Institutions and incentives for biodiversity conservation   总被引:1,自引:0,他引:1  
Incentive measures for biodiversity conservation cannot be evaluated and compared outside the context of institutional performance and relationships. The institutional framework for biodiversity incentives includes a variety of organizations operating on different spatial scales. The institutional actors with an impact on biodiversity include community groups, local and national governmental structures, NGOs, business enterprises and international organizations. But the positve influence of conservation-oriented organizations is often significantly outweighed by the negative influence of other sets of institutional actors who are largely unaware of biodiversity as a concept and not unduly concerned with its conservation. There are several options for improving the institutional framework for biodiversity incentives: (1) decentralization of resource management decision making to local levels; (2) engaging and reorienting government institutions; (3) establishing new national and international institutions; and (4) establishing functional linkages between key institutional actors. The role of local, national and international institutions in designing and implementing effective incentive measures for biodiversity conservation will be critical. But the dynamics within and between institutional actors influencing biodiversity conservation are complex, variable and insufficiently understood, somewhat like biodiversity itself.  相似文献

We review agricultural impacts on biodiversity and the potential of conservation agriculture in developing productive and environment-friendly cropping systems. We then analyse experiences from two African landscapes of global importance for conservation: the Mid Zambezi Valley in Southern Africa and the periphery of the “W-Arly-Penjari” complex in West Africa. In both areas, expansion of cotton farming, considered as one of the most polluting forms of agriculture in the world, drives major land use change and loss of biodiversity. In both areas, various forms of conservation agriculture have been developed and tested. We highlight the potential benefit of conservation agriculture in controlling negative environmental effects traditionally associated with agriculture and reducing the need for land conversion through increased biophysical resource use efficiency, turning agriculture from a threat to an opportunity for conservation. Finally, we raise a number of issues that constitute challenges for the widespread adoption of these technologies by resource-poor farmers, and formulate recommendations for the development, evaluation and diffusion of conservation agriculture technologies for smallholders in semi-arid Africa.  相似文献

农业生物多样性保护不仅关系到农业可持续发展,也是物种多样性保护的重要组成部分.近年来,生物多样性保护更加强调通过景观规划途径来实现.本文在回顾国内外关于景观结构对生物多样性影响一般性结论和研究结果的基础上,从景观、地块间、地块内3个尺度分别探讨了农业生物多样性保护的景观规划途径,并建议可以通过采取如下途径有效地保护农业生物多样性:1)在景观尺度上,维持较高比例的自然、半自然生境,注意农用地和种植作物的多样化,注重树篱等廊道生境的保护和建设;2)在地块间尺度上,构建农田边缘地带;3)在地块内尺度上,合理地规划作物种植密度、作物空间分布及采取间套作、轮作等方式.此外,大尺度景观规划途径的实施还需要诸如自然保护计划、土地利用规划及生态补偿等相关政策措施的配套与支持.  相似文献

Conservationists of crop genetic resources have feared that in situ conservation was not viable for agriculture precisely because of changes resulting from introduction of new varieties of existing crops, new crops, and new farm practices. In addition, conservation within farming systems necessarily implies a constantly changing crop population resulting from the processes of crop evolution. Even though in situ conservation of crop genetic resources is now generally understood to be dynamic, there are few examples of how evolution takes place in farmers fields. This study describes several changes in maize landraces in four communities along an altitude transect in Central Mexico (1200 to 2400 masl). While true modern varieties have not been widely adopted in the study region, farmer management results in numerous changes in maize landrace populations. Five types of dynamic management were observed: (1) purposeful hybridization between traditional and modern maize types, (2) possible creation of a new maize landrace by directional selection of the progeny of hybridization between two traditional landraces, (3) displacement of a local landrace by the introduction of a modern variety and a non-local landrace, (4) maintenance of stable populations of a locally dominant landrace, and (5) market-driven selection for a minor variety. We concur that in situ conservation of crops must be conceived as an open process where the objective is not to maintain historic varieties or static genetic conditions. Rather, in situ conservation of crops is totally in the hands of the farmer, although interventions may be designed to influence farmers’ management of agrobiodiversity.  相似文献

农作物地方品种的有效保护是农业生物多样性的可持续利用的基础。由于现代农业的集约化生产方式使大量农作物地方品种被少数高产改良品种所取代,造成农作物基因库的严重“基因流失”(genetic erosion)。农家保护是在农业生态系统中进行的动态保护,被保护的生物多亲性可在其生境中继续进化而产生新的遗传变异,在而是农业生物多样性就地保护的重要途径。然而,尽管人们对作物品种资源农家保护的兴趣不断增长,也有大量有关农家的保护的研究和案例分析,但目前为止还没有比较成功的农家保护实例报道。因此,对农家保护的机制及科学问题进行深入的研究,并寻求一条新的途径来充分发挥农家保护应有的作用,显得格外重要。利用生物多样性布局的水稻混合间栽的生产模式,不仅解决了病害控制的问题,而且也保护了水稻地方品种的多样性。这种混合间栽的生物多样性布局和生产方式可能成为农保护的一条新途径。  相似文献

中国是世界上生物多样性最丰富的地区之一,但面临着较大的生态衰退风险。中国生物多样性受到的威胁来自包括人口众多、经济发展模式单一落后、工业化进程加快、气候变化和外来物种入侵等多种因素。生物多样性的就地保护对于维护国家生态安全具有重要意义,同时也是中国可持续发展的需要。本文就中国生物多样性就地保护的研究成果和保护成就进行了回顾,提出了未来应该着重加强的研究领域。中国生物多样性的就地保护研究与实践主要集中在生物多样性资源调查、濒危物种管理和自然保护区建设等方面。中国政府在生物多样性就地保护领域开展了大量卓有成效的工作,发布实施了一系列的保护行动规划,不断提高了生物多样性的保护水平。中国的生物多样性就地保护经过了由数量发展到质量发展的阶段后,未来的研究重点应该集中在生物多样性形成与维持机制、生物多样性受胁原因与响应机制、生物多样性长期监测与评估、自然保护区有效管理和自然保护区立法等方面。  相似文献

Conservation of crop genetic resources is now considered an important component of sustainable agricultural development. If conservation of genetic resources for agriculture is to be successful, a more complete understanding of the dynamics affecting traditional (landrace) crop populations is needed. We conducted a study of maize-based agriculture in the Central Highlands of Mexico in communities at 2400, 1700, 1400, and 1200 masl to assess the status of traditional varieties in an area characterized by thorough integration into the national economy. Our research contradicts the view that modern varieties persist because of marginal conditions, deficient infrastructure, weaker markets, or traditional attitudes. One or two landraces dominated highland maize populations and farmers appeared to be more conservative in terms of their emphasis on traditional maize varieties than at lower elevations. The dominance of traditional varieties in the highlands is well known but poorly explained, and the coexistence of traditional and modern varieties in the mid-elevations was unexpected. Our highland study area has good roads, is near Mexico City, and is less than 50 km away from four major crop research institutes that have done maize breeding since 1950’s. We suggest that in situ conservation of maize genetic resources in the highlands is sustained because the landraces there have good agronomic performance and are highly valued by farmers for their end-use qualities. At the mid-elevations, competition between local and modern maize was sharpest, and farmers have found that both landraces and improved varieties suit their needs, hence enhancing genetic diversity. Interventions and incentives would appropriately be carried out here to assure in situ conservation of locally adapted landraces of maize.  相似文献

Plant diversity is currently being lost at an unprecedented rate, resulting in an associated decrease in ecosystem services. About a third of the world's vascular plant species face the threat of extinction due to a variety of devastating activities, including, over-harvesting and over exploitation, destructive agricultural and forestry practices, urbanization, environmental pollution, land-use changes, exotic invasive species, global climate change, and more. We therefore need to increase our efforts to develop integrative conservation approaches for plant species conservation. Botanical gardens devote their resources to the study and conservation of plants, as well as making the world's plant species diversity known to the public. These gardens also play a central role in meeting human needs and providing well-being. In this minireview, a framework for the integrated missions of botanical gardens, including scientific research, in/ex situ conservation, plant resource utilization, and citizen science are cataloged. By reviewing the history of the development of Kunming Botanical Garden, we illustrate successful species conservation approaches (among others, projects involving Camellia, Rhododendron, Magnolia, Begonia, Allium, Nepenthes, medicinal plants, ornamental plants, and Plant Species with Extreme Small Populations), as well as citizen science, and scientific research at Kunming Botanical Garden over the past 80 years. We emphasize that Kunming Botanical Garden focuses largely on the ex situ conservation of plants from Southwest China, especially those endangered, endemic, and economically important plant species native to the Yunnan Plateau and the southern Hengduan Mountains. We also discuss the future challenges and responsibilities of botanical gardens in a changing world, including:the negative effects of outbreeding and/or inbreeding depression; promoting awareness, study, and conservation of plant species diversity; accelerating global access to information about plant diversity; increasing capacity building and training activities. We hope this minireview can promote understanding of the role of botanical gardens.  相似文献

生物多样性和生态系统服务政府间科学-政策平台(IPBES)的目的,是为了缓解生物多样性持续减退的趋势,推动政策和科学之间的互动。2012年成立至今构建了概念模型,确定了2014—2018年的工作方案。分析IPBES工作方案的4个目的和相应交付成果可以看出,通过推出不同专题评估报告,将为全球提出生物多样性相关的新问题,给生物多样性相关的谈判和履约提出新挑战。一系列区域和全球评估报告的推出,可能通过持续积累效益,引起公众和媒体的关注,使生物多样性问题迅速政治化,形成科学驱动政策决策的趋势。应对IPBES及其生物多样性相关公约的谈判,我国需要制定深入和持续参与其国际过程的策略,需要通过培养和推荐专业水平高且政治敏感的专家,参与IPBES评估报告的具体工作,从科学层面影响评估结果,把握生物多样性领域国际政策决策动向,在保护生物多样性的基础上,维护国家利益。  相似文献

Conservation programmes are always limited by available resources. Careful planning is therefore required to increase the efficiency of conservation and gap analysis can be used for this purpose. This method was used to assess the representativeness of current ex situ and in situ conservation actions of 234 priority crop wild relatives (CWR) in Indonesia. This analysis also included species distribution modelling, the creation of an ecogeographical land characterization map, and a complementarity analysis to identify priorities area for in situ conservation and for further collecting of ex situ conservation programmes. The results show that both current ex situ and in situ conservation actions are insufficient. Sixty-six percent of priority CWRs have no recorded ex situ collections. Eighty CWRs with ex situ collections are still under-represented in the national genebanks and 65 CWRs have no presence records within the existing protected area network although 60 are predicted to exist in several protected areas according to their potential distribution models. The complementarity analysis shows that a minimum of 61 complementary grid areas (complementary based on grid cells) are required to conserve all priority taxa and 40 complementary protected areas (complementary based on existing protected areas) are required to conserve those with known populations within the existing in situ protected area network. The top ten of complementary protected areas are proposed as the initial areas for the development of CWR genetic reserves network in Indonesia. It is recommended to enhanced coordination between ex situ and in situ conservation stakeholders for sustaining the long term conservation of CWR in Indonesia. Implementation of the research recommendations will provide for the first time an effective conservation planning of Indonesia’s CWR diversity and will significantly enhance the country’s food and nutritional security.

The Biodiversity Convention requires parties to prepare national plans with strategies for the conservation of biodiversity. The U.K. produced its Action Plan in January 1994, one of the first countries to do so. The document of nearly 200 pages sets out the rationale for conserving biodiversity and the U.K. scientific tradition which underpins our understanding of biodiversity and describes in very summary form the key characteristics of U.K. biodiversity and the resources we devote to sustaining it, both in situ and ex situ, as well as our contribution to assisting conservation outside the U.K. It goes on to consider the role of education and public information and the need to improve the coordination and accessibility of scientific data and monitoring. Finally, it sets out a range of targets and commitments including a proposal to set up machinery, involving non-governmental interests, to agree on specific targets for key species and habitats in 1995. The main emphasis of the Plan and the work ahead is to create a collaborative framework for the large but fragmented efforts by the public voluntary sectors to reverse recent losses of biodiversity. In many ways bird conservation and population monitoring provide a benchmark for other species work. Bird conservation will benefit from the increased integration of effort and scientific analysis which looks at the interaction of species, habitats and wider land use issues and the effect of sectoral policies such as agriculture, energy and transport.  相似文献

This paper introduces an Action Statement on biodiversity conservation in the four Gulf of Guinea islands arising from a workshop held in Jersey in 1993. The current state of the main habitats on all the islands, pressures acting upon them, existing institutions and actions taken so far are reviewed. The 24-point Action Statement was produced as a framework for future international initiatives in biodiversity research and conservation in this part of Africa. Attention is drawn to the progress made by the governments of the region in legislation and institutional support. The workshop recommended the establishment of a regional programme of research and conservation in conjunction with the Governments of Equatorial Guinea and of São Tomé and Príncipe.  相似文献

生态农业已成为世界农业发展的重要模式和方向。广西生态农业的发展具有基础好、起步早、发展快、模式多、效益佳的特点。从新中国成立至今,广西生态农业经历了4个发展阶段:第一阶段(1949—1977年):群众自发,实践摸索;第二阶段(1978—1991年):模式创新,高产高效;第三阶段(1992—2002年):政府推动,全面推广;第四阶段(2003年至今):模式优化,提质增效。60多年来,广西生态农业发展取得了显著的经济效益、生态效益和社会效益,具体表现在:增加产量、提高效益、改善品质、节约资源、保护环境、提升人员素质、扩大国内外影响等7个方面。当前,广西生态农业存在着6个方面的突出问题:(1)科技薄弱,人才不足;(2)经济落后,资金缺乏;(3)生态脆弱,条件恶劣;(4)技术组装不配套,理论研究不深入;(5)意识不强,措施不力;(6)规模化不够,产业化不强。为使广西生态农业今后又好又快地发展,必须采取如下对策和措施:一是提高认识,转变观念;二是搞好规划,完善制度;三是增加投入,改善条件;四是重视科技,培养人才;五是调整结构,优化模式;六是因地制宜,发挥优势;七是加强交流,开展合作;八是综合配套,全面发展;九是"三效"(经济效益、生态效益和社会效益)并举,良性循环;十是"四化"(规模化、产业化、集约化、科技化)同步,持续发展。  相似文献

Rewilding is growing worldwide as a conservation approach to face the restoration of all natural processes that are suppressed or degraded by human action. After plenty of theoretical discussion and some limited experimental practices, rewilding remained conceptually open and diverse with regard to its operational framework. However, little was discussed with regards invasive alien species (IAS) management within rewilding. Hence, the aim of this research is to bridge the gap between these two bodies of theory. To do so, this work explores, in situ, a protected area in which rewilding is discoursively expressed as a form of native forest conservation. Based on a qualitative approach, the results gather stakeholders’ discourses on the institutional advocacy for rewilding, expressed as a form of incentivizing land abandonment and hence leading to a decline in the plantation of invasive blue gums (Eucalyptus globulus). The research poses a discussion on the problematic assimilation that rewilding and IAS management may have when informally combined. Lastly, it is concluded that, when executed in coexistence with IAS, rewilding projects should elude reactive positions and, instead, formalize agreed restoration programs, so that conflictive IAS can be consensually treated together with landowners.  相似文献

作为山地农业的典型模式之一,哈尼梯田以其悠久历史和文化景观成为世界文化遗产和全球重要农业文化遗产。哈尼梯田农业生态系统的成功之处在于有效的水资源管理,但对其制度建设和生态文化内涵的综合分析尚待完善。基于民族生态学视角,结合生态学、民族学等自然科学和社会科学的理论与方法,对哈尼梯田水资源管理的制度建设及其生态文化内涵进行解读。研究表明,哈尼族社区通过以涵养和分配为核心的水资源管理制度建设完美地解决了水资源时空分布不均这一难题,而以迁徙文化、宗教文化、习惯法以及传统知识为支柱构建的生态文化体系则是保障水资源管理制度建设和有效实施的生态文化内涵。哈尼梯田水资源管理的制度建设与生态文化理念对于应对气候变化、促进农业可持续发展以及完善我国的水资源管理制度理论体系具有重要的借鉴价值。  相似文献

A global strategy is necessary to achieve the level of coordination, synergy and therefore optimization of resources to achieve the broad goal of conserving mammals worldwide. Key elements for the development of such a strategy include: an institutional subject that owns the strategy; broad conservation goals, quantitative targets derived from them and appropriate indicators; data on the distribution of species, their threats, the cost-effectiveness of conservation actions; and a set of methods for the identification of conservation priorities. Previous global mammal research investigated phylogeny, extinction risk, and the species and areas that should be regarded as global conservation priorities. This theme issue presents new key elements: an updated Red List Index, a new list of evolutionarily distinct and globally endangered species, new high-resolution mammal distribution models, a global connectivity analysis and scenarios of future mammal distribution based on climate and land-cover change. Area prioritization schemes account for mammalian phylogeny, governance and cost-benefit of measures to abate habitat loss. Three discussion papers lay the foundations for the development of a global unifying mammal conservation strategy, which should not be further deterred by the knowledge gaps still existing.  相似文献

The large size and complex taxonomy of big genera complicates decision making for conservation. We propose that Rhododendron, comprising some 1215 taxa, divided into nine subgenera and many sections, can be used as a model for other big genera. Although Red List assessments placed 715 taxa in a threat category, or listed them as Data Deficient, and moreover Target 8 of the Global Strategy for Plant Conservation requires 75 % of Red List taxa to be held in ex situ collections by 2020, to date there have been few studies of Rhododendron ex situ collections or conservation priorities. Utilising the subgenus structure of Rhododendron as a framework for examining conservation priorities, we analysed the Red List and determined that subgenera Vireya and Hymenanthes have the most acute conservation issues. Examination of taxa in cultivation shows that 844 of 1215 taxa (70 %) are in cultivation, with subgenera varying from 45 to 100 %. Of the 715 Red List taxa, 400 (56 %) are in cultivation, with subgenera varying from 28 to 72 %. Subgenera Vireya and Azaleastrum have the poorest representation in cultivation and should have precedence for ex situ conservation. As no subgenus reaches the requirement for Target 8, further planning is needed for ex situ conservation of Rhododendron. After combining the two analyses, we propose the priorities for ex situ conservation should be ordered (i) Vireya, (ii) Azaleastrum and (iii) Hymenanthes. Finally, we propose five conservation actions for Rhododendron, and summarise our approach as a model for conservation of other big genera.  相似文献

近年来, 我国自然保护地内存在的大量的人口密集区域、民生设施、矿业活动、开发建设项目、农牧业生产活动等历史遗留问题在中央环保督察中集中暴露出来。为采取针对性政策措施解决这些遗留问题, 本研究首先将其分为三大类: (1)保护越位与保护空缺并存; (2)生态保护和大量原住居民生计改善间的矛盾突出; (3)保护地内存在大量生产经营活动。在此基础上, 深入剖析了各类遗留问题产生的体制机制原因。为合理化解历史遗留问题导致的一系列矛盾, 提高保护地建设和管理质量, 本文从加强保护地体系的顶层设计、推动相关法律法规的制修订、采取多元化手段解决保护地内土地权属和矿业权问题、建立健全平衡保护与发展关系的体制机制等4个方面提出了历史遗留问题的系统性解决方案。  相似文献

Freshwater ecosystems support biological communities with high species richness and conservation interest. However, these ecosystems are highly altered by human intervention and threatened worldwide, making them a priority in conservation planning and biodiversity monitoring. Bryophytes, including several conservation-interest taxa, are recognized indicators of ecological status in freshwaters. We aimed to develop a framework for designing monitoring networks to detect trends in aquatic and semi-aquatic bryophyte communities, prioritizing high-conservation interest communities in different contexts of human pressure (specifically, resulting from the intersection of two criteria: (i) protection status and (ii) presence of a potential impact area).The framework consists of three steps: (1) Spatial modelling of biodiversity; (2) Spatial conservation prioritization; and (3) Model-assisted monitoring network design. Community-level modelling was used to model the distribution of the main bryophyte assemblages in the study area. A conservation prioritization software was utilized to identify areas with high conservation value. The monitoring network was designed using stratified random sampling and unequal-probability sampling techniques to target high conservation value sites distributed across different contexts of human pressure.We have identified four distinct community types, each characterized both by a small group of common and dominant species, and by small group of rarer, conservation-interest species. This typification of four species assemblages occurring in the study area, also highlighted those with potentially higher conservation-interest. The most valuable areas for the conservation of aquatic and semi-aquatic bryophyte communities coincide with specific environmental zones: mountainous areas in Lusitania, large watercourses in the Mediterranean North and some locations in the Mediterranean Mountains. Finally, we obtained a potential monitoring network consisting of 64 monitoring points, unequally distributed across different contexts of human pressure, privileging locations with higher conservation value.The framework presented here illustrates the potential of combining biodiversity modelling, spatial conservation prioritization and monitoring design in the development of monitoring networks. Namely, this framework allowed us to counter data deficiencies, to identify high priority areas to monitor and to design a monitoring network considering different scenarios of human pressure at a regional scale.This framework can also be valuable for conservation efforts as an approach to monitoring conservation-interest biodiversity features in anthropogenically modified riverscapes, which present different degrees of human pressure and the cumulative effects of these different impact elements. Moreover, this approach allows for the comprehensive monitoring of biodiversity values important for management at the national and regional levels. In addition, this framework is one of the first efforts in the development of monitoring networks that target aquatic and semi-aquatic bryophyte communities, a long-neglected plant group of high ecological and conservation importance in freshwater ecosystems.  相似文献
