In this research, we examine how restrictive policy influenced performance in human embryonic stem cell research (hESC) between 1998 and 2008. In previous research, researchers argued whether restrictive policy decreased the performance of stem cell research in some nations, especially in the US. Here, we hypothesize that this policy influenced specific subfields of the hESC research. To investigate the selective policy effects, we categorize hESC research publications into three subfields—derivation, differentiation, and medical application research. Our analysis shows that restrictive policy had different effects on different subfields. In general, the US outperformed in overall hESC research throughout these periods. In the derivation of hESC, however, the US almost lost its competence under restrictive policy. Interestingly, the US scientific community showed prominent resilience in hESC research through international collaboration. We concluded that the US resilience and performance stemmed from the wide breadth of research portfolio of US scientists across the hESC subfields, combined with their strategic efforts to collaborate internationally on derivation research.  相似文献

Medical science occupies a peculiar status in American life. On the one hand, people often view medical science as a privileged and authoritative body of knowledge that transcends other kinds of knowledge. On the other handy medical–scientific authority can be easily conjured from the popular symbols of science, e.g., credentials, technical terms, and white lab coats. This problem can be converted into an anthropological question of meanings and symbols, based on Geertz's interpretive anthropology and Baudrillard' s sociology of hyperreality. This article uses these frameworks to explore the cultural construction of medical-scientific authority in the case of a 1986 referendum on AIDS/HIV policy in California. The interpretation of that construction raises some difficult problems concerning anthropology's treatment of medical science. Public policy requires public support, which in turn implies a need to enable the public not just to understand policy but also to be engaged in its development. Where complex science and technology issues are involved in policy making, this takes time, so it is important to identify emerging issues of this type and prepare engagement plans. In our horizon scanning exercise, we used a modified Delphi technique [1]. A wide group of people with interests in the science and policy interface (drawn from policy makers, policy adviser, practitioners, the private sector and academics) elicited a long list of emergent policy issues in which science and technology would feature strongly and which would also necessitate public engagement as policies are developed. This was then refined to a short list of top priorities for policy makers. Thirty issues were identified within broad areas of business and technology; energy and environment; government, politics and education; health, healthcare, population and aging; information, communication, infrastructure and transport; and public safety and national security.  相似文献

目的:近年来高致病性禽流感H5N1病毒基因改造研究及美国国家生物安全科学咨询委员会的监管建议引起广泛争议,美国发布了生命科学两用性研究监管政策。本研究旨在通过对美国生命科学两用性研究监管政策进行分析,探讨两用性研究发展和监管趋势。方法:通过文献检索,获取生命科学两用性研究监管政策相关的情报源,对美国政府生命科学两用性研究监管的政策背景、主要内容、政策评论、政策动因进行系统梳理与分析。结果:美国政府出台的生命科学两用性研究监管政策,有助于美国对整个生命科学研究周期(从最初提交资助申请到研究结论和研究成果交流)潜在的误用风险进行管理。结论:美国生命科学两用性研究引发极大争议,两用性研究监管主要依靠生命科学团体的自我管理,政策具有指导性而非强制性。  相似文献

The Great Lakes region is an important ecological asset for the United States, yet studies show that several environmental risks threaten its viability. As a result, it is important to respond to these risks with effective policies. When and how policy is implemented often depends on public opinion and perceptions; yet, we understand little about how individuals from the Great Lakes region construct opinions about the threats facing the lakes. We seek to understand how individuals from the state of Michigan form opinions on three risks to the lakes: invasive Asian carp, climate change, and offshore drilling. To do this, we evaluate the utility of two dominant models of environmental opinion formation: trust and deference to scientific authority, and partisan bias and motivated reasoning. We find that when issues have been politicized, opinion is greatly influenced by political factors like partisanship but that trust and deference as well as underlying environmental attitudes play a more important role for issues that have not been politicized. We discuss the implications of these findings in terms of policy and communication in Michigan, arguing that if we want Michiganders to support policy consistent with science, they must view risk in ways that are consistent with scientific consensus. For that to happen, advocates and policy makers must focus on reducing the political rhetoric around these threats, developing communication that taps into underlying trust and deference to science, and using underlying attitudes about the role of government in environmental protection to promote environmental policy.  相似文献

Public Service Enterprise Group of New Jersey (PSEG) restored Delaware Bay marshes to enhance fish production as part of a mitigation negotiated in the company's New Jersey Pollutant Discharge Elimination System permit. Restoration meant control of an introduced type of the common reed, Phragmites, which had displaced Spartina alterniflora and S. patens. Phragmites dominance altered the function and structure of the brackish marshes and reduced habitat value by raising and flattening marsh surface and covering smaller tidal creeks. A common control technique is to use an herbicide—glyphosate. Public concern about herbicide use led to public meetings where the concerns were discussed and data provided. The scientific information regarding the herbicide did not satisfy the public. PSEG and New Jersey regulators agreed to test other methods for reed control and limit the amount of herbicide used. Experiments with methods of Phragmites control indicate that herbicide application over three or more growing seasons, concentrating in an area until control was complete, is the most effective control method.  相似文献

This article details the complex natural and cultural history of red wolf (Canis rufus) restoration in the American South. The decisions and methods utilized in the red wolf’s recovery after 1960 were unprecedented and creative but not geographically limited. The federal red wolf recovery experiment highlights the debate over what constitutes a species in a dynamic world, and the practical challenges and unexpected results in endangered species management in peopled landscapes. This wildlife restoration story illustrates not only the “hands-on” management role humans played, and continue to play, but also reveals cultural assumptions about what constitutes a “wild” wolf and about the necessity of wilderness. The red wolf recovery project provides constructive lessons for future species restoration involving flora and fauna on public and private land, and demonstrates human and animal engagement in the making of nature and culture.  相似文献
