This Editorial to the BESAFE special issue introduces the project and its approach and case studies. The BESAFE (EC 7th Framework programme) project investigated how the effectiveness of different types of arguments for biodiversity conservation depends on the context in which they are used. Our results show that tailoring of argumentation to audience within the course of decision processes is the main factor determining effectiveness. We consistently found arguments linked to intrinsic value (e.g. moral or ethical obligation arguments) as shared and supported widely, and thus offering common ground between parties. Economic arguments are effective as additional ones, but not as replacements. Next generation biodiversity conservation strategies can probably improve their effectiveness by emphasizing and better explaining the synergies between traditional conservation and especially regulating and cultural services.  相似文献

With a web of different local actors, often with different perspectives and interests, turning ideas into practice for biodiversity often involves communicating, negotiating, bargaining and, therefore, argumentation. Within this process arguments are selected by actors, to achieve their goals, with varying levels of effectiveness. We examine the use of arguments in UK national biodiversity policies and at the local level from the perspective of those putting forward and receiving arguments. We assess the positive and negative framings within arguments and the effectiveness of arguments. Using interviews and formal documents as sources of data, we analyse nine argumentative interactions from a case study in the Greater Manchester area in the UK. Our findings highlight differences between arguments in national biodiversity policy and those used at the local level. We also show a link between positive framing and salient arguments that were particularly effective. In more polarised, high conflict situations the credibility of the argument, specifically how well it aligned with policy frameworks, strongly influenced its effectiveness. These findings suggest that selecting arguments that identify common ground at the local level contributes to effective outcomes by highlighting areas of mutual benefit. Where this is not possible, a strong policy framework for the conservation of biodiversity is important. A combination of bottom up and top down approaches is most likely to provide effective arguments for biodiversity.  相似文献

Given the concern about biodiversity loss, there are a number of arguments used for biodiversity conservation ranging from those emphasising the intrinsic value of biodiversity to those on the direct use value of ecosystems. Yet arguing the case for biodiversity conservation effectively requires an understanding of why people value biodiversity. We used Q methodology to explore and understand how different conservation practitioners (social and natural science researchers, environmental non-Governmental organisations and decision-makers) in nine European countries argue for conservation. We found that there was a plurality of views about biodiversity and its conservation. A moral argument and some arguments around the intrinsic and ecological value of biodiversity were held by all stakeholder groups. They also shared the view that species valuation does not justify the destruction of nature. However, there were also some differences within and between the groups, which primarily reflected the espousal of either ecocentric or anthropocentric viewpoints. Our findings suggest that moral arguments and those around biodiversity’s intrinsic and ecological value could potentially serve as a starting point for building consensus among conservation practitioners.  相似文献

Establishing different types of conservation zones is becoming commonplace. However, spatial prioritization methods that can accommodate multiple zones are poorly understood in theory and application. It is typically assumed that management regulations across zones have differential levels of effectiveness (“zone effectiveness”) for biodiversity protection, but the influence of zone effectiveness on achieving conservation targets has not yet been explored. Here, we consider the zone effectiveness of three zones: permanent closure, partial protection, and open, for planning for the protection of five different marine habitats in the Vatu-i-Ra Seascape, Fiji. We explore the impact of differential zone effectiveness on the location and costs of conservation priorities. We assume that permanent closure zones are fully effective at protecting all habitats, open zones do not contribute towards the conservation targets and partial protection zones lie between these two extremes. We use four different estimates for zone effectiveness and three different estimates for zone cost of the partial protection zone. To enhance the practical utility of the approach, we also explore how much of each traditional fishing ground can remain open for fishing while still achieving conservation targets. Our results show that all of the high priority areas for permanent closure zones would not be a high priority when the zone effectiveness of the partial protection zone is equal to that of permanent closure zones. When differential zone effectiveness and costs are considered, the resulting marine protected area network consequently increases in size, with more area allocated to permanent closure zones to meet conservation targets. By distributing the loss of fishing opportunity equitably among local communities, we find that 84–88% of each traditional fishing ground can be left open while still meeting conservation targets. Finally, we summarize the steps for developing marine zoning that accounts for zone effectiveness.  相似文献

陆域生物多样性综合评估是保护生物多样性的重要基础工作,评估生物多样性现状和变化趋势、分析其损失的影响因素,是制定生物多样性保护政策与措施的前提和必要条件。目前,我国在陆域生物多样性综合评估方面尚未形成统一的评估指标体系。本研究围绕《生物多样性公约》爱知生物多样性目标、联合国可持续发展目标,借鉴国际上生物多样性评估新趋势,基于压力-状态-响应(PSR)概念框架,构建了我国陆域生物多样性综合评估指标体系,确定了22项评估指标,其中状态指标8项,压力指标7项,响应指标7项,并对指标相关性和可获得性进行分析。指标体系不仅可以对陆域生物多样性基本状况、受威胁程度、保护成效进行单独定量评价,还可以用于陆域生物多样性综合定量评估,以优化调整生物多样性优先保护区和保护措施。本研究可以为管理部门核算绿色国内生产总值(GDP)、制定区域生态补偿政策等提供技术支撑。  相似文献

Conservation managers and policy makers must often justify the need for protection of biodiversity. However, results of scientific studies testing for a positive value of biodiversity in terms of community stability and ecosystem function have been complex and inconsistent. We review recent information on the consequences of loss of biodiversity for natural systems. The relationships described vary with scale of interest – for instance, biodiversity at local scales typically has strong effects on ecosystem function, although the opposite relationship is often found at regional scales. These inconsistencies lead to some concern as to whether these relationships can be used to justify biodiversity protection. This is particularly relevant to policy, where holistic protection of biodiversity has most often been mooted and justified. For managers, who most often work to protect single species, communities or ecosystem functions, biodiversity research has failed to address questions of critical concern such as consequences of the loss of rare species or the identification of functional keystone species. For the general public, we believe that the confusion and debate surrounding biodiversity and ecosystem function relationships is in danger of eroding the positive value society places on biodiversity. We further warn that using those relationships in policy documents as justifications for biodiversity protection is fraught with difficulties. Finally, we contend that biodiversity research has largely not addressed issues of concern to conservation managers, and list a set of priorities for relevant research on the consequences of biodiversity loss.  相似文献

The Government of Madagascar plans to increase marine protected area coverage by over one million hectares. To assist this process, we compare four methods for marine spatial planning of Madagascar's west coast. Input data for each method was drawn from the same variables: fishing pressure, exposure to climate change, and biodiversity (habitats, species distributions, biological richness, and biodiversity value). The first method compares visual color classifications of primary variables, the second uses binary combinations of these variables to produce a categorical classification of management actions, the third is a target-based optimization using Marxan, and the fourth is conservation ranking with Zonation. We present results from each method, and compare the latter three approaches for spatial coverage, biodiversity representation, fishing cost and persistence probability. All results included large areas in the north, central, and southern parts of western Madagascar. Achieving 30% representation targets with Marxan required twice the fish catch loss than the categorical method. The categorical classification and Zonation do not consider targets for conservation features. However, when we reduced Marxan targets to 16.3%, matching the representation level of the "strict protection" class of the categorical result, the methods show similar catch losses. The management category portfolio has complete coverage, and presents several management recommendations including strict protection. Zonation produces rapid conservation rankings across large, diverse datasets. Marxan is useful for identifying strict protected areas that meet representation targets, and minimize exposure probabilities for conservation features at low economic cost. We show that methods based on Zonation and a simple combination of variables can produce results comparable to Marxan for species representation and catch losses, demonstrating the value of comparing alternative approaches during initial stages of the planning process. Choosing an appropriate approach ultimately depends on scientific and political factors including representation targets, likelihood of adoption, and persistence goals.  相似文献

Seminatural grasslands provide habitats for various species and are important for biodiversity conservation. The understanding of the diverse responses of species and traits to different grassland managenient methods is therefore urgently needed. We disentangled the role of grassland management (fertilization and irrigation), vegetation structure (biomass, sward height) and plant quality (protein and fiber content) for Orthoptera communities in lowland hay meadows in Germany. We found vegetation structure to be the most important environmental category in explaining community structure of Orthoptera (species richness, total individuals, fiinctional diversity and species composition). Intensively used meadows (fertilized, irrigated, high plant biomass) were characterized by assemblages with few species, low functional diversity, and low conservation value. Thereby, the relatively moderate fertilizer inputs in our study system of up to -75 kg N/ha/year reduced functional diversity of Orthoptera, while this negative effect of fertilization was not detectable when solely considering taxonomic aspects. We found strong support for a prominent role of plant quality in shaping Orthoptera communities and especially the trait composition. Our findings demonstrate the usefulness of considering both taxonomic and functional comp on ents (functio nal diversity) in biodiversity research and we suggest a stronger involvement of plant quality measures in Orthoptera studies.  相似文献

Aim  To highlight and examine apparent paradoxes in assessing the effectiveness of different forms of land-use for biodiversity conservation.
Location  Tanzania.
Methods  We compare and contrast the findings of two recent and seemingly conflicting studies on the effectiveness of conservation protection strategies in Tanzania. We evaluate these studies in the context of a wider body of evidence relating to the problem of determining protected area performance.
Results  We highlight the importance of landscape-scale management approaches for biodiversity conservation; establishing clear management and monitoring objectives in advance; the interrelation between the choice of target species and the appropriate spatial scale over which to measure their fate; and differences between snapshot and longitudinal scales in assessing the effectiveness of conservation strategies.
Main conclusions  Protected area assessments should not promote an isolated focus on particular conservation targets or methods of monitoring and evaluating the effectiveness of conservation strategies. Instead we argue for a more pluralistic approach to evaluating conservation performance that can help to reveal where potential synergies in tackling different objectives exist, and clarifying the trade-offs when they do not.  相似文献

There are now over 100000 protected areas worldwide, covering over 12% of the Earth's land surface. These areas represent one of the most significant human resource use allocations on the planet. The importance of protected areas is reflected in their widely accepted role as an indicator for global targets and environmental assessments. However, measuring the number and extent of protected areas only provides a unidimensional indicator of political commitment to biodiversity conservation. Data on the geographic location and spatial extent of protected areas will not provide information on a key determinant for meeting global biodiversity targets: 'effectiveness' in conserving biodiversity. Although tools are being devised to assess management effectiveness, there is no globally accepted metric. Nevertheless, the numerical, spatial and geographic attributes of protected areas can be further enhanced by investigation of the biodiversity coverage of these protected areas, using species, habitats or biogeographic classifications. This paper reviews the current global extent of protected areas in terms of geopolitical and habitat coverage, and considers their value as a global indicator of conservation action or response. The paper discusses the role of the World Database on Protected Areas and collection and quality control issues, and identifies areas for improvement, including how conservation effectiveness indicators may be included in the database to improve the value of protected areas data as an indicator for meeting global biodiversity targets.  相似文献

When biologists are asked to discuss the evidence for evolution at public forums, they usually use well-established microevolutionary examples. Although these examples show the efficacy of evolution within species, they often leave audiences susceptable to the arguments of creationists who deny that evolution can create new structures and species. Recent studies from evolutionary developmental biology are beginning to provide case studies that specifically address these concerns. This perspective presents some of this new evidence and provides a framework in which to explain homology and phylogeny to such audiences.  相似文献

The shores of coral reef islands are major sites for biodiversity, but unfortunately they are also subject to strong anthropogenic disturbances. Indeed vast arrays of organisms live exclusively in these very narrow and well structured zones, many others depend on the rich and diverse micro-habitats for essential part of their life cycle (to reproduce, forage, etc.). Sea kraits are sea snakes that depend on the shore of coral islets; they forage at sea but digest, reproduce and rest on land. They have been killed in extremely large numbers in many places, causing local extinctions. In the current study we demonstrate through recapture and translocation studies that these snakes exhibit a strong and fine-scale fidelity for particular segments of the shore. Consequently, these specific areas should be under strong protection, as it the case for the breeding beaches used by marine mammals, birds or turtles.  相似文献

Environmental scientists employ political and economic arguments to argue for the conservation of biodiversity and the maintenance of ecosystem services. However, the economic terminology has a number of connotations which makes its usefulness for the intended effect questionable.On the one hand, the basic assumptions underlying economic valuation are far from realistic and represent rather a caricature of human behaviour. On the other hand, the methods based on these assumptions are manifold and lead to wildly diverging results. Thus the calculated value of ecosystems and their services is not a robust figure, but varies with the valuation method applied (plus a plethora of subjective assumptions). As a result, it is not possible to ‘objectively’ calculate the value of ecosystem services. Fortunately, it is also not necessary to do so. Given the inherent flaws of the valuation process, it seems more promising for biodiversity and its conservation to restrict the economic calculus to the role of a contribution in the implementation process for a set of politically defined targets, rather than using it as the target setting mechanism itself.The paper lists some of the core assumptions, presents a systematic overview of the most relevant valuation methods, illustrates them by providing examples and discusses their limitations. As an alternative, political target setting is suggested, based on a multi-stakeholder, multi-criteria analysis. Market prices play a role in this analysis, as one factor amongst others. For the implementation, cost-effectiveness analysis gives important hints, and economic instruments – inter alia – can play an important role as enforcement mechanisms. However, incentives should be based on criteria of (potential) effectiveness, not on value calculations.  相似文献

生物多样性空间格局和热点区域的分析与探测是进行生物多样性保护规划和科学管理的有效途径。以重庆澎溪河湿地自然保护区为例,基于实地综合调查、历史资料、文献信息,利用生境质量指数、物种多样性和景观多样性评价指标,构建生物多样性综合指数。结合空间自相关分析,揭示保护区生物多样性空间分布格局及其空间自相关程度,并识别生物多样性热点区,探讨现有保护区对热点区域的保护有效性。结果表明: 保护区生物多样性空间格局呈现出随距河流及两岸消落带距离的增加而减少的趋势,生物多样性指数高值区主要集中在澎溪河、普里河、白夹溪及其沿岸地区。生物多样性在空间分布上具有显著的正相关性,局部空间自相关以高-高聚集和低-低聚集类型为主。生物多样性热点区域面积为457 hm2,占保护区总面积的11.1%。现有保护区核心区涵盖了51%的热点区域和50%的次热点区域,保护区结构和功能区布局有待进一步优化调整,建议将普里河段龙王堂区域,白夹溪小垭口、邓家湾、洞子岩、龙王塘、旧屋咀、铧头咀、新铺子与龙家院子等热点区域纳入核心区,将冷点区域划到核心区之外,完善保护区功能区划。研究结果可为保护区范围及功能区优化和管控、合理推进“三区变两区”调整提供定量的基础资料,对于提高物种保护效率、制定科学的保护策略具有指导意义。  相似文献

有机农业是生态环境友好的生产方式, 对农业生物多样性保护具有重要意义。个体研究的差异不利于有机农业的生态环境效益评估。本研究利用文献整合分析, 以对农田生态环境具有良好指示作用的节肢动物为研究对象, 探讨了有机种植对农田生物多样性的保护效果及影响因素。结果表明, 相比常规种植, 有机种植可使节肢动物的丰富度、多度及均匀度显著提升34.95%、64.95%及12.09%; 天敌和害虫的物种丰富度分别显著提升了22.50%和31.03%; 同时天敌的个体数量比常规显著增加了71.80%, 害虫减少了10.46%。经过3年及以上的有机种植后, 节肢动物的丰富度和多度均显著高于常规种植。常规种植化学农药施用频率可显著影响节肢动物丰富度和均匀度指数, 施药次数每增加1次, 节肢动物丰富度相比有机种植显著降低13.54%, 均匀度显著降低2.64%。有机水田对节肢动物多度的提升效果显著优于有机旱地, 为后者的4.7倍; 但二者的丰富度和均匀度没有显著差异。蔬菜和茶叶种植体系对节肢动物多样性指数的综合提升效果优于其他作物类型, 丰富度、多度和均匀度指数分别显著提升了81.46%、74.14%、18.55%和48.86%、49.06%、30.88%。鼓励常规种植减少农药施用频次, 加大有机和生态化管理措施的应用程度, 是保护农业生物多样性、实现农业绿色高质量发展的有效途径。  相似文献

The analyses of congruencies among biodiversity components address the issue of conservation priorities, but previously they have been done at coarse scales with limited relevance for conservation actions. Moreover, these former studies consider only the species level components of biodiversity and not the intra-specific evolutionary legacy that influences future biodiversity. This study represents the first assessment of congruencies between various components of plant biodiversity and the evolutionary legacy of a narrow endemic taxon (Arenaria provincialis, Caryophyllaceae). Assessment is conducted in the vicinity of a Mediterranean big city (Marseille, S.E. France) where habitats and flora are threatened by mass tourism and urban sprawl. Our analyses reveal that the different plant biodiversity facets assessed are spatially mismatched and unequally protected. Moreover, by using only species-level components of biodiversity as conservation targets we ignore crucial areas for the evolutionary legacy of this narrow endemic plant. Our results highlight the crucial role of phylogeography as a criterion to target the genetic precursors of future biodiversity in conservation planning.  相似文献

Arguments in the formulation, implementation and evaluation of biodiversity policy frame conservation in a range of ways and express interests that can be conflicting. Policy processes are cyclic and iterative by nature and as policies are constantly reformulated, argumentation has an important role at each policy stage. In this paper, we utilise the policy cycle model to shed light on biodiversity-related policy processes and the ways in which argumentation generates effects at different stages of these processes. The paper first draws on literature and the theory-driven assumptions are then illustrated with insights from four European case studies on different policy processes in which biodiversity conservation plays a role. The analysis shows that argumentation tends to evolve over the course of the policy cycle, and framing has a key role across the different policy stages. It is concluded that the ways in which arguments persist, accumulate, diffuse, and replace old arguments, should be the target of increased attention in policy analysis.  相似文献

Anthropogenic habitats are increasingly prevalent in coastal marine environments. Previous research on sessile epifauna suggests that artificial habitats act as a refuge for nonindigenous species, which results in highly homogenous communities across locations. However, vertebrate assemblages that live in association with artificial habitats are poorly understood. Here, we quantify the biodiversity of small, cryptic (henceforth “cryptobenthic”) fishes from marine dock pilings across six locations over 35° of latitude from Maine to Panama. We also compare assemblages from dock pilings to natural habitats in the two southernmost locations (Panama and Belize). Our results suggest that the biodiversity patterns of cryptobenthic fishes from dock pilings follow a Latitudinal Diversity Gradient (LDG), with average local and regional diversity declining sharply with increasing latitude. Furthermore, a strong correlation between community composition and spatial distance suggests distinct regional assemblages of cryptobenthic fishes. Cryptobenthic fish assemblages from dock pilings in Belize and Panama were less diverse and had lower densities than nearby reef habitats. However, dock pilings harbored almost exclusively native species, including two species of conservation concern absent from nearby natural habitats. Our results suggest that, in contrast to sessile epifaunal assemblages on artificial substrates, artificial marine habitats can harbor diverse, regionally characteristic assemblages of vertebrates that follow macroecological patterns that are well documented for natural habitats. We therefore posit that, although dock pilings cannot function as a replacement for natural habitats, dock pilings may provide cost‐effective means to preserve native vertebrate biodiversity, and provide a habitat that can be relatively easily monitored to track the status and trends of fish biodiversity in highly urbanized coastal marine environments.  相似文献

Statistical correlations of biodiversity patterns across multiple trophic levels have received considerable attention in various types of interacting assemblages, forging a universal understanding of patterns and processes in free‐living communities. Host–parasite interactions present an ideal model system for studying congruence of species richness among taxa as obligate parasites are strongly dependent upon the availability of their hosts for survival and reproduction while also having a tight coevolutionary relationship with their hosts. The present meta‐analysis examined 38 case studies on the relationship between species richness of hosts and parasites, and is the first attempt to provide insights into the patterns and causal mechanisms of parasite biodiversity at the community level using meta‐regression models. We tested the distinct role of resource (i.e. host) availability and evolutionary co‐variation on the association between biodiversity of hosts and parasites, while spatial scale of studies was expected to influence the extent of this association. Our results demonstrate that species richness of parasites is tightly correlated with that of their hosts with a strong average effect size (r= 0.55) through both host availability and evolutionary co‐variation. However, we found no effect of the spatial scale of studies, nor of any of the other predictor variables considered, on the correlation. Our findings highlight the tight ecological and evolutionary association between host and parasite species richness and reinforce the fact that host–parasite interactions provide an ideal system to explore congruence of biodiversity patterns across multiple trophic levels.  相似文献

In order to influence global policy effectively, conservation scientists need to be able to provide robust predictions of the impact of alternative policies on biodiversity and measure progress towards goals using reliable indicators. We present a framework for using biodiversity indicators predictively to inform policy choices at a global level. The approach is illustrated with two case studies in which we project forwards the impacts of feasible policies on trends in biodiversity and in relevant indicators. The policies are based on targets agreed at the Convention on Biological Diversity (CBD) meeting in Nagoya in October 2010. The first case study compares protected area policies for African mammals, assessed using the Red List Index; the second example uses the Living Planet Index to assess the impact of a complete halt, versus a reduction, in bottom trawling. In the protected areas example, we find that the indicator can aid in decision-making because it is able to differentiate between the impacts of the different policies. In the bottom trawling example, the indicator exhibits some counter-intuitive behaviour, due to over-representation of some taxonomic and functional groups in the indicator, and contrasting impacts of the policies on different groups caused by trophic interactions. Our results support the need for further research on how to use predictive models and indicators to credibly track trends and inform policy. To be useful and relevant, scientists must make testable predictions about the impact of global policy on biodiversity to ensure that targets such as those set at Nagoya catalyse effective and measurable change.  相似文献
