A joint analysis considering the world-wide distribution and threat status of Central European vascular plants was carried out to derive conservation priorities for threatened species. A list of 417 taxa is presented, which are threatened throughout Central Europe and/or show a predominantly Central European distribution. As a first step, all plants mentioned in Central European national Red Lists were included in a synoptic table, resulting in a total of 3255 taxa threatened or rare in at least one country. To select species with a high conservation priority, two parameters were estimated: threat status for Central Europe and a new category termed responsibility for the conservation of a species. As criteria for this second parameter, we used the proportion of Central Europe on the world range of a species, the position of Central Europe within this range, and its world-wide threat status. A simple category system including four responsibility categories is proposed. For all species selected, threat status and a responsibility assessment for the whole of Central Europe is given, as well as position and proportion of Central Europe on their world range. By comparison of threat status and responsibility, this list provides a background for assessing national conservation priorities as well as for making decisions about inclusion in international conventions on species conservation. This was shown by a comparison of the species selected using this approach with those included in the two most important European instruments for species conservation – the Berne Convention and the Habitats Directive.  相似文献

An important task in conservation biology is to assess the spatial scale pertinent for species protection since some species may require protection throughout their distribution, others in only part of their range. Once this is done, species can be correctly identified for listing at different administrative levels (e.g. continental, national, and local). Here, we propose an objective method to list taxa at nested administrative levels based on three criteria (responsibility, rarity and vulnerability). We tested the method using quantitative data on the distribution, abundance and decline of orchids in France. The proposed method enables increased protection status in regions where species’ abundance and diversity are higher, gives priority to species for which an individual administrative unit has high responsibility and allows objective integration of species decline at different administrative levels. The method also enables the integration of locally rare species at their distribution limits and avoids repetition of species listing across second-level administrative units. The use of an objective method such as this could contribute to a standardised system of priority setting that integrates the geographic scale of rarity in relation to different administrative levels for protection.  相似文献

Abstract

Prioritization of endemic, threatened species and the habitats where they live is a crucial point of conservation actions, particularly in areas with rich endemic floras. In this study, we have developed a new procedure to define the conservation priorities among endemic plants and habitats by evaluating eight criteria. Five criteria deal with the geographic and ecological range of the evaluated species, whereas the other three refer to threats. After the evaluation of each criterion, we combined the partial scores to obtain a priority index (PI). Finally, we characterized the EU habitat categories of conservation concern on the basis of the average PI value of the plants living in each habitat. We tested the method on a list of 260 endemic plants from a biodiversity hotspot (Sardinia) that had an average PI of 3.66 ± 0.16. Even if the habitat categories that are most rich in endemic plants were rocky habitats, and coastal/halophytic habitats, the most endangered habitat was coastal sand dunes (PI = 6.75 ± 1.15). The method herein presented is complementary with the application of IUCN criteria. This integrated approach is a concrete solution that adapts IUCN criteria and categories to local contexts.  相似文献

Prioritization is crucial in nature conservation, as land and financial resources are limited. Selection procedures must follow objective criteria, and not primarily subjective aspects, such as charisma. In this study, we assessed the level of charisma for all European butterflies. Based on these data, we analysed the charisma values of the species listed on the annexes of the EU Habitats Directive and of the species being of conservation priority according to criteria derived by three objective criteria: Species ecological specialisation, distribution, and threat. The mean level of charisma was higher for species of the EU Habitats Directive than for species of conservation priority and for not-listed species. Five of the twenty most charismatic species were also listed on the EU Habitats Directive, but none occurred on the list of species being of conservation priority. A trait space analysis revealed remarkable differences between the different species assortments: The species listed on the EU Habitats Directive covered a large trait space and included many species with high charismatic value, but low ecological and biogeographical relevance, while species of high conservation priority covered a restricted trait space and did not overlap with charismatic species. According to our findings, the selection of species for nature conservation still follows a mix of being aesthetic combined with some ecological criteria.

Seed dispersal mode of plants and primary interactions with animals are studied in the evergreen Afrotropical forest of LuiKotale, at the south-western part of Salonga National Park (DR Congo). We first analysed seed dispersal strategies for (a) the plant species inventoried over a decade at the study site and (b) the tree community in 12 × 1 ha census plots. Our analyses of dispersal syndromes for 735 identified plant species show that 85 % produce fleshy fruits and rely on animals for primary seed dispersal. Trees depending on animals for primary dispersal dominate the tree community (95 %), while wind-dispersed and autochorous trees are rare in mixed tropical forests. A list of frugivorous vertebrate species of the ecosystem was established. Among the fruit-eating vertebrate species identified in the ecosystem, forest elephants and bonobos are threatened with extinction (IUCN, The IUCN red list of threatened species, 2012). Although most of the species listed previously are internationally and regionally protected, all the species we observed dispersing seeds are hunted, fished or trapped by humans in the area. With the exception of bush pigs, seed predators, mainly small-sized animals, are generally not targeted by hunters. As a consequence, we expect human pressure on key animal species to impact the plant community. We suggest defaunation to be considered as major conservation problem. Thus, not only for the sake of animal species but also for that of plant species conservation, anti-poaching measures should have priority in both “protected” and unprotected areas. Defaunation could bring a new impoverished era for plants in tropical forests.  相似文献

The list of British Red Data birds (Batten et al. 1990) includes 117 species, 109 of which qualified on one or more quantitative criteria referring to rarity, localized distribution, population decline and international importance. A wealth of data on bird population levels and trends in the United Kingdom and Europe has recently become available, allowing refinement and improvement of the criteria for qualification. Here we propose that in assigning priorities for conservation action in the U.K. (Britain and Northern Ireland), three biological axes need to be considered: national threat (measured as rarity, localized distribution and population decline in the U.K.), international importance (the proportion of the European population in the U.K.) and international threat (European/global conservation status). Only the first two of these axes were considered by Batten et al. (1990). Each of these axes has been sub-divided into high, medium and low categories using quantitative thresholds, and from this we produce a national 'conservation cube' (three axes, each with three categories and thus 27 cells). Data permitting, every species in the U.K. can be allocated to one of these cells. We suggest that species high on either (or both) of the national or international threat axes be considered as species of high conservation priority (the red list) and that among the remainder those that rank at least medium on one of the axes be considered as of medium conservation priority (the amber list). All other species are of low conservation priority (the green list). We suggest that this three-axis model could be applicable to other taxa and countries.  相似文献

濒危等级是确定物种优先保护顺序和制订濒危物种保育策略的重要依据,《生物多样性公约》、相关国际组织和一些国家都把物种濒危状态的评价作为生物多样性保护工作中的一个重要步骤。本文对IUCN和美国、加拿大等国在物种濒危状态评价中有关等级标准、评价程序、数据信息采集管理及网络应用方面的问题进行了分析。国际上物种濒危状态评价工作呈现出以下几个方面的发展趋势:(1)物种濒危等级评价标准由定性指标向定量指标发展;(2)物种濒危状况评价程序逐步规范严格,评价过程透明,公众积极参与;(3)数据信息的采集逐步标准化,储存与管理更新采用计算机及网络技术;(4)物种濒危等级的公布与更新逐步以网络形式为主;(5)全球对物种濒危状态评价工作日益重视,物种濒危等级信息在物种资源利用、保护及其他方面的应用愈加广泛。在此基础上,作者提出了我国在物种濒危状况评价中急需加强的3个方面的工作:(1)建立我国的物种濒危等级评价标准;(2)建立完善的物种濒危等级评价程序并制定相关的指导性文件;(3)加强濒危物种评价中数据信息的规范采集、网络管理和数据共享。  相似文献

通过对湖北赛武当国家级自然保护区内的野生珍稀植物资源进行调查,运用濒危系数、遗传价值系数和物种价值系数,计算出物种优先保护值,以确定物种濒危等级和优先保护等级。结果显示:(1)该区内共有珍稀保护植物33种,隶属于26科33属,其中易危15种、近危11种、安全种7种;(2)该区珍稀植物优先保护值的范围为0.2631~0.6985,据此得出33种珍稀植物的优先保护等级为:Ⅰ级6种、Ⅱ级13种、Ⅲ级12种、Ⅳ级2种。(3)本研究结果与相关珍稀保护植物名录的濒危等级和优先保护级别存在较大差异,这可能是由于生境破碎化和人为干扰导致大部分植物在本区受威胁程度加重,因此应强化管理。  相似文献

生物多样性保护优先区是我国为加强生物多样性保护划定的重要区域,辽宁省境内目前并无此类优先区,弥补相关缺失具有重要意义。本研究通过对生态系统保护、人类影响和生物多样性保护区划3个准则层7个指标进行计算,依次获得辽宁省生物多样性保护优先区指标值、准则层值和优先区识别综合值,结合辽宁省县(市)行政边界和自然保护区边界数据,确定了辽宁西部和东部生物多样性保护优先区的建议地域范围。其中,辽宁西部生物多样性保护优先区面积为12951 km2,森林覆盖率为53.6%,包括9个省级以上自然保护区,以水土保持作为区域重要生态功能;辽宁东部生物多样性保护优先区面积为20057 km2,森林覆盖率为78.9%,包括8个省级以上自然保护区,以水源涵养作为区域重要生态功能。上述优先区是国家和省级保护物种的集中分布区,也是辽宁省重要生态系统的分布区,亟待开展生物多样性保护工作。  相似文献

BackgroundThe world is undergoing exceptional biodiversity loss. Most conservation efforts target biodiversity hotspots at large scales. Such approach overlooks small-sized local hotspots, which may be rich in endemic and highly threatened species. We explore the importance of mountain rock pools (gueltas) as local biodiversity hotspots in the Sahara-Sahel. Specifically, we considered how many vertebrates (total and endemics) use gueltas, what factors predict species richness, and which gueltas are of most priority for conservation. We expected to provide management recommendations, improve local biodiversity conservation, and simultaneously contribute with a framework for future enhancement of local communities’ economy. The identification of local hotspots of biodiversity is important for revaluating global conservation priorities.Conclusion/SignificanceGueltas are crucial for local biodiversity conservation and human activities. They require urgent management plans in Mauritania’s mountains. They could provide refugia under climate change being important for long-term conservation of Sahara-Sahel biodiversity. Given their disproportional importance in relation to their size, they are local hotspots of biodiversity deserving global attention.  相似文献

营养缺乏、过量或不平衡都会直接导致植物生长繁殖障碍甚至死亡,通过改良土壤或补充矿质元素来解决这些问题是植物营养学研究的主要内容。这一学科的研究范围已经从传统人工生态系统发展到自然生态系统中。但总的来说,这一学科还没有真正渗透到珍稀濒危物种的迁地保护领域中来。中国各植物园目前正在开展大规模的珍稀濒危植物迁地保护工作,但人们都只重视了物种的引入,却忽视了它们在迁地保护过程中业已存在和可预见的生长繁殖障碍,对迁地保护植物的研究很少涉及其生长繁殖所需的营养条件。针对这一现状,本文提出了目前应开展的几项工作:(1)明确优先开展植物营养学研究的物种范围;(2)物种原产地土壤与植物化学元素背景值的分析;(3)迁地保护物种营养状况动态监测与营养诊断。该研究思路的提出,无论是从植物营养学与植物保育学的学科交叉角度,还是从珍稀濒危物种迁地保护保育策略的理论探索与解决实际问题的角度,都具有十分重要的意义。  相似文献

Oceanic islands have been the grand stage of documented extinctions. In view of limited resources, efficient prioritization is crucial to avoid the extinction of taxa. This work lists the top 100 management priority species for the European archipelagos of the Macaronesian region (Azores, Madeira and the Canary Islands), taking into account both their protection priority and their management feasibility. Bryophytes, vascular plants, molluscs, arthropods and vertebrates were scored by species experts following two sets of criteria: (i) protection priority, including ecological value, singularity, public institutions’ management responsibilities and social value; (ii) management feasibility, including threats knowledge and control feasibility, external socio-economical support for management and biological recovery potential. Environmental managers weighted the same criteria according to their management importance. Final species scores were determined by the combination of both species valuation and criteria weighting. Vascular plants dominate the Top 100 list, followed by arthropods and vertebrates. The majority of listed taxa are endemic to one archipelago or even to a single island. The management feasibility criteria did not dictate that all taxa must be eminently endangered, as for most of the species it should be relatively easy to control threats. The main advantages of this process are the independent participation of scientists and conservation managers, the inclusion of criteria on both protection priority and management feasibility and the taxonomically unbiased nature of the process. This study provides a potentially useful biodiversity conservation tool for the Macaronesian archipelagos that could be readily implemented by the respective regional governments in future legislation.  相似文献

The amphibian decline and extinction crisis demands urgent action to prevent further large numbers of species extinctions. Lists of priority species for conservation, based on a combination of species' threat status and unique contribution to phylogenetic diversity, are one tool for the direction and catalyzation of conservation action. We describe the construction of a near-complete species-level phylogeny of 5713 amphibian species, which we use to create a list of evolutionarily distinct and globally endangered species (EDGE list) for the entire class Amphibia. We present sensitivity analyses to test the robustness of our priority list to uncertainty in species' phylogenetic position and threat status. We find that both sources of uncertainty have only minor impacts on our 'top 100' list of priority species, indicating the robustness of the approach. By contrast, our analyses suggest that a large number of Data Deficient species are likely to be high priorities for conservation action from the perspective of their contribution to the evolutionary history.  相似文献

To elucidate the factors underlying species conservation priority setting, we analysed the relationships among species’ structural complexity, scientific attention, threatened species listing, and conservation investments at different organisational levels, including global, European, national, and sub-national. Although the literature often highlights the need to consider criteria other than extinction risk status, our results show that an excessive use of Red lists still persists in the setting of conservation priorities. We found that organismal complexity, available scientific information, and species listing combine together to create a positive feed-back loop, in which more complex organisms have a larger proportion of threatened species in the Red lists and legal lists. This bias promotes research that is devoted to understanding conservation problems as well as more funds invested to solve them. We propose that a sort of pitfall-trap is currently constraining the species conservation priority setting, in which few species, mainly threatened and better-known species, tend to receive most of the funds and policy attention. To counteract this pitfall-trap, we highlight the need to increase scientific effort on lower taxa and expand Red lists to assess lesser-known taxonomic groups as well as the need to use other criteria for species conservation prioritisation.  相似文献

The private and public agencies for nature protection often ask land managers to implement biodiversity conservation plans. Invertebrates constitute a substantial proportion of terrestrial and freshwater biodiversity and are critical to ecosystem functions. However, their inclusion in conservation planning and management is under represented, particularly in the Alps.In this paper we propose a new methodological solution and challenge for the identification of priority areas based on the integration of three approaches: invertebrate multi-taxa based; expert-based; and, GIS-based. The Trentino Province (eastern Italian Alps), was investigated as a case study.The first methodological step was to select a panel of nineteen experts which played a strategic role in the suggestion of 229 species, endangered or of mandatory conservation interest. The second step was to find objective criteria for species prioritisation. These criteria, crossed with the experts taxonomical and ecological knowledge resulted in a list of 70 focal invertebrate species. The third step was to integrate with the GIS-based approach data layers from the habitat requirements of each of the 70 focal species to generate potential spatial-distributional maps. Potential distribution maps gave information about the sites (priority areas) in which the highest number of focal species could concentrate, thus suggesting where to focus future monitoring efforts. Several priority areas resulted outside the protected ones. Alluvial forest and hop-hornbeam woods were the habitats with the highest number of focal species, and thus they represent the habitats of major conservation interest and concern, because they are usually small, fragmented, and near urbanised areas located in the bottom of the valleys. The relatively simple processes involved in species and potential habitat distribution proposed in this paper can be conducted with a minimal amount of data, making it an attractive tool when time and funds are in short supply.  相似文献

Although conservation efforts are traditionally based on species red lists or similar documents, recent initiatives are starting to shift this scope to include other biodiversity structures and biological classifications. Plant communities have been indicated as being among the most promising categories for setting conservation priorities but their importance and potential is still underestimated. In this study we develop a conservation priority list based on aquatic plant communities of the Iberian Peninsula. Four criteria were used to perform a cumulative point-scoring ranking: regional responsibility, local rarity, wealth of its endangered flora, and habitat vulnerability. Our ranking constitutes the first comprehensive classification of aquatic vegetation in relation to its conservation priorities in Southern Europe. It reveals that amphibious communities are the most important vegetation target for conservation in Iberia related to oligotrophic environments with a bioclimatic Atlantic distribution. Plant communities characteristic of eutrophic waters or widely distributed were found to be cause for less concern when setting conservation priorities. Our results bring to light various discrepancies and gaps in current conservation laws affecting the Iberian Peninsula. Our study highlights the potential of plant communities in biodiversity conservation as they provide valuable information of habitat singularity, and supports that neither the sole use of species nor large scale approaches unaware of regional singularities are appropriate in setting conservation priorities.  相似文献

Locally rare taxa are those that are rare or uncommon within a local geographical boundary while more common outside of that boundary. In addition to the rare taxa identified by global, national, and state/provincial levels, locally rare taxa are important for the preservation of species diversity and ecological processes, and therefore require effective and recognizable conservation status. Currently, there are no specific local rarity criteria in use to categorize taxa at regional jurisdictional levels. To address this need, we developed criteria for categorizing locally rare plant taxa by using the framework the Natural Heritage Network’s Element Ranking System combined with attributes of the World Conservation Union’s Red List Criteria. We then tested the efficacy of our classification system (called L-ranks) on the flora of Napa County using a geographic information system and available plant distribution data for the State of California. Results indicated that 89 taxa from 34 families met the area of occupancy criteria for local rarity status. Our findings demonstrated that with available geographic data, the proposed criteria for classifying locally rare plants can be usefully applied at the county level to identify significant peripheral plant populations. The proposed L-rank system was specifically designed to be compatible with existing multi-scale conservation programs and will augment the current systems in use by local organizations. By systematically classifying locally rare plants, current regulations that are applicable to locally rare taxa may be used more effectively in conservation planning and prioritizing at the county scale.  相似文献

中国野生动物保护名录包括《国家重点保护野生动物名录》(简称《国家重点保护名录》)、《具有重要生态、科学和社会价值的陆生野生动物名录》》(简称《三有名录》)和地方重点保护野生动物名录(简称地方重点保护名录)。2017年《中华人民共和国野生动物保护法》修订实施后,《国家重点保护名录》修订工作提上日程。修订《国家重点保护名录》应明确该名录与《三有名录》之间的关系,前者要突出重点,体现保护优先和方便管理的原则,划分中央和地方的保护责任。建议依据物种的濒危属性、特有属性、稀有属性、珍贵属性以及管理属性来确定重点保护野生动物物种的级别。保护名录可以采取将整个属、整个科等较高的分类阶元集体列入原则(Principle of Clump Listing)。当一个亚种、一个种群有显著的进化潜力和确定的分布区时,也可以应用拆分列入原则(Principle of Splitting Listing),将其作为管理单位列入物种保护名单。此外,还应密切跟踪并及时更新物种分类法的变化、制订保护级别的判定标准、编写物种恢复计划指南、制定《国家重点保护名录》修订程序。建议为每一个重点保护物种制定相应的种群和生境恢复计划。根据珍稀濒危野生动物动态管理的需要,通过定期评估,及时对列入名录的物种进行升级、降级、删除或维持现有保护等级等处理。  相似文献

通过野外调查、文献查阅、专家咨询及市场调查等手段获得长白山高山苔原带植物生存状况、分布数量的基本数据。在查阅文献的基础上,借助专家咨询构建了长白山高山苔原带植物受危等级、优先保护定量评估体系。该体系包含3个子系统,每个子系统下设不同指标共计12个。通过专家咨询法和层次分析法相结合的方法确定各子系统及各指标的权重。共评估植物94种,其中极危种3种,濒危种6种,易危种22种,近危种42种,无危种21种;在保护的缓急程度上,属于特级保护的有5种,一级保护的有6种,二级保护的有34种,三级保护的有30种,暂缓保护的有19种。评估结果与以往的红色名录进行了比较,一些从未列入红色目录的种类在本研究结果中有所体现。相反,有些曾被列入红色名录的物种在本次评估中被列为"无危"。对评估结果与以往红色名录之间产生差异种类及原因进行了讨论。  相似文献
