The Endangered Species Act of 1973, as amended, is one of the most significant pieces of conservation legislation ever passed in the United States. The passage of this act spawned the creation of the Endangered Species Program of the US. Fish and Wildlife Service (USFWS). Under the Act, the USFWS has responsibility for implementing many provisions of the Act: listings, consultations, enforcement of prohibitions and recovery planning. Recovering threatened and endangered species, as well as other declining species yet to be listed, is accomplished through many of the activities that occur under the auspices of the Act, not only through the formal recovery planning process. The Act is fundamentally an instrument for ecosystem conservation, although this aspect of the Act is often over-looked. Planning and implementing an ecosystem approach to conservation activities is a priority for the USFWS, not only for threatened and endangered species but for all wildlife. The recent emphasis on regional habitat conservation planning and the development of regional and multi-species recovery plans are indicative of the priority placed on sound ecosystem conservation planning. All of these processes are implemented with the participation of the potentially affected communities and state wildlife management agencies through a public review process. State conservation agencies are part of the process through a special grant programme.  相似文献

ABSTRACT Membership in scientific societies is an avenue wildlife professionals may use to maintain and enhance their professional capabilities. We studied factors influencing United States Fish and Wildlife Service (USFWS) and United States Geological Survey (USGS) biologists’ membership in scientific societies in general and The Wildlife Society (TWS) in particular. We conducted an internet census survey of 3,755 USFWS professionals and 932 USGS Biological Resource Division professionals. The survey collected data on membership and participation in scientific societies as well as other variables that we theorized could influence membership. We used logistic regressions to identify factors correlated with the membership of wildlife biologists in TWS. A greater proportion of USGS biologists (90.2%) than USFWS biologists (51.8%) were members of scientific societies, and the likelihood of wildlife biologists belonging to TWS was higher in USGS. Factors most consistently correlated with membership in TWS included minimal external constraints (e.g., family responsibilities and costs), supervisor support for membership, and membership of friends, peers, and supervisors in scientific societies. Our results suggest that membership in scientific societies is heavily influenced by the organizational culture of employing agencies. Agencies seeking to increase their employees’ membership, and thus benefits from participation, in scientific societies will be most successful if they create a culture in which involvement in scientific societies is expected and in which peers and supervisors also participate.  相似文献

The Perdido Key beach mouse (Peromyscus polionotus trissyllepsis), Choctawhatchee beach mouse (P. p. allophrys), and St. Andrew beach mouse (P. p. peninsularis) are 3 federally endangered subspecies that inhabit coastal dunes of Alabama and Florida, USA. Conservation opportunities for these subspecies are limited and costly. Consequently, well-targeted efforts are required to achieve their downlisting criteria. To aid the development of targeted management scenarios that are designed to achieve downlisting criteria, we developed a Bayesian network model that uses habitat characteristics to predict the probability of beach mouse presence at a 30-m resolution across a portion of the Florida Panhandle. We then designed alternative management scenarios for a variety of habitat conditions for coastal dunes. Finally, we estimated how much area is needed to achieve the established downlisting criterion (i.e., habitat objective) and the amount of effort needed to achieve the habitat objective (i.e., management efficiency). The results suggest that after 7 years of post-storm recolonization, habitat objectives were met for Perdido Key (within its Florida critical habitat) and Choctawhatchee beach mice. The St. Andrew beach mouse required 5.14 km2 of additional critical habitat to be protected and occupied. The St. Andrew beach mouse habitat objective might be achieved by first restoring protected critical habitat to good dune conditions and then protecting or restoring the unprotected critical habitat with the highest predicted probability of beach mouse presence. This scenario provided a 28% increase in management efficiency compared to a scenario that randomly protected or restored undeveloped unprotected critical habitat. In total, when coupled with established downlisting criteria, these quantitative and spatial decision support tools could provide insight into how much habitat is available, how much more is needed, and targeted conservation or restoration efforts that might efficiently achieve habitat objectives. © 2020 The Wildlife Society.  相似文献

The sea otter (Enhydra lutris) is a popular exhibit animal in many zoos and aquariums worldwide. Captive sea otters from these populations are owned by the United States Fish and Wildlife Service (USFWS). The USFWS has requested that these sea otters be prevented from breeding in order to save captive space for wild rescued animals. Sea otters are often housed in mixed sex groups, therefore a chemical contraceptive method or surgical removal of gonads must be used to prevent potential pregnancy. The contraceptive, Suprelorin® or deslorelin, has been used in many different species to effectively suppress reproduction but duration of effect may vary not only between species but also individuals. Here, we report the effects of one to several consecutive deslorelin implants on gonadal reproductive hormones found in fecal samples from six captive sea otters (two males and four females) compared to two control otters (one male and one female) housed at three zoological institutions. We documented the longitudinal hormone signatures of many stages of the contraceptive cycle including pretreatment (PT), stimulatory phase (S), effective contraception (EC), and hormone reversal (HR) that was characterized by a return to normal hormone levels. Deslorelin was found to be an effective contraceptive in sea otters and was found to be reversible documented by a live birth following treatment, however the duration of suppression in females was much longer than expected with a 6‐month and a 1‐year implant lasting between 3 and 4 years in females. Bald eagles (Haliaeetus leucocephalus) are currently protected in the United States under the Bald and Golden Eagle Protection Act of 1940 and Migratory Bird Treaty Act of 1918. Given these protections and the increasing development of wind energy throughout the United States, it is important for regulators and the wind industry to understand the risk of bald eagle collisions with wind turbines. Prior probability distributions for eagle exposure rates and collision rates have been developed for golden eagles (Aquila chrysaetos) by the United States Fish and Wildlife Service (USFWS). Given similar information has not been available for bald eagles, the current recommendation by the USFWS is to use the prior probability distributions developed using data collected on golden eagles to predict take for bald eagles. But some evidence suggests that bald and golden eagles may be at different risk for collision with wind turbines and the prior probability distributions developed for golden eagles may not be appropriate for bald eagles. We developed prior probability distributions using data collected at MidAmerican Energy Company's operating wind energy facilities in Iowa, USA, from December 2014 to March 2017 for bald eagle exposure rates and collision rates. The prior probability distribution for collision rate developed for bald eagles has a lower mean collision rate and less variability relative to that developed for golden eagles. We determined that the prior probability distributions specific to bald eagles from these operating facilities are a better starting point for predicting take for bald eagles at operating wind energy facilities in an agricultural landscape than those developed for golden eagles. © 2021 The Wildlife Society.  相似文献

The loss and fragmentation of habitat is a major threat to the continued survival of many species. We argue that, by including spatial processes in restoration management plans, the effects of habitat loss and fragmentation can be offset. Yet few management plans take into account spatial effects of habitat conservation/restoration despite the importance of spatial dynamics in species conservation and recovery plans. Tilman et al. (1997) found a “restoration lag” in simulations of species restoration when randomly selecting habitat for restoration. Other studies have suggested that the placement of restored habitat can overcome effects of habitat loss and fragmentation. Here we report the findings of simulations that examine different regional management strategies, focusing on habitat selection. We find that nonrandom restoration practices such as restoring only habitat that is adjacent to those occupied by the target species can dramatically reduce or negate any restoration lag. In fact, we find that the increase in patch occupancy of the landscape can be greater than two-fold in the adjacent versus the random scenarios after only two restoration events, and this increase can be as great as six-fold during the early restoration phase. Many restoration efforts have limitations on both funds and available sites for restoration, necessitating high potential success on any restoration efforts. The incorporation of spatial analyses in restoration management may drastically improve a species' chance of recovery. Therefore, general principles that incorporate spatial processes and sensible management are needed to guide specific restoration efforts.  相似文献

The white sturgeon ( Acipenser transmontanus ) of the Kootenai River was listed as endangered on September 6, 1994 by the United States Fish and Wildlife Service. This transboundary population, residing in Kootenay Lake and Kootenay River in Canada, and the Kootenai River in the US, has been in general decline since the mid-1960's. There has been very little recruitment to this population in the last 20 years.
This population became isolated from other white sturgeon populations of the Columbia River basin during the last ice age of approximately 10,000 years ago. The population adapted to the pre-development conditions of the Kootenai system, with a high spring freshet and extensive side channel and low-lying delta marshlands. Modification of the Kootenai River by human activities, such as industrial developments, floodplain dyking, and dam construction has changed the hydrograph of the Kootenai River, altering sturgeon spawning, incubation and rearing habitats and reducing overall biological productivity.
A Kootenai River white sturgeon draft recovery plan was prepared by the US Fish and Wildlife Service in cooperation with other agencies in the US and Canada. The plan was peer reviewed and there was a parallel public consultation process, where public commentary was invited from both sides of the international border. The short-term recovery objectives of the recovery plan are to prevent extinction and re-establish successful natural recruitment. The identified long-term objectives are the re-establishment of a self sustaining population and the restoration of productive habitat, in order to downlist to threatened status and subsequently delist this population when recovery is well established. Specific actions needed for recovery include spring flow augmentation during the reproduction period; a conservation aquaculture program to prevent near-term extinction; habitat restoration, and research and monitoring programs to evaluate recovery progress.  相似文献

Much of the practice of restoration is conducted by businesses—contractors, consultants, designers, engineers. Restoration businesses interact with a variety of stakeholders to complete projects on time and on budget, and to achieve ecological and business objectives. Our research explores the business perspective in restoration; it is based on data collected from businesses (contractors, consultants, design engineers), agencies, and nongovernmental organizations involved in a Superfund cleanup project in Montana, one of the largest river restoration efforts ever. Our findings highlight several areas restoration businesses must navigate. First, restoration businesses must juggle potentially competing goals, maintaining ecological integrity while achieving profitability objectives. Second, these businesses must manage the risk that arises from variability in the natural environment as well as individuals' risk tolerances. Third, they must navigate the disconnect between “science” and “practice,” including how to best monitor restoration projects. Fourth, they must make decisions about new techniques and innovations. Fifth, on‐the‐ground implementation must acknowledge that personnels' motives and expertise might conflict with original plans. We discuss these findings in relation to relevant scholarly research, offering implications for theory and practice. For example, the business of ecological restoration requires learning over time to be profitable while achieving the desired ecological and social outcomes; restoration businesses leverage monitoring in pursuit of adaptive management and engage “frontline personnel” as important voices in the restoration process. Understanding the business of restoration adds an important perspective in the complex dynamics of social‐ecological systems.  相似文献

Within the past several decades, seabird populations have been actively restored in locales where they were reduced or extirpated. Chick translocation, acoustic vocalization playbacks, and decoys are now used widely to lure breeding seabirds to restoration sites. In this first worldwide review of seabird restoration projects we evaluate the factors affecting project success or failure and recommend future directions for management. We identified 128 active restoration projects that were implemented to protect 47 seabird species in 100 locales spanning 14 countries since active restoration methods were pioneered in 1973. Active seabird restoration can achieve conservation goals for threatened and endangered species, and for species affected by anthropogenic impacts (e.g., oil spills, invasive species, fisheries). It also can be used to relocate populations from undesired breeding locales to more favorable locations, and to establish multiple breeding locations to reduce risks posed by catastrophic events. Active restoration can help to restore ecological processes, as large seabird colonies function to cycle marine nutrients to terrestrial ecosystems and create habitats for commensal species. Active restoration is especially appropriate where the original causes of decline are no longer working to suppress colony establishment and growth. Successful restoration efforts require careful planning and long-term commitments. We introduce the different forms of active seabird restoration techniques, review their utility for different seabird species, and use case studies to suggest how to optimize this technique to restore seabird species globally. Wildlife managers can use this review to guide their seabird restoration projects in the planning, implementation, and monitoring stages; tailor their restoration to seabird-specific life histories; and identify areas for further research to improve restoration utility in the future. © 2011 The Wildlife Society.  相似文献

Despite expenditures of more than 1 billion dollars annually, there is little information available about project motivations, actions, and results for the vast majority of river restoration efforts. We performed confidential telephone interviews with 317 restoration project managers from across the United States with the goals of (1) assessing project motivations and the metrics of project evaluation and (2) estimating the proportion of projects that set and meet criteria for ecologically successful river restoration projects. According to project managers, ecological degradation typically motivated restoration projects, but post‐project appearance and positive public opinion were the most commonly used metrics of success. Less than half of all projects set measurable objectives for their projects, but nearly two‐thirds of all interviewees felt that their projects had been “completely successful.” Projects that we classified as highly effective were distinct from the full database in that most had significant community involvement and an advisory committee. Interviews revealed that many restoration practitioners are frustrated by the lack of funding for and emphasis on project monitoring. To remedy this, we recommend a national program of strategic monitoring focused on a subset of future projects. Our interviews also suggest that merely conducting and publishing more scientific studies will not lead to significant improvements in restoration practice; direct, collaborative involvement between scientists, managers, and practitioners is required for forward progress in the science and application of river restoration.  相似文献

Dutch inland drift-sands are of great value to nature and house several Red-Listed species unique for Europe. The inland drift-sand landscape consists of three different intertwined wind erosion zones. Together they form the conditions where a mosaic of vegetation at different stages of development can thrive. Under present environmental conditions these drift-sands stabilise and tend to disappear. So far there is a lack of a management strategy to maintain the drift-sands after restoration. This paper presents a new management concept based on process management. The main objective of our new management strategy is to maintain optimum field conditions for wind erosion in a manner and scale that allow it to act as a landscape differentiating process. This process management strategy consists of: (1) an overall management plan for a period of 10–15 years; and (2) a short-term (1–3 years) maintenance plan to keep the erosion potential in the selected deflation zones sufficiently high. Details of our general management strategy such as the potential of drift-sand areas, the alternative measures to be undertaken, economic and social considerations and the monitoring and evaluation of our process management approach are elaborated in separate sections. Process management with scheduled maintenance will result in a more stable drift-sand habitat in which the typical drift-sand vegetation and fauna species are better able to survive. In other words, the answer to the question ‘How to use wind erosion to restore and maintain the inland drift-sand ecotype?’ is blowing in the wind if we maintain the optimum conditions for wind erosion.  相似文献

Under the Great Lakes Water Quality Agreement of 1978 between the United States and Canada, as amended in 1987, an ecosystem objective with associated indicators for Lake Superior was adopted, and a commitment was made to develop ecosystem objectives and indicators for each of the other Great Lakes. Building upon a history of activities within the International Joint Commission related to the development of ecosystem indicators for Lake Superior and for mesotrophic waters, a binational Ecosystem Objectives Work Group (EOWG) has been established by the U.S. and Canada and charged with developing ecosystem objectives for the Great Lakes, beginning with Lake Ontario. These objectives are primarily biological in nature, in contrast to chemical objectives. The approach of the EOWG is to identify in sequence: (1) broad ecosystem goals, (2) a suite of objectives whose attainment would ensure achievement of the goals, and (3) one or more measurable indicators of progress toward meeting each objective. Societal values are reflected in the goals and objectives following consultation with competing users of ecosystem resources. Identification of appropriate indicators requires the assistance of technical experts. The experience of the EOWG in developing ecosystem objectives for Lake Ontario illustrates the application of this process.  相似文献

A radioimmunoassay (RIA) was developed to measure fibroblast growth factor (FGF) using antiserum generated against a synthetic replicate of [Tyr10]FGF(1–10). The antisera, previously shown to be capable of inhibiting the biological action of FGF on bovine aortic arch endothelial cells in vitro [1], are highly specific for the amino-terminus of FGF. In the RIA, the antisera recognize the decapeptide antigen [Tyr10]FGF(1–10) and the intact mitogen on an equimolar basis and show less than 0.01% cross-reactivity with N-acetyl-[Tyr10]FGF(1–10).

Bovine adenohypophysial cells maintained in primary monolayer culture release and ir-FGF which is indistinguishable from the intact mitogen in as much as it is retained on heparin-Sepharose affinity columns and shows a dose-dependent and parallel displacement in RIA. The release of ir-FGF by the bovine adenohypophysis can be increased with forskolin (10−5 M) or KCl (50 mM). Preincubation of pituitary cells with 17β-estradiol has no measurable effects on basal ir-FGF, but increases the release after KCl treatment 2–3-fold. These results show that ir-FGF can be released by the bovine adenohypophysis in vitro and lend credence to the hypothesis that FGF plays a physiological role in the homeostatic mechanisms regulating mesoderm-derived cell growth.  相似文献

Hairy (Dryobates villosus) and downy (Dryobates pubescens) woodpeckers occur in high densities in residential areas of the eastern United States. In many areas of their range, they cause damage to wooden structures through foraging, excavation of nesting cavities, and drumming behaviors, causing requests for allowable take permits. Both species hold year-round territories, which could make them vulnerable to local extirpation with excess take. To meet the requirements of the Migratory Bird Treaty act, the United States Fish and Wildlife Service (USFWS) requested scientifically informed evaluation of take to minimize population effects as part of its approach to reduce human–wildlife conflict. We used a prescribed take approach, which uses data from population, demographic, and management parameter estimates to determine the allowable take from Louisiana to Minnesota and all states east. Furthermore, we used 2 different methods of estimating growth rates to control for demographic uncertainties. The resulting estimates provide take at the state and USFWS regional scales to improve stakeholder choices when setting allowable take. Current authorized take (2016–2018) is below the take that could be sustained by current populations, and current rates of take are not likely to cause population-level effects. These results were largely consistent across methodologies for calculating the rate of growth for both species. Take still needs to be managed to prevent local extirpation of these resident species. Allowable take estimates should be periodically updated to reflect changing management and population needs for both species.  相似文献

Complement receptor-type 1 (CR1, CD35) is the immune-adherence receptor, a complement regulator, and an erythroid receptor for Plasmodium falciparum during merozoite invasion and subsequent rosette formation involving parasitized and non-infected erythrocytes. The non-uniform geographical distribution of Knops blood group CR1 alleles Sl1/2 and McCa/b may result from selective pressures exerted by differential exposure to infectious hazards. Here, four variant short recombinant versions of CR1 were produced and analyzed, focusing on complement control protein modules (CCPs) 15–25 of its ectodomain. These eleven modules encompass a region (CCPs 15–17) key to rosetting, opsonin recognition and complement regulation, as well as the Knops blood group polymorphisms in CCPs 24–25. All four CR1 15–25 variants were monomeric and had similar axial ratios. Modules 21 and 22, despite their double-length inter-modular linker, did not lie side-by-side so as to stabilize a bent-back architecture that would facilitate cooperation between key functional modules and Knops blood group antigens. Indeed, the four CR1 15–25 variants had virtually indistinguishable affinities for immobilized complement fragments C3b (K D = 0.8–1.1 µM) and C4b (K D = 5.0–5.3 µM). They were all equally good co-factors for factor I-catalysed cleavage of C3b and C4b, and they bound equally within a narrow affinity range, to immobilized C1q. No differences between the variants were observed in assays for inhibition of erythrocyte invasion by P. falciparum or for rosette disruption. Neither differences in complement-regulatory functionality, nor interactions with P. falciparum proteins tested here, appear to have driven the non-uniform geographic distribution of these alleles.  相似文献

Achieving Restoration Success: Myths in Bottomland Hardwood Forests   总被引:1,自引:0,他引:1  
Restoration of bottomland hardwood forests is the subject of considerable interest in the southern United States, but restoration success is elusive. Techniques for establishing bottomland tree species are well developed, yet problems have occurred in operational programs. Current plans for restoration on public and private land suggest that as many as 200,000 hectares could be restored in the Lower Mississippi Alluvial Valley alone. The ideal of ecological restoration is to reestablish a completely functioning ecosystem. Although some argue that afforestation is incomplete restoration, it is a necessary and costly first step but not an easy task. The 1992 Wetlands Reserve Program in Mississippi, which failed on 90% of the area, illustrates the difficulty of broadly applying our knowledge of afforestation. In our view, the focus for ecological restoration should be to restore functions, rather than specifying some ambiguous natural state based on reference stands or pre‐settlement forest conditions. We view restoration as one element in a continuum model of sustainable forest management, allowing us to prescribe restoration goals that incorporate landowner objectives. Enforcing the discipline of explicit objectives, with restoration expectations described in terms of predicted values of functions, causal mechanisms and temporal response trajectories, will hasten the development of meaningful criteria for restoration success. We present our observations about current efforts to restore bottomland hardwoods as nine myths, or statements of dubious origin, and at best partial truth.  相似文献

Background  The primary purpose of environmental assessment is to protect biological systems. Data collected over the last several decades indicates that the greatest impacts on biological resources derive from physical changes in land use. However, to date there is no consensus on indicators of land use that could be applicable worldwide at all scales. This has hampered the assessment of land use in the context of LCA. Objectives  The Institute for Environmental Research and Education and its partner Defenders of Wildlife have begun an effort to develop the necessary consensus. Methods  In July 2000, they held a workshop attended by a diverse group of interested parties and experts to develop a preliminary list of life cycle indicators for land use impacts. Results  Their preliminary list of impact indicators includes: protection of priority habitats/species; soil characteristics: soil health; proximity to & protection of high priority vegetative communities; interface between water and terrestrial habitats/buffer zones; assimilative capacity of water and land; hydrological function; percent coverage of invasive species within protected areas; road density; percent native-dominated vegetation; restoration of native vegetation; adoption of Best Management Practices linked to biodiversity objectives; distribution (patchiness; evenness, etc.); and connectivity of native habitat. Conclusion  The list of indicators conforms well to other efforts in developing indicators. There appears to be convergence among experts in the field and in related fields on the appropriate things to measure. Future Prospects  These indicators are currently being tested in the United States. Further workshops and testing is planned towards developing internationally recognized indicators for land use.  相似文献

Despite some highly visible projects that have resulted in environmental benefits, recent efforts to quantify the number and distribution of river restoration projects revealed a paucity of written records documenting restoration outcomes. Improving restoration designs and setting watershed priorities rely on collecting and making accessible this critical information. Information within the unpublished notes of restoration project managers is useful but rarely documents ecological improvements. This special section of Restoration Ecology is devoted to the current state of knowledge on river restoration. We provide an overview of the section’s articles, reflecting on lessons learned, which have implications for the implementation, legal, and financing frameworks for restoration. Our reflections are informed by two databases developed under the auspices of the National River Restoration Science Synthesis project and by extensive interactions with those who fund, implement, and permit restoration. Requiring measurable ecological success criteria, comprehensive watershed plans, and tracking of when and where restoration projects are implemented are critical to improving the health of U.S. waters. Documenting that a project was put in the ground and stayed intact cannot be equated with ecological improvements. However, because significant ecological improvements can come with well‐designed and ‐implemented stream and river restorations, a small investment in documenting the factors contributing to success will lead to very large returns in the health of our nation’s waterways. Even projects that may appear to be failures initially can be turned into success stories by applying the knowledge gained from monitoring the project in an adaptive restoration approach.  相似文献

Restoration today must satisfy a wide array of societal goals. In the past, success or failure of a project was dependent on minimal, measurable criteria. Simplistic designs and compliance criteria are being replaced by technically sophisticated projects and design goals that have variable criteria for success. Instead of a being static target, success criteria can be altered through a process termed Adaptive Management. Natural resource damage can be assessed accurately through a Habitat Equivalency Analysis. Acceptable progress toward compliance criteria is best measured by trends approaching a desired end point. An approach using natural variation of similar habitats also shows promise as a means of assessing compliance. Large-scale restoration projects are underway, directly and indirectly underwritten by the public. If the public is to continue support for restoration it must be a part of the decision-making process. This can be best accomplished through landscape management plans with clear objectives and goals that the public understands and that benefit the public at large. Technical problems in accomplishing and evaluating restoration projects will be solved if the experience gained at each site is used in future projects.  相似文献
