Background

Chronic obstructive pulmonary disease (COPD) is a major respiratory disorder, largely caused by smoking that has been linked with large health inequalities worldwide. There are important gaps in our knowledge about how COPD affects Aboriginal peoples. This retrospective cohort study assessed the epidemiology of COPD in a cohort of Aboriginal peoples relative to a non-Aboriginal cohort.

Methods

We used linkage of administrative health databases in Alberta (Canada) from April 1, 2002 to March 31, 2010 to compare the annual prevalence, and the incidence rates of COPD between Aboriginal and non-Aboriginal cohorts aged 35 years and older. Poisson regression models adjusted the analysis for important sociodemographic factors.

Results

Compared to a non-Aboriginal cohort, prevalence estimates of COPD from 2002 to 2010 were 2.3 to 2.4 times greater among Registered First Nations peoples, followed by the Inuit (1.86 to 2.10 times higher) and the Métis (1.59 to 1.67 times higher). All Aboriginal peoples had significantly higher COPD incidence rates than the non-Aboriginal group (incidence rate ratio [IRR]: 2.1; 95% confidence interval [CI]: 1.97, 2.27). COPD incidence rates were higher in First Nation peoples (IRR: 2.37; 95% CI: 2.19, 2.56) followed by Inuit (IRR: 1.92; 95% CI: 1.64, 2.25) and Métis (IRR: 1.49; 95% CI: 1.32, 1.69) groups.

Conclusions

We found a high burden of COPD among Aboriginal peoples living in Alberta; a province with the third largest Aboriginal population in Canada. Altogether, the three Aboriginal peoples groups have higher prevalence and incidence of COPD compared to a non-Aboriginal cohort. The condition affects the three Aboriginal groups differently; Registered First Nations and Inuit have the highest burden of COPD. Reasons for these differences should be further explored within a framework of social determinants of health to help designing interventions that effectively influence modifiable COPD risk factors in each of the Aboriginal groups.  相似文献

This article documents the first decades of the work of the Aboriginal Protection Board in Victoria, Australia in the mid-nineteenth century, as it oversees the establishment of mission stations to gather up Aboriginal peoples and provide protection from settler violence. It augments existing accounts of white settler governance of Aboriginal peoples by examining the social and historical conditions for the emergence of separations and distinctions between Aboriginal peoples through shifting governmental versions of the ‘Aboriginal problem’. The production of race-based categories of persons is highlighted in the State's management of the Aboriginal children through the mission systems and their effects on Aboriginal ties to community and identity.  相似文献

Drawing on a unique survey experiment in the 2011 Canadian Election Study data set, this paper examines the ways in which racial cues influence attitudes towards redistributive policy. While work in the USA points to a strong racialization of welfare attitudes, little research explores the ways in which racial cues may structure attitudes about welfare elsewhere. In the Canadian context, Aboriginal peoples have faced both historic persecution and continue to face severe discrimination. They also experience much higher levels of poverty than other groups in Canada. Our results examine the effect that (hypothetical) Aboriginal recipients have on public support for social assistance. Results suggest that respondents' support for redistribution is lower when recipients are Aboriginal rather than white. As we have seen in the USA, then, support for welfare is related to racialized perceptions about those who benefit from social assistance.  相似文献

The claim of most town whites that Aboriginal people of Wilcannia make art but have no culture and the claim by Aboriginal people of the town that their art work and art designs demonstrate their culture and cultural traditions opens up the powerful and productive dimensions of art and culture for closer scrutiny. In so doing, the ambivalence and ambiguity which saturates these categories is ethnographically revealed. How can the presence and production of artworks in Wilcannia and the white denial of culture be considered? Why indeed do these questions matter, in what ways do they matter, and to whom do they matter? Many of the world's aboriginal peoples are currently engaged in struggles over land and self-government with the states that encompass them. In Canada, aboriginal people have effectively used the concept of "aboriginal title" to force the government to negotiate land and self-government agreements with them. Such agreements, however, along with the notion of "aboriginal title" itself, are based on the European concept of "property"; they grant First Nations "ownership" of certain lands and spell out the rights they possess in relation to those lands. This means that aboriginal people have had to learn to think and speak in the "language of property" as a precondition for even engaging government officials in a dialogue over land and sovereignty. Yet the concept of property is in many ways incompatible with many Canadian First Nation people's views about proper human-animal/land relations. In this article, I argue that the land claim process—because it forces aboriginal people to think and speak in the language of property—tends to undermine the very beliefs and practices that a land claim agreement is meant to preserve. The will to have one's own particular identity universally acknowledged and respected is now one of the most significant determinants of the sociopolitical dynamic of contemporary modern societies. However, the actual recognition of difference is more often than not an unsatisfactory and disappointing experience for many of the groups and communities striving for that recognition. The recent experience of Canadian Aboriginal peoples is a case in point. This article looks at the struggle of Aboriginal nations for recognition in one particular region of Canada, the province of Quebec. Indeed, Quebec offers a revealing case‐study of the peculiarities of the politics of recognition. For over three decades now, the French‐speaking majority of Quebec has striven to assert its ethnocultural distinctiveness and laid claims to a special status within the Canadian political and constitutional framework. Today, both Quebecers and Aboriginals are recognition seekers within the Canadian polity. As a result, their relationship is inevitably marked by their respective but competing attempt to draw the attention of the Canadian state to their particular identity claims. In recent years, this has led to a highly conflictual dynamic which considerably strains any hope of social and cultural coexistence. The article examines the particularities of the politics of recognition in the Quebec context. Its objective is twofold. First, it should serve to shed some light on the manifestations of Aboriginal ethnonationalism in Canada. Secondly, it seeks to illustrate the limitations and paradoxical nature of the politics of recognition within a liberal framework.  相似文献

Background

The boreal forest of Canada is home to several hundred thousands Aboriginal people who have been using medicinal plants in traditional health care systems for thousands of years. This knowledge, transmitted by oral tradition from generation to generation, has been eroding in recent decades due to rapid cultural change. Until now, published reviews about traditional uses of medicinal plants in boreal Canada have focused either on particular Aboriginal groups or on restricted regions. Here, we present a review of traditional uses of medicinal plants by the Aboriginal people of the entire Canadian boreal forest in order to provide comprehensive documentation, identify research gaps, and suggest perspectives for future research.

Methods

A review of the literature published in scientific journals, books, theses and reports.

Results

A total of 546 medicinal plant taxa used by the Aboriginal people of the Canadian boreal forest were reported in the reviewed literature. These plants were used to treat 28 disease and disorder categories, with the highest number of species being used for gastro-intestinal disorders, followed by musculoskeletal disorders. Herbs were the primary source of medicinal plants, followed by shrubs. The medicinal knowledge of Aboriginal peoples of the western Canadian boreal forest has been given considerably less attention by researchers. Canada is lacking comprehensive policy on harvesting, conservation and use of medicinal plants. This could be explained by the illusion of an infinite boreal forest, or by the fact that many boreal medicinal plant species are widely distributed.

Conclusion

To our knowledge, this review is the most comprehensive to date to reveal the rich traditional medicinal knowledge of Aboriginal peoples of the Canadian boreal forest. Future ethnobotanical research endeavours should focus on documenting the knowledge held by Aboriginal groups that have so far received less attention, particularly those of the western boreal forest. In addition, several critical issues need to be addressed regarding the legal, ethical and cultural aspects of the conservation of medicinal plant species and the protection of the associated traditional knowledge.  相似文献

Two cDNAs coding homologous putative metalloproteases (Metis 1 and Metis 2, expected molecular weights of 55.6 and 56.0kDa, respectively) were identified from the hard tick Ixodes ricinus. The expression of Metis genes was induced in salivary glands during tick blood meal. RNA interference was used to assess the role of both Metis 1 and Metis 2 in tick feeding. It was found that salivary gland extracts lacking Metis 1-2 had a restricted ability to interfere with fibrinolysis. RNAi against Metis 1-2 also induced a high mortality rate. An immune reaction was raised in repeatedly bitten animals against Metis 1 and 2. Vaccination of hosts with the recombinant Metis 1 protein produced in a eukaryotic system partially interfered with completion of the blood meal. Although vaccination did not alter the survival rate or feeding time of ticks, their weight gain and oviposition rate were reduced. This will affect their reproductive fitness in the field. We believe this is the first report of an anti-tick vaccine trial using a metalloprotease derived from I. ricinus.  相似文献

In the light of the dispossession and oppression of Aboriginal peoples, a growing number of Australians seriously doubt that non‐indigenous peoples, unlike Aborigines, belong in this country. Peter Read's Belonging: Australians, Place and Aboriginal Ownership (2000) is evidence both of its author's avowal of this position and his very personal quest to find a shared belonging that is both meaningful and legitimate. Employing conceptual devices concerning displacement transported from his former work Returning to Nothing: The Meaning of Lost Places (1996) Read offers in Belonging a formula by which some settler Australians can achieve re‐emplacement within indigenous landscapes. Sceptical about how useful the notion of a shared belonging might be and dubious about the formula for belonging that Read offers, this paper provides both a critical analysis of Belonging's conceptual framework and sketches an alternative model, according to which all Australians might appropriately aspire.  相似文献

Aboriginal economic relations have been misconstrued as a type of primitive exchange in at least one native title case discussed in this paper. The pursuit by Aboriginal native title claimants of recognition at law of customary economic rights as inherent in, or an adjunct of, native title rights failed in Yarmirr and Others v. Northern Territory of Australia and Others (1998) 156 ALR 370 (the ‘Croker Island case’) for several reasons. The applicant's native title was found to be non‐exclusive of other interests, and a right to trade in resources of the sea was rejected. This case was argued in part by relying on historical material regarding Macassan trading arrangements. The profound alterity of Aboriginal relationships among persons and things, as the Croker Island evidence of property and trade relations demonstrates, have been re‐constituted in legal discourse as an absence of economic relations. In this paper, we argue that there is no sound basis for the distinction made between commercial and non‐commercial native title rights, whether in the Native Title Act 1993 (Commonwealth of Australia), or in recent judicial reasoning. We contend that native title rights and interests constitute a sui generis species of property relations that enable economic rights as conceived in Aboriginal tradition and custom to circulate in the modern market. Aboriginal customary economic relations of and between Aboriginal groupings are markedly distinct from, yet not incommensurable with, the normative conception of economic relations in the Australian market. We argue that a reformulation of the current Australian legal ideas about economic life is necessary for the recognition of Aboriginal economic institutions in native title claims and other economic arenas.  相似文献

Integrated discussions of the multi‐valency of objects and the use and appropriation of natural resources in colonial contexts are uncommon. By combining previously scattered historical, legal, and ethnographic sources, this article examines Australian Aboriginal dam and weir construction along the Roper River, focusing on the repeated re‐purposing, re‐contextualization and reinterpretation of the structures over time by both Aboriginal and non‐Aboriginal protagonists. Through that process, it contributes to contemporary theoretical debates about intercultural colonial relations and about the relative autonomy of indigenous peoples within colonizing societies. In particular, the article highlights the historical evolution of constraints on local autonomy in colonial contexts and the role of individual agency in constituting and/or reconfiguring intercultural relations. Previously little known, these temporary water regulation structures are now the best historically documented instance of Aboriginal water management in Australia, enabling a diverse array of interpretations and the critical evaluation of key contemporary social‐theoretical concepts.  相似文献

This paper examines the abundance and Aboriginal use of botanical non-timber forest products in the Gwich’in Settlement Area in the Northwest Territories, Canada. Informants indicated that wild berries are important to Gwich’in diets and an important factor in culture and traditional land use. People collected mostly cloudberries (Rubus chamaemorus), blueberries (Vaccinium uliginosum), and lingonberries (Vaccinium vitisidaea). The total quantities collected were estimated to be greater than other published accounts of berry gathering by northern Aboriginal peoples in North America. The total collected by the 450 households in the year 2000 was about 16,000 L. Inventories of wild berries on the landscape suggest that substantial quantities could be collected for commercial production, although the between-year supply can show considerable variation.  相似文献

This paper explores variation and change in Aboriginal people's connections to places, and place‐related identity, as a function of their differential historical relationship to a town. Among Aboriginal people who have lived for some decades in camps around Katherine, Northern Territory, descendants of those who appear to have the most clearly discernable long‐term relationship with the area in the vicinity of the town do not relate to places, nor conceptualise them, in stereotypically ‘traditional’ terms. Their relationships to town and nearby places tend to be of an ideologically unelaborated, homely sort. Kinds of territorial relationships their antecedents can be shown to have had to the area have undergone dissolution. The paper seeks to develop discussion of such variation and the historical and sociological processes involved. The Katherine case brings the social and historical significance of ‘towns’ as sites of Aboriginal/non‐Aboriginal interrelationship into focus, and also requires a critical view of notions of ‘group’ that have tended to dominate recent public process and understanding in Australia.  相似文献

For many alternative spiritualists, it is axiomatic that indigenous peoples offer a radical alternative to Western materialism and alienation. Such a vision served some of the Australian alternative spiritualists in this research as both an auto-critique of modernity and a profound truth that could serve a range of personal and political projects. In practice, however, faith in this vision had to be reaffirmed in the face of Australian Aboriginal people who did not match the ideal. Maintaining faith in a useable Aboriginal alterity thus required negotiating the tensions between competing constructions of the genuine as either personal authenticity, adherence to tradition, or genealogical essence. Indeed, it was the movement between these different iterations of authenticity that ensured that the search for the real maintained its value as a framework for self-making at the same time as it tied Aboriginal people to a restrictive notion of culture and personhood.  相似文献

Indigenous Protected Areas (IPAs) recognize that “country” constitutes land and waters that have enduring cultural, social, and economic linkages for Aboriginal and Torres Strait Islander peoples that extend over millennia, and which are critical to sustainable Indigenous futures. Within Australia's conservation system, IPAs become part of the National Reserve System (NRS) when Indigenous peoples voluntarily announce their intention to manage “country,” in accordance with their law, custom, and culture, and consistently with national and international conservation guidelines. The NRS requirement is that land is managed “in perpetuity” which highlights a potential tension between with the conservation goals and the voluntary character of IPAs. Ecological restoration in IPAs also raises contested ideas about what is “natural,” the relevant “baseline” for restoration, and what are the objectives to be achieved—ecological or cultural sustainability? Experience from Healthy Country Planning in IPAs indicates that restoration of traditional owner decision‐making, as well as respectful use and valuing community knowledge, is central to the sustainability of outcomes. Ecological restoration is most effectively achieved by restoring governance processes that support Indigenous peoples given the inseparability of cultural, social, economic, and ecological objectives.  相似文献

In just a few decades, Aboriginal people living near Australia's Western Desert fringe have experienced an extraordinarily intense trajectory of change: from a highly autonomous nomadic existence, through ‘first contacts’, the pastoral and mission frontiers, the devastating impacts of alcohol and of Western lifestyle diseases, the outstation movement, resource exploration and mining, a long but largely successful struggle for native title, and much else. In this paper, notions of ‘difference’ and ‘autonomy’ are used to explore these transformations. The situation among the Mardu is here linked to the gulf between government policies and lived Aboriginal experience. If the self‐management thrust of 1970s policies achieved partial restoration of Aboriginal autonomy, recent Federal Government policies are intent on intervention to reduce difference and claw back some of that autonomy. Their determination to force Aboriginal people out of their ‘dysfunctional’ ‘cultural museums’ (homeland settlements) and into greater economic engagement ignores the crucial underpinnings of security and identity among remote Aborigines. The retention of difference, albeit at considerable social cost and entrenched disadvantage, is still strongly preferred by Mardu to the kinds of engagement with the dominant society that not only assault their sense of self but also threaten to overwhelm whatever autonomy remains to them.  相似文献

The history of dispossession of Indigenous Australians as a result of government policies has been well documented. Going beyond this established literature, this paper explores connections between the displacement of Aboriginal people of the rainforest region of North Queensland to reserves and the ethnographic trade in museum artefacts. I provide an analysis of how Aboriginal people and some of their material products were historically sent along different trajectories. The paper sheds light on debates about the political and economic aspects of a history of displacement, circulation, and emplacement that continues to produce inequalities today.  相似文献
