Environmental management has increasingly focused on promoting social engagement in biodiversity and ecosystem services conservation as a way to foster sustainability. However, a critical challenge that still remains is the adequate implementation of strategies of communication, education, and participation (CEPA) oriented to reconnect the social and ecological dimensions in the systems. This study analyzed the main features and types of CEPA implemented by the Colombian Regional Autonomous Corporations in environmental management projects that consider ecosystem services. We found a variety of CEPA focused on a wide range of stakeholders. Communication and education were the most frequently implemented in the projects. Within communication, spreading information about the projects was the most common, while education focused on instrumental training of local communities. Participation, the less frequently implemented, mainly aimed to ensure government and decision-makers involved in the initial phases of the projects. We conclude that there is a need to increase and improve education strategies in conservation projects to make decisions based on critical and reflective thinking, and foster the engagement of a broader set of stakeholders in the processes.  相似文献

Developing an interface between knowledge holders, stakeholders and decision makers on biodiversity issues, just as any science-policy interface, will face many challenges. In the crucial endeavour to tackle all those challenges, determining an ethical course of actions will be essential to the prestige and credibility of such an interface. The paper identifies and assesses potential ethical risks that may arise in interactions between science, society and policy and uses the Network of Knowledge (NoK) process as an example to show how an ethical infrastructure could be developed for minimizing the ethical risks and their potential consequences. Indeed, when various actors from different spheres (politics, academia, lobbyism, media, etc.) are called upon to interact within one process as complex as the NoK, the integrity and credibility of the latter are at high risk of being compromised if the ethical risks are not adequately addressed. In order to limit those risks, which science-policy interfaces such as IPCC and IPBES have already encountered, we propose to set up an ethical governance infrastructure that will guide (and regulate) interactions among internal actors of the NoK (knowledge coordination body, secretariat, expert working groups, etc.) as well as with external actors (requesters, stakeholders, etc.). A thorough evaluation of the interaction between the actors for every step of the process is carried out and potential ethical risks are identified. Suggestions as to how the risks can be handled and prevented are presented and integrated as part of an ethical infrastructure. The main objective of the paper is to address how a science-policy interface and the scientific community as a whole would benefit from implementing ethical measures and instruments to help prevent sensitive issues and undesired consequences undermining credibility and legitimacy.  相似文献

Biodiversity monitoring requires sound data collection over large temporal and spatial scales in order to inform policy and conservation management. Citizen science programmes, if designed appropriately, can make valuable contributions to data collection and analyses. Moreover, citizen science has potential for both environmental education and civic participation. Recommendations on effective citizen science are available in the literature, but most existing work has come from relatively rich, industrialized countries. By contrast, there is very little knowledge on citizen science projects in transitioning economic, social and cultural settings. This paper seeks to adjust this deficit by contributing insights from our attempt to initiate a new monitoring scheme in Romania. We draw on our experience of conducting workshops, training events and camps to strengthen citizen engagement in a butterfly monitoring scheme, and discussions with many stakeholders engaged in other monitoring programmes inside and outside of Europe. We highlight four general themes that are worth considering when initiating new citizen science projects in socio-economically challenging settings: (i) engaging citizens requires a combination of formal and informal support; (ii) a culture of volunteering requires education as well as building capacity and confidence; (iii) citizen science needs active integration of both national experts and local stakeholders; and (iv) successful monitoring schemes require effective leadership. Plant diseases threaten both food security and the botanical diversity of natural ecosystems. Substantial research effort is focused on pathogen detection and control, with detailed risk management available for many plant diseases. Risk can be assessed using analytical techniques that account for disease pressure both spatially and temporally. We suggest that such technical assessments of disease risk may not provide an adequate guide to the strategies undertaken by growers and government to manage plant disease. Instead, risk-management strategies need to account more fully for intuitive and normative responses that act to balance conflicting interests between stakeholder organizations concerned with plant diseases within the managed and natural environments. Modes of effective engagement between policy makers and stakeholders are explored in the paper, together with an assessment of such engagement in two case studies of contemporary non-indigenous diseases in one food and in one non-food sector. Finally, a model is proposed for greater integration of stakeholders in policy decisions.  相似文献

Conservation and restoration interventions can be mutually reinforcing and are converging through an increased focus on social dimensions. This paper examines how to more effectively integrate the complementary goals of conservation and restoration of tropical forests. Forest conservation and restoration interventions are integral components of a broad approach to forest ecosystem and landscape management that aims to maintain and restore key ecological processes and enhance human well‐being, while minimizing biodiversity loss. The forest transition model provides a useful framework for understanding the relative importance of forest conservation and restoration interventions in different regions. Harmonizing conservation and restoration presents serious challenges for forest policy in tropical countries, particularly regarding the use and management of secondary forests, fallow vegetation, and forests degraded by logging and fire. Research to implement restoration more effectively in tropical regions can be stimulated by transforming questions that initially focused on conservation issues. Examination of papers published in Biotropica from 2000–2018 shows that most studies relevant to tropical forest conservation do not address forest restoration issues. Forest restoration studies, on the other hand, show a consistent association with conservation issues. There is much scope for further integration of conservation and restoration in research, practice, and policy. Securing a sustainable future for tropical forests requires developing and applying integrated approaches to landscape management that effectively combine knowledge and tools from multiple disciplines with practical experience and engagement of local stakeholders. To respond to the need for a strengthened biodiversity science-policy-society interface at the European level, this paper presents the relevant actors and steps of a knowledge synthesis process relying on a Network of Knowledge. This process aims to maximize active involvement and contribution (including holders of traditional and local knowledge), transparency, credibility, relevance and legitimacy (among other values defined during several workshops held). The presented process allows for the implementation of several synthesis methodologies, depending on the availability of resources, quantity and quality of knowledge and decided according to the expectations of the requesters and users. We put this approach in parallel with other knowledge-based recommendations and negotiation processes such as CBD and IPBES and highlight the need to encompass the diversity of approaches, values, and challenges at the European scale, while the process simultaneously has to be highly flexible, yet simple and robust. Although the presented process still holds several challenges, it offers a step forward in the development and reflections on science-policy–society interfaces, based on consultations with a significant number of the actors from the European policy–science community.  相似文献

The absence of a good interface between scientific and other knowledge holders and decision-makers in the area of biodiversity and ecosystem services has been recognised for a long time. Despite recent advancements, e.g. with the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES), challenges remain, particularly concerning the timely provision of consolidated views from different knowledge domains. To address this challenge, a strong and flexible networking approach is needed across knowledge domains and institutions. Here, we report on a broad consultation process across Europe to develop a Network of Knowledge on biodiversity and ecosystem services (NoK), an approach aiming at (1) organising institutions and knowledge holders in an adaptable and responsive framework and (2) informing decision-makers with timely and accurate biodiversity knowledge. The consultation provided a critical analysis of the needs that should be addressed by a NoK and how it could complement existing European initiatives and institutions at the interface between policy and science. Among other functions, the NoK provides consolidated scientific views on contested topics, identification of research gaps to support relevant policies, and horizon scanning activities to anticipate emerging issues. The NoK includes a capacity building component on interfacing activities and contains mechanisms to ensure its credibility, relevance and legitimacy. Such a network would need to ensure credibility, relevance and legitimacy of its work by maximizing transparency and flexibility of processes, quality of outputs, the link to data and knowledge provision, the motivation of experts for getting involved and sound communication and capacity building.  相似文献

Risk assessment tools for listing invasive alien species need to incorporate all available evidence and expertise. Beyond the wealth of protocols developed to date, we argue that the current way of performing risk analysis has several shortcomings. In particular, lack of data on ecological impacts, transparency and repeatability of assessments as well as the incorporation of uncertainty should all be explicitly considered. We recommend improved quality control of risk assessments through formalized peer review with clear feedback between assessors and reviewers. Alternatively, a consensus building process can be applied to better capture opinions of different experts, thereby maximizing the evidential basis. Elaborating on manageability of invasive species is further needed to fully answer all risk analysis requirements. Tackling the issue of invasive species urges better handling of the acquired information on risk and the exploration of improved methods for decision making on biodiversity management. This is crucial for efficient conservation resource allocation and uptake by stakeholders and the public.  相似文献

In regulatory toxicology, quality assessment of in vivo studies is a critical step for assessing chemical risks. It is crucial for preserving public health studies that are considered suitable for regulating chemicals are robust. Current procedures for conducting quality assessments in safety agencies are not structured, clear or consistent. This leaves room for criticism about lack of transparency, subjective influence and the potential for insufficient protection provided by resulting safety standards. We propose a tool called “Qualichem in vivo” that is designed to systematically and transparently assess the quality of in vivo studies used in chemical health risk assessment. We demonstrate its use here with 12 experts, using two controversial studies on Bisphenol A (BPA) that played an important role in BPA regulation in Europe. The results obtained with Qualichem contradict the quality assessments conducted by expert committees in safety agencies for both of these studies. Furthermore, they show that reliance on standardized guidelines to ensure scientific quality is only partially justified. Qualichem allows experts with different disciplinary backgrounds and professional experiences to express their individual and sometimes divergent views—an improvement over the current way of dealing with minority opinions. It provides a transparent framework for expressing an aggregated, multi-expert level of confidence in a study, and allows a simple graphical representation of how well the study integrates the best available scientific knowledge. Qualichem can be used to compare assessments of the same study by different health agencies, increasing transparency and trust in the work of expert committees. In addition, it may be used in systematic evaluation of in vivo studies submitted by industry in the dossiers that are required for compliance with the REACH Regulation. Qualichem provides a balanced, common framework for assessing the quality of studies that may or may not be following standardized guidelines.  相似文献

Local communities are important stakeholders in resource management and conservation efforts, particularly in the developing world. Although evidence is mixed in suggesting that these resident stakeholders are optimal forest stewards, it is highly unlikely that large tracts of tropical forests will be conserved without engaging local people who depend on them daily for their livelihoods. Stakeholders, who reside in biodiverse ecosystems like tropical forests, are the largest direct users and ultimate decision-makers of forest fate, can be important investors in conservation, harbor local ecological knowledge that complements Western science and frequently have long-term legitimate claims on lands where they reside. Research partnerships with local stakeholders can increase research relevance, enhance knowledge exchange and result in greater conservation success. Different phases of the research cycle present distinct opportunities for partnership, with flexibility in timing, approaches and strategies depending on researcher and local stakeholder needs and interests. Despite being the last step in the research process, dissemination of results can be the best starting point for researchers interested in experimenting with local stakeholder engagement. Still, tropical biologists might not choose to partner with local people because of lack of institutional rewards, insufficient training in stakeholder engagement, insecure research infrastructure in community settings, and time and funding limitations. Although not appropriate in all cases and despite significant challenges, some biological scientists and research institutions have successfully engaged local stakeholders in the research process, proving mutually beneficial for investigators and local people alike and resulting in important innovations in tropical biology and conservation.  相似文献

This paper considers the context for science contributing to policy development and explores some critical issues that should inform science advocacy and influence with policy makers. The paper argues that the key challenges are at least as much in educating conservation scientists and science communicators about society and policy making as they are in educating society and policy makers about science. The importance of developing processes to ensure that scientists and science communicators invest in the development of relationships based on respect and understanding of their audience in both communities and amongst policy makers provides a critical first step. The objectives of the Global Strategy for Plant Conservation acknowledge the importance of developing the capacities and public engagement necessary to implement the Strategy, including knowledge transfer and community capacity building. However, the development of targets to equip institutions and plant conservation professionals to explicitly address the barriers to influencing policy development through knowledge transfer and integration require further consideration.  相似文献

This paper documents an exercise to synthesize and assess the best available scientific knowledge on the effectiveness of different farm practices at enhancing natural pest regulation in agriculture. It demonstrates a novel combination of three approaches to evidence synthesis—systematic literature search, collated synopsis and evidence assessment using an expert panel. These approaches follow a logical sequence moving from a large volume of disparate evidence to a simple, easily understandable answer for use in policy or practice. The example of natural pest regulation in agriculture was selected as a case study within two independent science-policy interface projects, one European and one British. A third funder, a private business, supported the final stage to translate the synthesized findings into a useful, simplified output for agronomists. As a whole, the case study showcases how a network of scientific knowledge holders and knowledge users can work together to improve the use of science in policy and practice. The process identified five practices with good evidence of a benefit to natural pest regulation, with the most beneficial being ‘Combine trap and repellent crops in a push–pull system’. It highlights knowledge gaps, or potential research priorities, by showing practices considered important by stakeholders for which there is not enough evidence to make an assessment of effects on natural pest regulation, including ‘Alter the timing of pesticide application.’ Finally, the process identifies several important practices where the volume of evidence of effects on natural pest regulation was too large (>300 experimental studies) to be summarised with the resources available, and for which focused systematic reviews may be the best approach. Since its emergence in China in 1996, highly pathogenic avian influenza virus subtype H5N1 has spread across Asia, Africa, and Europe. Countries had to promptly implement control and prevention measures. Numerous research and capacity building initiatives were conducted in the affected regions to improve the capacity of national animal health services to support the development of risk-based mitigation strategies. This paper reviews and discusses risk assessments initiated in several South-East Asian and African countries under one of these projects. Despite important data gaps, the risk assessment results improved the ability of policy makers to design appropriate risk management policies. Disease risk was strongly influenced by various human behavioral factors. The ongoing circulation of HPAIV H5N1 in several Asian countries and in Egypt, despite major disease control efforts, supports the need for an interdisciplinary approach to development of tailored risk management policies, in accordance with the EcoHealth paradigm and the broad concept of risk governance. In particular, active stakeholders engagement and integration of economic and social studies into the policy making process are needed to optimize compliance and sustainable behavioral changes, thereby increasing the effectiveness of mitigation strategies.  相似文献

Restoring degraded Australian landscapes through revegetation is a key concern of land holders, NGOs and government agencies. With the advent of climate change, it is increasingly important that revegetation activities take into consideration the species and provenance of plant materials to ensure that environmental plantings will be resilient to future climate conditions. A major strength of the past 30 years restoration programmes is the development of a distributed network of educated and experienced practitioners. We have recently invited stakeholders from among this network to participate in a process to cost‐effectively build Environmental Research Infrastructure – a nationally distributed network of restoration plantings that explore a broad range of research activities including a better understanding of the adaptive responses of different species and provenances. This would also facilitate long‐term monitoring of change and adaptation across Australia, providing a wealth of information to inform future conservation and restoration programmes.  相似文献

Conservation programmes of recent decades aimed to adopt an approach that addresses biodiversity conservation goals through socio-economic tools and to better integrate the human dimension into biodiversity conservation. Yet, to analyse this complex conservation-development nexus, studying conservation perceptions of local populations are crucial to understand the dynamics and establish sound conservation-development management policies. Therefore, we aim to identify the key determinants of conservation perceptions in the Central African context in order to implement successful local and regional conservation strategies. Conservation perceptions of two national parks’ adjacent populations were examined through household surveys, adapted from the Poverty-Environment Network (PEN), in Rwanda and Republic of Congo. Outcomes were statistically analysed to identify the most important factors affecting perceptions about conservation measures. Using a nonlinear canonical correlation analysis, we found that economic factors (e.g. salary, savings, cattle size) and education positively affect conservation perceptions while ecosystem-dependent factors such as hunting and gathering other non-timber forest products have negative effects. Though, we identified a significant difference between two sites, whereby, conservation perceptions are negatively affected by bushmeat factors in Republic of Congo, and NTFP in Rwanda. In addition, our study showed that resource use and rights play a major role in communities’ perceptions and that revenue-sharing projects have a key impact on the perceptions. To ensure sound conservation and development measures, revenue-sharing schemes focusing on material benefits and alternative livelihoods may provide the best approach if participation of communities in the decision-making process is ensured. In this optic, improving education levels will raise awareness and positive perceptions of conservation measures. Development measures should target poor households as they appear to be more conservation-adverse. We conclude that in depth research on local demands for ecosystem products, relationships among stakeholders and community decision power are crucial factors to understand the complexity of the conservation-development nexus.  相似文献

Current management plans for nature reserves in China are ineffective and do not meet their intended goals of balancing conservation and development. Protected area zoning is an approach that can reduce conflict by partitioning the landscape into various land use units that are managed for different levels of human activity. In this paper, we present a systematic methodology that integrates a participatory process with Geographic Information Systems (GIS) using a multi-criteria decision analysis (MCDA) technique to guide a zoning scheme for the Meili Snow Mountain National Park (MSMNP), Yunnan. A participatory process involving multiple stakeholders and technical experts was used to establish park management objectives: nature conservation; tourism and recreation; and, community development. To meet these three objectives, criteria and impact factors for each objective were identified and weighted through a participatory process, and a GIS fuzzy set membership function was then used to generate gradient effects of each criterion. Three suitability maps of conservation, eco-tourism, and community development were generated. The three suitability maps were overlaid to generate a final combined suitability map, and five management zones (strict protected zone, ecosystem conservation zone, eco-tourism zone or buffer zone, park service zone, and traditional land use zone) were identified and mapped that corresponded to different protection and management strategies. Conservation targets (endangered species, alpine and forest ecosystems) and development zones were spatially segregated across the landscape, and the final zoning scheme was found to be acceptable by the various stakeholders.  相似文献

大量研究表明自然保护地周边社区居民对保护地的态度是影响社区参与保护,实现保护地管理目标的主要因素,由此建立了"认知-态度-参与"的行为逻辑。中国国家公园体制建设希望进一步推进社区与保护地的关系,全面提升自然保护管理效率,也建立在对这一行为逻辑的认同之上。为验证社区认知与行为的关系,并为促进不同利益相关者参与国家公园建设与管理提供科学支持,研究试图分析武夷山国家公园体制试点区社区居民的国家公园的"认知-态度-参与"的行为逻辑以揭示社区参与国家公园建设与管理的深层机制。与一般研究不同在于,本研究是针对正在建设中的国家公园,使得本地利益相关方的态度有机会影响国家公园建设进程。为获得社区"认知-态度-参与"核心观念,探索社区参与的过程和方式,提出促进社区参与的方法,研究采用扎根理论这一质性研究方法,基于对本地利益相关者采用半结构化开放问题的深度访谈,归纳出概念与范畴,形成社区参与国家公园建设与管理的理论。研究首先形成45个概念与13个范畴,通过范式模型研究发现,稳定资源使用权利、引导社区参与决策、保障社区发展权利、创新社区产业模式、提高个体适应能力、降低政策风险影响等六个主范畴能够解释社区居民对国家公园的认知-态度-参与这一行为逻辑。通过归纳主范畴,研究进一步提炼出社区参与国家公园建设与管理的理论核心在于社区自然资源管理的自主性、创新性与适应性,其内在机制在于社区参与是一个自主性提高的动态过程,需要通过保障社区生计资源禀赋来实现长期的价值转化,最终使其成为社会-生态系统适应性治理的组成部分。在理论阐释基础上,研究提出从改善社区认知、提升社区参与角度推进国家公园建设的路径。研究也指出,所提出的社区参与机制理论能够提炼量化指标评价社区参与,追踪武夷山国家公园体制试点进程。  相似文献

Accurate knowledge of species’ habitat associations is important for conservation planning and policy. Assessing habitat associations is a vital precursor to selecting appropriate indicator species for prioritising sites for conservation or assessing trends in habitat quality. However, much existing knowledge is based on qualitative expert opinion or local scale studies, and may not remain accurate across different spatial scales or geographic locations. Data from biological recording schemes have the potential to provide objective measures of habitat association, with the ability to account for spatial variation. We used data on 50 British butterfly species as a test case to investigate the correspondence of data-derived measures of habitat association with expert opinion, from two different butterfly recording schemes. One scheme collected large quantities of occurrence data (c. 3 million records) and the other, lower quantities of standardised monitoring data (c. 1400 sites). We used general linear mixed effects models to derive scores of association with broad-leaf woodland for both datasets and compared them with scores canvassed from experts.Scores derived from occurrence and abundance data both showed strongly positive correlations with expert opinion. However, only for occurrence data did these fell within the range of correlations between experts. Data-derived scores showed regional spatial variation in the strength of butterfly associations with broad-leaf woodland, with a significant latitudinal trend in 26% of species. Sub-sampling of the data suggested a mean sample size of 5000 occurrence records per species to gain an accurate estimation of habitat association, although habitat specialists are likely to be readily detected using several hundred records. Occurrence data from recording schemes can thus provide easily obtained, objective, quantitative measures of habitat association.  相似文献

Summary Aboriginal people perceive land and water as equal components of country, and hold distinct perspectives on water relating to identity and attachment to place, environmental knowledge, resource security, and the exercise of custodial responsibilities to manage interrelated parts of customary estates. This paper documents Aboriginal perspectives from certain areas in northern Australia, defined as the region of tropical savannas stretching from Townsville to Broome, and offers a number of suggestions for improving current knowledge of Aboriginal values and Aboriginal participation rates in water and catchment management. The paper highlights the cultural significance of rivers and water in selected northern regions, and provides a preliminary outline of research and management priorities as determined by key north Australian Aboriginal land management organizations. Priorities include developing the capacity for collaborative aquatic resource management, conservation of traditional ecological knowledge, riparian resource inventories and threat assessment, as well as improved Aboriginal participation in catchment management and water policy. Although there is a strong north Australian focus to this paper, the issues raised are relevant to water and natural resource management policy throughout Australia.  相似文献

Despite abundant literature on indicators for sustainable resource management, practical tools to help local users to apply its general concepts at a local to regional level are scarce. This means that decisions over land evaluation and land use at a local level are often not based on the formal application of indicators or decision support systems for environmentally sound management but instead on the opinion of local expertise, for instance forest managers, cattle breeders, farmers and/or academics. This is particularly seen to be the case in the tropics where access to modern communication and information technologies is restricted.As the opinions of experts are often based on and influenced by personal experience, intuition, heuristics and bias, their evaluations and decision are often unclear to the non-expert working at a local level. In order to make their reasoning more comprehensible to the non-expert, the ecological condition of 176 plots in the tropical Southeast of Mexico were evaluated by experts on soil fertility, forest management, cattle breeding and agriculture. With the assistance of a knowledge engineer (one who converts expert knowledge and reasoning into a model), these expert opinions and reasoning were then translated into a formal computer model.As an alternative approach we applied a knowledge discovery technique, namely the induction of regression trees and automatically developed models using the expert evaluations as training data. Where knowledge engineering was tedious and time consuming, regression models could be rapidly generated. Moreover, the correspondence between regression trees and expert opinions was considerably higher than the correspondence between expert opinion and their own models. The regression trees used less explicative variables than the models generated by the experts. The minimisation of sampling effort due to variable space reduction means that the application of regression tree induction has a high potential for a rapid development of indicators for narrowly defined ecological assessments, needed for decision making on a local or regional scale.  相似文献
