While valuable, the discourse of language rights neglects language use in cultural, social, and historical contexts. This article examines some implications of that neglect, especially vis-a-vis small-scale, indigenous, "oral" societies. Drawing principally on Hopi examples, I argue that language rights discourse rests on a reflexivization of language and culture enhanced by globalism. Now reified, language becomes an allegory of ethnic identity. Preexisting sociolinguistic sensibilities get repositioned, for example, in Native Americancommunities in which language has hitherto been deployed as a technique of privacy and sovereignty, language rights ideology islogocentric and presumes a democratic, secular space of language use, conflicting with both privacy and performativity in Native linguisticvalues. And some linguistic usage reinforces social inequality, both transnationally and group-internally: Here, language rights contradict other human rights. Language rights discourse also requires anthropology to rethink its recent antipathy to the culture concept and to treat language and culture objectively. This article engages current debates about concepts of culture in U.S. anthropology by examining how assumptions about language shape them. Characterizing linguistic patterns as particularly inaccessible to conscious introspection, Franz Boas suggested that culture is similarly automatic and unconscious—except for anthropologists. He used this notion in attempting to position the discipline as the obligatory passage point for academic and public debate about difference. Unfortunately, this mode of inserting linguistics in the discipline, which has long outlived Boas, reifies language ideologies by promoting simplistic models that belie the cultural complexity of human communication. By pointing to the way that recent work in linguistic anthropology has questioned key assumptions that shaped Boas's concept of culture, the article urges other anthropologists to stop asking their linguistic colleagues for magic bullets and to appreciate the critical role that examining linguistic ideologies and practices can play in discussions of the politics of culture. This comment reflects on the legal (specifically, proprietary) tropes of linguistics, and the linguistic tropes of legal anthropology.It suggests analogies between discussions around "language rights" in contemporary political struggles, and discussions around the delineation of objects and subjects in anthropological theory. Such analogies may help side-step the relativism-universalism impasse that has beset the critique of rights and the critique of the objectification of language. In this article we investigate language ideology in a department of Spanish. We are concerned with examining the acquisition and transmission of linguistic culture in departments of foreign languages within university settings and the ways in which views about non-English languages that are part of the American cultural dialogue are maintained and nurtured by educational institutions. Using long-term participant-observation data and focused interviews, we contend that foreign language departments in U.S. colleges and universities, although involved in a nonhegemonic practice—that is, in the teaching of non-English languages—are nevertheless working in concert with deeply held American ideologies about bilingualism and monolingualism.  相似文献

Recent work in linguistic anthropology highlights the role of linguistic ideologies, or cultural conceptions of language, in transforming social relations and linguistic structure and use. This article examines the links between language attitudes and uses in their institutional and interactional contexts on Rapa Nui, a Polynesian island community that is part of the Chilean nation-state. By the 1970s, a sociolinguistic hierarchy and functional compartmentalization of languages between Spanish and Rapa Nui—what I will describe as "colonial diglossia"—had become established in the community, which was rapidly becoming bilingual. Language shift toward Spanish has continued to advance since then. However, rising Rapa Nui syncretic language practice and consciousness, combined with the political successes of a local indigenous movement and changes in the local economy, are now contributing to the breakdown of colonial diglossia, generating better conditions for the maintenance of the Rapa Nui language.  相似文献

This article compares the textual production of legal testimony with that of literary testimonio. Using the controversy sparked by David Stoll’s exposé of Rigoberta Menchú’s less than “factual” account of her life lived amidst the genocide of indigenous peoples in Guatemala, the analysis asks why Menchú should be indicted or acquitted based on cultural notions of legal testimony. I use the concept of language ideologies to explore how listeners hold narrators to standards of truth. By suggesting that there are interpretive ideologies of narrative production and function at work, the argument is made that any detractor can find a way to discredit narrative truth. I show this by examining how Latina women and state actors create legal testimony about domestic abuse. While these narratives share much with the Menchú testimonio, in particular the risks they present to their narrators, I conclude that the everyday victim in the U.S. adversarial system has much more to lose, and inevitably has far less discursive power, than Menchú. I examine these topics and themes from sociolinguistic and discourse analytic perspectives.  相似文献

ABSTRACT   Loosely following the structure of the U.S. election cycle, I identify some of the more important institutions and events that have recently served as venues for field-building scholarly practices and processes in linguistic anthropology. I examine various trends and concerns animating recent publications on language and social life. I discuss the ongoing impact on the field of recent major works that attempt to codify methodological and theoretical approaches to the intersection of language and society. I also consider some of linguistic anthropology's emergent ventures, including new collaborative projects and new proposals for interdisciplinary work. Finally, I discuss some of the political implications of academic specialization, disciplinary boundaries, and impending "generational shift," both in the subdiscipline and the academy generally. I close by raising questions about future directions and possibilities for research in linguistic anthropology and other interdisciplinary enterprises. This article addresses the relationship between educational theory—as manifested in particular ideologies of teaching and learning—and classroom practice. Based on an ethnographic study of English-as-a-second-language (ESL) learning at a Canadian senior public school, I outline a conflict between two language ideologies that give shape to, and are shaped by, the classroom practices of the ESL teacher, his assistants, and the students. I discuss the implications of this ideological conflict in terms of the opportunities ESL students are given, and that they create for themselves, to practice speaking English. I end by outlining how these findings can be used to shape educational policy as it relates to ESL classroom curricula in order to create a more equitable learning environment for ESL students.  相似文献

Although spoken by a relatively large population, Mayan languages show signs of language shift and loss because the children in some of the speech communities are no longer learning the language. At the same time, Mayas are participating in a movement of cultural reaffirmation, a principle focus of which is language. Maya linguists are central in formulating and reshaping language ideologies to further the goals of revitalization, and they play a significant role in cultural/linguistic activism. This article shows the extent of the contribution of linguistics to Mayan language vitality through an analysis of language ideologies and how they have been reformulated by Maya linguists, and by a review of an apparently successful attempt at reversing language loss that has arisen through an integrated community-based program of cultural revitalization that centers, to a large extent, on language and makes specific use of linguistics. Views of pre-contact Aboriginal social groupings have ranged from those which posit a linguistically-defined, homogeneous ‘tribe’ to others which, more recently, have asserted that language plays little or no role in Aboriginal constructions of social identity. Given the obvious, different degrees of linguistic diversity in different parts of the continent, it seems of interest to look at native linguistic ideologies and the ways in which notions of language and linguistic difference are integrated with other variables in the construction of social identity. This paper begins to look at differential constructions of social identity in three parts of Australia—Cape Keerweer in Cape York, the Western Desert, and western Roper River and suggests some directions for future research.  相似文献

Christians who have undergone conversion experiences usually claim that the experience has not only strengthened their religious commitment, it has in addition transformed their lives. The idea that a person may be transformed through using a set of symbols (called an "ideology" here) is not limited to Christianity; many ideologies make similar claims. Using the example of the conversion experience, I argue that ideologies may indeed create a sense of self-transformation in the subject. This sense arises out of the fact that the subject is able to use the ideological language to resolve enduring problems of meaning in his or her life. Such problems are not, however, resolved once and for all; rather, the discourse of informants reveals that self-transformation is an ongoing process wherein ideological language is used to express and come to terms with persisting emotional ambivalence.  相似文献

Basque-versus Spanish-schooled students in San Sebastian, Spain, understand ethnic identity differently. The former are more likely to speak Basque and to consider the Basque language key to Basque identity. The latter are more likely to claim "biethnic" identities based on territory. The Basque case suggests that an understanding of educational efforts to reverse language shift require an examination of the language ideologies reigning in popular culture, the public sphere, and the home and school domains.  相似文献

Among 7100 languages spoken on Earth, the Koreanic language is the 13th largest, with about 77 million speakers in and around the Korean Peninsula. In comparison to other languages of similar size, however, surprisingly little is known about the evolution of the Koreanic language. This is mainly due to two reasons. The first reason is that the genealogical relationship of the Koreanic to other neighboring languages remains uncertain, and thus inference from the linguistic comparative method provides only provisional evidence. The second reason is that, as the ancestral Koreanic speakers lacked their own writing system until around 500 years ago, there are scant historical materials to peer into the past, except for those preserved in Sinitic characters that we have no straightforward way of interpreting. Here I attempt to overcome these disadvantages and shed some light on the linguistic history of the Korean Peninsula, by analyzing the internal variation of the Koreanic language with methods adopted from evolutionary biology. The preliminary results presented here suggest that the evolutionary history of the Koreanic language is characterized by a weak hierarchical structure, and intensive gene/culture flows within the Korean Peninsula seem to have promoted linguistic homogeneity among the Koreanic variants. Despite the gene/culture flows, however, there are still three detectable linguistic barriers in the Korean Peninsula that appear to have been shaped by geographical features such as mountains, elevated areas, and ocean. I discuss these findings in an inclusive manner to lay the groundwork for future studies.  相似文献

Concern over the diminished autonomy of members of the armed forces has resulted in the classification of these groups as "vulnerable" in many international codes of research ethics, a designation that places the onus on researchers to provide special justification for the inclusion of these persons in research. This paper examines the application of these ethical requirements to a recent trial carried out by U.S. Army researchers among soldiers of the Royal Nepal Army (RNA) and concludes that the requirements to justify conducting research in this population were not met. Furthermore, noting the human rights abuses rampant in the RNA, it is appropriate to question the choice of this institution as both a partner and a subject pool for U.S. state-sponsored research. This case study raises another important ethical question about the vulnerability to coerced collaboration of groups or institutions. In response, I propose the idea of "institutional vulnerability" as an extension of the idea of individual "juridic vulnerability." The recent military and financial assistance that the RNA received from the U.S. Army, in light of their partnership in this biomedical research trial, constitutes an appropriate and revealing context in which to ground this discussion.  相似文献

In this article, I argue for an ethnographic approach to human rights that recognizes the plural and fragmentary nature of the international rights regime and the ideological promiscuity of rights talk. Instead of determining in advance the social or political character of rights, anthropologists could profitably draw from the insights of early-20th-century "legal realists" and look closely at the underlying assumptions and hidden practices of political and legal processes. Studying the "social life of human rights" would involve focusing on, inter alia, the performative dimensions of human rights, the dynamics of social mobilization, and the attitudinal changes of elite and nonelite social actors towards formulations of "rights" and "justice," both inside and outside the legal process. I conclude with a review of recent anthropological research on human rights epistemology and evaluate its implications for human rights policy.  相似文献

This article explores how song operates as a forum through which Alsatian Manouches (a subgroup of Romanies/“Gypsies”) negotiate social relations with non-Manouches and with each other. Two of the most salient identity markers for Manouches are music and language. Whereas Manouches regard instrumental music as a legitimate means of engaging with non-Manouche people, it is often considered inappropriate to share their spoken dialect of Romani with others. As a combination of both, Manouche song represents a complex juncture of volition and apprehension towards their interactions with non-Manouches. Drawing on fieldwork among Manouche and non-Manouche performers, I investigate how public Manouche vocal performance ironically connotes an ambivalence towards cross-cultural sharing, and how power relations unfold through varying degrees of linguistic concealment and openness. This article theorizes the (il-)legibility of the voice in music and illustrates how song reflects Manouche language ideologies in flux.  相似文献

Successful attempts to predict judges' votes shed light into how legal decisions are made and, ultimately, into the behavior and evolution of the judiciary. Here, we investigate to what extent it is possible to make predictions of a justice's vote based on the other justices' votes in the same case. For our predictions, we use models and methods that have been developed to uncover hidden associations between actors in complex social networks. We show that these methods are more accurate at predicting justice's votes than forecasts made by legal experts and by algorithms that take into consideration the content of the cases. We argue that, within our framework, high predictability is a quantitative proxy for stable justice (and case) blocks, which probably reflect stable a priori attitudes toward the law. We find that U.S. Supreme Court justice votes are more predictable than one would expect from an ideal court composed of perfectly independent justices. Deviations from ideal behavior are most apparent in divided 5-4 decisions, where justice blocks seem to be most stable. Moreover, we find evidence that justice predictability decreased during the 50-year period spanning from the Warren Court to the Rehnquist Court, and that aggregate court predictability has been significantly lower during Democratic presidencies. More broadly, our results show that it is possible to use methods developed for the analysis of complex social networks to quantitatively investigate historical questions related to political decision-making.  相似文献

In this article, I explore issues of authenticity, legal discourse, and local requirements of belonging by considering the recent surge of indigenous recognitions in northeastern Brazil. I investigate how race and ethnicity are implicated in the recognition process in Brazil on the basis of an analysis of a successful struggle for indigenous identity and access to land by a group of mixed-race, visibly, African-descended rural workers. I propose that the debate over mestizaje (ethnoracial and cultural mixing) in the Spanish-speaking countries of Latin America can be reconfigured and clarified by broadening it to include such Brazilian experiences. I argue that the interaction between two processes—law making and indigenous identity formation—is crucial to understanding how the notion of "mixed heritage" is both reinforced and disentangled. As such, this article is an illustration of the role of legal discourse in the constitution of indigenous identities and it introduces northeastern Brazil into the global discussion of law, indigenous rights, and claims to citizenship.  相似文献
