Abstract

Lafkenche and Williche, the Mapuche coastal population in Chile, used coastal marine areas and resources for centuries. The Spanish colonization and the subsequent establishment of the Republic of Chile curtailed these access rights and traditional uses. In 2008, the government of Chile introduced the “Lafkenche Law” establishing exclusive access rights for traditional indigenous use of coastal marine areas and resources, but the law has not led to effective self-determination or the development of the ethnic Mapuche populations. Interviews with indigenous community leaders in October 2014 confirmed their dissatisfaction with this law. This article discusses whether the experience of other nations, such as the innovative Community Development Quota Program in Alaska in the United States, which allocates a portion of certain species in the Bering Sea to coastal communities, can help overcome marine resources access barriers affecting the Mapuche people.  相似文献

随着海岸带快速城市化和经济发展,人类活动对近海生态系统的影响日益增加。通过对国内外大量相关文献的分析和与国际专家的研讨,分别从海洋资源开发、海岸带城市化和环境变化等几个方面概述了陆源人类活动对近海生态系统的影响。目前陆源人类活动导致近海生态系统出现的主要问题有:海洋生物资源过度捕捞、海岸带富营养化、海洋酸化、珊瑚礁退化、海洋垃圾、以及海岸带矿产开采等高强度开发活动引发的重金属和持久性有机污染物污染等。这些问题会直接导致海洋生物群落结构变化、影响水质、降低海洋生物多样性,最终影响海洋生态系统服务功能,威胁海洋生态系统健康。这些问题的根源多来自陆地,必须将海洋和陆地作为一个有机整体,整合海陆系统相互作用的科学计划,推进海洋资源和近海生态系统的可持续管理。  相似文献

2008年至2011年对分布在山东省沿海地区34个县(市、区)82个乡(镇)132个行政村的农作物种质资源进行了调查,共收集粮食作物、经济作物、蔬菜、果树地方品种及野生资源材料848份,分属15科39属54种。本文对调查地区农作物种质资源现状、消长情况及原因和调查、收集到的资源种类及其利用价值进行了分析,并对山东省沿海地区农作物种质资源的保护、开发和利用进行了讨论。  相似文献

选择华南海岸典型沙地, 采用全挖法, 对4种典型沙生植物木麻黄(Casuarina equisetifolia)、厚藤(Ipomoea pes-caprae)、老鼠艻(Spinifex littoreus)和狗牙根(Cynodon dactylon)的根系构型进行了研究。结果表明: 1)狗牙根和老鼠艻的根系总体分支率显著高于木麻黄, 厚藤最小, 说明大部分草本植物在生长过程中通过增加根系分支率, 提高物质传输效率, 除木麻黄外, 其他3个物种枝系均平卧伸展, 易于受到沙埋生出不定根, 进一步提高其物质传输效率; 2) 4种沙生植物根系平均连接长度最大的为木麻黄, 平均连接长度为19.25 cm, 且相对其他3个物种传导根所占的比例最大, 说明木麻黄通过增加平均连接长度以减少根系内部对土壤资源的竞争, 并提高传导根的比例, 以增加资源传输效率; 3) 4种沙生植物根系构型均倾向于叉状分支, 其中草本植物的根系构型更为接近, 说明草本植物受到的资源胁迫相对较小, 有利于在海岸沙地恢复中快速定居; 与内陆地区沙生植物相比, 海岸沙生植物在土壤资源的获取及空间拓展方面表现出显著的差异, 反映出不同生境条件下物种对生境胁迫的适应策略。因此, 海岸沙地前缘植被恢复应以草本植物为主, 尤其是具有不定根的物种, 乔木则不适合。  相似文献

Recent arguments stating that marine resources were relatively unimportant in cultural developments on the coast of Peru during the Preceramic Period are incorrect on several counts. It is shown that the economics and technology of maritime subsistence of coastal Peru are more complex than previously thought, that the nutritional values of terrestrial versus maritime foods are debatable, that the dynamics of El Niño events are complex, and that maritime resources must still be seen as important for Preceramic Period economies. To quantify the ecological effects of predator populations, it is important to evaluate how population-level specializations are dictated by intra- versus inter-individual dietary variation. Coastal habitats contain prey from the terrestrial biome, the marine biome and prey confined to the coastal region. Such habitats have therefore been suggested to better support predator populations compared to habitats without coastal access. We used stable isotope data on a small generalist predator, the arctic fox, to infer dietary strategies between adult and juvenile individuals with and without coastal access on Iceland. Our results suggest that foxes in coastal habitats exhibited a broader isotope niche breadth compared to foxes in inland habitats. This broader niche was related to a greater diversity of individual strategies rather than to a uniform increase in individual niche breadth or by individuals retaining their specialization but increasing their niche differentiation. Juveniles in coastal habitats exhibited a narrower isotope niche breadth compared to both adults and juveniles in inland habitats, and juveniles in inland habitats inhabited a lower proportion of their total isotope niche compared to adults and juveniles from coastal habitats. Juveniles in both habitats exhibited lower intra-individual variation compared to adults. Based on these results, we suggest that foxes in both habitats were highly selective with respect to the resources they used to feed offspring, but that foxes in coastal habitats preferentially utilized marine resources for this purpose. We stress that coastal habitats should be regarded as high priority areas for conservation of generalist predators as they appear to offer a wide variety of dietary options that allow for greater flexibility in dietary strategies.  相似文献

围绕海洋工程项目建设中渔业资源损害补偿这一关键要素至今尚缺乏一致认可的统一标准这一核心问题,根据2015年11月、2016年5月在舟山近岸海域(29°20′—31°00′N、121°40′—123°00′E)开展80个站位的渔业资源拖网调查数据,结合历史资料和渔民访谈交流等,分别以是否为生产渔场、是否为鱼卵仔稚鱼聚集区以及渔业资源量数量分布状况,赋予不同海域的权重系数,将直接经济损害补偿与渔业生态服务价值补偿结合起来,提出渔业生态损害补偿标准核算思路,建立了围填海工程项目渔业生态损害的补偿补偿模型,并计算得出不同县(区)、乡镇的渔业生态损害补偿金标准。可在舟山近岸不同海域的渔业生态损害补偿金收缴实践中推广应用,也为建立我国海洋生态损害补偿机制提供技术支撑。  相似文献

In this paper, the normal and extreme wind conditions for power at 12 coastal locations along China’s coastline were investigated. For this purpose, the daily meteorological data measured at the standard 10-m height above ground for periods of 40–62 years are statistically analyzed. The East Asian Monsoon that affects almost China’s entire coastal region is considered as the leading factor determining wind energy resources. For most stations, the mean wind speed is higher in winter and lower in summer. Meanwhile, the wind direction analysis indicates that the prevalent winds in summer are southerly, while those in winter are northerly. The air densities at different coastal locations differ significantly, resulting in the difference in wind power density. The Weibull and lognormal distributions are applied to fit the yearly wind speeds. The lognormal distribution performs better than the Weibull distribution at 8 coastal stations according to two judgement criteria, the Kolmogorov–Smirnov test and absolute error (AE). Regarding the annual maximum extreme wind speed, the generalized extreme value (GEV) distribution performs better than the commonly-used Gumbel distribution. At these southeastern coastal locations, strong winds usually occur in typhoon season. These 4 coastal provinces, that is, Guangdong, Fujian, Hainan, and Zhejiang, which have abundant wind resources, are also prone to typhoon disasters.  相似文献

This paper presents a critical review of current social, economic and policy issues relevant to marine aquaculture (mariculture) in Europe. Tools for identifying the full range of social, economic and environmental issues that influence the sustainable development of mariculture are examined. Under present sectoral approaches to policy, investment, development planning and natural resources management, these issues continue to be treated in isolation. The four main challenges presented in this paper are: (i) how to create a more objective information base with which to assess the social, economic and environmental factors that condition the sustainability of mariculture; (ii) how to provide information from different disciplines in an easy to obtain and compatible format; (iii) how to better integrate knowledge and skills from different disciplines to create a holistic and robust framework for assessing options for mariculture development that integrates social, economic and environmental parameters; and (iv) the effective integration of these assessments into the formulation of policy, investment strategies, spatial plans and natural resources management for coastal areas. Specific issues that need to be addressed within the framework for the integrated evaluation of the economic, social and environmental parameters governing the sustainable development of mariculture include: ? development of more accurate information on the economic, social and environmental benefits and costs of well‐planned and managed mariculture; ? clearer definition of gaps in existing knowledge on factors critical to the sustainable and equitable development of mariculture; ? development of pro‐active consideration of the coastal land and water resource requirements of mariculture as part of strategic economic planning, spatial planning and natural resources management; ? the need for more equitable treatment of mariculture regarding rights of access to sites for development and use of resources; ? development of awareness among decision‐makers, planners, and managers from different sectoral agencies of the contribution that mariculture may make in promoting the sustainable use of coastal ecosystems; ? promotion of a shift in emphasis away from controlling the end use of resources and toward a more balanced approach to coastal development where emphasis is also given to maintaining the health and productivity of coastal ecosystems and the resources they generate that sustain different forms of activity, including mariculture.  相似文献

Abstract

The Pacific region is the most important producer of tropical tuna in the world. Three subregions account for the production: Pacific Latin America, the Pacific Islands region, and Southeast Asia. Prior to the UN Third Conference on the Law of the Sea, the Tuna Fisheries in the subregions were the preserve of developed distant water fishing nations. The situation has now been entirely reversed, with coastal state jurisdiction and control being realized in all three subregions. It is argued that American opposition to coastal state jurisdiction over tuna resources acted as a goad to the coastal states in Pacific Latin America and the Pacific Islands region in their quest for greater control over tuna resources. There are prospects of cooperation developing among the three Pacific subregional tuna producers. It is argued further that American action may have inadvertently accelerated the progress toward cooperation.  相似文献

The seas of Southeast Asia play an important role in the economy of the surrounding countries. The region's constantly expanding coastal population and development has made great demands on marine resources, with growing evidence seen in the further degradation of the marine environment and continued exploitation of living as well as non-living resources. Integrated coastal area management has never been considered in the past while environmental protection measures and policies have largely been at local or national levels. Implementation of regional study programmes less than 10 years ago and ratification of international as well as regional agreements aimed at protecting the marine environment in recent times indicate a more enlightened approach to the problem.  相似文献

Routes of aquatic allochthonous inputs (aquatic subsidies) to detrital food webs are studied, as is the effect of aquatic subsidies on the functional and taxonomic structure of soil invertebrate communities in coastal ecosystems. The study took place in the coastal zone of an oxbow lake of the Pra River in the Oka Reserve. The results indicate a strong dependence of soil animals in the coastal habitats on aquatic subsidies. Isotopic analysis shows that aquatic resources enter soil food webs not only via predators feeding on flying insects or aquatic prey, but also via saprophages decomposing organic debris of aquatic origin. The contribution of aquatic subsidies to the energy balance of soil invertebrates decreases rapidly with increasing distance from the lake. The fraction of aquatic carbon in tissues of collembolans and saprophages is negligible already a few meters from the water edge. The dependence of predatory invertebrates on aquatic resources can be traced at somewhat greater distance (tens of meters).  相似文献

Abstract

This article discusses some drawbacks of a universally applicable 200‐mile limit for seabed resources in terms of the artificial nature of this limit, the jeopardy to the proposed international regime to govern deep seabed resources, and the views of land‐locked and shelf‐locked countries. Given the uncertain political acceptability of a 200‐mile limit, a systems approach is suggested as a means of devising a compromise solution that would maximize the objectives of: respect of existing internationally agreed conventions; promotion of the rational development of deep seabed resources; provision of equitable distribution of seabed resources and provision of acceptable benefits to all major groups of countries. One possible solution would be to have the limit of coastal jurisdiction over seabed resources defined in terms of the continental margin coupled with a system for sharing the “take”; in the area between 12 miles and the limit of the margin. The share payable to the international seabed authority would increase progressively with the distance of exploitation from the coast but would be moderated by the relative income level of the coastal State.  相似文献

Great Lakes coastal wetlands provide important spawning and nursery habitat as well as abundant food resources for yellow perch (Perca flavescens). We examined multiple years of fyke-net data from wetlands along Lakes Huron and Michigan to describe yellow perch distribution in drowned river mouth (DRM) and coastal fringing systems. Principal components analysis and multi-response permutation procedures indicated that DRM wetlands (yellow perch CPUE = 0.2) were eutrophic systems that often exhibit high temperatures and periods of hypoxia, whereas coastal fringing wetlands (yellow perch CPUE = 32.1) were less productive. Among the coastal fringing systems, Saginaw Bay (Lake Huron), displayed characteristics of being more productive and had more yellow perch. Most yellow perch captured in Saginaw Bay were age-0, suggesting that it was an important nursery habitat. Among DRM ecosystems, we found that the downstream lake macrohabitats contained more yellow perch than upstream wetlands; however, there was no significant difference in abiotic characteristics to explain the higher catches in lakes. We hypothesize that yellow perch were more prevalent in wetlands with intermediate productivity during summer because these systems provide abundant food resources without the harsh conditions associated with highly eutrophic wetlands.  相似文献

The mangrove forest of Bangladesh, the largest continuous mangrove bulk, is one of the most important features of the coastal area of the country. The existence of the mangrove has increased the values of other coastal and marine resources such as the coastal and marine fisheries by increasing productivity and supporting a wide biological diversity. The deltaic mangrove of Bangladesh is ecologically different from the other, mostly nondeltaic mangroves of the world and is unique also in its floral and faunal assemblage; therefore, a number of endangered plants and animals that are extinct from other parts of the world, are existing in Bangladesh mangrove. However, the mangrove has been under intensive pressure of exploitation for the last few decades which, in addition to direct clearance and conversion have placed the mangrove under extreme threat. Shrimp farming is the most destructive form of resource use the mangrove has been converted to, which contributed significantly to mangrove destruction with a corresponding loss of biological resources. Concerns have been raised among the ecologists, biologists, managers and policy makers since the early 1990s; deliberate destruction of mangrove and unplanned development of coastal aquaculture particularly shrimp aquaculture have been put under extreme criticism and the sustainability has been questioned. The present status of the mangrove resources including mangrove fisheries and aquaculture and management practices have been reviewed in this paper; impacts of different forms of human interventions and resource use have also been discussed. It is suggested that the management options and the policy aspects should be critically reviewed and amended accordingly; beneficiaries and stakeholders at all levels of resource exploitation must take part and contribute to conservation and management. An immediate need for mangrove conservation has been identified.  相似文献

以厦门海湾生态服务功能逆向演变的历史过程为例,对该区域生态系统服务功能退化主要影响因素进行了分析。结果表明,不适当的围堤填海,过度的海洋资源开发,污染防治工程措施滞后于快速发展的区域开发,是造成海湾生态服务功能下降的重要原因。本文通过受损生态系统在长期的生态恢复过程中所付出的代价,证明生态系统资源的经济价值,进一步认识到人与环境协调发展的重要性。  相似文献

沿海地区是中国未来社会经济发展的重点区域,近年来沿海地区人地矛盾越来越突出,研究沿海地区土地承载力具有重要意义。针对以往评价中的不足,采用韦伯-费希纳定律确定指标评价标准;利用D-S证据理论进行主客观综合权重的计算,运用可变模糊集理论及模型对土地承载力进行综合评价,并以环渤海沿海地区进行实例分析。研究结果表明,2000—2011年,环渤海地区土地承载力整体呈持续上升趋势,但空间分布差异显著,天津、唐山、大连、盘锦、青岛、烟台、东营、威海土地承载力相对较高,锦州、营口、秦皇岛、滨州、潍坊、日照属于中等水平,沧州、丹东、葫芦岛四市土地承载力相对较低。可变模糊评价模型应用于土地承载力评价,计算简便,可操作性强,评价结果可信度高。  相似文献

海岸带生态系统服务识别、分类与制图是合理利用海岸带自然资源,协调海岸带开发与保护矛盾的重要基础。现有生态系统服务分类方法在海岸带应用存在一定的局限性。在前人研究的基础上,以我国城市化和工业化水平较高的粤港澳大湾区为研究区,对该区域海岸带生态系统服务进行识别、分类,并在此基础上使用地图大数据与遥感解译的土地利用数据对海岸带生态系统服务进行了制图。共识别出35种海岸带生态系统服务,并对其中的31种服务进行制图。结果表明,建立的这套方法能较为系统地展示粤港澳大湾区生态系统服务的类型及空间分布特征。具体而言,该区域供给服务和文化服务在城市中心区较为集中,而调节服务多分布于城市周边。对识别的生态系统服务进行综合叠加分析,可将研究区分为文化服务主体区、供给服务主体区、调节服务主体区。建立的海岸带生态系统服务识别、分类体系和制图方法可操作性强,能为我国海岸带生态系统的保育、修复和重建提供科学基础。  相似文献
