The Palauan archipelago contains one of the most ecologically diverse coral reef systems in the Indo-Pacific that was as attractive for humans prehistorically as it is today. New evidence is emerging that during the past few thousand years there has been increasing exploitation of coral reef resources, particularly finfish and mollusks, leading to a decline in taxa numbers, richness, and diversity in various locales. This paper examines the historical interactions between human populations and coral reef ecologies in Palau by combining known archaeological data and results from modern biological data of different reef fauna. The integration of these data sources provides a framework for attempting to explain variations in taxa composition between islands in the archipelago and how this may relate to human exploitation or other phenomena through time. By using this perspective to link past events with present-day conditions, we can gain a better sense of the extent to which anthropogenic changes may have affected island environments in western Micronesia during the Late Holocene. The study also illustrates the many difficulties researchers face in attempting to synthesize and explain past and present human predation behavior when using disparate sources of data.

Spatial and temporal variation in the biomass of four functional groups of coral reef algae (canopy algae, foliose algae, turf algae and crustose corallines) was investigated in the southern Red Sea. This region is characterised by extremely high summer temperatures (ca. 35°C). Strong seasonal shifts in the relative contribution of each group to the total macroalgal biomass were observed. On the reef flat, canopy and foliose algae dominated in winter, retaining low biomass in summer. On the fore reef, crustose corallines accounted for most of the macroalgal biomass throughout the year. Turf algae contributed least to the total biomass in all reef zones; biomass peaks shifted from midsummer on the inner reef flat to winter in the deeper zones. Biomass correlated negatively with seawater temperature in most groups, but the correlation was positive for turf algae on the shallow reef flat. We hypothesise both direct and indirect effects of the strong seasonality.

Marine recreational tourism is one of a number of threats to the Belize Barrier Reef but, conversely, represents both a motivation and source of resources for its conservation. The growth of tourism in Belize has resulted in the fact that many coastal communities are in varying stages of a socio-economic shift from dependence on fishing to dependence on tourism. In a nation becoming increasingly dependent on the health of its coral reef ecosystems for economic prosperity, a shift from extractive uses to their preservation is both necessary and logical. Through examining local perception data in five coastal communities in Belize, each attracting different levels of coral reef related tourism, this analysis is intended to explore the relationship between tourism development and local coral reef conservation awareness and support. The results of the analysis show a positive correlation between tourism development and coral reef conservation awareness and support in the study communities. The results also show a positive correlation between tourism development and local perceptions of quality of life, a trend that is most likely the source of the observed relationship between tourism and conservation. The study concludes that, because the observed relationship may be dependent on continued benefits from tourism as opposed to a perceived crisis in coral reef health, Belize must pay close attention to tourism impacts in the future. Failure to do this could result in a destructive feedback loop that would contribute to the degradation of the reef and, ultimately, Belize’s diminished competitiveness in the ecotourism market.

Marine Protected Areas: A Governance System Analysis   总被引:4,自引:1,他引:3  
Marine Protected Areas (MPAs) are promoted as an important marine ecosystem management tool. However, they are complex systems that, from a governance perspective, raise serious challenges with regard to their effectiveness. In this paper, drawing on recent contributions to the so-called “interactive governance theory,” we argue that marine and coastal governance is basically a relationship between two systems, a “governing system” and a “system-to-be-governed.” The former system is social: it is made up of institutions and steering mechanisms. The latter system is partly natural, partly social: it consists of an ecosystem, and the resources that this harbours, as well as a system of users and stakeholders who, among themselves, form political coalitions and institutions. We need to be concerned with the relationship and the interaction between the governing system and the system-to-be governed, which forms a system in its own right. Governance theory argues that both systems and their interactions share similar attributes—they are diverse, complex, dynamic and vulnerable. This raises serious concerns as to their governability. There may be limits to what the governing system can do, limits attributed to one or all three systems. But such limits are themselves issues and concerns for planning and institutional design. In this paper we present, in the form of a governance matrix, the relevant issues and concerns with regard to the governability of MPAs.

Due to an increasing emphasis for fish population survey and regulation, efficient tools for evaluating the abundance and diversity of fish from various life stages are needed, especially for coral reef species that present a high taxonomic diversity. The characteristics of six different techniques used for sampling pelagic larvae (a plankton-net and two light-traps), newly settled juveniles (one type of artificial reef), and older juveniles (an underwater seine net in seagrass and macroalgal beds, and rotenone poisoning in coral patches) are described in this study. Larvae belonging to 70 families and juveniles belonging to 34 families were collected. An analysis of similarity (ANOSIM) showed that the taxonomic composition of assemblages collected with the plankton-net and the two light-traps were overlapping but clearly different, due to the higher occurrence of Gobiidae in the plankton-net and of Pomacentridae in both light-traps. Larvae being 2–4 mm standard length (SL) dominated in the plankton-net, whereas larvae being 9–11 mm SL dominated in both light-traps. Pomacentridae juveniles were more abundant in rotenone samples, whereas Labridae dominated in the underwater seine. Juvenile fish collected with the artificial reefs, the underwater seine, and rotenone poisoning largely overlapped in size, with mean sizes of 22, 38, and 33 mm SL, respectively. Seven families were caught by the six sampling techniques, but with unequal success. This study provides ecologists and managers with a unique review of six techniques for sampling a wide range of developmental stages of young fish in different habitats of a coral reef lagoon.

People have been living on Mwoakilloa, a coral atoll in the Federated States of Micronesia (FSM), for well over a millennium. Foreign interlopers, colonial governments, global commerce, and a host of internal and external forces have all played a role in shaping the uses, values, and meanings assigned to the atoll, its reefs, and its resources. This paper explores the changing relationships among the people and reefs of Mwoakilloa, highlighting the multiple, co-existing, and sometimes competing meanings and values assigned to atoll resources. It emphasizes the point that even in a small, ethnically homogeneous population there exists a diversity of meanings associated with reef resources that are dependent upon wider socioeconomic contexts. Identifying the sources of these cultural meanings is critical for understanding behaviors toward and uses of reef resources, the status and application of traditional ecological knowledge, and the success and failure of local management measures on Mwoakilloa.

Many marine protected areas (MPAs), particularly in developing countries, have failed because of a lack of enforcement and monitoring due to limited public funds for conservation. Private investment and management in MPAs offers a potential solution, and has been applied with initial positive results at the Sugud Islands Marine Conservation Area (SIMCA) in Sabah, Malaysia. Conservation fees charged to visitors to Lankayan Island Dive Resort within the SIMCA have generated a sustainable source of financing to meet the majority of management costs for the conservation area, which is separately managed by a private organization called Reef Guardian. The availability of adequate funds has enabled Reef Guardian to invest in personnel training and surveillance technology to enforce the rules and regulations of the conservation area. In collaboration with government enforcement agencies, Reef Guardian has reduced threats such as illegal fishing and turtle egg poaching. As a result, there is a comparatively high abundance of commercially important fish, and turtle nestings at Lankayan Island have increased. Private management can be effective in conserving biodiversity in MPAs, and may well succeed regionally in suitable locations.

Sub-Antarctic Marion Island has had a permanent research station for 50 years and the islands Wandering Albatrosses have been intensively studied for 20 years. The reactions of breeding birds to approaches by a human on foot were recorded. Three response variables were calculated: intensity of vocal reaction (IVR), intensity of non-vocal reaction (INR) and overall response index (ORI). At 5 m from the nest, twice as many birds stood and/or vocalised as at 15 m. Nearest neighbour distance, age and gender did not explain individual variability of responses. Study colony birds had higher IVR scores than non-study colony birds; birds at colonies closest to the station had the highest ORI scores. A better breeding record was associated with lower IVR and ORI scores, but a causative relationship remains to be demonstrated. A minimum viewing distance of 25 m is recommended for breeding Wandering Albatrosses.

Focusing on contemporary shellfish exploitation among several atoll communities in Kiribati, Micronesia, this paper examines the relationship between human foragers and their invertebrate prey via the prey choice or diet breadth model derived from optimal foraging theory. Shellfish, like many other reef organisms, are relatively sedentary and predictable, but these characteristics make them susceptible to over-harvesting. The research reveals that shellfish gatherers are foraging in a manner that matches the predictions of optimal foraging theory. The work adds to our understanding of optimal foraging decisions in atoll settings by critically evaluating the depiction of atoll dwellers as conservationists.

Commercial coral reef fisheries in Pohnpei (Micronesia) extract approximately 1,521 kg of reef fish daily (∼500 MT year−1) from 152 km2 of surrounding reef. More than 153 species were represented during surveys, with 25 species very common or common within combined-gear catch. Acanthurids contributed the greatest to catch volume, with bluespine unicornfish, Naso unicornis, and orangespine unicornfish, Naso lituratus, among the most frequently observed herbivores. Nighttime spearfishing was the dominant fishing method and inner lagoon areas were primarily targeted. A seasonal sales ban (March–April), intended to reduce pressure on reproductively active serranids, significantly increased the capture volume of other families. Catch was significantly greater during periods of low lunar illumination, suggesting higher fishing success or greater effort, or both. The marketed catch was dominated by juveniles and small adults, based on fishes of known size at sexual maturity. Artificially depressed market prices appear to be catalyzing (potential or realized) overfishing by increasing the volume of fish needed to offset rising fuel prices. These results support the need for comprehensive fisheries management that produces sustainable fishing and marketing practices and promotes shared management and enforced responsibilities between communities and the state. To be effective, management should prohibit nighttime spearfishing. Millions of coral reef fishes are collected each year for sale on the international aquarium market. Several marine ornamental species, including the Banggai cardinalfish, are biologically unsuitable for large-scale exploitation, yet their trade continues largely unmonitored. With little known about the Banggai cardinalfish or its trade, we interviewed trade participants from north and central Sulawesi, Indonesia, to document the organization, scale, and price structure of the species local collection and sale. Interviews revealed a large and growing commerce in Banggai cardinalfish, with at least 118,000 fish per month being sold in the Banggai region during the study period. Given the scale of the trade, the species restricted geographic range, and its natural susceptibility to exploitation, we propose that long-term monitoring is needed to safeguard Banggai cardinalfish populations and to serve as a much-needed example for monitoring and managing other marine ornamental fishes at risk of over-exploitation.

The reef fisheries of Pulau (meaning “island” in Malay) Banggi, Sabah are not managed, and lack baseline fisheries data despite forming part of a proposed marine park. Thus, a combination of qualitative and quantitative approaches was applied to obtain a baseline picture about the past and present state of the fisheries. Fish landings were monitored, and fisher interviews conducted to investigate seasonal effects and historical changes in Banggi’s reef fisheries. Monsoon winds were a major driver of seasonal differences in catch quantities for the hook and line, but not the gillnet fishery. Spatial distribution of fishing effort and target species also differed by season. Fishers consistently indicated that Banggi’s fisheries were declining, with a suggested three to four times decrease in catch rates over the last 20 years. Interestingly, it appeared that substantial decreases began in the year 2000. The responses of fishers to seasonal changes, and the resultant implications for management are discussed. Importantly, the need for immediate management policies to prevent further declines and to maintain sustainable reef fisheries is stressed. Problems with studies, claims, and assumptions that have been made about the causes of fires in Indonesia's tropical moist forests are identified, and the kinds of concepts, methods, prioritizing, and data needed to resolve the problems are discussed. Separate sections are devoted to studying ignitions, studying fire susceptibility and fire behavior, and using the goal of causal explanation to guide interdisciplinary research.

In 2001 Carijoa riisei, an octocoral native to the tropical Western Atlantic, was discovered overgrowing black corals in the Au’au Channel in Hawaii. In this paper data from a 2001 survey are reanalyzed and combined with new data from 2003 and 2004 to assess the ecological impact in greater detail. C. riisei differentially affected reproductively mature black coral colonies with maximum impact between 80 and 105 m. The pattern of C. riisei overgrowth on black corals and C. riisei on the substrata appears to be bounded by high irradiance in shallow water and cold temperature in deep water. Evidence suggests that the C. riisei settlement on black corals is facilitated by other epifauna. Once established, C. riisei spreads vegetatively and smothers the coral. The success of the C. riisei invasion appears to be unaided by anthropogenic disturbance and is at least partially attributable to Hawaii’s depauperate shallow-water (<100 m) octocoral fauna.
