By summarising ecological publications over the last 30 years, this paper provides an assessment of the amount and focus of New Zealand ecological research with respect to land tenure. While the number of published articles that deal with private land has increased over the last 30 years, the majority of New Zealand ecological research publications (65%) still focuses on public conservation lands, despite these only accounting for c. 30% of the land area. Even with the increasing emphasis in ecological research on private land there is still a need to better understand both the distribution of indigenous biodiversity and the interactions that occur between land management and indigenous biodiversity on private land. Such research is essential if we are to sustain indigenous biodiversity in lowland New Zealand.  相似文献

This paper develops a comparative framework for policy proposals involving fish protection and Section 316(b) of the Clean Water Act (CWA). Section 316(b) addresses the impingement and entrainment of fish by cooling-water intake structures used principally by steam electric power plants. The framework is motivated by examining the role of adverse environmental impacts (AEIs) in the context of Section 316(b) decision making. AEI is mentioned in Section 316(b), but not defined. While various AEI options have been proposed over the years, none has been formalized through environmental regulations nor universally accepted. Using a multiple values approach from decision analysis, AEIs are characterized as measurement criteria for ecological impacts. Criteria for evaluating AEI options are identified, including modeling and assessment issues, the characterization of ecological value, regulatory implementation, and the treatment of uncertainty. Motivated by the difficulties in defining AEI once and for all, a framework is introduced to compare options for 316(b) decision making. Three simplified policy options are considered, each with a different implicit or explicit AEI approach: (1) a technology-driven rule based on a strict reading of the 316(b) regulatory text, and for which any impingement and entrainment count as AEI, (2) a complementary, open-ended risk-assessment process for estimating population effects with AEI characterized on a site-specific basis, and (3) an intermediate position based on proxy measures such as specially constructed definitions of littoral zone, sensitive habitat, or water body type. The first two proposals correspond roughly to responses provided, respectively, by the Riverkeeper environmental organization and the Utility Water Act Group to the U.S. Environmental Protection Agency (EPA)'s proposed 316(b) new facilities rule of August 2000; the third example is a simplified form of the EPA's proposed August 2000 new facilities rule itself. The simplified policy positions are compared using the three dimensions of the comparative policy framework: (1) the role of CWA philosophy or vision, such as the use of technology-forcing rules, (2) regulatory policy implementation, and (3) the role for scientific information and the knowledge base. Strengths and weaknesses of all three 316(b) policy approaches are identified. The U.S. EPA's final new facilities rule of November 2001 is briefly characterized using the comparative policy framework and used to further illustrate the approach.  相似文献

Introduction is a critical stage in vertebrates’ invasion process; once imported, they have a high probability of establishment and spread. While there is a consensus that trade is a primary conduit for non-indigenous species (NIS) introductions, and a key locus for preventive regulation, few policies have been evaluated by scientists for effectiveness. A science-based quantitative assessment of regulatory performance could significantly decrease invasion risk. We carried out a quantitative analysis of data on importation permits of terrestrial vertebrates and the reporting system, using the Israeli regulatory system as a model. This regulatory system is based on long-established wildlife protection legislation, now being used to control NIS vertebrates, much as is the case in many other countries. Ecological risk assessment for NIS was sometimes carried out, but it is not mandatory within the regulatory process, and no legally-binding criteria for assessment exist. We found a significant decrease in number of permits issued over the years, but this decrease does not reflect perception of ecological risk. We found permit quotas of much wider volumes than those actually used, indicating that trade volumes are dictated by retailers rather than by regulators. Actual imports are frequently not reported, hindering efforts to assess propagule pressure and to monitor and analyze effects of introductions. We conclude that the regulatory system should be more science-based, that the import database should be formulated to allow future ecological research and mitigation, and that legally-binding ecological risk assessment would contribute significantly to the strength of NIS regulation.  相似文献

The Proposed Guidelines for Ecological Risk Assessment (USEPA, 1996) identify five criteria for determining ecological adversity: nature and intensity of effects, temporal and spatial scale, and potential for recovery. Assessing changes in the assessment endpoints and reaching conclusions on ecological adversity or significance is ultimately founded on information obtained through monitoring and measurements on ecological systems. Although some monitoring programs have previously been criticized for lack of scientific rigor, answers to questions related to ecological and societal significance must come from assessments founded on ecological monitoring efforts. Identifying the appropriate questions and assessment endpoints for monitoring are critical steps in the design and implementation of the monitoring program. However, the process must be completed. This monitoring information subsequently must form the foundation for assessments that interpret and present the ecological and societal signficance of observed status and trends in resource condition.  相似文献

Some potentially invasive herbivores/pathogens in their home range may attack plants originating from another geographic area. Methods are required to assess the risk these herbivores/pathogens pose to these plants in their indigenous ecosystems. The processes and criteria used by weed biological control researchers to assess the impact of potential biological control agents on a plant species in its non-native range provide a possible framework for assessing risks to indigenous plants. While there are similarities between these criteria such as the need for clear objectives, studies in the native range of the herbivore/pathogen, good knowledge of the ecology of the target plant and taxonomy of the plant and herbivore/pathogen, and modelling of the interaction between the two organisms, there are some important differences in approach. These include the need to consider the threat classification of the plant, the likely greater risk from polyphagous herbivores/pathogens than oligophagous or monophagous species, and the need to consider the impact of an additional natural enemy in conjunction with a suite of existing natural enemies. The costs of conducting a risk assessment of a herbivore/pathogen in another country that damages plants indigenous to another geographic area means that criteria will be needed for deciding which foreign herbivore/pathogen species should be assessed. These criteria could include the threat classification of the plant, the amount of damage to the particular plant organs affected, and the importance in key ecosystems.  相似文献

The rich biodiversity repository of the Niger Delta region of Nigeria is under severe threat from diverse sources such as deforestation, inadequate farming practices, invasive alien species, urbanization and oil and gas exploration and development activities. This biodiversity “hot spot” is the second most sensitive environment in Africa. The over 70 Protected Areas (PAs) here have lost substantial portions of their area which translates to loss of biodiversity. The need to select representative sites within each of the ecological zones of the region for effective and sustainable biodiversity conservation is, therefore, essential. Vital site criteria that have ecological, socio-economic and cultural dimensions were selected and assessed through a combination of relevant scientific information, indigenous traditional knowledge and participatory rural appraisal (PRA) to yield Key Biodiversity Areas (KBAs).They are significantly different from the site selection criteria and principles used in the UK and to a large extent adopt the critical factors that underscore biodiversity conservation in a largely primary production based economy such as in much of the developing world. The three sites selected for biodiversity conservation through this process yielded not only community buy-in but also participatory action and ownership, which are critical for the sustainability of the biodiversity conservation efforts. Shell Nigeria and World Wide Fund (WWF) representatives are already concluding plans to commence effective conservation projects in the selected sites. This approach is hereby advocated for consideration and adoption for the preservation of the remaining stock of the unique biodiversity in developing countries.  相似文献

Retrospective ecological risk assessment attempts to identify likely causal agents to explain adverse effects that have occurred in ecological targets. It can never be decisive since it is post hoc and usually based on limited evidence that is rarely very quantitative. It can, nevertheless, be made more transparent, systematic, and logical, and less subjective. Based on human health epidemiological criteria we develop an approach that moves from systematic consideration of seven basic questions to assigning a likelihood of involvement of putative agents. The questions are: 1. Is there evidence that the target is or has been exposed to the agent? 2. Is there evidence for correlation between adverse effects in the target and exposure to the agent either in time or in space? 3. Do the measured or predicted environmental concentrations exceed quality criteria for water, sediment or body burden? 4. Have the results from controlled experiments in the field or laboratory led to the same effect? 5. Has removal of the agent led to amelioration of effects in the target? 6. Is there an effect in the target known to be specifically caused by exposure to the agent? 7. Does the proposed causal relationship make sense logically and scientifically? We identify 15 common scenarios of answers to the questions and illustrate the approach by reference to three real-world case studies (decline in benthos in a tropical marine bay, decline in fisheries in a temperate sea, decline in marine mollusc populations). The primary challenge in retrospective risk assessment is to make best use of the available evidence to develop rational management strategies and/or guide additional analyses to gain further evidence about likely agents as causes of observed harm.  相似文献

Chemical-specific hazard quotient (HQ) risk characterization in ecological risk assessment (ERA) can be a value-added tool for risk management decision-making at chemical release sites, when applied appropriately. However, there is little consensus regarding how HQ results can be used for risk management decision-making at the population, community, and ecosystem levels. Furthermore, stakeholders are reluctant to consider alternatives to HQ results for risk management decisions. Chemical-specific HQs risk characterization should be viewed as only one of several approaches (i.e., tools) for addressing ecological issues; and in many situations, other quantitative and qualitative approaches will likely result in superior risk management decisions. The purpose of this paper is to address fundamental issues and limitations associated with chemical-specific HQ risk characterization in ERA, to identify when it may be appropriate, to explore alternatives that are currently available, and to identify areas that could be developed for the future. Several alternatives (i.e., compensatory restoration, performance-based ecological monitoring, ecological significance criteria, net environmental benefit analysis), including their limitations, that can supplement, augment, or substitute for HQs in ERA are presented. In addition, areas of research (i.e., wildlife habitat assessment/landscape ecology/population biology, and field validated risk-based screening levels) that could yield new tools are discussed.  相似文献

Although environmental flow assessments and allocations have been practiced in Australia for nearly 20 years, to date they have not effectively incorporated indigenous values. In many cases, even though indigenous people rely substantially on aquatic resources, environmental flows have been assumed to be an acceptable surrogate for the protection of indigenous interests. This paper argues that the need to adapt flow assessments to account for linkages and dependencies between people and rivers is equally applicable to developed world indigenous contexts such as Australia as it is to developing countries where there has been some attempt to address indigenous or subsistence water requirements. We propose three challenges to conventional environmental flow assessments that, if met, will improve the ability of water resource planning to address indigenous interests. The first challenge is to recognize that in an indigenous context a different suite of species may be considered important when compared to those valued by other stakeholders. Although conservation status or rarity may be important, it is common and widespread species that make substantial contributions to indigenous household incomes through customary use. The second challenge is to accommodate a different set of management objectives in environmental flow allocation. Environmental flows will need to meet the requirement of hunting and fishing activities at rates that are socially and economically sustainable. The third and arguably most theoretically challenging task is for environmental flow assessments to take into account indigenous worldviews and the quality of people–place relationships that are significant in indigenous cultures. Meeting these three challenges to environmental flow assessment will assist water management agencies and other practitioners to protect indigenous interests as water allocation decisions are made.  相似文献

When it comes to fitting simple allometric slopes through measurement data, evolutionary biologists have been torn between regression methods. On the one hand, there is the ordinary least squares (OLS) regression, which is commonly used across many disciplines of biology to fit lines through data, but which has a reputation for underestimating slopes when measurement error is present. On the other hand, there is the reduced major axis (RMA) regression, which is often recommended as a substitute for OLS regression in studies of allometry, but which has several weaknesses of its own. Here, we review statistical theory as it applies to evolutionary biology and studies of allometry. We point out that the concerns that arise from measurement error for OLS regression are small and straightforward to deal with, whereas RMA has several key properties that make it unfit for use in the field of allometry. The recommended approach for researchers interested in allometry is to use OLS regression on measurements taken with low (but realistically achievable) measurement error. If measurement error is unavoidable and relatively large, it is preferable to correct for slope attenuation rather than to turn to RMA regression, or to take the expected amount of attenuation into account when interpreting the data.  相似文献

With the astonishing rate that genomic and metagenomic sequence data sets are accumulating, there are many reasons to constrain the data analyses. One approach to such constrained analyses is to focus on select subsets of gene families that are particularly well suited for the tasks at hand. Such gene families have generally been referred to as “marker” genes. We are particularly interested in identifying and using such marker genes for phylogenetic and phylogeny-driven ecological studies of microbes and their communities (e.g., construction of species trees, phylogenetic based assignment of metagenomic sequence reads to taxonomic groups, phylogeny-based assessment of alpha- and beta-diversity of microbial communities from metagenomic data). We therefore refer to these as PhyEco (for phylogenetic and phylogenetic ecology) markers. The dual use of these PhyEco markers means that we needed to develop and apply a set of somewhat novel criteria for identification of the best candidates for such markers. The criteria we focused on included universality across the taxa of interest, ability to be used to produce robust phylogenetic trees that reflect as much as possible the evolution of the species from which the genes come, and low variation in copy number across taxa.We describe here an automated protocol for identifying potential PhyEco markers from a set of complete genome sequences. The protocol combines rapid searching, clustering and phylogenetic tree building algorithms to generate protein families that meet the criteria listed above. We report here the identification of PhyEco markers for different taxonomic levels including 40 for “all bacteria and archaea”, 114 for “all bacteria (greatly expanding on the ∼30 commonly used), and 100 s to 1000 s for some of the individual phyla of bacteria. This new list of PhyEco markers should allow much more detailed automated phylogenetic and phylogenetic ecology analyses of these groups than possible previously.  相似文献

Studies of well-being have been dominated by perspectives that stem from Western, health-science notions of individual’s health and psychological development. In recent times, however, there has been a developing sensitivity to the cultural and place-specific contexts affecting the health and well-being of contrasting populations in different environments. Drawing on these advances, this article explores the potential in conceptualizing a place-based notion of well-being that recognizes the cultural and environmental specificity of well-being for specific populations in a given setting. We argue that a geographical approach to well-being enables the linking of culture and environment for future indigenous research into both ecosystems and human health. Taking the case of an indigenous population, we identify the contexts that affect Maori well-being and we argue that key sociocultural and environmental dimensions need to be integrated for a culturally appropriate approach to Maori well-being.  相似文献

In New Zealand, assessment of ?significance? is undertaken to give effect to a legal requirement for local authorities to provide for protection of significant sites under the Resource Management Act (1991). The ambiguity of the statute enables different interests to define significance according to their goals: vested interests (developers), local authorities, and non-vested interests in pursuit of protection of environmental public goods may advance different definitions. We examine two sets of criteria used for assessment of significance for biological diversity under the Act. Criteria adapted from the 1980s Protected Natural Areas Programme are inadequate to achieve the maintenance of biological diversity if ranking is used to identify only highest priority sites. Norton and Roper-Lindsay (2004) propose a narrow definition of significance and criteria that identify only a few high-quality sites as significant. Both sets are likely to serve the interests of developers and local authorities, but place the penalty of uncertainty on non-vested interests seeking to maintain biological diversity, and are likely to exacerbate the decline of biological diversity and the loss of landscape-scale processes required for its persistence. When adopting criteria for assessment of significance, we suggest local authorities should consider whose interests are served by different criteria sets, and who will bear the penalty of uncertainty regarding biological diversity outcomes. They should also ask whether significance criteria are adequate, and sufficiently robust to the uncertainty inherent in the assessment of natural values, to halt the decline of indigenous biological diversity.  相似文献

This article describes the current state of the development toward a common European framework for site-specific ecological risk assessment (SS-ERA) Although common progression has been slow in the past two years, earlier activities were very promising. Results are presented of a 2001 workshop to discuss the scientific development and policy needs in preparation of such a common framework. The framework was recommended to follow a tiered approach. Other important elements for a common European framework for SS-ERA were identified to be the use of generic values in the first tier and bioassays in later tiers, to address bioavailability in the assessment, to differentiate for land use. Also, the framework should allow for negotiation between stakeholders specific to the site. These aspects are present in the Dutch approach to SS-ERA, and this article further presents some experience with the application of this framework in a large case of SS-ERA in The Netherlands. The derivation of suitable ecological parameters and assessment criteria in view of land use in a tiered approach risk assessment is focused on, and the interactive process between stakeholders and ongoing discussions concerning references and criteria for assessment are illustrated.  相似文献

While there has been much debate on the role of landscape corridors or linkages for animal movement and residency, there is little information on their role in maintaining ecological associations. We assess here the arthropod assemblages on flowers, seed heads and leaves of indigenous plants in a network of remnant grassland corridors across an alien pine-planted landscape in southern Africa. The results showed that the arthropod-plant (flowers, seed heads and leaves) associations remained, and were mostly quantitatively similar throughout the network of corridors. Narrow corridors (20–100 m wide) deep within the plantation-grassland mosaic still had high biodiversity value. The most threatening factor to flower-arthropod associations was disturbance, particularly cattle grazing. That the host plants were actually present was, in itself, an indicator that disturbance nevertheless was low. The associations are only lost when the plants are lost, and not when the plants are present but under some disturbance pressure. Although these corridors, which amount to about a third of the total area, mitigate the effects of pine afforestation, they can also be conduits for heavy human impact. This means that these corridors, even narrow and deep ones, are only of maximum value when there is minimal anthropogenic impact.  相似文献

Walker et al. (2008) are critical of the methods used by ecologists and others with ?vested interests? to identify significant biodiversity values and provide for their protection under the Resource Management Act (1991) (RMA), particularly the use of the draft criteria proposed in Norton & Roper-Lindsay (2004). However, we believe that their criticism is flawed because of their failure to fully understand the context of the Norton?Roper-Lindsay criteria; unjustified presumptions they make about the roles of ecologists in assisting those applying for resource consents and administering the RMA; and a failure to take into account the current realities of native biodiversity conservation for those parts of New Zealand covered by the RMA. This paper explores the status and value of ecological resources found in the De-militarized Zone (DMZ), an area of land separating North and South Korea, in terms of habitats and species. This approach contrasts with a conventional species-driven approach. There have been few surveys of ecological resources in the DMZ due to land mines and security issues. As such, there appear to be a number of less well known habitats and understudied and data deficient species within the DMZ. This paper seeks to improve knowledge of ecological resources within the DMZ by combining and synthesizing the authors study results with the outcome of surveys of the DMZ conducted by various organizations. The paper also includes ecological mapping results. Conservation value is assessed using priorities identified by a number of Korean and foreign institutions. The conservation value of habitats, particularly of wetlands including peatland, is based on the Ramsar Site criteria, the International Peat Society criteria, and the designation criteria for the UNESCO World Natural Heritage and Biosphere Reserve. As in-depth studies on the functions of DMZ habitats are not available due to the constraints mentioned above, the habitat assessment is inevitably tentative. Species value is based on the IUCNs Red Data Book (1997). This paper seeks to be used as material contributing to the conservation and sustainable use of the DMZ. In particular, this paper aims to aid in the designation of the DMZ as a World Natural Heritage site through the identification and suggestion of key or prime biodiversity areas within the DMZ. This is completed by using a model suggested by English Nature (UK) based on the aforementioned criteria.  相似文献

The assessment of cultural ecosystem services, in our case landscape aesthetics, is the most commonly investigated but least formalized issue in the scope of the ecosystem services concept. In contrast to ecological or economic aspects, the assessment of aesthetics cannot easily be based on quantitative information. Therefore, two different methodological approaches that assess landscape aesthetics either from an objective or a subjective point of view have been established in the past.This article presents in its first part an objective, landscape metrics-based assessment approach. We defined naturalness and landscape diversity as assessment criteria and selected Shannon's Diversity Index (SHDI), Shape Index (SHAPE) and Patch Density (PD) as indicators. We tested our approach for a set of nine different landscape types in a model region in Saxony, Germany.For validating the developed methodology, we carried out a survey with 153 participants in order to investigate their subjective preferences for the different landscape types. These preferences had to be expressed by rating the landscape types on a scale from 1 (very ugly) to 5 (very beautiful). The study was based on three different data sets, namely photographs of the landscape types, satellite images, and land cover maps.Statistical tests were applied (a) to investigate the impact of personal factors on the ratings, (b) to detect whether abstraction levels are suitable for preference studies, and (c) to compare the results of the objective approach (landscape metrics) and the subjective approach (visual assessment). Personal factors did not influence the visual assessment results significantly. We found the highest correlation of the landscape metrics-based assessment with the visual assessment results of the photographs. We conclude that the three landscape metrics might be applied to the monitoring of landscape aesthetics. An extended study with more participants might be useful to further investigate the reliability of our findings.  相似文献
