Wetlands, commonly called swamps in Uganda, are estimated to cover about 13% of the total land surface area (about 30,000 km2) of the country and represent a considerable ecological, social and economic value. In 1989, the Ugandan government formerly recognised that wetlands need to be conserved and contribute considerably to the National economy and rural livelihood. The present analysis is focused on the Nabugabo wetland ecosystem. Located in Central Uganda, it is an important part of the extensive system of wetlands that surround Lake Victoria. The Nabugabo wetland is a source of important resources that are basic to the local economy, including fishing, water utilization, agriculture, livestock, wetland plants for construction and more recently, tourism. Investment in the area is low and a large percentage of the local community depends on the wetland resources for basic sustenance needs. After achieving Ramsar status, demarcation and conservation activities were initiated by the local and national leaders. However, these conservation efforts have provoked conflicts between the land owners and the policy makers, in particular to the demarcation of areas for conservation In the present analysis, we examine the benefits, perceived by local leaders and community members, of the wetland and its services, as well as views towards its conservation and management. The results show that differences between the community leaders and member exist regarding the perceived benefits of the wetlands. Tourism, while providing some opportunities for local persons is not always viewed positively. Conservation activities are viewed positively but some questions remain as to whether such efforts help or hinder the local population, in particular regarding access to basic resources.  相似文献

Conservation decisions should be evaluated for how they meet conservation goals at multiple spatial extents. Conservation easements are land use decisions resulting from a combination of social and environmental conditions. An emerging area of research is the evaluation of spatial distribution of easements and their spatial correlates. We tested the relative influence of interacting social and environmental variables on the spatial distribution of conservation easements by ownership category and conservation status. For the Appalachian region of the United States, an area with a long history of human occupation and complex land uses including public-private conservation, we found that settlement, economic, topographic, and environmental data associated with spatial distribution of easements (N = 4813). Compared to random locations, easements were more likely to be found in lower elevations, in areas of greater agricultural productivity, farther from public protected areas, and nearer other human features. Analysis of ownership and conservation status revealed sources of variation, with important differences between local and state government ownerships relative to non-governmental organizations (NGOs), and among U.S. Geological Survey (USGS) GAP program status levels. NGOs were more likely to have easements nearer protected areas, and higher conservation status, while local governments held easements closer to settlement, and on lands of greater agricultural potential. Logistic interactions revealed environmental variables having effects modified by social correlates, and the strongest predictors overall were social (distance to urban area, median household income, housing density, distance to land trust office). Spatial distribution of conservation lands may be affected by geographic area of influence of conservation groups, suggesting that multi-scale conservation planning strategies may be necessary to satisfy local and regional needs for reserve networks. Our results support previous findings and provide an ecoregion-scale view that conservation easements may provide, at local scales, conservation functions on productive, more developable lands. Conservation easements may complement functions of public protected areas but more research should examine relative landscape-level ecological functions of both forms of protection.  相似文献

Cryogenic storage of vanilla shoot-tips represents the safest biotechnological strategy for the long-term conservation of the vanilla germplasm, but successful cryopreservation depends on its tolerance to both dehydration stress imposed by cryoprotective treatments and thermal stress produced by immersion in liquid nitrogen. In this work, we evaluated the impact of various osmoprotective treatments on protein expression patterns in vanilla (Vanilla planifolia) shoot-tips subjected to successive dehydration steps prior to cryopreservation. Two-dimensional electrophoretic protein profiles of shoot-tips dissected from in vitro grown plants and preconditioned on semisolid media with 0.3 M sucrose for one day, and shoot-tips preconditioned, loaded with a solution of 0.4 M sucrose and 2 M glycerol, and subsequently exposed to plant vitrification solution 3 (50% (w/v) sucrose and 50% (w/v) glycerol), were compared with non-treated dissected shoot-tips. We observed an increase in the expression level of six protein spots (fold change exceeding 1.5) and a decrease (fold change not exceeding 0.6) of ten protein spots after preconditionig treatment, whereas the profiles after preconditioning, loading and exposure to vitrification solution showed an increase in the expression level of 21 protein spots and a decrease in the expression level of 13. Most proteins identified were down-regulated and belonged to groups of biosynthesis, folding, and protein degradation. Many others were related to energetic metabolism, defense, and cell structure. These preliminary results contribute to knowledge of the proteome of this species and partially clarify its sensitivity to osmotic dehydration treatments.  相似文献

Loss and degradation of natural habitats and their biodiversity may, arguably, be mitigated or compensated through the creation of human-engineered habitats: the underlying conservation tenet is that these artificial habitats compensate for diminished diversity caused by human impacts at local or regional scales. This approach is widely used in the sea by purposefully scuttling ships to create artificial reefs, but its performance as a conservation tool is seldom critically examined in these situations. Here we test if the diversity of sessile invertebrate assemblages on a large, but young (3 years), artificial reef, created by sinking a 133 m long battle ship off Eastern Australia, can mimic that of nearby natural reefs. We use this system as a model to test whether this artificial reef can form compensatory habitat of comparable quality and levels of biodiversity. Our assessment is based on the abundance, species richness, and species composition of sessile invertebrate assemblages, including corals. Despite some signs that temporal trajectories of ecological metrics, such as cover, began to approach natural conditions after 3 years, the ecological structure of sessile invertebrate assemblages on this young wreck remained fundamentally different from those on nearby natural reefs. In particular, large, long-lived corals were abundant on natural rocky reefs, but were rare and covered little area on the young wreck. These data demonstrate that when trajectories to community convergence with natural habitats are prolonged, as may be the case here, any compensatory effects of artificial habitats will have a considerable time lag. Such lags have implications for appraising the conservation value of wrecks and artificial reefs, and they emphasize the need to explicitly acknowledge temporal dynamics when using artificial habitats as complementary conservation tools to augment larger conservation efforts on natural systems.  相似文献

An extensive network of Protected Areas (PA) has been established across the Brazilian Amazon, but this PA system still suffers from a shortage of funding resources and environmental managers. New conservation strategies that successfully align social aspirations with biodiversity conservation are therefore imperative. Although approaches exist that demonstrate the value of biodiversity conservation for society and the local/national economy, these do not always manage to capture intrinsic values or local perspectives on natural resource conservation, and this can generate limitations in the use of these approaches as conservation tools. Here, we assessed the case of arapaima (Arapaima spp.) co-management, a well-consolidated community-based conservation initiative, through the lens of the Protected Areas Asset Framework (PAAF) to investigate the material and immaterial value of PA assets. Arapaima was clearly recognized as a key biophysical natural asset by local communities, with a significant role in terms of food, cultural, economic and conservation importance, in addition to its status as an iconic and emblematic species. This study reinforces the potential of the PAAF to identify the diverse range of values associated with PAs. Our results also encourage wider support to strengthen collaborative sustainable natural resource management programmes such as arapaima co-management, which is achieving remarkable social and ecological outcomes in rural Amazonia.  相似文献

A common exhortation by conservationists suggests that we can solve ecological problems by returning to the attitudes of traditional societies: reverence for resources, and willingness to assume short-term individual costs for long-term, group-beneficial sustainable management. This paper uses the 186-society Standard Cross-Cultural Sample to examine resource attitudes and practices. Two main findings emerge: (1) resource practices are ecologically driven and do not appear to correlate with attitude (including sacred prohibition) and (2) the low ecological impact of many traditional societies results not from conscious conservation efforts, but from various combinations of low population density, inefficient extraction technology, and lack of profitable markets for extracted resources. 运用实地调研和理论分析的方法对中国生态资源价值化体系的变迁进行分析,并进一步提出耦合生态资本和社会资本的生态资源价值化理论框架。按照价值化的逻辑总结出价值化两条路径:流量价值化和存量价值化,并通过梳理科技文献指出现有研究的不足:流量价值化缺乏"生态视角"和存量价值化缺乏"整体视角"。对比分析了不同时期中国生态资源价值化变迁的特点,发现计划经济时期国家通过生态资源的公有和单要素管理,实现流量、存量的管控和生态资源收益的合理分配;在市场化改革前期,生态资源使用权与所有权的收益逐步分离,激励了社会资本带动生产力发展,但也造成了生态危机和贫富差距拉大等问题;在市场化后期,各地不断实践探索全生态要素治理,通过政府市场社会多方位联动追求共同富裕和生态文明目标的实现。指出生态资源价值体系与社会历史进程的关系,揭示了其背后社会资本与生态资本的耦合关系。最后,提出在市场化改革后期需要坚持"公共性"政党的领导,并在耦合社会资本与生态资本这一思想指导下构建的县镇村三级联动的生态资源价值化框架。研究结论为乡村振兴背景下中国生态资源价值化体系提供理论指导,为中国共产党领导下生态文明思想的人民性提供政治经济学的解释。  相似文献

Detecting ecological change is a critical first step in the process of local-level adaptation, yet few studies have explored the factors that predict knowledge acquisition following catastrophic events. This article empirically assesses individual variation in the ability of Solomon Islanders to detect ecological change following the alteration of local, shallow-water, marine environments by a major tsunami. We compare the results of marine science surveys with local ecological knowledge of the benthos. We also examine multiple socioeconomic variables, and employ social network analysis to measure the influence of social and expert networks. Results show that villagers with salaried work who are at the intersection of local and global knowledge were the most adept at detecting tsunami-induced changes to benthic surfaces. Social networks had no statistically significant influence on villagers’ abilities to detect change. We argue that these results counter common conceptualizations of indigenous knowledge that emphasize its normative, shared, inter-generationally transmitted characteristics rather than its heterogeneity, emergence, and practical application. Our findings have implications for theory about the foundations of indigenous knowledge research and the design of disaster mitigation efforts or resource management programs that incorporate indigenous ecological knowledge.  相似文献

A large number of studies have analysed the putative functions of the prion protein (PrPC) in mammals. Although its sequence conservation over a wide range of different animals may indicate that this protein could have a key role in prion diseases, an absolutely accepted involvement has not been found so far. We have recently reported that PrPC regulates Nanog mRNA expression, the first non-redundant function of PrPC in embryonic stem cells (ESC), which translates into control of pluripotency and early differentiation. Contrary to what it is believed, the other two members of the prion protein family, Doppel and Shadoo, cannot replace the absence of PrPC, causing the appearance of a new embryoid body (EB) population in our in vitro culture. The similarities between EB and an early post-implantation embryo suggest that this might also occur in vivo, enhancing the importance of this finding. On the other hand, our data may support the hypothesis of a relationship between the loss of PrPC function and neuronal degeneration in prion diseases. A reduction in brain stem cells pluripotency after PrPC is misfolded into the pathological conformation (PrPSc) could lead to a delay or a disappearance of the normal brain damage recovery.  相似文献

水源涵养等生态功能是生态公益林的首要功能,维护生态安全是集体林权制度改革(简称"林改")的重要目标。为了厘清福建林改对生态公益林水源涵养能力变化的影响,以促进生态公益林质量的精准提升。运用综合蓄水能力法测算分析了福建省5县(区)723个村林改前后生态公益林水源涵养能力变化,并运用多元线性回归模型探讨了林改对生态公益林水源涵养能力变化的关键影响因素。结果表明:(1)林改后生态公益林水源涵养量普遍增加,但单位面积水源涵养能力多数下降,少数提升。(2)产权归属通过经营管护行为对单位面积水源涵养能力产生显著影响,其中,国有权属存在正向影响,集体权属与私有权属存在负向影响。(3)面积、人工林占比、防护林占比、蓄积量变动和降雨量等因素,主要通过资源结构、经营条件和外部环境对单位面积水源涵养能力产生显著影响。据此提出,在提高生态公益林数量的同时要注重提升生态公益林质量,加大政府赎买,重点挖掘幼龄人工生态林生态潜力,做好天然林和防护林保护等政策建议。  相似文献

我国的自然保护地普遍存在着科学管控难、统一管理难和资金供给难等问题, 即便是国家公园体制试点区也不例外。本文以钱江源国家公园体制试点区为例, 设计了基于细化保护需求的保护地役权制度, 以探索一种能解决上述问题并能体现生态补偿的适应性管理方法, 包括: 细化主要保护对象的管理需求, 结合土地利用类型, 确定实施保护地役权的空间范围; 辨析保护需求和原住民生产、生活之间的关系, 形成正负行为的准则并以行为清单的形式体现; 从生态系统监测指标改善情况、正负行为遵守情况和社区能力建设三个维度制定地役权制度的评价方法; 据此形成地役权合同, 明确供役地人和需役地人的权责利, 形成考虑保护绩效的生态补偿方案。这种方法可以解决自然保护地因为权属不一致造成的生态系统和景观破碎化问题, 缓解社区发展和生态保护之间的矛盾, 在我国南方集体林地占比较高的自然保护地具有适用性。  相似文献

Economic development and environmental conservation are often seen as opposing forces in the arena of government policy-making. With more than 7 million people and a rich diversity of marine species and habitats, Hong Kong is an excellent case study to explore this dynamic. Despite anthropogenic impacts, Hong Kong still hosts more than 90 species of stony corals within a marine area of 1650 km2. This is remarkable in light of the global plight of coral reefs, which have been reduced by ~80% worldwide in recent decades. The Hong Kong Special Administrative Region has not been immune to this negative trend with an unfortunate track of marine environmental disasters and, as such, can be viewed a harbinger for the future trajectory of coral reefs worldwide. Yet, the story is not entirely negative. Hong Kong possesses key assets, including capable government environmental agencies and competitive research led by local universities, which can bring novel and promising approaches for coral biodiversity conservation in an urbanized context. To coordinate and assist conservation efforts in Hong Kong, we here identify and prioritize major management efforts and identify knowledge gaps for coral conservation based on updated coral biodiversity distribution and a current literature review. Specifically, we propose five priorities for the most positive impact on conservation efforts: (1) reconstruct environmental baselines and establish long-term monitoring of local coral communities, (2) enhance the management and protection of local coral habitats, (3) improve water quality, (4) gain an understanding of the genetic connectivity among local and distant coral communities, and finally, (5) establish an active restoration program for local coral species/communities. In order to build progressive and integrative management strategies for coral biodiversity conservation in Hong Kong, we suggest specific ways in which these priorities be addressed and encourage a fresh dialogue between the government, the public and academia.  相似文献

This paper uses a political ecology approach to examine whether ecotourism along the Pacific Coast of the Baja California peninsula in Mexico promotes stewardship of marine resources, which have been devastated in recent years by uncontrolled commercial harvesting. This case illustrates how conflicts over access to common-pool resources that fueled the demise of area fisheries are now emerging in the rapidly growing industry of recreational whale watching. Even if ecotourism provides a significant new source of income through environmentally friendly, nonconsumptive resource use, it may not be sufficient to discouragelocal people from engaging in other, more destructive forms of consumptive resource use. But resource conflicts may not preclude efforts to promote conservation through ecotourism. Along the shores of Baja's gray whale calving lagoons there are nascent, community-based organizations that could serve as vehicles for mobilizing local people into conservation efforts, if local access rights to marine resources were both secure and accorded preference over outside claims to the same.  相似文献

Extensive epidemiological study implicates that high arsenic content in artesian well water is the causal factor responsible for Blackfoot disease. We determine the arsenic concentration in urine samples of patients with Blackfoot and Bowen’s diseases and examine whether there exists any discrepancy of urinary arsenic concentrations among patients and the normal population. The analyses were made by hydride atomic absorption spectrophotometry (AAS) and the analytical reliability of the method was checked with a standard urine sample (ORTHO Bi-Level Urine Metal Control). The results show that the mean urinary arsenic concentration in 100 healthy adults is 63.4±29.7 μg/L, and those means for 23 and 11 patients with Blackfoot disease and Bowen’s disease are 75.7±39.1 μg/L (P vs controls >0.05) and 201±58 μg/L (P vs controls <0.001), respectively. From the analytical results obtained, we cannot conclude that urinary arsenic is associated with Blackfoot disease, as was disclosed from the epidemiological studies. However, urinary arsenic concentrations are possibly very closely associated with Bowen’s disease.  相似文献

Culturally protected forests (CPFs), preserved and managed by local people on the basis of traditional practices and beliefs, have both social and ecological functions. We investigated plant species richness and diversity within the tree layer, shrub layer and herb layer in three types of CPFs (community forests, ancestral temple forests, cemetery forests) as well as nearby forests without cultural protection (NCPFs) in Southeast China. A total of 325 species belonging to 85 families and 187 genera were recorded in CPFs, including 17 protected species in China Species Red List and IUCN Red List, which accounted for 17 % of counties’ endangered species. Compared with NCPFs, the tree layer of CPFs had larger DBH and lower species density, especially in the cemetery forests. CPFs had higher alpha diversity values generally, particularly in the tree layer. The differences in tree layer were substantial, and CPFs covered nearly 85.4 % of the tree species in the surveyed sites. The similarities between CPFs and NCPFs were higher in the herb and shrub layers than in the tree layer. These differences of species diversity may be attributed to differences in resource use and management between CPFs and NCPFs. Our field investigation results suggested that local CPFs harbor many plant species, high biodiversity, and contribute to the conservation of a substantial proportion of the local species pool.  相似文献

The current freshwater fish fauna crisis is such that natural resource managers urgently need to identify priorities and understand the management consequences of actions aimed at maximizing the preservation of biodiversity. Freshwater research is often poorly linked to conservation ecology; and interdisciplinary studies illustrating examples of freshwater ecosystem conservation are scarce. The Iberian Peninsula has a long history of anthropogenic disturbance that has led to the poor conservation status of its ichthyofauna, with 52 % of species now catalogued as critically endangered, endangered or vulnerable, according to UICN criteria. This paper gives an overview of the main threats (habitat degradation, hydrological alterations and exotic species) that have altered the function and connectivity of Iberian rivers. Case-study examples are provided to analyse the repercussions of these threats and the management actions planned or already performed in these systems. The interaction of many threats is responsible for native fish decline. However, freshwater managers and researchers should not let the trees prevent them from seeing the overall wood, when seeking to achieve practical solutions with the best balanced cost benefit and the collaboration of all ecosystem researchers and stakeholders. Conservation efforts should be focused on the preservation of ecological processes, in order to achieve the goals of the Water Framework Directive and guarantee the conservation of Iberian native fish species.  相似文献

经济效益最大化与环境影响最小化是绿色旅游与可持续发展的内在诉求。本文立足于生态效率模型,创新性地提出旅游业生态福利指数,据此分析1995—2017年常州市旅游业生态福利变化趋势及驱动效应,旨在为评价旅游产业绿色可持续发展能力提供新视角。研究发现:(1)1995年来常州市生态足迹呈现先增长后下降趋势,但旅游业各部门生态足迹均不断增长,游客人均资源消耗约为本地居民人均资源消耗的2.81—9.37倍,面临艰巨的节能减排压力。(2)1995年来常州市本底生态效率与旅游生态效率逐年提升,分别增加了37033元/hm~2和44226元/hm~2;同等资源消耗下,旅游业平均每单位产出高14409元/hm~2,但游客年均消耗的自然资源却为本地居民的5.78倍。(3)1995—2007年间常州市旅游生态福利升降波动频繁,2007年来呈以直线式地骤降,受规模效益影响,旅游业的绿色生态福利和高效性不断弱化,为全市的资源节约量下降了10.7倍。(4)迪氏对数指标分解法(Logarithmic Mean Disivia Index, LMDI)揭示规模效应、经济效应对旅游福利水平变化起到显著地负向驱动效应,效率效应、技术效应起到正向拉动作用。未来,常州市旅游业应以绿色发展为导向,走出"无烟产业"误区,转变经济增长模式,大力倡导节能减排工作,走资源利用精细化、可持续发展道路,最大限度提升旅游业福利效应。  相似文献

Biodiversity conservation, as an environmental goal, is increasingly recognized to be connected to the socioeconomic well-being of local communities. The development of a widespread community-based natural resource management (CBNRM) program in Namibia makes it an ideal location to analyze the connection between conservation and socioeconomic well-being of local communities. Namibia’s CBNRM program involves the formation of communal conservancies within rural communities and previous studies have found it to be successful on both ecological and economic fronts. In order to broaden the understanding of the program’s impact to include social factors, we have conducted a comparative analysis to determine the effects of this program on household welfare outcomes. Data from two rounds of the Namibia Demographic and Health Surveys (2000 and 2006/07) and quasi-experimental statistical methods were used to evaluate changes in various health, education and wealth outcomes of those living in conservancies, relative to non-conservancy comparison groups. Regression results indicate mixed effects of the conservancy program at the household level. The program had positive effects on some health outcome variables, including bednet ownership, which was twice as likely to increase over time in conservancy compared to non-conservancy households. Program impacts were negative for education outcomes, with the proportion of school attendance of conservancy children being 45% less likely to increase over time than non-conservancy children. Wealth outcome results were inconclusive. Our findings highlight the importance of analyzing community conservation programs at a variety of scales when evaluating overall impact, as community-level benefits may not necessarily extend down to the household level (and vice versa).  相似文献

Local communities often conserve nearby natural areas to support recreational activities and other benefits these areas provide. Areas protected by local communities could contribute to wider efforts to achieve large-scale conservation goals, such as biodiversity protection, provided the ecological conditions on-site are compatible with achieving these goals. To explore the potential contribution of locally established protected areas, we focus on areas protected by local communities in California, USA, using ballot initiatives, a form of direct democracy. We compare the ecological condition of wooded habitat on protected areas funded by local communities through the ballot box to that of similar habitats on protected areas funded by a state conservation agency. As an indicator of ecological condition, we focus on coverage by exotic plant species. We examine whether protected area characteristics or aspects of human-mediated onsite disturbance related to recreational use explain exotic plant cover found on each type of protected area. Exotic plant cover did not differ between areas protected by local communities and those protected by our larger scale conservation actor. Instead, elevation was the best predictor of exotic plant cover. Our results suggest protected areas established by local communities may be in no worse a condition than those established by a state public agency and warrant inclusion when tracking progress towards large-scale conservation goals for protected areas.  相似文献

生态保护与经济发展之间的矛盾是发展中国家普遍存在的问题。近年来中国开展了大规模的生态保护行动,但对于这些行动的经济效应评估主要集中在森林和草地保护,而对湿地保护鲜少关注。选取云南一个典型的高原湿地,基于当地实施的退耕还湿政策,运用倾向得分匹配(PSM)和双重差分法(DID)检验了退耕还湿对农民收入和生态旅游的长期动态影响,并进一步讨论了政策效果的异质性以及补偿资金在湿地保护中的作用。研究发现:(1)退耕还湿具有显著的增收效应,使人均收入提高了约40%,并促进了生态旅游的发展;(2)随着时间推移,退耕还湿对农民收入和生态旅游的促进作用不断增强,在多重因素的综合影响下,农民通过生计转型实现长期增收;(3)退耕还湿存在明显的异质性影响。在不同收入群体中,低收入和高收入群体的增收效应最明显,而对生态旅游的影响则主要体现在高收入群体中;此外,距离湿地资源越近的地区,农民越倾向于通过开展生态旅游实现增收;(4)补偿资金在湿地保护中具有双重作用,不仅在保护行动前期作为安全网维持农民收入不降低,而且作为启动市场和吸引民间资本参与的种子资金,进一步支持了生态旅游的发展。研究结果能够为湿地保护与社会经济协...  相似文献
