In this paper we investigate how the values of respect and dignity inform the ways migrants from Bosnia and Herzegovina and Hungary in Australia locate themselves in relation to local, national and transnational identities. Drawing upon ethnographic insights, we discuss how the concept of culturedness is implicated in these migrant claims for dignified belonging. Determinants of culturedness are informed by influential narratives of ‘East versus West’, ‘Balkan versus Europe’, the ‘New World (Australia) versus the Old World’ (Europe). Implicit within these discourses are attempts to demarcate civilisational distinctions. We argue that dignified belonging for people from these migrant communities in Australia involves negotiating identification with culturedness and positioning themselves on the right side of the civilised/primitive divide. This collaboration draws attention to the significance of ontological security through respect within the shared discourses and experiences of belonging for members of these two migrant groups in Australia.  相似文献

Cenk Saracoglu conceptualizes the antipathy towards Kurdish migrants manifesting in certain cities of Turkey since the early 2000s as ‘exclusive recognition’ in his article ‘“Exclusive recognition”: the new dimensions of the question of ethnicity and nationalism in Turkey’ published in Ethnic and Racial Studies 32(4). According to the author, these recent developments represent ‘a historically specific ethnicization process’ and its sources cannot be found directly and only in historical discourses and policy of mainstream Turkish nationalism. In this note, I contradict the author's claims by asserting that the recent manifestations of anti-Kurdish sentiments are an extension of the ongoing policies of Turkish national identity based on Turkish nationalism.  相似文献

Governments have policies explicitly directed at the integration of migrants. This article addresses how policymakers and politicians privilege certain constructions of the social relationship between migrants and the majority society (expressed through narratives of ‘integration’), while making it seem as if they were presenting facts in their policies. These constructions provide the justifications for adopting a direction in policy-making over other alternatives. This article sets to analyse comparatively how policy actors in two urban contexts construct migrants' integration through policy narratives and how, within this, they evaluate migrants as ‘integrated’ and ‘non-integrated’. Through narrative analysis, the article sheds light on how migrants are positioned by political institutions within the normative order of the society in which they live. Furthermore, it shows that local policy-making is shaped by national citizenship regimes, models of steering, welfare regimes and stories about the nation and its people.  相似文献

Lesbian, Gay, Bisexual, and Transgender (LGBT) marches are critical and contentious events throughout post-socialist Europe: key sites of emerging sexual politics, shifting tensions between national and transnational meanings, and competing visions of citizenship. Since 1997 a ‘Pride March’, in 2008 Budapest's LGBT march was renamed the ‘Dignity March’. Taking this change as its focus, this paper explores debates within and outside Hungary's LGBT community about the meanings of ‘Pride’, ‘Dignity’, and sexuality. I argue these debates reveal competing efforts to negotiate the perilous boundaries between national and transnational discourses of identity, politics, and belonging. Situating them within Hungary's shifting political context, including recent violent attacks on the March, I suggest the move from the politics of Pride to the politics of Dignity has failed to escape the frictions of intersecting global and local discourses, instead invoking new cultural–political tensions, exclusionary boundaries, and dilemmas of identity, belonging, and politics for Hungarian LGBT people and activism.  相似文献

This article examines how Fiji Islanders of diverse ethnic backgrounds living in Japan's Kantō area reflect on and constitute community life in the diaspora. While they occasionally refer to the ‘community’ and speak about its social value, get-togethers of significant numbers occur infrequently. Ultimately, a Fijian-centred community is virtually absent in the everyday lives of Japan-based Fiji Islanders. Based on twelve months of ethnographic fieldwork in the Tokyo Metropolis and its neighbouring prefectures, this contribution suggests that for Fiji Islanders in Kantō, talking about ‘community’ serves two particular purposes: on the one hand community discourses create an emotional bond, both among the migrants and between the migrants and their place of origin. At the same time, discourses on the relevance of the community without undergoing efforts to maintain it, serve as strategies of navigating self and belonging in a critical and reflexive way. As migrants’ social lives are complex and shaped by numerous economic, spatial, and individual disjunctures, Kantō Fiji Islanders contextually configure and extend their social relations with regard to their socio-cultural heritage, their place of residence in Japan, their gaikokujin (foreigner) status, and their life-work cycles.  相似文献

East Malaysia's vibrant nightlife is a lucrative industry employing many Filipina migrants. The paper addresses the impact on Filipinas of discursive regimes of work, the state and family. These are derived from national discourses of ethnicity, class and nation intertwined with dominant discourses of womanhood in both Malaysia and the Philippines. The paper argues that in transnational space disciplinary regimes are heavily constraining, but resistance and negotiation are possible. The paper follows a feminist poststructuralist approach, which finds that disciplinary forces, rather than being coercive, are subtly inculcated in the migrant subject. Embodiment is never absolute and everyday actions of women initiate instability in the category ‘Woman’. This offers the opportunity for agency. Ethnographic methods are used to explore the tensions and constraints of the Filipinas' everyday experience of migration. In the setting of a largely non‐Muslim East Malaysia, ethnic identity seems differently constructed than in a predominantly Muslim Peninsula Malaysia. Through friendship and marriage with Malaysians, and integration into local communities, Filipinas are able to resist and negotiate their migrant status. The actions of Filipinas and their local Malaysian partners contest conservative notions of ethnicity, gender, class and nation in both the Philippines and Malaysia. This offers a potential for agency for Filipinas, the possibility for which could also extend to the largely non‐Muslim local Malaysians with whom they share their lives.  相似文献

Accounts of Tamil long-distance nationalism have focused on Sri Lankan Tamil migrants. But the UK is also home to Tamils of non-Sri Lankan state origins. While these migrants may be nominally incorporated into a ‘Tamil diaspora’, they are seldom present in scholarly accounts. Framed by Werbner's (2002) conception of diasporas as ‘aesthetic’ and ‘moral’ communities, this article explores whether engagement with a Tamil diaspora and long-distance nationalism is expressed by Tamil migrants of diverse state origins. While migrants identify with an aesthetic community, ‘membership’ of the moral community is contested between those who hold direct experience of suffering as central to belonging, and those who imagine the boundaries of belonging more fluidly – based upon primordial understandings of essential ethnicity and a narrative of Tamil ‘victimhood’ that incorporates experiences of being Tamil in Sri Lanka, India and in other sites, despite obvious differences in these experiences.  相似文献

Abstract

This article examines media representations of immigration in Williamsburg, Virginia, a ‘new immigrant destination’ in the USA. Through a content analysis of coverage in Williamsburg's local newspaper, we explore how reporters, columnists and readers draw on nationally and internationally circulating discourses to produce public interpretations of immigration issues and construct symbolic boundaries between and among in-groups and ‘others’ in the community. ‘National boundaries drawn locally’ captures how media actors use nationally recognizable frames to interpret local issues and define the parameters of community and national belonging. ‘Localized symbolic boundaries’ take their meanings from place-based, cultural understandings, specific economic conditions and demographics in the local setting. Newspaper discussions in Williamsburg distinguish between ‘deserving’ foreign student workers (primarily from Eastern Europe and Asia) and ‘undeserving’, racialized, Latino ‘others’. Our analysis advances theories of boundary construction and holds implications for the politics of belonging more generally in other immigrant-receiving contexts.  相似文献

This paper discusses ideas about ‘the nation’ and ‘the people’ expressed by residents of a low‐income district in the city of Salvador, capital of the state of Bahia, Brazil. The analysis relates positive and negative evaluations of national identity to a dialectic of hegemony and resistance. It focuses on gender and race in the local making or negating of nationalism, concluding that constitutive discourses and practices must be understood in relation to social inequality and the class structure.  相似文献

This article examines how irregular migrants from Central and Western Africa stranded in Morocco forged tenuous but essential relationships in the face of hostile and violent border politics constraining their mobility and resulting in systematic infringement of their rights. I examine the basis of trust amongst migrants in Morocco, who called themselves ‘adventurers’ on a quest for the ‘objective’ (e.g. ‘finding their lives’, usually through getting into Europe). Although most of them had embarked on individual journeys, they regularly needed to cooperate in order to face arduous living conditions and attempt crossing the border into Spain. The article demonstrates how trust was entangled not only with hostile migration politics but with regular moral conundrums as migrants needed to manage a balance between collaborating with other migrants and reaching their own ‘objective’.  相似文献

In the name of ‘multiculturalism’, Western societies have witnessed since the 1980s a proliferation of discourses concerning the general place of minorities, programmes designed to foster equality, institutional structures created to provide better social services, and resources extended to ethnic minority organizations. Despite much goodwill and not inconsiderable evidence of progress in local and national initiatives concerning minorities, however, such developments have often in effect excluded minorities from, rather than facilitated their engagement with, the majority public domain. In significant ways this has been because many public policies and wider political discourses surrounding multiculturalism tend to employ ill‐defined ideas and implicit notions ‐ particularly regarding ‘culture’ ‐ which, when operationalized, function socially and politically to separate and distance members of given minorities. These ‘culturalist’ underpinnings found in a variety of multi‐culturalist initiatives can be seen to echo or to parallel views espoused in the so‐called ‘new cultural racism’. Examples on the level of local government authorities in Britain are cited. Clearly, initiatives promoting all forms of equality for minorities must be encouraged while ‘culturalism'‐in‐multi‐culturalism must be overcome. Instead of attempting to redefine ‘culture’ for policy‐makers, the author suggests that in rethinking and restructuring modes of public incorporation affecting minorities (roughly following certain key ideas of M.G. Smith on plural societies, John Rex and Bhikhu Parekh on the public domain), we may be able to begin to move beyond some currently exclusive and divisive aspects of institutionalized multiculturalism. Certain modes of local government interface in the British city of Leicester which have been co‐developed by local government authorities, by a complex range of local Islamic organizations, by a uniquely successful Muslim representative federation, and by prominent Muslim individuals are examined by way of suggesting one new model of public incorporation.  相似文献

This study reviews developments in the ethnic and national identity of the descendants of migrants, taking ethnic Chinese as a case study. Our core question is why, in spite of debates worldwide about identity, exclusion and rights, do minority communities continue to suffer discrimination and attacks? This question is asked in view of the growing incidence in recent years of ‘racial’ conflicts between majority and minority communities and among minorities, in both developed and developing countries. The study examines national identity from the perspective of migrants' descendants, whose national identity may be more rooted than is often thought. Concepts such as ‘new ethnicities’, ‘cultural fluidity’, and ‘new’ and ‘multiple’ identities feature in this examination. These concepts highlight identity changes across generations and the need to challenge and reinterpret the meaning of ‘nation’ and to review problems with policy initiatives designed to promote nation-building in multi-ethnic societies.  相似文献

People on the Indonesian island of Halmahera claim that the hairy and barely human giants that are said to roam the jungle are seventeenth-century Portuguese colonizers. Employing the feminist concept of ‘inappropriate/d’, I show how the appropriation of the Portuguese wildman into village narratives, regional political history, and national development plans as well as into global discourses of science and media in each case inappropriately collapses the boundaries that the white wildman is implicated in maintaining: those between human and animal, the colonial sovereign and ‘the primitive native’, cryptozoology and the politics of the real. The wild-yet-Western figure, I argue, is inappropriate/d – is ‘on the loose’ – across local, regional, and global registers of reality in ways that trouble linear histories of the wildman as fading from reality into allegory. Like so many other monsters of the Anthropocene, the truthlikeness, or verisimilitude, of the white wildman is enhanced rather than attenuated by recent turns in politics and media.  相似文献

Inspired by a super-diversity approach, this paper seeks to explore the influence of the ‘ethnic hierarchy’ of ‘old’ minority groups over the way ‘new’ migrants from Turkey negotiate their interaction in the daily life in three settings: Amsterdam, London and Barcelona. By focusing on highly educated migrants from Turkey who by virtue of their country of origin or religion are positioned at the bottom of ‘ethnic hierarchies’, it strives to understand the significance of these different sources of diversity in daily interaction. Applying boundary-drawing strategies developed for ethnic boundaries, this paper argues that education does not necessarily ‘trump’ nationality, but allows for substantial claims of difference. New migrants from Turkey carve out a space for themselves by on the one hand homogenizing Turkish or other Muslim communities through attributing ‘unwanted’ behaviours and on the other re-defining the boundaries of their individual identity with emphasis on different sources of diversity.  相似文献

The research presented in this article centres on an under-researched demographic group of young return migrants, namely, second-generation Barbadians, or ‘Bajan-Brits’, who have decided to ‘return’ to the birthplace of their parents. Based on 51 in-depth interviews, the essay examines the experiences of second-generation return migrants from an interpretative perspective framed within post-colonial discourse. The article first considers the Bajan-Brits and issues of race in the UK before their decision to migrate. It is then demonstrated that on ‘return’, in certain respects, these young, black English migrants occupy a liminal position of cultural, racial and economic privilege, based on their ‘symbolic’ or ‘token’ whiteness within the post-colonial context of Barbados. But this very hybridity and inbetweeness means that they also face difficulties and associated feelings of social alienation and discrimination. The ambivalent status of this transnational group of migrants serves to challenge traditional notions of Barbadian racial identity.  相似文献

Intra-ethnic discrimination, in the form of stereotyping of recent migrants by settled ethnic minorities, has been interpreted as internalized racism, displacing stigma and negotiation of local hierarchies of belonging. Stereotypes of ‘Fresh off the Boat’ migrants construct cultural boundaries and assertions of belonging, offering clues to processes of identity-making where ethnicity is complicated by ongoing migration. In British Pakistani portrayals of ‘freshies’, this assertion of difference coexists with familial ties and a high incidence of transnational marriage. Analysis of the figure of the ‘freshie’ in internet comedy videos, combined with qualitative research material, provides insight into dynamics of cultural and social capital, immigration and sexuality through manifestations of difference, similarity and disgust. Together these not only reveal the weakness of recent migrants’ positions in structures of socio-economic and symbolic power, but the blurring of social categories, and the continuing importance of transnational kinship in negotiations of identity amongst British Pakistanis.  相似文献

The narratives and images on websites of US hate groups that oppose undocumented immigrants represent and reproduce discourses that contribute to the subject formation of group members, who feel ethically obliged to counter unauthorized immigration. Left alone by the government, which is seen as unreliable and uncaring of patriotic values, they position themselves as heroic saviours of the nation. We argue that these hate groups’ ‘games of truth’ develop in response to the perception that irregular immigration threatens specific social orders and values, for instance about citizenship, national identity and otherness. This article helps to understand the ways in which anti-immigrant narratives serve the functions of countering these threats and of asserting the group members’ ethical obligation as a form of care of the self. In other words, from a Foucaultian viewpoint, we interpret the problematizations of ‘illegal’ immigration as discursive practices for the subject formation of hate group members.  相似文献

Public education remains the nation‐state's foremost instrument of forging citizens. But the emergence of ‘international education’, a system explicitly based on the ideology of globality and outside the purview of national curricula, provides a way to circumvent the citizen‐making machine. This article, based on fieldwork among Chinese secondary school students in Hungary, considers the interaction between ‘international education’ and transnational migrants in a nation‐state whose public education, as the state itself, has little interest in the ‘integration’ of non‐natives.  相似文献

Violence perpetrated against migrants by Golden Dawn was rarely investigated or prosecuted by Greek authorities and was discursively constructed as exceptional, contrary to the norms of Greek democracy and committed by marginalized individuals and groups. The article argues that state responses have been shaped by racialized discourses and policies on migration and racism. Anti-migrant violence has been legitimated through three interlinked discursive strategies: a narrative of ‘isolated events’; the denial of its racialized nature; and the rationalization of both state and non-state anti-migrant violence as a regrettable yet understandable defensive reaction to the threats posed by migration.  相似文献
