This study examined whether the effects of employment-based policies on children's math and reading achievement differed for African American, Latino and Caucasian children of welfare receiving parents, and if so, why. Two kinds of employment policies were examined: education-first programs with an emphasis on adult education and job training; and work-first programs with an emphasis on immediate employment. With data from two- and five-year follow-ups in four experimental demonstrations in Grand Rapids, Michigan (N = 591) and Riverside County, California (N = 629), there was evidence of small positive effects of the Grand Rapids and Riverside education-first programs on African American and Latino children's school readiness and math scores. An opposite pattern of effects emerged among Caucasian children. In one of the two sites, we found that Latino parents' higher levels of goals for pursuing their own education appeared to explain why their children benefited to a greater degree from the program than their Caucasian counterparts.  相似文献

This paper examines how different Life-Cycle Assessment (LCA) approaches, from full LCA’s to more qualitative LCA’s, are being used internationally in the development of government policies. Examples from 14 countries are provided for recent initiatives in various forms of policy which were developed to move national environmental policies toward the more life-cycle based programs. They indicate that a broader frame of reference is beginning to be used by those who write such policies. Discussion is also provided on the barriers that slow the adoption of life-cycle approaches in the development of government policies.  相似文献

自20世纪90年代以来,以各种形式的生态补偿政策和工程项目为代表的生态保护项目在全球广泛实施。1998年长江大洪水之后,我国也陆续实施了天然林保护工程、退耕还林还草工程、京津风沙源治理工程、森林生态效益补偿基金、退田还湖还湿工程、生态转移支付等一系列生态保护项目。近年来,政府、研究人员和社会各界越来越重视这些项目产生的生态、经济和社会效益。不过,我国生态保护项目绩效评估还处于起步阶段,主要体现在定量化不足、研究设计不严密、基准线选取不规范、评估方法过于简易、因果推理证据不足、评估结果可信度较差。不管是从学术研究、国家战略,还是实际生态管理的角度,都迫切需要推动和完善我国生态保护项目的绩效评估。结合过去十多年的理论和案例研究经验,对绩效评估的研究设计、基准线选取、评估方法、以及评估分析中面临的问题和挑战进行了系统地归纳与梳理,以期为进一步开展生态保护项目绩效评估提供技术参考。  相似文献

Political communities across the world have recently sought to tackle rising rates of vaccine hesitancy and refusal, by implementing coercive immunization programs, or by making existing immunization programs more coercive. Many academics and advocates of public health have applauded these policy developments, and they have invoked ethical reasons for implementing or strengthening vaccine mandates. Others have criticized these policies on ethical grounds, for undermining liberty, and as symptoms of broader government overreach. But such arguments often obscure or abstract away from the diverse values that are relevant to the ethical justifications of particular political communities’ vaccine‐mandate policies. We argue for an expansive conception of the normative issues relevant to deciding whether and how to establish or reform vaccine mandates, and we propose a schema by which to organize our thoughts about the ways in which different kinds of vaccine‐mandate policies implicate various values.  相似文献

Community-based management (CBM) has been implemented in socio-ecological systems (SES) worldwide. CBM has also been the prevailing policy in Sámi pastoral SES in Norway, but the outcomes tend to vary extensively among resource groups (“siidas”). We asked why do some siidas self-organize to manage common pool resources sustainably and others do not? To answer this question we used a mixed methods approach. First, in the statistical analyses we analyzed the relationship between sustainability indicators and structural variables. We found that small winter pastures that are shared by few siidas were managed more sustainably than larger pastures. Seasonal siida stability, i.e., a low turnover of pastoralists working together throughout the year, and equality among herders, also contributed to more sustainable outcomes. Second, interviews were conducted in the five largest pastures to explain the relationships between the structural variables and sustainability. The pastoralists expressed a high level of agreement with respect to sustainable policies, but reported a low level of trust and cooperation among the siidas. The pastoralists requested siida tenures or clear rules and sanctioning mechanisms by an impartial authority rather than flexible organization or more autonomy for the siidas. The lack of nestedness in self-organization for managing pastures on larger scales, combined with the past economic policies, could explain why CBM is less sustainable on the largest winter pastures. We conclude that the scale mis-match between self-organization and the formal governance is a key condition for sustainability.  相似文献

Abstract

In the past decade, significant policy and legal changes have occurred that affect sexually active minors, pregnant adolescents, and adolescents who have become parents. This paper examines U.S. governmental policies and laws relating to (1) the development and dissemination of sex‐related health services and information for male and female adolescents and (2) the formal teaching of sex education in the public schools. It is maintained that despite the progress that has been made during the 1970's, a need for sex‐related services and information to the adolescent population still remains. Much remains to be done to formulate more relevant, effective policies and programs for adolescent males and females.  相似文献

Extended producer responsibility (EPR) is a policy approach that requires manufacturers to finance the costs of recycling or safely disposing of products consumers no longer want. This article describes the evolution of EPR policies in the United States, focusing on the role of states as policy actors. For their part, federal lawmakers have not embraced EPR policies except to remove some barriers to state‐level initiatives. In the two‐decade period from 1991 to 2011, U.S. states enacted more than 70 EPR laws. In addition, manufacturers have implemented voluntary programs to collect and recycle products, but those efforts have proven largely ineffective in capturing significant quantities of waste products. With the help of new coalitions of diverse interest groups, recently states have renewed efforts to establish effective EPR programs, enacting 40 laws in the period 2008–2011. Several state initiatives suggest a more promising future for EPR.  相似文献

Newborn screening programs collectively administer the largest genetic testing initiative in the United States. The redress of grievances is an important mechanism for consumers to provide input into clinical and public health programs. In this study, we evaluated mechanisms for addressing consumer grievances in newborn screening programs. To do this, we surveyed all 50 state plus the District of Columbia newborn screening programs by questionnaire regarding protocols for receipt and redress of problems reported by parents of newborns and ascertained the existence and nature of complaints and how complaints were documented and addressed. Pertinent state and federal legislation and regulation were also reviewed. Six of 49 newborn screening programs reported having formal policies for handling consumer grievances. Four states reported having pertinent legislation or regulation. Thirty-eight of 49 states reported having received complaints from 1993 to 1995. Thirteen of 49 newborn screening programs reported that they actively seek feedback from consumers. Consumer grievances ranged from minor complaints to potentially life-threatening concerns. In general, complaints are managed on an ad hoc basis; formal policies are typically lacking. As newborn screening programs affect a vast number of Americans, a proactive and comprehensive approach, including solicitation of consumer feedback, could benefit both newborn screening programs and the public served by them.  相似文献

Abstract

The conceptual model presented allows for the identification and organization of different kinds of fertility policies and programs, as they affect fertility, and the relevant elements of the sociocultural variables, dichotomized into “structural” and “cultural” components, that can be associated with fertility. Support for the model was obtained by “fitting” Puerto Rican fertility policies and programs, and structural and cultural components, to the model. Seventeen regression equations using polynomials to the third degree are used for the statistical interpretation of the Puerto Rican data. The results indicate that the use and interpretation of the model and some of the polynomial regression analyses are successful.  相似文献

The colonial and post-colonial governments of Botswana and Zimbabwe pursued policies toward their indigenous minority populations which included the establishment of settlement schemes, removals of people from national parks and game reserves, and the imposition of restrictions on hunting by local people. These polices had the effect of dispossessing indigenous groups and reducing their access to resources crucial to their adaptive success. The impacts of these polices are examined using data on Tyua Bushmen in the Nata river region of northern Botswana and western Zimbabwe. It demonstrates that the kinds of conservation and development programs employed resulted in greater resource depletion, increased poverty, and social stratification. There is evidence that resource conservation programs can sometimes do more harm than good.  相似文献

Throughout Western societies, policy‐makers who address the problems of disadvantaged ethnic and immigrant minorities confront norms that prescribe equal or preferential treatment for these groups. Variations in these norms make significant differences in policy‐making. Based on evidence from housing and planning policies and a standardized survey of local élites in comparable German, French and US metropolitan areas, this article analyses how these norms altered logics of policy‐making. Normative differences help to explain why policies to house minorities proved more successful in the German setting than in the French. Contrasts in central‐local relations, in local government, in political parties and in the social and economic background of policy‐making fail to account for the difference that these norms make. In the American setting normative ambiguities combined with institutional, social and spatial differences to render parallel norms comparatively ineffective.  相似文献

In 1991, the Australian Commonwealth Parliament unanimously passed the Council for Aboriginal Reconciliation Act 1991. This Act implemented a 10-year process that aimed to reconcile Indigenous and non-Indigenous people by the end of 2000. One of the highest priorities of the reconciliation process was to address Indigenous socio-economic disadvantage, including health, education and housing. However, despite this prioritising, both the Keating Government (1991–1996) and the Howard Government (1996–2000) failed to substantially improve socio-economic outcomes for Indigenous people over the reconciliation decade. In this paper, I examine one of the most prominent socio-economic areas, that of Indigenous health. First, I discuss the appalling levels of Indigenous health throughout the reconciliation decade by analysing a number of health indicators, including life expectancy, infant mortality rate, standard mortality ratios, hospital rates and health Infrastructure. This analysis reveals significant and often worsening disadvantage in these health indicators. Second, I analyse a number of policies and programs concerning Indigenous socio-economic disadvantage that were developed by Commonwealth Governments in the 1990s. I argue that these policies and programs largely failed to address Indigenous socio-economic disadvantage. I also discuss alternative policies and programs that could reduce the significant levels of socio-economic disadvantage suffered by Indigenous people.  相似文献

This paper reviews how recent climate change policies in Korea have affected practices in landscape planning and design. By illuminating the gaps between government policies on climate change and actual practices in planning and design, the study aims to provide useful directions for future research and practices. The primary problems we found are as follows: (1) the government’s recent aggressive climate change policies have partly resulted in an adverse effect on the environment; (2) planning and design tools to implement climate change policies do not tend to consider local characteristics and different biophysical and sociocultural contexts; (3) climate change policies in Korea developed by different governmental departments are not coordinated well enough to effectively meet the policy goals; and (4) design tools or guidelines intended to aid the implementation of climate change policies at site level must be improved through the use of creative ideas and empirical tests. For future research, we recommend hunting for critical evidence as to why climate change policies are not implemented effectively in a particular local context, and determining how such failures can be overcome by applying adequate measures in planning and design.  相似文献

Interactions with industry begin early in medical training, and attitudes toward these interactions among students and trainees are permissive, which is not surprising given the "informal curriculum" received from peers and role models. Though the Accreditation Council on Graduate Medical Education has recommended explicit policies on interactions between trainees and industry, past studies have shown that most schools and training programs do not have such policies. Given that acceptance of gifts from industry can create conflicts of interest, that promotional information may be biased, and that non-promotional sources of prescribing information are readily available, medical schools and training programs should develop and implement explicit policies restricting interactions between trainees and industry representatives.  相似文献

Background

Brazil has reduced its smoking rate by about 50% in the last 20 y. During that time period, strong tobacco control policies were implemented. This paper estimates the effect of these stricter policies on smoking prevalence and associated premature mortality, and the effect that additional policies may have.

Methods and Findings

The model was developed using the SimSmoke tobacco control policy model. Using policy, population, and smoking data for Brazil, the model assesses the effect on premature deaths of cigarette taxes, smoke-free air laws, mass media campaigns, marketing restrictions, packaging requirements, cessation treatment programs, and youth access restrictions. We estimate the effect of past policies relative to a counterfactual of policies kept to 1989 levels, and the effect of stricter future policies. Male and female smoking prevalence in Brazil have fallen by about half since 1989, which represents a 46% (lower and upper bounds: 28%–66%) relative reduction compared to the 2010 prevalence under the counterfactual scenario of policies held to 1989 levels. Almost half of that 46% reduction is explained by price increases, 14% by smoke-free air laws, 14% by marketing restrictions, 8% by health warnings, 6% by mass media campaigns, and 10% by cessation treatment programs. As a result of the past policies, a total of almost 420,000 (260,000–715,000) deaths had been averted by 2010, increasing to almost 7 million (4.5 million–10.3 million) deaths projected by 2050. Comparing future implementation of a set of stricter policies to a scenario with 2010 policies held constant, smoking prevalence by 2050 could be reduced by another 39% (29%–54%), and 1.3 million (0.9 million–2.0 million) out of 9 million future premature deaths could be averted.

Conclusions

Brazil provides one of the outstanding public health success stories in reducing deaths due to smoking, and serves as a model for other low and middle income nations. The laws and policies governing the care and use of animals in research in the US require institutions to establish training programs to assure that personnel are qualified for their roles in animal care and use programs. Few programs define specific training requirements for the Institutional Official (IO), one of the most important roles in an animal care program. In some cases, IOs may have little or no experience in biomedical science. In this article, the author provides an overview of the IO's role in an animal care and use program as defined by US government laws and policies for use in training IOs and chief executive officers. The author outlines the key responsibilities of the IO in an animal care program, the implications of noncompliance with federal requirements and some of the pitfalls in program design.  相似文献

The purpose of this study was to examine how instrumental music educator skills are being evaluated in current undergraduate programs. While accrediting organizations mandate certain elements of these programs, they provide limited guidance on what evaluative approaches should be used. Instrumental music teacher educators in the College Music Society (n = 303) supplied data about their respective programs through an online survey. Participants reported using written and verbal feedback, self-evaluation, and rubrics most frequently. Similar evaluation processes used across program courses or experiences, such as rubrics and ePortfolios, were described by 35 percent of the music teacher educators. Most programs culminated in a semester-long student teaching period, during which preservice teachers were observed and evaluated by university supervisors three to four times. Weak correlations were indicated between some evaluative practices and music teacher educators’ expectations for program graduates’ music educator skills. Implications for music teacher education programs and suggestions for establishing evaluation policies are discussed.  相似文献

Significant evidence has accumulated demonstrating that soil biochar amendment has many environmental benefits; however, adoption has been slow. This raises the question of how to align the environmental benefits with commercial motivations to drive more widespread implementation. Here, we examine the role that government policy can play in accelerating production and use at commercial scale. We identify three types of programs that can support biochar production: commercial financial incentives, nonfinancial policy support, and research and development funding. We also describe how these programs are currently used to support biochar production. For example, financial incentives can motivate immediate changes in business practices while nonfinancial policies can be important mechanisms to educate consumers and expand market demand. Research and development support can provide the necessary funding for early‐stage innovations that may one day become commercially viable options, even without other types of policy support. There are different risk–reward profiles for each policy mechanism, and these must be considered when evaluating a policy direction. Finally, we offer broad recommendations to the development of policy that maximizes the net benefits of biochar adoption. Key recommendations include improving policies that allow for the monetization of environmental benefits and avoided costs, recognizing soil as a resource through national preservation policy, and developing a broadly accepted set of product standards for biochar.  相似文献

The development of insecticide resistance is becoming a threat to many arboviruses control programs worldwide. While this has been attributed to the indiscriminate use of insecticide, a more theoretical study is apparently not available. Using in-silico experiments, we investigated the effects of two different policies: one used by the Brazilian Ministry of Health (which follows the World Health Organization protocol) and a more permissive one, akin to those employed by various gated communities and private companies. The results show that the public policy does not lead to resistance fixation. On the other hand, permissive application of adulticide, such as intensive domestic use mainly during epidemic periods, might lead to the fixation of a resistant population, even when resistance is associated with moderate fitness costs.  相似文献
