The field of education in the United States is in a period of unprecedented change. Educators in all disciplines are challenged to understand and respond to the waves of reform sweeping over the national education landscape. Linking these reforms to meaningful outcomes that will produce more rigorous and effective measures of quality and performance in our schools is an ongoing goal for all educators as they work to respond to calls for educational reform. Changes in the general field of education have direct implications for arts education policy and practice. Arts educators find themselves in the position of making sense of these landmark reforms and changes in the context of arts education and determining what courses of action and responses they should pursue on the road to meaningful reform. This report provides an overview of a selected number of contemporary developments in the general field of education, brief summaries of consequential studies and education-related reports, and an examination of some policy issues these developments and reports raise for arts educators as they work to shape the future landscape of arts education.  相似文献

Editor's Note: This article is the third contribution to AEQ's new feature section, Reflections on the Field, which offers concise, scholarly, reflective articles on key moments, developments, ideas, and individuals in the field of educational anthropology. Here, Richard H. Thompson draws upon ethnographic research, the history of anthropology, and the literatures on multiculturalism and bilingualism and biculturalism to argue that neither multiculturalism nor multicultural education can mitigate the assimilationist and racializing costs that Eurocentrism poses for immigrants and minoritized groups. He proposes instead a sweeping policy of bilingual and bicultural education for all students on the grounds that the education of anthropologists can serve as a model for an educational anthropology that effectively addresses our foundational disciplinary goals.  相似文献

ABSTRACT

While policy formation frameworks are commonly used to understand public policy developments, scholars rarely have used them to reflect on arts education policies. Such analysis is important because it can assist both in identifying the genesis of past policies, including who the important actors are, how issues are framed and problematized, and how specific solutions are designed, as well as how to interpret unfolding policies. In this article, I review three prominent policy frameworks: Kingdon's “multiple streams framework,” Sabatier and Jenkins-Smith's “advocacy coalition framework,” and Baumgartner and Jones' “punctuated equilibrium framework.” After reviewing the frameworks, I address the following questions: (a) How would these conceptual frameworks predict arts education policy development to proceed? (b) How would these conceptual frameworks explain constituents and coalitions that affect the arts education policy sphere? (c) How would these conceptual frameworks illuminate precipitating events that drive the policy development process? I apply the frameworks to several instances of arts education policy development, including the formal designation of the arts as a core subjects under the Goals 2000: Educate America Act of 1994 (P.L. 103-227), the development of the 2014 National Core Arts Standards, and music's enumeration in the Every Student Succeeds Act of 2015. Because these three policy issues differ in important ways, they can help to illuminate the breadth of arts education policy.  相似文献

This article examines the history of art education in Turkey. Since the beginning, the purposes of the arts and art education have been a point of discussion by various authorities. Whether art education should be taught, and how it needs to be taught, have been at the forefront of educationalists' minds. As a result, introducing certain models of art education has been a challenge. The objective of this article is to present the changes in art education since the 19th century in Turkey. The main focus is on art education practices and policies and an overview of key events in Turkey's history of art education. The article also presents issues related to the importance of visual arts education in Turkish primary school settings. In so doing, this research aims to show readers how past developments helped to create the current visual art education policy in Turkey.  相似文献

In the years between the world wars, music education in Germany prospered, because successful policy made constructive cooperation among relevant institutions and representatives possible. The situation today is very different. Many music educators and researchers are not aware that policies affect them; nor do they see themselves as active participants in policymaking. This article discusses the conflicting forces in society and in the education system that are responsible for this: the precarious relationship of youth music culture and music education; the continuing decline of music education in the schools, which is concealed by media-supported events; the seeming irrelevance of music education content and methods to students; a lack of consensus in society about the core content of music education; and the ineffectiveness of the argument for the educational benefits of music education in policymaking. As a result of these forces, Germany lacks both theories and research on music education policy. This article argues that music is a diverse practice that manifests itself as many different practices in various contexts. Thus, the center of music education policy must be the people dealing with music and their varied musical practices, rather than musical works and their dissemination. As a consequence, music education policy needs to be shaped in ways appropriate to the diversity of musical practices and the various contexts of music education.  相似文献

Critical approaches to policy analysis, although common in general education, are rare in arts education literature. By adopting critical approaches, researchers can produce scholarship that will be transformative for policies that impact arts education and for the profession as a whole. In this article, I present a framework that allows researchers to incorporate critical theory into policy analysis. This ideological work can expose sources of power and help reveal the ways in which the targets of policy are complicit in their own domination. Adopting this framework, I examine the well-rounded education provision of the Every Student Succeeds Act of 2015 to better understand the policy's origins, its development, and the potential implications for music education.  相似文献

Current developments in biomedicine are presenting us with difficult ethical decisions and raising complex policy questions about how to regulate these new developments. Particularly vexing for governments have been issues related to human embryo experimentation. Because some of the most promising biomedical developments, such as stem cell research and nuclear somatic transfer, involve such experimentation, several international bodies have drafted documents aimed to provide guidance to governments when developing biomedical science policy. Here I focus on two such documents: the Council of Europe's Convention for the Protection of Human Rights and Dignity of the Human Being and the Additional Protocol to the Convention for the Protection of Human Rights and Dignity of the Human Being. I argue that by using human dignity as a criterion to determine the permissibility of particular human embryo research practices, these documents cannot aid in identifying research that would be contrary to human dignity. Thus, they fail to guide public policy on embryo experimentation. Their use of human dignity as a criterion makes their task of offering guidance unfeasible because the concept as used in these documents is too vague and is applied in contradictory ways. I discuss the main goals of these documents and their claims in relation to human embryo research. I then discuss how they have influenced public policy in several countries. Finally, I show that although these Council of Europe treaties attempt to serve as public policy guides in the area of embryo research, they fail to do so.  相似文献

Policy can be a useful tool for effecting change, but policy analysis, which shapes policy development, has been underused in music education research. This paper demonstrates how Bardach's (2000) Eightfold Path can be used to develop solutions to problems in music education. Some have argued that school music programs do not prepare students to engage musically in today's society. To develop alternative solutions and project their outcomes, I analyze several current and past efforts to redefine music education and secure its place in the curriculum. Several alternatives, which include revising the National Standards, developing a national curriculum, improving professional development, and reconceiving advocacy, are evaluated, and policy recommendations are made that will enable the profession to redefine music education to better serve today's students.  相似文献

Increasingly, graduate medical education (residency training) is being proposed as a policy instrument to reform the traditional manpower problems of distribution of physicians. This article suggests why graduate medical education has become the latest policy device in the decades-old effort to rectify physician imbalances, and it discusses the potential for reform contained in this approach. It then presents a number of problems that will probably hinder the effective implementation of such policy and concludes that future federal policy directives are uncertain.  相似文献

An education reform policy and inclusive education policy have been implemented in Hong Kong for over a decade. As more students with special educational needs have entered the mainstream education system under these policies, Hong Kong's primary music classrooms offer a site where three policies interact—the education reform policy entitled “Learning to Learn,” the policy of inclusive education, and the undeclared “policy” of making savings in the government budget. This article seeks to explore the results of the interaction of these three policies. A qualitative study was carried out to investigate the views of Hong Kong primary school music teachers on the policy of inclusion in relation to music teaching. Insufficient support in inclusive learning in “non-core” subjects, such as music, is evidenced.  相似文献

In 2010, EFOMP issued Policy Statement No. 12: “The present status of Medical Physics Education and Training in Europe. New perspectives and EFOMP recommendations” to be applied to education and training in Medical Physics within the context of the developments in the European Higher Education Area arising from the Bologna Declaration and with a view to facilitate the free movement of Medical Physics professionals within Europe. Concurrently, new recommendations regarding qualifications frameworks were published by the European Parliament and Council which introduced new terminology and a new qualifications framework – the European Qualifications Framework (EQF) for lifelong learning. In addition, a new European directive involving the medical use of ionizing radiations and set to replace previous directives in this area was in the process of development. This has now been realized as Council Directive 2013/59/Euratom of 5 December 2013 which has repealed directive 97/43/Euratom. In this regard, a new document was developed in the context of the EC financed project "European Guidelines on the Medical Physics Expert" and published as RP174. Among other items, these guidelines refer to the mission statement, key activities, qualification framework and curricula for the specialty areas of Medical Physics relating to radiological devices and protection from ionizing radiation. These developments have made necessary an update of PS12; this policy statement provides the necessary update.  相似文献

Contemporary American education policy rhetoric is problematic because its authors’ assertions, particularly those about the goals of education, frequently conflict with their implied moral and/or ethical commitments. This philosophical policy analysis uses Appiah's cosmopolitan principles to examine the ethical implications of current education and music education policy discourse and practice. While education policy rhetoric promoting the fulfillment of basic human needs through employment aligns with one aspect of the cosmopolitan principle of universal concern, policy makers’ assertions about unbridled economic competition contradicts cosmopolitans’ concern for all individuals. Contemporary education and music education policies that enable teachers to have freedom in selecting content and instructional practices reinforce the cosmopolitan principle of respect for legitimate difference, but discourse and action emphasizing standardization, including standardized outcomes, conflicts with the cosmopolitanism. Four recommendations are offered: use cosmopolitan ethics as a means of framing agreement or dissatisfaction with contemporary education policies; implement parts of the National Core Music Standards in ways that promote standards without standardization; advocate for the aspects of the Opportunity-To-Learn Standards for Music Instruction; consider how music educators’ day-to-day practices interface with the cosmopolitan ethics.  相似文献

The need for music educators to become more actively involved in policy issues, including analysis, design, implementation, and research, is critical to the future of music education. Bridging the gap between policy and practice requires a collaborative effort among music professionals. This article explores the inclusive use of policy studies in a music teacher education curriculum within a school-university partnership context. The process of creating a secondary instrumental music partnership is used to illustrate specific examples of how policy can be included in music teacher education programs. I demonstrate how the partnership created a curricular opportunity for preservice music teachers to investigate policy in an authentic context. Planning time, curricular scope and sequence, and the negative impacts of the curricular incorporation of policy on the self-efficacy of the preservice music teachers emerged as concerns for future consideration and review. Serve-and-return interactions between a young child and caregiver are cited as integral to healthy child development and language development. In this article, the authors assert that serve-and-return interactions offer a relevant model for policy development in early childhood music education. They share contemporary evidence that music learning and development begins in the womb, continues during infancy, and needs to be prioritized in preschool and early elementary years. Next, they trace the policy landscape for early childhood education and music education in the United States since 2008. Although the landscape has remained stark, the authors offer recent glimmers of possibilities and conclude with actionable steps for improving early childhood music education policies.  相似文献

Because of education reform policy and misconceptions about artistry and artistic assessment, visual art education remains in the margins of high school education. One response to the lack of supportive arts education policy is the Advanced Placement (AP) Studio Art Program, a visual arts assessment at the high school level that engages large numbers of students in rigorous art experiences. This article reviews the structure and characteristics of the AP portfolio assessment as a basis for critique and policy analysis. At issue are the reliability of this assessment's measurements and its level of credibility with key constituencies. These concerns are especially relevant in a testing culture in which objective evaluations are highly regarded and art education programs are often threatened. The authors suggest possibilities for future research and policy recommendations for secondary art education.  相似文献

This article discusses how biographical materials may be used in youth arts education projects to develop new methodologies and approaches that can stimulate artistic and social intervention in contemporary urban communities, thus changing the field of arts education policy at the community level. Through their creation of Artistic Society Projects, a group of young people from the arts education project Bando à Parte: Youth Cultures, Arts and Social Inclusion (O Teatrão, Coimbra, Portugal) have created a voice that may be used to transform their own communities. The starting points for this transformation are the young peoples’ biographical paths. The influence of youth on education policy may be strategically understood in the context of formal and nonformal school curricula. How can youth use their biographies to develop specific contributions both to change in individual behaviors and to social change in urban communities, influencing arts education policies to instigate action? The exploration of these processes through the work of artistic creation, inspired by collected biographical materials, represents a contribution to ongoing reflection on the issues of memory, identity, youth resistance, and community change in urban settings, influencing the ways in which arts education policy is understood and implemented.  相似文献

Pan-European Ecological Networks make a major contribution to the overall effort to protect, maintain and enhance biodiversity; the concept has gained significant political support over the last decade and a half. A platform now exists for: increased integration of ecological networks into the cross-sectoral policy agenda; research into their contribution to ecosystem services and mitigation and adaption for climate change; and an increase in the availability of information about practical delivery.
