ABSTRACT

Under what conditions do authoritarian states exercise control over populations abroad? The securitization of cross-border mobility has been a common theme in examining immigration policies in the Global North. The securitization of emigration and diasporas in non-democratic contexts remains neglected; this is particularly true with regard to Arab states’ extraterritorial authoritarian practices. This article argues that authoritarian states develop a range of migration policies that are driven by the contradictory pressures of economic and political imperatives or, put differently, an illiberal paradox: if a state does not expect economic gains from cross-border mobility, it is more likely to securitize its emigration policy; otherwise, it is more likely to securitize its diaspora policy. The article illustrates this trade-off via a most-similar comparison of Algeria, Libya, Tunisia, and Morocco. Drawing on Arabic and non-Arabic primary and secondary sources, it sketches a novel area of research on migration and security.  相似文献

Contemporary analysis of the ‘Kurdish question’ in Turkey has often enough noted the recent explosion of Kurdish refugees and immigrants to the major Turkish cities. Interest in the re‐constitution of Kurdish identity in the metropolis, however, has been less evident. This article seeks to identify some of the main themes that need to be addressed in any such investigation. It begins by arguing that discourse on the ‘Kurdish question’ often frames the Kurds, rather than the Turkish state, as the problem. The response of the Turkish Republic to such a problem has been to assimilate the Kurds. The struggle against assimilation then is the common theme binding the multiple visions and experiences of the Kurdish diaspora.  相似文献

European integration is based upon the promise to bring prosperity by creating economic and social equilibrium among member states and its regions via integrationist policies jointly managed by states and the institutions of the EU. As one common market initiative for greater economic integration in the wider region, goods circulate without tariff and customs duty barriers in the EU’s common customs area. Turkey, not an EU member, has been in this common market since 1996. The EU-Turkey Customs Union, which promised to bring deeper economic and political integration through eventual Turkish membership, represents Turkey’s aspirations to move from the periphery of Europe into its core. As an anthropological contribution to investigations of advanced European capitalism, this paper examines fundamental conflicts of interest between the EU and Turkey and locates them in their unequal power relations and in the disjuncture of each side’s overall objectives from economic integration. Most importantly, it shows that these interest conflicts have ramifications at the individual bureaucratic level and in daily bureaucratic practice. Dramatic expressions of Turkish state power, which are initially geared toward balancing out power inequities, exacerbate Turkish and EU officials’ failures to maintain at least a facade of mutually sustainable interests. Interpreted by EU officials as Turkish bureaucratic inertia, such disintegration of interests has implications for ongoing economic integration and membership negotiations between the two parties, with Turkish officials experiencing loss of control. The paper calls for a critical political economy that pays due attention to the cultural settings in which the former is embedded.  相似文献

Abstract

Biotechnology, defined as the technological application that uses biological systems and living organisms, or their derivatives, to create or modify diverse products or processes, is widely used for healthcare, agricultural and environmental applications. The continuity in industrial applications of biotechnology enables the rise and development of the bioeconomy concept. Bioeconomy, including all applications of biotechnology, is defined as translation of knowledge received from life sciences into new, sustainable, environment friendly and competitive products. With the advanced research and eco-efficient processes in the scope of bioeconomy, more healthy and sustainable life is promised. Knowledge-based bioeconomy with its economic, social and environmental potential has already been brought to the research agendas of European Union (EU) countries. The aim of this study is to summarize the development of knowledge-based bioeconomy in EU countries and to evaluate Turkey’s current situation compared to them. EU-funded biotechnology research projects under FP6 and FP7 and nationally-funded biotechnology projects under The Scientific and Technological Research Council of Turkey (TUBITAK) Academic Research Funding Program Directorate (ARDEB) and Technology and Innovation Funding Programs Directorate (TEYDEB) were examined. In the context of this study, the main research areas and subfields which have been funded, the budget spent and the number of projects funded since 2003 both nationally and EU-wide and the gaps and overlapping topics were analyzed. In consideration of the results, detailed suggestions for Turkey have been proposed. The research results are expected to be used as a roadmap for coordinating the stakeholders of bioeconomy and integrating Turkish Research Areas into European Research Areas.  相似文献

Diasporas have played important roles in democratization in their homelands. But how does diaspora mobilization occur when the country of settlement has a small and isolated ethnic community, the host and homeland governments have weak relations, and the conflict is invisible in the geographies of power? Using case study research, I analyse how solidarity groups in the Netherlands facilitated the emergence and growth of diaspora mobilization for democracy in the Philippines during the dictatorship of Ferdinand Marcos. My findings show that in cases where exiles and migrants lack pre-existing economic, political and social ties in the host society, solidarity groups can affect the political opportunity structure in the host country, permitting the promotion of certain claims and demands in the public sphere. Furthermore, diaspora mobilization can develop within the formal organizations or associational networks of solidarity groups.  相似文献

Cenk Saracoglu conceptualizes the antipathy towards Kurdish migrants manifesting in certain cities of Turkey since the early 2000s as ‘exclusive recognition’ in his article ‘“Exclusive recognition”: the new dimensions of the question of ethnicity and nationalism in Turkey’ published in Ethnic and Racial Studies 32(4). According to the author, these recent developments represent ‘a historically specific ethnicization process’ and its sources cannot be found directly and only in historical discourses and policy of mainstream Turkish nationalism. In this note, I contradict the author's claims by asserting that the recent manifestations of anti-Kurdish sentiments are an extension of the ongoing policies of Turkish national identity based on Turkish nationalism.  相似文献

Abstract

In his recent article in Ethnic and Racial Studies, entitled ‘Curbing Kurdish ethno-nationalism in Turkey’, (Sarigil 2010 Sarigil, Zeki. 2010. Curbing Kurdish ethno-nationalism in Turkey: an empirical assessment of pro-Islamic and socio-economic approaches. Ethnic and Racial Studies, 33(3): 53353. [Taylor &; Francis Online], [Web of Science ®] [Google Scholar]) tests two rival hypotheses regarding Kurdish ethno-nationalism in Turkey and, using data from the World Values Survey (WVS), finds that socio-economic status (levels of income and education) better explains the individual roots of Kurdish ethno-nationalism in Turkey than does religiousness. In this paper, I offer both a methodological critique of Sarigil's research and a replication of his model with a more appropriate sample. I first argue that Sarigil's research design lacks internal validity because it studies Kurdish nationalism within a sample that predominantly consists of Turks, which invalidates his findings. I then replicate and expand Sarigil's model within a specific sample of Kurdish-speaking people in Turkey. The results show dramatic changes. Religiosity and political satisfaction seem to be better predictors of support for Kurdish ethno-nationalism in Turkey than do socio-economic factors.  相似文献

Stone marten (Martes foina) and European pine marten (M. martes) occur in western Eurasia. Current distributions of martens within Turkey and phylogenetic relationships among the Turkish and other populations of the two species within Eurasia remain relatively unknown. In this study, we aimed to determine genetic diversity within Martes populations inhabiting Turkey and to reveal the phylogenetic relationships among the Turkish and conspecific populations of the two marten species, using mitochondrial cytochrome b (CytB) sequences. Twenty‐four (24) haplotypes were identified among 86 marten samples collected across Turkey, including 23 novel haplotypes. Genetic distances among the Turkish haplotypes ranged from 0.1% to 0.8%, with an average of 0.3%. The 24 Turkish haplotypes were analysed together with those of conspecific populations deposited in GenBank. Phylogenetic (Bayesian Inference, maximum likelihood, neighbor‐joining) and network analyses revealed that all of the Turkish samples belonged to M. foina and that samples of M. martes were not encountered. Haplotypes of M. foina were divided into five haplogroups. The haplogroup including the two Chinese samples differed markedly from other the haplogroups. The remaining haplogroups contained samples from both the Turkish and European populations. We found that there was a genetically close relationship between the Turkish and the European stone marten populations. As a result of this study, M. martes may not be distributed in the Anatolian part of Turkey, possibly due to a barrier effect of two straits (Dardanelles and Bosporus) and the Caucasus Mountains. On the other hand, M. foina is distributed in both the Anatolian and Thracian parts of Turkey. Our results suggest that Turkey was likely one of the refuges for M. foina during Pleistocene glacial periods and is one of the centres of distribution of stone marten for Europe and the surrounding regions.  相似文献

Abstract

This research project seeks to understand the scope and sources of ethnic and other political identities among US residents of Chinese descent whose families originated from the Chinese mainland, Taiwan, Hong Kong and elsewhere in Asia. In what ways, to which extent and why do these individuals from various homeland origins identify themselves politically in the United States? Informed by past research on ethnic identity formation and political transnationalism, this research analyses a large-scale public opinion survey of Chinese in Southern California to report the contours and sources of political identities and their relationship to homeland origins, transnational ties and adaptation experiences in the Unites States, while controlling for the influence of sociodemographic factors. By separating out socialization contexts and types of transnational practices, the findings provide important modification to the scholarship on immigrant assimilation and transnationalism.  相似文献

Over the last decade, disabled veterans of the Turkish Army who were injured while fighting against the Partiya Karkerên Kurdistan (PKK; Kurdistan Workers' Party) have become national icons and leading ultranationalist actors. While being valorized as sacrificial heroes in nationalist discourse, they have also confronted socioeconomic marginalization, corporeal otherness, and emasculation anxieties. Against this backdrop, disabled veterans' organizations have become the locus of an ultranationalist campaign against dissident intellectuals. Building on two years of ethnographic research with disabled veterans in Turkey, this article analyzes these processes through the analytical lens of the body. Locating the disabled veteran body at the intersection of state welfare practices, nationalist discourses on heroism and sacrifice, and cultural norms of masculinity and disability, I illustrate how disabled veterans' gendered and classed experiences of disability are hardened into a political identity. Consequently, I show how violence generates new modalities of masculinity and political agency through its corporeal effects.  相似文献

The conservation of beetles that depend on dying or dead wood (i.e. saproxylic), has received a great deal of attention in many parts of the world in recent years. Human activities such as urbanization and logging, and their results, e.g. global warming, destroy natural ecosystems and threaten unusual species such as Lucanus cervus (L. 1758), Rosalia alpina (L. 1758), Limoniscus violaceus (Müller 1821) and Osmoderma eremita (Scopoli 1763). Attempts have been made to conserve the habitats upon which these species depend. Although represented by a large number of species, saproxylic beetles in Turkey have not received much attention. Although some Turkish studies have acknowledged their value, comprehensive investigations of these species are very limited. The aim of this study is to make a list, from the literature, of the species that are endangered in Europe and found in Turkey, to highlight the importance of these species. The research includes 151 saproxylic beetle species belonging to the families Bostrichidae, Cerambycidae, Elateridae, Eucnemidae, Scarabaeidae, Euchiridae, Lucanidae and Mycetophagidae. The list of Turkish saproxylic beetles was prepared using the European Red List of Saproxylic Beetles. Information is provided about the IUCN Red List category in Europe, the locations of the species in Turkey, and their global geographic range. We gathered all data about these species from the international literature. Furthermore, we also include in the list certain species whose locations are not specified, but which inhabit Turkey. We obtained their records from some catalogs in Turkey. In addition to the list, we prepared three distribution maps for Turkey. The maps show distribution in Turkey of some species in the Endangered, Vulnerable and Near Threatened categories in the European Red List. It is expected that this study will lead to comprehensive studies on saproxylic beetles from Turkey.  相似文献

This paper explores representations of suffering in Cyprus, a divided island. It examines differences between Greek and Turkish Cypriots in their official publicity/propaganda photographic material in representing the issue of missing persons in Cyprus. It attempts to show that the differences are relatable not just to their different persuasive strategies, but also to different approaches to photography, to experience and memory. For the Greek Cypriots, the sacrifice of the person has to be represented as an absent body, the quintessential example being Christ. By contrast, for the Turkish Cypriots it is the presence of a (dead) body, the body of the dead hero/fighter, that signifies a sacrifice and transforms him into a shehit (martyr). Such differences can be related to differences between the two groups in the political fabulation of the past and its appeal to “memory” and “experience”. The Turkish Cypriots because of their pressing political problems, especially between 1963–70 when they tended to view their survival as being at stake, use photographs in a relatively “realist” matter‐of‐fact way although their aim is highly emotionally charged. Greek Cypriots use photographs as representations of what is in effect an iconic predicament: representation as participating in some fundamental way in that which it represents. After examining the predicament of depicting suffering through photography, the paper suggests that to respond effectively to suffering we may have to approach it not through the seductive realism of the photograph but through its means of representing the symbolic and the imaginary.  相似文献

腺相关病毒(adeno-associated virus,AAV)作为一种基因治疗载体被广泛应用于医学相关的各个领域。大量以AAV为载体的基因治疗被应用于药物研究,但目前国内外没有相关的基因药物应用于临床,原因在于其安全性问题有待进一步研究。AAV具有器官靶向性,易于分布在靶器官,但在非靶器官也会分布。AAV在生殖系统的短暂分布降低了对其功能的影响,但不排除潜在影响。就目前的研究结果来看,AAV不会整合在生殖细胞,从而不会对子代产生影响。本文将综述目前以腺相关病毒介导的基因治疗中对生殖系统安全性的研究进展,从载体在生殖系统的分布、对生殖系统功能的影响以及对子代影响的三个方面进行阐述。  相似文献

Many studies have addressed the latitudinal gradients in intraspecific genetic diversity of European taxa generated during postglacial range expansion from southern refugia. Although Asia Minor is known to be a centre of diversity for many taxa, relatively few studies have considered its potential role as a Pleistocene refugium or a potential source for more ancient westward range expansion into Europe. Here we address these issues for an oak gallwasp, Andricus quercustozae (Hymenoptera: Cynipidae), whose distribution extends from Morocco along the northern coast of the Mediterranean through Turkey to Iran. We use sequence data for a fragment of the mitochondrial gene cytochrome b and allele frequency data for 12 polymorphic allozyme loci to answer the following questions: (1) which regions represent current centres of genetic diversity for A. quercustozae? Do eastern populations represent one refuge or several discrete glacial refugia? (2) Can we infer the timescale and sequence of the colonization processes linking current centres of diversity? Our results suggest that A. quercustozae was present in five distinct refugia (Iberia, Italy, the Balkans, southwestern Turkey and northeastern Turkey) with recent genetic exchange between Italy and Hungary. Genetic diversity is greatest in the Turkish refugia, suggesting that European populations are either (a) derived from Asia Minor, or (b) subject to more frequent population bottlenecks. Although Iberian populations show the lowest diversity for putatively selectively neutral markers, they have colonized a new oak host and represent a genetically and biologically discrete entity within the species.  相似文献

ABSTRACT

How do political Islamists, movements and thinkers view political change? To what extent do they promote violence as a means of bringing about change? Are they themselves willing to change and adapt to modern political systems? There is a wide array of movements in the Muslim world that grapple with these questions and as a consequence, numerous answers and disagreements. This paper will focus on three cardinal and contested issues: Is violence a legitimate means to bring about change? Is it legitimate to adopt Western political institutions? How should Muslim movements and regimes coexist with ancient political entities such as tribes and ethnic groups? By comparing and contrasting the political outlooks of the Muslim Brothers and the Salafi-Jihadis, the article highlights the ideological gaps between moderate and militant political Islam.  相似文献

The check-list includes a list of genera, species, subspecies and varieties of Turkish mosses. It is composed of 726 species, subspecies and varieties representing 164 genera and 42 families. Accompanying the lists are a systematic arrangement of the genera, species and varieties and lists of synonyms, excluded species and of annotations. Three mosses, Pseudoleskeella rupestris (Berggr.) Hedenäs & L. Söderstr., Isothecium myosuroides Brid. var. brachythecioides (Dixon) C.E.O. Jensen, Eurhynchium hians (Hedw.) Sande. Lac. var. rigidum (Boulay) J.-P. The Greater Flamingo Phoenicopterus roseus is a waterbird commonly found in saline and brackish lagoons throughout the Mediterranean Region. We have gathered existing data on Greater Flamingos in Turkey and carried out field surveys to present the most up to date information on wintering (1999–2014) and breeding (1969– 2014). The wintering population of flamingos shows an increasing trend with 54,947±20,794 individuals mainly concentrated in the Gediz, Büyük Menderes and Çukurova deltas, respectively. Breeding attempts were recorded in at least seven wetlands in Turkey in the past, yet after 1999 most of the colonies were abandoned due to basin scale intensive water management practices in Central Anatolia. Currently, only Tuz Lake and Gediz Delta are used as regular breeding sites, while breeding has been recorded sporadically in Ac?göl and Ak?ehir Lakes. The breeding colony of Tuz Lake is of prime importance at the Mediterranean scale, with the number of young chicks in 2011, 2012 and 2013 accounting for the highest number of fledglings in the Mediterranean Region and West Africa (18,418, 20,274 and 20,292 respectively). Finally, building upon the previous findings about Turkey and the western Mediterranean metapopulation links, recent resightings of Turkish flamingos (despite the limited numbers) confirm post-fledging and natal dispersal reaching the western Mediterranean Basin and West Africa. Flamingos from Turkey were also found to disperse to Israel and to a region outside the known flyways of the western Mediterranean and West African flamingos (i.e. to Israel and UAE). Thus, Turkey, due to its geographic position, appears to be a crossroad between the western and eastern Mediterranean Region and southwest Asia.  相似文献

During the 2013 Gezi protests in Turkey, volunteering health professionals provided on-site medical assistance to protesters faced with police violence characterized by the extensive use of riot control agents. This led to a government crackdown on the medical community and the criminalization of “unauthorized” first aid amidst international criticisms over violations of medical neutrality. Drawing from ethnographic observations, in-depth interviews with health care professionals, and archival research, this article ethnographically analyzes the polarized encounter between the Turkish government and medical professionals aligned with social protest. I demonstrate how the context of “atmospheric violence”—the extensive use of riot control agents like tear gas—brings about new politico-ethical spaces and dilemmas for healthcare professionals. I then analyze how Turkish health professionals framed their provision of health services to protestors in the language of medical humanitarianism, and how the state dismissed their claims to humanitarian neutrality by criminalizing emergency care. Exploring the vexed role that health workers and medical organizations played in the Gezi protests and the consequent political contestations over doctors’ ethical, professional, and political responsibilities, this article examines challenges to medical humanitarianism and neutrality at times of social protest in and beyond the Middle East.  相似文献
