The depletion of fish stocks from global fisheries has been a long‐standing concern. More recently, incidental catch of non‐target (termed bycatch) vertebrates also has been proposed as a serious conservation issue. Here we present a bycatch assessment for loggerhead and leatherback sea turtles that are incidentally caught by global pelagic longlines. We integrate catch data from over 40 nations and bycatch data from 13 international observer programmes. Despite infrequent rates of encounter, our analyses show that more than 200 000 loggerheads and 50 000 leatherbacks were likely taken as pelagic longline bycatch in 2000. Our analyses suggest that thousands of these turtles die each year from longline gear in the Pacific Ocean alone. Given 80–95% declines for Pacific loggerhead and leatherback populations over the last 20 years, this bycatch level is not sustainable. Adopting a large‐scale, synthetic approach is critical to accurately characterize the influence of global fisheries bycatch on globally distributed and imperilled pelagic vertebrates.  相似文献

研究延绳钓渔获物的垂直分布特征,可以帮助人们制定有效措施减少兼捕鱼种的渔获率,更好地了解大洋生态系统结构,并为基于生态系统的渔业管理提供参考.本研究根据2013年9月-2014年1月我国金枪鱼科学观察员在东南太平洋采集的延绳钓钩位深度数据和主要渔获种类的钓获钩位数据,分析了各钩位的上浮率和钓获鱼种的垂直分布,比较了不同鱼种垂直分布的差异.结果表明: 钓钩相对上浮率变化范围为8.9%~17.1%,平均相对上浮率为13.5%;14种渔获物钓获深度范围差异较大,斑点月鱼的平均钓获深度最深,鲣鱼最浅;除黄鳍金枪鱼和条纹四鳍旗鱼外,其他兼捕鱼种钓获深度均与长鳍金枪鱼(目标鱼种)具有显著性差异.

Background

Seamounts have been identified as aggregating locations for pelagic biodiversity including tuna; however the topography and prevailing oceanography differ between seamounts and not all are important for tuna. Although a relatively common feature in oceanic ecosystems, little information is available that identifies those that are biologically important. Improved knowledge offers opportunities for unique management of these areas, which may advance the sustainable management of oceanic resources. In this study, we evaluate the existence of an association between seamounts and tuna longline fisheries at the ocean basin scale, identify significant seamounts for tuna in the western and central Pacific Ocean, and quantify the seamount contribution to the tuna longline catch.

Methodology/Principal Findings

We use data collected for the Western and Central Pacific Ocean for bigeye, yellowfin, and albacore tuna at the ocean basin scale. GLMs were applied to a coupled dataset of longline fisheries catch and effort, and seamount location information. The analyses show that seamounts may be associated with an annual longline combined catch of 35 thousand tonnes, with higher catch apparent for yellowfin, bigeye, and albacore tuna on 17%, 14%, and 14% of seamounts respectively. In contrast 14%, 18%, and 20% of seamounts had significantly lower catches for yellowfin, bigeye and albacore tuna respectively. Studying catch data in relation to seamount positions presents several challenges such as bias in location of seamounts, or lack of spatial resolution of fisheries data. Whilst we recognize these limitations the criteria used for detecting significant seamounts were conservative and the error in identification is likely to be low albeit unknown.

Conclusions/Significance

Seamounts throughout the study area were found to either enhance or reduce tuna catch. This indicates that management of seamounts is important Pacific-wide, but management approaches must take account of local conditions. Management of tuna and biodiversity resources in the region would benefit from considering such effects.  相似文献

The increased exploitation of pelagic sharks by longline fisheries raised questions about changes in the food webs that include sharks as apex predators. We used a version of Ecopath/Ecosim models to evaluate changes in trophic interactions due to shark exploitation in the Central North Pacific. Fisheries targeted on blue sharks tend to produce compensatory responses that favor other shark species and billfishes, but they have only modest effects on the majority of food web components. Modest levels of intraguild predation (adult sharks that eat juvenile sharks) produce strong, nonlinear responses in shark populations. In general, analysis of the Central North Pacific model reveals that sharks are not keystone predators, but that increases in longline fisheries can have profound effects on the food webs that support sharks. Interactions between marine mammals and fisheries include competition for prey (catch), marine mammal entanglement in fishing gear, and catch removal off fishing gear (depredation). We estimated the magnitude of sperm whale depredation on a major North Pacific longline fishery (sablefish) using data collected during annual longline surveys. Sperm whale depredation occurs while the longline gear is off‐bottom during retrieval. Sperm whales were observed on 16% of longline survey sampling days, mostly (95% of sightings) over the continental slope. Sightings were most common in the central and eastern Gulf of Alaska (98% of sightings), occasional in the western Gulf of Alaska and Aleutian Islands, and absent in the Bering Sea. Longline survey catches were commonly preyed upon when sperm whales were present (65% of sightings), as evidenced by damaged fish. Neither sperm whale presence (P = 0.71) nor depredation rate (P = 0.78) increased significantly from 1998 to 2004. Longline survey catch rates were about 2% less at locations where depredation was observed, but the effect was not significant (P = 0.34). Estimated sperm whale depredation was <1% of the annual sablefish longline fishery catch off Alaska during 1998 to 2004.  相似文献

Bycatch continues to be a challenge to sustainable fisheries management (The term “bycatch” in this paper covers discards and does not include retained incidental catch). Bycatch estimates can inform stock status determinations by improving understanding of fishing mortality, and help managers monitor the effectiveness of regulations. Assessments of the quality of bycatch estimation programs and procedures are necessary to evaluate the precision and limitations of their results over time. NOAA Fisheries experts used a “Tier Classification System” (TCS) to compare the quality of fish bycatch data and estimation methods for U.S. commercial fisheries in 2005 and 2015. The TCS included criteria related to data adequacy and analytical approaches. A comparison of U.S. fishery tier scores demonstrated that most fisheries were classified into higher tiers in 2015 compared to 2005 due to factors including improved sampling design. In addition, this comparison identified region-specific trends (e.g., mostly improvements occurred for Alaska fisheries with more mixed results for Greater Atlantic fisheries). The improvements in bycatch data quality and estimation methods in the United States are a result of financial investments in observer programs by NOAA Fisheries and industry partners, as well as effective conservation measures implemented by regional fishery management councils and NOAA Fisheries. The TCS was also used to assess bycatch data and estimation methods in all of Australia’s fishery jurisdictions for the decade 2010–19, illustrating the international applicability of the method. Overall, Australian state fisheries scored lower than federally managed fisheries in both the United States and Australia, reflecting the fact that the latter fisheries tend to be larger (and more valuable) than those in state jurisdictions, with a larger investment in observer programs. A comparison of tier scores and estimates of discards by fishery may provide a useful input for decision-making processes regarding allocation of resources to improve bycatch monitoring.

The impacts of climate change on marine species are often compounded by other stressors that make direct attribution and prediction difficult. Shy albatrosses (Thalassarche cauta) breeding on Albatross Island, Tasmania, show an unusually restricted foraging range, allowing easier discrimination between the influence of non-climate stressors (fisheries bycatch) and environmental variation. Local environmental conditions (rainfall, air temperature, and sea-surface height, an indicator of upwelling) during the vulnerable chick-rearing stage, have been correlated with breeding success of shy albatrosses. We use an age-, stage- and sex-structured population model to explore potential relationships between local environmental factors and albatross breeding success while accounting for fisheries bycatch by trawl and longline fisheries. The model uses time-series of observed breeding population counts, breeding success, adult and juvenile survival rates and a bycatch mortality observation for trawl fishing to estimate fisheries catchability, environmental influence, natural mortality rate, density dependence, and productivity. Observed at-sea distributions for adult and juvenile birds were coupled with reported fishing effort to estimate vulnerability to incidental bycatch. The inclusion of rainfall, temperature and sea-surface height as explanatory variables for annual chick mortality rate was statistically significant. Global climate models predict little change in future local average rainfall, however, increases are forecast in both temperatures and upwelling, which are predicted to have detrimental and beneficial effects, respectively, on breeding success. The model shows that mitigation of at least 50% of present bycatch is required to offset losses due to future temperature changes, even if upwelling increases substantially. Our results highlight the benefits of using an integrated modeling approach, which uses available demographic as well as environmental data within a single estimation framework, to provide future predictions. Such predictions inform the development of management options in the face of climate change.  相似文献

Cory’s shearwater Calonectris diomedea is the main seabird species by-caught by the Spanish longline fleet operating in the western Mediterranean Sea. Identification of the principal factors that determine this by-catch and understanding how they could be controlled is fundamental for improving the management of fisheries and so carry out a better conservation of Cory’s shearwater populations in the Mediterranean. The aim of this paper was to model the longline by-catch of Mediterranean Cory’s shearwater in the Spanish Mediterranean longline fishery as a function of time of the year, technical characteristics of the fishing operation, and geographical location. We used data recorded by an onboard observer program monitoring commercial longline fisheries. During the 10 years covered in this study, 80 birds were captured in 30 fishing operations out of a total of 2,587 observed fishing sets. We used favourability functions and Random Forest analyses to relate the presence of Cory’s shearwater in the by-catch with the explanatory factors. The most explanatory factor in relation to incidence of by-catch was the geographical location (longitude and fishing over the continental shelf) and then the technical characteristics of the fishing operation (number of hooks and fishing during non-working days). Our conclusion is clear, because seabirds are more likely to approach longline vessels when trawlers are not allowed to operate (i.e. non-working days), activity of longliners should be limited to working days, and closing longliners activity during the month of October could reduce greatly reducing seabird bycatch.  相似文献

Effective transboundary conservation of highly migratory marine animals requires international management cooperation as well as clear scientific information about habitat use by these species. Populations of leatherback turtles (Dermochelys coriacea) in the eastern Pacific have declined by >90% during the past two decades, primarily due to unsustainable egg harvest and fisheries bycatch mortality. While research and conservation efforts on nesting beaches are ongoing, relatively little is known about this population of leatherbacks' oceanic habitat use and migration pathways. We present the largest multi-year (2004-2005, 2005-2006, and 2007) satellite tracking dataset (12,095 cumulative satellite tracking days) collected for leatherback turtles. Forty-six females were electronically tagged during three field seasons at Playa Grande, Costa Rica, the largest extant nesting colony in the eastern Pacific. After completing nesting, the turtles headed southward, traversing the dynamic equatorial currents with rapid, directed movements. In contrast to the highly varied dispersal patterns seen in many other sea turtle populations, leatherbacks from Playa Grande traveled within a persistent migration corridor from Costa Rica, past the equator, and into the South Pacific Gyre, a vast, low-energy, low-productivity region. We describe the predictable effects of ocean currents on a leatherback migration corridor and characterize long-distance movements by the turtles in the eastern South Pacific. These data from high seas habitats will also elucidate potential areas for mitigating fisheries bycatch interactions. These findings directly inform existing multinational conservation frameworks and provide immediate regions in the migration corridor where conservation can be implemented. We identify high seas locations for focusing future conservation efforts within the leatherback dispersal zone in the South Pacific Gyre.  相似文献

Despite extensive work carried out on leatherback turtles (Dermochelys coriacea) in the North Atlantic and Indo-Pacific, very little is known of the at-sea distribution of this species in the South Atlantic, where the world's largest population nests in Gabon (central Africa). This paucity of data is of marked concern given the pace of industrialization in fisheries with demonstrable marine turtle bycatch in African/Latin American waters. We tracked the movements of 25 adult female leatherback turtles obtaining a range of fundamental and applied insights, including indications for methodological advancement. Individuals could be assigned to one of three dispersal strategies, moving to (i) habitats of the equatorial Atlantic, (ii) temperate habitats off South America or (iii) temperate habitats off southern Africa. While occupying regions with high surface chlorophyll concentrations, these strategies exposed turtles to some of the world's highest levels of longline fishing effort, in addition to areas with coastal gillnet fisheries. Satellite tracking highlighted that at least 11 nations should be involved in the conservation of this species in addition to those with distant fishing fleets. The majority of tracking days were, however, spent in the high seas, where effective implementation of conservation efforts is complex to achieve.  相似文献

Post-hatchling loggerhead turtles (Caretta caretta) in the northern Pacific and northern Atlantic Oceans undertake transoceanic developmental migrations. Similar migratory behaviour is hypothesized in the South Pacific Ocean as post-hatchling loggerhead turtles are observed in Peruvian fisheries, yet no loggerhead rookeries occur along the coast of South America. This hypothesis was supported by analyses of the size-class distribution of 123 post-hatchling turtles in the South Pacific and genetic analysis of mtDNA haplotypes of 103 nesting females in the southwest Pacific, 19 post-hatchlings stranded on the southeastern Australian beaches and 22 post-hatchlings caught by Peruvian longline fisheries. Only two haplotypes (CCP1 93% and CCP5 7%) were observed across all samples, and there were no significant differences in haplotype frequencies between the southwest Pacific rookeries and the post-hatchlings. By contrast, the predominant CCP1 haplotype is rarely observed in North Pacific rookeries and haplotype frequencies were strongly differentiated between the two regions (Fst=0.82; p=<0.00001). These results suggest that post-hatchling loggerhead turtles emerging from the southwest Pacific rookeries are undertaking transoceanic migrations to the southeastern Pacific Ocean, thus emphasizing the need for a broader focus on juvenile mortality throughout the South Pacific to develop effective conservation strategies.  相似文献

A combination of fisheries dependent and independent data was used to assess the vulnerability of the oceanic whitetip shark to pelagic longline fisheries. The Brazilian tuna longline fleet, operating in the equatorial and southwestern Atlantic, is used as a case study. Fisheries dependent data include information from logbooks (from 1999 to 2011) and on-board observers (2004 to 2010), totaling 65,277 pelagic longline sets. Fisheries independent data were obtained from 8 oceanic whitetip sharks tagged with pop-up satellite archival tags in the area where longline fleet operated. Deployment periods varied from 60 to 178 days between 2010 and 2012. Tagging and pop-up sites were relatively close to each other, although individuals tended to travel long distances before returning to the tagging area. Some degree of site fidelity was observed. High utilization hotspots of tagged sharks fell inside the area under strongest fishing pressure. Despite the small sample size, a positive correlation between tag recorded information and catch data was detected. All sharks exhibited a strong preference for the warm and shallow waters of the mixed layer, spending on average more than 70% of the time above the thermocline and 95% above 120 m. Results indicate that the removal of shallow hooks on longline gear might be an efficient mitigation measure to reduce the bycatch of this pelagic shark species. The work also highlights the potential of tagging experiments to provide essential information for the development of spatio-temporal management measures.  相似文献

Within the Ecosystem-based fisheries management framework, we evaluated the changes over time in bycatch species of the European tuna purse-seine fishery operating in the eastern Atlantic Ocean. Bycatch data was collected during two scientific observer programs conducted in the late 1990s and in the late 2000s. Over these two time periods, we compared the temporal trends in bycatch species composition, the probability of occurrence of functional groups per fishing set, the spatio-temporal species richness and the potential impact on several species listed in the red list of the International Union for Conservation of Nature (IUCN). The analyses were performed separately on the two main fishing modes of the fleet, i.e. sets on free-swimming school sets and on fish aggregating devices (FADs). Owing data quality constraints, we did not estimate bycatch rates. Ours results showed that the species composition of sharks caught on FADs decreased over time. The total species richness was higher for FAD sets than for free-swimming school sets (87 vs. 61 species respectively), such difference is common between fishing modes worldwide. For the species catalogued as threatened by the IUCN, in free-swimming schools, 25.5 % of the species caught during first period increased to 30.4 % during second period, while for FAD-fishing the increase was from 28.8 % during first period to 34.9 % in second period. Ours findings suggest that tropical tuna purse-seine fisheries should include ecosystem-based governance of bycatch. Effective tuna management will require a combination of technological improvements for mitigating incidental catch of vulnerable species, best use of byproduct species, regulations in fishing practices and in spatial distribution of fishing effort, and international agreements that, together, can monitor and manage bycatch, reducing the negative fishing effects on the epipelagic ecosystem biodiversity.  相似文献

The understanding of trophic relationships is vital for correctly modeling ecosystems and ecosystem effects of fisheries removals. The pelagic stingray is found in epipelagic sub‐tropical and tropical waters worldwide and is a common bycatch in pelagic longline fisheries. Between August 2008 and November 2011, 156 specimens (81 males; 75 females) were collected during pelagic longline fishing operations in the US South Atlantic Bight and Gulf of Mexico. Stomach content analyses found that the major prey items were cephalopod molluscs (59.18%), followed by actinopterygiian fishes (37.75%), and decapod crustaceans (35.71%). These concentrations of prey items found in the stomachs coincide with previous studies done in the Pacific Ocean. In contrast to previous studies that found high percentages of empty stomachs (63%), the current percentage of empty stomachs was much lower (25.6%), likely due to shorter times between collection and inspection. Stable isotope analysis (δ13C and δ15N) was performed on white muscle in order to correlate the trophic position with gut‐content analysis. The δ13C values ranged from ‐18.81‰ to ‐16.70‰, while the δ15N ranged from 6.11‰ to 11.88‰. Modeling of stable isotope data suggest that while squid are occasionally an important part of the pelagic stingray diet, prey usually consist of shrimp and other pelagic crustaceans. Pelagic stingrays fed within two trophic levels, but their prey appeared to feed on different carbon sources than those found in other pelagic elasmobranchs. A deeper understanding of the pelagic stingray diet sources can help fisheries management as it begins to transition into ecosystem‐based management.  相似文献

The occurrence of tiger shark Galeocerdo cuvier in the Atlantic Ocean was assessed using at‐sea observer data from multiple pelagic longline fisheries. Geographic positions of 2764 G. cuvier recorded between 1992 and 2013 and covering a wide area of the Atlantic Ocean were compared with the currently accepted distribution ranges of the species. Most records fell outside those ranges in both the Southern and Northern Hemispheres, which strongly suggests that the distribution range of G. cuvier in the open ocean is considerably larger than previously described  相似文献

The yellowfin tuna, Thunnus albacares (Bonnaterre, 1788), covers majority of the Philippines’ tuna catch, one of the major fisheries commodities in the country. Due to its high economic importance sustainable management of these tunas has become an imperative measure to prevent stock depletion. Currently, the Philippine yellowfin tuna is believed to be part of a single stock of the greater WCPO though some reports suggest otherwise. This study therefore aims to establish the genetic stock structure of the said species in the Philippines as compared to Bismarck Sea, Papua New Guinea using nine (9) DNA microsatellite markers.DNA microsatellite data revealed significant genetic differentiation between the Philippine and Bismarck Sea, Papua New Guinea yellowfin tuna samples. (FST = 0.034, P = 0.016), which is further supported by multilocus distance matrix testing (PCoA) and model-based clustering (STRUCTURE 2.2).With these findings, this study posits that the yellowfin tuna population in the Philippines is a separate stock from the Bismarck Sea population. These findings add evidence to the alternative hypothesis of having at least 2 subpopulations of yellowfin tuna in the WCPO and calls for additional scientific studies using other parameters to investigate this. Accurate population information is necessary in formulating a more appropriate management strategy for the sustainability of the yellowfin tuna not only in the Philippines but also in the WCPO.  相似文献

采用Argo数据和中西太平洋渔业委员会的大眼金枪鱼延绳钓数据,绘制了温跃层和月平均单位捕捞努力量渔获量(CPUE)的空间叠加图,分析中西太平洋大眼金枪鱼渔场时空分布对温跃层的响应关系.结果表明: 全年中心渔场纬向主要分布在南北纬10°之间的低纬度区域.在赤道以南有季节性中心渔场的出现和消失,与温跃层上界温度、深度和温跃层厚度的积极性变化有关.中心渔场主要分布在温跃层上界较深(70~100 m)和厚度较大(>60 m)的海域,厚度小于40 m的区域难以形成中心渔场;适宜分布的上界温度区间在26~29 ℃,在此区间外CPUE多小于中心渔场阈值(Q3).中心渔场的空间分布随上界深度和跃层厚度的季节性变动而变动,当赤道以南海域的上界深度变浅以及厚度变薄时,中心渔场消失.温跃层下界温度、深度和温跃层强度季节性变化不显著,但与中心渔场出现有显著关系.中心渔场主要分布在温跃层下界深度两条高值带之间的区域,温度低于13 ℃以及强度大的区域;在温跃层下界深度超过300 m和小于150 m区域,下界温度超过17 ℃的区域,或者强度小的区域难以形成中心渔场.利用频次分析和经验累积分布函数计算其适宜温跃层特征参数分布,结果表明研究区域大眼金枪鱼适宜分布的上界温度、深度和下界温度、深度分别是26~29 ℃、70~110 m、11~13 ℃和200~280 m;适宜分布的温跃层厚度和强度分别是50~90 m和0.1~0.16 ℃·m-1.本研究初步得出研究区域大眼金枪鱼CPUE空间分布和温跃层的关系,为我国远洋金枪鱼捕捞作业和资源管理提供理论参考.  相似文献

The Western and Central Pacific Fisheries Commission (WCPFC) was created in 2004 to more effectively conserve and manage the region's tuna fishery. One of the Commission's principal enforcement tools is the high seas boarding and inspection regime, which authorizes each member state to board and inspect fishing vessels engaged in a regulated fishery to verify compliance with the Commission's conservation and management measures. This article examines the structure of the WCPFC's high seas boarding and inspection regime and analyzes its effectiveness in furthering the Commission's conservations and management mandate.  相似文献

Recovery of sea turtle populations requires addressing: multiple sources of mortality; nonmarket, diffuse benefits with costs localized on the poor; and a transboundary resource with incomplete jurisprudence, markets, and institutions. Holistic recovery strategies include: beach conservation protecting nesting females, their eggs, and critical breeding habitat to maximize hatchling production; enhanced at-sea survival of turtles on the high seas and in commercial coastal fisheries; and reduced artisanal coastal fisheries mortality of turtles. The traditional approach of focusing long-term sustained conservation efforts on the nesting beaches has by itself led to increases in several sea turtle populations. However, current conservation is inadequate to reverse declines in other cases such as the critically endangered leatherback populations in the Pacific. This article discusses policy instruments comprising a holistic recovery strategy that reconciles fishing with biodiversity conservation.  相似文献
