The reef fisheries of Pulau (meaning “island” in Malay) Banggi, Sabah are not managed, and lack baseline fisheries data despite forming part of a proposed marine park. Thus, a combination of qualitative and quantitative approaches was applied to obtain a baseline picture about the past and present state of the fisheries. Fish landings were monitored, and fisher interviews conducted to investigate seasonal effects and historical changes in Banggi’s reef fisheries. Monsoon winds were a major driver of seasonal differences in catch quantities for the hook and line, but not the gillnet fishery. Spatial distribution of fishing effort and target species also differed by season. Fishers consistently indicated that Banggi’s fisheries were declining, with a suggested three to four times decrease in catch rates over the last 20 years. Interestingly, it appeared that substantial decreases began in the year 2000. The responses of fishers to seasonal changes, and the resultant implications for management are discussed. Importantly, the need for immediate management policies to prevent further declines and to maintain sustainable reef fisheries is stressed. Poor fishers in Bangladesh have been disadvantaged by policies that favored powerful people leasing fishing rights. Community-based management was expected to improve fisher access, livelihoods, and the sustainability of fisheries. The impacts of community management in three floodplain waterbodies differed according to the environment and property rights. Where a set of fishers jointly held exclusive rights to a small enclosed lake they increased production by stocking fish and shared the returns. This strategy is productive but attracts competition for profits and fish consumption was unchanged. Access to capture fisheries in floodplain waterbodies enables the poor to catch diverse small fish for their consumption. Yet sustainability requires limits on fishing. Fish sanctuaries were respected, yet catches per day fell when more people from several villages increased fishing effort in a large wetland, while a tightly knit community restored the fishery in a smaller floodplain. Community organizations will need recognition of their long-term use rights to overcome future threats.

From 1970 to the present 10 artificial reef sites have been developed in coastal waters of the Ligurian Sea, Italy. They range from Ventimiglia, in the west, to La Spezia, in the east, with the largest and best known reef complex being located in the Gulf of Genoa at Loano and consisting of 2,745 m3, about 5,200 t of material and covering a surface of 350 ha. Design and construction practices have advanced from an initial, unsuccessful effort that used automobile bodies (now banned) to current use of custom-designed concrete modules deployed systematically. Funding for reef construction has come since 1983. The earliest aim of reefs was as a physical barrier to protect habitats against illegal otter trawl fishing. Newer objectives include habitat restoration, enhancement of biodiversity and fishing catch, and research to test materials and designs for physical and ecological performance. Reefs also functions as environmental observation stations, with the invasive species Caulerpa taxifolia (Vahl) C. Agardh, being recorded on the reef at Alassio. For some Artificial Reefs (Ars), benthic organisms and fishes, settlement, biomass and development of community are recorded. In Loano AR, immersed in 1986, more than 150 algae species are recorded, more than 200 benthic animal species and 78 species (87 taxa) of fishes. Fifty-six species (61 taxa) of fishes are recorded by visual census, the others are caught only by trammel net and long line. Trammel catches at Loano are on average about 2.32 kg/100 m net. Comparisons among ARs reveal that age of the reef, location and presence of seagrass meadows are crucial for success. An indication of functional equivalence between ARs and natural rocky reefs is seen if both fish and sessile macrobenthos are compared. After 34 years of investigation a database comprising at least one hundred scientific articles based on research programs of up to 15 years, and other unpublished reports, provides information to guide future planning of reefs. On the basis of acquired experience, some management advice is suggested and the best design for the basic module in the Ligurian sea is described. The role of ARs, providing protection of coastal environment against the illegal otter trawling, nursery, microhabitat and food supply, while increasing biodiversity, biomass of benthos and fishes, and facilities for ecotourism, is outlined.

Coral reef marine protected areas (MPA) are widely distributed around the globe for social and ecological reasons. Relatively few of these MPAs are well managed. This review examines the governance of coral reef MPAs and the means to improve coral reef MPA management. It highlights common governance challenges, such as confused goals, conflict, and unrealistic attempts to scale up beyond institutional capacity. Recommendations, based on field experience and empirical evidence from around the world, are made for best practices at various stages of MPA implementation.

Over the last two decades, demands by fish harvesters for greater input into policy-making, combined with government cutbacks to fisheries management agencies, have resulted in a proliferation of community-based fisheries comanagement projects in many countries. One such example is found on Newfoundland’s Eastport Peninsula, where a group of lobster harvesters have formed a unique partnership with federal government bureaucrats and university researchers in an effort to protect local lobster stocks from increasing fishing pressure. This paper draws upon interviews with lobster harvesters and others with close ties to the Eastport project in exploring the reasons for the development of this initiative and identifying existing and potential obstacles to its long-term success.

There is a continuing controversy over Native American fishing and hunting rights. We show that Native American (Menominee) and European American fish experts have a common knowledge base and share values and attitudes associated with fishing practices (though organized around different ethical principles). Nonetheless, perceived group differences are dramatic (especially European American perceptions of Native Americans). Cultural differences in models of nature and associated inference processes appear to mediate these stereotypes and may hold the key to reducing intergroup conflict over resources.

Sub-Antarctic Marion Island has had a permanent research station for 50 years and the islands Wandering Albatrosses have been intensively studied for 20 years. The reactions of breeding birds to approaches by a human on foot were recorded. Three response variables were calculated: intensity of vocal reaction (IVR), intensity of non-vocal reaction (INR) and overall response index (ORI). At 5 m from the nest, twice as many birds stood and/or vocalised as at 15 m. Nearest neighbour distance, age and gender did not explain individual variability of responses. Study colony birds had higher IVR scores than non-study colony birds; birds at colonies closest to the station had the highest ORI scores. A better breeding record was associated with lower IVR and ORI scores, but a causative relationship remains to be demonstrated. A minimum viewing distance of 25 m is recommended for breeding Wandering Albatrosses.

While economic literature inspired by the “tragedy of the commons” has emphasised people’s tendency to increase fishing effort beyond desirable levels, sociologists and anthropologists who have studied the social aspects of fishing have often emphasised the capacity of these factors to restrict fishing effort. The article addresses the influence of social norms and communication on fishing effort in an empirical study of the Atlantic blue whiting fishery. The data were generated at a time when this fishery had yet to see efficient quota regulations, and had been subject to a rapid growth in fishing effort, making it the largest fishery in the Atlantic. The article argues that social norms and communication patterns in the fishing fleet create a synergic effect of co-operation and competition on fishing effort. The article questions the view that social norms and communication necessarily represent a solution to the tragedy of the commons.

Focusing on contemporary shellfish exploitation among several atoll communities in Kiribati, Micronesia, this paper examines the relationship between human foragers and their invertebrate prey via the prey choice or diet breadth model derived from optimal foraging theory. Shellfish, like many other reef organisms, are relatively sedentary and predictable, but these characteristics make them susceptible to over-harvesting. The research reveals that shellfish gatherers are foraging in a manner that matches the predictions of optimal foraging theory. The work adds to our understanding of optimal foraging decisions in atoll settings by critically evaluating the depiction of atoll dwellers as conservationists.

Spatial and temporal variation in the biomass of four functional groups of coral reef algae (canopy algae, foliose algae, turf algae and crustose corallines) was investigated in the southern Red Sea. This region is characterised by extremely high summer temperatures (ca. 35°C). Strong seasonal shifts in the relative contribution of each group to the total macroalgal biomass were observed. On the reef flat, canopy and foliose algae dominated in winter, retaining low biomass in summer. On the fore reef, crustose corallines accounted for most of the macroalgal biomass throughout the year. Turf algae contributed least to the total biomass in all reef zones; biomass peaks shifted from midsummer on the inner reef flat to winter in the deeper zones. Biomass correlated negatively with seawater temperature in most groups, but the correlation was positive for turf algae on the shallow reef flat. We hypothesise both direct and indirect effects of the strong seasonality.

Enhancement of inland fisheries through stocking can potentially increase fisheries production in developing countries and improve rural livelihoods. However, results of stocking are often unexpected in terms of benefit distribution. Taking an environmental entitlements approach, this paper details the nature and extent of institutional change that accompanied stocking in Savannakhet Province, Lao PDR, and quantifies its impact on households from different socioeconomic groups. Stocking was a catalyst significantly affecting people’s command over living aquatic resources. New rules changed who could go fishing for what and when, and how the fish could be utilized. Customary rights were transformed and decision-making power concentrated. Despite this, household surveys demonstrated that no socioeconomic group was benefiting disproportionately and this was due to the specific social, political and institutional context into which enhancement was placed. However, in different contexts, increased benefits for resource users, even in cases of increased fisheries production, cannot be assumed.

Methanogens growing on C-1 substrates synthesize 2-carbon acetyl groups in the form of acetyl-CoA for carbon assimilation using the multienzyme complex acetyl-CoA decarbonylase/synthase (ACDS) which contains five different subunits encoded within an operon. In species growing on acetate ACDS also functions to cleave the acetate C-C bond for energy production by methanogenesis. A number of species of Methanosarcina that are capable of growth on either C-1 compounds or acetate contain two separate ACDS operons, and questions have been raised about whether or not these operons play separate roles in acetate synthesis and cleavage. Methanosarcina thermophila genomic DNA was analyzed for the presence of two ACDS operons by PCR amplifications with different primer pairs, restriction enzyme analyses, DNA sequencing and Southern blot analyses. A single ACDS operon was identified and characterized, with no evidence for more than one. MALDI mass spectrometric analyses were carried out on ACDS preparations from methanol- and acetate-grown cells. Peptide fragmentation patterns showed that the same ACDS subunits were present regardless of growth conditions. The evidence indicates that a single form of ACDS is used both for acetate cleavage during growth on acetate and for acetate synthesis during growth on C-1 substrates. A key point in the analysis of dynamical models of biological systems is to handle systems of relatively high dimensions. In the present paper we propose a method to hierarchically organize a certain type of piecewise affine (PWA) differential systems. This specific class of systems has been extensively studied for the past few years, as it provides a good framework to model gene regulatory networks. The method, shown on several examples, allows a qualitative analysis of the asymptotic behavior of a PWA system, decomposing it into several smaller subsystems. This technique, based on the well-known strongly connected components decomposition, is not new. However, its adaptation to the non-smooth PWA differential equations turns out to be quite relevant because of the strong discrete structure underlying these equations. Its biological relevance is shown on a 7-dimensional PWA system modeling the gene network responsible for the carbon starvation response in Escherichia coli.
