Forest conservation and environmental management in Nepal: a review   总被引:1,自引:0,他引:1  
This paper provides information on the status of forests and environmental problems related to forestry in Nepal. It aims to integrate the conservation and sustainable management of forests as a part of environmental planning. A critical review of the main environmental problems with prioritization within the forestry sector; thorough review of all forest related documents, strategies, development plans, programs, institutional arrangements, policies mentioned in the Master Plan for Forestry Sector Nepal of 1988, and other relevant documents; identification of major gaps and constraints of forestry policy and plans and current practices of forest conservation and management have been done. The decline in forestry resources in Nepal took place in the past due to lack of appropriate policy to guide the legal, institutional and operational development for the forestry sector. Forestry policy in Nepal, in the past, was shaped by political and economic motives rather than ecological considerations. Policy formulation mechanisms exist in Nepal; however, there is an excessive delay in translating policies into legislation and then into operational rules and administrative orders. There is a need to implement the international obligations by transforming them into regulations in order to make them legally binding. The data to be generated in the coming years in the areas of forestry at both national and international levels suggest that we should revise the research priorities and strategies. Research to add value to the forest resource products has yet been neglected. More attention is required on regular monitoring and evaluation of the projects. A thorough evaluation of the programs and planning for the forestry sector in Nepal is urgently required to update the progress and revise the programs.  相似文献

Summary

There is a range of legislation and policy relating to plant conservation in Scotland, including international, European and domestic measures (Scottish Office, 1998). There are, in addition, opportunities and challenges for plant conservation as a result of devolution. This paper reviews examples taken from the range of current policies and laws to illustrate both where these have been beneficial and where they have not been so successful for plant conservation, and offers some views on what lessons have been learnt from these actions.  相似文献

Commercial greenhouse growers in both Japan and China are increasingly using reared orange-tailed bumblebees known previously as Bombus hypocrita Pérez as pollinators. Phylogenetic analysis of the DNA (COI) barcodes with Bayesian methods shows that this "species" is a long-standing confusion of two cryptic species. We find that the orange-tailed bumblebees in North China are actually part of the widespread Russian (otherwise white-tailed) B. patagiatus Nylander (as B. patagiatus ganjsuensis Skorikov, n. comb.), whereas the orange-tailed bees in Japan are true B. hypocrita. This situation has been further complicated because two other cryptic species from North China that were previously confused with the Russian B. patagiatus are now recognised as separate: B. lantschouensis Vogt n. stat. and B. minshanensis Bischoff n. stat.. As demand for pollination services by greenhouse growers inevitably increases, these bees are more likely to be transported between countries. In order to conserve genetic resources of pollinator species for their option value for future food security, we advocate preventing trade and movement of B. patagiatus from China into Japan and of B. hypocrita from Japan into China.  相似文献

This article is about the social and cultural significance of hotels in the Nepal Himalaya. Through a socio-semiotic approach, I analyse how the hotel in Himalayan tourism functions as an architectural form that mediates different social domains, and through the process embeds the ideology of 'development' in everyday life, producing the power relations that would in turn generate their very contestations. By treating the materiality of the hotel as an anthropological tool, we are thus able more fully to understand how a community's pursuit of development and intensive engagement with tourism have resulted in the creation of new forms of subjectivity as well as social and political relationships.

Le présent article est consacréà la signification sociale et culturelle des hôtels dans l'Himalaya népalais. Grâce à une approche socio-sémiotique, l'auteur analyse la manière dont l'hôtel fonctionne, dans le tourisme himalayen, comme une forme architecturale médiatrice de différents domaines sociaux. Il intègre ainsi l'idéologie du « développement >> dans la vie de tous les jours, et crée des relations de pouvoir qui génèrent à leur tour leurs propres contestations. En traitant la matérialité de l'hôtel comme un outil anthropologique, on peut mieux comprendre comment la quête du développement et l'engagement intensif d'une communauté dans le tourisme ont abouti à la création de nouvelles formes de subjectivité et de relations sociales et politiques.  相似文献

The phenotypic structure of human populations is shaped by a number of factors such as population size and marital migration. This paper examines the impact of migration on the between-village phenotypic differentiation of the Jirels, a tribal group of eastern Nepal. Data on stature and five cranial measurements for 526 individuals (males and females) are utilized to illustrate the patterns of phenotypic variation. A permutation method is used to generate the phenotypic consequences of random migration constrained to observed levels of movement. The results suggest that Jirel migration is nonrandom and that it produces higher levels of phenotypic differentiation than would result from a random migration process.  相似文献

For conservation managers tasked with recovering threatened species, genetic structure can exacerbate the rate of loss of genetic diversity because alleles unique to a sub-population are more likely to be lost by the effects of random genetic drift than if a population is panmictic. Given that intensive management techniques commonly used to recover threatened species frequently involve movement of individuals within and between populations, managers need to be aware not only of pre-existing levels of genetic structure but also of the potential effects that intensive management might have on these patterns. The Mauritius parakeet (Psittacula echo) has been the subject of an intensive conservation programme, involving translocation and reintroduction that has recovered the population from less than 20 individuals in 1987 to approximately 500 in 2010. Analysis of genotype data derived from 18 microsatellite markers developed for this species reveals a clear signal of structure in the population before intensive management began, but which subsequently disappears following management intervention. This study illustrates the impacts that conservation management can have on the genetic structure of an island endemic population and demonstrates how translocations or reintroductions can benefit populations of endangered species by reducing the risk of loss of genetic diversity.  相似文献

Conservation areas (CAs) and community forests (CFs) are generally considered to be two successful community-based conservation (CBC) models in Nepal. Nepal’s two CAs are administered by a nongovernmental organization (NGO), and all of its CFs are administered by a government agency (GA). The goal of this research is to compare and contrast these two models using quantitative and qualitative data collected through field research in the Annapurna Conservation Area in the summer of 2007 and adjacent CFs in the fall of 2008. The Conservation Area Management Committee (CAMC) and the Community Forest User Committee (CFUC) are the functional decision-making entities at the local level in CAs and CFs, respectively. We conducted one-on-one semi-structured interviews with 66 executive members of 10 CAMCs and 67 members of 9 CFUCs. While both models appear to have performed well overall, the CA under the direction of the NGO appears to have fared better with regard to (i) developing trust of local constituencies, (ii) garnering favorable attitudes among villagers, (iii) building capacity of executive members, and (iv) improving standards of living. We suggest that the particular accountabilities associated with NGOs may situate them in a better position to cultivate local governance than state entities on their own.  相似文献

The present study aims to document detail information of some of the selected wild edible having enormous potential for livelihood enhancement and socio-economic development by making a variety of value added products. To this end, some of the wild edibles of central Himalaya were selected and prioritized for harnessing their economic potential along with their detail information in terms of distribution, ethnobiology, phenophases and appropriate time of harvesting so as to make communities well aware about the resource availability and their harvesting period round the year. The cost-benefit analysis of each value added product prepared from selected wild edibles was worked out in detail and these analyses revealed that total monetary output, as well as the net return, is very high for all value added products prepared. Since wild edible fruits or other edible parts can be collected from wild free of cost except labour is involved in collection of these wild edibles bio-resources. In addition, information on a participatory action research framework & approaches for promoting participatory conservation of these wild edible species were also highlighted for appropriate management of these resources. The present attempt provides a practical example of sustainable utilization of wild edibles, their potential in livelihood improvement of local people, distribution and phenophases and availability in natural conditions, participatory conservation of these wild edibles may help policy planners at the regional and national levels to link livelihood/socio-economic development with conservation.  相似文献

Infectious diseases are increasingly recognised to be a major threat to biodiversity. Disease management tools such as control of animal movements and vaccination can be used to mitigate the impact and spread of diseases in targeted species. They can reduce the risk of epidemics and in turn the risks of population decline and extinction. However, all species are embedded in communities and interactions between species can be complex, hence increasing the chance of survival of one species can have repercussions on the whole community structure. In this study, we use an example from the Serengeti ecosystem in Tanzania to explore how a vaccination campaign against Canine Distemper Virus (CDV) targeted at conserving the African lion (Panthera leo), could affect the viability of a coexisting threatened species, the cheetah (Acinonyx jubatus). Assuming that CDV plays a role in lion regulation, our results suggest that a vaccination programme, if successful, risks destabilising the simple two-species system considered, as simulations show that vaccination interventions could almost double the probability of extinction of an isolated cheetah population over the next 60 years. This work uses a simple example to illustrate how predictive modelling can be a useful tool in examining the consequence of vaccination interventions on non-target species. It also highlights the importance of carefully considering linkages between human-intervention, species viability and community structure when planning species-based conservation actions.  相似文献

Forest vegetation of a Protected Area (Askot Wildlife Sanctuary) in Kumaun (west Himalaya) was analysed for structure, composition and representativeness. A high percentage of non-natives was noticed in herbaceous flora of all representative forest types. Floristic representativeness in all growth forms (tree, shrub and herbs) increased significantly (tree, p<0.05; shrub and herbs, p<0.01) with altitude. The population structures of trees suggest, (i) expansion of riverine and Pinus roxburghii forests; (ii) compositional changes in Quercus leucotrichophora and Quercus lanuginosa forests, largely owing to preferred extraction demand of inhabitants; and (iii) infrequent regeneration and declining population of Quercus semecarpifolia and Abies pindrow forests. The possible pathways of non-native introduction in the study area were examined. Considering the existing status of forest vegetation and future trends, proliferation of non-native species in most forest types was discussed. It is suggested that the compositional changes vis-a`-vis proliferation of non-native species need priority attention while initiating conservation activities in the reserve.  相似文献

An understanding of species ecology is vital for effective conservation, particularly if the species forms an important constituent of the lesser mammal guild and regulates small mammal and bird populations. As the ecological role of the leopard cat (Prionailurus bengalensis) in the intricate eastern Himalayan habitats is not known, we assessed the site occupancy, detection probability and activity pattern of leopard cats in Khangchendzonga Biosphere Reserve, India, based on sign surveys and camera trapping. The estimated site occupancy was 0.352?±?0.061 and detection probability was 0.143?±?0.0484. Occupancy modelling indicated low elevation, high rodent abundance and tree cover as best predictors for the occupancy of leopard cat. Diet based on analysed scats revealed murids as the most dominant prey (89.2 %). Information based on photographic captures indicated that the leopard cat exhibited a nocturnal activity pattern (peak activity between 0200–0300 hours), which coincided with its principal prey (revealed through diet analysis), but mainly contradicted with other sympatric competitors, hence indicating a temporal partitioning of resources among them. Ecological niche factor analysis indicated that the leopard cat exhibits high global marginality (1.32) and low global tolerance (0.275). The habitat suitability map for leopard cats showed majority of the habitat as unsuitable (1,959.44 km2) and predicted only 164.54 km2 areas of lower temperate forests as moderate to highly suitable. As highly suitable habitats of the leopard cat are in close proximity to villages, conflict issues are a major threat and therefore need to be addressed in conservation program for this felid.  相似文献

Polyandry, by elevating sexual conflict and selecting for reduced male care relative to monandry, may exacerbate the cost of sex and thereby seriously impact population fitness. On the other hand, polyandry has a number of possible population-level benefits over monandry, such as increased sexual selection leading to faster adaptation and a reduced mutation load. Here, we review existing information on how female fitness evolves under polyandry and how this influences population dynamics. In balance, it is far from clear whether polyandry has a net positive or negative effect on female fitness, but we also stress that its effects on individuals may not have visible demographic consequences. In populations that produce many more offspring than can possibly survive and breed, offspring gained or lost as a result of polyandry may not affect population size. Such ecological ‘masking’ of changes in population fitness could hide a response that only manifests under adverse environmental conditions (e.g. anthropogenic change). Surprisingly few studies have attempted to link mating system variation to population dynamics, and in general we urge researchers to consider the ecological consequences of evolutionary processes.  相似文献

Poor regeneration of oak forest has been observed in north America and Eurasia. In the Himalaya it has mainly been explained by anthropogenic pressures. This study analyses the regeneration of two Quercus semecarpifolia Sm. forests (2–3000 m a.s.l.), where one forest has almost nil disturbance and the other has different degrees of canopy disturbance. The relationships between biotic and abiotic environmental variables and the number of Quercus semecarpifolia seedlings and saplings (i.e., recruits <10 cm Diameter at Breast Height (DBH)) were analysed by means of Generalized Additive Models (GAM). The two forests were compared with respect to size-class distributions of mature trees (i.e., >10 cm DBH), and the number of recruits.The size-class distributions indicate that regeneration is most reliable in the nearly undisturbed forest. Most recruits were found under high canopy cover and high potential radiation. Canopy disturbance has a negative effect on the number of seedlings. Seedlings seem to prefer a pH of around 6, Loss-on-Ignition between 20 and 30 %, and total nitrogen between 2 and 3 %. In general, there were very few plots with saplings, and there was not a clear relationship between the number of saplings and the soil variables. The size-class diagrams indicate a lack of young trees in the disturbed forest, and it is hypothesized that fire may inhibit recruits reaching the canopy phase.  相似文献

Agroecosystems have traditionally been considered incompatible with biological conservation goals, and often been excluded from spatial conservation prioritization strategies. The consequences for the representativeness of identified priority areas have been little explored. Here, we evaluate these for biodiversity and carbon storage representation when agricultural land areas are excluded from a spatial prioritization strategy for South America. Comparing different prioritization approaches, we also assess how the spatial overlap of priority areas changes. The exclusion of agricultural lands was detrimental to biodiversity representation, indicating that priority areas for agricultural production overlap with areas of relatively high occurrence of species. By contrast, exclusion of agricultural lands benefits representation of carbon storage within priority areas, as lands of high value for agriculture and carbon storage overlap little. When agricultural lands were included and equally weighted with biodiversity and carbon storage, a balanced representation resulted. Our findings suggest that with appropriate management, South American agroecosystems can significantly contribute to biodiversity conservation.  相似文献

New findings of Late Paleozoic and Triassic bryozoans from the Tethys Himalaya are reported. Fifteen species, including three undetermined, were described, while determinations at order, family or genus level were obtained on fragmentary material. The studied bryozoans were framed in a solid lithostratigraphic scheme spanning across the Tethys Himalaya for over 1500 km, from NW India (Zanskar and Spiti) through Nepal (Dolpo and Manang) to South Tibet; they are concentrated in correlatable stratigraphic intervals corresponding to the Upper Devonian-Tournaisian, Bashkirian, Sakmarian, Midian and Lower Norian. This study allowed us to integrate bryozoan occurrences reported from the literature, mostly referring to the Tournaisian, Bashkirian and Early Norian, and to refine the available biostratigraphic dates. Bryozoan-rich intervals are interpreted as associated to long-term transgressions, in turn driven by major climatic and/or tectonic events. Cosmopolitan genera which prevail in the Paleozoic, are replaced by provincial forms after the Triassic crisis.  相似文献
