Can native title, across remote, rural and urban settings, complement and overlap with current and future Australian senses of belonging? This is to explore a form of cultural coexistence that is potentially in tension with a sharp and mutually exclusive categorical distinction between those who embrace Indigenous identity and others. Can such cultural coexistence reinforce legal and economic achievements of land justice for the Indigenous minority yet also contribute to rich senses of place and belonging across the broader Australian society? While anthropology as a social science has a substantial and important practical research role in negotiations for, and outcomes of, particular native title claims, a further challenge is understanding the extent to which post‐claim coexisting identities and interests might enrich Australia's trajectory in resolving legacies of colonialism.  相似文献

Claimants and industry professionals frequently view conflict that arises in the course of a native title claim as a detriment to timely claims resolution. I argue instead that disputation itself may constitute an integrative social process through which participants define, delimit and reproduce community. I show also how ethnographic analysis of disputation can provide useful insights into broader social and cultural practices and normative value systems. Drawing on theoretical and methodological concerns with human agency and the integrative and constitutive role of conflict that challenges consensus models of community, I develop a practice‐centred approach that is attentive to the ways that participants in a dispute articulate and contest the definition of community. The possibility of viewing 'culture' and group cohesion as contingent and emergent through disputation should assist anthropologists working in the native title field to incorporate conflict as a productive aspect of social and cultural practice.  相似文献

The transition of Australian Aborigines from a diet based on hunting and gathering to an essentially Western diet has been proceeding for almost 200 years, but in some regions was greatly delayed. In 1966/1967 G ould (1980) studied operational aspects of hunting-gathering in desert regions of northwestern Australia and recorded sufficient quantitative and species-specific data to allow definition of the diet over 5 months. By 1966, many Aboriginal people in that region had been displaced from their hunting grounds and were living in camps on cattle stations or in missions. Aboriginal diet on cattle stations in the north-westwas studied in 1951 (Commonwealth Departmentof Health) and shown to consist chiefly of fresh meat, wheaten flour, and sugar with small amounts of vegetables and dairy products. With the granting of citizenship in 1967, most Aborigines were dismissed from cattle stations and were moved first to town camps and later formed remote Aboriginal communities. Studies in the 1980s showed that the self-selected diet in such communities reflected the station diet to a greater extent than the traditional diet. Quantitative presentation of the above three diets, in terms both of foods and of major nutrients, show that many of the dietary inadequacies of the station diet identified in 1951 still persisted in self-selected Aboriginal diets in the 1980s. A comparison of the three diets with a modern recommended dietsupports the nutritional adequacy of the hunter-gatherer diet. Traditional cultural values assigned to food preferences continued to influence food choices in all three diets.  相似文献

The 1970s witnessed the emergence of a protest‐based environmental movement in Australia. We outline here the history of the unstable meeting of environmentalism and Aboriginal interests, before turning to Marcia Langton's recent critique of the progressive ‘green left’ in Australia. 1 We summarise Langton's argument: environmentalists would deny Aboriginal groups the benefits that flow from native title‐related agreements; environmentalists live at luxurious distance from the realities of remote and rural Aboriginal poverty and social problems; environmentalists exalt ‘noble savages’. We critique these claims on the basis that they pay inadequate attention to the structural inequities that underpin the market in native title interests and, further, deny the reality that Aboriginal groups often seek to form strategic alliances with green groups, arguing for conservation of their country on their own—or shared—terms. We argue that any appraisal of the present status of ‘green‐black’ relations needs to consider these factors seriously.  相似文献

There is a growing body of scientific evidence supporting the existence of emotions in nonhuman animals. Companion-animal owners show a strong connection and attachment to their animals and readily assign emotions to them. In this paper we present information on how the attachment level of companion-animal owners correlates with their attribution of emotions to their companion cat or dog and their attribution of mirrored emotions. The results of an online questionnaire, completed by 1,023 Dutch-speaking cat and/or dog owners (mainly in the Netherlands and Belgium), suggest that owners attribute several emotions to their pets. Respondents attributed all posited basic (anger, joy [happiness], fear, surprise, disgust, and sadness) and complex (shame, jealousy, disappointment, and compassion) emotions to their companion animals, with a general trend toward basic emotions (with the exception of sadness) being more commonly attributed than complex emotions. All pet owners showed strong attachment to their companion animal(s), with the degree of attachment (of both cat and dog owners) varying significantly with education level and gender. Owners who ascribed human characteristics to their dog or cat also scored higher on the Pet Bonding Scale (PBS). Finally, owners who found it pleasant to pet their dog or cat had a higher average PBS score than those who did not like to do so. The relationship between owners’ attributions of mirrored emotions and the degree of attachment to dogs was significant for all emotions, whilst for cats this relationship was significant only for joy, sadness, surprise, shame, disappointment, and compassion.  相似文献

Among the strategies employed by colonial authorities to ‘manage’ Indigenous people, forced removal and centralisation to townships was a deliberate attempt to fragment relationships to home territories. For Yanyuwa, an Indigenous group in northern Australia, this meant being removed from their saltwater ‘country’ in the Gulf of Carpentaria and resettled 60?km inland. Despite this violent act Yanyuwa saltwater identity has remained strong. Whilst enduring, it has however undergone changes in the way relationships to place are established and maintained. Travelling through saltwater country with younger and middle generation Yanyuwa has revealed that sometimes relationships to place are marked by conditions of fear, nervousness and uncertainty. Not classically held to be dispositions of a ‘proper’ Indigenous person, these reveal that states of intimacy require time and certain conditions to flourish. So too, distance, signalled by fear and uncertainty, is a relational state that defines a vitally important relationship with country.  相似文献

ABSTRACT  Since the 1970s, "self-determination" has been the dominant trope for expressing national aspirations for Indigenous Australians. Through the principles of self-determination, the liberal multicultural state has attempted to deliver postcolonial justice to its first peoples. In this new century, the sheen of the self-determination era has faded. Once heralded as the antidote to the racist assimilation era, it is now depicted as the cause of social ills. In this article, I draw on an ethnographic study of White antiracists working in Indigenous health in northern Australia to analyze the brand of liberal rationality that dominated the discourse of the self-determination era. By engaging with a "tribe" of White people who identify with the aims of the self-determination era, we can decipher the logic of self-determination as an instrument of the liberal state and better understand the internal contradictions and ambiguities that have led to its recent demise.  相似文献

Over the past decade, umbilical cord blood (UCB) has routinely been used as a source of haematopoietic stem cells for allogeneic stem cell transplants in the treatment of a range of malignant and non-malignant conditions affecting children and adults. UCB banks are a necessary part of the UCB transplant program, but their establishment has raised a number of important scientific, ethical and political issues. This paper examines the scientific and clinical evidence that has provided the basis for the establishment of UCB banks. We also discuss the major ethical issues that UCB banks raise, including ownership of cord blood, processes for obtaining consent for its collection and storage, and confidentiality. Finally, we review other concerns about commercial non-altruistic banking, including concerns about social justice, equity of access and equity of care.  相似文献

A monitored population of the critically endangered Plains‐wanderer (Pedionomus torquatus) on Victoria's Northern Plains declined by over 90% between 2010 and 2012 following an unusually wet year which led to flooding, excess grass growth and a major change in the structure of native grasslands. The Plains‐wanderer population remained very low on private land during 2013 and 2014 when dry conditions prevailed and domestic stock overgrazed most of its favoured grasslands on red soil. Numbers also remained very low on public reserves despite grassland structure gradually improving there by 2014. In 2015, the population partially recovered in some grasslands protected from overgrazing. Grassland structure is critically important for Plains‐wanderer conservation. The ‘golf ball technique’ proved to be a quick and effective method for measuring grassland structure; it offers a means of accelerating responses to habitat change because it can be easily used by land managers.  相似文献

The authors co-organized (Snyder and Crooks) and gave a keynote presentation at (Turner) a conference on ethical issues in medical tourism. Medical tourism involves travel across international borders with the intention of receiving medical care. This care is typically paid for out-of-pocket and is motivated by an interest in cost savings and/or avoiding wait times for care in the patient’s home country. This practice raises numerous ethical concerns, including potentially exacerbating health inequities in destination and source countries and disrupting continuity of care for patients. In this report, we synthesize conference presentations and present three lessons from the conference: 1) Medical tourism research has the potential for cross- or inter-disciplinarity but must bridge the gap between researchers trained in ethical theory and scholars unfamiliar with normative frameworks; 2) Medical tourism research must engage with empirical research from a variety of disciplines; and 3) Ethical analyses of medical tourism must incorporate both individual and population-level perspectives. While these lessons are presented in the context of research on medical tourism, we argue that they are applicable in other areas of research where global practices, such as human subject research and health worker migration, are occurring in the face of limited regulatory oversight.  相似文献

‘Conservation-as-development’ policies are increasingly implemented for and by Indigenous peoples across the world. In particular, such policies have been introduced and adopted in many Indigenous communities of northern Australia since the 1990s. In this context, the transnational model of community-based natural (and cultural) resource management has produced the ‘ranger system’: a multi-actor, multi-rationale, and multi-level system articulated around job opportunities in the domain of ‘caring for country’. In this paper, I explore how the ranger system reflects and extends a process of neoliberal bureaucratisation into Indigenous communities, and to what extent this process can be described as a form of ‘bureaucratic participation’. I argue that the notion of ‘bureaucratic participation’ contributes to the investigation of existing entanglements between rationales of empowerment and neoliberal principles in Australia and beyond. My analysis is based on the ethnography of the daily work of the Indigenous rangers operating from a remote community in Arnhem Land in 2009 and 2010. I examine the complex relationships between local practices and bureaucratic requirements imposed by the Australian state at the core of the Indigenous ranger jobs.  相似文献

Summary Indigenous people demonstrably lived along rivers and around lakes and wetlands of Australia's Murray‐Darling Basin in pre‐European times. Waterways were, and continue to be, of major significance to the society and culture of Aboriginal peoples throughout Australia. Historically, they exploited most of the fauna – from mussels and crayfish, to fish and birds – and either ate, or used for other purposes, many species of aquatic plants. Such practices placed them in the role of environmental modifiers, a role played by all human groups from both past and present. They built sophisticated fish traps, cut gaps in river banks to allow fish to move on to floodplains, and there is evidence that they practised a form of fish culture by creating small impoundments in which small fish could live and grow in normally ephemeral tributary streams away from predatory larger fish. Knowledge of the numbers of Aboriginal people inhabiting the riverine regions of the Murray‐Darling Basin are sketchy, but at times large groups congregated for cultural reasons, facilitating fishing with extensively engineered fish traps, such as that at Brewarrina, on the Barwon River in New South Wales. At other times, densities may have been about 0.5 person per river kilometre, although this was certainly not evenly distributed and the calculation postdated deaths from smallpox. From archaeological and anthropological evidence, aquatic fauna and flora would have constituted between about 30% and 100% of the diets of Indigenous people historically, depending on season and location. As such, Indigenous people were very much a part of the ecology of aquatic ecosystems and their effects may have been profound. Despite this, their role in influencing these ecosystems has largely been ignored by contemporary freshwater ecologists and managers. Current management practices do not seem to have considered the loss of this component of riverine ecosystems, and there is little debate about how the historical part that Indigenous people played in shaping these systems and their biota might be incorporated into management generally.  相似文献

Small, isolated populations may face extinction due to a combination of inbreeding depression and other threats. Effective population size ( N e) is one comprehensive measure that allows us to evaluate the genetic status of a population, and to make management decisions regarding genetic viability. We simulated loss of genetic variation and estimated N e for two small, isolated populations of Kirikuchi charr Salvelinus leucomaenis japonicus , the endangered, southernmost local populations of the genus Salvelinus in the world, using VORTEX, an individual-based stochastic PVA model. Approximately half of the genetic variation was lost over 200 years regardless of census population size and demographic parameters, and N e estimates were roughly 50 in each of the two populations, suggesting the possibility of inbreeding depression. The target population size of N e>500, by securing long-term viability, is several times that of the present size of each of the populations studied, and no local habitats maintaining such a target number are considered to exist. The results strongly indicate a need for recovering natural connections and potential gene flow among local populations. However, the impending threat to these populations from non-native charr widely distributed throughout the drainage has prevented the recovery of the connections. Given the small N e of the two populations, it would be necessary to retain gene flow artificially within or across local populations. This will be true of many other salmonid populations that have been isolated or fragmented recently.  相似文献

Linked social-ecological systems in which surprise and crisis are interspersed with periods of stability and predictability are inherently difficult to manage. This condition, coupled with the legacies of past management actions, typically leaves policy and decision makers few options other than to incrementally adapt and reinforce the current trajectory of the system. Decision making becomes increasingly reactive and incremental as the system moves from one crisis to another. Eventually the system loses its capacity to cope with perturbations and surprise. Using a combination of dynamical-systems modeling and historical analysis, we studied a process of this kind as it developed in the Goulburn Broken Catchment in southeastern Australia over the past 150 years. Using the model to simulate trajectories of the biohydrological system, we correlate the state of the physical system to historical events and management action. We show how sequential management decisions have eroded the resilience of the system (its ability to cope with shocks and surprises) and reduced options for future change. Using the model in a forward-looking mode, we explore future management options and their implications for the resilience of the system.  相似文献

Over the past two decades the pace andspecificity of discoveries associating geneticswith mental illness has accelerated, which isreflected in an increase in news coverage aboutthe genetics of mental disorder. The newsmedia is a major source of public understandingof genetics and a strong influence on publicdiscourse. This paper examines the newscoverage of genetics and mental illness (i.e.,bipolar illness and schizophrenia) over a 25year period, emphasizing the peak period of1987–1994. Using a sample of 110 news storiesfrom 5 major American newspapers and 3 newsmagazines, we identify the frame of ``geneticoptimism' which dominated the reporting ofgenetics and mental illness beginning in themid-1980s. The structure of the frame iscomprised of 3 elements: a gene for thedisorder exists; it will be found; and it willbe good. New discoveries of genes wereannounced with great fanfare, but the mostpromising claims could not be replicated orwere retracted in short order. Despite thesedisconfirmations, genetic optimism persisted insubsequent news stories. While the scientificaccuracy of the gene stories is high, thegenetic optimism frame distorts some of thefindings, misrepresents and reifies the impactof genes on mental disorder, and leaves nospace for critics or an examination ofpotential negative impacts. The stances ofreporters, scientists and editors may all indifferent ways contribute to the perpetuationof genetic optimism. Genetic optimism presentsan overly sanguine picture of the state ofgenetics; as we enter the genetic age it isimportant to balance the extraneous ``hype andhope' contained in news stories of genetics andmental illness.  相似文献

A wide range of evidences indicate climate change as one the greatest threats to biodiversity in the 21st century. The impacts of these changes, which may have already resulted in several recent species extinction, are species-specific and produce shifts in species phenology, ecological interactions, and geographical distributions. Here we used cutting-edge methods of species distribution models combining thousands of model projections to generate a complete and comprehensive ensemble of forecasts that shows the likely impacts of climate change in the distribution of all 55 marsupial species that occur in Brazil. Consensus projections forecasted range shifts that culminate with high species richness in the southeast of Brazil, both for the current time and for 2050. Most species had a significant range contraction and lost climate space. Turnover rates were relatively high, but vary across the country. We also mapped sites retaining climatic suitability. They can be found in all Brazilian biomes, especially in the pampas region, in the southern part of the Brazilian Atlantic Forest, in the north of the Cerrado and Caatinga, and in the northwest of the Amazon. Our results provide a general overview on the likely effects of global climate change on the distribution of marsupials in the country as well as in the patterns of species richness and turnover found in regional marsupial assemblages.  相似文献

The tropical fruit tree, Ziziphus mauritiana (Rhamnaceae), a native of the Indian subcontinent, is a pasture and environmental weed in northern Australia and Fiji. In their native range, Ziziphus spp., including commercially cultivated Z. mauritiana and Z. jujuba, are subjected to a wide range of pests and diseases. The feasibility of classical biological control of this weed has not been explored to date. Effective biological control could reduce plant vigour and seed output, thereby limiting the spread of Z. mauritiana in Australia. Two Ziziphus species are native to Australia, hence, any prospective biological control agent should be specific to Z. mauritiana. Opportunistic field surveys and literature searches identified 133 species of phytophagous insects, 9 species of phytophagous mites and 12 plant pathogens on Ziziphus spp. Host records suggest the following are possibly specific to Z. mauritiana and hence are prospective biological control agents in Australia: the seed‐feeding weevil Aubeus himalayanus; the leaf‐feeding gracillariid moth Phyllonorycter iochrysis; the leaf‐mining chrysomelid beetle Platypria erinaceus; the leaf‐folding crambid moth Synclera univocalis; the leaf‐galling midge Phyllodiplosis jujubae; and the gall‐mites Aceria cernuus and Larvacarus transitans. Host range of the rust Phakopsora zizyphi‐vulgaris includes many Ziziphus species, including the native Z. oenoplia and hence would not be a suitable biological control agent in Australia. The powdery mildew Pseudoidium ziziphi, with a host range restricted to Ziziphus species, has not been reported on Z. oenoplia. All available information on the pests and diseases of Z. mauritiana are from cultivated varieties. Hence, future surveys should focus on wild Z. mauritiana in the Indian subcontinent in areas that are climatically similar to the regions of northern Australia, where it is currently most abundant.  相似文献

Indigenous biocultural knowledge offers valuable insights for species conservation; however, like biological diversity, associated cultural knowledge is also often threatened. This paper demonstrates how Indigenous biocultural knowledge of species can contribute to addressing gaps in species occurrence data and conservation knowledge using a case study from the South East Arnhem Land Indigenous Protected Area (SEAL IPA), northern Australia. Using a series of mapping workshops and interviews this collaborative project recorded Indigenous biocultural knowledge of the distribution, ecology, cultural significance and threats to freshwater turtles (freshwoda teduls in the local Indigenous language, Roper River Kriol). Based on past freshwoda tedul hunting experiences, 74 Indigenous knowledge holders identified 753 past freshwoda tedul occurrences, significantly adding to the 12 occurrences previously listed for the SEAL IPA in Australia's online species database, the Atlas of Living Australia. Importantly, these were the first ‘memory’ records of past species sightings by Indigenous people to be recognized and added to Australia's national species database. In addition, a blog summarizing this research was promoted through the Atlas of Living Australia, raising awareness of the Indigenous biocultural knowledge associated with these species. The Mepimbat tedul proujek revealed the cultural significance of freshwoda teduls and reported declines in abundance since the turn of the century, implicating invasive hard-hooved ungulates (buffalo, pig) and reduced rainfall. The addition of non-sacred Indigenous knowledge to free online species databases may offer innovative solutions for storage, interaction and sharing of indigenous knowledge, with opportunities for intergenerational and cross-cultural learning and broader application in conservation management and decision-making.  相似文献
