Summary Innovative treatment technologies are in increasing demand to clean up the nation's existing environmental contamination. There also are mounting pressures for industry to minimize the production or generation of hazardous pollutants. Bioremediation is a viable, cost-effective treatment option for both field remediation and treatment in enclosed systems. The use of innovative treatment technologies is largely regulatory driven. Over the last two decades, at least a dozen Federal environmental statutes have been enacted and hundreds of regulations implemented to control releases of pollutants into the air, water and on land. These statutes not only have created markets for the use of treatment technologies, they also may regulate some aspect of the application of that technology. Regarding bioremediation, four statutes should be reviewed to determine if compliance is necessary before employing microorganisms in the field or in enclosed systems. This paper summarizes the Federal statutes (i.e., the Toxic Substances Control Act (TSCA); the Resource Conservation and Recovery Act (RCRA); the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA); and the Federal Plant Pest Act (FPPA)), and regulations that may impact the bioremediation industry; outlines potential markets for bioremediation that are being driven by regulations; and highlights, within the regulatory framework, promising applications for the bioremediation of hazardous wastes.  相似文献

The use of the ecological risk assessment (ERA) framework for assessing effects of oil spills is applicable to the injury assessment component of natural resource damage assessment (NRDA). Central to the ERA process is the assessment of exposure, the critical component linking the release of oil to the assessment of effects. Exposure of biological receptors to the toxic fractions of spilled oil, usually considered the polycyclic aromatic hydrocarbons (PAH), requires carefully designed and implemented assessment studies, which are periodically refocused on various environmental pathways and the various biological receptors of concern over the life history of an oil spill from initial release to recovery. As important is the detailed assessment of the exposure regime in the absence of a spill (i.e., the baseline or background exposure). A release of petroleum may not, in itself, equate to an effect on a natural resource. The presence of residual petroleum hydrocarbons does not imply either availability to living organisms or injury to a biological resource. Precise and accurate chemical concentration and compositional data for 2–6 ringed PAHs and alkylated homologues are the key toxicologically important chemical components that are central to the exposure assessment. These principles are illustrated in several oil spill case studies.  相似文献

Scenario analysis (SA) is the process of developing plausible futures around the forces affecting an organization in the face of uncertainties over which it has little control. SA is widely used in the private sector and increasingly a tool of environmental planners grappling with problems of great complexity and uncertainty. SA ideally marries expert judgment with the broader perspectives engaged stakeholders bring. While the 1990 Oil Pollution Act (OPA) brought substantive improvement to oil spill contingency planning, many issues remain. Reguatorily prescribed definitions of ‘worst case’ lead to SA practice that seldom achieves the full promise of the SA approach. Contingency planning overly focused on tactical and operational considerations can leave response managers little prepared to deal with public concerns that emerge in the event of a major spill, concerns increasingly magnified through social media. Politics continues to contribute to poorly conceived contingency planning in which adopted scenarios bear little resemblance to events that subsequently transpire. Risk attenuation and risk amplification both inhibit scenario-based planning around oil spills, evinced by the Deepwater Horizon spill. Improvements in pre-planning in the aftermath of the Exxon Valdez oil spill nevertheless provide a foundation for more effective use of SA.  相似文献

Ecological risk assessment has a short history but a framework similar to human health risk assessment. The Toxic Substances Control Act (TSCA) and the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) played a significant role in the development of the ecological risk process. Data developed and risk procedures used within TSCA and FIFRA have become generally standardized. Fundamental components of the risk process require data on the effects of chemicals in the form of concentration (or dose) — response profiles for species and an exposure profile to quantify the magnitude, spatial and temporal patterns of exposure relevant to significant biological endpoints being studied. Risk characterization generally involves comparing exposure and effects using point estimates (e.g., quotient method) but risk estimation is moving toward a probabilistic approach by comparing distributions of values with more consideration of the sources of uncertainty. Ecological testing guidelines in TSCA and FIFRA are discussed along with the risk characterization process used in each statute.  相似文献

The technology to recover natural gas depends on undisclosed types and amounts of toxic chemicals. A list of 944 products containing 632 chemicals used during natural gas operations was compiled. Literature searches were conducted to determine potential health effects of the 353 chemicals identified by Chemical Abstract Service (CAS) numbers. More than 75% of the chemicals could affect the skin, eyes, and other sensory organs, and the respiratory and gastrointestinal systems. Approximately 40–50% could affect the brain/nervous system, immune and cardiovascular systems, and the kidneys; 37% could affect the endocrine system; and 25% could cause cancer and mutations. These results indicate that many chemicals used during the fracturing and drilling stages of gas operations may have long-term health effects that are not immediately expressed. In addition, an example was provided of waste evaporation pit residuals that contained numerous chemicals on the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Emergency Planning and Community Right-to-Know Act (EPCRA) lists of hazardous substances. The discussion highlights the difficulty of developing effective water quality monitoring programs. To protect public health we recommend full disclosure of the contents of all products, extensive air and water monitoring, coordinated environmental/human health studies, and regulation of fracturing under the U.S. Safe Drinking Water Act.  相似文献

In 2003, immediately following the Prestige oil spill in Galicia, Spain, we studied the population trends and reproductive performance of European shags (Phalacrocorax aristotelis) at oiled and unoiled colonies. This bird is an important member of the nearshore marine community, breeding in the area affected by the Prestige oil spill. The European shag feeds around the breeding colonies throughout the year, making it a useful indicator of environmental change. Before the oil spill, population trends were similar between oiled and unoiled colonies. Nevertheless, colonies located within the path of the oil suffered greater declines (ca. 10%) compared with pre-spill trends and with population trends at unoiled colonies. In 2003, the breeding success was 50% lower in oiled colonies compared with unoiled colonies. The data available from pre-spill years suggest that the annual reproductive success did not differ among colonies before the impact. European shags breeding at colonies affected by oil showed a negative initial impact from the Prestige oil spill. The reduction in reproductive success at oiled colonies may be due to sub-lethal effects of oil exposure or low food availability after the oil spill.  相似文献

自然特征、景观格局、自然与人文资源和现有开发导向等因素,共同决定了景观空间内部不同的本底特征,即景观性格。通过对多类型资源的叠加,生成对区域空间景观性格的综合评价结果,一方面可以作为国土空间用途管制所涉及问题的评价依据,另一方面可以具体指导国土空间风貌控制问题,从而弥补现有国土空间规划编制过程对景观资源禀赋及本底特色的忽视。对现有景观性格评价方法进行了梳理,基于此构建景观性格评价在国土空间规划中应用的过程步骤,并以黑龙江省伊春市为例进行景观性格评价实践,形成景观性格分区、景观性格分级及景观性格描述等成果,指导伊春市国土空间规划风貌控制、功能区划分及发展定位。景观性格评价有利于发掘利用空间自身优势,与现有国土空间规划评估体系形成互补,共同指导规划的编制过程。  相似文献

An end‐point life cycle impact assessment is used to evaluate the damages of electricity generation from fossil fuel‐based power plants with carbon dioxide capture and storage (CCS) technology. Pulverized coal (PC), integrated gasification combined cycle (IGCC), and natural gas combined cycle (NGCC) power plants are assessed for carbon dioxide (CO2) capture, pipeline transport, and storage in a geological formation. Results show that the CCS systems reduce the climate change‐related damages but increase the damages from toxicity, acidification, eutrophication, and resource consumption. Based on the currently available damage calculation methods, it is concluded that the benefit of reducing damage from climate change is larger than the increases in other damage categories, such as health effects from particulates or toxic chemicals. CCS significantly reduces the overall environmental damage, with a net reduction of 60% to 70% in human health damage and 65% to 75% in ecosystem damage. Most of the damage is due to fuel production and combustion processes. The energy and infrastructure demands of CCS cause increases in the depletion of natural resources by 33% for PC, 19% for IGCC, and 18% for NGCC power plants, mostly due to increased fossil fuel consumption.  相似文献

海洋溢油污染不仅关系到天然渔业资源、海鸟等生物、海域环境、海岸线生态的破坏,而且对渔业、捕捞业、旅游业都会造成巨大损失,甚至会直接或间接地危害人类的健康。短期来看,一方面石油、燃料油等进入海洋后,对海洋生物资源造成影响;另一方面会危害附近海区的海洋环境,侵害海洋生物以及海鸟赖以生存和栖息的环境。长期来看,持续的海洋污染会导致的生态环境失衡,海洋的生产力也随之下降。溢油事故中的渔业资源损失评估作为追究污染事故责任,尽快恢复海域资源与环境的重要一环需要不断改进创新。为了定量确定海洋溢油事故发生后渔业资源的损失程度,将传统的评估模式与现代科学技术相结合,通过海洋动力学、流体力学、海洋生物学、环境化学等多个学科交叉融合,将流场风场模型、溢油模型、海域调查监测、卫星遥感技术、毒性效应和渔业资源的损失评估方法相结合,形成一种渔业资源损失评估的数值模拟评估模式,以完善溢油事故中渔业资源损失评估体系。在溢油事故现场监测数据的基础上,运用数学计算理论选择相对应的溢油模型,结合具体溢油事故案例的潮流数据和风场数据,模拟海上溢油污染的时空分布情况。采用卫星遥感技术根据不同油品在海水中不同的亮度表现,处理得到溢油油膜信息,与模拟得到的油膜信息进行比对验证,并对模型进行修正,通过模拟得出污染海域油浓度分布与溢油污染范围信息,结合溢油污染对不同海洋生物的毒性效应,得到渔业资源的损失程度,为溢油事故的渔业资源损失评估提供一种思路,为溢油事故发生后的损失评估和事故处理起到一定的参考辅助作用。  相似文献

When talking about computerized cytology devices, a "different" aspect of quality assurance must be addressed. Any medical device intended for in vitro diagnostic use in the United States must be cleared or approved by the Food and Drug Administration (FDA): the May 28, 1976, Medical Device Amendments to the Federal Food, Drug and Cosmetic Act granted authority to the FDA to regulate medical devices. The FDA regulatory process as it relates to computerized cytology devices is discussed. This includes an explanation of the differences between the two types of documents used to clear a medical device: (1) premarket notification [510(k)] and (2) premarket approval (PMA) application. Devices intended for "research use only" are also discussed. A computerized cytology device of current interest, the "automated Pap smear reader," is used as an example to further discuss performance and software considerations.  相似文献

The Amendments to the National Cancer Act of 1974 included a provision for a comprehensive review of the Federal policies and programs for medical research. This would appear to be a particularly timely review since many of the fundamental issues concerning the Government's role in biomedical research are presently in question. These issues include the rationale for public support for basic medical research, public expectations for returns on these investments, establishment of priorities among various research avenues, and a number of derivative as well as ethical questions. Since the professional and scientific communities have been historically successful in gaining public funds for research, a periodic opportunity for public review and consideration would appear to be highly desirable.  相似文献

We describe Conoco's closed-loop approach to reducing undesirable emissions through vapor recovery at some of its natural gas production facilities near Corpus Christi, Texas. In response to the U.S. Clean Air Act Amendments of 1990 (CAAA), Conoco developed a technological solution that routed emissions from the facilities to fuel scrubbers and condensers to capture usable product and hazardous air pollutants. Usable product was sold. Nonsalable emissions were routed to on-site equipment as fuel. The new technology was designed without power needs because electricity was not available. In completing these modifications, a closed system (approaching zero emissions) for these facilities was achieved. This innovation saved and earned money for the firm and allowed Conoco to retain its autonomy in these operations.
The solution was so effective that the air quality permits under the CAAA were not required for these production facilities, for a total out-of-pocket cost of 560,000 (plus earned revenue). The firm saved 2,535,000 in initial and 1,359,000 in annual permit costs and fees. The technology recovered 210,000/yr worth of vent gas as on-site fuel and 3,633 barrels/yr of saleable condensate valued at 58,128/ yr. At the same time, it reduced its division environmental impact by 884 tons/year of nitrogen oxides, 2,366 tons/yr of volatile organic compounds, and 495 tons/yr of other hazardous air pollutants. Payout of this 560,000 investment was less than 2 years.  相似文献

This article identifies a serious legal gap in current United States Department of Agriculture (USDA) policy concerning decisions about the review and release of biological pest control agents. Currently, most of the critical documents and the quantitative evidence underlying USDA decisions and policy related to the petition, review, and release of biological pest control agents (biocontrols) for weeds are inaccessible. Current practices do not provide sufficient information for biologists or an informed public to understand or evaluate policy decisions and environmental outcomes. The USDA needs to comply with federal law by making all relevant documents and data available on the internet. Federal law and policy requires that the USDA release all relevant information, and make it readily accessible to all interested parties. Public disclosure of all relevant documents, along with the scientific evidence related to the review and release of biocontrols, is required by the Administrative Procedure Act, the Freedom of Information Act, the Federal Advisory Committee Act, the National Environmental Policy Act of 1970, and the Plant Protection Act of 2000. Disclosure of this information will impose at most a trivial financial and administrative burden on the USDA Animal and Plant Health Inspection Service, or the Division of Plant Protection and Quarantine. The importance of full information and open debate in the pursuit of both scientific knowledge and sound environmental management far outweighs any administrative burden.  相似文献

Tissue extracts of the commonly found brackish water clam Rangia cuneata were found to degrade the potent neurotoxin diisopropylfluorophosphate (DFP) and surprisingly N, N′-diisopropylphosphorodiamidofluoridate (mipafox).2. Results indicate two groups of molecular weight-estimates for substrate specific enzymes within the digestive gland of R. cuneata. When DFP was a substrate, a protein in the range of 30,500–21,300 D was identified as OPA anhydrase. With mipafox as substrate, an OPA anhydrase ranging in weight from 105,000 to 138,300 D was identified.3. This data suggests at least two forms of active OPA anhydrase type proteins are active within R. cuneata. Suggestions as to the natural role of the OPA anhydrases and the implications in predicting environmental toxicity and in hazardous waste site clean up are discussed.  相似文献

Benthic habitats harbour a significant (yet unexplored) diversity of microscopic eukaryote taxa, including metazoan phyla, protists, algae and fungi. These groups are thought to underpin ecosystem functioning across diverse marine environments. Coastal marine habitats in the Gulf of Mexico experienced visible, heavy impacts following the Deepwater Horizon oil spill in 2010, yet our scant knowledge of prior eukaryotic biodiversity has precluded a thorough assessment of this disturbance. Using a marker gene and morphological approach, we present an intensive evaluation of microbial eukaryote communities prior to and following oiling around heavily impacted shorelines. Our results show significant changes in community structure, with pre-spill assemblages of diverse Metazoa giving way to dominant fungal communities in post-spill sediments. Post-spill fungal taxa exhibit low richness and are characterized by an abundance of known hydrocarbon-degrading genera, compared to prior communities that contained smaller and more diverse fungal assemblages. Comparative taxonomic data from nematodes further suggests drastic impacts; while pre-spill samples exhibit high richness and evenness of genera, post-spill communities contain mainly predatory and scavenger taxa alongside an abundance of juveniles. Based on this community analysis, our data suggest considerable (hidden) initial impacts across Gulf beaches may be ongoing, despite the disappearance of visible surface oil in the region.  相似文献

The US EPA published guidelines for the application of ecological risk assessment (ERA) in the USA in 1998 (US EPA 1998). The process diagram derived by Murray and Claassen (1999) in an evaluation of the US EPA framework is discussed in the context of the South African National Water Act. The evaluation discusses the various steps involved in an ERA and how it can be applied in the implementation of the National Water Act. It is concluded that the application of ERA can make a significant contribution towards sustainable water resource management. Two requirements for this are the need for more demonstration projects and that capacity be developed in risk assessment and risk-based decision making.  相似文献

Time-series data collected over a four-year period were used to characterize patterns of abundance for pelagic fishes in the northern Gulf of Mexico (GoM) before (2007–2009) and after (2010) the Deepwater Horizon oil spill. Four numerically dominant pelagic species (blackfin tuna, blue marlin, dolphinfish, and sailfish) were included in our assessment, and larval density of each species was lower in 2010 than any of the three years prior to the oil spill, although larval abundance in 2010 was often statistically similar to other years surveyed. To assess potential overlap between suitable habitat of pelagic fish larvae and surface oil, generalized additive models (GAMs) were developed to evaluate the influence of ocean conditions on the abundance of larvae from 2007–2009. Explanatory variables from GAMs were then linked to environmental data from 2010 to predict the probability of occurrence for each species. The spatial extent of surface oil overlapped with early life habitat of each species, possibly indicating that the availability of high quality habitat was affected by the DH oil spill. Shifts in the distribution of spawning adults is another factor known to influence the abundance of larvae, and the spatial occurrence of a model pelagic predator (blue marlin) was characterized over the same four-year period using electronic tags. The spatial extent of oil coincided with areas used by adult blue marlin from 2007–2009, and the occurrence of blue marlin in areas impacted by the DH oil spill was lower in 2010 relative to pre-spill years.  相似文献

Habitat protection is a major component of the Exxon Valdez oil spill restoration process. The acquisition of private lands, or partial interests in private lands, is intended to promote natural recovery of spill-injured resources and services by removing the threat of additional development impacts. The Comprehensive Habitat Protection Process is the method that was designed to achieve this objective. Over one million acres within the oil spill affected area were evaluated, scored, and ranked by a multi-criteria evaluation process. Initially, lands were divided into large parcels encompassing entire bays and watersheds. Criteria were then used to assess the habitat and human-use values associated with each parcel and the protection benefit that acquisition would provide for 19 injured resources and services. This process has been the basis for the acquisition of 41,549 acres of land on Afognak Island and 23,800 acres on the Kenai Peninsula and for agreements that, if consummated, will result in the acquisition of fee or lesser rights on over a half million acres of land in the Kodiak Archipelago, on the Kenai Peninsula, and in Prince William Sound. All of these lands or rights, if acquired, will be incorporated into parks or refuges or otherwise managed in a manner that will facilitate the recovery of the resources and services injured by the oil spill.  相似文献
