In global discourses about sex work, the image of the ‘sex slave’ has been influential in constructing the view of women working in the sex industry in developing countries as ‘victims’. This paper examines the perpetuation of such discourses through powerful lobbying groups and socially conservative governments. It argues that frameworks that situate women working in the Cambodian sex industry through a singular identity of ‘victim’ or ‘agent’ are inadequate in informing our understandings of sex work in the country. Based on ethnographic research and interviews with sex workers in the port city of Sihanoukville, Cambodia, this paper questions prevailing stereotypes of ‘trafficking victims' and the image of ‘defiled’ or ‘duped’ women and girls central to such frameworks. It examines the intricate intertwining of elements of individual choice and coercion in women's lives and illuminates how, in the transition to a market economy, women's choices are constrained by hierarchal structures such as gender, class and socio‐cultural obligations and poor employment opportunities.  相似文献

This article revisits recent debates about the responsibilities of public scholarship. The piece argues that writing in a range of fields has engaged with issues of racism, in particular as racism has been manifested in the ‘war on terror’, but that this discussion has been muted within the sub-field of race and ethnic studies. There is a discussion of the impact of pressures to demonstrate the ‘usefulness’ of research to a wider public and the limits that this can place on the formulation of research. This argument is expanded through consideration of the author's experience of researching and lobbying with community and campaigning groups. The piece goes on to consider the implications of the marketization of higher education for critical scholarship and concludes that there is value in a more ‘private’ sociology that may not be easily accommodated in the marketized university.  相似文献

Background

The Czech Republic has one of the poorest tobacco control records in Europe. This paper examines transnational tobacco companies'' (TTCs'') efforts to influence policy there, paying particular attention to excise policies, as high taxes are one of the most effective means of reducing tobacco consumption, and tax structures are an important aspect of TTC competitiveness.

Methods and Findings

TTC documents dating from 1989 to 2004/5 were retrieved from the Legacy Tobacco Documents Library website, analysed using a socio-historical approach, and triangulated with key informant interviews and secondary data. The documents demonstrate significant industry influence over tobacco control policy. Philip Morris (PM) ignored, overturned, and weakened various attempts to restrict tobacco advertising, promoting voluntary approaches as an alternative to binding legislation. PM and British American Tobacco (BAT) lobbied separately on tobacco tax structures, each seeking to implement the structure that benefitted its own brand portfolio over that of its competitors, and enjoying success in turn. On excise levels, the different companies took a far more collaborative approach, seeking to keep tobacco taxes low and specifically to prevent any large tax increases. Collective lobbying, using a variety of arguments, was successful in delaying the tax increases required via European Union accession. Contrary to industry arguments, data show that cigarettes became more affordable post-accession and that TTCs have taken advantage of low excise duties by raising prices. Interview data suggest that TTCs enjoy high-level political support and continue to actively attempt to influence policy.

Conclusion

There is clear evidence of past and ongoing TTC influence over tobacco advertising and excise policy. We conclude that this helps explain the country''s weak tobacco control record. The findings suggest there is significant scope for tobacco tax increases in the Czech Republic and that large (rather than small, incremental) increases are most effective in reducing smoking. Information from the press and lobbying groups has not encouraged an informed and balanced consideration of the issues. Between 1917 and 1945, the Ecological Society of America (ESA) housed a Committee for the Preservation of Natural Conditions specifically charged with identifying and taking political action toward the preservation of wilderness sites for scientific study. While several historians have analyzed the social and political contexts of the Preservation Committee, none has addressed the scientific context that gave rise to the Committee and to political activism by ESA members. Among the Preservation Committee's lobbying efforts, the naming of Glacier Bay, Alaska, as a national monument in 1925 stands out as a unique success. I argue that the campaign for the preservation of Glacier Bay reveals the methodological ambitions ecologists had for their science in the 1920s and 1930s and demonstrates how ecologists understood the role of place in biological field studies. It represented preservation for science. Most of the political activities undertaken by the ESA in the interwar years, however, turned out to be science for conservation, which rarely involved lobbying for the protection of active research sites. In conjunction with changes in ecological methodology in the 1940s, the Committee's unclear scientific mission contributed to its being disbanded in 1945.  相似文献

Background

Impact assessment (IA) of all major European Union (EU) policies is now mandatory. The form of IA used has been criticised for favouring corporate interests by overemphasising economic impacts and failing to adequately assess health impacts. Our study sought to assess how, why, and in what ways corporations, and particularly the tobacco industry, influenced the EU''s approach to IA.

Methods and Findings

In order to identify whether industry played a role in promoting this system of IA within the EU, we analysed internal documents from British American Tobacco (BAT) that were disclosed following a series of litigation cases in the United States. We combined this analysis with one of related literature and interviews with key informants. Our analysis demonstrates that from 1995 onwards BAT actively worked with other corporate actors to successfully promote a business-oriented form of IA that favoured large corporations. It appears that BAT favoured this form of IA because it could advance the company''s European interests by establishing ground rules for policymaking that would: (i) provide an economic framework for evaluating all policy decisions, implicitly prioritising costs to businesses; (ii) secure early corporate involvement in policy discussions; (iii) bestow the corporate sector with a long-term advantage over other actors by increasing policymakers'' dependence on information they supplied; and (iv) provide businesses with a persuasive means of challenging potential and existing legislation. The data reveal that an ensuing lobbying campaign, largely driven by BAT, helped secure binding changes to the EU Treaty via the Treaty of Amsterdam that required EU policymakers to minimise legislative burdens on businesses. Efforts subsequently focused on ensuring that these Treaty changes were translated into the application of a business orientated form of IA (cost–benefit analysis [CBA]) within EU policymaking procedures. Both the tobacco and chemical industries have since employed IA in apparent attempts to undermine key aspects of European policies designed to protect public health.

Conclusions

Our findings suggest that BAT and its corporate allies have fundamentally altered the way in which all EU policy is made by making a business-oriented form of IA mandatory. This increases the likelihood that the EU will produce policies that advance the interests of major corporations, including those that produce products damaging to health, rather than in the interests of its citizens. Given that the public health community, focusing on health IA, has largely welcomed the increasing policy interest in IA, this suggests that urgent consideration is required of the ways in which IA can be employed to undermine, as well as support, effective public health policies. Building on Posner (Posner, Daniel N. 2005. Institutions and Ethnic Politics in Africa. New York: Cambridge University Press), this article describes a framework for organizing the information about a community’s social cleavage structure so as to identify the incentives that individuals face to adopt particular social identities. The framework is parsimonious but powerful: it generates predictions about the social cleavages that will emerge as salient in politics, the lobbying we can expect to see regarding the social categories with which community members should identify, and the attempts that will be made to assimilate or engage in “identity entrepreneurship” to fashion entirely new social identities. The framework also clarifies why partition is unlikely to be a remedy for intractable ethnic conflicts.  相似文献

Marine fisheries are in a state of crisis. One of the few successfully managed fisheries is the Maine lobster industry where catches are at an all time high. An important factor in this success is the effectiveness of regulations which were developed during three periods over the course of the past 125 years. In all cases, the regulations are the result of heavy lobbying activity by various factions in the industry. Both strong commercial rivalry and genuine concern for the well-being of the lobster resource played a role in generating these regulations. However, history did not repeat itself. In each period, the players, circumstances, and goals were very different. The result, however, is a set of effective regulations which are largely self-enforcing.  相似文献

Biofuels from developing countries The pressure for reducing greenhouse gas emissions, rising oil prices, but also the lobbying by the agricultural sector and the automotive industry have induced the recent boom on biofuels. Due to limited land availability, competition with food production and high overall environmental impacts, the sustainability market potential for biofuels is assumed to be significantly smaller than 10% of global fuel consumption. Nevertheless, niches for the sustainable production and use of biofuels exist especially in developing countries. It is often more sustainable to use biomass feedstock for local supply of electricity and heat than producing biofuels for export.  相似文献

Music education has always required advocacy to solidify its place in the school curriculum. Music teachers are increasingly called on to justify their existence and importance in the schools, and yet, are often unprepared to advocate on their own behalf without the use of advocacy materials that are created on the basis of questionable research, questionable interpretations of valid research, or materials that demean the profession. This practical advocacy crisis is created by the lack of a solid philosophical basis for music education advocacy, the profusion of questionable advocacy materials available, and the lack of lobbying at the federal and state levels for meaningful laws that give arts education true core status. At a meeting with federal health minister Diane Marleau on Nov. 16, 1995, the CMA and other health organizations were told that the minister plans to propose comprehensive measures to limit the manufacture, sale and marketing of tobacco products. On Dec. 11, 1995, the minister announced a "Blueprint on Tobacco Control," which outlined the scope of her plan to introduce tobacco legislation in the spring. On the basis of adamant support for tobacco control from all levels of the organization, the CMA urges the minister to move quickly. It also advocates regulating tobacco as a hazardous product in the meantime. Physicians can take a wide variety of actions to intervene with patients and add their voice to antitobacco lobbying efforts in 1996.  相似文献

Biological conservation is increasingly concerned with advocacy and lobbying. But its practical politics must stand on a firm basis of scientific fact and understanding: about the behaviour and ecology of species and about the workings of the habitats that are their life-support systems. For Africa, a solid foundation was laid by R.E. Moreau in two scholarly analyses of the continent and its birdlife: The Bird Faunas of Africa and its Islands (1966) and The Palaearctic-African Bird Migration Systems (1972). Hence the title of this paper: a generation having passed, my objectives are to emphasize the salient observations of Moreau (1972), and to review subsequent changes in the face of Africa as they might affect migrant birds from the Palaearctic that winter there  相似文献

This article addresses biochar from a legal point of view. It analyses different policies and regulations from a European (Flemish) point of view and provides a first and general insight in what potential legal constraints the development of a biochar industry might face and what opportunities lie ahead. This is due to the fact that biochar is a recent product and a lot of scientific uncertainty still exists regarding the consequences of its application. From the analysis it appears a multitude of policies and legislative measures influence the development of the biochar industry. Hence, it is important that all these policies and legislative measures are analyzed in an appropriate manner. Moreover, considerable lobbying, negotiating and cooperation between different disciplines (legal, scientific, economical, etc.) will be required so as to develop a feasible and safe biochar framework.  相似文献

Eugenics, the attempt to improve the genetic quality of the human species by ‘better breeding’, developed as a worldwide movement between 1900 and 1940. It was particularly prominent in the United States, Britain and Germany, and in those countries was based on the then-new science of Mendelian genetics. Eugenicists developed research programs to determine the degree to which traits such as Huntington's chorea, blindness, deafness, mental retardation (feeblemindedness), intelligence, alcoholism, szhiophrenia, manic depression, rebelliousness, nomadism, prostitution and feeble-inhibition were genetically determined. Eugenicists were also active in the political arena, lobbying in the United States for immigration restriction and compulsory sterilization laws for those deemed genetically unfit; in Britain they lobbied for incarceration of genetically unfit and in Germany for sterilization and eventually euthanasia. In all these countries one of the major arguments was that of efficiency: that it was inefficient to allow genetic defects to be multiplied and then have to try and deal with the consequences of state care for the offspring. National Socialists called genetically defective individuals ‘useless eaters’ and argued for sterilization or euthanasia on economic grounds. Similar arguments appeared in the United States and Britain as well. At the present time (1997) much research and publicity is being given to claims about a genetic basis for all the same behaviors (alcoholism, manic depression, etc), again in an economic context – care for people with such diseases is costing too much. There is an important lesson to learn from the past: genetic arguments are put forward to mask the true – social and economic – causes of human behavioral defects. There is certainly a growing need to justify the significance of studying health-seeking behaviours for designing advocacy campaigns, lobbying for a policy shift and convincing donors to invest in priority areas. Moreover, policymakers need to be encouraged to design evidence-based policies that take into account information relating to health-promoting, -seeking and -utilization behaviour and the factors determining these behaviours. This paper primarily covers the 'methodology' used in the study of health-seeking behaviours and determinants of health services utilization in a predominantly rural district of Pakistan. The paper substantiates that this methodology is comprehensive and reliable, and there is potential for replicating this in similar settings. The approach of Kroeger in his research on the study of health-seeking behaviours, particularly in developing countries, provides the most holistic framework for examining, analysing and interpreting factors and determinants of health-seeking behaviours and health services utilization in developing countries. This study endeavoured to validate Kroeger's framework in a Pakistani setting, exploring all the factors listed through mixed method research, and qualitative supplemented by representative quantitative enquiry. This approach has also helped in understanding the inter-relationship of various factors and drivers of health-seeking behaviours from all angles.  相似文献

The main characteristics of the dominant economic system, including the increasing use of markets and money are described. The global system has expanded trade, including international trade, and production tremendously. While this system has the potential to favour nature conservation, in practice the opposite has occurred. Difficulties raised for conservation of biodiversity by short-term economic crises such as deficits in a country's international payments, the adoption of policies for structural economic adjustment, international capital flows, international loans and foreign aid as well as debt-for-nature swaps are discussed. As explained, it is politically difficult in market economies to support nature conservation at the expense of economic growth and as more economies develop and become market economies this problem spreads. Given global interdependence of nations, an important issue is the distribution of net benefits from biodiversity conservation between developed and less developed countries. Possible distributions of benefits and related issues are discussed. In conclusion, the importance of political lobbying by nature conservation groups in developed market economies is emphasised as a means of ensuring correction of market failures. Unfortunately, no economic system is likely to prove satisfactory in itself in conserving biodiversity so political action by conservationists is always required.  相似文献

Most public institutions and companies of plant protection industry have a favourable opinion of biological control; they feel concerned by the issue, but weakly engaged in its solution. Biological plant protection is however poorly developed in agriculture, the success of biological control being insufficiently known due to severe competition with chemical pesticides that are reliable, efficient, specific and safer for the environment. In this context, and to improve the implementation of biological control, the following actions are proposed:
  1. more interdisciplinarity in research between agronomists, economists and biologists who have to take better advantage of the various concepts of evolutionary biology and to carry out more field experiments on a large scale;
  2. wider and more integrated objectives: the successful control of a pest using biological means is not a sufficient aim. We absolutely need to consider all aspects of IPM, in particular resistance to pesticides, cultural means, plant breeding and all alternative biotechnical means;
  3. larger partnership: during too many years, only researchers of public institutions were involved in biological control. Today, many partners, including public institutions (Plant Protection Service, Technical Institutes) and private companies (large and small) are engaged in alternative plant protection. To facilitate cooperation between them, a specific committee has been set up in France in order to coordinate experimentations for registration and quality control of biopesticides.
With such improved relationships between all partners, specific arguments and lobbying pressure should be stronger on the distribution and retailers of agricultural goods with a view to promoting plant products obtained via biological or integrated control methods and to seeking public understanding and support.  相似文献
