Precarious labour research has highlighted the multidimensional factors shaping migrants’ vulnerability to labour exploitation. This article takes a different approach by attending to the possible reciprocity in labour relations– despite unequal power dynamics– particularly when workplaces are small and involve daily interactions between migrant workers and migrant employers. Methodology is based on observations in Chinese-run retail shops and restaurants in Santiago, and interviews with Chinese employers and their Latin American migrant employees of diverse backgrounds. Proposing the concept of “precarious labour relations”, we examine the independent and shared uncertainties between migrant employers and workers who are differently marginalized through race/migrant status axes in Chile. Analyzing dynamics of hierarchy, (mis)trust, and reciprocity in how these actors negotiate precarity and security as workers and/or migrants, we complicate dichotomies of exploitation and resistance in migrant labour research, by foregrounding the multidimensional relationship between employers and workers when both are racialized migrants and minorities.  相似文献

ABSTRACT

Studies of businesses established by migrants to the UK traditionally stressed co-ethnic relationships as economic resources. More recent work identifies a new ethnic economy characterized by migrants’ common experiences, with ethnicity playing less of a role. The present study complements this newer perspective through investigation of the experiences of forty-nine business owners and sixty of their workers in the West Midlands. Economic relationships were central to the operation of migrant firms, and a minority of firms escaped from sectors traditionally dominated by migrant firms. Yet substantial continuity was also evident, including exclusion from the mainstream on ethnic lines and relations with workers characterized by informality. Migrant business is evolving but it retains many of its features; this pattern can be explained by combining the mixed embeddedness theory of the enterprise with labour process analysis.  相似文献

This paper examines how the globalized nature of London's service sector redefines spatial relationships for recent migrants working in the health and hospitality industries. Findings from the qualitative data demonstrate that recent temporary migrants to the UK employ broader strategies to secure employment than accounted for by current theories. The migrants in our case studies overwhelmingly utilized global and local recruitment and employment agencies, as well as sought employment in industries already established as ‘ethnic economies’. We suggest that this might be attributed to a lack of interaction with established co-ethnic immigrant communities; temporary migration trajectories; and living arrangements with co-migrants. We conclude by emphasizing the need to broaden our understanding of ethnic economies and social networks in light of these changing spatial relationships that have emerged through the globalization of the service sector in the UK.  相似文献

Abstract

Border policing and immigration law enforcement produce a spectacle that enacts a scene of ‘exclusion’. Such spectacles render migrant ‘illegality’ visible. Thus, these material practices help to generate a constellation of images and discursive formations, which repetitively supply migrant ‘illegality’ with the semblance of an objective fact. Yet, the more these spectacles fuel anti-immigrant controversy, the more the veritable inclusion of the migrants targeted for exclusion proceeds apace. Their ‘inclusion’ is finally devoted to the subordination of their labour, which is best accomplished only insofar as their incorporation is persistently beleaguered with exclusionary campaigns that ensure that this inclusion is itself a form of subjugation. At stake, then, is a larger sociopolitical (and legal) process of inclusion through exclusion. This we may comprehend as the obscene of inclusion. The castigation of ‘illegals’ thereby supplies the rationale for essentializing citizenship inequalities as categorical differences that then may be racialized.  相似文献

This article discusses the interpretation of television in relation to ethnic identity embraced by the female members of Javanese diaspora in Malaysia. The Javanese diaspora in this context refers to the descendants of the colonial Javanese migrants from Indonesia. In contemporary Malaysia, they are considered as Malays, but essentially they retain some cultural identifications of Javanese ethnicity, especially the language. As Malaysia becomes one of the destinations for Indonesian migrant labour and popular culture, the Javanese diaspora are certainly exposed to manifold images of their ethnic origin. Through the audience ethnography in a Javanese community of Selangor, this article reveals that the Malaysian Javanese women negotiate both representative and distant images of Javanese identity on television. Their interpretation of ethnic identity from television represents the notion of ‘interpretive ethnicity’.  相似文献

The growing literature on international migration has a tendency to emphasize homogenous elements such as shared ethnic background, social network and cultural similarities in shaping immigrants' identity. We argue that this underestimates the differences (and sometimes conflicts) of interests between ethnic employers and migrant workers and that class needs to be brought back into the studies of ethnic relationship. Based upon findings from a series of fieldwork in Veneto, Italy and East Midlands, UK, this article contends that class consciousness has co-existed, sometimes uneasily, alongside co-ethnic and cultural relationships among Chinese migrant workers and has played an important part in the making of new Chinese communities. By analysing the perspectives of Chinese migrant workers and their relationship with co-ethnic entrepreneurs, this article illustrates complex factors behind the formation, diffusion and development of class consciousness among Chinese migrant workers.  相似文献

The paper analyses migration flows from the Philippines in two gendered occupations: domestic helpers and computer programmers. The international division of labour theory claims that foreign investment determines migration from developing countries, especially of women, towards low-skilled gendered occupations in developed countries. This paper shows that the division of labour is neither gendered nor international in the predicted sense. For instance, data from Philippines Overseas Employment Agency shows that the theory is Eurocentric as Northern America and Europe are destinations for only 3 per cent of domestic workers’ flows. The paper argues that neo-Marxism creates bias in gender and migration research and hinders understanding of important gendered effects concerning migrants. Two examples of such gendered effects are highlighted here: the higher vulnerability to legislative change of migrant men employed as domestic workers in Italy and the higher penetration of women into computer programming in the migrant flows to the U.S.  相似文献

While the racial and ethnic stereotyping practised by the employers of migrant domestic workers has received significant scholarly attention, these workers' racial essentializations of their employers have been largely ignored. Drawing upon interviews with Filipino migrant domestic workers in Singapore and Hong Kong, I present findings concerning the racial stereotypes these workers hold about white and Chinese employers. This stereotyping involves both racial distancing from local Chinese employers and racial alignment with expatriate white employers. This two-track racial project is a defensive tactic that allows Filipino workers to redefine themselves as occupying a higher position in the global racial order (as they see it) on cultural grounds. However, it also makes them complicit in naturalizing legacy stereotypes that valorize whites as morally and culturally superior. In addition, it encourages them to privilege the West as an idealized destination where they fantasize they will enjoy comfortable working conditions from local white employers.  相似文献

The recruitment of black and Asian migrant workers in the 1950s and 1960s to the least desirable sectors of the British labour market arguably ‐ for some commentators ‐ set in motion a cycle of cumulative disadvantage, with the disadvantage experienced by migrant workers inhibiting the opportunities of their sons and daughters. While some of the more recent commentators have concentrated on the persistence of disadvantage, others have begun to indicate the progress made by the minority ethnic groups relative to whites. This article evaluates the character of that progress for the period 1966–1991, through a secondary analysis of published data from the decennial census and the Labour Force Survey. Despite the disadvantaged start for the black and Asian minority ethnic groups, and despite the persistence of discrimination, they have made considerable progress over this time‐span relative to whites in terms of their membership of the Registrar General's socio‐economic groups. The decline in differentials has occurred in the context of upward collective social mobility for each of the three main minority ethnic groups during the period. However, substantial gender differences continue to characterize the labour market distribution of each of the groups and, on the whole, they are more substantial than ethnic group differences.  相似文献

Research on the role of co-ethnic ties in immigrants’ labour market outcomes has reached mixed conclusions. Some argue they are a valuable resource, increasing immigrants’ labour force participation and wages; others find negative effects such as trapping workers in low-quality employment. Thus far very few quantitative studies have investigated systematically the circumstances under which migrant networks work. Taking advantage of unique data on Senegalese men in France, Italy and Spain, this paper shows that the receiving context shapes the role of pre-migration ties. In France, where the Senegalese community is well-established and socio-economically diverse, networks lead to better economic prospects. In contrast, pre-migration ties in Italy and Spain mostly lead to the perpetuation of ethnic niches developed by the Senegalese in small and precarious trade activities. The article emphasizes the benefits of adopting a comparative and diachronic approach and calls for future work on the factors shaping the role of networks.  相似文献

This essay investigates the contested processes through which gender and racial ideologies are practised and thereby place specific groups of women in particular gendered and racialized labour markets. The migration of female live-in care workers to Taiwan exemplifies how gender and racial ideologies are embodied in everyday practices that justify the paid care work done by these women and that produce their subordinate status. In this essay, I take the problematic of representation of ‘migrant care workers’ as a point of entry, to investigate how a gendered-racialized ideology is utilized to legitimate and naturalize the gendered-racialized division of care labour within the global capitalist context.  相似文献

Whilst there has been renewed interest in the development potential of temporary migration programmes, such schemes have long been criticized for creating conditions for exploitation and fostering dependence. In this article, which is based on a case study of Ni-Vanuatu seasonal workers employed in New Zealand's horticultural industry, I show how workers and employers alike actively cultivate and maintain relations of reciprocal dependence and often describe their relation in familial terms of kinship and hospitality. Nevertheless, workers often feel estranged both in the Marxian sense of being subordinated to a regime of time-discipline, and in the intersubjective sense of feeling disrespected or treated unkindly. I show how attention to the ‘non-contractual element’ in the work contract, including expressions of hospitality, can contribute to anthropological debates surrounding work, migration, and dependence, and to interdisciplinary understandings of the justice of labour migration.  相似文献

The article explores how long-term residents in a small city with rural links in the East of England related to new migrants at a time of changing patterns and increased volume of migration. Based on in-depth interviews and observations in 2005–6, the article shows dynamic, complex, and nuanced constructions of belonging and governmentalities of belonging. Long-term Peterborians felt proud that their city attracted migrants and became more multicultural. Many saw this as a normative aspect of being modern. Yet, the arrival of migrants also led to tensions and re-inscribed the racialization of Peterborough's ethnic minorities, articulated through the theme of neighbourliness. Through the figures of ‘uncaring migrant neighbours’ and ‘ruthless Pakistani landlords’, migrants and ethnic minority Peterborians were portrayed as refusing injunctions to care for the neighbourhood and the nation. Ethnic minority Peterborians were positioned ambivalently as hosts of and – at times – targets of racism by new migrants.  相似文献

Antagonism and conflict within newly resident UK Polish migrants has been typically related to labour market competition. Without denying the relevance of this argument, we argue that explanations of antagonism within the Polish community should also take into account the role of a Polish intelligentsia habitus. This habitus provides a repertoire of available discursive strategies used for interpreting antagonistic and “risk” situations both in Poland and among Poles abroad. It is argued that not only can this intelligentsia habitus critically legitimize intergroup inequalities in status and symbolic power but also may impact on the patterns of a migrant’s integration, linkage to social networks, access to different capital resources, and interactions with the indigenous population.  相似文献

A review of the research literature on migrant voting in Australia shows that the “ethnic vote” has almost disappeared now that migrants tend to vote in a similar way to the rest of the population according to traditional class cleavages. In addition, it is argued that migrants in Australia predominantly reside in safe Labor seats that are represented by cabinet or shadow cabinet ministers. As such their group-based interests are often neglected by the major parties. Using findings from the ABS census and the 1993–2013 AES, this article re-examines whether there is a migrant vote, and if so, the extent to which migrant voting patterns have changed since the 1990s when the migrant and ethnic vote reached its peak. This study reveals patterns of migrant voting among certain birthplace subgroups that are more volatile than in previous decades but at the same time distinctive.  相似文献

Robert Miles has made a significant contribution to the field of racism and ethnic studies. In his early work, Miles drew upon structuralist Marxist theorizations of capitalism to offer a historically informed analysis of racism and migrant labour (Miles 1982). This perspective placed political economy at the centre of the study of racism. In addition, Miles' critical discussions with other influential contemporaries such as Paul Gilroy and Stuart Hall (Centre for Contemporary Cultural Studies (CCCS) 1982) raised crucial issues concerning the construction of ‘race’ as a social and political relation in Britain (Back and Solomos 2000). However, Miles became most renowned for his critique of the ‘race relations’ paradigm and his insistence that sociologists employ the concept of ‘racialization’ rather than ‘race’ (Miles 1982, 1989, 1993). Overall, Miles' work was rich both in its theoretical clarity and historical depth, and his contributions warrant critical analysis today. The study of the political activism of black African diasporas in France after the independence era remains a neglected area of research. This paper fills a gap in the literature by exploring the first notable postcolonial protests in the country by sub-Saharan migrants. The struggle of black African workers against their dire housing conditions opened up a ‘cycle of collective action’ that led to the better-known Sonacotra migrant hostels (foyers) rent strike of 1975–1980. Even before the Sonacotra strike, however, black African workers had been able to call on the authorities from both their origin and residence countries and to mobilize transnational networks in order to support their demands. This article provides the first comprehensive historical study of this decisive period. It highlights how ethnic ties are intertwined with political and social ones, focusing on the solidarities that these migrants developed in political networks and in their neighbourhoods.  相似文献

The established consensus in sociology is to explain the transformations of the ethnic identities of migrants through processes by which the migrants combine features they share with co-ethnics with characteristics they adopt from other groups of residents. This conceptualization, however, works on the assumption that it is the differences and contradictions between the elements in the ethnic identities of the migrants, and the characteristics of other groups of residents, that motivate the transformations of migrant ethnic identities. Therefore, processes by which migrants adopt characteristics from other residents are understood to typically decrease the migrants’ differences from them. This analysis of the ethnic identity transformations of Muslims of Chinese, Indian, Pakistani, and mixed ethnic origin in Hong Kong refutes the validity of this interpretation. It shows that adopting characteristics from non-Muslim Chinese residents supported establishing multi-ethnic Islamic practices which, in turn, accentuated the differences of the Muslims from these majorities.  相似文献

In many respects, recent East European migrants in the UK look like past migrants to the UK: they left poorer parts of the world in search of work and the better life in the UK. But in other respects, they look different: they are white. Their putative whiteness, however, has not exempted them from the effects of racism. But while there is growing evidence of how they have been targets of racism, less attention has been focused on how they are also perpetrators of racism. The purpose of this paper is to compare the ways Hungarians and Romanians wield ‘race’ to assert and defend the relatively privileged position their putative whiteness affords them in the UK's segmented labour market. I argue that these migrants mark, evaluate and rank difference in racialized ways to secure both social-psychological and material benefits.  相似文献

France's Afro‐Caribbean population forms a distinctive element in postwar migrant labour recruitment: of French nationality, with an equal balance of men and women, and strongly concentrated in public sector employment, especially in the Paris region. State policy strongly influenced the migration flow from the Caribbean islands, especially from the early 1960s. This article looks at aspects of the migrants’ housing experience, using aggregate statistics to establish general tenure patterns and interviews to recreate biographical histories. Afro‐Caribbean migrants avoided for the most part the worst excesses of the housing crisis of the 1960s and 1970s, though housing conditions ‐ especially for newly‐arriving migrants ‐ were frequently poor. Access to the public housing sector is shown to be crucial, though the role of the state was less direct (specifically aimed at the Caribbean population through the migration agency) than indirect (through the role of employers and the general involvement of the state in housing provision).  相似文献
