An extensive network of Protected Areas (PA) has been established across the Brazilian Amazon, but this PA system still suffers from a shortage of funding resources and environmental managers. New conservation strategies that successfully align social aspirations with biodiversity conservation are therefore imperative. Although approaches exist that demonstrate the value of biodiversity conservation for society and the local/national economy, these do not always manage to capture intrinsic values or local perspectives on natural resource conservation, and this can generate limitations in the use of these approaches as conservation tools. Here, we assessed the case of arapaima (Arapaima spp.) co-management, a well-consolidated community-based conservation initiative, through the lens of the Protected Areas Asset Framework (PAAF) to investigate the material and immaterial value of PA assets. Arapaima was clearly recognized as a key biophysical natural asset by local communities, with a significant role in terms of food, cultural, economic and conservation importance, in addition to its status as an iconic and emblematic species. This study reinforces the potential of the PAAF to identify the diverse range of values associated with PAs. Our results also encourage wider support to strengthen collaborative sustainable natural resource management programmes such as arapaima co-management, which is achieving remarkable social and ecological outcomes in rural Amazonia.  相似文献

It has been postulated that the emergence of adaptive co-management can be driven by crises that transform social-ecological systems with low resilience. We compared two concurrent case studies of grizzly bear-human conflicts in northern Canada to assess whether such crises could effect such transformations in bear-human systems. We conclude that they can, evaluate the outcomes, and identify conditions that may explain these observations. For remote communities, horizontal and vertical institutional connections are important for facilitating learning and the integration of information in wildlife management, yet they can be difficult to establish. Events in Baker Lake, Nunavut, showed that without such connections local peoples’ substantial ecological knowledge may not be integrated effectively into decision processes. In the Inuvialuit Settlement Region the quota system for grizzly bear harvests has been able to successfully incorporate both scientific and traditional ecological knowledge, largely because of its cross-scale institutional network. The leadership provided by individual champions was also an important determinant of both case studies’ outcomes.  相似文献

Participatory management approaches are increasingly recognized as an effective strategy for enabling the sustainable use of natural resources. The southeast coast of St. Lucia is one of the sites where a particular form of participatory management, a co-management regime, was recently developed to control the sea urchin fishery. The Caribbean Natural Resources Institute (CANARI), a NGO based in Vieux-Fort, St. Lucia, played a key role in the development of this co-management arrangement. This case study of the sea urchin fishery in Vieux-Fort examines the extent of the devolution of authority to locally-based sea urchin harvesters, explores the potential contribution of local knowledge to the understanding of sea urchin behavior, and points to elements of a strategy aimed at strengthening the organizational capacity of the core group of sea urchin harvesters. The study addresses both present practice and future possibilities in response to concrete questions raised by participants in the study.  相似文献

Professional and popular publications have increasingly depicted native peoples of Amazonia as “natural” conservationists or as people with an innate “conservation ethic.” A few classic examples are cited repeatedly to advance this argument with the result that these cases tend to be generalized to all indigenous peoples. This paper explores the premise that many of these systems of resource conservation come from areas of Amazonia where human survival depends on careful management of the subsistence base and not from a culturally imbedded “conservation ethic.” Where resource constraints do not pertain, as in the case of the Yuquí of lowland Bolivia, such patterns are unknown. Finally, the negative consequences of portraying all native peoples as natural conservationists is having some negative consequences in terms of current struggles to obtain indigenous land rights.  相似文献

This paper describes Zimbabwe's wildlife-based CAMPFIRE programme. It suggests that community-based natural resource management is a potential solution to the inter-linked problems of poverty and conservation if it is based on sound management principles that also incorporate transparency, accountability and democracy because the unit of management is a community.This first section suggests that many of the causes of these natural resource problems in communal lands are a result of the failure of mechanisms to price and allocate resources efficiently. The second section describes the evolution of CAMPFIRE, while the third section summarizes the principles that underpin the programme. The fourth section discusses the governance of natural resources and describes the process by which rights to wildlife have been devolved. This emphasizes how important political and administrative systems are to wildlife conservation. CAMPFIRE can be viewed as a five-step process: getting an enabling political, legal, administrative and economic environment; creating awareness and a demand for the programme; generating revenues; using these revenues effectively; and, finally, setting in place the institutions and capacity for locally-based natural resource management. The first four sections of the paper deal with step on — the enabling environment, what it is and how it came about. The final section describes the actual implementation of the programme and is rather brief.  相似文献

The first model for co-management between local communities and government towards the sustainable utilization of forested regions in Republic of Guinea was established in the Nialama Classified Forest in 1999. Technical and financial support was provided by USAID to develop local natural resource management capacity. Long-term local chimpanzee monitoring provided the basis for delimiting the boundaries of core areas for strict protection which continue to provide refuge to the resident chimpanzee population. Using satellite imagery, we reviewed the impacts of co-management on key chimpanzee habitat between 1986 and 2009. Degradation statistics show that land cover change within areas delimited as critical chimpanzee habitat inside of the Classified Forest was far less compared to the Classified Forest as a whole, or within a 5 km buffer zone. Comparatively, critical chimpanzee habitat located outside of the Nialama Classified Forest suffered the most degradation. Here we discuss the impacts of co-management on chimpanzee habitat and causal factors surrounding the continued survival of chimpanzees in Nialama.  相似文献

Effective monitoring programs are required to understand and mitigate biodiversity declines, particularly in tropical ecosystems where conservation conflicts are severe yet ecological data are scarce. “Locally-based” monitoring has been advanced as an approach to improve biodiversity monitoring in developing countries, but the accuracy of data from many such programs has not been adequately assessed. I evaluated a long-term, patrol-based wildlife monitoring system in Mole National Park, Ghana, through comparison with camera trapping and an assessment of sampling error. I found that patrol observations underrepresented the park’s mammal community, recording only two-thirds as many species as camera traps over a common sampling period (2006–2008). Agreement between methods was reasonable for larger, diurnal and social species (e.g., larger ungulates and primates), but camera traps were more effective at detecting smaller, solitary and nocturnal species (particularly carnivores). Data from patrols and cameras corresponded for some spatial patterns of management interest (e.g., community turnover, edge effect on abundance) but differed for others (e.g., richness, edge effect on diversity). Long-term patrol observations were influenced by uneven sampling effort and considerable variation in replicate counts. Despite potential benefits of locally-based monitoring, these results suggest that data from this and similar programs may be subject to biases that complicate interpretation of wildlife population and community dynamics. Careful attention to monitoring objectives, methodological design and robust analysis is required if locally-based approaches are to satisfy an aim of reliable biodiversity monitoring, and there is a need for greater international support in the creation and maintenance of local monitoring capacity.  相似文献

Knowledge of forest history is crucial for understanding the processes, structures, functions and current status of forest ecosystems. An enhanced understanding of the long history of disturbance factors affecting forest development and thereby the present state of the forest is particularly valuable when working with forest management, conservation and restoration. Integrating the legacies of past disturbances—natural as well as anthropogenic—into conservation and management strategies is likely to favour natural values and ecosystem services. A case-study in Gribskov, Denmark, using palaeoecological data and historical source materials explores the lessons learned from the past and leads to the suggestion of a conceptual model of how information from the past can increase understanding of long-term ecological processes.  相似文献

随着我国自然保护事业进入新时代,以国家公园为主体的自然保护地体系建设思路得以明确,以国家公园为代表的自然保护地监测工作也被赋予了更高的要求。监测在促进国家公园科学规划与管理中发挥着重要作用,国家公园管理目标的实现离不开可靠的监测数据和信息的支撑。我国的国家公园试点由各类型自然保护地整合设立,因此面临不同监测类型之间的整合,存在缺乏统一的监测指标体系、有效的监测数据管理、健全的监测实施机制等问题。在对各类型自然保护地整合优化的基本思路下,基于国外国家公园监测实践与经验,综合考虑我国自然保护地的监测现状和需求,从顶层设计出发,构建了以自然资源清查为基础、以生态监测为核心、以自然与人为干扰监测为辅助、以管理有效性监测为补充并服务管理有效性评价的国家公园综合监测体系。在此基础上,进一步提出由三级监测网络、监测数据管理、管理有效性评价三部分组成的国家公园监测实施机制。在国家公园监测体系构建方面进行了探索与尝试,以期为我国国家公园监测体系以及监测制度的建立提供有益参考。  相似文献

Recent ecological studies have revealed that rapid evolution within populations can have significant impacts on the ecological dynamics of communities and ecosystems. These eco‐evolutionary dynamics (EED) are likely to have substantial and quantifiable effects in restored habitats over timescales that are relevant for the conservation and restoration of small populations and threatened communities. Restored habitats may serve as “hotspots” for EED due to mismatches between transplanted genotypes and the restored environment, and novel interactions among lineages that do not share a coevolutionary history, both of which can generate strong selection for rapid evolutionary change that has immediate demographic consequences. Rapid evolution that influences population dynamics and community processes is likely to have particularly large effects during the establishment phase of restoration efforts. Finally, restoration activities and their associated long‐term monitoring programs provide outstanding opportunities for using eco‐evolutionary experimental approaches. Results from such studies will address questions about the effects of rapid evolutionary change on the ecological dynamics of populations and interacting species, while simultaneously providing critical, but currently overlooked, information for conservation practices.  相似文献

Taxonomy and species conservation are often assumed to be completely interdependent activities. However, a shortage of taxonomic information and skills, and confusion over where the limits to 'species' should be set, both cause problems for conservationists. There is no simple solution because species lists used for conservation planning (e.g. threatened species, species richness estimates, species covered by legislation) are often also used to determine which units should be the focus of conservation actions; this despite the fact that the two processes have such different goals and information needs. Species conservation needs two kinds of taxonomic solution: (i) a set of practical rules to standardize the species units included on lists; and (ii) an approach to the units chosen for conservation recovery planning which recognizes the dynamic nature of natural systems and the differences from the units in listing processes that result. These solutions are well within our grasp but require a new kind of collaboration among conservation biologists, taxonomists and legislators, as well as an increased resource of taxonomists with relevant and high-quality skills.  相似文献

Climate change is posing new challenges to conservation because management policies on protected coral reefs are less effective than they were before the current ecosystem degradation. Coral reefs, the most diverse and complex marine ecosystem provide economic services for millions, but are seriously threatened worldwide because reef-building corals are experiencing bleaching phenomena and a steady decline in abundance. The resources of a Marine Protected Area (MPA) in Cartagena, Colombia, are in constant decline, despite a current management plan and on-site staff, urging new conservation actions. A multidisciplinary team gathered to evaluate management effectiveness including biophysical, socioeconomic and governance indicators. Coral cover and fish diversity and abundance were low both inside and outside the MPA, which suggests a limited efficiency of management. Currently, the MPA is a reef with low coral cover and high algae cover as well as large dead coral areas, which are generally signs of highly degraded reef habitats. Live coral cover in the MPA was represented by pioneer coral species such as Agaricia tenuifolia and Porites astreoides. Nonetheless, 35% of the scleractinian species sampled in the area harbored more than one zooxanthellae symbiont, which suggests potential resistance and resilience against coral bleaching. Maintenance of trophic structure and functional diversity is an important endeavor that should be a priority for management in order to allow ecosystem resilience. Social and governance indicators showed low-income levels and few opportunities for communities living in and around the park, low governability, weak communication among stakeholders and with authorities at different levels. As a result, problems related to over exploitation of resources were commonplace in the MPA. These results reflect low adaptive capacity of communities to comply with restrictive conservation rules, showing that establishment of a protected area is a necessary but insufficient condition to guarantee conservation goals. Ignoring the role of local communities only will exacerbate the problems associated with natural resources. Involvement of communities in strategic ecosystems management appears to be a requisite to improve effectiveness of protected areas, and participatory strategies, such as co-management, offer opportunities to improve governability while letting communities adapt to MPA needs.  相似文献

Monitoring Matters: Examining the Potential of Locally-based Approaches   总被引:8,自引:7,他引:1  
Monitoring of biodiversity and resource use by professional scientists is often costly and hard to sustain, especially in developing countries, where financial resources are limited. Moreover, such monitoring can be logistically and technically difficult and is often perceived to be irrelevant by resource managers and the local communities. Alternatives are emerging, carried out at a local scale and by individuals with little formal education. The methods adopted span a spectrum, from participatory monitoring where aims and objectives are defined by the community, to ranger-based monitoring in protected areas. What distinguishes these approaches is that local people or local government staff are directly involved in data collection and (in most instances) analysis. In this issue of Biodiversity and Conservation, 15 case studies examine whether these new approaches can address the limitations of professional monitoring in developing countries. The case studies evaluate ongoing locally-based monitoring schemes involving more than 1500 community members in 13 countries. The papers are based on a symposium held in Denmark in April 2004 (www. monitoringmatters.org). Here, we review how the case studies shed light on the following key issues concerning locally-based methods: cost, sustainability, their ability to detect true local or larger-scale trends, their links to management decisions and action, and the empowerment of local constituencies. Locally-based monitoring appears to be consistently cheap relative to the costs of management and of professional monitoring, even though the start-up costs can be high. Most local monitoring schemes are still young and thus their chances of being sustained over the longer term are not yet certain. However, we believe their chances of surviving are better than many professional schemes, particularly when they are institutionalised within existing management structures, and linked to the delivery of ecosystem goods or services to local communities. When properly designed, local schemes yield locally relevant results that can be as reliable as those derived from professional monitoring. Many management decisions emanate from local schemes. The decisions appear to be taken promptly, in response to immediate threats to the environment, and often lead to community-based actions to protect habitats, species or the local flow of ecosystem benefits; however, few local schemes have so far led to actions beyond the local scale. Locally-based monitoring schemes often reinforce existing community-based resource management systems and lead to change in the attitude of locals towards more environmentally sustainable resource management. Locally-derived data have considerable unexplored potential to elucidate global patterns of change in the status of populations and habitats, the services they provide, and the threats they face, but more effort is needed to develop effective modalities for feeding locally-derived data up to national and international levels.  相似文献

Adaptive co-management (ACM) is a key concept in science and an increasingly adopted policy response in conservation, associated with a number of positive outcomes. However, the effects and mechanisms of co-management arrangements, including the conditions under which ACM gives rise to higher levels of internal and external legitimacy, are yet to be explored. This endeavor, in turn, requires theoretically driven models providing assumptions and outlining testable hypotheses. Considering the social challenges of ACM and using an institutional change within the Swedish carnivore management system aimed at achieving legitimacy through co-management as an illustrative example, this article develops a conceptual model that encompasses conditions and possible explanations to ACM outcomes. More specifically, drawing on lessons from social theory, we model the impact of three key factors—social networks, deliberation and learning—on the external and internal legitimacy resulting from ACM arrangements. Based on the model proposed, the popular assumptions of ACM outcomes can thus be empirically scrutinized and the conditions for increased legitimacy through ACM arrangements better comprehended.  相似文献

Time is a key factor to understand the effects of disturbance on natural communities or ecosystems. In Mediterranean landscapes, where nature and humans have been strongly intermingling since mid-Holocene, the relationships between plant ecology and palaeoecology and their role for the interpretation of natural and anthropogenic changes still needs to be clearly understood. Ecology and palaeoecology are both investigating such problems, but each of them cannot disentangle the specific role played by nature and by humans in shaping the present plant communities and landscapes. A new age of cooperation among researchers in ecology and palaeoecology is needed, and the integration of these closely related but separated research fields is necessary to explain the resulting dynamic puzzle. Plant ecologists should avoid the oversimplification of the actual causes as the exclusive drivers of plant communities and landscapes and force the exploitation of the available data to generate and test new hypotheses for past, present and future environmental reconstructions and management. Even when planning for the future biodiversity conservation, we need to properly use the existing information about millennia of human effects on the natural biotas, to properly set landscape management and conservation priorities.  相似文献

An important goal of conservation biology is the maintenance of ecosystem processes. Incorporating quantitative measurements of ecosystem functions into conservation practice is important given that it provides not only proxies for biodiversity patterns, but also new tools and criteria for management. In the satellite era, the translation of spectral information into ecosystem functional variables expands and complements the more traditional use of satellite imagery in conservation biology. Remote sensing scientists have generated accurate techniques to quantify ecosystem processes and properties of key importance for conservation planning such as primary production, ecosystem carbon gains, surface temperature, albedo, evapotranspiration, and precipitation use efficiency; however, these techniques are still unfamiliar to conservation biologists. In this article, we identify specific fields where a remotely-sensed characterization of ecosystem functioning may aid conservation science and practice. Such fields include the management and monitoring of species and populations of conservation concern; the assessment of ecosystem representativeness and singularity; the use of protected areas as reference sites to assess global change effects; the implementation of monitoring and warning systems to guide adaptive management; the direct evaluation of supporting ecosystem services; and the planning and monitoring of ecological restorations. The approaches presented here illustrate feasible ways to incorporate the ecosystem functioning dimension into conservation through the use of satellite-derived information.  相似文献

Summary A common approach to nature conservation is to identify and protect natural ‘assets’ such as ecosystems and threatened species. While such actions are essential, protection of assets will not be effective unless the ecological processes that sustain them are maintained. Here, we consider the role of ecological processes and the complementary perspective for conservation arising from an emphasis on process. Many kinds of ecological processes sustain biodiversity: including climatic processes, primary productivity, hydrological processes, formation of biophysical habitats, interactions between species, movements of organisms and natural disturbance regimes. Anthropogenic threats to conservation exert their influence by modifying or disrupting these processes. Such threats extend across tenures, they frequently occur offsite, they commonly induce non‐linear responses, changes may be irreversible and the full consequences may not be experienced for lengthy periods. While many managers acknowledge these considerations in principle, there is much scope for greater recognition of ecological processes in nature conservation and greater emphasis on long time‐frames and large spatial scales in conservation planning. Practical measures that promote ecological processes include: monitoring to determine the trajectory and rate of processes; incorporating surrogates for processes in conservation and restoration projects; specific interventions to manipulate and restore processes; and planning for the ecological future before options are foreclosed. The long‐term conservation of biodiversity and the well‐being of human society depend upon both the protection of natural assets and maintaining the integrity of the ecological processes that sustain them.  相似文献

国家公园具有生态系统保护、自然资源可持续利用等管理目标,这些管理目标的实现需要大量监测数据和信息的支持。对国家公园开展生态监测有助于了解国家公园内生态系统的动态变化并揭示管理活动的影响,从而为管理决策的规划和实施提供有用信息。为推动我国国家公园生态监测体系的建立,提出了面向管理目标的国家公园生态监测指标构建方法。该方法由确定国家公园生态监测目标、识别国家公园管理目标、识别国家公园关键生态过程、确定需要监测的生态过程并制定初始监测指标清单、确定最终监测指标清单5个部分组成。该方法在三江源国家公园进行了应用。三江源国家公园的管理目标包括生态系统保育、维持江河径流量持续稳定等13项,在区域、景观、生态系统和种群尺度上共识别出16个关键生态过程。通过匹配三江源国家公园的关键生态过程与管理目标,构建了一个由两级共93个指标组成的三江源国家公园生态监测指标体系,为三江源国家公园生态监测体系的构建奠定了基础。  相似文献

Genes and their expression levels in individual species can structure whole communities and affect ecosystem processes. Although much has been written about community and ecosystem phenotypes with a few model systems, such as poplar and goldenrod, here we explore the potential application of a community genetics approach with systems involving invasive species, climate change and pollution. We argue that community genetics can reveal patterns and processes that otherwise might remain undetected. To further facilitate the community genetics or genes-to-ecosystem concept, we propose four community genetics postulates that allow for the conclusion of a causal relationship between the gene and its effect on the ecosystem. Although most current studies do not satisfy these criteria completely, several come close and, in so doing, begin to provide a genetic-based understanding of communities and ecosystems, as well as a sound basis for conservation and management practices.  相似文献

One response to humanity's unsustainable use of natural resources and consequent degradation, even destruction of the environment, is to establish conservation areas to protect Nature and preserve biodiversity at least in selected regions. In Qatar, the government has shown strong support for this approach, confronted by the environmental consequences of oil and gas extraction and rapid urban development, by designating about one-tenth of the country a conservation area. Located in the west of the peninsula, it comprises the Al Reem Reserve, subsequently declared a UNESCO Biosphere Reserve. Several approaches have figured in conservation, currently popular is co-management featuring participation of the local population, which recognises that people's activities often contribute to today's environment, with the promotion of bio-cultural diversity. However, these assumptions may not hold where rapid social and cultural change occurs, as in Qatar. We explore the implications of such change, notably in land use. We detail changes resulting with the move from nomadic to sedentary lifestyles: in land access, which now features tribal-state control, and herding strategies, which now feature migrant labour and depend on imported fodder and water, underwritten by the country's large gas and oil revenues. Current stocking arrangements - animals herded in much smaller areas than previously - are thought responsible for the degradation of natural resources. The place of animals, notably camels, in Qatari life, has also changed greatly, possibly further promoting overstocking. Many local people disagree. What are the implications of such changes for the participatory co-management of conservation areas? Do they imply turning the clock back to centrally managed approaches that seek to control access and local activities?  相似文献
