The Tragedy of the Commons: Twenty-two years later   总被引:15,自引:0,他引:15  
Hardin's Tragedy of the Commons model predicts the eventual overexploitation or degradation of all resources used in common. Given this unambiguous prediction, a surprising number of cases exist in which users have been able to restrict access to the resource and establish rules among themselves for its sustainable use. To assess the evidence, we first define common-property resources and present a taxonomy of property-rights regimes in which such resources may be held. Evidence accumulated over the last twenty-two years indicates that private, state, andcommunal property are all potentially viable resource management options. A more complete theory than Hardin's should incorporate institutional arrangements and cultural factors to provide for better analysis and prediction.  相似文献

A new millennium offers an opportunity to think about possible future directions in ocean policy. But such an effort must take account of the considerable changes in the world political and economic system since 1989 - globalization with its rapid transportation, communication, economic interdependence; population increase, increased pressure on the stock of the world's natural resources and spaces, the end of the Cold War but with diffusion of nuclear, chemical and biological weapons, and a rise in world environmental consciousness. In this context we must develop patterns of sustainable use, and learn how to implement forward look principles for ocean management such as those propounded by the Luso-American Foundation. However, we have not calculated the political and economic costs or understood how we will achieve outcomes consistent with the principles. These are critical to successful global ocean governance. We understand what must be achieved but not by whom or how.  相似文献

Over the last three decades, China has experienced the most dynamic economic development lifting living standards and resulting in fast‐growing use of natural resources. In the past, the focus has been on national MFA accounts which do not do justice to the second largest economy, home to 19% of the world population and having 30% of global material use. In this research, we calculate material extraction for China at the regional level during 1995–2015 using the most recent available statistical data and applying the most up‐to‐date international calculation methods. In particular, we combine a bottom‐up and top‐down approach for constructing the dataset of China's economically used Domestic Extraction (DEU) in an integrated way. This approach also improves the Chinese national material flow accounts and allows us to present a reliable database of DE of materials for China to date. Our new dataset provides the basis for calculating material footprints and environmental impacts of China's regions. The dataset enables us to evaluate regional resource efficiency trends in China. We find that during the past two decades, China's material use has grown strongly from 11.7 billion tonnes in 1995 to 35.4 billion tonnes in 2015. Material use has accelerated between 2000 and 2010 but slowed down between 2010 and 2015 reflecting the economic contraction caused by the Global Financial Crisis which reduced the global demand for China's manufacturing and a reorientation of China's economic policy settings toward quality of growth. Unsurprisingly, different regions play different roles in the supply chain of materials, achieving different economic performances resulting in very diverse material efficiency outcomes. This information is important to allow for a targeted policy approach to increase resource efficiency, reduce environmental impacts of resource use, and grow wellbeing in China with large positive implications for global sustainability. This study provides the basis for the development of relevant resource management policies for different regions in the future.  相似文献

This paper describes Zimbabwe's wildlife-based CAMPFIRE programme. It suggests that community-based natural resource management is a potential solution to the inter-linked problems of poverty and conservation if it is based on sound management principles that also incorporate transparency, accountability and democracy because the unit of management is a community.This first section suggests that many of the causes of these natural resource problems in communal lands are a result of the failure of mechanisms to price and allocate resources efficiently. The second section describes the evolution of CAMPFIRE, while the third section summarizes the principles that underpin the programme. The fourth section discusses the governance of natural resources and describes the process by which rights to wildlife have been devolved. This emphasizes how important political and administrative systems are to wildlife conservation. CAMPFIRE can be viewed as a five-step process: getting an enabling political, legal, administrative and economic environment; creating awareness and a demand for the programme; generating revenues; using these revenues effectively; and, finally, setting in place the institutions and capacity for locally-based natural resource management. The first four sections of the paper deal with step on — the enabling environment, what it is and how it came about. The final section describes the actual implementation of the programme and is rather brief.  相似文献

We propose improvements for addressing the inadequate sustainable use of wildlife resources in the community-based natural resource management (CBNRM) programme in game management areas (GMAs) using case study data from Mumbwa and Lupande GMAs in Zambia. Firstly, we assess the sustainability of wildlife resources in these GMAs using design principles for enduring common pool institutions. Secondly, we propose the steps required to address the lack of sustainability of wildlife resources in the CBNRM programme in the two GMAs by building on indicators suggested by Ostrom's principles. The resource use patterns in the two GMAs were assessed according to their socio-economic and institutional factors. Comparisons were made between the two GMAs in relation to Ostrom's design principles. Accordingly, the combination of socio-economic and institutional factors restrains the sustainable use of wildlife resources in the two GMAs. Unless the Zambian government provides local communities with meaningful decision-making powers and benefits for the utilisation and management of wildlife, this resource is likely to disappear outside national parks.  相似文献

The following paper investigates the economic determinants of land degradation in developing countries. The main trends examined are rural households'' decisions to degrade as opposed to conserve land resources, and the expansion of frontier agricultural activity that contributes to forest and marginal land conversion. These two phenomena appear often to be linked. In many developing areas, a poor rural household''s decision whether to undertake long-term investment in improving existing agricultural land must be weighed against the decision to abandon this land and migrate to environmentally fragile areas. Economic factors play a critical role in determining these relationships. Poverty, imperfect capital markets and insecure land tenure may reinforce the tendency towards short-term time horizons in production decisions, and may bias land use decisions against long-term land management strategies. In periods of commodity booms and land speculation, wealthier households generally take advantage of their superior political and market power to ensure initial access to better quality resources, in order to capture a larger share of the resource rents. Poorer households are confined either to marginal environmental areas where resource rents are limited, or only have access to resources once they are degraded and rents dissipated.<br>Overall trends in land degradation and deforestation are examined, followed by an overview of rural households'' resource management decisions with respect to land management, frontier agricultural expansion, and migration from existing agricultural land to frontiers. Finally, the discussion focuses on the scope for policy improvements to reduce economic constraints to effective land management. <br>  相似文献

The exploitation of groundwater resources for human use dates from the earliest civilizations, but massive resource development has been largely restricted to the past 50 years. Although global in scope, the emphasis of this paper is on groundwater-based economies in a developing nation context, where accelerated resource development has brought major social and economic benefits over the past 20 years. This results from groundwater's significant role in urban water supply and in rural livelihoods, including irrigated agriculture. However, little of the economic benefit of resource development has been reinvested in groundwater management, and concerns about aquifer degradation and resource sustainability began to arise. A general review, for a broad-based audience, is given of the mechanisms and significance of three semi-independent facets of aquifer degradation. These are (i) depletion of aquifer storage and its effects on groundwater availability, terrestrial and aquatic ecosystems; (ii) groundwater salinization arising from various different processes of induced hydraulic disturbance and soil fractionation; and (iii) vulnerability of aquifers to pollution from land-use and effluent discharge practices related to both urban development and agricultural intensification. Globally, data with which to assess the status of aquifer degradation are of questionable reliability, inadequate coverage and poor compilation. Recourse has to be made to 'type examples' and assumptions about the extension of similar hydrogeological settings likely to be experiencing similar conditions of groundwater demand and subsurface contaminant load. It is concluded that (i) aquifer degradation is much more than a localized problem because the sustainability of the resource base for much of the rapid socio-economic development of the second half of the twentieth century is threatened on quite a widespread geographical basis; and (ii) major (and long overdue) investments in groundwater resource and quality protection are urgently needed. This article presents an account of global resource extraction for the year 1999 by material groups, world regions, and development status. The account is based on materials flow analysis methodology and provides benchmark information for political strategies toward sustainable resource management. It shows that currently around 50 thousand megatons of resources are extracted yearly on a global scale, which results in a yearly global average resource use of around 8 tonnes per capita. Assuming further growth in world regions not yet close to the levels of resource use in the industrial cores—such as India or China—numbers could easily double once these parts of the world come to fully incorporate the industrial mode of production and consumption. This article contributes to information on resource use indicators, complementing and enriching information from economic accounting in order to facilitate political measures toward a sustainable use of resources.  相似文献

森林生态系统是地球陆地生态系统的主体,它具有很高的生物生产力和生物量以及丰富的生物多样性,对全球生态系统和人类经济社会发展起着至关重要和无可替代的作用。伴随着人口的不断增长和经济社会的迅猛发展,对森林资源和森林生态系统服务的需求不断高涨,而且人类对森林资源价值的认识也发生了很大程度的改变。推进森林资源可持续经营,增加森林总量、提高森林质量、增强生态功能,已成为中国林业可持续发展乃至推进中国生态文明建设和建设美丽中国的战略任务。本文全面综述了森林生态系统经营发展历程,分析了森林生态系统经营的现状和存在问题,在此基础上,提出整合基于生态系统管理与满足现代人类福祉对森林多重需求的新的森林生态系统经营理念,面向生态系统服务的森林生态系统经营理念是未来的发展趋势。森林经营发展战略表现为:1)从单纯的森林面积数量扩张,转变到提高单位面积的森林生产力和森林质量;2)从单一追求木材生产逐步转变为多目标经营,将森林林产品单一的经营目标转变为广泛的生态、经济和社会等多目标经营;3)森林经营重点从林分水平转变为森林景观的经营,强调森林景观的时空异质性和动态变化,权衡和协同多种生态系统的服务功能,倡导森林景观的多样性和连通性,提高森林与其它土地利用模式镶嵌构成的复合景观的可持续性和稳定性,增强森林生态系统对气候变化影响的适应能力;4)森林生态系统经营将从依赖传统经验的主观决策转变为信息化、数字化和智能化的决策,发展森林生态系统经营决策支持系统和森林景观恢复与空间经营规划系统。  相似文献

目的 基于医师资源异质性假设对2008—2014年四川省医师资源配置公平性进行探讨研究,为进一步优化医师资源配置提供参考。方法 在对医师数量调整的基础上,运用基尼系数和密度指数从人口、地理和经济3个维度评价医师资源配置的公平性。结果 基层医疗机构医师占比逐年下降;四川省卫生资源密度指数高于全国;调整后,按人口和按地理分布的基尼系数值均变大,表明医师素质差异会影响医师资源配置的人口和地理公平性;而受经济分布的影响较小。结论 在医师资源配置中需考虑医师的素质差异,同时兼顾地理和经济因素。  相似文献

着眼于中国绿色经济转型之路的科学预测与分析,借鉴传统环境负荷模型以及资源与经济脱钩理论、区位熵理论等,提出基于生态系统服务理论的有关绿色经济指标评价模型。应用该模型计算出2001—2010年全球及中国有关绿色经济指标,依照未来中国经济与社会发展规划目标,预计"十二五"末期中国经济发展中的资源消耗及环境损失成本、人均绿色GDP将分别达到3.11×1012美元、0.37×104美元,生态负荷强度、资源脱钩指数及绿色GDP的区位熵指数分别为0.38、0.66、75;2020年中国绿色GDP的区位熵指数将超越全球平均水平、2024年人均GDP将突破1万美元关口步入中等发达国家行列。计算结果表明中国生态系统压力逐年降低、资源利用效率、环境绩效与经济效益同步提高,逐渐在全球经济绿色转型过程中发挥重要作用;未来,中国仍需秉承"共同但有区别的责任"原则,处理好与其他国家的权责纷争;同时积极推进节能减排、经济结构调整工作,进一步协调好城乡之间、区域之间经济社会发展与自然资源及生态环境的关系。  相似文献

The economic importance of gaharu is assessed in three villages on the Bahau River in north-central Borneo to gain insights about the incentives for harvesting and management of a valuable nontimber forest product. Three indicators of economic value—level and proportion of income, returns to labor, and proportion of gaharu collecting households per village—are used to demonstrate the multiple incentives that NTFP income can generate. The concept of incentive logic is developed as an analytical technique to show how economic values can be linked to incentives for different types of management actions. The article discusses how incentives from gaharu income were most likely linked to the stake local people had in the resource, their preferences about which forest product to harvest, and their willingness to engage in collective action. These incentives contributed to sustainability to the extent they induced actions that reduce threats to the resource. The article suggests that an understanding of the influence of economic incentives on people’s resource management can be improved by recognizing three factors: the multiple incentives created by an income, the logical link of those incentives to a management action, and the influence of other sociocultural and biophysical factors on management.  相似文献

Climate change poses a significant threat to Africa, and deforestation rates have increased in recent years. Mitigation initiatives such as REDD+ are widely considered as potentially efficient ways to generate emission reductions (or removals), conserve or sustainably manage forests, and bring benefits to communities, but effective implementation models are lacking. This paper presents the case of Ghana''s Community Resource Management Area (CREMA) mechanism, an innovative natural resource governance and landscape-level planning tool that authorizes communities to manage their natural resources for economic and livelihood benefits. This paper argues that while the CREMA was originally developed to facilitate community-based wildlife management and habitat protection, it offers a promising community-based structure and process for managing African forest resources for REDD+. At a theoretical level, it conforms to the ecological, socio-cultural and economic factors that drive resource-users’ decision process and practices. And from a practical mitigation standpoint, the CREMA has the potential to help solve many of the key challenges for REDD+ in Africa, including definition of boundaries, smallholder aggregation, free prior and informed consent, ensuring permanence, preventing leakage, clarifying land tenure and carbon rights, as well as enabling equitable benefit-sharing arrangements. Ultimately, CREMA''s potential as a forest management and climate change mitigation strategy that generates livelihood benefits for smallholder farmers and forest users will depend upon the willingness of African governments to support the mechanism and give it full legislative backing, and the motivation of communities to adopt the CREMA and integrate democratic decision-making and planning with their traditional values and natural resource management systems.  相似文献

The 1992 United Nations Conference on Environment and Development (UNCED) held at Rio de Janeiro was a seminal event that addressed the interplay of economic development and human use of natural resources with the need for protection of the natural environment. The general principles embodied in the Rio Declaration and the provisions included in the comprehensive Agenda 21 expressed the expectations of the international community and set the stage for national and international policy and legal developments in a host of different areas, including the governance of the ocean's living resources. Chapter 17 of Agenda 21 focused on the world's oceans and seas and crystallized growing world community concern with problems such as unregulated fishing, fishing vessel reflagging, overcapitalization of the fishing industry, inadequate fisheries enforcement, and insufficient cooperation among states. Further, the documentation of UNCED evidenced interest in new governance frameworks and concepts such as ecosystem-based management and precaution. In retrospect, it is clear that the ideas discussed at Rio have been important and have been implemented by a variety of governments and international organizations as they exercise their responsibilities for fisheries management. This article examines the principles and approaches suggested by UNCED as they relate to world fisheries and considers how they have been reflected in global fishery agreements such as the FAO Compliance Agreement and the United Nations Fish Stocks Agreement, in the work of international fishery bodies such as the FAO Committee on Fisheries, and in the efforts of a number of regional fishery commissions. It also addresses the significance and ramifications of changes suggested by Agenda 21 for the future conduct and management of world marine fisheries.  相似文献

The concern over sustainable livelihoods in African drylands is an issue that has received considerable attention from researchers and policy makers alike. Over the past two decades African rural areas have undergone rapid changes, whereby, rural income diversification has become the most salient feature. With a particular focus on dryland ecosystems, among the major challenges facing communities in these areas is recurrent drought leading to conditions of food insecurity. This paper draws on experience on coping mechanisms for food insecurity from an agro-pastoral community in Mvumi, located in the semiarid areas of central Tanzania. An understanding of livelihoods of people in this area has involved examining how communities have managed to adjust their livelihood in the midst of challenges resulting not only from drought but also from various forces such as socio–economic, political and ecological factors. It has been found out that, despite profound food crisis in this area, people are not always desperate and that there are possibilities for realizing some hidden potentials of dryland resources for livelihood diversification. The issue of sustainable natural resource management in such areas is, however, questionable because of some adverse environmental effects associated with some of the coping mechanisms.  相似文献

Indigenous communities commonly face a major impediment in their ongoing efforts to participate effectively in the stewardship and sustainable management of their traditional lands, waters and resources. Externally driven projects and policies can overwhelm communities' abilities to respond, severely impact in their resource base, and significantly eclipse traditional knowledge, practices and values. Such projects and policies can be devastating to small, Indigenous communities struggling to maintain their culture and economic independence in a changing world. While many examples of external impacts on small-scale resource use could be drawn upon for these communities, we illustrate this situation by examining the impact of fisheries management regimes on Indigenous coastal communities in British Columbia, Canada and Aotearoa New Zealand. We characterize the problem and identify key stressors involved. Within the context of Indigenous rights and Indigenous peoples' knowledge, perspectives and experience, we highlight the need to recognize this type of constraint on Indigenous Peoples' resource use and effective participation in resource management.  相似文献

The exploration-exploitation dilemma is a recurrent adaptive problem for humans as well as non-human animals. Given a fixed time/energy budget, every individual faces a fundamental trade-off between exploring for better resources and exploiting known resources to optimize overall performance under uncertainty. Colonies of eusocial insects are known to solve this dilemma successfully via evolved coordination mechanisms that function at the collective level. For humans and other non-eusocial species, however, this dilemma operates within individuals as well as between individuals, because group members may be motivated to take excessive advantage of others'' exploratory findings through social learning. Thus, even though social learning can reduce collective exploration costs, the emergence of disproportionate “information scroungers” may severely undermine its potential benefits. We investigated experimentally whether social learning opportunities might improve the performance of human participants working on a “multi-armed bandit” problem in groups, where they could learn about each other''s past choice behaviors. Results showed that, even though information scroungers emerged frequently in groups, social learning opportunities reduced total group exploration time while increasing harvesting from better options, and consequentially improved collective performance. Surprisingly, enriching social information by allowing participants to observe others'' evaluations of chosen options (e.g., Amazon''s 5-star rating system) in addition to choice-frequency information had a detrimental impact on performance compared to the simpler situation with only the choice-frequency information. These results indicate that humans groups can handle the fundamental “dual exploration-exploitation dilemmas” successfully, and that social learning about simple choice-frequencies can help produce collective intelligence.  相似文献

The Moral Economy of Water: Equity and Antiquity in the Andean Commons   总被引:2,自引:0,他引:2  
This article focuses on irrigation and water use in a community in the Peruvian Andes, one of numerous villages in the region where these activities are carried out in an unusual way. The practices and principles that make up this tradition, defining the rights and duties of community members in making use of the resource most vital for life, are identified and evaluated based on comparative ethnographic research. It is argued that they provide a highly effective way of managing a scarce and fluctuating resource that is held in common, an older Andean tradition that may have been adopted by the Incas and endorsed as an official policy—all of which might help to account for its wide distribution in the region today. In this particular case, the principles help to create an extraordinary kind of community, a transparent and equitable one in which a basic material symmetry or proportionality is expressed at many levels. This symmetry is closely related to other basic commonalities among community members, but of particular interest are its effects on social solidarity and cooperation and its association with a strong sense of ethnic identity.
