As marine systems are threatened by increasing human impacts, mechanisms to maintain biodiversity and ecosystem functions and services are needed. Protecting areas of conservation importance may serve as a proxy for maintaining these functions, while also facilitating efficient use and management of limited resources. Biodiversity hotspots have been used as surrogates for spatial conservation importance; however, as many protected areas have been established opportunistically and under differing criteria, it is unclear how well they actually protect hotspots. We evaluated how well the current protected area network and priority areas selected through previous systematic conservation planning exercises preserve biodiversity hotspots in the Gulf of California, Mexico. We also determined spatial congruence between biodiversity hotspots based on different criteria, which may determine their ability to be used as surrogates for each other. We focus on the Gulf of California because it is a megadiverse system where limited information regarding species diversity and distribution has constrained development of strategies for conservation and management. We developed a species occurrence database and identified biodiversity hotspots using four different criteria: species richness, rarity, endemism, and threatened species. We interpolated species occurrence, while accounting for heterogeneous sampling efforts. We then assessed overlap of hotspots with existing protected areas and priority areas, and between hotspots derived by distinct criteria. We gathered 286,533 occurrence records belonging to 12,105 unique species, including 6388 species identified as rare, 642 as endemic, and 386 as threatened. We found that biodiversity hotspots showed little spatial overlap with areas currently under protection and previously identified priority areas. Our results highlight the importance of distinct spatial areas of biodiversity and suggest that different ecological mechanisms sustain different aspects of diversity and multiple criteria should be used when defining conservation areas.  相似文献

Marine biodiversity can be protected by identifying vulnerable species and creating marine protected areas (MPAs) to ensure their survival. A wide variety of methods are employed by environmental managers to determine areas of conservation priority, however which methods should be applied is often a subject of debate for practitioners and scientists. We applied two species vulnerability assessments, the International Union for the Conservation of Nature (IUCN) red list of threatened species and FishBase’s intrinsic vulnerability assessment, to fish communities in three coastal habitats (mangrove, rocky and coral) on the island of San Cristobal, Galapagos. When using the IUCN red list of threatened species, rocky reefs hosted the greatest number of vulnerable species, however when applying the FishBase assessment of intrinsic vulnerability mangroves hosted the greatest abundance of ‘very-highly’ vulnerable species and coral ecosystems hosted the greatest abundance of ‘highly’ vulnerable species. The two methods showed little overlap in determining habitat types that host vulnerable species because they rely on different biological and ecological parameters. Since extensive data is required for IUCN red list assessments, we show that the intrinsic vulnerability assessment from FishBase can be used to complement the IUCN red list especially in data-poor areas. Intrinsic vulnerability assessments are based on less data-intensive methods than the IUCN red list, but nonetheless may bridge information gaps that can arise when using the IUCN red list alone. Vulnerability assessments based on intrinsic factors are not widely applied in marine spatial planning, but their inclusion as a tool for forming conservation strategies can be useful in preventing species loss.  相似文献

Traditionally, biodiversity conservation gap analyses have been focused on governmental protected areas (PAs). However, an increasing number of social initiatives in conservation (SICs) are promoting a new perspective for analysis. SICs include all of the efforts that society implements to conserve biodiversity, such as land protection, from private reserves to community zoning plans some of which have generated community-protected areas. This is the first attempt to analyze the status of conservation in Latin America when some of these social initiatives are included. The analyses were focused on amphibians because they are one of the most threatened groups worldwide. Mexico is not an exception, where more than 60% of its amphibians are endemic. We used a niche model approach to map the potential and real geographical distribution (extracting the transformed areas) of the endemic amphibians. Based on remnant distribution, all the species have suffered some degree of loss, but 36 species have lost more than 50% of their potential distribution. For 50 micro-endemic species we could not model their potential distribution range due to the small number of records per species, therefore the analyses were performed using these records directly. We then evaluated the efficiency of the existing set of governmental protected areas and established the contribution of social initiatives (private and community) for land protection for amphibian conservation. We found that most of the species have some proportion of their potential ecological niche distribution protected, but 20% are not protected at all within governmental PAs. 73% of endemic and 26% of micro-endemic amphibians are represented within SICs. However, 30 micro-endemic species are not represented within either governmental PAs or SICs. This study shows how the role of land conservation through social initiatives is therefore becoming a crucial element for an important number of species not protected by governmental PAs.  相似文献

We summarise the main issues related to Community-Based Natural Resource Management which were discussed at an International Workshop organized in Niamey, Niger, in March 2008. The objective of the workshop was to compare and contrast different development-oriented biodiversity conservation and natural resource management approaches as they exist across Africa. These approaches were explored following (1) the fundamentals of natural resource management in relation to local development and livelihoods and (2) the multi-functional nature of land use. The major topics subject to debate were the dichotomy between strictly protected areas and conservation areas including human activities; the importance of legitimate, people-centred conservation, as opposed to legal (drawn from the law) conservation; the key role of market instruments, participatory approaches, interdisciplinarity and local governance; and finally the strong relationships between agriculture and biodiversity conservation, especially at landscape level. We then provide a short summary of the 12 papers addressing the above topics and selected for the Special Issue of Biodiversity and Conservation on “Natural Resource Management and Local Development” (Vol xx, No xx, 2009).  相似文献

Despite the increasing number of scientific papers on the subject, conservation planning has failed to actively prioritise the creation of new protected areas. Strategies proposed to increase the creation of new protected areas based on conservation plans include broad stakeholder participation in decision-making processes in order to include their concerns and facilitate social acceptance of proposed actions. However, there are controversial views about the effectiveness of stakeholder participation. The quality of the decision depends both on the information used by stakeholders and on how it is used, so it is necessary to evaluate both these aspects of a decision-making process. Threats are intrinsically related to conservation decisions because they are more easily understood by people than biodiversity values, and they can affect both decisions and outcomes of conservation actions. This article analyses how information about threats was used in the decision-making process conducted by the Brazilian Government in 2006 to indicate priority areas for the conservation of the Amazon biome. We first verified the consistency of the information on threats attributed by stakeholders to these new priority areas, and then assessed whether the existence, levels and types of threats influenced the choice of areas for conservation. The results showed that there were some successes in recognising threats, but also many inconsistencies, especially in assigning levels of intensity for some types of threats such as fishing. The decision-making process also did not fully use available information to indicate areas for conservation. The lack of understanding on the motivation behind these inconsistencies could suggest the presence of political opportunism. A more quantitative approach to assigning priorities is needed: one that is less dependent on the individual input of stakeholders and more accurately reflects the actual emergency status of proposed areas. This indicates that greater effort should be allocated to combining a participatory approach with a robust decision support system.  相似文献

Given the increasing anthropogenic pressures on forests, the various protected areas—national parks, sanctuaries, and biosphere reserves—serve as the last footholds for conserving biological diversity. However, because protected areas are often targeted for the conservation of selected species, particularly charismatic animals, concerns have been raised about their effectiveness in conserving nontarget taxa and their genetic resources. In this paper, we evaluate whether protected areas can serve as refugia for genetic resources of economically important plants that are threatened due to extraction pressures. We examine the population structure and genetic diversity of an economically important rattan, Calamus thwaitesii, in the core, buffer and peripheral regions of three protected areas in the central Western Ghats, southern India. Our results indicate that in all the three protected areas, the core and buffer regions maintain a better population structure, as well as higher genetic diversity, than the peripheral regions of the protected area. Thus, despite the escalating pressures of extraction, the protected areas are effective in conserving the genetic resources of rattan. These results underscore the importance of protected areas in conservation of nontarget species and emphasize the need to further strengthen the protected-area network to offer refugia for economically important plant species.  相似文献

Bats are considered important bioindicators and deliver key ecosystem services to humans. However, it is not clear how the individual and combined effects of climate change and land-use change will affect their conservation in the future. We used a spatial conservation prioritization framework to determine future shifts in the priority areas for the conservation of 169 bat species under projected climate and land-use change scenarios across Africa. Specifically, we modelled species distribution models under four different climate change scenarios at the 2050 horizon. We used land-use change scenarios within the spatial conservation prioritization framework to assess habitat quality in areas where bats may shift their distributions. Overall, bats’ representation within already existing protected areas in Africa was low (∼5% of their suitable habitat in protected areas which cover ∼7% of Africa). Accounting for future land-use change resulted in the largest shift in spatial priority areas for conservation actions, and species representation within priority areas for conservation actions decreased by ∼9%. A large proportion of spatial conservation priorities will shift from forested areas with little disturbance under present conditions to agricultural areas in the future. Planning land use to reduce impacts on bats in priority areas outside protected areas where bats will be shifting their ranges in the future is crucial to enhance their conservation and maintain the important ecosystem services they provide to humans.  相似文献

生物多样性保护对维持城市生态系统功能具有重要意义。以39种厦门市重点保护植物为对象,通过物种分布模型MaxENT获得物种潜在分布栅格图,利用空间保护优先化定量工具Zonation软件识别理论上既适宜重点保护植物生存又能够保证景观连通性的区域,获得本地重点保护植物景观保护等级。根据2020年全球生物多样性目标,将景观保护等级最高的17%区域视为多物种空间优先保护区,结合Zonation模型生成的随景观丧失物种加权灭绝风险曲线,将保护等级最高的8%区域划为一级保护区,保护等级在8%-17%范围内的区域划为二级保护区。利用MaxENT模型中的jackknife刀切法发现海拔是对本地重点保护植物分布影响最大的环境因子,优先保护区集中分布于海拔较低的海岸带区域。将优先保护区与自然保护地建设现状、厦门市生态功能区规划、土地利用规划、城市总体规划对比发现厦门市岛外西部、北部的优先保护区得到了较好保护;岛外的西南部及东南部、岛内的东部及南部海岸带的优先保护区被建设用地大规模占用,已纳入自然保护地范围的区域较少,存在大量的海岸带优先保护区保护空缺;岛外东南部的部分优先保护区虽未被占用,但规划中属发展备用地,缺乏生态保护。为避免优先保护区面积的进一步萎缩,应重点关注海岸带区域优先保护区的生态保护,将目前属于发展备用地的优先保护区转划为生态留白空间,针对一级、二级优先保护区分别实施刚性和弹性的生态保育措施,在保护生物多样性的同时,严控对海岸带区域优先保护区的进一步开发利用,协调优先保护区内保护与开发利用间的关系。  相似文献

Ongoing climate change may undermine the effectiveness of protected area networks in preserving the set of biotic components and ecological processes they harbor, thereby jeopardizing their conservation capacity into the future. Metrics of climate change, particularly rates and spatial patterns of climatic alteration, can help assess potential threats. Here, we perform a continent‐wide climate change vulnerability assessment whereby we compare the baseline climate of the protected area network in North America (Canada, United States, México—NAM) to the projected end‐of‐century climate (2071–2100). We estimated the projected pace at which climatic conditions may redistribute across NAM (i.e., climate velocity), and identified future nearest climate analogs to quantify patterns of climate relocation within, among, and outside protected areas. Also, we interpret climatic relocation patterns in terms of associated land‐cover types. Our analysis suggests that the conservation capacity of the NAM protection network is likely to be severely compromised by a changing climate. The majority of protected areas (~80%) might be exposed to high rates of climate displacement that could promote important shifts in species abundance or distribution. A small fraction of protected areas (<10%) could be critical for future conservation plans, as they will host climates that represent analogs of conditions currently characterizing almost a fifth of the protected areas across NAM. However, the majority of nearest climatic analogs for protected areas are in nonprotected locations. Therefore, unprotected landscapes could pose additional threats, beyond climate forcing itself, as sensitive biota may have to migrate farther than what is prescribed by the climate velocity to reach a protected area destination. To mitigate future threats to the conservation capacity of the NAM protected area network, conservation plans will need to capitalize on opportunities provided by the existing availability of natural land‐cover types outside the current network of NAM protected areas.  相似文献

Although there is high potential for conservation of species outside protected areas, it is often neglected in researches and conservation programs. Protected species are legally protected even outside the protected areas and can be flagships for conservation in these areas, but their conservation aspects in these areas are poorly studied. We studied conservation aspects of a poorly known species, Yellow Monitor (Varanus flavescens), which is protected in most of its range countries, outside the protected areas in the Far-western lowlands of Nepal. We studied people's relationship, attitudes and threats to the species through questionnaire survey with adults and children in Parasan Village Development Committee of Kanchanpur District. We found that most of the adults were unaware about the protected status and importance of the species, and both adults as well as children killed the species. The study revealed that most of the killing occurred in agricultural land and children were more responsible for the killing than the adults. We found that monsoon vacation in schools increased the threat to the species. Our study revealed that fear from the species was the main reason and use of the species as food, medicine and hide were other reasons for killing of the species by adults. Low awareness was the major reason behind the killing by children as most of the killing was not related to any good reasons. We estimated that 87 individuals of the species could have been killed in the area in that year. Based on available evidences, we recommend further studies to predict the vulnerability of the species. Our study suggests that raising awareness among locals about its legal status and importance is the simple and efficient measure for the conservation of the species as well as for conserving other protected species outside the protected areas.  相似文献

The complexity of nature conservation raises questions about biodiversity protection at the level of species as well as their spatial distribution between differently designated nature conservation areas. We have concentrated on comparison of the existing protected areas and recently established conservation initiative areas—Important Plant Areas. We have estimated how well these areas support the protection of two plant groups—bryophytes and vascular plants. We sought answers to the following questions: (a) are there any trends in the distribution of protected bryophyte and vascular plant species in the protected areas network, and (b) does the Important Plant Areas network promote better protection of bryophyte species compared with the existing protected areas network. Our results demonstrated that bryophytes need special care in nature conservation decisions to reach the reasonable conservation target. Important Plant Areas that were targeted to vascular plants have less importance in preserving bryophyte diversity than already existing conservation areas system. Conservation programs like IBA, IPA etc. have their specific tool and outcome to add conservation values to the existing protected areas system.  相似文献

While protected areas are a key component of the global conservation strategy, quantitative demonstrations of their positive ecological performance, meaning the extent to which they conserve the biodiversity features they were designated for, is broadly lacking. This commentary presents the emerging field of impact of evaluation of protected areas, with a focus on establishing their ecological performance. It highlights recent advances in protected area evaluations and explores the challenges remaining in developing a more credible evidence base to demonstrate the biodiversity conservation benefits of protected areas.  相似文献

Landscape-scale approaches to conservation stem largely from the classic ideas of reserve design: encouraging bigger and more sites, enhancing connectivity among sites, and improving habitat quality. Trade-offs are imposed between these four strategies by the limited resources and opportunities available for conservation programmes, including the establishment and management of protected areas, and wildlife-friendly farming and forestry. Although debate regarding trade-offs between the size, number, connectivity and quality of protected areas was prevalent in the 1970–1990s, the implications of the same trade-offs for ongoing conservation responses to threats from accelerating environmental change have rarely been addressed. Here, we reassess the implications of reserve design theory for landscape-scale conservation, and present a blueprint to help practitioners to prioritise among the four strategies. We consider the new perspectives placed on landscape-scale conservation programmes by twenty-first century pressures including climate change, invasive species and the need to marry food security with biodiversity conservation. A framework of the situations under which available theory and evidence recommend that each of the four strategies be prioritized is provided, seeking to increase the clarity required for urgent conservation decision-making.  相似文献

Given the heavy reliance placed on and investment in protected areas for biological conservation, there has been much debate as to how effective these are in representing biodiversity features within their boundaries. The majority of studies addressing this issue have been conducted on a regional or national basis, precluding a broad picture of patterns of representation at the species level. We present a global assessment of the representation of the terrestrial geographic ranges of complete taxonomic groups: all known extant amphibians, birds and mammals (20,736 species) within the current global system of protected areas. We conclude that it is necessary substantially to improve the levels of coverage of the geographic ranges of the majority of species, even the widespread ones. This is particularly true for rare species, which might be assumed to be foci for protected area systems. To improve on the low levels of coverage of vertebrate ranges attained by the existing areas, key regions should be targeted, but heavy reliance will also have to be placed on approaches to sustaining populations in the wider, unprotected landscape.  相似文献

Protected areas are essential conservation tools for mitigating the rapid decline of biodiversity. However, climate change represents one of the main challenges to their long-term effectiveness, as it induces rapid changes in the geographical distribution of many species. We used ecological niche modelling to predict the impacts of climate change on the distribution of five endemic owls in the Atlantic Forest and evaluated the effectiveness of the protected areas network for their conservation. The results indicate that the protected areas network is currently effective in terms of representativeness for most species; however, there will be a decline for all species in the coming decades because of climate change. We found that the ecoregions in the northern part of the Atlantic Forest will experience a higher loss of species, whereas those ecoregions in the southern part will be important stable climatic refuges in the future. Therefore, we emphasize the need to complement the network of protected areas to increase their representativeness in the distribution of species that will be affected by climate change, reducing species loss and increasing connectivity between suitable areas. We hope the results presented herein will serve as a basis for decision-makers to re-evaluate and improve current conservation policies and decisions in order to address the challenges posed by climate change and secure the survival of these species.  相似文献

Evaluating the effectiveness of protected areas for sustaining biodiversity is crucial to achieving conservation outcomes. While studies of effectiveness have improved our understanding of protected‐area design and management, few investigations (< 5%) have quantified the ecological performance of reserves for conserving species. Here, we present an empirical evaluation of protected‐area effectiveness using long‐term measures of a vulnerable assemblage of species. We compare forest and woodland bird diversity in the Australian Capital Territory over 11 yr on protected and unprotected areas located in temperate eucalypt woodland and matched by key habitat attributes. We examine separately the response of birds to protected areas established prior to 1995 and after 1995 when fundamental changes were made to regional conservation policy. Bird diversity was measured in richness, occurrence of vulnerable species, individual species trajectories and functional trait groups. We found that protected areas were effective in maintaining woody vegetation cover in the study region, but were less effective in the protection of the target bird species assemblage. Protected areas were less species rich than unprotected areas, with significant declines in richness across sites protected prior to 1995. Small, specialised and vulnerable species showed stronger associations with unprotected areas than protected areas. Our findings indicate that recently established reserves (post‐1995) are performing similarly to unprotected woodland areas in terms of maintaining woodland bird diversity, and that both of these areas are more effective in the conservation of woodland bird populations than reserves established prior to 1995. We demonstrate that the conservation value of protected areas is strongly influenced by the physical characteristics, as well as the landscape context, of a given reserve and can diminish with changes in surrounding land use over time. Both protected areas and off‐reserve conservation schemes have important roles to play in securing species populations.  相似文献

Despite the prevalence of protected areas, evidence of their impacts on people is weak and remains hotly contested in conservation policy. A key question in this debate is whether socioeconomic impacts vary according to social subgroup. Given that social inequity can create conflict and impede poverty reduction, understanding how protected areas differentially affect people is critical to designing them to achieve social and biological goals. Understanding heterogeneous responses to protected areas can improve targeting of management activities and help elucidate the pathways through which impacts of protected areas occur. Here, we assessed whether the socioeconomic impacts of marine protected areas (MPAs)—designed to achieve goals for both conservation and poverty alleviation—differed according to age, gender or religion in associated villages in North Sulawesi, Indonesia. Using data from pre-, mid- and post-implementation of the MPAs for control and project villages, we found little empirical evidence that impacts on five key socioeconomic indicators related to poverty differed according to social subgroup. We found suggestive empirical evidence that the effect of the MPAs on environmental knowledge differed by age and religion; over the medium and long terms, younger people and Muslims showed greater improvements compared with older people and Christians, respectively.  相似文献

Protected areas are considered as an essential strategy to halt the decline of biodiversity. Ecological representation in protected areas is crucial for assessment on the progress toward conservation targets. Although China has established a large number of protected areas since the 1950s, ecological representation of protected areas is poorly understood. Here, we performed the complementarity analysis to evaluate ecological representation of protected areas in China. We used a database of the geographical distribution for 10,396 woody plant species, 2,305 fern species, 406 amphibian species, 460 reptile species, 1,364 bird species, and 590 mammal species from 2,376 counties across China. We identified complementary sets of counties for all species or threatened species of plant and vertebrate species using a complementarity algorithm. We evaluated ecological representation of 3,627 protected areas and discerned conservation gaps by comparing the distribution of protected areas with complementary sets. The results show that the spatially representative and complementary sites for biodiversity are poorly covered, and a fairly large proportion of protected areas is not designed to efficiently represent biodiversity at the national scale. Our methodology can serve as a generic framework for assessment on ecological representation of protected areas at the national scale.  相似文献

Local communities often conserve nearby natural areas to support recreational activities and other benefits these areas provide. Areas protected by local communities could contribute to wider efforts to achieve large-scale conservation goals, such as biodiversity protection, provided the ecological conditions on-site are compatible with achieving these goals. To explore the potential contribution of locally established protected areas, we focus on areas protected by local communities in California, USA, using ballot initiatives, a form of direct democracy. We compare the ecological condition of wooded habitat on protected areas funded by local communities through the ballot box to that of similar habitats on protected areas funded by a state conservation agency. As an indicator of ecological condition, we focus on coverage by exotic plant species. We examine whether protected area characteristics or aspects of human-mediated onsite disturbance related to recreational use explain exotic plant cover found on each type of protected area. Exotic plant cover did not differ between areas protected by local communities and those protected by our larger scale conservation actor. Instead, elevation was the best predictor of exotic plant cover. Our results suggest protected areas established by local communities may be in no worse a condition than those established by a state public agency and warrant inclusion when tracking progress towards large-scale conservation goals for protected areas.  相似文献

Protected areas are the core units for preserving habitats and ecological processes. Yet in most regions of the world their geographic, categorical, and institutional evolution remains poorly understood. Here, we report on changes in protected areas in the Southwestern US from 1890 to 2005. Our analysis used the dates of protection of individual parcels in the region to analyze changes by: (a) designating authority (e.g., congressional, administrative), (b) managing agency, (c) protected area types (e.g., wilderness), (d) elevation, (e) ecoregion, and (f) land cover class. In the 1990s, protected area additions tripled compared with the previous decade. Bureau of Land Management (BLM) managed the most protected area after 1990, surpassing that of the US Forest Service. Prior to 1990, most protected areas were found at high elevations, but more recent additions occurred at lower elevations. Land cover types represented in protected areas changed significantly over the last century, with protected areas in forest and woodland systems added prior to 1930 and shrubland, steppe, and savanna systems added after 1980. Additions by BLM occurred mostly by administrative designation. These areas are not permanently protected and so do not provide the level of protection afforded other additions. However these additions are critical for conservation of biodiversity across the region because they occur at elevations and in ecoregions and land cover types that are minimally protected otherwise. Our analysis yielded new insights about permanency, level of protection, and spatial distribution of protected areas, characteristics critical for biodiversity conservation.  相似文献
