When established conservation programs expand and evolve, management practices may become inconsistent with program goals. In the past decade, the American Zoo and Aquarium Association expanded species conservation programs by increasing the number of Species Survival Plans (SSP) and establishing more than 300 new Population Management Plan (PMP) programs. However, limited space in captive breeding facilities forces a competition among SSPs and less intensively managed PMPs. Regional Collection Plans establish priorities and allocate space accordingly by setting target population size for each species; species of high conservation priority (SSPs) are allocated space at the expense of lower priority species (PMPs). Because population size and genetic composition interact to impact population viability, target population size is a significant factor to a population’s prospects for long‐term survival. We examined four population parameters (current population size, target population size, current gene diversity, and mean generation time) for 46 mammalian SSPs and 17 PMPs. Relative to SSPs, PMPs combine smaller current and target population sizes, lower levels of current gene diversity, and shorter mean generation times than SSPs. Thus, the average PMP population can expect to lose gene diversity more rapidly than the average SSP population. PMPs are projected to lose 10% or more of their founding gene diversity, within only 2 years. In contrast, the average SSP population is projected to lose 10% in 40 years. Populations with small current or target population sizes require intensive management to avoid extinction. More intensive genetic management of populations typically designated as PMPs, through recruitment of potential founders and equalization of founder representation, could increase gene diversity and improve viability. Less rigorous population management should be reserved for populations whose long‐term survival is either secure or that can be readily replenished from the wild. Because PMP populations need intense genetic management similar to that currently in effect for SSPs, there should be neither a management‐level distinction between programs nor an arbitrary difference in space allocated to programs. For the last 30 years, cooperative management of irreplaceable animal populations in zoos and aquariums has focused primarily on the goal of minimizing genetic decay within defined time frames, and large advances have been made in technologies to optimize genetic management of closed populations. However, recent analyses have shown that most zoo programs are not projected to meet their stated goals. This has been described as a lack of achieving “sustainability” of the populations, yet by definition a goal of managed decay is not a plan for sustainability. True sustainability requires management of the resource in manner that does not deplete its value for the future. Achieving such sustainability for many managed populations may require changing from managing isolated populations to managing populations that are part of a broader metapopulation, with carefully considered exchange between populations across a spectrum of ex situ to in situ. Managing zoo populations as components of comprehensive conservation strategies for the species will require research on determinants of various kinds of genetic, physiological, behavioral, and morphological variation and their roles in population viability, development of an array of management techniques and tools, training of population managers in metapopulation management and integrated conservation planning, and projections of impacts of management strategies on the viability of the captive populations and all populations that are interactively managed or affected. Such a shift in goals and methods would result in zoo population management being an ongoing part of species conservation rather than short‐term or isolated from species conservation. To meet their exhibition, conservation, education, and scientific goals, members of the American Zoo and Aquarium Association (AZA) collaborate to manage their living collections as single species populations. These cooperative population management programs, Species Survival Plans® (SSP) and Population Management Plans (PMP), issue specimen‐by‐specimen recommendations aimed at perpetuating captive populations by maintaining genetic diversity and demographic stability. Species Survival Plans and PMPs differ in that SSP participants agree to complete recommendations, whereas PMP participants need only take recommendations under advisement. We evaluated the effect of program type and the number of participating institutions on the success of actions recommended by the Population Management Center (PMC): transfers of specimens between institutions, breeding, and target number of offspring. We analyzed AZA studbook databases for the occurrence of recommended or unrecommended transfers and births during the 1‐year period after the distribution of standard AZA Breeding‐and‐Transfer Plans. We had three major findings: 1) on average, both SSPs and PMPs fell about 25% short of their target; however, as the number of participating institutions increased so too did the likelihood that programs met or exceeded their target; 2) SSPs exhibited significantly greater transfer success than PMPs, although transfer success for both program types was below 50%; and 3) SSPs exhibited significantly greater breeding success than PMPs, although breeding success for both program types was below 20%. Together, these results indicate that the science and sophistication behind genetic and demographic management of captive populations may be compromised by the challenges of implementation. Most successful invasive species eradication programs were applied to invasions confined to a small area. Invasions occupying large areas at a low density can potentially be eradicated if individual infestations can be found at affordable cost. The development of low cost aerial surveillance methods allows for larger areas to be monitored but such methods often have lower sensitivity than conventional surveillance methods, making their cost-effectiveness uncertain. Here, we consider the cost-effectiveness of including a new aerial monitoring method in Australia’s largest eradication program, the campaign to eradicate red imported fire ants (Solenopsis invicta). The program previously relied on higher sensitivity ground surveillance and broadcast treatment. The high cost of those methods restricted the total area that could be managed with available resources below the level required to prevent ongoing expansion of the invasion. By increasing the area that can be monitored and thereby improving the targeting of treatment and ground surveillance, we estimate that remote sensing could substantially reduce eradication costs despite the method’s low sensitivity. The development of low cost monitoring methods could potentially lead to substantially improved management of invasive species.  相似文献

Empirical support for the genetic management strategies employed by captive breeding and reintroduction programs is scarce. We evaluated the genetic management plan for the highly endangered black‐footed ferret (Mustela nigripes) developed by the American Zoo and Aquarium Associations (AZA) as a part of the species survival plan (SSP). We contrasted data collected from five microsatellite loci to predictions from a pedigree‐based kinship matrix analysis of the captive black‐footed ferret population. We compared genetic diversity among captive populations managed for continued captive breeding or reintroduction, and among wild‐born individuals from two reintroduced populations. Microsatellite data gave an accurate but only moderately precise estimate of heterozygosity. Genetic diversity was similar in captive populations maintained for breeding and release, and it appears that the recovery program will achieve its goal of maintaining 80% of the genetic diversity of the founder population over 25 years. Wild‐born individuals from reintroduced populations maintained genetic diversity and avoided close inbreeding. We detected small but measurable genetic differentiation between the reintroduced populations. The model of random mating predicted only slightly lower levels of heterozygosity retention compared to the SSP strategy. The random mating strategy may be a viable alternative for managing large, stable, captive populations such as that of the black‐footed ferret. Staff at Omaha's Henry Doorly Zoo devised a training program for noninvasive semen collection from three male gorillas. Trained behaviors, shaped using food rewards and verbal praise, enabled the trainer to perform a cursory physical examination and collect >270 semen samples during the study period. Ejaculate volume, sperm motility, and progressive forward motion were recorded. Two of the gorillas regularly produced semen samples that were cryopreserved. Frozen semen from one gorilla was successfully used in an assisted reproductive procedure. The training program may be used as a guideline for other institutions to create similar programs. The purpose of this survey was to assess the background, training, and perceptions of professionals conducting and coordinating research at North American zoos and aquariums accredited by the Association of Zoos and Aquariums (AZA) and to identify the factors they considered critical to successful scientific programs. We analyzed responses to a 57‐item questionnaire from 231 professionals at AZA zoos and aquariums. The majority of those surveyed conducted behavioral research, conducted research only in a captive setting, held curatorial positions, had their salaries supported by their institutions' operating budget, and considered themselves part of a successful scientific program. About 30% of those we surveyed possessed a doctoral research degree in comparison to 55% possessing lesser level degrees—19% with master's, 34% with bachelor's, and 2% with other degrees. Support from the chief executive officer and personnel dedicated to conducting scientific programs were judged as the two most important factors contributing to the successful scientific programs. Zoos exude a certain self‐confidence regarding their roles as education providers. Indeed, the education outputs of zoos are, at face value, pretty impressive, with most investing in learning opportunities for leisure visitors, education groups and in some cases, as part of their in situ programs. However, these outputs are not necessarily reliable indicators of the educational achievements of zoos. Quantity does not necessarily equate to quality, just as outputs do not necessarily lead to outcomes. Zoo‐accreditation organizations such as the AZA and EAZA offer us clear insight into the strategic vision underpinning the education goals for zoo visitors; a heightened appreciation of the value of biodiversity and a connectedness with the natural world. Unsurprisingly, most zoos have educational goals that ally neatly with the vision of their respective accreditation body. Consequently, we are left with fairly narrow, top‐down educational goals. This does not necessarily sit well with what we know about the unpredictability of “free choice” learning in environments such as zoos and aquariums, or what is known about public science communication. Research that seeks to explore the impacts of zoo visits often focuses on evaluating performance based on educational goals and the findings are used as a means of providing evidence of institutional achievement. However, any visitor outcome that falls outside of this narrow range could well be missed by the research. In 1989 a proposal to establish a Zoo Curator's Training Academy was distributed to more than 30 zoo professionals attending the annual conference of the American Association of Zoological Parks and Aquariums (AAZPA). Receiving a positive response, we tabulated the results and re-evaluated the proposal. A task force was created in August 1990 to further define the target audience and to develop a curriculum and budget. The proposal was submitted to the AAZPA Board of Directors at the annual conference in September 1990, and the Board agreed to fund creation of an AAZPA Conservation Academy. The Academy's first course, Studbook I, was presented in February 1991 and taught methods for collecting and entering data into a specially tailored computer program. The course was well received by the students and their institutions. A second course, SSP Coordinator Training, was piloted in 1992 and achieved similar results by teaching standardized methods, including the use of a publishing format for the AAZPA's SSP programs. In 1993 the Institute of Museum Services (IMS) approved funding for development of a third course, the Science of Zoo and Aquarium Animal Management. This course, introduced in February 1994, fulfills the second of the Association's mandates for the Academy—to address animal husbandry by integrating scientific methods with animal management techniques and thereby establish standards for data bases and management plans. There is a clear need to apply better and more effective management schemes to coastal ecosystem restoration projects. It is very common for aquatic ecosystem restoration projects not to meet their goals. Poor performance has led to a high degree of uncertainty about the potential success of any restoration effort. Under adaptive management, the knowledge gained through monitoring of the project and social policies is translated into restoration policy and program redesign. Planners and managers can utilize the information from the monitoring programs in an effective way to assure that project goals are met or that informed and objective decisions are made to address both ecological and societal needs. The three main ingredients of an effective adaptive management plan in a restoration project are: (1) a clear goal statement; (2) a conceptual model; and (3) a decision framework. The goal ‘drives’ the design of the project and helps guide the development of performance criteria. The goal statement and performance criteria provide the means by which the system can be judged. With the conceptual model, the knowledge base from the field of ecological science plays an active and critical role in designing the project to meet the goal. A system-development matrix provides a simple decision framework to view the alternative states for the system during development, incorporate knowledge gained through the monitoring program, and formulate a decision on actions to take if the system is not meeting its goal.  相似文献

Eradication is the most difficult management goal for exotic species, and successes are rare and even more rarely published. The lack of publication of the methodology and outcomes of eradication programs severely limits the transfer of knowledge to programs elsewhere that target the same or similar species. Here I detail the successes and failures of eradication efforts on six populations of African big headed ant Pheidole megacephala in northern Australia, covering a combined area of almost 9 ha. Two years post-treatment, assessment criteria for successful eradication were met for four of the six populations, whereas eradication failed in the remaining two, resulting in the need for ongoing management. Positive outcomes are attributed to eight criteria being met: (1) a single line of project management authority; (2) over-arching legal authority; (3) susceptibility of the target organism to control procedures; (4) sufficient resources; (5) detectibility of the target organism at low densities; (6) early intervention; (7) prevention of reinvasion; and (8) prevention of invasive succession. Reasons for one of the failures remain unclear, but eradication failed in the other because a part of the population was not treated. In both cases, the eradication failures could have been detected and managed much earlier than was the case. The successes and lessons documented here, coupled with the now large number of small-scale eradications of this ant, warrant the implementation of larger and more ambitious management programs against this significant invader, especially within areas of high conservation value.  相似文献

Beavers (Castor spp.) tend not to be a commonly held species and little published material exists relating to their captive care. We review published material and discuss husbandry issues taking into account the requirements of wild beavers. As social mammals with complex chemical communication systems and with such an ability to modify their environments, studies of wild counterparts suggest the captive requirements of beavers may actually be more sophisticated than generally perceived. Common field techniques may have practical application in the captive setting. Their widespread utilisation in conservation, including reintroductions, translocations and habitat management, also requires components of captive care. As welfare science advances there is increasing pressure on captive collections to improve standards and justify the keeping of animals. Conservation science is increasingly challenged to address individual welfare standards. Further research focusing on the captive care of beavers is required. Management of imported fire ant species has evolved since their accidental introduction into the United States and currently uses integrated pest management concepts to design, implement, and evaluate suppression programs. Although eradication is the management goal in certain isolated infestation sites, localized goals vary dramatically in larger infestations where reinvasion of treated areas is likely. These goals are influenced by regulatory policies, medical liabilities, ecological impact, and/or economic considerations. Tactics employed in fire ant management programs presented here include cultural and biological control options along with judicious use of site‐specific insecticide products. In addition, program design considerations that include management goal(s), action level(s), ant form (monogyne or polygyne), presence of nontarget ant species, size of treatment area, seasonality, implementation cost, and environmental impact are also presented. Optimally, elegant IPM programs are target specific, threshold driven, environmentally friendly and cost‐effective.  相似文献

Behavioral monitoring is the scientific collection of animal behavior data to understand normal patterns of behavior and changes in these patterns. This tool is underutilized in the zoo industry although it can be an effective indicator of many potential problems that compromise zoo animal well-being. We suggest that a behavioral monitoring program should be a core component of a zoological institution's care program. We detail the benefits of such a program and describe its components. We provide guidelines for implementing such a program and make recommendations that will help institutions to employ behavioral monitoring programs with reasonable expense. We argue that the benefits of such a program, primarily increased detection of rising or potential problems, far outweigh the minor costs of implementation. The Speke's gazelle captive breeding program was designed in the early 1980s to simultaneously maintain the population's genetic diversity while reducing the severity of the inbreeding depression in a situation in which inbreeding could not be avoided. Statistical analyses of the resulting data using both regression techniques and nonparametric exact contingency tests revealed that the inbreeding depression was indeed reduced, and genetic surveys revealed that high levels of nuclear genetic diversity had indeed been maintained. Hence, the twin goals of the breeding program appeared to have been achieved. Recently, several papers have been published that question the validity of the original statistical analyses and resulting biological conclusions. Specifically, these papers raise three major issues: (1) that a small sample correction factor used in the regression analysis represents a statistical “flaw,” (2) that new analyses of the data do not confirm the original conclusion of a significant reduction in the level of inbreeding depression, and (3) that the biological conclusions about the program are not justified. In this paper we show (1) that there is no “flaw” in the small sample correction, (2) that the recent permutational test given by Willis and Wiese seriously violates standard procedures and has no statistical validity, (3) that the regression procedures used by Ballou are inappropriate because the data seriously violate the underlying statistical assumptions and that the statistically valid components of Ballou's work strongly confirm the validity of the Speke's gazelle program, (4) that permutational tests done in accordance with standard statistical practice strongly confirm the results of the original analysis, and (5) that the original biological conclusions are fully justified by multiple types of statistical analyses. Public works programs have been posited as win–win solutions for achieving societal goals for ecological restoration and poverty alleviation. However, little is documented regarding the challenges of implementing such projects. A commonly cited example is South Africa's invasive alien plant control program “Working for Water” (WfW), which aims to create employment via restoring landscapes invaded with alien plants. Recent studies have raised questions over the effectiveness of this program in achieving both its restoration and poverty alleviation goals. This is the first study that we are aware of that synthesizes the knowledge of managers on both the poverty alleviation and environmental outcomes of a public works project. Herein, we sought to understand the challenges and constraints faced by 23 WfW managers in fulfilling the program's environmental and poverty alleviation objectives. We found that the challenges most frequently cited by managers related to the capacity and competence of managers and teams, followed by challenges relating to planning and coordination, specifically the challenges of being flexible and adaptive when constrained by operating procedures. In addition, the current focus on maximizing short‐term employment was perceived by some as limiting the efficiency and long‐term effectiveness of the WfW program in achieving its environmental and social goals. We suggest that improving the conditions and duration of employment could improve the effectiveness of invasive alien plant control and ecological outcomes. We also suggest that WfW measure the impacts of their interventions through an adaptive management approach so that it can learn and adapt to the challenges it faces.  相似文献

Despite increased use of species translocations, controversy remains regarding the efficacy and efficiency of the strategy in obtaining conservation goals. Much of this controversy results from vague program objectives, unclear definitions of success, and lack of follow-up monitoring. We used the translocation program initiated by Zoo Knoxville for the federally threatened Bog Turtle (Glyptemys muhlenbergii) as a case study to demonstrate how genomic assessments not only assess the success of program objectives, but also allow managers to quickly obtain baseline data from which program objectives and explicit definitions of ‘success’ can be determined. Here we used 7030 SNP markers derived from RADseq data to confirm the premise that different source populations are genetically differentiated. Then we tested whether the release population has enhanced genetic diversity, as expected from a deliberate admixture. Although the release population had greater diversity than any source population, variation was lower than expected from modeling admixture with equal source contribution. Our results support the premise that genetic diversity can be maximized by including representatives from as many natural populations as possible. But failure to achieve the expected level of diversity could result from nonrandom success of founders from different sources or unrecorded bias in the implementation of the release program. Many existing and future translocation programs would benefit from genetic assessment similar to that conducted here with Bog Turtles.  相似文献

Cotton‐top tamarins have been housed in captivity in the United States for over five decades. These animals initially were managed in biomedical and research facilities, and more recently have been kept in zoos as well. Although the causes of mortality in captive cotton‐top tamarins have been a topic of investigation for biomedical colonies, they have not been addressed for the North American zoo population. In this retrospective study we review the causes of mortality in the AZA Cotton‐top Tamarin Species Survival Plan (SSP)© population during 1997–2001 to assess current husbandry practices and assist in further developing effective husbandry and management programs for this endangered species. Ecosystem Management in the Context of Large, Infrequent Disturbances   总被引:2,自引:1,他引:1  
Large, infrequent disturbances (LIDs) can have significant impacts yet seldom are included in management plans. Although this neglect may stem from relative unfamiliarity with a kind of event that rarely occurs in the experience or jurisdiction of individual managers, it may also reflect the assumption that LIDs are so large and powerful as to be beyond the ability of managers to affect. However, some LIDs can be affected by management, and for many of those that cannot be affected, the resilience or recovery of the system disrupted by the disturbance can be influenced to meet management goals. Such results can be achieved through advanced planning that allows for LIDs, whether caused by natural events, human activities, or a combination of the two. Management plans for LIDs may adopt a variety of goals, depending on the nature of the system and the nature of the anticipated disturbance regime. Managers can choose to influence (a) the system prior to the disturbance, (b) the disturbance itself, (c) the system after the disturbance, or (d) the recovery process. Prior to the disturbance, the system can be managed in ways that alter its vulnerability or change how it will respond to a disturbance. The disturbance can be managed through no action, preventive measures, or manipulations that can affect the intensity or frequency of the disturbance. Recovery efforts can focus on either managing the state of the system immediately after the disturbance or managing the ongoing process of recovery. This review of the management implications of LIDs suggests that management actions should be tailored to particular disturbance characteristics and management goals. Management actions should foster survival of residuals and spatial heterogeneity that promote the desired recovery pattern and process.
