheless seems to increase people's knowledge, awareness, interest and concern. We therefore believe that when repeated locally, these short conservation education programs could enhance people's experience with nature in cities and achieve conservation goals more fully.  相似文献

Volunteers are behind much of the ecological restoration work done in Australia. Private landholders, environmental nongovernment organisations (ENGOs) and community groups all donate time and money to much‐needed restoration and revegetation efforts. Biodiversity offsetting has emerged as a potential source of financial support for such work. We consider the question: should it matter to practitioners of restoration, particularly landholders and volunteers, how it is financed? We argue it should, because when offsets fund restoration work, the net environmental outcome is usually intended to be neutral – not an environmental gain. This is often not clear, because only the localised environmental gain is seen by the restoration practitioner, not the associated loss. For mandated offsets, the restoration work is required to occur regardless of whether the volunteer contributes to it or not, so their contribution only replaces work that would otherwise be done by a commercial provider. We contend that informed involvement in offset provision requires full disclosure, particularly to volunteers and landholders. Unfortunately, however, such transparency does not always occur. We acknowledge that there are valid reasons why well‐informed practitioners might willingly subsidise offset provision, but they might equally choose not to. Furthermore, offsets are intended to cover the full cost of biodiversity damage, creating a disincentive for damage by developers. Yet, subsidies from offset providers work against sending market signals that reflect the true replacement cost of biodiversity. We recommend that all ENGOs, developers, offset funders and brokers commit to transparency, particularly to landholders, donors and volunteers, about the environmental impact that is to be offset and the fact that their involvement generates no additional environmental benefit, as the offset is a condition of approval for a permitted loss, much like the rehabilitation of a mine site. Providing restoration services in partnership with industry may be something that landholders, volunteers and ENGOs are happy to support. But this must be decided consciously, not through unnoticed incremental changes that contradict some volunteers’ values or donors’ understanding of an organisation's mission.  相似文献

Community-based conservation (CBC) projects represent one approach to biodiversity conservation when working with indigenous and local people. This method aims to achieve conservation and development goals simultaneously, however whether both types of goals can be met or whether competition between the two precludes success is an issue of much discussion. Conservation targets are one of the most important elements upon which a conservation project is built. We propose that one way to link biodiversity conservation with human development goals is to consider people’s needs and interests in the selection of the conservation target. Here, we present three categories of conservation targets that vary according to the origin of motivation that drives indigenous and local people to conserve the target. According to the type of target selected, the level of participation, integration of traditional ecological knowledge, level of external intervention and long-term sustainability will vary. We encourage conservation practitioners to understand the motivations that lead indigenous and local people to participate in conservation projects, and to develop and design CBC projects from these incentives.  相似文献

Interactions between landholders, practitioners and research scientists have greatly influenced landscape restoration activities in South‐eastern Australia. Vegetation connectivity projects undertaken by Holbrook Landcare Network in the Slopes to Summit (S2S) region of South‐eastern Australia have benefitted from the input of both scientists and practitioners. Summary In the fragmented agricultural landscapes of temperate southern Australia, broad‐scale revegetation is underway to address multiple natural resource management issues. In particular, commercially‐driven fodder shrub plantings are increasingly being established on non‐saline land to fill the summer‐autumn feed gap in grazing systems. Little is known of the contribution that these and other planted woody perennial systems make to biodiversity conservation in multifunctional landscapes. In order to address this knowledge gap, a study was conducted in the southern Murray Mallee region of South Australia. Selected ecological indicators, including plant and bird communities, were sampled in spring 2008 and autumn 2009 in five planted saltbush sites and nearby areas of remnant vegetation and improved pasture. In general, remnant vegetation sites had higher biodiversity values than saltbush and pasture sites. Saltbush sites contained a diverse range of plants and birds, including a number of threatened bird species not found in adjacent pasture sites. Plant and bird communities showed significant variation across saltbush, pasture and remnant treatments and significant differences between seasons. This study demonstrates that saltbush plantings can provide at least partial habitat for some native biota within a highly modified agricultural landscape. Further research is being conducted on the way in which biota, such as birds, use available resources in these dynamic ecosystems. An examination of the effects of grazing on biodiversity in saltbush would improve the ability of landholders and regional natural resource management agencies in making informed land management decisions.  相似文献

Summary   In 2002 the Environmental Services Scheme (ESS) was launched in New South Wales, Australia. Its aim was to pilot a process to provide financial incentives to landholders to undertake changes in land use or land management that improved the status of environmental services (e.g. provision of clean water, healthy soils, biodiversity conservation). To guide the direction of incentive funds, metrics were developed for use by departmental staff to score the benefits of land use or land management changes to a range of environmental services. The purpose of this paper is to (i) report on the development of one of these metrics – the biodiversity benefits index; (ii) present the data generated by field application of the metric to 20 properties contracted to the ESS; and (iii) discuss the lessons learned and recent developments of the metric that aim to make it accessible to a wider range of end-users and applications.  相似文献

ABSTRACT State wildlife agencies commonly offer private landowners cost-share and technical assistance to improve habitat, but the cost-effectiveness and long-term outcomes of these efforts are rarely evaluated. In 1998, we began a 3-part, statewide evaluation of the Illinois Department of Natural Resources’ (IDNR; USA) Private Land Wildlife Habitat Management Program (hereafter the program) as it functioned from 1986 to 1996. We sent a mail-back questionnaire to IDNR biologists to collect information on their perceptions of the program. We sent a separate mail-back questionnaire to private landholders who participated in the program to ascertain their demographic profile, motivations for participation, and attitudes regarding the program. We also conducted on-site evaluations of private properties that were managed under the guidance of the program. We conducted our study to 1) assess if the program effectively assisted participants in establishing and maintaining wildlife habitat, and 2) determine factors associated with optimal management of wildlife habitat on private lands to refine the program and improve effectiveness. We found significant differences between participants in their land use priorities and motivations for managing wildlife and in the resources available to participants to establish and maintain habitat. Our results indicate that although financial incentives may increase participation in private lands initiatives, improving technical and material assistance to landholders is essential for maintaining quality wildlife habitat over the long-term.  相似文献

Summary Natural regeneration of farmland areas following landuse change has the potential to reinstate native vegetation and landscape processes across larger scales than intentional works. However, few examples of large‐scale natural regeneration have been reported from southern Australia. In this study we use historical air photos to document the rate of establishment of natural regeneration in central Victoria following a change from agricultural to rural residential land use. In 2009, regrowth patches occupied 8185 ha, or 12.3% of the cleared landscape in the study region, mostly on relatively low fertility soils. Most of this area (6216 ha) supported Cassinia shrubland, with eucalypts encroaching as patches get older. On average, native vegetation has regenerated over nearly 1800 ha every decade since the mid‐1960s. If this trend continues, regrowth will occupy 20% of infertile soils on private land by 2025. This region now appears to support one of the largest examples of old field succession recorded from south‐eastern Australia. Regrowth patches are likely to provide many conservation benefits, although little information exists on habitat values provided by regrowth shrublands. Since regeneration is on private land, perceptions of whether regrowth is ‘good’ or ‘bad’ will vary according to landholder goals, as will future management of regrowth patches. Consequently, considerable ecological and social research is required to understand the ecosystem services and disservices which regrowth provides to both landholders and biota.  相似文献

Cattle ranchers are challenged to meet the needs of a growing population in an environmentally sustainable manner while also contributing to biodiversity conservation on rangelands. Incentive programs have been developed to encourage voluntary stewardship of endangered species on privately owned and managed lands. However, there is a lack of evidence regarding the efficacy of such programs from the perspective of the rancher. We interviewed cattle ranchers participating in a national program that supported voluntary stewardship initiatives to support the recovery of species at risk in southwest Saskatchewan, Canada. Out of 23 ranchers interviewed, 21 identified as having ranched their entire lives. Their insights provide expert opinion on species at risk conservation on privately managed agricultural lands. The data found that 100% of the interviewed ranchers were satisfied with the program they were involved in and felt that being in the program was beneficial to them. Through participation in this voluntary stewardship program, these ranchers actively conserved habitat for species at risk and were rewarded for their stewardship. Other significant findings were the value of having a local delivery agency for stewardship programs, and the need to educate the general public about the species at risk habitat stewardship that cattle ranchers provide. We conclude with eight recommendations for national program consideration to contribute to more effective and robust policy development regarding species at risk conservation on agricultural lands.

Woodlands dominated by Eucalyptus spp. in temperate southeastern and southwestern Australia have been extensively cleared for agriculture and are often badly degraded by livestock grazing. This has resulted in the loss of biodiversity and widespread land degradation. The continuing decline of these woodlands has become a concern for the conservation of biodiversity, and there is a growing interest among farmers, land managers, and researchers in developing techniques for restoring them. Currently few scientific guidelines exist for undertaking woodland restoration programs. We use a state and transition model to develop hypotheses on restoration strategies for salmon gum (Eucalyptus salmonophloia) woodlands. We consider that this approach provides a suitable framework for organizing knowledge and identifying areas where further information is needed, and hence provides a useful starting point for a restoration program. The model has the potential to provide a tool for land managers with which they can assess the action and effort needed to undertake woodland restoration in agricultural landscapes.  相似文献
