Liberal theory seeks to achieve toleration, civil peace, and mutual respect in pluralistic societies by making public policy without reference to arguments arising from within formative ideals about what gives value to human life. Does it make sense to set aside such conceptions of the good when it comes to controversies about stem cell research and the genetic engineering of people or animals? Whether it is reasonable to bracket our worldviews in such cases depends on how we answer the moral questions that the use of these biotechnologies presuppose. I argue that the moral language of liberal justice – of rights and duties, interests and opportunities, freedom and consent, equality and fairness – cannot speak to these underlying concerns about what the human embryo is, why the natural lottery matters to us, and whether ‘animal nature’ is worth preserving. I conclude that liberal theory is incapable of furnishing a coherent or desirable account to govern the way we use our emerging powers of biotechnology.  相似文献

The transition from bench science to science policy is not always a smooth one, and my journey stretched as far as the unemployment line to the hallowed halls of the U.S. Capitol. While earning my doctorate in microbiology, I found myself more interested in my political activities than my experiments. Thus, my science policy career aspirations were born from merging my love of science with my interest in policy and politics. After receiving my doctorate, I accepted the Henry Luce Scholarship, which allowed me to live in South Korea for 1 year and delve into the field of science policy research. This introduction into science policy occurred at the South Korean think tank called the Science and Technology Policy Institute (STEPI). During that year, I used textbooks, colleagues, and hands-on research projects as my educational introduction into the social science of science and technology decision-making. However, upon returning to the United States during one of the worst job markets in nearly 80 years, securing a position in science policy proved to be very difficult, and I was unemployed for five months. Ultimately, it took more than a year from the end of the Luce Scholarship to obtain my next science policy position with the American Society for Microbiology Congressional Fellowship. This fellowship gave me the opportunity to work as the science and public health advisor to U.S. Senator Harry Reid. While there were significant challenges during my transition from the laboratory to science policy, those challenges made me tougher, more appreciative, and more prepared to move from working at the bench to working in the field of science policy.  相似文献

National surveys reveal notable individual differences in U.S. citizens’ attitudes toward freedom of expression, including freedom of the press and speech. Recent theoretical developments and empirical findings suggest that ecological factors impact censorship attitudes in addition to individual difference variables (e.g., education, conservatism), but no research has compared the explanatory power of prominent ecological theories. This study tested climato-economic, parasite stress, and life history theories using four measures of attitudes toward censoring the press and offensive speech obtained from two national surveys in the U.S.A. Neither climate demands nor its interaction with state wealth—two key variables for climato-economic theory—predicted any of the four outcome measures. Interstate parasite stress significantly predicted two, with a marginally significant effect on the third, but the effects became non-significant when the analyses were stratified for race (as a control for extrinsic risks). Teenage birth rates (a proxy of human life history) significantly predicted attitudes toward press freedom during wartime, but the effect was the opposite of what life history theory predicted. While none of the three theories provided a fully successful explanation of individual differences in attitudes toward freedom of expression, parasite stress and life history theories do show potentials. Future research should continue examining the impact of these ecological factors on human psychology by further specifying the mechanisms and developing better measures for those theories.  相似文献

The application of evolutionary theory to human behavior has elicited a variety of critiques, some of which charge that this approach expresses or encourages conservative or reactionary political agendas. In a survey of graduate students in psychology, Tybur, Miller, and Gangestad (Human Nature, 18, 313-328, 2007) found that the political attitudes of those who use an evolutionary approach did not differ from those of other psychology grad students. Here, we present results from a directed online survey of a broad sample of graduate students in anthropology that assays political views. We found that evolutionary anthropology graduate students were very liberal in their political beliefs, overwhelmingly voted for a liberal U.S. presidential candidate in the 2008 election, and identified with liberal political parties; in this, they were almost indistinguishable from non-evolutionary anthropology students. Our results contradict the view that evolutionary anthropologists hold conservative or reactionary political views. We discuss some possible reasons for the persistence of this view in terms of the sociology of science.  相似文献

In the semi-arid western U.S., rivers and streams are becoming increasingly stressed and degraded, and wetlands lost, due to human development and associated management policies and actions that are generally ineffective for aquatic resources protection and restoration. There is often a significant disconnect between policy and management with science that leads to continued degradation of surface waters. Recent Supreme Court decisions and subsequent U.S. Army Corps of Engineers and Environmental Protection Agency guidance regarding determination of jurisdiction as ‘waters of the US’ that can be protected under Clean Water Act Section 404 (permitting discharge of dredged and fill materials into wetlands and other waters) is an example of this gap. This study identifies and evaluates key science and policy integration issues for stream and wetland jurisdictional determinations (JDs) in a semi-arid region of the western U.S., including much of the Rocky Mountains, Great Plains and Colorado Plateau. Issues discussed include identification and evaluation of navigable waters, hydrologic permanence/flow duration of perennial and intermittent/ephemeral streams, stream order, significant nexus, aggregation of waters and effects, human impacts and changes, resource inventories and tools, and JD outcomes. Recommendations are also presented to help address the identified issues for more effective management.  相似文献

The Israeli military's Conscience Committee evaluates and exempts pacifists from obligatory military service, based explicitly on concern for liberal tolerance. However, I found that liberal pacifist applicants’ principled objections to violence challenged the state, and as such, applicants who articulated their refusal in such terms are rejected by the military review board. By contrast, pacifist conscientious objection based in embodied visceral revulsion to violence did not challenge the state and moral order, and such cases were granted exemption. Objections based in understanding pacifism as a physical incapacity depoliticizes it by making it incommensurable with public moral debate concerning military service. The pathologization of pacifism demonstrates a contradiction between liberalism's ideology and its practices, revealing that the limits of liberalism are not only exterior, in nonliberal alterity, but also on liberalism's own interior frontiers.  相似文献

Over the past decade, stem cell science has generated considerable public and political debate. These debates tend to focus on issues concerning the protection of nascent human life and the need to generate medical and therapeutic treatments for the sick and vulnerable. The framing of the public debate around these issues not only dichotomises and oversimplifies the issues at stake, but tends to marginalise certain types of voices, such as the women who donate their eggs and/or embryos to stem cell research and the patients who might benefit from its potential clinical outcomes. This paper draws on empirical research conducted on a recent stem cell policy episode in Australia. From the qualitative examination of 109 newspaper opinion editorials and twenty-three in-depth interviews, it is argued that these voices are marginalised because they are based on discourses that have less epistemological status in public debate. Our results suggest that the personal experiences of women and patients are marginalised by the alliances that form between more powerful discourse communities that use science as a source of authority and legitimation. It is argued that members of these communities establish legitimacy and assert authority in public debate by discursively deploying science in claims that marginalise other epistemologies. Implications are discussed along with suggestions for a more enriched and inclusive public debate.  相似文献

Hunting regulations for grizzly bears (Ursus arctos) in much of Alaska since 1980 increasingly were designed to reduce bear abundance in the expectation such regulations would lead to increased harvests by hunters of moose (Alces alces) and caribou (Rangifer tarandus). Regulations were liberalized during 1980–2010 primarily in the area we termed the Liberal Grizzly Bear Hunting Area (hereafter Liberal Hunt Area) which encompassed 76.2% of Alaska. By 2010, these changes resulted in longer hunting seasons (100% of Liberal Hunt Area had seasons > 100 days, 99.7% > 200 days, and 67.8% > 300 days), more liberal bag limits (99.1% of the Liberal Hunt Area with a bag limit ≥ 1/yr and 10.1% with a bag limit ≥ 2/yr), and widespread waiver of resident tag fees (waived in 95.7% of the Liberal Hunt Area). During 1995–2010, there were 124 changes that made grizzly bear hunting regulations more liberal and two making them more conservative. The 4-year mean for grizzly bear kills by hunters increased 213% between 1976–1980 (387 grizzly bears) and 2005–2008 (823 grizzly bears). Since 2000, long-term research studies on grizzly populations in the Liberal Hunt Area have been terminated without replacement. Management of large predators by the State of Alaska is constrained by a 1994 state statute mandating “intensive management” in areas classified as important for human consumptive use of ungulates. Current grizzly bear management in the Liberal Hunt Area is inconsistent with the recommendations of the National Research Council's 1997 report on predator management in Alaska. Current attitudes, policies and absence of science-based management of grizzly bears in Alaska are increasingly similar to those that resulted in the near extirpation of grizzly bears south of Canada in the 19th and 20th centuries. If current trends continue, they increase risks to portions of the largest and most intact population of grizzly bears in North America. © 2011 The Wildlife Society.  相似文献

We conducted a national survey of likely U.S. voters to examine acceptance of evolution, attitudes toward science and scientists, and opportunities for promoting science education. Most respondents accepted that life evolved, many accepted that it evolved through natural processes, and more favored teaching evolution than creationism or intelligent design in science classes. The majority ranked developing medicines and curing diseases as the most important contributions of science to society, and they found promoting understanding of evolutionary science's contribution to medicine to be a convincing reason to teach evolution. Respondents viewed scientists, teachers, and medical professionals favorably, and most were interested in hearing from these groups about science, including evolution. These data suggest that the scientific community has an important role to play in encouraging public support for science education.  相似文献

This article tries to make the case for a variant of the good life based on a synthesis of liberalism and ethnicity. Liberal communitarianism's treatment of ethnicity tends to fall under the categories of either liberal culturalism or liberal nationalism. Both, it is argued, fail to come to terms with the reality of ethnic community, preferring instead to define ethnicity in an unrealistic, cosmopolitan manner. By contrast, this essay squarely confronts four practices that are central to ethnic communities: symbolic boundary-maintenance; exclusive and inflexible mythomoteurs ; the use of ancestry and race as boundary markers; and the desire among national groups to maintain their ethnic character. This article argues that none of these practices need contravene the tenets of liberalism as long as they are reconstructed so as to minimize entry criteria and decouple national ethnicity from the state. The notion of liberal ethnicity thereby constitutes an important synthesis of liberal and communitarian ends.  相似文献

Advances in technology typically outpace the public’s understanding of the underlying science, the consequences of which are public distrust and confusion about the actual benefits and risks involved. That popular culture, particularly movies, often misrepresent scientific facts and ideas for the purpose of entertainment is usually viewed as part of the problem. Some movies, however, offer excellent opportunities for teachers to draw connections and parallels between entertaining movie science and exciting real world science. This article illustrates how movies with genetics and developmental biology themes can be used to teach important ideas such as how genes control animal development and evolution, how cloning works, whether DNA is sufficient to create life, and how much genes matter in determining human behavior.  相似文献

It is quite possible that no ecosystem on the planet is totally free of anthropogenic effects. Changes in the ozone layer, airborne transport of contaminants, and the persistence of pesticides and other chemicals, coupled with biological magnification, implies that even remote areas are probably not comparable to their condition before the industrial revolution and the recent explosion of human population. Theoretical ecologists have attempted to isolate their theories and studies from anthropogenic effects with varying degrees of success. However, finding ecosystems free of the effects of human society is becoming increasingly difficult, partly because of the global nature of pollution problems. Regrettably, many academicians are not educated in policy development as they work toward B.S., M.S., or Ph.D. degrees in the sciences. As a consequence, scientists are surprised to learn that a politically-appointed individual, experienced in law or some other non-scientific field, usually has final decision-making authority over policy that affects ecosystems. Scientists must understand that policy links science to social, economic, and legal societal values and needs. Finally, aside from the fact that policy or lack thereof now affects all of the planet's ecosystems, policy most likely will also determine which areas of research are funded. While some scientific studies could be carried out with personal funds, these are not particularly common in mainstream science and, therefore, obtaining financial support for ecosystem studies for the remainder of this century and probably early in the next will depend increasingly on societal policy other than purely science policy.  相似文献

The United States ranks first among developed nations in rates of both teenage pregnancy and sexually transmitted diseases. In an effort to reduce these rates, the U.S. government has funded abstinence-only sex education programs for more than a decade. However, a public controversy remains over whether this investment has been successful and whether these programs should be continued. Using the most recent national data (2005) from all U.S. states with information on sex education laws or policies (N = 48), we show that increasing emphasis on abstinence education is positively correlated with teenage pregnancy and birth rates. This trend remains significant after accounting for socioeconomic status, teen educational attainment, ethnic composition of the teen population, and availability of Medicaid waivers for family planning services in each state. These data show clearly that abstinence-only education as a state policy is ineffective in preventing teenage pregnancy and may actually be contributing to the high teenage pregnancy rates in the U.S. In alignment with the new evidence-based Teen Pregnancy Prevention Initiative and the Precaution Adoption Process Model advocated by the National Institutes of Health, we propose the integration of comprehensive sex and STD education into the biology curriculum in middle and high school science classes and a parallel social studies curriculum that addresses risk-aversion behaviors and planning for the future.  相似文献

Climate change is driving a pervasive global redistribution of the planet's species. Species redistribution poses new questions for the study of ecosystems, conservation science and human societies that require a coordinated and integrated approach. Here we review recent progress, key gaps and strategic directions in this nascent research area, emphasising emerging themes in species redistribution biology, the importance of understanding underlying drivers and the need to anticipate novel outcomes of changes in species ranges. We highlight that species redistribution has manifest implications across multiple temporal and spatial scales and from genes to ecosystems. Understanding range shifts from ecological, physiological, genetic and biogeographical perspectives is essential for informing changing paradigms in conservation science and for designing conservation strategies that incorporate changing population connectivity and advance adaptation to climate change. Species redistributions present challenges for human well‐being, environmental management and sustainable development. By synthesising recent approaches, theories and tools, our review establishes an interdisciplinary foundation for the development of future research on species redistribution. Specifically, we demonstrate how ecological, conservation and social research on species redistribution can best be achieved by working across disciplinary boundaries to develop and implement solutions to climate change challenges. Future studies should therefore integrate existing and complementary scientific frameworks while incorporating social science and human‐centred approaches. Finally, we emphasise that the best science will not be useful unless more scientists engage with managers, policy makers and the public to develop responsible and socially acceptable options for the global challenges arising from species redistributions.  相似文献

We investigated the moral stereotypes political liberals and conservatives have of themselves and each other. In reality, liberals endorse the individual-focused moral concerns of compassion and fairness more than conservatives do, and conservatives endorse the group-focused moral concerns of ingroup loyalty, respect for authorities and traditions, and physical/spiritual purity more than liberals do. 2,212 U.S. participants filled out the Moral Foundations Questionnaire with their own answers, or as a typical liberal or conservative would answer. Across the political spectrum, moral stereotypes about “typical” liberals and conservatives correctly reflected the direction of actual differences in foundation endorsement but exaggerated the magnitude of these differences. Contrary to common theories of stereotyping, the moral stereotypes were not simple underestimations of the political outgroup''s morality. Both liberals and conservatives exaggerated the ideological extremity of moral concerns for the ingroup as well as the outgroup. Liberals were least accurate about both groups.  相似文献

This essay reviews the efforts of the U.S. Human Genome Project to anticipate and address the ethical, legal, and social implications of new advances in human genetics. Since 1990, approximately $10 million has been awarded by the National Institutes of Health and the Department of Energy, in support of 65 research, education, and public discussion projects. These projects address four major areas of need: (1) the need for both client-centered assessments of new genetic services and for improved knowledge of the psychosocial and ethnocultural factors that shape clients' clinical genetic experiences; (2) the need for clear professional policies regarding human-subject research, clinical practice standards, and public health goals in human genetics; (3) the need for social policy protection against unfair access to and use of personal genetic information; and (4) the need for improved public and professional understanding and discussion of these issues. The Human Genome Project's goal is to have defined, by 1995, policy options and programs capable of addressing these needs.  相似文献

In 1921 the U.S. Office of Indian Affairs (OIA) attempted to suppress ritual public performances in the Southwestern Pueblos. Several reams of documenting text were used to support this authorizing text. These documenting texts were affidavits purporting to describe “degrading tendencies” and “immoral relations” in the Puebloan habitus. The OIA used these sensationalized representations of the habitus of Native Americans’ communities to promote and justify the policy of forced acculturation in the waning days of its implementation. What is perplexing is that these supporting texts were trotted out so late, decades after the major thrusts of the forced acculturation program had first been put into play. My purpose is to analyze the place of these texts in the forced acculturation program. I suggest, following Anne McClintock (1995) that the obsessive fascination that the public performances seem to have held for those who reported on and condemned them, represent a layered and complex intertwining of ambivalence about domestic social relations and gender with confusion about culture and labor. Examining a slice of the U.S. Government’s policy of forced acculturation in a corner of the Native American world reveals a potentially implosive anxiety of reconciling the imposition of a desired mode of production with the persistence of a habitus perceived as celebrating the violation of appropriate domesticity.

Incommensurability of scientific theories, as conceived by Thomas Kuhnand Paul Feyerabend, is thought to be a major or even insurmountable obstacletothe empirical comparison of these theories. I examine this problem in light ofaconcrete case from the history of experimental biology, namely the oxidativephosphorylation controversy in biochemistry (ca. 1961-1977). After a briefhistorical exposition, I show that the two main competing theories which werethe subject of the ox-phos controversy instantiate some of the characteristicfeatures of incommensurable theories, namely translation failure,non-corresponding predictions, and different claims about what kinds ofentitiesexist in the world. By examining how the controversy was eventually resolved, Ithen show that at least this pair of incommensurable theories couldneverthelessbe empirically compared.  相似文献

Increasingly scientists and governmental policymakers find themselves leaving their laboratories and office cubicles to share information and decision making with the general public. Contributing in large part to the development of science communication via the mass media has been the Human Genome Project (HGP). Examining the development of the HGP in the United States beginning with the early 1970s helps to establish why and how the general public has become a major player in science policy in the United States during the past quarter century, especially in regard to the ethical, legal, and social implications of research on human genetics. Calling into question the technological imperative--the idea that all things scientific must be pursued without question--the general public came to realize that exerting control over research funding is the key to participating in the scientific process.  相似文献
