We give a mini-review of existing European risk assessment procedures and present a newly developed and tested risk assessment tool for invasive alien species (IAS) in Germany and Austria, the “German–Austrian Black List Information System” (GABLIS). Based on the analysis of existing European national risk assessment systems, we analyse and discuss: the assessment criteria used; which impacts of IAS (biodiversity, economy) have been considered; for which taxonomic groups has the assessment been designed and tested; how many and which list categories have been used; and, the status of the assessment, i.e. legally binding or advisory. We found that the application of risk assessment systems in Europe started belatedly, however recently a considerable number of assessment systems have been developed and tested. These systems encompass a wide range of purposes and approaches, and so far, no common standard on the aspects mentioned above has been emerged.GABLIS has been developed as a trans-national and taxonomically universal risk assessment system, which takes into account solely the detrimental effects of alien species on biodiversity. We describe which kinds of impacts are considered and how the thresholds have been scaled. We present the structure of the list categories, and we discuss the necessary underlying data for assessment, the assessment criteria and their scaling, and the assessment procedure. Five basic and six complementary criteria are used to assess the alien species’ impact. GABLIS includes three main list categories (White List, Grey List, and Black List).We discuss the practicability of GABLIS by presenting the assessment results of a model taxon (fish), and by presenting the assessment protocol for a vascular plant species. We discuss the necessary data quality for assessments, and the factors which account for differences in the assessments between both countries. We also report on experiences gained in assessments (e.g., average time necessary for assessments). The lessons learnt are discussed in the national and European political context of IAS management.Finally, we explore the strengths and caveats of this approach in the context of national policy on IAS in Germany and Austria and the ongoing European political initiatives. GABLIS is intended to serve as a comprehensive, flexible, but robust risk assessment tool for Central Europe. Being a trans-national risk assessment tool, GABLIS also tests principles, which might contribute valuable insights for a future overall strategy against IAS in Europe.  相似文献

The use of saprobic systems has long traditions in the water management in Austria, the Czech Republic and Germany. Within the context of water quality assessment they are applied to indicate the effects of anthropogenic caused organic impact leading to a decrease in the dissolved oxygen content of running waters. In December 2000 the European Union Water Framework Directive (WFD) came into force. It demands homogeneous procedures and methods for assessing inland surface waters as well as groundwater, coastal and transitional waters. The WFD focuses on the assessment of biotic elements and the ecological status has to be defined based on type specific approaches and reference conditions. To incorporate the saprobic approach into the new integrative methodology of the European assessment of the ecological status of water bodies, the national saprobic systems need to be adjusted. This paper describes the according methodological developments and adaptations of Austria, the Czech Republic, and Germany required to harmonise the traditional procedure with the guidelines of the WFD. In the three countries national databases were established to provide species lists from largely undisturbed stream sites. Such reference sites build the basis for calculating stream type specific reference values. The calculation has been done in slightly different ways dependent on the country. In addition to that boundaries were defined to characterise the 5 saprobic quality classes.  相似文献

Information relevant to invasion processes and invasive alien insect species management in Central Europe was extracted from two databases: a compilation of two inventories of alien insects in Austria and Switzerland, and a list of interceptions of non-indigenous plant pests in Europe gathered by the European and Mediterranean Plant Protection Organisation (EPPO) for the period 1995-2004. For one-third of the insects established in Switzerland and Austria, the region of origin is unclear. Others come mainly from North America, Asia and the Mediterranean region. Among the intercepted insects, 40% were associated with commodities from Asia, 32% from Europe and only 2% from North America. Sternorrhyncha, Coleoptera and Psocoptera were particularly well represented in the alien fauna compared to the native fauna. In the interception database, Sternorrhyncha were also well represented but Diptera accounted for the highest number of records. Sap feeders and detritivores were the dominant feeding niches in the alien insect fauna. In contrast, external defoliators, stem borers, gall makers, root feeders, predators and parasitoids were underrepresented. Nearly 40% of the alien insects in Switzerland and Austria live only indoors. Another 15% live outdoors but exclusively or predominantly on exotic plants. Less than 20% are found mainly in 'natural' environments. The majority of introductions of alien insects in Europe are associated with the international trade in ornamental plants. An economic impact was found for 40% of the alien insects in Switzerland and Austria, whereas none is known to have an ecological impact. The implications of these observations for further studies and the management of alien species in Europe are discussed.  相似文献

Abstract. An analysis of dispersal directions of the barn owl showed that all individuals immigrating to Hungary came from W‐NW‐N. It was shown that immigrating owls breed in Hungary. There is no prevailing direction in emigration from Hungary. The time of fledging does not influence the direction of movement and there is no difference between sexes concerning dispersal direction. The percentages of emigrating owls is greater than that of immigrating ones. These percentages did not differ in relation to most of the analysed countries (Germany, Italy, Switzerland, Poland and countries of the former Yugoslavia and Czechoslovakia) but it differed in relation to Austria. The degree and direction of introgression into and from the transition zone and the recent distribution of the phenotypes are discussed based on the comparative analysis of published European data. These suggest that the subspecies Tyto alba alba and Tyto alba guttata disappear by introgression, to form a phenotypically very variable species.  相似文献

Aim

Darwin's naturalization hypothesis states that dissimilarity to native species may benefit alien species establishment due to empty niches and reduced competition. We here add a new dimension to large‐scale tests of community invasibility, investigating the role that previously established alien species play in facilitating or hindering new invasions in plant communities.

Location

Permanent grasslands across France (including mainland and Corsica), as a receding ecosystem of great conservation importance.

Methods

Focusing on 121 alien plant species occurring in 7,215 vegetation plots, we quantified biotic similarity between new invaders and resident alien species (i.e., alien species with longer residence times) based on phylogenetic and trait distances. Additionally, we calculated distances to native species for each alien species and plot. Using multispecies distribution models, we analysed the influence of these biotic similarity measures and additional covariates on establishment success (presence/absence) of new invaders.

Results

We found that biotic similarity to resident alien species consistently increased establishment success of more recently introduced species. Phylogenetic relatedness to previous invaders had an equally strong positive effect as relatedness to native species. Conversely, trait similarity to natives hindered alien establishment as predicted by Darwin's naturalization hypothesis. These results highlight that various mechanisms may act simultaneously to determine alien establishment success.

Main conclusions

Our results suggest that, with greater similarity among alien species, invasion success increases. Such a pattern may arise either due to actual facilitation among invaders or as a result of weaker competitive interactions among invaders than between native and alien species, leading to an indirect facilitative effect. Alternatively, recent environmental changes (e.g., eutrophication, climate change) may have added new environmental filters. Determining how initial invasions might pave the road for subsequent invasions is crucial for effective multispecies management decisions and contributes a new aspect to our understanding of community assembly.

We address cross-border mammal invasions between Chilean and Argentine Patagonia, providing a detailed history of the introductions, subsequent spread (and spread rate when documented), and current limits of mammal invasions. The eight species involved are the following: European hare (Lepus europaeus), European rabbit (Oryctolagus cuniculus), wild boar (Sus scrofa), and red deer (Cervus elaphus) were all introduced from Europe (Austria, France, Germany, and Spain) to either or both Chilean and Argentine Patagonia. American beaver (Castor canadensis) and muskrat (Ondatra zibethicus) were introduced from Canada to Argentine Tierra del Fuego Island (shared with Chile). The American mink (Mustela vison) apparently was brought from the United States of America to both Chilean and Argentine Patagonia, independently. The native grey fox (Pseudalopex griseus) was introduced from Chilean to Argentine Tierra del Fuego. Few spread rates are available: the lowest are 10 km/yr and correspond to American beaver and American mink; intermediate rates are observed in muskrat and rather questionably, in grey fox; the highest rates (10–20 km/yr) are found among European hare and European rabbit. Because of their frequent migration, it is difficult to estimate the natural spread rate for wild boar and red deer. Not all mammal invasions in Chilean and Argentine Patagonia have been methodical advances of species; some involve an overlap of invasion fronts, with advances and retreats, and perhaps with re-invasions to different areas of either country. Because national policies with regard to introduced species may differ between countries sharing porous borders, it seems advisable to coordinate such policies in order to prevent the entry of unwelcome invaders.  相似文献

Fire tree (Morella faya) has invaded extensive areas of wet and mesic forest on the Island of Hawai’i, forming nearly monospecific stands. Our objective was to identify a method of controlling M. faya, which would allow native plants to establish while minimizing establishment by invasive plants. Treatments (logging all trees, trees left standing but girdled, and incremental girdling over 20 months) were selected to kill M. faya stands at different rates, thereby creating different conditions for species establishment. Leaf litter was either removed or left in place; seeds and seedlings of three native pioneer species, three native forest species, and three alien invasive species were then added to determine their ability to establish. Native pioneer species established best in the log and girdle treatments, whereas seedling emergence of native forest species was higher in the girdle and incremental girdle treatments. Seedlings of invasive species emerged faster than the natives, but each of them responded differently to the stand treatments. Leaf litter reduced seedling emergence for all species, with small‐seeded species (<1 mg/seed) affected most under low light conditions. No single method eliminated all invaders, but girdling of M. faya provided suitable conditions for most native species. If combined with selective removal of the most disruptive alien species and native seed additions, girdling could be an effective general strategy for restoring native forests that have been overwhelmed by woody invaders.  相似文献

This article analyses how settlers of the Falkland Islands (Malvinas) construct themselves as ‘natives’ through environmental management. Taking a multispecies ethnographic and historical approach to studying the Falkland Islanders’ self‐determination claim, I explore a series of ecological practices that demonstrate how some nonhumans become institutionalized into systems of racial and colonial classification whereas others appear natural. I show how agroindustrial and technoscientific value systems categorize human and nonhuman cohabitants according to degrees of political, economic, and ecological status through particular periods in the Falklands: from the eradication of ‘native pests’ (1833‐1982) to defence against ‘alien invaders’ (1982‐present). Towards a conclusion, I analyse how Islanders have begun to uproot their own ecological imperial past through removal of British‐introduced ‘invasive’ species and native habitat restoration. The article argues that attention to how settlers colonize with natives contributes significantly to a critical multispecies anthropology with broader implications for debates on ethnogenesis and indigeneity.  相似文献

We report on a sensational find in central Spain of six specimens of Thyreophora cynophila ( Panzer, 1798 ), a colourful, strange‐looking piophilid fly living on carcasses of big mammals in advanced stages of decay. Published data suggest that the species is known exclusively from central western Europe (Germany, Austria and France), and was observed last near Paris, France, in the late 1840s, i.e. more than 160 years ago. Accordingly, T. cynophila was placed in 2007 as the only dipteran on a list of recent European animals considered to be globally extinct. Collection‐based data from all 16 known extant specimens found in seven European natural history museums revealed a specimen without date of T. cynophila from Algiers, Algeria. The status of the three thyreophorine piophilids known from Europe is summarized. For the smallest species we reinstate the name Centrophlebomyia anthropophaga ( Robineau‐Desvoidy, 1830 ) with Centrophlebomyia orientalis Hendel, 1907 as a subjective junior synonym ( syn.n. ). We speculate as to why thyreophorines, and T. cynophila in particular, have evaded detection for so long.  相似文献

We investigate patterns of genetic variation along an east–west transect of Central European populations of Linum flavum and interpret the Quaternary history of its peripheral populations, especially those at the westernmost isolated range edge, discussing their migrations and possible relict status. We defined our peripheral transect across three study regions from Central Hungary, eastern Austria to southwestern Germany. Using AFLP fingerprinting and cpDNA sequence variation (rpL16 intron, atpI‐H), we analyzed 267 and 95 individuals, respectively, representing each study region by four populations. Hierarchical AMOVA (AFLPs) indicated significant variation among study regions (12% of total variance) and moderate differentiation between populations (10%). Population differentiation was high at the westernmost range edge (11.5%, Germany), but also in the east (13.4%, Hungary), compared to the Austrian study region (8.6%). Correspondingly, AFLP diversity was highest in the center of the study transect in eastern Austria. CpDNA haplotypes support a pattern of regional structuring with the strongest separation of the westernmost range edge, and some haplotype sharing among Austrian and Hungarian individuals. Equilibrating nucleotide versus haplotype diversity patterns, the highly diverse populations at the Pannonian range edge (Austria) indicate long‐term persistence, while Central Pannonian populations are obviously effected by recent bottlenecks. Intermediate nucleotide, but high haplotype diversity within the westernmost exclave (Swabian Alb), is indicative of a founder bottleneck during its pre‐LGM or early postglacial migration history, followed by sufficient time to accumulate cpDNA variation. The not obviously reduced genetic diversity and distinctiveness of L. flavum at the westernmost range edge suggest a long‐term persistence (relict status) of populations in this region, where the species has survived probably even the Würm glaciation in extra‐Mediterranean refugia. This genetic relict variation represents an important part of the overall genetic diversity found in the western periphery of this steppe plant and highlights the high conservation priority of respective gene pools.  相似文献

Aim The increasing number and availability of online databases of alien species beg a question of their comparability given most do not adopt standard criteria in the definition of species status or taxonomic treatment and vary in their comprehensiveness. In this study, we compare the consistency of two major European databases for the regions they have in common. We assess whether they use consistent terminology to classify species status, provide similar taxonomic classification and coverage, deliver comparable estimates of alien richness per country and identify comparable correlates of alien richness. Location Northern Europe. Methods Data on the total number of alien species as well as the number of established alien species were extracted from the online databases DAISIE and NOBANIS for 13 European countries and classified into comparable taxonomic groups. Analyses across countries examined trends in alien species richness, correlations among taxonomic groups and the explanatory power of population density, country area and per capita GDP on alien species richness. Results Alien species richness, intertaxon correlations and the significance of individual drivers of invasion were all strongly database dependent. Differences were more marked for total numbers of aliens than established aliens. Over all taxonomic groups, DAISIE had lower species richness and fewer significant intertaxon correlations but presented a greater number of significant explanatory models of alien species richness. Trends in species richness were not generally correlated between the two databases with human population density being a more important driver in DAISIE while country area had greater explanatory power in NOBANIS. Main conclusions Considerable caution should be applied when collating data from different databases because often their underlying structure and content may differ markedly. For Europe, the analysis indicates that having two contrasting databases is not an ideal basis for implementing invasive species policy and moves should be made soon to establish a central pan‐European database.  相似文献

The prevention and management of invasive alien species (IAS) has become a high priority in European environmental policy. At the same time, ways of evaluating IAS continue to be a topic of lively debate. In particular, it is far from clear how directly policy makers’ value judgements are linked to the European (EU) policy against IAS. We examine the arguments used to support value judgements of both alien species and invasive alien species as well as the relation between these value judgements and the policy against IAS being developed at European level. Our study is based on 17 semi-structured interviews with experts from EU policy making and from the EU member states Austria, Belgium, Germany and Hungary. We found that our interviewees conceived of IAS in very different ways, expressed a variety of visions of biodiversity and ecosystem services, and adhered to widely different values expressed in their perceptions of IAS and the impacts of IAS. However, only some of these conceptualizations and value judgements are actually addressed in the rationale given in the preamble to the European IAS Regulation. Although value judgements about IAS differed, there was considerable agreement regarding the kind of action to be taken against them.  相似文献

Aims In view of the growing interest in modelling the potential spread of invasive species, prediction of plant invasiveness on the basis of native range size holds considerable promise. Our objective was to use a simple model to evaluate whether a wider native range predisposes plant species to become invasive in non-native regions and to easily identify potential invaders on this basis. The Kashmir Himalayan alien flora, of which a large proportion is native to Europe, was used to test this model.Methods The Kashmir Himalayan alien flora comprises 436 species of vascular plants at different stages of invasion. We focussed on plant species at two critical invasion stages (sensu Colautti and MacIsaac 2004), i.e. Stage II (species that are just at the earliest phase of introduction) and Stage V (species that are widespread and dominant in the invaded region and are thus considered invasive). We used the territorial distribution in Europe (number of countries) as a surrogate for the native range size of plants of European origin.Important findings Using a subset of 88 species, for which information on the native European range was available, we showed that a large proportion (68%) of Stage II species growing in the Kashmir Valley had a relatively restricted European range (present in ≤20 countries); on the other hand, 77% of Stage V species had an extensive native range (present in>20 countries). We consequently hypothesized that 14 Kashmir Himalayan Stage II species of European origin that are distributed in>20 European countries are at risk of becoming future invaders in Kashmir. On the other hand, those Kashmir Himalayan Stage II species of European origin distributed in ≤20 European countries are less likely to become invasive. Although this analysis is quite simple, the data suggest that a wider native range is a good predictor of plant invasiveness and could be used as a simple and low-cost early warning tool in predicting potential invasive species.  相似文献

Invasive alien plants in China: diversity and ecological insights   总被引:4,自引:0,他引:4  
China’s current invasive alien plant species were analyzed with regard to their floristic status, biological attributes and invasion status elsewhere. Most of the 270 species identified were annuals, followed by perennial herbs. Woody perennials made only about 10% of the species. The invasives were comprised of 59 families, the largest being Asteraceae, Poaceae, and Brassicaceae. The genera with most invasive species were Amaranthus, Ipomoea, and Solanum. Most of the species originated from the New World, notably from South America. About one-third of the species were serious invaders of natural habitats in countries other than China. The proportion of invasive alien plants in province floras ranged from 0.5 to 3.8%, absolute numbers from nine to 117 species per province. Density of invasive species was correlated positively with native species density at provincial scale. The results demonstrate that in China invasive plants are present throughout the country, with a particularly high species richness in the Southeast. The ecological diversity of invasive plants suggests wide ranging impacts which need to be assessed.  相似文献

Alien species reflecting history: medieval castles in Germany   总被引:1,自引:0,他引:1  
Ninety‐seven alien plant species were found in habitats provided by rocks and walls around 56 castles in Germany. Compared to Central European agriophytes (i.e. alien species naturalised in natural vegetation), the flora adjacent to castles had more species introduced before 1500. More alien species introduced earlier were found at castles built earlier compared to castles built later. Fifty percent of the species introduced before and during the Middle Ages were usable plants at that time, compared to 20% of usable plants among the native species in the same habitats. Species introduced earlier were mainly used for medication and nutrition, whereas later introductions were used for ornamental purposes. Compared to the total alien flora of Germany, there were more useable species at the castles, nearly the same percentage of ornamentals and fewer plants without use. These results imply that the species composition of alien species growing in the vicinity of medieval castles today may be traced back to the historical reasons for their introduction to these places.  相似文献

  1. Despite its recent successful and well-documented reintroduction history, a comprehensive and current update of the distribution and status of the Alpine ibex Capra ibex is lacking. As some concerns persist about its conservation, a status update appears essential for future conservation and management strategies on a large scale.
  2. We provide an exhaustive update of the geographic range of the species, alongside estimates of its current abundance and population trends from 2004 to 2015.
  3. We gathered census and distribution data for all the Alpine ibex colonies from management authorities and research groups that monitor them in different countries, and from the literature and publicly available reports. We produced a distribution map, reported the number of individuals observed in the most recent censuses, and estimated global, national, and local population trends using Bayesian hierarchical models.
  4. Our model estimated that there were a total of 55297 Alpine ibex in the Alps in 2015 (lower 95% credible interval [CrI]: 51157; upper 95% CrI: 62710). The total number of individuals appears to have increased slightly over the last 10 years from the 47000-51000 estimated in previous reports. Positive population trends were observed in Switzerland and Italy, while no trend was apparent in France. For Austria, Germany, and Slovenia, there were insufficient data to estimate a trend. The slopes of the colonies’ trends were positively correlated with the year of colony foundation.
  5. The geographic range of the Alpine ibex does not seem to have increased in size in recent years, although the accuracy of the spatial data varies among countries.
  6. The periodic and standardised collection of census data for all colonies and a common policy of data sharing at a European level appear essential for monitoring the global trend of this species and for planning balanced conservation and management actions.

Biogeographical barriers formed by natural forces over billions of years have been substantially disrupted by human activity, particularly in recent centuries. In response to these anthropogenic changes, global homogenization of biota is observed at an ever‐increasing rate, causing environmental and economic losses as well as emerging health risks. Identifying factors underlying alien species richness is essential for prevention of future introductions and subsequent spread. In this study, we examined the effects of environmental and human‐related factors on distribution of alien animal species richness in the Czech Republic (Central Europe). We compiled a set of maps showing the level of invasion of six categories of alien animal species in each of 628 grid cells (ca. 12.0 × 11.1 km) covering the Czech Republic. Relationships between alien species richness and 12 variables characterizing climatic conditions, topography, land cover, and human population size were calculated using the generalized least squares method. Species richness of all alien species, of invertebrates, and of terrestrial species showed the strongest positive relationship with mean annual temperature, while the number of black and grey (proposed prominent invaders) and aquatic species was most closely related to the presence of large rivers. Alien vertebrates showed a strong negative relationship with annual precipitation. The highest alien animal species richness was found in and near large population centers and in agricultural landscapes in warm and dry lowlands. The gateways for alien aquatic species are rather large rivers over sport fishing and aquaculture import. Compiled maps create a powerful visual communication tool, useful in development of programs to prevent future introductions.  相似文献

1. Biological invasions are considered a major threat to biodiversity. Most research has focused on the distribution, biology and impacts of non‐native species on native fauna and flora. However, few studies have explored their role as prey for native predators of conservation concern. 2. To assess the incidence and intensity of predation by the Eurasian otter Lutra lutra on established non‐native fish species, data were collated from the published literature. To be selected, studies had to cover at least 1 year, analyse more than 100 spraints and report the study period and percentage relative frequency (%RF) of all prey fish species. 3. To permit reliable, time‐related comparisons with %RF of non‐native fishes in otter diet, we also reviewed available information about both the distribution of non‐native fishes and history of their introductions to European countries, revealing a decrease with longitude in the number of naturalised non‐native fishes taken (ranging between 5 and 34) and their percentage in each fish assemblage. 4. Our selective criteria were met by 30 dietary studies from 44 study areas in 15 European countries during 1970–2010. The extent to which otters rely on non‐native fishes was almost negligible (mean %RF = 4.8), with the number of non‐native fishes preyed upon by otters decreasing with both latitude and longitude. 5. The %RF of non‐native fish in the diet increased slightly with time, with otters preying significantly more on non‐native fish in study areas where alterations of the fish assemblage had been highlighted in the reference papers. No relationship was found between otter diet breadth and the occurrence of non‐native fishes in their diet. 6. The current role of non‐native species in otter diet suggests that effective otter conservation management plans should focus on the maintenance and/or enhancement of native fish assemblages.  相似文献
